The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Replies to a comprehensive questionnaire on mine water resource management systems (WRMS), which were distributed to a selection of Australian mining operations in 1991, are analysed. Although the replies cannot be considered fully representative of the industry, they do provide a good qualitative indication of water resource management in the industry at that time.Within Australia's largely arid land mass, a majority of mines nonnally need to conserve water, a few need to dispose of water and a number face a seasonally varying position. An assessment of the importance of WRMS compared with management of ore extraction and processing is given. A risk assessment of failure is given; there is more acceptance of WRMS failure in the mine compared with the mill. An assessment is made of considerations in WRMS design. Managements are generally pro-active in the design of WRMS and in the setting of perfonnance standards. The operational characteristics of mine systems are examined in detail.Companies generally do not appear to allocate sufficient resources for the collection of basic WRMS monitoring data and knowledge of the water budget to efficiently manage the system. This indicates scope for considerable cost savings in most mines.

The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. The Beat Diseases of coal miners working in narrow seams. 6. Illumination problems and miners nystagmus. 7. Geographical and climatic problems

When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

The general structure of microprocessors and their method of use is described, and de- tails given of their application in two parti- cular examples of instrumentation for mineral concentrators. One is in a pulp density gauge, and using this example, the way in which a microprocessor-based unit can be made to be self-calibrating is described. The other is in an on-stream analysis detector for uranium in solvent, where a microprocessor is used to re- place a mini-computer.

Most of the gold reef mined today in South Africa is approximately 1 m in width with slopes about 30 m long. To prevent production interruptions it is essential that the stopes should not be blasted in sections. The shortage of experienced labour and arduous working conditions at the face dictate the need for simple blasting techniques.Hence, a pyrotechnic blasting system of sequential firing is in use at present, although research work to improve this technique is in progress.

This paper records the observations of faulting in the Black Star mine workings. By classifying the faults into two groups, i.e., strike faults and transverse faults, and by pointing out the differences between the groups and their effects on the silver-lead-zinc orebodies, a time relationship between the two groups of faults and the sulphide mineralisation is suggested.GENERAL GEOLOGY AND MINERALISATIONFolding and faulting are closely related to the mineralisation in the shales by silver-lead-zinc and iron sulphides.Commonly the various sulphides are fine-grained and closely associated with one another. However, exceptions do occur locally, where massive coarse galena, sphalerite, pyrite, and to a lesser extent chalcopyrite, have been observed singly or closely associated one with the other.In the main, the sulphide mineralisation forming the orebodies occurs as replacement of, and infilling along, the sheared bedding planes of the finely bedded shale host rock.The shales in general strike north-south with an average dip to 60° to the west; strong shearing along the bedding planes is evidenced by much slickensiding and slaty cleavage.Sequences of finely bedded shales of varying stratigraphic thicknesses alternate with very. massive beds, and it is in the more highly sheared thinner beds that the greatest concentration of sulphides occurs. The unmineraIised massive beds of shale, 11 in. up to 12 in. in thickness, occur singly or in groups between, and to a lesser extent. within, the orebodies. The massive beds resisted sulphide replacement and impart to the orebodies a most prominent banded structure.

What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. "There is a tendency to treat mine roadways with fan installations as leak proof systems. Morecomplex ventilation arrangements are being installed in coal mines out of necessity or designand these can introduce additional hazards. This paper explores the leakage paths that can existaround fans and in particular the hazards these leakage paths may generate around undergroundfan installations. The behaviour or these leakage paths in the event of a fan failure has also beenexplored. Early detection of spontaneous combustion is essential, so understanding the leakage behaviour around fans especially boosters or main fans installed underground will assist in sett ing up monitoring locations in the correct places. If this behaviour is not fully understood then monitoring may be placed incorrectly, or trends may not be picked up until it is too late."

During the past three years there have been several parties prospecting for oil in the Stat6 of Queensland, and It was: gratifying to read the newspaper headlines last Christmasabout the discovery of oil in the Moohie Nol Well. This discovery was not only a welcome Christmas present for Australia but marked up another success for the seismicmethod in exploration for oil.The purpose of this paper is to discuss the operationaI aspects of seismic work in Queensland with-emphasis on shot-haledrilling. The paper is based upon the experience of one particular seismic survey which began in December of - 1959 and is still inoperation. This survey is being conducted by the Petty Geophysical Engineering - Company of San Antonios, Texas, and the Queensland area involved is in the general vicinity of Quilpie, Dlackall and Charleville.

In the last decade, great strides have been made in the raise boring technique in China. Extensively, the drilling and blasting method has been replaced by the mechanized raising method since 1980. There are now over 3C raise drills operating in more than 20 mines. The diameters for shaft boring varies from 500mm to 2000mm, and to depths up to 90m. Tlis paper mainly describes the performance, mtLin technical achievments and applications of all four kinds of raise drills, and auxiliary equipment. Finally, some recommend- ations for future improvement in the raise boring technique are presented also.

Geological exploration and mining development increased their intensity and rate of success during the last five years in Peru. Particularly relevant are the mining projects of Yanacocha and Pierina for epithermal Au and Ag. Also relevant are the new mining operations at Iscaycruz and Uchucchacua for limestone replacement Zn- or Ag-rich base metal skarn deposits. Miocene continental volcanics host the low-grade but near-surface orebodies of the Yanacocha mining district in Cajamarca. Several deposits have been mined since 1994 with open-pit and heap-leach gold production increasing from 300 000 ounces to 1 300 000 ounces in 1998. In a similar geological setting, but with three times the grade of Yanacocha, the Pierina valley-leach operation in Ancash is set to produce 800 000 ounces Au during 1999. At Iscaycruz in Lima, Cretaceous limestones host massive pyrite and sphalerite skarn deposits with 10 to 20 per cent Zn. Mining and milling were started in 1996 with last yearÆs production rising to 180 000 tonnes of Zn concentrates. At Uchucchacua, selective underground mining of fracture-controlled Ag skarns, with 400 to 420 g/t, has been recently increased from 1200 to 2000 tonnes per day to produce 5.5 million ounces Ag during 1998. Advanced exploration projects are located in the framework of nine Phanerozoic metallogenic provinces. Mineral deposits of preferred attention are precious metal disseminations and veins, base metal replacements and skarns, porphyry Cu (Mo-Au), Mississippi-Valley-type Zn and base metal volcanogenic massive sulphide deposits. Geological discovery of new orebodies enables a sustainable development of the mining industry in the country.

Several major routes connecting Northern and Southern Europe or Asia run through Austria. These highways have to surmount the alpine range which traverses Austria from west to east. In order to ensure safe driving conditions even in winter, tunnels, at times quite long ones, are necessary. Austria now has tunnels totalling 160 km in length. These tunnels are either already in use or just about completed. The Plabutsch tunnel near Graz will be one of the longest tunnels in the world: approximately 10 kilometers in length. It will be put into operation in the summer of 1987. Before construction could begin, soil and rock conditions had to be investigated by means of a test tunnel. Afterwards, excavation was begun to the full 100 m' cross section. The new Austrian tunnelling method with conventional blasting was used for the major part of the tunnel. It was necessary to have such a large tunnel cross section because a fully transverse ventilation system is installed for environmental reasons. In order to avoid air pollution from the tunnel, exhaust fumes are not allowed to escape from the tunnel portals but from two shafts, each with a diameter of 8.5 m. In this way, exhaust fumes must rise 90 meters or 240 meters before they reach the open air and will thus not affect the city. The ventilation system influences the size of the excavation, and especially the size of the ventilation caverns and the air shafts. All these factors directly influence construction and maintenance costs, and an economical optimisation leads to the appropriate dimensions for the excavation.

The mining industry needs to attract and recruit young talented people. An important task is, therefore, to create an attractive mining workplace that engages with, and motivates youngsters who are not particularly interested in working in the industry. This paper aims to illustrate a way forward for the mining industry to form healthy and safe workplaces honouring key components such as knowledge, skill, co-operation, continual development and acceptance of diversity. This is a way to create a vision of healthy and safe mining work. The mining industry must work towards zero vision; a future without accidents and hazardous environments. In this paper the authors discuss different aspects of an ‘attractive workplace’ and summarises lessons learnt in 26 statements dealing with safety, both physical and social work environments, and social responsibility. The authors hope these recommendations will provide some guidance for how attractive workplaces should be designed for future deep mining.The paper is based on lessons from two large European projects, a Swedish-Polish project: The Smart Mine of the Future; and a European Union project: Sustainable Intelligent Mining Systems (SIMS). An analysis of pumping figures suggests that there are two distinct styles of water inflow patterns in Zambia's mines. Carbonate hosted orebodies (Kabwe and Nampundwe) display a characteristic seasonal variation in water inflow with peak pumping showing a short time lag with respect to the rainfall pattern. Aquifer characteristics are controlled by secondary, weathering enhanced, near surface phenomena. Non-carbonate hosted orebodies such as those of the Copperbelt (Konkola and Nkana) occur in successions of highly variable lithology and consequently there are stacked aquifers of variable character. Inflow of water does not display seasonal variation. The major factors affecting the amount of inflow are the structural setting, the geometry of the orebody and the local lithostratigraphy. Thus the Konkola orebodies which occur in a saddle shaped open ended basin result in what is probably the wettest mine in the world, pumping some 376,000 cubic metres of water a day.

The efficiency of water sprays in suppressing airborne colliery dust depends on many variable factors. A survey of previous work in this field shows that swirl spray nozzles are the best dust suppressors.Investigations carried out in an experimental dust chamber show that, in spite of limitations to the application of water sprays in underground use, promising dust suppression efficiencies in mechanised mining can be obtained with swirl spray nozzles.INTRODUCTIONA dust hazard has always been associated with coal mining, and the recent growth of mechanisation has resulted in a greater production of fine coal and dust, thus increasing the hazard. A better knowledge and appreciation of the medical aspects and dust explosion factors has led to practices reducing the seriousness of the problem. However, the dust hazard still exists and its control is basically an engineering problem.Dust, as with any atmospheric pollution, may be removed from the, mine by ventilation, which is an indirect method of control. Direct methods, in which the dust is prevented from being produced and from becoming airborne, should be employed where possible. Of these direct methods the most significant is the use of water sprays.THE DUST HAZARDAn appreciation of the physical nature of the more important dust hazards is necessary before considering the removal of the hazard. The main hazards associated with colliery dusts are the health hazard and the explosion hazard. "Dust" comprises solid particles of size minus 20 mesh Tyler (833 microns).

Cement and resin encapsulated tendons are widely used in the stabilisation of mine roadways. One of the main factors in controlling the efficiency of the reinforcement is the ability of the tendon to generate load in response to rock deformation. The analysis of field data from instrumented reinforcing tendons complimented with extensive laboratory investigations have more accurately defined the mechanisms by which load generation occurs. The role of reinforcing tendon profiles, hole geometry and encapsulation medium properties in controlling the reinforcement stiffness and capacity are discussed. The results of the investigation have implications in both the design of rock reinforcing systems and the optimisation of encapsulation mediums and tendons.

The long continuing controversy over the Origin of fusain, whether it is a product of primeval forest fires, or of special conditions of weathering (including bacterial decay) of the vegetal debris concerned prior to, burial, has now been extended, to include the possibility that fusain is a product of the coalifaction process subsequent to deposition, so that doubt may reach even to its time of formation.The conflicting views on this point are summarised in the following quotations from two recent publications (my italics in each quotation):1. "Recent observations made in peat and brown coal deposits in Australia, England and Germany strongly suggest that practically all fusain is formed by coalifaction after deposition and 'preliminary compression. In deposits of advanced brown coal rank, it normally takes the shape of pieces of wood compressed parallel to the bedding plane; and some fragments consisting partly of fusain and partly of vitrain exhibit the same amount of compression throughout. This would seem to indicate fusinisation after burial, as hard brittle charcoal would be crushed, or else retain its original irregular shape if strong enough to withstand pressure.In some immature deposits, however, where cover is of a hydrostatic nature rather than a vertical compressionar force, occasional pieces of fusinised wood showing very little flattening are present, but such immature deposits seldom contain the proportion of fusain found in higher rank coals. In view of this, and the possibility of introduction of charcoal into peat deposits, it is felt that a small amount of the fusain in coal may represent wood charred before burial, but most of it almost certaInly originated as a product of fusinisation after burial" (Dulhunty, 1948, p.14).

Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

Western Mining Corporation, managing partner of the Windarra Nickel Project are in- stalling a raise-bored haulage shaft and under- ground crushing system at the Mt. Windarra Nickel Mine. The system will be the second of its type installed by W.M.C., the first being in- stalled at the Otter-Juan mine in Kambalda in 1976/77. Both haulage systems became necessary as a result of the increasing production limi- tations, and escalating costs of a deep decline mine. The Windarra haulage system required a single 3m diameter vertical raise drill hole to a depth of 470 metres. Two five tonne skips in balance will hoist crushed ore and mullock to the surface, at a design rate of 200 tonnes per hour, effectively reducing truck haulage leads by up to 50%. It is expected the project will be in full operation by mid 1982 and will enable the mine to achieve an annual production rate of 600,000 t.p.a. by 1983.
