And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. Mining is a fundamental activity on which modern society and the world's economy are entirely dependent. Mining investors, large and small, invest on an international scale, frequently being active in several countries.   Prior to committing investment to new countries, the prudent investor will consider the risk involved by analysing a number of physical, financial, administrative and political parameters that impact on the potential financial returns it is seeking. This paper considers these risk factors in relationship to New Zealand and six competitor countries. The conclusion is that for reasons largely within the control of our politicians, New Zealand is a high risk country for mining investors.

East Otago gold deposits are hosted in Otago Schist that is the metamorphosed equivalent of Permian-Triassic Torlesse terrane greywackes. Relatively undeformed Torlesse sequences in Canterbury have <l m - 50 m bedding, with c. 500 m - l km and c. three kilometre scale units, typically either: 1) thick-bedded, massive, sandstones; 2) thin-bedded sandstone-argillite flysch; or 3) siltstone- or argillite-dominated units. Such lithological layering in Otago was intensely folded, deformed, and overprinted by metamorphic fabrics during Jurassic-Cretaceous regional metamorphism. Although primary sedimentary structures can no longer be recognised, a æghostÆ lithological variation is still present in Otago represented by psammitic (sand-derived), interlayered (sandstone-siltstone derived) and pelitic (siltstone-mudstone derived) schist. Lithological æunitsÆ in the schist are typically either 20 100 m or c.1 - 2 km thick, and are oblique to faults and shears hosting gold mineralisation at Macraes, Barewood, Nenthom, and Oturehua. Lithological variations and folds in lithological units are important in the along-strike distribution of gold in these deposits, and in the development of relatively high-grade pods and shoots at l00 m - 1.5 km scales. Ramps, flats and step-overs (known to be locally important for controlling mineralisation) are commonly located at lithological boundaries, presumably by local refraction of faults or shear zones as they propagated through folded stratigraphy. The various lithologies have also responded differently to deformation, causing variations in permeability that affected the penetration of mineralising fluids. Mapping lithological variations in barren host-rocks, either directly+ by fieldwork or indirectly by aerial geophysics, is a key to understanding and predicting the distribution of gold at mine and deposit scales.

In spite of the many contributions that have been made to our knowledge of the creep properties of polycrystalline lead, the precise influence of various factors on these properties is not yet fully understood. Indeed, the position is such that several important points in connection with the creep of lead are a matter of controversy. This has been brought about largely by the fact that, in the case of lead, the changes that are produced in the creep behaviour by slight variations of such factors as the purity, grain sizeand previous treatment are out of all proportion to the magnitude of these variations.In order to study the fundamental properties of lead as related to creep, and so gain a more enlightened perspective with which to consider the creep of lead in general, the work that is described in a series of papers, of which the present paper is the third part, has been carried out. It deals with lead in the form of single crystals.It has been shown (1) - (3) that the grain boundaries as well as the actual grains play a part in the creep of polycrystalline lead. The present work, by eliminating grain boundaries, enables the. contribution of the grains themselves to the process of creep, in other words, crystalline creep, to be studied effectively.This object was, possibly, the major one in this work.

The uptake of nickel into the lattice of pyrrhotite, Fe1 _1J S was studied experimentally in the temperature range 200°C to 760°C. Nickel from both aqueous solutions and salt melts diffuses rapidly into the sulphidelattice with an accompanying release of iron into the solution or melt. The rate of uptake of nickel and its diffusion into the sulphide lattice were followed by optical microscopy and by analysis with an electron probe microanalyser. Some geological consequences of this phenomenon affecting the distribution of nickel in rocks associated with nickel-iron sulphide ores are discussed.

The smelting plant and equipment at Mount Isa, as originally designed and built, was described by J. M. Callow (1) *.F. A. Forward (2) described alterations and additions to the plant and discussed the metallurgy of mixed carbonate-sulphide concentrates at Mount Isa, prior to 1933, in the Proceedings of this Institute.In 1933, A. F. McAskill (3) gave full mechanical details of the plant in a paper presented to the Institution of Engineers, Aust.FLOW SHEETSFig. No. 1 represents the present general flow sheet. Forward's (2) flow sheet is reproduced here as Fig. lA, and will serve for comparison in depicting subsequent deletions from, and alterations and additions to, the plant.Fig. No. 2 presents the daily tonnage flow sheet of 1939 practice.ALTERATIONS SINCE 1933General. Many changes in metallurgy and operation have taken place, particularly subsequent to March, 1935, when the treatment of a mixture of carbonate and sulphide ores was discontinued and the mill commenced operating on all-sulphide ore. This alteration brought about the elimination of gravity concentration-Jigs and Tables and resulted in the production of all-floatation concentrates of a very fine sizing. Refer Table No. 2, page?) Mineral concentrators often use process water that is very saline and/or hard. In this paper the effect of increasing concentrations of sodium chloride and calcium chloride on the rheological properties of 70 wt% quartz suspensions (d5o - 10.6 ¦m) is reported. The apparent viscosity at 100 s t in 5 mol dm -3 sodium chloride solutions (approx. 300,000 ppm) was nearly 500 times the viscosity of water without salt or particles present. Part of the increase in viscosity is caused by aggregation (coagulation) of the suspension.

THE township of Costerfield is situated in the parish of Costerfield, county of Dalhousie, and lies 6 miles east of Heathcote and 30 miles south-east of Bendigo. It is separated from Heathcote by the Mt. Ida Range, which forms the western boundary of the Silurian formation. It is situated at the head-waters of Tin-pot Creek, a small southerly tributary of the Deegay Ponds Creek, which flows east to the Goulburn River.The field was discovered in 1860 by two prospectors, Coster and Field, who were guided there by a shepherd, M Nicol Coster and Field had already discovered an antimony lode about three miles nearer Heathcote, when M Nicol offered to guide them to the larger outcrop. The main Costerfield reef at that time projected above the surface, and was white through oxidation, though the bluey sulphide showed on fracture. No alluvial gold of any consequence was obtained at Costerfield, but a little was obtained, at Redcastle, 7 miles to the north, and in some of the gullies to the east.Following its discovery there came a period of prosperity to Costerfield, while the mining operations were confined to the oxidized zone. The early success of mining at Costerfield was due to the gold values, and it is probable that the oxidized zone was secondarily enriched. The earliest available record of values is a crushing of Coster and Co. on the Antimony reef (now known as the Costerfield reef), when 200 tons from a depth of 70 ft. averaged 4 oz. per ton in July, 1861. At this time a crushing mill had not yet been erected at Costerfield, and the ore was carted and treated at Redcastle. The massive antimony ore, consisting of mixed oxides and sulphides, was separated by hand-picking as "marketable ore," and the remainder crushed for gold. Precision surface mining is increasingly occupying a significant role in open pit mining. Improvements in technology now allow continuous surface mining of material well above 140 MPa (20 300 psi) efficiently and cost effectively when compared to drilling and blasting/primary crushing methods. These include the elimination of the use explosives and primary crushing, the ability to precisely extract the ore from the waste, or separate ores of varying chemistry and mine thin seams and non-homogenous orebodies cost effectively. In addition, precision surface mining extends the useful life of a mine by extending the mine boundaries. It can expand production capacity in existing mines and is particularly cost effective in greenfield start-up mines. Precision mining techniques result in higher percentage recoveries. This paper reviews several of these techniques for the Terrain Leveler« surface excavation machine (SEM), and shows their impact. Vermeer's current approach to precision surface mining is utilisation of the T1255 Terrain Leveler SEM. Several units have been proven in round-the-clock, seven day operations throughout the world. Among other innovations are design simplicity, stability, maneuverability, rear-mounted tilting drum and top-down cutting. The impact of these items are discussed in more detail in the paper. After a detailed analysis of the importance of machine availability on overall mine performance, Vermeer has extended its equipment line to include a direct-drive option for its T1255 Terrain Leveler SEM. In addition, improvements in dust suppression are presented. While the T1255 Terrain Leveler SEM is of optimum size and cost in small and medium sized mines, Vermeer has recognised that larger mines require larger machines with increased capacities. Vermeer will prototype the T1655 Terrain Leveler SEM later this year. Specifications of this machine and up-to-date preliminary results are presented. A discussion of the role of each machine size and driving mechanisms are included. Finally, the next stage in Vermeer's providing solutions to the surface mining community will be described - a continuous loader. The impact on current mine planning is presented using a detailed computer program developed for studying the impact of loading techniques and higher production rates on mine plan optimisation.

The external urfaces and interiors (as polished sections) of particles of coconut hell and extruded peat activated carbons taken from everal Australian carbon-in-pulp operations were examined with an optical micro cope, a scanning electron microscope, and an electron microprobe.Calcium carbonate (calcite) precipitated from the pulp was the major inorganic material on the external surfaces of the carbon particle, but several ore minerals, including quartz, hematite, pyrite, arsenopyrite, and clay minerals were also identified, along with trona, gypsum, a nickel cyanide, and a magnesium salt. Sections of carbon particles showed that calcite was virtually the only introduced inorganic material inside the carbons.It was distributed in the pores and cracks throughout the coconut shell carbon particles but tended to be concentrated in the outer layers of the extruded peat carbon particles. The mechanism of calcite formation and deposition is uncertain. Gold X-ray dot maps showed that gold was distributed through to the centre of coconut shell carbons and to a depth of at least 500 µm in extruded peat carbons. The distribution of gold within the carbon particles was similar to that of calcite.

Digital Simulation of Particulate Processes The inherent complexity of mineral particulates (shape, size and mineralogical texture) has challenged conventional simulation model approaches for decades. Much effort was expedited in using mathematical assumptions to accommodate stereological effect. With the advance of instrumental methods such as x-ray microtomography 3D structure can, in many cases, be measured directly. The information derived from such measurements provides direct input to building the structural digital model. In addition digital simulation methods that enable creation of process realistic particulate properties in an efficient digital computer space have demonstrated their effectiveness to model a variety of realistic packing, sorting and multi-phase processes. The paper reviews recent advances in the use of information derived from 3D micro-tomographic imaging and laser scanning technology can be coupled with digital methods to enable simulation of tablet compaction and dissolution, filtration and permeability, column packing and leaching kinetics, packing and cementation of nuclear waste. By assigning 'properties' to a digital zone (voxel) in the computational space it is possible to mimic the realistic characteristics of quite complex particulate mineral processing systems. The system self-adapts to correct the coherent particle characteristics (shape, size, compound, porosity) with time. Such simulations are useful to elucidate the sensitivity of system performance to variations in process parameters. Dimensional scaling of the approach is also possible, as the case studies will illustrate, in deploying the method to both small (micron) and large (m) features. The use of process realistic simulations presents experimental challenges in code validation. It is in this context that other tomographic methods play a role in direct 3D measurement of system behaviour such as electrical and optical sensors.

The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

The involvement of concerned parties in all aspects of the Lihir Project from an early stage has promoted good relations between all groups. Activities involving landowners, the Lihir community, the New Ireland Provincial Government (NIPG) and the prospective developer include the Lihir Liaison Committee, Lihir Working Group, Environmental Planning Committee, Provincial Mining Task Force and the Lihir Mining Area Landowners Association (LMALA). With modifications, the Lihir Liaison model may be of use in promoting good relationships among parties in other mineral developments.

Mineralogical analysis of a nickeliferous laterite from the Rockhampton region shows that the nickel is largely associated with the manganese wad and opaline silica. The laterite also contains an appreciable chromite content (about 12 per cent Cr2O,) although this tends to be poorly liberated.Leaching with hydrochloric or sulphuric acid, at atmospheric pressure at the boiling point is non-selective with respect to iron dissolution.The degree of dissolution increases as the acid concentration and retention time are increased; cobalt dissolution requires less aggressive conditions than does the dissolution of an equivalent amount of nickel.Leaching with sulphuric acid at elevated temperatures and pressures leads to a minimum amount of iron dissolution, is rapid, and requires a reduced acid addition rate. Nickel and cobalt recovery from the clarified leachate would be simplified because of the leach selectivity.Pressure leaching appears to be the most practical route for treating the Rockhampton laterite. The economics of processing would be made more attractive by the recovery of a chromium concentrate from the leach residue. This would typically contain about 45 per cent Cr2O, and could be used as a source of chromium chemicals.

The mineralisation consists principally of layered pyrite, phalerite and galena, situated conformably within a sequence of tuffaceous, bituminous shales and dolomitic sediments that include slump breccias. The sediments show little evidence of post sedimentary reconstitution. A volcanic-exhalative-sedimentary origin is postulated for the mineralisation. Attention is drawn to the similarity between the McArthur deposit and the lead-zinc-silver orebodies at Mount Isa. The primitive nature of the sulphides is reflected by their adverse metallurgical behaviour, and it seems that the best prospect for milling and flotation benefication may lie in the production of separate zinc and bulk concentrates

The Kingsgate molybdenite pipes are considered on petrochemical data and field occurrence to be, possibly, epi-magmatic plutonic offshoots grading into hydrothermal bodies. There is reason to believe that the ore is derived from a highly acid granite of type similar to that of the tin bearing areas of northern New England. The mineralogy, microtextures and paragenesis of the ore are discussed.INTRODUCTIONThe Kingsgate Mining Field is situated in steep, heavily timbered terrain 18 miles E.N.E. of Glen Innes and 430 miles north of Sydney. Bismuth and molybdenum ores were discovered at Kingsgate (Yarrow Creek) in 1877. Subsequently some 50 pipes were developed yielding tonnages which at the peak of operations, 1905 to 1920, rivalled production from the rich deposits of northern Queensland.Attempts to revive the field have been made periodically and small parcels of ore have been forthcoming.' During World War II demand for piezioelectric quartz again focussed attention on Kingsgate but twinning and other imperfections of the quartz prevented all but a minor exploitation of the otherwise noteworthy crystals of this locality.There is reason to believe that the ore at Kingsgate is not exhausted through exploration and mining costs would probably be high due to the capricious nature of the pipes and to the irregular distribution of rich ore shoots within them.
