Monitoring of water infiltration into WhiteÆs waste rock dump at the Rum Jungle mine site in the Northern Territory, Australia, started in 1983, and has since produced a unique and long-running data set. Following closure of the uranium mining operations at the site, a soil cover was constructed on the dump in 1984 primarily to reduce water infiltration into, and the quantity of low quality effluent out of, the waste material. The performance of the cover in reducing water infiltration has been monitored using ten lysimeters installed across the dump prior to construction of the cover. Over the past eight years or so, the average infiltration rate as measured by the ten lysimeters appears to have risen compared to the early years of monitoring. The significance of this apparent increase is discussed given the variability observed in the data from individual lysimeters, and the variability in the rainfall. Estimates of the infiltration rate as measured by each of the lysimeters are examined using statistical tools. It is concluded that the infiltration rate has increased with time and with increasing rainfall. The increase with time is a stronger factor than the increase with rainfall. It is further surmised that the cover system at the locations of the lysimeters is less effective now at reducing infiltration into the dump than it was when newly installed.

Earthquakes are the most frightening and devastating natural phenomena known to mankind. They strike without warning and their consequences can be disastrous in terms of the toll of human life, financial crises related to the damage or destruction of man-made structures and the social and economic effects on a wide spectrum of the affected communities in the aftermath of the event. Such situations can be widely attested to by most areas around the Pacific Rim. Indeed, the threat of earthquakes is always imminent because of the geological-tectonic nature of the region as manifested by past experiences. It is patently obvious that earthquake occurrences are not only a geological hazard but also pose a serious social danger. When one considers the 19 September 1985 Mexico (Michoacan) earthquake (Mitchell at al., 1986), the necessity of continuing research is of paramount importance. An estimation . of earthquake risk encompasses both qualitative and quantitative aspects and demands a multidisciplinary research effort integrating seismology, tectonics, geology, enginering, sociology, economics, insurance and governmental policies (Bolt, 1978; Booth, 1984). These roles in mitigating such a hazard have been aptly discussed by Press (1985). A series of discussion papers based on an intergovernmental conference covering the whole scenario were published by UNESCO (1978). ALTHOUGH the development of the various flotation processes during the last 8 years has been so revolutionary, this development has been, until recently, entirely confined to the separation of the gangue from the mixed metalliferous sulphides.The desirability of finding some method of separating the independent sulphides from such a miXture, by means of flotation, has long been recognized. ThIS need was emphasized when the slimes resulting from the grinding of Broken Hill sulphide ores were for the first time successfully dealt with by the Mineral Separation Company's process on the Central mine. This process proved the practicability of separating the sulphides of lead and zinc as a mixed concentrate from the gangue present in slime. Although this was a very notable achievement, the process has not been generally used, owing to the mixed lead and zinc concentrates resulting from the treatment being acceptable neither to the zinc nor the lead smelters.Although the introduction of eucalyptus oil in minute quantities as an emulsifying agent has simplified the work of the subsequent tabling of mixed sulphide concentrates, rendering unnecessary the burning off or removal of the oil, there will always be a considerable quantity of slimy product too fine to settle on the moving surface of the concentrating machines, and therefore requiring other means for its division into lead and zinc concentrates.

Single-addition and sequential net acid generation (NAG) experiments were carried out on natural and prepared samples with varying contents of organic matter and pyritic S. Results show that carbonaceous matter can produce significant quantities of organic acids during peroxide oxidation in the NAG test, which leads to overestimation of acid-forming capacity and misclassification of benign samples as potentially acid forming (PAF). Organic matter effects were most pronounced in samples with low S (less than 0.5 per cent) and total organic carbon (TOC) contents of greater than seven per cent. The single-addition NAG test will tend to overestimate acid potential in samples with little or no pyrite and high organic matter content, potentially leading to sample misclassification. High pyritic sulfur samples tend to show little difference in single-addition NAG acidities with increasing organic matter, and it appears that pyrite is preferentially oxidised by peroxide when present in significant concentrations (greater than one per cent pyritic S). In sequential NAG tests overestimation was greatest in samples with little or no pyrite, but highly carbonaceous (>20 per cent TOC) pyritic samples were affected in later stages as the pyrite was depleted. A modified NAG method is proposed to account for the relative proportions of pyrite derived acidity and organic acidity in a given NAG solution.

The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) was formed in 1994 to promote development and adoption of international standards for estimation and reporting of exploration results, mineral resources and mineral reserves. The CRIRSCO standards have been accepted by most mining companies and professional societies worldwide. Market regulators from Australia, South Africa and Canada require that these standards be followed when releasing public information. Among these requirements is the use of specific definitions for what constitutes exploration results, mineral resources and mineral reserves. If such information is publicly disclosed in must be estimated by a Competent or Qualified Person. In the United States of America, public disclosures are regulated by the US Securities and Exchange Commission. The SEC does not recognise the CRIRSCO guidelines, and some of the SEC requirements for public release of information are materially different from those applicable in other countries. The CRIRSCO definitions and the Competent Person requirements are reviewed and compared with those of the SEC. The organisation of the SEC and its rule making process are briefly discussed. Ongoing efforts to bring the US regulatory requirements closer to those applicable in other countries are presented, as well as other activities that CRIRSCO is entertaining with the United Nations, the International Accounting Standard Board and other international organisations to reach the objective of worldwide standardisation of reporting procedures.

Low-density explosives have been developed with trials being conducted for over 20 years and yet have still only gained limited market acceptance despite producing some very promising results. The biggest concern with industry acceptance has been disbelief that a product with lower density than the ANFO benchmark could fragment anything but the weakest of strata. Trials have been carried out with products such as diluted ANFO, low-density ammonium nitrate (AN) and various other mixes, although it has been only recently that low-density explosives have been accepted as a serious alternative to traditional products such as ANFO and heavy ANFO. The recent uptake of low-density products has been the result of several key factors: the current resources boom forcing AN supply issues, the development of new handling techniques, and a far better understanding of the utilisation of such products. This paper highlights the benefits of low-density products available in the market and focuses on the situations where low-density explosives can provide the end user with benefits that would otherwise be achieved through more time consuming methods. Through correct implementation, low-density explosives can provide the blast designer with another option when looking at the optimum method of breaking the rock. This while still controlling the other limiting factors such as cost, environmental impacts (noise, vibration, dust and fumes), coal damage and safety (stable walls).

There are a number of different mechanisms by which wetlands can immobilise the metals in mine drainage. Here, the biogeochemistry behind four of these mechanisms (adsorption, biological uptake, precipitation as oxyhydroxides, and precipitation as sulfides) is discussed from the perspective of sustainability. Moreover, treatment wetlands are considered as part of a larger system, also taking into account the source of the drainage and various aspects of the receiving waters. The biogeochemistry of different metal immobilisation mechanisms in wetlands determines what kind of drainage can be treated with success, and it also places an upper limit on the amount of metal that can be removed from the water phase per unit of time. This has important implications for the design of treatment wetlands, perhaps particularly in colder climates. A thorough understanding of the prevailing biogeochemical processes is essential when attempting to establish treatment wetlands after the closing of a mine. If a wetland is to be used as a sustainable æwalk-awayÆ solution, the anticipated change in treatment efficiency over time (as pollutants accumulate in the system) must be considered in relation to the expected changes in drainage quality. It is also important that the total metal immobilisation capacity of the wetland is not exceeded and that the integrity of the system is maintained, in order to minimise liberation of previously immobilised metals.

Subsidence prediction methods can be divided into two basic types: empirical and analytical. Empirical methods are based largely on a combination of experience, intuition and observations from a large number of observed subsidence data. They are simple in their application, but they are not based on any principle of mechanics. Analytical methods are based on equivalent material modelling principles, where the ground surrounding the extraction is mathematically represented by idealised materials that deform according to the principles of continuum mechanics. Wide applicability and improved understanding are the principal advantages claimed for this approach. In NSW, significant progress has been achieved in the area of subsidence prediction during the last ten years. Empirical prediction curves are available in NSW for predicting the ground movement in the Southern and Newcastle Coalfields. A' comparison of subsidence values predicted from these curves with the actual monitored values indicates that the curves are adequate for use in conjunction with the existing damage assessment methods. Future research for improving the existing empirical prediction curves can only be justified if it is cost effective. There are several numerical models currently in use in NSW for predicting subsidence. The models do not appear to be superior in their ability to predict subsidence when compared with the empirical curves. the performance of these models will no doubt improve along with advances in defining strata properties and failure mechanisms.

Although the flotation cell has been under continuous development over the past 80 years, an understanding of the precise roles of a cell in produc- ing the flotation result had evolved slowly. In fact, detailed studies of cell dynamics began only in the 1940s when flotation practice had almost reached the half-century mark. The earliest generalizations related cell capacity to power intensity (hp/vol- ume) (Rose, 1946), and specific operating features such as aeration and power ' consumption to impeller submergence and operating speed (Read, 1933). In the 1950s hydrodynamic characterization of cells through power coefficients and air flow numbers began (Arbiter and Harris, 1961) and has continued to the present, with increasing industrial use of these concepts (Degner, 1982; Degner and Treweek, 1976). Liquid flow measurements in Wemco cells (Degner, 1982) made liquid flow numbers and turnover frequencies available for more complete under- standing of cell dynamics. The present overview of flotation technology is a critique of cell design. The cell process represents the interactions between cell dynam- ics, cell geometry, and ores, with the latter prepared for that interaction through size reduction and reagent treatment. While previous invest- igations of flotation cells have accepted all cell designs uncrit- ically, the present study considers the physical process components that an effective cell must provide, and then compares a limited number of

Mining projects draw together stakeholders with various degrees of experience in managing and assessing financial risk. When this risk is not fully appreciated or quantified, the potential for making decisions not suited to investor requirements is significantly increased. A feasibility study provides key information on project development potential, requiring detailed technical investigations with thorough financial analysis. Centaur Mining and Exploration (CME) owned and operated Cawse Nickel Operations (CNO), one of three Australian projects to develop and process vast amounts of near surface nickel resources. A technical ædue-diligenceÆ and æbankable feasibility studyÆ confirmed the large resource base, newly applied yet tested technology and relatively low unit costs would produce nickel in the lower half of industry operating costs. A number of production variables including capital requirements, delayed start-up, nickel grade, processing, maintenance and product output were outside the feasibility estimate. This was combined with exchange rate fluctuations and lower Ni prices. The inability to generate adequate cash flow and service debt repayments ultimately led to receivership and liquidation of all assets. Following the sale of CentaurÆs gold and nickel divisions, $A 784 million remained outstanding to creditors. This paper aims to define key issues leading to CNOÆs collapse by reviewing feasibility parameters, valuation methodology and project development. Some methods of assessing project viability are discussed with the aim of increasing stakeholder risk awareness.

The regeneration of the ceramic filter medium used in iron ore dewatering is often done by combining backwashing, ultrasonic cleaning and chemical regeneration. Of these three, the first two are applied more frequently, whereas chemical regeneration is done only when needed, eg once a day. Chemical regeneration of the ceramic filter medium in iron ore processing can involve the use of oxalic acid to dissolve the iron oxide particles. Even while performing simple chemical regeneration, meaning no ultrasound to assist the cleaning, the changes in the performance and in the structure of the filter medium could not be explained solely based on the dissolution or the removal of particles from the surface. Good regeneration results were obtained at 35 and 50¦C, meaning that the final permeability of the filter medium corresponded to that of unused filter medium. Permeability of the medium after regeneration at 15¦C was also good after 12 h, but did fall short of those regenerated at higher temperatures. The Paper discusses the size and extent of in-pit dust suppression problems created by iron ore mining in the Pilbara region of Western Australia. Dust problems associated with drilling, loading, hauling and tipping are discussed indicating the large quantities of water which can be applied for dust control and attempts that have been made to rationalise this water usage to obtain maximum benefits from the applied water. The magnitude of the problem and the quantities of water involved can be appreciated when one realises that 275 000 tonnes of rock are moved on Mt. Whaleback each day and that there are 40 km of haulroad within the open pit. Initially dust suppression was limited to the spraying of haulroads by large water tankers. Now dust suppression is practiced during drilling and after blasting, wind blown dust is reduced by application, using water cannons,of large quantities of water to floor stocks prior to loading operations as well as by the installation of 16 km of automatically controlled fixed sprinkler reticulation on the main semi-permanent haulroads. The methods used to assess the water requirements for in-pit dust suppression are discussed and the extensive development testing used to evolve the present installations are 1. The truly scientific method in the study of such questions at the present day is the reverse of that which was followed in the early days of geology, when after the observation of a few isolated facts, some great geological mind was led to a general theory, and humbler followers were only too apt to do mild violence to nature in order to make her facts conform to it tt accumulates year after year a multitude of facts of patient observation, supported by studies with the microscope, and in the laboratory, avoiding general theories, and only making such deductions in regard to locftl conditions as are supported by the overwhelming evidence of facts. As the Mount Morgan electrolytic chlorine plant is the first of its kind installed in Australia, and as the details of this method of producing chlorine have, up to the present time, been kept more or less secret all over the world, the author trusts that this paper may fill a gap in the technical literature of the subject.When an electric current is passed through a strong solution of sodium chloride the following reaction takes place -2 NaCl + 2 H 20 = 2 NaOH + C1 2 + H 2 Chlorine gas is liberated at the anode or entering pole of the current, while caustic soda and hydrogen are formed at the cathode or leaving pole of the current. If the two electrodes be simply immersed in a vessel containing salt and the current be turned on, there will be no result save slight smell of escaping chlorine gas. The passage of the current will have certainly split up the salt water according to the above equation, but as the products would be in juxtaposition they would immediately reunite, and the electrical energy would have been spent without any beneficial result having been obtained. The Ranger uranium mine has operated in the Kakadu region of the Northern Territory since 1979. The mine's water management system was designed to cater for the wet-dry monsoonal climate and to satisfy the recommendations of the Ranger Uranium Environmental Inquiry - Second Report, 1977 (The Fox Report) with respect to environment protection. The Fox Report advised that the aquatic ecosystem of the region must be protected and that the mine should collect all runoff from disturbed areas. Furthermore, the mine was to operate as a no-release system until release standards, based on the experience of several years of operation and on the results obtained from monitoring and scientific investigations, could be established. Monitoring and research data have now been collected for a decade. it is evident that lower-than-expected concentrations of chemical constituents are present in the runoff waters which are retained on site. Standards have been established for the release of these waters to the streams when in flood during the wet season. Mine water quality data and release standards are presented. It can be confidently concluded that controlled release will not cause detriment to the aquatic ecosystems of the Kakadu region. The Ranger operation has demonstrated that environmentally responsible management of mine waters is feasible for future mining ventures in the Kakadu region.

The first introduction of automatic control systems for flotation occurred about fifteen years ago. The early control work coincided with the introduction of on-line assaying using XRF techniques. This OSA availability, coupled with the emergence of small digital computers suitable for process control in the late 1960-s, meant that the necessary process information and control hardware existed for flotation control experiments. A period of intensive research related to flotation control. ensued. A great deal of effort was devoted to the development of mathematical models of flotation. Plant experimentation sought to understand the effects of a range of flotation variables on the process. Finally, control loops were proposed and plant tested. An evolutionary pattern emerges when the range of flotation control installations is examined. The earliest systems had as objectives process stabilisation using reagent control. There were also some early attempts at flotation optimisation procedures, again using reagent variation. Current work is still associated with the same objectives. One of the difficulties with flotation control has been to recognise and define clear and precise control objectives. More emphasis is now placed on cleaner control which has the advantage that the objectives are usually well defined. A number of flotation control systems which cover a range of control system types is discussed. Based on this accumulated experience,a list of good and bad practice in flotation control is Proposed.

Geometallurgical modelling is now a hot topic in deposit evaluation and in optimising mine performance; however, its history is long and varied. Historically metallurgical sampling has frequently suffered from a lack of data due to the cost of producing representative bulk samples. In the early 1990s geometallurgical modelling similarly suffered from a lack of data due to complex, time consuming and expensive sampling techniques. More recently, simple and relatively cheap tests for geometallurgical variables such as hardness, grindability, throughput, SAG power index, bond work index, crushing index, mineral recovery and concentrate grade have become widespread. The cheaper sampling has resulted in relatively large geometallurgical databases. However, most of the geometallurgical variables sampled are implicitly (and incorrectly) assumed to be additive when modelled by traditional geostatistical techniques, often leading to ill-informed and costly decisions. Geometallurgical variables are mostly non-additive so the current geostatistical challenge is to develop new approaches to dealing with this type of data. This paper briefly describes a historical case study of geometallurgical modelling of the George Fisher Pb-Zn mine completed in the mid 1990s, then outlines some of the current misconceptions of geometallurgical data and modelling techniques regularly applied to it, and finally discusses some recent developments in geometallurgical modelling, with examples from a number of current clients indicating the direction forward.

One of the main tools used by mining operations to mitigate the risk of rock burst is the installation of a so-called ædynamic resistantÆ support system. Such systems are designed to absorb the impact of shockwaves created by mine-induced seismic events. Dynamic support must be strong and capable of sustaining high loads and, at the same time, they have to be flexible and accommodate large deformation. A dynamic support system is therefore a system capable of absorbing a high quantity of energy. Ground support systems are composed of rock reinforcement (rock bolts or cable bolts) and surface support (mesh or shotcrete). In terms of surface support, fibre-reinforced shotcrete is increasingly seen as the industry preferred solution when difficult ground conditions are experienced, including areas of high seismic hazard. A thick layer of shotcrete is certainly strong but it is by no means flexible. Normal weld-mesh has some flexibility, but it is not very strong. The Australian Centre for Geomechanics (ACG), in collaboration with Onesteel Reinforcing Pty Ltd, is currently working on a new high-energy absorption mesh that combines strength and flexibility. The new mesh can be installed with a jumbo, in a similar way as the widely used sheet of weld-mesh. This paper describes the development of this new mesh system.

Coal mine pillar design formulae available to mine planners are typically based on relationships determined for specific site conditions. Application of these methods is difficult when other factors, relating to mining or geological conditions, not specifically addressed in these relationships are encountered. A review of pillar design methods, coal strength properties and relevant field monitoring of pillar behaviour has shown pillar strength and deformational characteristics are extremely sensitive to in situ behaviour of the rock and other material components that make up the coal pillar system. A method has been developed that has been found to provide excellent correlation between existing field data using the strength and deformational characteristics of materials determined in selected laboratory tests. This method is based on definition of the loading conditions, accurate modelling of the strength, confining conditions and deformation occuring in the roof, floor and coal seam and definition of the in situ strength of coal based on underground monitoring of appropriately sized coal pillar. The design method is considered to provide an accurate and rigorous pillar design method that will give mine planners a more rational mine design capability which is based on the mine geometry and geological setting of the operation. It is envisaged that availability of such a method will allow significant optimisation of pillar layouts and more closely define the geological and mining issues that relate to pillar design optimisation.

To follow the development of the central crushing plant it is necessary briefly to outline the history of the Lake View and Star Limited. This Company, when first constituted, took over the properties of the Lake View Consols, Hannan's Star, and Chaffers Gold Mines.The Company then treated the ore won from these leases at two dry crushing, all-roasting plants, situated adjacent to each other on the site of the present Chaffers Treatment Plant that handles all the ore won by the Lake View and Star Ltd.SUbsequent to the initial union of the three companies mentioned, the Ivanhoe Gold Corporation and the Golden Horse Shoe Ltd. were absorbed. Still later, and after the original crushing plant was erected, the Associated Gold Mines of Australia were purchased.A very extensive development policy was adopted by the Company's management in the late 1920's, and as the underground programme progressed, it became eVident that a large treatment plant would be required.
