A major component of Sydney’s new South West Rail Link project is the Hume Highway Underpass (HHU), an 80 m long twin track mined tunnel excavated at a depth of just 5 m below the pavement of the Hume Highway; one of Australia’s busiest road corridors.In order to ensure a safe and efficient construction of the underpass without disruption to the Hume Highway traffic, design of the HHU required specific focus on the prediction and control of ground movements. This paper describes the design and construction solutions adopted in response to these challenging constraints. Movement of the fragmented rock mass is an inevitable consequence of open cut blasting. Uncontrolled, unaccounted movement from blasting commonly causes ore loss and dilution from waste mixing. Therefore, the prediction of the post-blast location of both ore and waste is vital in grade control and of direct interest to mining geologists. Direct measurement techniques have matured significantly over the past decade, but their use remains expensive and labour intensive. Access and safety issues are further disincentives to regular movement monitoring. What is needed is a combination of direct measurement to establish baselines and reliable predictive modelling.The W H Bryan Mining and Geology Centre of the University of Queensland has pioneered 3D blast movement modelling using ‘physics engines’ to handle in-flight collisions and predict the final resting place of blasted material. Open cut metalliferous mines are a demanding environment for this style of modelling as they can involve complex geometries and variable buffering, which leads to inconsistent confinement. A version of the model designed to deal with these complexities is under development. A well-controlled field trial was needed to validate this new version.A validation trial was completed at a gold mine in South-East Asia. The aim was to increase throughput by increasing the blast powder factor without losing grade through dilution and mixing with waste. Four blocks were blasted to identify the effect of bench height and face confinement on ore movement, fragmentation and process throughput. The powder factor and blast timing were kept constant. Movement of the broken rock was measured by placing blast movement monitors at known positions in the block and then locating them after the blast. The majority of sensors were recovered, providing a unique insight into blast movement dynamics and generating a substantial data set for model validation.The model (called ‘MetaMove ‘) was calibrated for one blast and applied to investigate the extent of grade loss and possible mitigation strategies. Conventional mining techniques that involved firing across the strike of the orebody, and no post-blast boundary adjustment of the ore/waste boundaries prior to digging, were found to cause up to 44 per cent loss of high-grade ore, depending on the grade distributions. Post-blast adjustment of the ore/waste boundaries can negate this loss. The model indicates that altering timing and ensuring that the block boundaries are well confined can further constrain the movement of ore/waste boundaries. Thus, the model can be successfully applied to minimise grade dilution and limit misclassification of ore as waste whilst using higher powder factors to increase mill throughput. Application of a calibrated model to move ore/waste boundaries prior to digging will enable the production geology team to add significant value to the mining operation.CITATION:Cocker, A and Sellers, E J, 2014. Column flotation cells have been installed in numerous base metal operations around the world. The majority of these cells utilise conventional air-only spargers to introduce air into the bottom of the column. The recent development of instruments to measure the bubble characteristics in these columns has provided a renewed understanding of column behaviour. These new tools provided insight into why the columns at Red Dog Mine had never performed up to expectations. After efforts to optimise the spargers failed to substantially change the bubble size and air efficiency, alternate sparger systems were investigated. The Metso Minerals CISA Microcel sparger system appeared promising and was selected for a full-scale plant trial. The Microcel sparger system was originally developed for the coal industry at the Virginia Centre for Coal and Minerals Processing. In October 2003, a Microcel was retrofitted into one of two 3.66 m diameter flotation columns in the zinc retreat circuit at Red Dog Mine. The operation of the two different sparger systems in parallel allowed a detailed comparison. This paper discusses the performance of the Microcel based on the data collected during several detailed surveys. Bubble size measurements carried out in the pulp zone using the McGill University bubble viewer showed a significant difference in bubble size. The mean Sauter diameter of the bubbles decreased from 3.4 mm for the jetting-type sparger to 1.9 mm for the Microcel sparger. The overall recovery and the recovery by size fraction for both valuable and gangue minerals were compared. Paired t-tests demonstrated that the Microcel column produced a higher concentrate grade (0.6 per cent zinc absolute) and a higher unit recovery (2.8 per cent zinc absolute) than the existing Canadian Process Technologies Inc (CPT) SlamJet column. These improvements provided a payback period of 1.5 months for the $109 000 investment.

Cliffs Natural Resources Pty Ltd - Asia Pacific Iron Ore's (formerly Portman Iron Ore Limited) K deposit (Dowd's Hill), at its Koolyanobbing operation in Western Australia, hosts enriched magnetite mineralisation below the presently mined haematite-goethite ore zone. Two distinct northwest-southeast elongated, highly magnetic anomalous bodies that dip to the north-east appear to be sourced by this deeper mineralisation. Magnetic modelling indicates significant remanent magnetisation with Qratios around 1.5, directed shallow down. The north-west anomaly is overlain by a ridge of uneconomic banded iron formation (BIF) and the present waste dump, whereas the south-east body was partly exposed during ongoing mining of overlying haematite-goethite ore. Sections of the magnetite mineralisation in this south-east anomaly were intersected previously by diamond drill holes. Review of the historic cores identified potential magnetite enrichment, with grades and mineralogy that might be amenable to beneficiation. A first-phase reverse circulation drilling program was designed to further delineate the trend and extent of the two anomalies. The following magnetite mineralisation assemblages are recognised from cores, reverse circulation (RC) drill cuttings and pit mapping of the south-east magnetic body: higher-grade magnetite-haematite ¦ goethite and magnetite ¦ pyrite and lower-grade, recrystallised magnetite-quartz (BIF), magnetite-carbonate, magnetite-talc and minor magnetite-bearing mafic schist. Disseminated specularite is locally present in theassemblages. Talc-schist and massive pyrite occur along the footwall contact. Magnetic susceptibility measured from drill chips within the magnetite-enriched zones reveals an apparent susceptibility values range of 0.2 to 1.3 SI. Preliminary results from Satmagan and Davis tube recovery analysis shows that the magnetite content in these mineralised zones correlate well with existing geophysical data and magnetic susceptibility measurements.

With the goal of reducing injuries and fatalities related to haul truck accidents, this research investigates technologies and intervention strategies for improving worker training using a virtual environment (VE). Funded by the National Institute for Occupational Safety and Health (NIOSH), this research specifically focuses on training workers in preshift inspections of haul trucks to avoid preventable defects from causing worker injuries and expensive equipment damage. Improved training in these inspections is expected to increase uptime. The VE developed to train workers for preshift inspections consists of three phases: the virtual tour, the virtual inspection and the shift simulation. The virtual tour introduces information necessary to conduct a preshift inspection by guiding the worker around a haul truck, identifying parts to be inspected and explaining defects to look for. The virtual inspection assesses retention as the worker navigates around a haul truck and identifies defects. During the shift simulation, the worker is shown a simulation of the work shift, which animates severe consequences of any overlooked defects to emphasise the importance of preshift inspections. To provide multiple training platforms, desktop and CAVEÖ versions of the training VE were created. Flux Studio was used to model the environment and to produce Virtual Reality Modelling Language (VRML) files for the desktop version. DIVERSE, an application programming interface, was then used to implement a more realistic version of the VE in a CAVEÖ, a room-sized visualisation system. Initial feedback from mining colleagues indicates that the training VE may replace normal classroom training for preshift inspections in the future. As opposed to PowerPoint presentations and instructional videos, the training VE provides better spatial understanding of the location of parts and incorporates interactive features to actively engage drivers in the learning process, which may result in better retention. Initial feedback also indicates that minor improvements can be made to the virtual tour and virtual inspection phases.

This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

In order to develop downstream processing routines for iron ore and to understand the behaviour of the ore during such processing, extensive mineralogical characterisation is required. To determine mineral associations, mineral liberation and grain size distribution, imaging techniques have to be used. There are two main imaging techniques used for the characterisation of iron ore, ie, Optical Image Analysis (OIA) and Scanning Electron Microscopy (SEM). In this article a QEMSCANTM system is used as an example of SEM methodology and results obtained from it are compared against results obtained by the CSIRO ‘Recognition3/Mineral3’ OIA system.Both OIA and QEMSCANTM systems have advantages and drawbacks. Even though the latest QEMSCANTM systems can distinguish between major iron oxides and oxyhydroxides, it is still problematic for QEMSCANTM to distinguish between iron ore minerals very close in oxygen content, eg haematite and hydroheamatite, or between different types of vitreous goethite.QEMSCANTM also can misidentify minerals with close chemical composition, ie haematite as magnetite and vitreous goethite as haematite. In OIA, iron minerals with slight differences in their oxidation or hydration state are more easily and directly recognisable by correlation with their reflectivity. In both methods, the presence of microporosity can result in some misidentification, but in SEM methods misidentifi cations due to microporosity can be critical. Low resolution during QEMSCANTM analysis can significantly affect the textural classifi cation of particle sections.The main conclusion of this study is that, for low iron content ores or tailings, QEMSCANTM can provide much more detailed information on the gangue minerals than OIA. However, for routine characterisation of iron ores with high iron content and containing a variety of iron oxides and oxyhydroxides, OIA is a faster, more cost-effective and more reliable method of iron ore characterisation. A combined approach using both techniques will provide the most detailed understanding of iron ore samples being characterised.

In recent years, there has had a greater recurrence of studies and projects that consider tailings filtration followed by dry stacking to reduce the consumption of fresh water, the space required for disposal, and, eventually, to reduce the costs of the project. In addition, this technique could be required to meet new environmental restrictions to extend the life-of-mine of existing plants or to enable the development of new projects, especially in areas of high social interest. This article is intended to describe the most relevant technical aspects of the design and implementation of an iron ore tailings filtering system and its final overland disposal as well as physical and metallurgical surveys, and laboratory and pilot testing. Furthermore, it is presented how these activities are inserted in the project development to rationalise the resources. The case under study considers an iron mineral wet magnetic concentration processing plant. The outcome tailings are dewatered by means of thickeners, where the overflow water is recycled back to the plant. The underflow slurry is pumped into intermediate storage tanks before proceeding with further dewatering and final disposal. The project consists of a tailings filtration plant, belt conveying systems, a temporary stockpiling system, trucking loading and transportation system, moisture-conditioning facilities (spreading and airing), and final disposal facilities (compacting). Due to the stickiness of the filtered tailings that governs the belt conveying system design, the operating moisture range must be established. Besides, proper technical aspects such as planning, executing, and analysing both the laboratory and the pilot testing data to validate process design parameters; selecting filters; defining spare filtering capacity; handling the out-of-range filtrated moisture; sizing the belt conveying system; configuring the equipment involved, must be considered.

Kalgoorlie Consolidation Gold Mines (KCGM) operates the Kalgoorlie Super Pit open cut, Mt Charlotte underground mine, Fimiston process plant and Gidji Roaster facility for joint venture partners Newmont Mining Corporation and Barrick Gold. In 2004, the Fimiston plant was upgraded by the addition of gravity concentration to the Fimiston and Mt Charlotte grinding circuits, including the installation of a central intensive cyanidation reactor to process the gravity concentrates. The gravity project was justified after detailed analysis demonstrating an expected increase in overall gold recovery of approximately one per cent, in addition to reduced elution costs and reduced gold inventory in flotation concentrate stockpiles. The gravity circuits were commissioned in August 2004, and have since consistently recovered 10 to 20 per cent of the gold present in the KCGM ore, delivering a reduction in coarse gold losses equivalent to 0.45 per cent additional metal recovery and contributing to improved metal accountability.CITATION:Giblett, A, Hillier, D, Parker, K and Ramsell, V, 2012. Owing to their complexity, many metallurgical processes are difficult to model fundamentally, and as a result more attention has been focused on the use of artificial intelligence techniques to simulate these processes. In this paper recent advances in the use of neural nets to model processes not amenable to conventional methods are discussed. These include the application of a new modelling methodology based on the use of neural nets for the dynamic simulation of metallurgical processes, the use of conventional techniques in conjunction with neural nets to simulate gravity separation circuits, as well as the detection of gross errors in variable measurements by means of a neural net representation of the relation between measurement and constraint residuals.

The process of desilverising by fractional crystallisation with reflux was investigated through laboratory batch tests and continuous laboratory bench scale tests at CSIRO Clayton, to a 300 kg/hr pilot plant at Port Pine. The pilot plant built at BHAS comprised a vertical cylindrical refining column with internal diameter 250 mm and height 3.2 m, attached at the top to an off-set cylindrical stirred crystalliser tank. Crystals were made in the crystalliser by intermittent immersion of steel cold fingers, which were water cooled between immersions. Gas heat was used for melting the crystals at the base of the column and for side compensation heating. A computerised in strumentation system was employed for data logging and for controlling some critical plant operations. A mechanical device was first employed to promote counter-current plug flow of crystals down the column against the rising stream of reflux liquid, but this was found to be unsatisfactory owing to excess noise, frequent mechanical failure, and excessive accumulation of dross. Plug flow was finally promoted by pulsing the column. Low silver levels, less than 1 gitonne, were achieved with both methods of crystal transport under total reflux conditions. The pulsed column gave results for silver and bismuth which agreed with the theoretical predictions of a computer model, but there was some selective drossing of antimony. In the mechanically agitated column, excessive drossing promoted selective removal of most of the antimony and some of the bismuth, and the results after extended operation were well removed from the theoretical predictions. Plant failures and operating problems prevented the achievement of satisfactory product quality with the necessary reliability under production conditions. Other priorities necessitated the termination of the project before the process could be optimised.

Mining and mineral processing is expected by society and obliged by law to operate in an environmentally friendly fashion, minimising the impact on and avoiding damage to the environment. Substantial efforts by the industry, as well as by process and equipment designers have resulted in many innovative developments, which show that operating in an environmentally responsible manner can be achieved in a cost-effective way. This paper showcases five emerging equipment best practices in industry including installation examples. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. The belt press filter is a small fraction of the operating and capital cost of alternative dry tailings technologies. This gives operators who must dry their tailings a competitive advantage and makes such ægreenÆ operations much more sustainable. The filtercake is disposed with other plant rejects, eliminating the need for tailings dams to be constructed and thus also often increasing mine reserves. Mining applications include coal tailings, sand tailings, sinter plant waste and power station fly ash. Screen-scroll and vibrating centrifuges are widely used in the coal, potash and salt industries to dewater the product to low surface moistures. Inclined plate Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the worldwide production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.

Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. Kumba Iron Ore Ltd is currently commissioning the Sishen Expansion Project (SEP) û a brownfields project on the Sishen Iron Ore Mine located in the Northern Cape Province, South Africa. SEP is designed to produce 13 Mtpa of product from 21.7 Mtpa of ROM feed. The beneficiation section of SEP employs jigs to process narrow size fractions in the 25 x 0.8 mm size range. The -0.8 mm fraction is screened out ahead of the jig plant and rejected as waste without any prior beneficiation. The processing of this fraction was not included in the early stages of SEP development because no suitable beneficiation or dewatering technologies could be identified within the time-frame required to implement SEP. This paper presents the SEP 1B project, ie the metallurgical and process engineering study that was done to evaluate the techno-economic viability of processing the -0.8 mm material of SEP. To support this evaluation, metallurgical bench scale testwork was done on selected samples characterising the material types used in the SEP for gravity concentration beneficiation. Subsequently, pilot testwork on a 300-ton bulk sample demonstrated that an integrated teeter-bed/spiral circuit could be used to successfully beneficiate the -0.8 mm fraction. The study has established the viability of the proposed process and has concluded that approximately 390 000 tpa could be produced and added to the SEP fine ore product without violating the applicable product specifications. The proposed process has been designed to be implemented in modular units in order to facilitate implementation and ensure future expandability. Based on the recommendations of the study, approval has been granted for the detail design feasibility study. Production is scheduled to commence in the first quarter of 2010.

Mining operations in the Obuasi mine of AngloGold Ashanti Limited began in 1897 using mainly gravity concentration and amalgamation to recover the gold from predominantly high-grade quartz ores. The mine is primarily an underground operation, although some surface mining still takes place. Ore is currently processed by two main treatment plants: the Sulfide Treatment Plant (STP) for underground ore and the tailings treatment plant for tailings reclamation operations. STP was commissioned in February 1994 to treat 180 000 t/m of double refractory gold ore and it hosted the then world's largest commercial scale bacterial oxidation plant which uses Gencor's BIOX« technology. Gold is recovered by gravity and flotation, with the regrinding of the sulfide concentrate before bio-oxidation to liberate locked gold in sulfi de minerals. The BIOX« product is leached using the carbon in leach (CIL) process. Gravity gold recovery is a major component of STP operations and its contribution to overall plant recovery is about ten to 13 per cent. Gravity recovery has undergone series of technological upgrading, since the very first circuit which consisted of a Knelson concentrator and a Gemeni shaking table which was incorporated into the milling circuit at the start of the plant. Presently, each of the gravity circuits which consists of Knelson concentrator(s), cyclones and Gekko InLine Reactors (ILR), are located at the Milling and BIOX« circuits. More recently a new gravity recovery facility comprising of four 48 inch Knelson concentrators and cluster of ten inch cyclones have been incorporated at the tail of the flotation circuit. An additional ILR will be commissioned in 2010 to treat the concentrate generated from the new Semi Autogenous Mill #2 (SAG 2) Knelson: concentrator tower under construction. Since the inception of STP, significant gravity recoverable gold has been recovered via Knelson concentrators and the employed circuits have seen a number of modifications and upgrades, motivated by ore mineralogical changes and recovery concerns. The pioneering adoption of the ILR technology in 2001 and 2003 was a critical factor in enhancing the improved recovery benefit of the gravity circuits. Therefore the objective of this paper is to highlight the mine's experience in the gravity recoverable gold process with emphasis on plant modifications and gravity equipment upgrade. Operational challenges and the contribution of gravity gold to overall plant recovery are also discussed.

The aim of this study is to examine the volumetric and mass movement characteristics of load and haul operations using statistical modelling of relatively large samples of bucket loads that are transported as small samples in the form of truck payloads. Generally, the factors influencing bucket load variability are random, difficult to predict and to control. In the process of loading trucks the underlying variability of individual bucket loads will determine the variability of truck payloads. Bucket loads of material prepared by drilling and blasting for loading into trucks are fundamental quantities in open pit mine production. A study of payload data from a large surface mining operation indicates that bucket loads and truck payloads that are a small sample of bucket loads are normally distributed. Truck payloads have a reduced dispersion compared with bucket loads that is an inverse 0.5 power function of the number of passes per truck payload. Comparison of statistical modelling results with the æ10/10/20Æ policy promoted by Caterpillar Global Mining Inc, indicate that compliance with the æ10/10Æ part of the policy, applying to truck overloading is facilitated, as the coefficient of variation of truck payloads decreases, as a result of the increasing number of loading passes. Compliance with the more stringent æ20Æ part of the policy, relating to safe steering and braking is also facilitated, albeit at lower coefficient of variation for similar reasons.

The gravity recoverable gold (GRG) parameter reflects liberated gold or gold-dominated composite particles that can be recovered by gravity separation. Recoveries depend upon mineralogy, in situ particle size and the comminution and extraction method used. Any ore bearing >15 per cent of gold greater than 50 ¦m in size is likely to have a GRG component. The principal characterisation methodology applied is the three-stage GRG (3GRG) test, based on a 40 kg to 100 kg sample. An alternative is the single-stage GRG test (SGRG), which is generally based on a 20 kg sample. Experience has shown that GRG values can vary throughout an orebody, particularly within different grade and/or mineralogical domains. Test programs must consider sample frequency and mass. This study demonstrates the variability of GRG results based on different sample masses. Consecutive underground faces on a coarse-gold dominated quartz vein were sampled taking five different masses from each. Each sample was processed using a SGRG approach. Subsequently, each development round was batched through a small gravity production plant. The results show that the small samples understate the plant GRG and show inter-sample variability. Large samples show less variability and a SGRG closer to the plant GRG. A high SGRG broadly correlates to higher gold grades, more coarse gold and larger gold particles. These results are intuitively correct, but indicate the likely challenges of sampling for gold recovery in heterogeneous systems.CITATION:Dominy, S C, 2013. A large number of countries in the world now have some regulation for labelling the presence of genetically modified organisms (GMO) in food. For the last ten years, ISO/TC 34/SC 16 has been providing methods, guidelines and requirements concerning the evaluation of molecular biomarkers including GMOs. This activity makes sure that stakeholders on all sides of commercial transactions are satisfied and their marketing or regulatory needs are met. Developing and maintaining a transparent, science-based environment for users of horizontal methods for molecular biomarker analysis is a high priority. Sampling and analysis of molecular biomarkers has become critically important for food and agricultural organisations developing, producing, distributing and selling genetically engineered, non-genetically engineered, identity preserved and/or organic crops and their derived products and preventing their respective destructive diseases. To aid in international harmonisation, a new work item proposal to develop an ISO type A management system standard (MSS) for organisations including laboratories using molecular biomarker analysis and sampling has been submitted to ISO/TC 34/SC 16. The purpose of this MSS is ensuring that determination of the presence, absence or quantification of a particular biomarker with a relationship to a product quality determinant, a marketing claim, a regulation or a plant pathogen is carried out under a suitable quality assurance / quality control system. This MSS will provide an overarching system to apply and manage molecular biomarker analysis and sampling for any organisation large, medium or small in a private, government or academic setting.CITATION:Sussman, M D, 2017. The diverse priorities, drivers and concerns of multiple stakeholders in the minerals industry complicate the integration of sustainable development considerations into mine design, as well as operational and strategic decisions. The ability of the industry to address all role-playersÆ needs, or indeed, to achieve consensus among all role players on the plethora of sustainable development issues seems a noble yet unattainable goal. One of the difficulties in assessing the relative importance of sustainable development issues across many stakeholders is the inevitable lack of impartiality in valuing these issues. Starting from a premise that transparency and fairness of the process are absolute prerequisites for progress, but that consensus is not, an approach has been developed in which all stakeholders are asked to assess the importance of all other stakeholdersÆ priorities, excluding their own. The approach recognises that stakeholders have different levels of contribution, understanding, vested interests, and perceptions of legitimacy and entitlement, across the diversity of sustainable development issues and decision criteria. Using Triangular Value Analysis, the relative weightings of each of the stakeholderÆs priorities are determined through a regression-like technique. The uniqueness of this approach is the manner in which self-assessment bias and overemphasis of stakeholdersÆ own priorities are avoided. The methodology can be used for both internal and external stakeholders, and in conjunction with other group decision making techniques, such as the nominal group or Delphi techniques. This paper will illustrate how Triangular Value Analysis may be applied in the minerals industry to determine priorities in various decisions relating to potentially conflicting sustainable development priorities within the industry.

Strategies and achievements in the Asian steel industry to construct industrial ecological chain are reviewed largely in the case of Japan, Korea and China. Emphasis is placed on the development of resource circulatory system for the minimisation of various wastes and emissions of green house gases (GHG), toxic gases and polluting particulates. The minimisation includes:Rationalisation of iron and steelmaking processes; Implementation of available relevant measures/technologies; Life cycle assessment in designing steel from semis to assembled products; Reduction, reuse and recycling of materials and energies; and Utilisation of core competence technologies to process domestic and industrial wastes. In view of global nature of the above wastes- and emission-issues, inter-industrial linkage and international cooperation across the borders in the Asian countries have become more important. Inter-industrial linkage definitely serves to cut back the wastes and emissions. Examples of such linkage and factors influencing the sustainability of the linkage are described with expectation for further development of the linkage. Importance of international cooperation cannot be overstressed under the circumstances where steel production in China exceeded 220 Mt and world production exceeded 945 Mt in 2003 and is still increasing. Practical measures are discussed to enhance the linkage and cooperation for effectively promoting the reduction, reuse and recycling, including implications for the nonferrous industry.
