All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

Mining deep orebodies is increasingly becoming the norm as the ‘easy’ orebodies are depleted. Deep ore mining requires significant ventilation and cooling infrastructure to not only meet regulatory requirements for air quality but also to achieve acceptable workplace temperatures with the higher strata rock temperatures and increased auto-compression. At the same time, advances in battery equipment technology are turning the possibility of a battery powered fleet into reality. The switch from a diesel fleet to a battery powered fleet offers several positive opportunities for the design and operation of a deep mine.The potential to reduce ventilation and cooling requirements due to battery powered equipment results in significant cost savings for mine development and infrastructure. Battery powered fleets are not subject to the same dilution requirements associated with diesel fleets thus allowing lower ventilation rates. At the low ventilation volumes possible with a battery powered fleet, surface refrigeration plants are limited with respect to the amount of cooling that can be delivered to the workface. Considerations for calculating the optimum air flow and cooling requirements are presented. Considerations for locating the refrigeration plant are also discussed. The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

Accidents in open pit mining have a high cost in lost time of person- nel, damage to equipment and installations, and lost production. The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.

Since the introduction of froth flotation for industrial practice, the process has long been developed and improved by making cultivated guesses or by using trial and error methods to a varying degree. Fresh possibilities have emerged after development of new surface sensitive analysing methods and in situ electrochemical methods. Having had the possibility to combine different findings between science and everyday plant practice, Outokumpu has been able to develop a catch-all procedure to manage a flotation process taking into account the specific requirements set by different minerals in a slurry. A number of these procedures are available and offered globally to clients as part of a Plant Audit service. The Outokumpu Plant Process Audit (Process ef-X) concept comprises of mineralogical determinations from process samples and plant data analysis together with electrochemical process measurements using mineral electrodes. Automatic control loop analysis can also be included. The objective is to combine the results for a basis of flotation process improvement. Since this methodology has earlier been an in-house practice, it follows that the results are also reflected in the development and design of the OutokumpuÆs processing equipment. An increasing number of ores have a very intimate fine-grained texture and it may be physically impossible to combine high grade with acceptable recovery by a flotation process alone. For such cases, combinations of different hydrometallurgical û mineral separation û pyrometallurgical processes are available. Mineral specific information and chemical expertise of flotation technology can be utilised in development of other processes, as well.

Sub-level stoping with consolidated rockfill is the main method for mining steep dipping baryte and fluorite veins in Germany. Drifting is fully mechanised using drill jumbos, LHD units and shotcrete support. Stopes have heights up to 50 m with sub-level distances up to 15 m. Winning of the pillars between sub-levels is done by longhole blasting in slices of 3-5 m length on strike. Mucking is done on the lowermost level by LHD units. After each blast rockfill with binder (cement and/or fly ash) is dumped into the scope from the uppermost level. Economic success depends on both geological and technical parameters and factors, eg vein thickness and dip, ore grade, size and distance of sub-level drifts. Of particular influence are ore loss in pillar winning and dilution both in drifting on vein and in pillar mining. A comprehensive computer program has been developed for calculating the total cost per tonne run-of-mine ore respectively per tonne of concentrate for a single stope. The cost model includes development, longhole blasting, mucking and haulage to the mill, milling and ventilation. All costs (labour, energy, supplies, maintenance, depreciation and capital cost) are taken into account. Dilution and recovery are both considered. The program can be used to estimate the cost of mining a particular stope. It can also be used to investigate the influence of relevant parameters and factors on the economic result. By this way it should be possible to optimise the technical design of a stope.

Although the bromo-cyanide or Diehl process for the extraction of gold from its ores is used on several of the Kalgoorlie mines, very little information has been published on the original process, and no details are available from the various mines now using it. The following description of the process as carried on at the Hannan's Star plant, where several modifications were introduced by the author, will therefore be of interest to mining men, and it is hoped that some discussion on this paper will provide further useful information to the mining community.The process was first installed on the Hannan's Star mine, where a full working plant was erected by the London-Hamburg Co. In their contract they guaranteed a 91 per cent. extraction on a sulphide ore of 15 dwt value. This was considered a very high extraction at the time, and the plant successfully carried out its work.The new features in the process were the finer grinding of the ore, for which purpose the tube mill was introduced, and the addition of a solution of bromo-cyanide to the vats under ordinary cyanide treatment, whereby a higher extraction was obtained in a shorter time. The main difficulty in the process was the easy manufacture of the bromo-cyanide solution, but this was eventually overcome. The mixed salts now supplied by the LondonHamburg Co. are in every way satisfactory, and are supplied at such a price that the process compares favourably with any other from a cost point of view.

In the Waiotapu geothermal area only Champagne Pool, 109 ng/L, and Waiotapu Geyser, 7.6 ng/L, have dissolved Au concentrations greater than 5 ng/L and most springs have concentrations less than 2 ng/L. When Au concentration data are combined with other physico-chemical data from each spring including; pH, reduced sulphur concentration and temperature, the degree of Au saturation can be calculated. All samples sites except Champagne Pool, Waiotapu Geyser and the Artists Palette are under-saturated with respect to Au(s) by 1 to 3 orders of magnitude. This indicates that adsorption or co-precipitation or both are important processes depositing Au beneath hot springs. Deposition of Au by adsorption or co-precipitation beneath hot springs implies that dissolved Au may not have to reach saturation concentrations for ore to deposit. This interpretation is supported by the presence of substantial Au as sub-microscopic components within sulphide minerals in ore deposits and indicates depositional efficiency beyond that possible through precipitation of Au(s).

I In an optical microscope, mild attack by cyanide solutions on various minerals can be observed by means of colour changes as well as etching patterns. However, the mineral may not be identifiable due to the coloured film. In some cases, a transfer algorithm between mechanical stages enables the surface-altered mineral to be identified in the SEM. A more severe attack may not be so informative, as it is not known whether the mineral attacked has been completely dissolved away. The leaching behaviour of some common minerals is described.

The oxidation of ferrous sulphate to ferric sulphate with air and oxygen in a gas lift percolator was investigated with initial Fe2+ concentrations in the range 0·01 M to 1·0 M,temperatures in the range 20-80°C, and pH in the range oto 2.The rate of formation of Fe3+ was found to be well described by the rate expressionEquation 1and a consistent mechanism is proposed.The presence of Cu2+ was found to cause an increased rate of oxidation, the effect being greater with Cu2+ concentrations increasing in the range 0·001 M - 0·01 M in 0·2 M Fe2+. The effect of other solutes containing Ni, Zn, Mn, Co, Hg, Cl, Mo, NH4, As, Cr, or Na at a concentration of 0·001 M in 0·2 M Fe2+ was negligible.

A quarter of the North Island, New Zealand is covered by weathered volcanic tephras of mainly andesitic and rhyolitic compositions. Rapid weathering of basic volcanic glass and slower weathering of acidic glass have produced short-range order alumino-silicate clays such as allophane. Although amorphous to x-rays they have a high degree of local structure. Allophane comprises hollo spheres of approximately 40 diameter and 7 X wall thickness. This small particle size and morphology gives a very high surface area (up to 800 m2/g). Ferrihydrite is another short-range order clay of similar small size and high surface area; it has ò formed from the rapid oxidation of water containing ferrous iron derived from volcanic rocks. The quantity of allophane present in tephra depends upon the climate, the nature of the volcanic glass and the time it has weathered. In New Zealand highest amounts (-50%) occur in beds of andesitic ash deposited on old ignimbrite surfaces with mean annual rainfalls >1600 mm. Both allophane and ferrihydrite will react with oxyanions, such as phosphate, arsenate or borate, and remove them from solution. Other anions such as fluoride also react with aluminium sites on the mineral surface. At NZ Soil Bureau, Department of Scientific and Industrial Research (DSIR), New Zealand, techniques have been developed for granulating allophane to enable it to be used to remove pollutants from solution without dispersion into the liquid phase. This granulated allophane can be used to remove phosphate from sewage effluent or fluoride from tap water without having a sedimentation stage to remove the clay.

Essential features of the role of the fill material in mechanized cut and fill mining are discussed, with particular emphasis on its dewatering and strength development after emplacement. The fill material is regarded as a chemically-reactive porous medium, the most important property of which is permeability. Methods are described for measurement of permeability and other fill properties and results of such measurements applied to develop an orderly approach to the operation.

The development of a robust belt sampling strategy and protocol inunderground gold mines is a fundamental requirement for effective grade quality control, ore accounting and mine-mill reconciliations. As part of the ore management system, a belt sampling system has been developed by the author, which is used to predict monthly gold grade and its error for underground/belt/mill reconciliation and grade control. This paper presents the step-by-step development of the belt samplingstrategy and sample preparation protocol at Target, an underground gold mine in South Africa. The belt sampling system at Target consists of an underground belt transporting run-of-mine material into an underground transfer point, a weightometer, a two stage crushing system, a tube splitter and a catchment device. The design allows run-of-mine ore on the belt to be sampled automatically by a go-belt sampler. GyÆs sampling theory of particulate materials forms the basicframework of the belt sampling strategy. The theory is used to quantify the optimum sample mass of broken material to be taken from the belt and to predict its reliability. It is also employed to determine the Fundamental Sampling Error (FSE), time interval between samples and particle size requirements of the final underground belt sample. Further, GyÆs sampling theory provides the means of analysing the crushing processes, splitting, segregation error, analytical variance, and the best sample preparation protocol. Although the belt sampling strategy developed in this study was forWitwaterstrand gold ore, the process is entirely general and may be very successfully used in any underground or surface mine.

The evaluation programme and procedures develop- ed for Saindak porphyry copper-gold-silver- molybdenum deposits located in an isolated area in an extremely and region of Baluchistan are described in detail. Due to its isol .ted location, far removed from supply centres, harsh climate, paucity of water and non-availability of even unskilled labour, Saindak presented problems for which no ready made solution exist- ed. It is hoped that this Paper may be of some value to those in the LDCs who may wish to undertake similar ventures.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Geological concepts are employed routinely in porphyry copper exploration at the area selection, prospect appraisal and deposit definition stages. Regional, district-scale, deposit-scale and laboratory-based concepts can all play a role, with the resulting porphyry copper models providing templates for the integration of geochemical and geophysical responses and interpretations. Of the 19 concepts and parameters selected for brief discussion, those relating to subdivision of porphyry intrusions, understanding of diverse and commonly complex alteration-mineralisation patterns and lithocap characterisation are undoubtedly the most influential in exploration. Several of them are of particular importance because of their role in promoting grade development. Additional belt-, district- and deposit-scale features are currently little used but hold promise, whereas others have less practical value but help in underpinning the evolving porphyry copper genetic model.CITATION:Sillitoe, R H, 2015. GOLD has played a part in the development of Australia. The total yield exceeds SIX hundred million pounds sterling, while the glamour of gold-mining and the unfailing demand for the product have enhanced its influence. The production is still considerable, but the yield is less than one-quarter of that twenty years previously, while the number of men employed has dropped from 70,000 to 11,000. Not only has there been a marked decline in production, but it is anticipated that thisdecline will continue, and continue more markedly. It is therefore desirable to ascertain the causes of the decline and inquire into means for diminishing or preventing it.The problem under discussion is far from being only local. Finlay states: The grand feature of the history of the business has been the progress of an economic cycle unfavourable to gold milling. The USA yield fell from $101,000,000 to $44,000,000.South Afriea has for some time produced one-half of the world's gold; yet in the Mining and Scientific Press of 11th February, IH22, General Smuts is quoted as saying that if the premium disappeared entirely 24 out of 34 mines would shut down. This investigation involves laboratory testing and stability analysis of paste fill at the Golden Giant Mine. Site-cast samples are tested in unconfined, confined, and consolidated-undrained triaxial compression. Pore pressures during shear and consolidation characteristics are measured to determine both drained and undrained shear strength parameters and assess the potential for undrained loading. Liquefaction potential is also considered. A limit equilibrium solution is used to obtain factors of safety against failure of the fill during mining of adjacent stopes.

Fundamental studies on the transformations of iron oxides have been carried out and related to the solution conditions in the Becher Process. The results show that a number of iron oxide interconversion reactions occur in the aeration reactor with the products depending on the pH, temperature and oxidation potential of the aeration liquor. It is concluded that the lack of process control in the aeration reactor of the Becher Process significantly hinders the ability to predict and produce high quality single phase iron oxides of a consistent colour.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.
