For the sampling of particulate materials in mineral exploration and mining, the fundamental sampling error (FSE) introduced by Gy is a measure of the constitutional heterogeneity of the sample lot and is expressed as the relative standard deviation of subsample grades of a particular mass. The FSE is presently regarded as an important indicator of quality for samples used in resource estimation. Constitutional heterogeneity describes an ideal state of heterogeneity with respect to all constituents of the lot such that the fundamental error among subsamples of a particular mass is minimised.In this paper, the term ‘sampling precision’ used in relation to mineral resource sampling usually refers to a statistic based on the assay results drawn from pairs of separate subsample splits of multiple sample lots. The pairs of splits are extracted after the lots have been prepared by crushing and pulverising to meet specified criteria of grain size and subsample mass. There is presently no generally accepted method of calculating the ‘sampling precision’ from such paired data but some form of the relative standard deviation that is consistent with definition of the FSE is preferred here. The work of Thompson and Howarth in the 1970s on geochemical analytical precision, which has been subjected to extensive examination and criticism by Stanley and Lawie (2007), and that of Francois-Bongarçon since the 1990s forms the background to the discussion in the paper.A significant aspect of the application of Gy’s sampling theory to sampling in gold deposits is the requirement that the fundamental error be maintained at less than ±20 per cent. The most important reason for this is to ensure that the effects of other sampling errors such as the grouping and segregation, and increment delimitation which can cause local and global biases in sampling are kept as small as possible. This paper is focused mainly on the quality of sampling in gold deposits and looks at an alternative to the use of a constant sampling precision applied to a collection of lots with varying average grade. A theoretical model for the FSE based on duplicate sampling is presented and the simulated results of the model are compared to practical outcomes of real duplicate pairs drawn from multiple sample lots. The goal of the work is to present a more informative analysis of duplicate sample data from multiple lots which may allow a more informed view of the potential for bias generating errors during sample preparation and processing.

Acid and Metalliferous Drainage (AMD) is one of the key risks facing the mining industry worldwide. If not properly managed and/or not identified in a timely manner, AMD has the potential to decrease environmental values for generations to come. Ore extraction generates vast volumes of mineral waste (waste rock and tailings) which are stored in perpetuity at the mine site. Some of these materials are not inert and when in contact with air and water can react, generating poor quality water and compromising operational and closure environmental objectives. Understanding the geochemical behaviour of waste rock and tailings is therefore key to identifying risks and opportunities which support effective mineral waste management strategies across the mining value chain and progress toward an environmentally sustainable future that minimises closure liabilities. To ensure AMD risk is recognised and managed uniformly across its portfolio, BHP developed a Global AMD Management Standard for implementation across all operations, including closed sites. The AMD Management Standard provides a management framework to support the consistent, simple and sustainable global management of AMD risks. This ensures mines are planned and operated to be environmentally smart and modern, geochemical risk management is not an afterthought but a key driver, and environmental sustainability is actively pursued to reduce closure liabilities. The AMD Management Framework, on which the Standard is based, was adapted from industry leading practice guidance, ensuring it applies to multiple regions. The framework also comprises sequential requirements throughout the mining life-cycle. It is an iterative framework with an adaptive management approach that is designed to incorporate new data, information and management opportunities into AMD risk assessments and mine plan revisions.

Minera PenmontÆs gold mine, La Herradura, is located at the northwestern Mexican state of Sonora and consists of an open pit mine and heap leaching facility for the recovery of gold. The production began in July 1998, and today La Herradura produces about 200 000 oz of gold per year. Standard sampling and assaying protocols were established during exploration based on heterogeneity tests. However, at deeper zones of the pit, coarse gold became evident and it was necessary to develop a new sampling protocol in order to minimise the fundamental error and improve the metallurgical accounting. This new sampling protocol requires cyanide leaching the whole pulverised sample from the blasthole, assaying pregnant solution and fire assaying 50 g of tailings. A sampling study was performed on 195 blasthole samples analysing gold under the standard and new protocols. The new protocol demonstrated that the original one underestimated gold grade by approximately 27 per cent, with impacts on ore misclassification and metallurgical accounting. According to the ore grade control system, mineral with gold grade above 0.35 g/t was sent to the leach pad and mineral with lower grade was classified as waste. Based on the sampling study, it was decided to classify a low-grade ore with gold assay between 0.20 and 0.35 g/t which was stored for future treatment under better gold prices or should mine production decrease. These two conditions were present during 2005 and 2006, when about 3.5 Mt of low-grade ore were leached.

The seminar had its origins in an Inquiry into the Box Flat Disaster and one of the conclusions from this Inquiry was that there should be a better dissemination of technical knowledge and the results of research work. As a result of this Mr. W. Roach, Chief Inspector of Coal Mines in Queensland and Mr. R. Menzies, Chief Inspector of Coal Mines in N.S.W. had a meeting to see how this could be done. They concluded that it would be difficult to have the sort of regular meetings that would be possible where distance was not significant, but a seminar would be a major step toward satisfying this particular conclusion of this Inquiry. As a consequence, Mr. Roach, who is on the Committee of the Southern Queensland Branch of the Institute, suggested when the Branch programme was being planned this year that a meeting of this type should be held, and the Mine Fires Seminar which was held today is the result. We have received a great deal of support in arranging the Seminar. First and foremost I wish to acknowledge support from the National Coal Board in United Kingdom. Not only have they released Dr. Willett for a period of six to seven weeks to visit Australia, conduct the Seminar and give a series of lectures in various areas through the country, they have also borne the brunt of the financial support that has been necessary to make this possible. The paper briefly summarises the work of the Titanium Research Section in the Metallurgy Department of the University of Melbourne and mentions the development of a new electrolytic process for titanium production. This process utilises the "hot-spot" cathode technique and titanium carbide anodes. An introduction is given to three further papers on titanium metallurgy to be presented to the Institute.INTRODUCTIONThe unique combination of strength, lightness and corrosion resistance possessed :by titanium and its, alloy has made them of great interest to engineers. However, high cost, difficulties of production and limited knowledge of techniques of application restrict their usage at present almost exclusively to high priority armaments.The cost of the metal is divided between extraction and processing and much research has been carried out to devise new and cheaper methods for winning the metal from its ores. Processing costs will be reduced when production volume increases.Extraction research is proceeding rapidly overseas and Kellogg (1955, p. 72) reports that 'at least seventeen companies in the U.S.A. are interested in titanium production. Of these, two are producing the metal by a modified Kroll process, three are building Kroll plants and the remainder are in various stages of research activity. The Horizons Corporation alone is contemplating electrolytic extraction and is building a pilot plant. Steinberg et aI. (1955, p. 252, p. 332) have reported the early work done by the HorizonsCorporation on electrolysis of potassium fluotitanate and titanium monoxide in fused salt electrolytes. The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

THE manufacture of Portland cement on a commercial basis dates back to the year 1824, when Joseph Aspidin, of Leeds, patented his process. It was, however, only within the past 25 years that the cement of to-day commenced its history, and during that period manufacturers have constantly tried to improve the grade of cement.The introduction of the rotary kiln at the opening of this century was the starting point of rapid development in the process of manufacture, and in the quality of the cement produced.Following on the rotary innovation came the wet process. This at first was used only where the raw materials were of a soft nature; but to-day nearly all classes of materials can be treated by this method. Oompared with the dry process, it allows for greater refinement of raw materials, more intimate mixing, better chemical combination, and economy in fuel. Taking advantage of this, the manufacturers in England and America are in a number of cases substituting the wet for the dry process.Subsidiary machinery throughout the factories, such as crushing and grinding mills, have also been vastly improved. The chemists, too, have done their share in the work. Long and careful research has proved the necessity for accurate proportioning of raw materials, thorough mixing, and very careful burning. All these factors combined have given us the product of to-day, which is consistent within very narrow limits, and far superior to that of the beginning of this cement era.

This paper is essentially an address, rather than a detailed presentation of facts, because the third edition of `Nuclear Electricity - An Australian Perspective' has just been completed and will be available for the seminar. That 96-page booklet contains a lot more information than The AusIMM would be prepared to print in the seminar proceedings. Hence I have kept this paper brief, and ask readers to obtain a (free) copy of Nuclear Electricity at the seminar or from The AusIMM. It can be read as a supplement to the paper (or vice versa). According to one of Australia's well known critics of nuclear power, Professor Ian Lowe, `the pro-nuclear lobby's predictions of the future use of nuclear energy .... have been regularly and consistently wrong by large amounts, always overestimating the future demand for uranium" (Aust. Society, April 1989). While I do not accept this as a bald statement applying to all those in favour of increased use of nuclear power, there is sufficient truth in it for it to be credible. Certainly in the 1950s and the 1960s, when the new technology for producing controlled power from atomic fission was first being commercialised, there were some very exaggerated projections of the role of nuclear power. Many people thought that it would take over from fossil fuel fired electricity generation in much the same way as the motor vehicle took over from horse-drawn transport. And these early projections were not simply concerned with electric power generation, they included excavating harbours and digging canals with nuclear explosives.

I start with some lines from "Pleasures of Hope" by the poet Campbell, published in 1798, which sets the flavour of what I am going to say. They blissful omens bid my spirit see The boundless fields of rapture yet to be; I watch the wheels of Nature's mazy plan, And learn the future by the past of man. I hope to echo the poet's optimistic view of what is yet to come. I am not sure I can find all the omens blissful but we all have some experience of what the wheels of Nature's mazy plan get up to. His advice to learn the future by the past of man seemed sensible to follow, so on the principle that the past of several men would be better than one alone I invited Alan Attwood, Maurice Cahalan, Gavin Moncrieff, Derek Temple, and Peter Wright to help me prepare this address; I am most grateful to them for their contributions. Of the technologies covered in this sequence of keynote addresses, metallurgy is the one which is closest to our consumers. On the age-old principle, which I do not expect to see changed in the 21st Century, that production is about providing the customer with what he wants, when he wants it, where he wants it, and at a price he can afford, I think we should start by trying to see how the market place is likely to develop, and to work back from there to review what technology we need to meet these demands.

A large amount of wastes from the preparation plant is produced. The properties of these wastes vary depending on the mineralogical contents of the mother rock in which the coal is embedded. The waste quality depends on the method of mining and cleaning. The waste mainly consists of clays, quartz, carbonaceous materials, mica, pyrites and so on. About 55 per cent of coal-ash is now utilised and the remains are disposed of at the disposal sites, however, the life of the disposal site is limited. Moreover, it is difficult to find new disposal sites. Therefore, it is requested that the percentage of the utilisation of the coal-ash be increased in every field in Japan. So, it is very much available if the injection material for natural/artificial openings can be applied on the cement that is added to flyash. Among the man-made pozzolans, a flyash is probably the most successful component used in grout injection. When flyash is added to Portland cement concrete, the same kinds of oxides as those of the cement are being added. As an injection component, flyash acts, in part, as a fine aggregate and, in part, as a binding component. However, there is not a substantial alteration of the properties of the original component. From these points of view, in order to clarify to what degree the flyash content affects the properties of the injected grout mixture; different combinations of flyash, Portland cement and water were considered by means of several experiments.

Carboxymethyl cellulose, CMC, is widely used in mineral processing as a flotation depressant, mainly for the depression of carbonate and talcaceous gangue in the flotation of Cu-Ni sulfide and PGM ores. Although CMC is a common depressant that can be used in the flotation of different ores, understanding of the interaction mechanisms between CMC and mineral particles in different flotation circuits and different pulp conditions is still limited. Electrokinetic measurements, microflotation and laboratory-scale flotation tests were carried out to optimise the action of CMC depressants in the flotation of a PGM ore. Standard and new CMC brands produced and characterised by Noviant were used in the study. Pure talc and chlorite minerals and a low-grade PGM ore composite were used as test materials. A laboratory flotation test evaluation was performed using the recovery-grade relationship and double value index (DVI) calculation to estimate the effects of both valuable and harmful components on the product value. Solution conditions play an important role in the depression of gangue minerals such as talc. The most favourable conditions for MgO depression were found to be mildly acidic in which conditions the electrostatic repulsion between the CMC molecule and talc is minimised. Similar effects were obtained with electrolytes that affect the conformation of the CMC molecule and the mineral surfaces. In addition to the control of chemical conditions in the pulp, CMC molecules were modified to optimise structural variables. The new CMC brands developed in this work showed significant potential to improve flotation performance, particularly when pulp conditions are controlled.

The impact of moves to introduce Abori- ginal land rights was felt in the Northern Territory as early as 1972 when the Federal Government froze the processing of all appli- cations for mining interests over vacant Crown land. The Aboriginal Land Rights (Northern Territory) Act was finally proclaimed on Aust- ralia Day 1977 and since that date the mining industry and the Territory legislature have struggled to make the Act work. Despite these efforts long delays have been experienced by those required to negotiate mining and explor- ation agreements under the Act. In fact explor- ation on Aboriginal land has been effectively stiffled since the introduction of the Abori- ginal Land Rights Act. The Northern Territory government and the mining industry have both sought amendment to the Act to remedy some of its more onerous problems. These efforts have generally been fruitless. Some of the recommendations put forward by Mr Justice Toohey following his recent review of the Act would provide relief in some important areas. However, any such improvements are more than offset by a number of Mr Justice Toohey's recommendations which would severely disadvantage the vast majority of Territorians. A recent survey of mining companies seeking exploration licences over Aboriginal land indicates that many of the existing diffi- culties could be overcome without significant amendment to the Act but rather by the adoption of a positive administrative approach by the Land Councils. It is now up to the Commonwealth and the Land Councils to demonstrate that their Act can work without crippling the Northern Territory economy and its mining industry.

The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. Information from bores in the LatTobe Valley has been accumulating for over fifty years, and the manual extraction of details has become a limiting factor in their use.Punched card equipment, installed by the State Electricity Commission for accounting purposes, was known to be available for reasonable periods, and it was suggested that this could help in the extraction of data from the voluminous records.Investigation showed that they could be substantially duplicated on cards, with consequent gains on many operations; the cards being regarded as an auxiliary to the existing records.BRIEF DESCRIPTION OF RECORDSAs a bore is drilled a continuous record of the strata is kept, together with notes on the presence of water or any unusual features which the driller may observe.When coal is struck, samples of each ten feet are usually sent for analysis.The location and surface level of each bore is fixed by surveyors, and details of dates and methods of drilling are also kept.Bores are allocated numbers, prefixed by the name of the parish within which they are drilled. Numbers are allocated in conjunction with the Department of Mines, to avoid duplication.Records of strata and analyses are kept in folders, with 100 bore numbers per folder.Standard plans are drawn, showing the locations, bore numbers and surface levels. For each bore they also show the depth and thickness of coal struck, and the total depth drilled.Cross sections are then drawn, connecting the various coal seams, which have been identified by the geologist.

In order to maintain an accurate survey underground, it is first necessary to connect all shafts used for the transferring of the survey to the levels below by a precise surface survey.This has been achieved at Mount Isa by a careful triangulation survey with stations adjacent to those shafts most suitably located for transferring the survey below.The precedure used is described herein.The Weisbach triangle commonly used is obtained by reading to swingirig wires, the theodolite being placed in line with them as nearly as is possible. The surveyor at the surface places the wires in the shaft as far apart as the size of the shaft will permit, with sufficient space between the wires and walls to ensure their swinging freely. The far wire is fixed in position, while the near one is movable by means of fine adjusting screws to facilitate its being brought into line with the fixed wire and the theodolite. When this is done the surveyor at the lower level is advised by pre-arranged signals and the survey can then commence.The surface portion of the survey is simple; all that is necessary being to read the angle from the backsight to the wires, measure their distance from the theodolite, and keep a check on them throughout the survey to make sure that no movement takes place.The lower portion of the survey is more difficult, the surveyor first qf all having to place his theodolite as nearly as possible in line with the wires.

Christmas Island "C"-grade phosphate consists essentially of the minerals crandallite and millisite. Although containing over 25% P205, this material is not suitable for the manufacture of water-soluble phosphate fertilizers by conventional processes, because of its high iron and aluminium content Cover 25% total R203). In order to produce a water-soluble fertilizer from such material it is necessary to separate the iron and aluminium from the phosphate, which must report in a product acceptable as a fertilizer. Several processes were studied in detail. The first used ion exchange for dissolution and separation and yielded diammonium phosphate; processing costs were high compared with conven- tional processes based on apatite. The latter processes have basically simple flowsheets and cost of processing is low when compared with the costs of the raw materials. The need to separate iron and aluminium from the phosphate introduces additional complexity into the treatment of the C-grade material. The higher processing costs might be justified, however, if alumina could be produced as a byproduct. Two proposed processes have been developed in which: 1. hydrochloric acid is used for dissolution, and solvent extrac- tion for the separation of ferric chloride from phosphoric acid. Aluminium chloride is precipitated and hydrolysed to recover alumina and hydrochloric acid. 2. sulphuric acid is used for dissolution and aluminium is crystallized as ammonium alum. The phosphate is produced as an ammonium phosphate-sulphate fertilizer. High purity alumina can be obtained by treatment of the recrystallized alum. The technology of these processes is described, and their broad economics discussed briefly.\

A practical field method for determining the maximum value of the intrinsic oxidation rate, Smax , of sulfidic materials in waste rock dumps is proposed. Knowledge of the intrinsic oxidation rate of sulfidic materials distributed in a dump is necessary for predictive modelling of oxidation and pollutant generation over time. The suggested method uses the fact that drilling waste rock dumps to install probes for monitoring temperature and oxygen concentration causes large volumes of air to be injected into a dump by the drill rig. By measuring the rate of decrease of oxygen concentration along the length of a borehole immediately after installation, it is proposed that Smax can be calculated at different depths. The aims of this work were: to derive a simple, practical formula for the estimation of Smax from the oxygen concentrations measured over time, based on some simplifying assumptions; to use a two-dimensional numerical model that incorporates all the necessary physical processes to model the behaviour of an aerated dump over time for a reasonable range of dump and material parameters; and to compare the results of the two approaches to assess the validity of the simple formula as a method for estimating Smax. It has been found that the technique can provide reliable estimates of Smax when the value is of the order of 10-7 kg(O2) m-3 s-1 or greater. At the lower end of the range however the radius of the zone aerated during drilling becomes an important parameter and further work has been recommended to investigate this aspect of the method.

Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. The investment worth of a mineral deposit can only be realistically evaluated in relation to specific engineering design criteria, which fully details the proposed method of exploitation. These criteria have not in general been taken into serious consideration when leaseholders have reported reserves in the past. In fact, many "reserve" figures quoted are probably more correctly classified as geological resources. The industry now recognises that it is necessary to take into consideration not only grade and mill recovery factors, but also likely mining and processing costs as well as the current market price for the commodity. Once having estimated those costs which are applicable to the resource under study, they can be deducted from the gross inherent worth of the orebody to result in an estimate of the potential net revenue. Through a process of interactive trial mine designs and evaluation, reserves can be quantified to provide an estimate of the available recoverable economic reserves given a set of assumed cost and operational parameters. It follows then, that the available economic reserve recoverable from a given resource will vary from time-to-time as cost and price factors vary in response to changing technology and economic factors. A methodology is described which may be used to derive economic recoverable reserves based on a computerised model of the geological resource data and appropriate economic and operational cost algorithms. Examples are provided from both coal and gold studies to illustrate the impact of economic criteria on the magnitude of the reserve figure reported for each project.

The gas dispersion properties that are the subjects of this communication include three measured parameters, gas superficial velocity (gas rate), gas holdup and bubble size, plus derived parameter, bubble surface area flux. Over the past ten years sensors to measure these parameters have been introduced and those originating from McGill University are briefly described. The sensors have seen extensive use in plant campaigns and experiences on four cell types at three sites are discussed. The impact of frother in controlling bubble size by retarding coalescence is illustrated, introducing the need to understand chemistry/machine interactions in interpreting gas dispersion results. An increase in Sauter mean bubble size (D32) with superficial gas velocity (gas rate, Jg) was found, which followed the empirical relationship where Do ~ 0.5 - 0.6 mm and C and n are fitted parameters dependent on the system (machine and chemistry). Following this trend in Db - Jg, consistent bubble surface area flux (Sb) - Jg trends are also observed. The trend in Sauter mean versus number mean (D10) is used to help interpret the nature of the distribution; as the means approach numerically, the distribution is narrowing. Analysing gas holdup versus gas rate shows both a dependence on location in the cell as well as cell position in a bank, factors which must be accounted for when comparing data from different plants and circuits. The instrumentation and methodologies being developed are presenting new opportunities for incorporating cell hydrodynamics into metallurgical diagnostics. A case study at one plant serves as illustration.
