For a blast to be successful both heave and fragmentation must be satisfactory. Amongst the major factors influencing blasting are rock properties. This paper considers the effect of rock density on fragmentation and heave and how better results can be achieved in dense ore. Patterns which increase the heave and give better fragmentation are examined and the application of theory to the blasting of the Dales Gorge Haematite, density 4.2 - 4.5 t.m.,3 is then discussed. The drilling of staggered patterns instead of square patterns and a shallower 'V' initiation system has given better heave and fragmentation. This practice has re- duced backbreak and improved toe conditions; these factors have resulted in increased load ing rates. There has been an increase in the lump/fine ratio which is consistent with the theory although other factors such as ground conditions could have contributed.

The effect of conditioning energy input on the metallurgical results of an emulsion flotation process has been attributed by previous authors to a detergency process. This publication shows that such a process does not explain the data and that an attrition mechanism is more appropriate.

The Mineral Resources Act 1989 was assented to on 25th October, 1989 after more than two years of consultation and negotiation between Government, the mining industry and other affected parties particularly the major rural organisations.The legislation proposes major conceptual changes in a number of areas and adopts a totally new approach to the definition of land and the mechanisms available to the mining industry for accessing such land.Unfortunately the passage of the legislation through Parliament coincided with the lead-up to the State election. Ultimately it became an election issue generating much adverse comment in the media particularly from rural and landholder groups. It was obvious that much of this anti-mining propaganda resulted from a lack of understanding of the legislation and the benefits that flow to the majority of landholders as well as the mining industry.It is essential that the contents of the Mineral Resources Act be thoroughly understood by all parties. Only then will all the State's resources be able to be developed in a multiple land use environment.This paper outlines the philosophy behind the new Act and the more important provisions contained therein.

Refractory application in the major iron and steelmaking units are discussed. Mechanis- ms of refractory consumption as revealed by pre- vious studies are reviewed and current practice is evaluated. Deficiencies in refractories now in use are noted and some lines of development are indicated. The iron and steelmaking units discussed are generally restricted to those subject to slagging, structural change or erosion at steel or iron making temperatures, and include the Blast Furnace, Hot Blast Stoves, Hot Metal Ladles, Basic Oxygen Furnaces, Continuous Cast- ing Units and Steel Teeming Ladles.

The object of most blasting operations is to destroy the insitu structure of the rock mass so that mechanical equipment can efficiently excavate the rock fragments. In achieving this objective the blasting engineer is also concerned with minimising damage to the adjacent rock which forms the mine structure relied upon to provide support. Damage to this "structural" rock is undesirable but usually occurs as a result of two distinct processes: ò readjustment of stresses around the excavation as a result of the mining process itself ò impact of vibration and high pressure gases from blasting operations. Gross damage to mine structures from either cause is observed as visible alteration to the appearance of the rock structure in the form of cracking, slabbing, back or over break and visible displacement. Recent work at the Julius Kruttschnitt Mineral Research Centre (JKMRC) has shown that significant reduction in the strength of a rock mass can take place well before the onset of these obvious signs of damage. It has been demonstrated that the effect of blast damage on the behaviour of the rock mass can be many times more prominent than the effect of stress redistribution. This offers the blast design engineer the opportunity to significantly reduce blast induced damage to rock structure by modifying blasting practices. This paper introduces the current JKMRC postgraduate research projects investigating the evaluation and control of blast damage.

Experimentation with new methods, materials and machines to improve primary drilling and blasting is a continuing practice in the hard rock quarry operations of the BMI Group. These experiments will continue in the remote hope that one day we may produce a perfect feed for the primary crusher. As this day is still a long way off, the necessity to break oversize boulders will be a problem to be faced for the foreseeable future. To gauge the efficiency of primary blasting from this point of view, BMI monitor the tonnes of material crushed in the primary crusher for each boulder requiring secondary breaking. Over a period of about 10 years, this figure has improved from 30 tonnes througi the primary crusher per boulder, to 100 tonnes per boulder at our largest operation, which produces in excess of 2 million tonnes per year. Evan with this improvement, 25,000 boulders require secondary breaking each year This paper does not provide the solution to this problem, as like primary blasting, it will have to be constantly reviewed as new products and techniques become available. "The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The CSIRO has performed due diligence studies to independently verify compliance with permits and evaluate new monitoring objectives (Apte et al, 2004; Simpson et al, 2010; Angel et al, 2015), and has performed assessments of environmental monitoring data on the tailings footprint and ore stockpile processing against the above environmental objectives (Simpson and Angel, 2015).CITATION:Angel, B M, Simpson, S L and Waworuntu, J, 2016. A broad zone of intra-plate volcanism occurs for some 3000 km along the E. Australian coastal regions, extending from far northern Queensland southwards to Tasmania, westwards to western Victoria, and into southeastern South Australia. The age range, taken over the whole region, extends from Eocene to Holocene. Wellman & McDougall (1974) recognised the occurrence of three distinct types of volcanic occurrences: (a) Lava field provinces, dominantly basaltic and commonly strongly undersaturated, but of variable size. Large lava fields are especially exemplified by the younger provinces in northern Queensland (e.g. Nulla, McBride), and western Victoria. (b) Central volcano provinces, in which a reasonably well defined volcanic edifice is discernable. Such provinces are built of mildly undersaturated to saturated mafic lavas, but are also characterised by felsic volcanism (and often substantial mafic and felsic intrusive phases). Examples are the Springsure-Minerva Hills province, the Tweed and Focal Peak Shields (southeastern Queensland to northeastern N.S.W.), and the Nandewars, Warrumbungles, and Canobolas volcanic centres (N.S.W.). (c) A single leucitite province in N.S.W. Wellman and McDougall (1974) were able to show that the central volcano provinces exhibit a remarkably regular southward age migration pattern, the calculated migration rate being 66 + 5 mm yr , and these authors interpreted this in terms of the northward passage of the Australian plate across a fixed 'hotspot' within the upper mantle. The leucitite province also fits this migration pattern. The lava field provinces apparently exhibit more erratic regional age distribution patterns, but Sutherland (1981) has interpreted the data in terms of a multiple 'hotspot' model. After a short presentation of the Division of Mining at the Royal Insti- tute of Technology, Stockholm, Sweden, the author presents some of-the fill research carried out at the Division. Literature surveys and testing methods and equipment are described. The use of flocculants' in hydraulic filling has been tested both in laboratory and in mines and the results are very promi- sing. Finally compressibility investi- gations and some finite element calcu- lations are presented.

Thermal and metallurgical coal mining in Queensland has resulted in mines which contain voids due to open cut mining. While there are several proposals for greenfield coalmines or expansions to existing operations, many existing open cut coalmines are reaching maturity and most will leave one or more residual voids in place. The rehabilitation of mine voids is challenging. Water held in voids will evaporate over time leaving solutes to concentrate. This is likely to lead to poor water quality with limited practical use. The most basic practices to rehabilitate voids have historically involved stabilising the high and low walls, bunding to provide flood protection, and preventing public access. Regulatory reforms for mine rehabilitation were introduced in Queensland as part of the Mineral and Energy Resources (Financial Provisioning) Act 2018, and aimed to strengthen progressive rehabilitation planning, limit risks to the environment and improve outcomes for local and regional communities. Under the reforms, the goal for rehabilitation of voids is to achieve a safe, stable, and non-polluting landform, which can sustain a post-mining land use (PMLU). The reforms also introduced a requirement to describe rehabilitation of mined land in Progressive Rehabilitation and Closure (PRC) plans, replacing the description of such plans in Environmental Authorities (EAs). The reforms are not retrospective and recognise historic approvals for voids, meaning established voids will remain in the landscape as non-use management areas (NUMAs). Faced with rising costs and lower metal prices, several Ontario base metal sulphide mines have changed their method of mining to vertical crater retreat mining. This is a bulk mining method that utilises large diameter holes and mines successive cuts remotely by blasting and cratering the bottom of the drill holes. The orebody is mined from the bottom up. The method in turn has required a change in materials handling to cope with the greatly increased productivity.   This paper presents an overview of vertical crater retreat mining in the Sudbury area using examples from several producing mines. The paper reviews the history of vertical crater retreat mining, various methods of applying vertical crater retreat layouts, the development of in-the-hole drills capable of drilling the large diameter holes required, methods of explosives loading and blasting to achieve the required cratering effect, methods of ground support including backfill placement, and the ore loading equipment presently being utilised including remote control load-haul-dump units and continuous loaders.   The safety aspect of vertical crater retreat mining has been of concern, and was the focus of a provincial inquiry. The benefits in improved safety are demonstrated through an analysis of various records kept by the mines and provincial agencies.   Future trends can now be envisaged, particularly in relation to deep mining. Some experimental work which could have practical applications, is described.

The presence of coal in the Sydney area was confirmed in 1891 when Cremorne Bore No. I intersected cindered coal at 1 854 m. The decision to develop Sydney Harbour Colliery was based on the results of Cremorne Bore No. 2 (drilled in 1892) in which a 3.12 m. seam of unaltered coal was encountered at 889 m. Geologists from the New South Wales Department of Mineral Resources consider that this seam is probably equivalent to an upper split of the Bulli seam. Long Cove at Balmain was selected by Sydney Harbour Collieries Ltd. as the site for mine development in 1896. This was due to opposition to the proposed establishment of a colliery on the north shore of Port Jackson near Cremorne. Construction of the main access and ventilation shafts (termed Birth- day and Jubilee), other mine infrastructure and the quay wall occurred between 1897 and 1902. A fatal accident in which five men were killed occurred during the construction of the Birthday Shaft in 1900. This acci- dent resulted in amendments to the Mining Act providing for guide rails in shafts.

Bauxitic laterite of variable thickness and grade is best developed in the Darling Range but covers a large part of the southwest corner of Western Australia. Its limits are defined by the rainfall isohyets to which jarrah forest is confined. Within this broad belt there is an increase in arable land southwards concomitant with a thinning of the laterite layer.Bauxite quality and perhaps thickness as well are dependent on the type of source rock, and are influenced by topography. Economic deposits occur over a vertical range in altitude of about 1200 ft. Some bauxite orebodies appear shoot-like in character, and analogy is suggested with the ore shoots of syngenetic metalliferous deposits.The alumina is in the form of gibbsite enabling low temperature digestion in treatment.INTRODUCTIONAlthough the existence of bauxite in Australia has been known for many years it is only recently that exploitation has commenced of the two most important deposits, strangely at almost diagonally opposite tips of the continent (Fig. 1).Recognition of the importance of the bauxite in the southwest corner came about initially through the efforts of Western Aluminium N.L. which, with some outside financial help, tackled the early exploration with commendable foresight and courage. The Vanderbijl Park sinter plant in South Africa was investigated to determine the reason for the production of very fine sinter not acceptable as feedstock for the blast furnace. A procedure was designed to generate representative samples and to prepare the samples for chemical and mineralogical analyses. Results from a mineral analyser showed that the samples are extremely heterogeneous and therefore the sampling and sample preparation methods had to be tested in order to produce representative samples. The high production capacity at the sinter plant could also give rise to sampling errors. The method designed involved sampling of the conveyor belt at the sinter plant every four hours for the duration of three days. The samples were then milled and split into smaller sections appropriate for analysis. X-Ray diffraction (XRD) and X-Ray fluorescence (XRF) analyses were conducted on the samples. The results showed a standard deviation of less then one per cent, which indicates that the samples were representative and that the method used was therefore adequate. Systematic differences in the phase proportions between normal and fine sinter samples were detected, with the fine sinter containing more haematite than the normal sinter. The sampling method employed gives added confidence that the differences are real.

A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.

The Dampier Port Upgrade Project (DPU) involves an upgrade to Hamersley IronÆs Parker Point iron ore port facility at Dampier, Western Australia. The $US700 million DPU Project will increase Hamersley IronÆs shipping capacity at Dampier from 72 million tonnes per annum (Mtpa) to 116 Mtpa. The DPU Project comprises a new car dumper facility and rail spur, an upgrade to the existing stockyard and conveying system, a new screen-house and a 450 m wharf extension with two new shipping berths and a new ship-loader. This paper discusses the innovative design and construction of the new car dumper facility, which is capable of automatically unloading 240 car iron ore trains at a rate of 10 000 t/h. The facility design is unique compared to more conventional designs currently in operation, and greatly improves operation and maintenance functions.

The excavation of a coal mine or any other mine, tunnel, or quarry, below the water table establishes a void towards which ground- water will flow. Inflows into the mine, if significant, can cause not only problems such as flooding, and/or muddy floors, in the mine, but commonly also require disposal of poor quality groundwater. The flow of groundwater towards a mine is accompanied by a decline in groundwater levels, which may extend up to several kilo- metres around the mine. This may seriously effect vegetation, stream flow and existing users of groundwater. At the pit face groundwater gradients can also cause slope stability problems and where a water table is intersected, increase blasting costs.

Staff turnover percentages on projects in the minerals sector are at levels that would not be accepted in business less than five years ago. While this is being driven in part by the shortage in skills to service the industry there are underlying factors, beyond the increases in remuneration, adding to the turnover. Having identified the five major reasons why people do not stay, this paper confirms that leaders and the various styles are common to all companies. The paper comments briefly on these major reasons and suggests the problem is firmly with management. It also offers possible remedies to reduce the attrition and therefore improve the opportunities for a quality project evaluation.

Mines in Queensland must now prepare a Progressive Rehabilitation and Closure (PRC) plan, with the requirement to justify the selection of the post-mining land use (PMLU) for each rehabilitation domain. Given that there are nearly 200 mines who must undertake a comprehensive PMLU assessment, there is a need to develop methods that will minimise the duplication of effort. As part of a broader initiative on innovative post-mining land use planning, this project undertook a regional analysis of the technical suitability of several PMLUs.

The Eastern Distributor Tunnels - the first major road tunnel project in Australia - are the preferred solution to traffic congestion problems, when compared with alternatives, in this inner urban environment. This is because of the reduced impact on residential housing, the improvement of the existing environment, less restrictions on future developments, and a reduction in noise and pollution. Developments leading to a tunnelled solution, traffic needs and reasons for route location are discussed. Criteria for design of tunnel alignments and geometry are described, including the restraints imposed by surface connections on profiles and grades resulting in low rock cover at tunnel portals. The main geotechnical restraints are a major weathered dyke at the shallow large span underground fork and the weathered Ashfield Shale capping the Hawkesbury Sandstone at a portal. Rock cuttability and excavation methods are discussed. Roadheader machines are the most suitable for the varying shallow arched cross sections required and the tunnel lengths involved but the use of blasting in special situations cannot be ruled out. Initial support for the major tunnel lengths will be provided by rock reinforcement in conjunction with shotcrete. Steel ribs are proposed in areas of low cover and weak ground. Final support will comprise an insitu concrete lining. Construction concepts and special tunnelling methods required at the shallow underground forks and tunnels are described.
