The Banda arc, a U-shaped orogenic belt which separates oceanic crust of the Banda Sea from continental crust underlying the Australian- New Guinea shelf, has been interpreted to mark the convergent boundary between the northward-moving Indian Ocean- Australian plate and the Southeast Asian plate (Hamilton, 1979; von der Borch, 1979; Bowin et al., 1980). East of the island of Sumba (Fig. 1), the oceanic crust of the Indian Ocean has been completely subducted and Australian crust is now thrust under the Banda arc. Controversy has centered over the interpretation of the Timor trough as the surface location of subduction and the significance of the Savu Sea between Timor and Flores as either a forearc basin or the continuation of the Java trench (Karig et al., 1987). Two concentric island ridges, called the inner and outer Banda arcs (Hamilton, 1979), separate Australian continental crust from the oceanic crust of the Banda Sea (von der Borch, 1979) (Fig. 1). The inner arc is a typical volcanic island arc composed of calc-alkalic volcanic rocks of Neogene age, while older (Permian and younger) complexly deformed sedimentary and metamorphic rocks make up the outer arc. Timor is the largest and most extensively studied island of the outer arc and is separated from the inner arc by the Savu Sea. The use of ammonia as a leaching agent in the recovery of copper from ores and concentrates has a number of potential benefits. These include the ability to treat ores with an acid consuming gangue, non-corrosivity, the insolubility of iron in the solution and increased selectivity. This paper reviews the previous and current use of ammonia based leaching systems for copper recovery and presents the results of a laboratory investigation that involved leaching of a copper concentrate and a low-grade ore. The effects of the operating variables (particle size, oxygen addition, agitation and temperature) are discussed. Of these, the particle size had the greatest effect, with decreasing size giving improved leaching rates and recoveries. The possibility of using ammonium salts in heap leaching is also discussed, and the results of some small-scale column leach tests presented. Possible methods for recovering the copper from the leach solution are outlined, and the types of ores and concentrates for which ammonia leaching may prove to be a viable alternative processing route are discussed.

The strategy of adjusting operating conditions to maintain optimum process performance as the feed quality varies - adaptive optimisation - is being investigated by computer simulation of chemical processes for the treatment of ores. Those ore-process systems that are most likely to yield substantial benefits from adaptive optimisation are being identified as a guide to the selection and development of systems for practical application. The generalised mathematical representation of the cost structure, ore quality variations, process kinetics, reactor characteristics and operating variables for ore-process systems is described. Results are summarised for temperature, reagent concentration or residence time as the manipulated variable. For almost all systems, adaptive optimisation was economically beneficial, although a few exceptions have been identified where there is a significant synergistic effect between poor-performance and good-performance materials in a blended feed. The sensitivity of the benefits of adaptive optimisation to a range of economic and technical factors is summarised.

The paper re-visits an old and proven concept of winzing, a method widely used in the past to gather exploration data for accurate definition of the orebody. It is proposed to use a mobile Supersucker (a giant vacuum cleaner also known as vacuum lift), to carry out winzing activities underground. A brief description of conventional underground winzing used in the past is provided, together with a discussion on other underground bulk exploration methods used in Australia to date. Historical background, principles of the proposed system, Supersucker construction details and productivities, and benefits and advantages of the proposed system in comparison with other exploration methods, are outlined. Other relevant applications of the mobile Supersucker, including surface winzing, are also briefly discussed in the paper. With a view of using the mobile Supersucker to recover all broken ore stocks underground, included are also results of floor sampling conducted recently in the in-stope decline excavated in a coarse gold type, high-grade orebody.

The Pao gold prospect in N. Luzon, is an example of a high sulphidation epithermal gold system hosted in Mid-Tertiary alkaline volcanics, in the Philippine Arc. Styles of mineralization include: quartz-enargite veins, vuggy silica alteration bodies, and pervasive low grade (0.5ppm) gold mineralization, associated with kaolinite-pyrite-quartz alteration, and geochemically characterized by high As and Hg. Early magnetite-epidote-chlorite alteration linked to an unexposed granitoid is overprinted by an extensive zone of advanced argillic alteration (kaolinite-pyrite-quartz). No alunite is recorded. Important controls of mineralization include; a broad anticline intersected by axial faults, permeable pyroclastic units, and upward confinement of the alteration system by a highly impermeable, clay-rich volcanic unit. At this stratigraphic position the most important mineralization waz developed. The Pao high sulphidation system is not closely related to a stratovolcanic centre, and has formed subsequent to deformation of the volcanic field. It may, however, be related to an unexposed comagmatic intrusion.

Most publicity about the copper industry nowa- days is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and poten- tial shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing tech- nology. Copper differs from other widely traded com- modities in that its real cost of production has pro- gressively increased since World War II. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other com- modities is that increases in demand occur less auto- matically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other com- modities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. The unique characteristics of the Target orebody and modernistic approach to mining present significant challenges and a concomitant high potential for new opportunities. The break-away from the traditional labour intensive mining methods improves both safety and productivity significantly. The intention of the paper is to illustrate the application of well known mining methods to the particular requirements of a complex orebody at depth. The evolutionary process followed to establish the final mining method design provides insight behind the finished product, and the modern approach to the planning and service principles equips the reader with a suite of mining engineering ideas.

Among the solutions currently being considered for improving traffic flow in Sydney are the construction of major road tunnels, principally the Eastern Distributor Tunnels, leading from the end of the Cahill Expressway to Drivers Triangle and South of Taylor Square and the Sydney Harbour Tunnel, which incorporates sections of driven tunnel at the northern and southern sides of the harbour. The Eastern Distributor Tunnels, known as Stages 2 and 3 of the Eastern Distributor Scheme comprise: Stage 2 - A south bound two lane tunnel from north of William Street to Driver's Triangle. The southern end includes two Y junctions (locally 3 to 4 lane widths) with exits into South Dowling Street, Anzac Parade and Moore Park Road. Stage 3 - A north bound, two lane tunnel from Taylor Square to Palmer Street just north of William Street. Further details of the Eastern Distributor Tunnels are given in the paper by Baxter, Chappel and Fishburn (1986) which is included in this conference.

At Mount Isa Mines, a system has been developed for general monitoring of underground mobile equipment. It can provide unit condition monitoring data such as oil pressures and motor temperatures as well as production type information such as unit location and load. The system does not rely on an expensive data communications infrastructure, using instead inexpensive radio base stations which automatically transfer data from mobile units to a surface database server on the company-wide computer network. This paper includes a general overview of the system and a discussion of the practical benefits it is expected to generate.

A comprehensive analysisof rock structures in non-oriented (axially oriented) drillcore is now available (Laing, in press). The system embodies new concepts which better equip the geologist and engineer to deal from the outset with optimising the acquisition of structural information in drillcore, logging, interpreting, and graphically presenting the results. The few existing techniques for determining orientations of structures are augmented by a wide range of new techniques, and all are brought together into two solution types by considering the underlying Euclidean geometries. Analysis of these solution types in terms of what data are required to implement each solution and what assumptions need to be made, leads to strategies which facilitate intelligent design of different drilling programs for blind and outcropping situations. Drillcorc is variably structurally fertile, depending on the number of different structures present. This concept fosters the selective logging only of the more fertile core. Drillholes are also variably fertile, depending on their orientational relationship to the structures in the host rocks. Structural parameters are either vectorial or non-vectorial. Vectorial structures parameters comprise normal structural orientations plus polar vectors like vergence, younging, shear sense and so on. They can be determined by one of two solution types: external solutions, which use an external reference structure to fix the drillcore and thus permit orientation of all structures within that core, and internal solutions, which use orientational data from a selected structure at three or more different drillhole orientation to determine the unique orientation of that structure, without reference to any external structure.

There exist several legislative provisions in N.S.W. which work together to control surface subsidence due to extraction of coal by underground methods. The important ones are the Coal Mining Act, Coal Mines Regulation Act, Mine Subsidence Compensation Act and Dams Safety Act. In addition, there are guidelines laid down by the Chief Inspector of Coal Mines for mining under and in the vicinity of tidal waters and the ocean. There are also conditions of coal mining leases and conditions of approvals given to undertake various methods of mining which stipulate further controls. The legislative provisions and relative controls are designed to minimise surface damage, ensure safety , of major public utilities, control- surface land use and compensate damage caused by subsidence as a result of coal mining operations. They aim at balanced and responsible development of our valuable coal resources consistent with adequate safeguards to surface improvements and natural features. The paper discusses in detail these legislative provisions and the mechanics of their operation with a view to emphasising the fact that underground coal mining operations are undertaken responsibly and in a planned and rational manner for the overall benefit of the community. Further, the paper aims to demonstrate the need for legislative measures and conditioning of mining operations to keep abreast of developments in the knowledge and skills of mining and subsidence engineers and continuing improvements in mining technologies. Likewise there is a need on the part of engineers and those associated with introduction of new technologies to appreciate the requirements and existence of legislative and other measures having a direct or indirect association with surface subsidence as a result of coal mining operation.

The Lower Proterozoic metasediments of the Pine Creek Geosyncline form a chrono- stratigraphic sequence of mainly greenschist- and amphibolite-grade shallow-marine to supratidal pelites, psammites, carbonate rocks, and volcaniclastics which in places rests unconformably on Archaean basement. Granite and later dolerite intrude the sequence, and are associated with the major orogenic 1800-m.y. event which regionally metamorphosed the sediments. Most mineralisation is stratabound, and can be related at least partly to volcanic activity. Uranium mineralisation is mainly confined to particular carbonate-rich horizons near basement. Other metals are mainly in small hydrothermal deposits near intrusive granite. Specialist studies indicate that uranium was leached from its source rock, and probably carried as carbonate complexes in highly saline fluids at between 100 and 3500 C. Precipitation took place by redox reactions in breccia zones in carbonate rocks; these zones were formed by carbonate solution or diapiric movement of evaporites which preceded the carbonate. Extensive chloritisation in the ore zones suggests metasomatism by Fe- and Mg-rich fluids which may have evolved during dewatering of the evaporites. Solution transport of gold and silver has occurred as a result of the chemical weathering of many Western Australian epigenetic gold deposits. Evidence for the remobilization of gold exists in the form of small crystalline octahedra, mustard gold, flake gold, and coatings on iron-oxide. This "secondary" gold is of high purity (low silver content). It is believed that the high chloride content of laterite profiles combined with the acid produced by the oxidation and hydrolysis (ferrolysis) of iron has caused dissolution of Au/Ag and Au/Te alloys. Gold, and less frequently silver, is subsequently reprecipitated in the profile nearby.Pyrite, which is a ubiquitous accessory of gold in vein or lode systems, is probably an important source of iron for the development of acidity. Where carbonate is abundant in the primary assemblage, neutralization directs the oxidation of sulphide to a path which produces thiosulphate, and an alternative type of Au/Ag oxidation process. Sulphide/carbonate ratios in the vein system, and adjacent wallrock are seen as important in determining the course and extent of remobilization in the oxidized zone of gold deposits.

A BRIEF account of the water-power potentialities of Tasmania is given, together with possible applications of the power commercially. A short history of the Waddamana development is then given, and the main works are described.WATER POWER POTENTIALITIESTasmania is an island of approximately 24,500 sq. miles area (exclusive of small islands). An area of 12,000 sq. miles is at an elevation of over 1000 ft. above sea-level, and of 2300 sq. miles at over 3000 ft. above sea-level. Average annual rainfall varies from' over 140 in. on West Coast to 20 in. on East Coast, and for the whole island averages 48.5 in. The total water-power available, based on conservative figures for run off and efficiency, is 6,000,000 b.h.p. Only a small percentage of this total will, under present conditions, and under likely conditions in the immediate future, be capable of being developed commercially.An extensive hydro-metric and water-power survey is at present being carried out in order to collect information concerning the most promising water-power schemes. Already 400,000 b.h.p. has been located in different proposals, and there is still a large area of very likely country along the West Coast which has not been investigated yet. Tasmania thus has very vast power potentialities, which, combined with good ports and communications and wonderful mineral and timber resources, should augur well for the establishment of the great key industries, particularly chemical and metallurgical.

Reclamation field trials commenced in 1985, two years before the granting of the Mining Licence. The level of pasture production on varying soil depths (0 cm, 5 cm, 15 cm and 25 cm) overlying both tailings and oxidised waste overburden was assessed. After seven years, the rate of increase of N, C, P and S, losses of S and P and pH changes were investigated on the plots where grass seed was sown into bare tailings. It was determined that on these plots it would take approximately 24 years to reach the original carbon and nitrogen levels at the mine site.

The success of any industry depends on the planned integration of the policies and resources of the key components of the Australian economic and political structure - government, industry management, education, research, and the human resources of the industry. The Australian Mineral Industry, like Australia itself, has grown and developed at a rate not foreseen by many of our founding fathers and early industry leaders. Hence, now, as we approach the 21st Century, we need to re-think our approach to the significant new problems that are beginning to face both government and the Mineral Industry. Government initiatives, government information and support services, industry re-structuring, and research and development support, need to be carefully re-evaluated, re-diredted,. and strengthened, so that government, the community, and the Mineral Industry produce and receive the optimum education and research strategies and services. The support of academics and researchers, the development of facilities, and the design of new Courses for the future successful and beneficial exploitation of minerals need particular consideration.

Coal mining activity first began on the West Coast in 1864 and has since led to the exposure of large areas of coal and host rock to chemical weathering. These exposed abandoned workings have led to the formation of acid mine drainage, which flows into selected rivers and streams impacting on the natural environment. A previous study conducted for the West Coast Regional Council identified four catchments receiving mine drainage which had elevated arsenic concentrations. The aim of this research is to expand on this initial study by determining the spatial distribution and attenuation of the arsenic within the sediment and water column in each stream of concern. Cannel Creek is influenced from drainage from the Bellevue coal mine adit and exhibits a low pH of ~3, elevated sulfate concentrations and high arsenic and iron concentrations in the sediments. This pattern is repeated in the Rapid Stream and Soldiers Creek catchments, which are also affected by adit inflows from the Sullivan and Blackball coal mines respectively. Soldiers Creek also has significantly high arsenic in the waters, with an accompanying pH of ~5.5. Snowy River exhibits a similar trait with a pH also of ~5.5, but with very low sulfate concentrations. Arsenic concentrations in the waters are consistently around 30 ppb, with sediment concentrations up to 900 ppm. These sediment values might be partially attributable to the operation of the Snowy battery gold ore production facility, but the consistently high As concentrations in the water column and in the sediment upstream of the battery have an as yet unconfirmed source.

The nation of Fiji is located the South Pacific on the æRim of FireÆ some four hours flying time from the eastern sea board of Australia. It is a tourist destination situated on the main route from Australia to the Americas. Fiji is a developing country that has had a fewsetbacks but the country has able, happy people that are very resilient. Most importantly, the country is a safe destination for tourists and businesspeople as the local people are friendly, have good ethics, and most speak English. Fiji is a very willing nation, hungry for knowledge and advancement. The Fiji geological setting on the æRim of FireÆ, that runs from New Zealand across the Pacific through Fiji and on to Papua NewGuinea, has many large deposits of gold and copper. Fiji is an exciting destination for mineral explorers with discoveries of gold, silver, manganese, bauxite, iron and copper. Gold was first discovered in 1921 and the first two mines opened in 1935; one of which was Emperor Gold Mining Company (EGM) the other being Mt Kasi. EGM mines gold on the margin of the Tavua caldera, some 85 km north of the Nadi international airport. EGM has operated continuously for close to 70 years, producing approximately 6.9 million ounces of gold and has an underground reserve of 847 600 ounces with a total mineral resource of 12 335 600 tonnes at 10 g/t (as given in the Emperor Mines Limited Annual report 2003). The mineralisation in Fiji is very exciting and it is common to discover spectacular intersections and outcrops, which are typical for this type of epithermal narrow vein mineralisation, but be aware that the orebodies are variable and not easy to understand.

The great philosopher, Marshall McLuhan, is said to have stated that the use of forecasting as a means of guiding future actions is akin to driving an automobile through observations made in the rear-view mirror! In effect, in forecasting it is assumed that there will be an orderly progression from the past into the future, and that the model will be sufficiently unvarying for use to gauge both the directions and the rates of change. The concepts of forecasting have served man well in disciplines in which the relationship between causes and effects can be clearly demonstrated; such as between rainfall and crop yield, for example. These are of no value, however, when conditions change rapidly and unpredictably, or when there is no model at all. Even worse, under such circumstances our preconceived notions may cause us to make some horrendous errors in judgement. Such are the risks at present in attempting to make an assessment of the educational needs of the minerals industry for the coming century! The model, and the conceptions that we have had of the linkages between cause and effect are in disarray. Minerals markets are chaotic, and there is almost no ability to forecast trends in metal values. Linkages between supply and demand seem tenuous. Internationally, producers are struggling for survival. Mine closures, temporary shutdowns, and reopenings are frequent occurrences. Decision-making under uncertainty is probably one of the most certain things about the world mining industry Today!
