This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The cultural ages of man have been defined in terms of smelting and hence as a prerequisite, mining for example the iron age and the bronze age. There could be no separation of the man from his role as the technologist (miner/ smelter) for his early metal working efforts were to enhance survival. In the millenniums since, the artisan specialist developed and the technologist emerged. The process is a sort of technical natural selection. From the generalist hunter, gatherer, miner, metalworker we advanced over the centuries with great 'steps for mankind' to the series of specialists each largely intent on securing his/her technical functions from the curious assaults of other tribal members. The relevance of all this to the theme, 'Past, present and future of the Victorian mining and metallurgical industries', is simply that people have always, and will always, be the moving force in our industries. It is the effectiveness of people now and in the future that this paper addresses.

The Adavale Basin and Warrabin Trough are remnants of a much more extensive Devonian to Carboniferous depression which evolved through four tectonic stages; an initial period of rifting and three periods of foreland thrusting, which cannibalized much of the earlier depression. The Basin has subsequently been buried by sediments of the Galilee and Eromanga Basins.The Basin was initiated during the Early Devonian when the earlier cratonized Thompson Foldbelt rifted away to form a marginal sea comparable to the South China sea. This crustal extension was probably in a Northeast-Southwest direction. These initial rifts were the site of acid volcanism (Gumbarbo Formation) and later, deltaic and shallow marine facies (Eastwood Beds).

Covers on waste rock and tailings remain the primary choice for closure planning where the purpose is to create an environment where water ingress into reactive material can be controlled and/or prevented. In semi-arid and arid environments, dry cover systems are the preferred option with the design intention to absorb rainfall and to prevent deep drainage. Although the average amount of rain typical for semi-arid environments is relatively low and evaporative demand is high, the seasonal and annual distribution may vary greatly. Rocky substrates are often the only choice for the construction of covers due to economic constraints or availability of suitable materials. While the water holding capacity may be suitable for the application of a dry cover design in arid and semi-arid climates, some of these covers bear the risk of preferential water flow when rain events are intensive or occurring at high frequency. The objective of this presentation is to demonstrate the occurrence of preferential flow through rock containing dry cover systems. A regional classification for the applicability of dry covers is attempted to delineate those regions of Australia where the characteristic of the rainfall pattern increases the risk of failure for dry cover designs. Several logging methods are presently available to the oil industry for the evaluation of formation porosity: the Sonic and Neutron logs are already widely used, the Gamma-Ganmia log is being progressively introduced. The readings of these instruments are primarily a function of the rack-porosity, hence the general term of "porosity tools". Apart from porosity, however, other variables such as type of fluid in the pores, nature of matrix and degree of shaliness have an important influence.The response of each device is a different function of such parameters: therefore, a cci bination of porosity tools can lead to information on these variables in addition to the evaluation of effective porosity.For example, the presence of gas; rather than water or oil, in a formation which is not deeply invaded, will tend to give Neutron derived porosity values which are too 'low; on the other hand, the Sonic derived porosity: value will be too high in such- a case. For the same porosity, the Sonic gives a longer transit time in sandstone than limestone, whereas in the low porosity range, the Neutron will read more counts per second in a sandstone than in a limestone of the same porosity. The presence of shale also affects the readings of the various porosity tools in different ways so that the combination of two or more methods may lead, in some cases; to an evaluation of both the-effective porosity and the shale, content.In conclusion, it may be said that the various porosity tools pre-sently available, are, to a large extent, complementary, and that in many problems the use of two porosity tools, instead of one, is very likely to bring valuable additional information.

Selective continuous surface mining is a rapidly developing system of mining which will have a significant impact on many present and future open cut mines. In many aspects the technology is in its infancy, whilst in other facets concepts drawn from other sectors of engineering are well proven. Full development of the potential and benefits of this technology will only be achieved if the mining companies and manufacturing companies work together to produce machines which the end user really wants.

In 1976, The Zinc Corporation Limited Broken Hill set up a plant to re-process a hill of tailing (Mt. Keast) from the original treatment operations. With the likely disappearance of this source of feed in 1985, an investigation was initiated to determine what other feed sources might be available. This involved searching through old records and photographs as well as a subsequent drilling campaign. The paper briefly covers the history of treatment operations and describes, as a result of the information obtained, the likely future sources of feed.

The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.

The Canada Centre for Remote Sensing (CCRS) has developed an airborne sensor, the SWIR Full Spectrum Imager (SFSI) which detects in the Short Wave Infrared range of the solar spectrum from 1220 to 2420nm. In June of 1995, a demonstration flight was undertaken in the state of Nevada with the support of the companies listed above. The focus of the flight was to collect image data over well known mineral deposits with the objective of evaluating the applicability of this sensor to alteration mineral mapping. Some of the Nevada sites chosen include Cuprite and Goldfield, volcanic hosted acid sulfate systems; Yerington, a structurally complex porphyry copper deposit; and Virginia City, a Quartz- Sericite-Pyrite vein system with advanced argillic pods. Ground spectral data was collected with the PIMA-II spectrometer. Solar reflectance calibration was done by Desert Research Institute personnel at Virginia City and Cuprite. This paper will discuss the configuration of the sensor and present image and ground data for Goldfield and Virginia City.

The Prince Lyell Mine has been the major production source at Mount Lyell since under-ground mining commenced in 1972.Three lifts of stopes have been mined to date, with the fourth, the 40 Series lift, to commence production this year. As the mine has progressed deeper, the ore haulage system has evolved to accommodate the mine's economic circumstances while maximizing efficiency.In the first, or 10 Series lift of stopes, ore was removed from drawpoints by L.H.D. units and tipped directly into rakes of 7 tonne rail cars. The original concept for deeper stoping lifts entailed L.H.D.'s tipping into long ore passes, rail haulage, underground crushing and hoisting to surface via the No. 1 Shaft. The suspension of the No. 1 Shaft project in 1976, due to economic difficulties, lead to the intro-duction of diesel truck haulage of ore, initially via the internal Prince Lyell Decline and now to surface via the Main Decline.

Your Worship the Mayor, Ron McCullough; the Honourable Tony McGrady M.L.A., Minister for Minerals & Energy; distinguished guests, ladies and gentlemen.It's both a pleasure and a privilege to have been invited by the North West Queensland branch of the AusIMM to speak at a forum in Mount Isa to discuss the potential, and more importantly, the development of the great North West. I spent 25 years of my life proudly living and working in this part of the world, marvelling at its riches, exploring its potential, assisting in its development and responding to its challenges.As President of the North West Queensland branch of the AusIMM in the early 1970's I can clearly recall helping to organize a major symposium extolling the geological potential of the region, revealing the extensions of the Mount Isa copper orebody at depth and describing the potential of the then untapped Hilton Mine. Our optimism in the North West so obviously reflected two decades ago remains today.

On Sunday morning 7th November, 1976, at approximately 2-25 a.m., smoke was discovered issuing from the 1912 m long belt drift at Appin Colliery. A Clouth steel cord rubber belt approximately 940 mm in width had been installed in the drift in 1963 on the basis that no fire resistant steel cord belt was then available to operate on a single lift at the load and on the 160 gradient of the drift. Investigation showed that the belt drift was on fire and the usually downcasting drift was upcasting. Immediate fire fighting and rescue operations were instituted and the drift was sealed off. High expansion foam was pushed into the drift from the surface and the fire was brought under control. Recovery work resulted in the fire being put out and the drift open for walking traffic by, S-P0 am., on Wednesday 10th November, 1976. lie experience gained during the fire fighting and recovery operations led to recommendations in regard to future use of high expansion foam.

Two irrefutable facts in geology and metallurgy are: ore deposits are comprised of variable mixtures of minerals which are systematically distributed throughout the deposit, and mineralogy exerts the primary control on metallurgical performance. If the distribution of process critical minerals can be quantified and mapped, then a logical assumption is that metallurgical performance can be predicted across the deposit.Olympic Dam is a +9 billion tonne Fe-oxide Cu-U-Au-Ag deposit which is hosted entirely within a magmatic-hydrothermal breccia complex consisting of over seventy ore and gangue minerals. Each has a unique set of metallurgical performance properties. Fortunately, 15 of the 70 minerals accounts for >98 per cent of the total rock mass.The mineral mapping journey commenced in the early drilling days shortly after the discovery of Olympic Dam in 1975. Geologists quickly recognised that the copper-iron sulphides had a predictable zoned distribution. However, geological models reflected the presence or relative abundances, not quantitative concentrations, of the minerals. This type of mineral mapping remained relatively unchanged for ~20 years and was of limited use outside of geology.Several things changed during the mid-1990s: assaying costs decreased significantly, instruments capable of automatically measuring mineralogy became readily available, the recognition of two quantifiable relationships at OD (ie mineralogy is a function of chemical composition (ie assays), and metallurgical performance is a function of assays, mineralogy, texture and process conditions. The linkage of metallurgical performance to mineralogy and mineralogy back to assays allows for every assayed sample in the resource model to be assigned mineral concentrations and metallurgical performance predictors. At Olympic Dam, block models (ie 3D maps) are routinely produced for 27 elements, density, 15 process critical minerals and greater than 50 metallurgical performance variables. These geometallurgy-enabled resource models are used for mine planning, process plant design and process optimisation studies. *This is an abstract only. No paper was prepared for this abstract.*

The Obuasi Mine has been in operation for the past 100 years. Within this period a host of mining methods have been employed during its various changing phases. The causes for the changes are multiple, ranging from orebody capability, dynamics, technology, safety, economics, production levels, geotechnical, etc. Mining methods applied have also ranged from timber square setts, conventional cut-and-fill, shrinkage stoping, sublevel caving, mechanised cut-and-fill, longitudinal and transverse open stoping, and lately longitudinal retreat mining method (LRMM).The Obuasi Mine has a world class underground resource potential of about 27 million ounces. A third of this is in reserve. The orebody is subvertical, with multiple lodes and with widths ranging from 1.5 - 40 m. It stretches along 8.5 km N/S strike. A cursory statistical analysis on the various resource ore widths show a higher percentage (60 per cent) of the resource being within the range of about 1.5 - 10 m. Thus a high proportion of the resource is amenable to narrow vein mining methods. This has enhanced the choice of LRMM as an alternative method. Also, with the increasing cost of mining over time, LRMM, which eliminates expensive and time consuming footwall drives, will become far more advantageous as compared to the transverse/longitudinal open stoping methods which currently constitute about 40 per cent of the total underground production.The LRMM currently delivers about 20 per cent of the Obuasi Mine production. Plans are underway to improve total underground production from the current average of 160 000 tpm to about >180 000 tpm in the next few years and about 20 - 40 per cent more in the foreseeable future. Recoverable ounces will also increase from 26 000 to about 34 000 ounces per month. The proportion of LRMM in the business plan is also expected to increase from the current modest level to about 50 per cent. Despite its tremendous advantages in terms of economics and productivity, the method is facing some challenges during its inception. The objective of this paper is to highlight some of the emerging challenges and their effect on production and offer possible remedies that could mitigate the current and possible future challenges.CITATION:Nsarko, F and Owusu-Mensah, F, 2012. This paper discusses the use of tapered roller bearings in conveyor idlers. It shows that in medium and high capacity systems, tapered roller bearings can offer significant cost and performance advantages. In the next ten years, conventional conveyors will face increased competition from unconventional belt conveyors, pneumatic systems, pipeline "slurry" systems, unit trains and so on. The conveyor industry must meet these challenges by innova- tive use of technology. Conventional belt conveyors must continue to show the lowest cost per tonne-km or lose their position in the market. Tapered roller bearings can contribute to the achievement of this goal. The concurrent resources boom and liquid fuel crises may well see a decline in the use of heavy trucks for bulk material handling over moderate distances 10 to 50 km. There appears to be a trend in the conveyor industry to go to higher speeds with improved belting in conven- tional widths. The transmission of more material over a given period of time will place more demands on conveyor idler bearings. Australia has in general followed the European practice of using deep groove ball bearings in conveyor idlers.

Three separate and unconfined aquifers occur in the Hilton area, named relative to position in relation to ore horizons: Footwall Aquifer in the east; Ore-Zone Aquifer within the ore-bearing Urquhart Shales; and the Hangingwall Aquifer in the west.It is the on-going strategy it Hilton to drain the Ore-Zone Aquifer which occupies structurally- and sulphide-controlled leached zones in the steeply west dipping strata. The aquifer affects considerable ore reserves to 480 m below the surface. Dewatering began in 1976, and is essentially completed to 4 level (240 m below surface). Dewatering efforts are now based on 8 level (480 m below surface).

A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The æStarting at Both EndsÆ combination is deemed extremely useful for any continuous improvement blasting program.
