The first stage in the refining of lead blast furnace bullion is the removal of copper and is normally done as a batch process in open kettles.A number of attempts have been made to establish continuous processes operating in reverberatory type furnaces, but the growth of accretions in the furnace has always presented a serious problem.The Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) at Port Pirie have overcome this problem by constructing a reverberatory furnace and ancillary cooling system of a novel design.Although a number of mechanical and metallurgical problems still remain to be solved, it is claimed that a workable continuous copper drossing process has been established.INTRODUCTIONLead bullion emerging from the blast furnaces at Port Pirie is at a temperature of about 1100°C and contains, among other impurities, about 1 per cent of copper.The first stage of refining is the removal of this copper by a drossing operation and in the past this was done, batchwise, by allowing the bullion to cool back in 100 ton kettles.At about 700°C, copper dross begins to separate as a crust on the surface of the kettle and this separation was allowed to continue down to about 450°C when the crust was brokenup and skimmed manually using a long handled, balanced, spoon. The dross was then smelted in a reverberatory furnace to produce a saleable copper matte and separate out lead bullion, which was returned to the drossing kettles. Since I first enrolled to study Mining Engineering, the idea of working with big machinery and explosives has always appealed to me. After a few courses at uni, combined with vacation work and a number of presentations at the New LeadersÆ Conferences I had attended, I began to realise that the explosives side seemed to have more appeal than the others. As I look back on the past two and a half years that I have spent with Orica Australia Pty Ltd as part of their graduate program, I would have never imagined the dynamics of explosives in mining. This I put down to the ever changing and rapid development in technology converting blasting techniques into a defined predictable science. The opportunities I have been given have delivered all the appeals from when I first started my study. As a result of my entry into a profession that uses explosives to deliver broken rock in a range of mining and construction projects, through the use of advanced blasting technology and products, my experiences have been wide and varied. These experiences have included the use of OricaÆs i-konÖ detonator technology and blast design software to allow for blasting operations to occur in a range of environmentally sensitive quarrying and construction projects throughout New Zealand, to the implementation of various Orica blast based services aimed at improving dragline dig performance and reducing coal loss thus improve overall mine sustainability in the coal mines of Central Queensland, to the advanced utilisation of Orica explosive products and technology in a number of the worlds largest copper mines in Chile. I have witnessed first hand the blasting technology available within Orica Mining Services to both deliver fundamental changes in mining results and in turn kick off my career with a bang.

Henry Walker Eltin (HWE) are the mining contractors for Gloucester Coal at Stratford mine, which is in an environmentally sensitive area in the Avon Valley, NSW, Australia. Normal blasting at Stratford is done in a æstand upÆ or æbox cutÆ mode to suit the truck and shovel operations. Recently an opportunity of doing a throw blast became available when part of a ramp had to be blasted to accommodate changes to the pit design while not damaging the remainder of the ramp. The objective was to maximise throw into the void in order to minimise excavation costs by reducing the amount of overburden to be moved by the excavation fleet. It was necessary that the best result be achieved while staying within the vibration and airblast limits at a neighbouring property and nearby township. Both objectives were achieved through the application of OricaÆs knowledge of blast design, modelling and i-konTM electronic detonators. The i-kon system was used because of its known benefits in cast blasting and environmental control. The i-kon system provides the blaster with much greater accuracy, control and the flexibility to tailor blast designs. It has been found previously to enhance blast throw and provide cleaner high walls (Brent, 2002). The blast was a success, producing a muckpile with a high degree of looseness and consistent fragmentation, with an average throw to final spoil position of 37.5 per cent. This was achieved without any environmental exceedance. In addition, high speed filming showed that the coal edge had remained largely in place, indicating minimal coal loss. The results exceeded the expectations of HWE Stratford and the overall cost savings to HWE Stratford from this blast were recognised to be substantial. Further throw blasting opportunities at Stratford have been followed using the i-kon system to maximise benefits.

Although blasthole deviation is a problem which can seriously affect blasting operations, there is little practical emphasis on controlling this deviation and no practical emphasis on understanding its practical behaviour. The most common way of dealing with it involves tight control over drill set up and surveying hole paths. The surveying might involve simple collar location and inclination measurement to estimate the hole's actual path. At best, some operations routinely survey hole paths after all holes in a stope have been drilled. In addition, although there is an expectation that holes will deviate, there is no planning for this behaviour in order to reduce its impact on the blast. Design decisions are invariably made with the assumption that holes are straight. If and when surveys reveal problems it is possible only to adjust charging and initiation to 'work around them'. In extreme cases the drill might be recalled to fill in gaps. The lack of planning and the lack of understanding are doubtlessly linked.A model is presented that will predict the expected path of a drill hole. By knowing how a selected few holes deviated it is possible to make a good estimate of the deviation of other holes in the same rock mass. After minimal calibration the model can be used to increase the amount of information for a given amount of surveying or the amount of surveying can be reduced while maintaining the same level of knowledge of blasthole deviation. Equally important is the ability to plan for the deviation in future drilling through altering the initial collar angles or drilling from different locations. It is the authors' hope that planning for hole deviation becomes as much a part of the design process as planning for detonator delay scatter and explosive performance variation.

Underground space can be defined as space below natural ground level which can be used as an alternative to an above ground location. While many of our above ground structures inherently involve underground excavation for foundations and services, the term underground space specifically refers to organised development of underground openings and of the underground domain. For example, the services to a city such as power, gas, sewerage, water and communications are installed in a congested array which usually requires roads to be dug up when the services need to be accessed. An underground space installation of services would involve a well planned conduit which is easily accessed without any excavation. The concept of using this virtually untapped land resource to the advantage of our expanding cities is gaining considerable interest in Australia. Overseas, in the Scandinavian countries and some Asian countries, underground space has been used for centuries; in Great Britain, France and the United States of America over the last century and in Japan for over a decade. This paper focusses on the types of underground space usage which should be competitive with above ground use and suggests areas in which the competitive edge may be improved in favour of underground space. In particular, considerable advantage is seen by using well-planned underground space developments in major cities, where the strategic central location of the development takes advantage of proximity to potential users. However, the largest single factor affecting the acceptance of underground space is the high capital cost of construction, even though an underground space development may result in lower operating costs and reduced long-term maintenance costs. While excavation methods and associated costs are very much site-specific, the importance of applying the latest technology in rock breakage, with consideration of ground vibration, excavation rates and ground support, remains a major challenge to the development of underground space.

GoldcorpÆs Musselwhite mine in north-western Ontario, Canada has in recent years become a world-class deposit. Initially discovered in the early 1960s by Alan and Harold Musselwhite, the then marginal mine eventually started production in 1997 and has to date produced 2.6 Moz of gold. Two million ounces of gold are currently classified as Mineral Reserve and a further 1.2 Moz of gold are classified in the Mineral Resource category for a total gold inventory approaching 6 Moz. Growth of the mineral inventory has been achieved through the successful implementation of strategic planning that sought to extend the mine life through discovery of additional economic zones and increased mined tonnages. Accelerated exploration activity commenced in 2001, at a time when gold price was at its lowest in decades. Focus was placed on building, developing and retaining a highly skilled geological team, maintaining purpose, conducting external reviews and developing a new geological model through research partnerships. Ongoing collaborative research between Lakehead University and Musselwhite mine has seen the development of new structural and geological models through post-graduate and academic studies. Research has included lithogeochemical, stable isotope and structural and metamorphic studies and has led to the evolution of a new mineralisation model (for the mine) and the recognition of brittle and ductile deformation regimes within the mineralised horizons. Exploration drilling continues to provide support for the new geologic model. Gold discoveries have extended known mineralisation 2.3 km along strike from mineral reserves and laterally into parallel zones. The exploration potential to further increase production rates, Mineral Reserves and Resources remains very positive and increases in overall gold inventory are likely. Musselwhite mine has significantly exceeded initial projections for a ten year life-of-mine and a marginal existence.

The proposed Lihir open pit gold mine is located on Lihir Island in New Ireland Province, Papua New Guinea. The mine will be located within a volcanic caldera, part of which forms the adjacent Luise Harbour. Kennecott Corporation started engineering design work in 1988 and ended in 1993 when a Feasibility Report was submitted to the Papua New Guinea government by RTZ/Kennecott. The project will be managed by the Lihir Management Company. The mining operation will produce approximately 350 Mt of waste and 62 Mt of low-grade ore over the life of open pit mining. Landforms and traditional land use by Lihirians preclude storing mine waste and some of the low-grade ore on land close to the mine site. The mine waste will be composed of hard rock and soft soild like material which cannot be safely used to construct large land waste repositories by truck dumping. Submarine disposal by bottom discharging barges is the only safe disposal method. The barges will also be required to construct a waste platform along the shore for stockpiling low-grade ore. A simulation model of the waste handling system was written in GPSS/H¦ to assist engineers in selecting the optimum size and quantity of barges and loading docks by analysing the interaction between excavators, trucks and barges. The simulation model was written in enough details to model the various functions that will be encountered during mining. Input parameters allowed for variations in the size and number of trucks, shovels, barges and loading docks. Variations in loading, hauling, and dumping times were from user specified distributions. In order to visualise the interaction between the components of the waste mining operation, the simulation was animated using Proof AnimationT""'. It is believed that this is the first application of an animated simulation study for a mine still in the planning stages.

Consideration of the Establishment o£ a Central Testing or Proving Station.HISTORICAL.Since the introduction of improved high air pressure drilling machines in the early part of the century, efforts have been made to develop the quality of the rock drill bit, in order to take advantage of the greater increase of power output per unit weight of the machines (1). This resulted in the change from solid to hollow steel in the second decade of the present century (2).As the greatest sufferers from the dread disease of silicosis (3), it seemed appropriate that the South African gold mines should be the first to use hollow drill steel. Since then solid drills have become practically obsolete for mining purposes.Water is used with hollow steel drills not only to keep the cutting end cool, but also to assist in preventing the formation of undue dust during drilling. It is of interest to note, however, that water fed through hollow steel or sprayed into the air is only partially effective in removing fine dust particles a few microns in diameter, which particles are said to be the most potent in producing silicosis (3a).So far as the composition of "straight" carbon steel drills is concerned, a commission appointed by the Johannesburg mines carried out a very exhaustive series of tests on drill steels.These drills were manufactured from steel made by all the standard methods, including Swedish, Bessemer, crucible, openhearth, and, to a limited extent, electric furnace steel. It should be remembered that the commissioners' report was issued in 1913, when hollow drill steel had not yet been introduced. Only solid steel drills were then in use.

The Ravenswood Mine in North Queensland is the first gold mine developed by Carpentaria Gold Pty Ltd, a wholly owned subsidiary of MIM Holdings Ltd. Carpentaria Exploration Pty Ltd began exploration at Ravenswood in 1978. However initial exploration of the main gold producing area (Buck Reef East) commenced in March 1987 when exploration rights to four key leases were secured. A rapid, co-ordinated exploration and development program produced gold from a heap leach operation nine months after the first costeans were dug at Buck Reef East. To treat higher grade ore found at depth in the Buck Reef East pit and the metallurgically more difficult Buck Reef West ore, a carbon in pulp plant was commissioned in May 1988. The mine is currently producing at a rate of approximately 40 000 ounces of gold per year. Ore at Ravenswood is hosted by hydrothermally altered diorites and tonalites of the Ravenswood Granodiorite complex. Alteration is controlled by planes of permeability formed by joints, shear zones and dilational breccias. The complex orebody geometry resulting from these controls required very detailed surface and drill exploration for adequate definition. Carpentaria's need for early cash flow meant that economic, mining and metallurgical considerations governed choices of exploration techniques, program timing, material and data collected. The initial reserve of 1.1 mt @ 2.87 g/t Au was defined by sectional polygonal methods. Grade control is based on geologic mapping and blast hole or channel sample assays. Ore is batched through the crusher and sampled to monitor grade control and mining performance. Minimal dilution has occurred. Gold content is greater than predicted by the reserve. Sprinkling of heaps commenced in November 1987. Changes have been made to the pad design and to the method of heap construction. Heap leach ore is treated at a rate of 400 000 tpa.

Serious exploration for carbonate-hosted lead/zinc deposits in the Pillara district commenced in 1971 when Trend Exploration acquired exploration tenements covering stream sediment anomalies in the Limestone Billy Hills area. Shell Minerals managed the project from 1974 to 1976, and BHP Minerals Limited assumed management during 1976. Carbonate-hosted 'Mississippi-Valley- type' Pb-Zn deposits most commonly occur in Palaeozoic shallow marine carbonate complexes. At Pillara upper Devonian (Givetian/Frasnian) reef complexes are preserved on the flanks of Precambrian basement 'highs'. Within platform and atoll facies limestones sphalerite-galena- marcasite-calcite mineralisation occurs as disseminations, veins and breccia matrix, mostly associated with fractures and fault zones. Early exploration concentrated on detailed surface geochemistry and IP geophysical surveys, with geological mapping and shallow target percussion and diamond drilling. Results were discouraging and did not indicate potential for a shallow base metal resource. During 1976-77 BHP adopted a grid diamond drilling exploration technique and commenced testing an area of approximately 50 sq. km, initially using an 800 m square grid. In 1978 high grade mineralisation was intersected in an area subsequently named Blendevale. This was in the seventh diamond drill hole in the 800 m grid drilling programme, and to date more than 400 holes have been cored in the Pillara area. Detailed drilling at Blendevale has defined a number of mineralised breccia zones within an area of 2.4 km x 0.5 km, at depths of 100 m to 600 m below surface. The breccia bodies are associated with a series of north-south trending normal fault zones, forming a graben structure. The Bungaroo Valley hosts a concealed Tertiary channel iron deposit (CID) along a 17 km stretch of its length. Bungaroo Valley is approximately 0.5 km wide upstream at its easternmost extent, and 3.5 km wide downstream where it joins the Jimmawarrada Creek. The valley follows the axial trace of an anticline that plunges gently to the southeast, and the CID infills the valley. Mineralisation extends to a depth of 230 m below the surface, and almost the entire deposit occurs below the water table. Bungaroo Valley cuts through the Buckland Hills and is bounded to the north and south by steep scarps capped with the resistant Dales Gorge Member of the Brockman Iron Formation. Basement rocks are believed to be mostly Wittenoom Formation shales and dolomites, with Mount McRae Shale and Mount Sylvia Formation also present. Deep, localised depressions appear at the base of the CID sequence towards the north edge of the upstream section of the valley, while downstream the basal CID contact is relatively flat and shallow. In both cases the profile of the CID surface closely mirrors that of the basal contact. The localised depressions seen in the upstream basal CID contact produce significant variations in CID thickness of up to 100 m over short strike distances. This uneven palaeotopography is most likely due to eddying and waterfalls forming within the riverbed prior to CID deposition during a time when the water table was much lower than at present. It may also be associated with possible karsting in an underlying dolomite unit and subsequent syn- or post-depositional collapse of the overlying CID. The irregular basal contact of the Bungaroo CID sequence has implications for mining in terms of pit design and resource accessibility.

Golden Pig mine is in the central part of the Southern Cross greenstone belt within the Archaean Yilgarn craton. The mine has produced approximately 2.5 Mt of ore at 5.7 g/t Au to yield approximately 450 000 oz. The majority of gold mineralisation is hosted within extensively deformed and quartz-veined BIFÆs. In addition to the BIF-hosted mineralisation, an increasingly important part of the resource lies in the Taurus Lode, which is a N-NNW-trending amphibolite facies shear zone. The Taurus Lode lies within a continuous shear-zone that has a moderate to steeply WSW dipping foliation, and a mineral lineation of biotite, amphibole and pyrrhotite plunging consistently 10¦ S. Drive faces, subperpendicular to the foliation and lineation, consistently show evidence for syn-mineralisation reverse shear. Exposures parallel to the mineral lineation and perpendicular to the foliation reveal both sinistral and dextral asymmetries. These characteristics suggest that the vorticity axis of the Taurus Shear Zone is parallel to the mineral lineation, and that the simple shear sense is reverse. This geometry can arise when there is a major component of flattening across the shear zone, which may be due to interference between two adjacent granite domes. The BIF-hosted lodes plunge consistently 15¦ NNW coincident with the intersection of the axial planar cleavage of the regional folds and the Taurus Shear Zone. However, where the penetrative shear characteristics control the orientation and geometry of the mineralisation, oreshoots plunge SSW, parallel to the stretching and mineral lineations within the shear. The SSW plunge of strike extensive and laterally confined high-grade, economic ore shoots within the Taurus shear is fundamental to defining the economic mineralisation within this lode. Identifying the zones of maximum continuity and establishing the optimal position for future development will maximise ore extraction.

An experimental and theoretical study has been made of the drainage behaviour of two-dimensional packed beds drained from an outlet in the sidewall of the bed in order to identify the fundamental me- chanisms involved. Under these conditions a grad- ient develops in the air-liquid interface in the direction of flow with the interface tilting towards the outlet. This results in a significant volume of liquid being retained in the packing on completion of draining when the interface first reaches the bed outlet. Residual liquid volume and the shape of the air-liquid interface as a function of time were det- ermined experimentally in a two-dimensional packed bed where the packing consisted of glass spheres ranging in size from 0.6 to 10 mm dia. and the bed was drained at superficial liquid velocities rang- ing from 0.007 to 0.32cm/s. The test liquids used were water, glycerine/water solutions and kerosene resulting in a viscosity range of 1 to 10 mPa.s and a surface tension range of 0.0243 to 0.072 N/m. Assuming laminar flow within the bed, a compu- tational model was developed to predict both the liquid residual ratio and the temporal evolution of the drainage profile within the bed. The computed results were in good agreement with the experimental data over the entire range of conditions invest- igated. the computational model was used to estimate the relative importance of the effects of changes in hearth conditions on residual slag volume for typ- ical blast furnace operating conditions. On the basis of the computed results it is concluded that coke quality is a major parameter affecting hearth drainage performance.

Magmatism is of first order significance in the extension process. Continental extension is terminated when sea-floor spreading commences, but sea-floor spreading will not commence if magmas do not begin to arrive in sufficient volumes. In the oceanic lithosphere, the rate of magma supply may determine whether sea-floor spreading takes place, or lithospheric extension as the result of normal fault arrays. In continental crust thickened as the result of previous compressional orogeny, the availability of magma may determine a completely different process. The author has examined metamorphic core complexes in a number of tectonic environments, in the North American Cordillera, in the Aegean Sea, Greece, and in the Solomon Sea, Papua and New Guinea. What these terrains have in common is a major collisional orogeny predating a major extensional event. The "roll back" of the lithospheric flexure associated with subduction can be seen as the "driving force" for extension in two of these cases. Metamorphic core complexes in these environments are characterized by domal exposures of crustal scale ductile shear zones, underneath which massive plutonic complexes have been formed. Emplacement of these plutons is associated with anatexis of the surrounding rocks. Migmatite complexes are well developed in the Aegean and Solomon Sea core complexes, and in some core complexes in the Basin and Range. Chains of core complexes can be explained as the result of basaltic and andesitic magmas derived from a linear belt of relatively hot rising asthenosphere, in a zone of attempted continental "break up". It is argued that core complexes are the results of magmas derived from relatively short lived mantle "hot spots" impingeing on extending continental crust which has been overthickened during previous compressional orogeny.

The iron ores of Alegria mine are composed of itabirites enclosing minor bodies of high-grade ores. The itabirites are classified according to mineralogical composition in five types: martite-rich, goethite-rich, specularite-rich, magnetite-rich and anphibolite-rich ores. The hematites are martite-rich, magnetite-rich, specularite-rich and more rarely, amphibolite-rich. Other classification criteria of the ores are based on the physical properties and the degree of compaction. As such, the itabirites and hematites can be classified as hard, friable and soft types. The mineralogical/textural evolution of the ores is linked to the pressure and temperature conditions that accompanied the tectonic processes in anphibolite facies and the different degrees of subsequent surficial weathering processes. Petrographic and microstructural studies indicate that the magnetite and amphibole bearing itabirites represent the parent rocks that created the other itabirites and that the specularite itabirites and the hard martite types are related to silica dissolution and redeposition in zones of high and low strain. Most of itabirites ores correspond to chert oxide facies banded iron formation, except the goethite and amphibole bearing itabirite that resemble a silicate or oxide-silicate facies with minor carbonate impurities. The great mass and pods of soft martite itabirites are probably shaley oxide facies BIFs with little volcanic contribution. Trace element contents of the AlegriaÆs itabirites show strong dissimilarities with BIFs associated with volcanism (Algoma type), but closely ressemble to the Lake Superior type, with high content in Cr, Co and low V, Ni, Cu and Zn. Although the absolute contents of REE present in the AlegriaÆs itabirites are, in general very low, the pattern when normalised by NASC is similar to the great majority of the Archean and Paleoproterozoic BIFs elsewhere in the world, and characterised by positive Eu anomaly.

For metallurgical plant design, it is necessary to progress through successive phases of test work, piloting and process development before involving all the other engineering disciplines and “freezing” the process design criteria and flow sheet. This process usually relies upon the experience, skills and personal preferences of various technology providers, study and engineering entities, test work and metallurgical laboratories and, most importantly, the owner’s team and its operators. Current industry trends include lower grades, more complex orebodies, geometallurgy in defining orebody variation and design envelopes, more common “hybrid” plant processes and the market demands for more reliable, timely and predictable early plant performance.This paper will discuss interaction of these trends and provide guidelines for the level of detail and technical complexity required for a number of different “typical” examples. The paper will pay particular attention to the study definition level translated into the required detail and certainty needed by the overall process “owner” and original equipment manufacturer (OEM) equipment suppliers to ensure the best real plant performance. Some recent case studies will be discussed. In many projects, at a late stage of project definition, it has become common practice to undertake a “value engineering” phase. Although it could be argued that this should be undertaken earlier, it is largely driven by an overall need to reduce capex and “optimise” the perceived “fat” built into the project during the detailed design process. This value engineering can be very counterproductive to project timing and operational performance and warrants discussion.The paper is intended to promote discussion on a topic of wide interest. The valuation of early-stage exploration projects requires a valuer to take into account a large number of uncertain value drivers, the interplay among which may be non-linear. This paper examines some of the key value drivers including geology, target metrics, project area and maturity, the market and the psychology behind the decision-making process. The commonly accepted valuation methods and their underlying logic are outlined, including a view on why they evolved, what value drivers they attempt to address and their potential shortcomings. These methods include the multiple of exploration expenditure, geoscience rating, expected values and market based methods. The record for autonomous haulage systems in underground mining over the past 15 years is patchy, marked by many trials and attempts, with few examples of sustained operation until relatively recently. The drivers for the introduction of this technology are variously listed as the occupational health and safety of people working in underground mines, reductions in direct operating costs and increases in productivity.This paper reviews the trends for operation of semi-autonomous and autonomous haulage achieved by underground mines and the defining features of the technology currently available. The inclusion of autonomous haulage as part of mining studies and the fundamental conditions for its successful application is discussed in the paper. The components required for an autonomous underground haulage system are outlined and the key aspects that need to support its effective implementation are examined together with their associated opportunities and risks. Special note is made of the critical role people, including executive leadership, have in ensuring the successful introduction of this technology.The paper draws on published case study material, equipment supplier information and research findings. As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.
