Uranium occurrences and the probable Australian reserves are discussed and the recovery and processing methods used in treatment plants at Radium Hill and Port Pirie, S.A., Rum Jungle and Moline, N.T., and Mary Kathleen, Qid. are reviewed. The broad aspects of the application of nuclear power in Australia are then considered, and those factors of greatest significance are highlighted. It is these factors that are most likely to dictate the future role of nuclear generation in Australia. In commenting on private industry applications, the paper emphasises that each case must be considered on its own merits, and a warning is given that general statements can be misleading. In the long-term situation nuclear power is considered to be capable of playing a leading role and the discussion covers desalination and high load industries although short term applications appear difficult to justify. In non-power applications for nuclear energy reference is made to isotopes and the uses of nuclear devices in mining and civil engineering with a pertinent comment on safety.

Coal pillar design has been based on generalised formulae of the strength of the coal in a pillar and experience in localised situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars varies much more than predicted by formulae. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs in the strata, rather than the coal only, the wide range of pillar strength characteristics found in the UK, USA, South Africa, Australia, China, Japan and other countries are simply variations due to different strata-coal combinations and not different coal strengths.This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are Presented.

The magnitude and orientation of the in situ stressfield has been determined as a key factor in controlling the stability of openings for both coal mine development and extraction. Monitoring of roadway and pillar behaviour in conjunction with numerical analysis has identified specific stress control measures that have been successfully applied to improve productivity in underground coal mining operations. The influence of the major horizontal stressfield on the stability of openings has been identified at a wide range of sites including mines in Australia, Britain, the USA, New Zealand and Japan. Stress mapping, stress measurement and stress monitoring techniques have been applied to define the in situ stress regime and, together with the correlation of measurements of rock deformation and rock reinforcement behaviour, has enabled appropriate stress control measures to be developed. Stress control measures for development headings have required the selection of roadway orientation, roadway sequencing, reinforcement density and pillar size. The monitoring of behaviour at a range of trial sites has confirmed significant improvements in development stability. Stress control measures for longwall extraction have required rational selection of longwall orientation and extraction direction. Where a mine layout design incorporating the optimum longwall layout design has not been possible, the use of sacrificial roadways has been successfully applied to protect key roadways from stress concentration effects. This work presents the fundamental properties of CITIC magnetite concentrate and its performance in pelletising and sintering. CITIC concentrate has been widely used in pelletising to produce pellets for blast furnaces. It is also used in sintering to benefit from its sintering performance. CITIC concentrate has excellent balling properties owing to its size distribution, particle surface properties, large specific surface area and balling index, leading to strong green pellets and product pellets. When used in sintering at appropriate levels, sinter bed permeability improves, productivity is increased while coke consumption reduces, and sinter strength improves.

Removal of moisture in steam-fluidized, mainly steam-heated, fluidized beds makes possible significant energy savings over conventional forms of large-scale drying. The systens are described and their applications to brown coal and alumina hydrate are reviewed. In application to brown coal the use of the system to permit meeting diurnal variation in power station output, and the use of triple-effect drying to minimise coal usage and to avoid the necessity of recovering in the turbines the energy in the steam from the last dryer are discussed. To facilitate the rapid adoption of the systems proposed, studies are being made of heat-transfer to dried coal, of moisture equilibrium in pressurized and vacuum systems, of tapered beds as a means of reducing carrier steam and permitting wider size variation, and of the use of carrier solids for drying lump materials.

From statistics on general and electrical fatalities in the Australian mineral industry, it could be said that the present approach to industrial safety is irrational. Deaths are few and decreasing in number, yet spend- ing on occupational safety is large and increasing. State mine safety inspec- torates are being expanded and a National Occupational Health and Safety Commission was recently established. Recent data are analysed in the paper and mining industry fatalities placed in perspective with deaths in other areas. Cost effectiveness of different strategies is discussed along with social implications. Strategies found successful are described and others suggested.,

Blast control in small scale underground mining leads to improved fragmentation control, improved control over overbreak and dilution, and the optimisation of drilling and charging operations. Greatly improved control can be achieved through blast monitoring, to confirm proper implementation of blast designs and blasthole charging. Further improvements can be achieved through simple modelling, enabling blastholes to be placed in the correct locations and charged with the correct weight and strength of explosive. Improved design can be shown to significantly reduce overbreak and dilution, and even ground support costs. In one mine in Quebec, open stopes of widths varying from 2.5 metres to four metres and dipping at 36¦ to 38¦ were designed to achieve zero dilution using open sloping blasting practices. The first stope designed in this manner was monitored in detail and achieved its objective.A method for contouring damage around blastholes is presented as a basis for selection of drilling patterns, with particular application to the control of overbreak and dilution. It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.

Prior to 1975, most geochemical drainage surveys for gold were based on analyses for pathfinder elements, such as As and Cu, rather than direct analysis for gold, for two reasons. Firstly, analytical methods lacked the required sensitivity and precision to determine gold abundance at background levels in stream sediments (usually in the range 1 - 10 ppb). Direct analysis was also inhibited by concern about the potential for gross sampling error, brought about by the dispersion of gold as rare discrete particles of the extremely dense native metal. This sampling error, commonly termed the 'nugget effect' has two components: erratic distribution of the element within the stream environment, related to hydraulic factors, and the difficulty in taking representative samples, both in the field and later in sub-sampling for analysis. In more recent years the collection of very large samples was commonly advocated to overcome the sampling problem (Hams, 1982; Nichol, 1986).Two methods have been widely used to evaluate the gold content of bulk samples (Elliott and Towsey, 1989). The preparation and analysis of heavy mineral concentrates has in recent years been largely superseded by the leaching of gold contained in bulk samples by cyanide, commonly termed the BLEG (Bulk Leach Extractable Gold) or BCL (Bulk Cyanide Leach) methods. The terms BLEG and BCL are essentially interchangeable and the latter will be adopted for the remainder of this paper. Amongst representative men directing alluvial mining of erations in Victoria, some difference of opinion exists as to the best system of working the deep leads. The developmental operations of shaft-sinding, extending a reef drive, partially watering and rising up into the wash dirt are practically the same on all fields but subsequent mining is continued either on the Chiltern and Rulberglen or Ballarat systems, the latter being referred to by the Chiltern and Rutherglen miners as the "down country" system. In the former, the leading wash and cross drives are lept from 300 to 500 feet ahead of the reef drive, and in the latter the reverse method keeping the reef drive well ahead of all wash workingsis adopted.In the majority of alluvial mines in the southern and western fields, the initial work of defining the course of the lead is costly, owing to the thick superincumbent layers of hard basalt, to bore which costs from 9/- to 15/· per foot. Unfortunately large sums of money have been wasted in this work, owing to a want of care and knowledge in the selection of bore sites, and improper recording of the strata pierced, thus handicapping alluvial mining and bringing boring operations...

Staff turnover percentages on projects in the minerals sector are at levels that would not be accepted in business less than five years ago. While this is being driven in part by the shortage in skills to service the industry there are underlying factors, beyond the increases in remuneration, adding to the turnover. Having identified the five major reasons why people do not stay, this paper confirms that leaders and the various styles are common to all companies. The paper comments briefly on these major reasons and suggests the problem is firmly with management. It also offers possible remedies to reduce the attrition and therefore improve the opportunities for a quality project evaluation.

Urban railway systems need high invest- ments, especially if their routes and stations have to be placed in the subsurface. In the FRG the construction and equipment cost of urban underground railway systems are in the range of 60 to 100 Mill DM per km tunnel. For this reason, track sections on the surface and on elevated structures are used as far as that is possible. Considering whole systems, the costs are in a range from to 45 Mill DM per km length for a metro system with about 80 % of its tracks and stations in tunnels and from 20 to 25 Mill DM per km for a light railway system with about 25 % subsurface infra= structure. The amount of route lengths in tunnels depends on the size of a city, the situation regarding above ground structure and free space on the surface, the level of service quality which has to be achieved with the railway system etc. Despite of the urgent needs to improve the transport conditions there very often arise doubts if an urban railway system is really necessary and can be justified in an economic sense. The experience from many cities around the world shows, that there arise a lot of benefits from urban railway systems, especially with larger sections placed under- ground. They are to be found in the interests of the operator (f.e. operating costs), the user (travel time, quality of service etc.) and regarding social aspects (environmental protection, accidents, consumption of energy Etc.).

At the proposed Crandon Project, mill tailings would be depyritised for upland disposal. The resulting pyrite concentrate would be disposed of in the underground workings as a cement-amended paste backfill. In the long term, the underground workings would be flooded and the potential for the paste backfill to generate acid would be limited. However, while the mine is operational, there is potential for oxygen ingress to the backfill that may lead to sulfide mineral oxidation and acid generation. A series of humidity cell tests were completed to assess the potential for groundwater contamination. To assess effects of surface area on oxidation, the humidity cell tests were conducted on moulded cubes of paste backfill. The tests were terminated at different intervals, and the cubes were dissected and examined mineralogically. Various leach extraction procedures were also used to assess the progress of oxidation and secondary mineralisation within the paste backfill. The test results showed that: the cement amendment significantly contributes to acid neutralisation and results in a lag in excess of one year before the onset of acidic conditions (in comparison to less than three weeks for the pyrite concentrate); the depth of oxidation in the paste backfill is restricted to about 1 mm after 107 weeks of testing; and secondary minerals form a distinct ærindÆ at the surface of the paste backfill. The results indicate that acid generation in the backfilled stopes would be minimal. The importance of including the surface area effect in the testing (ie using moulded cubes) is clearly demonstrated.

Shear-flocculation is one of a munber of potential processes for upgrading deposits of finely-grained minerals and, more generally, for separating different types of particles suspended in a fluid.The smaller the particle the more likely it is to follow the fluid streamlines, or be entrained within turbulent eddies, and the less likely it is to deviate from the streamline and attach to bubbles (froth flotation), other particles (selective flocculation) or magnetic poles (wet magnetic separation). As shown in Figure I, a number of ingenious ideas have been proposed to overcome this effect. The suspended particles are assumed to be 1 - 10 µm.Thus, the efficiency of attaching ultrafme particles of the valuable component (solid circles) to air bubbles, as in process A, is poor. The efficiency may be improved by attaching the particles to oil droplets (Ralston, Kart and Newcombe, 1984) to form agglomerates that rise or sink (B), to magnetic particles (C) (Parsonage, 1988) to allow recovery in a magnetic separator (D), to other particles to form aggregates (E) that are then either attached to bubbles (F) or recovered by sedimentation (G) (Warren, 1992), and to pieces of polyethylene (Rubio and Baltar, 1991) that rise or sink (H).In A, C, E, F and H, the forces that are generally used to ensure collisions result in adhesion are hydrophobic forces, hydrodynamic forces and inertial forces (Warren, 1992). These drag particles from the streamlines to allow particle-particle adhesion. In B and E, soluble polymeric molecules have been added to bridge between particles as they approach closely during a collision.The second major consideration is selectivity. Selective adsorption of the hydrophobe or polymer onto the valuable particles is the key. Many subtle effects of surface chemistry are involved in obtaining adequate selectivity. A complication in real systems is that the initial suspension is often naturally coagulated and needs to be dispersed before being selectively flocculated.

Sintering of lead and zinc concentrates is practised by Sulphide Corporation Pty. Limited to provide both desuiphurised lump sinter feed, for simultaneous reduction to zinc and lead in the Imperial Smelting Process blast furnace, and sulphur dioxide gas for sulphuric acid manufacture. From November, 1969 a 20 percent increase in production rate has been obtained through improvements in operating technique. A gradual increase in bed permeability was achieved by modifications to the feed mix conditioning equipment and by improving moisture control. However advantage could not be taken of the higher permeability to increase sulphur elimination because the hardness of the lump sinter decreased. Higher throughput, better quality sinter and more stable sintering conditions were however made possible by simultaneously: 1. reducing segregation and compaction in the sinter bed, by narrowing the discharge opening of the main layer feed hopper, 2. reducing the sizing of sinter returns to give a closer size spectrum of particles in the feed mix, and 3. increasing the sulphide sulphur content of the feed mix to give higher bed Temperatures.

Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

Long-hole drilling technology has rapidly advanced this decade beginning with rotary drilling/pump down camera surveying and culminating in down-hole motor drilling with cableless electronic surveying over the past two years. With the latter system, a high level of directional control is achievable in boreholes up to 1000m long. Past long-hole drilling across the industry has seen a mixture of success and failure. With these experiences, new and improved techniques and equipment have evolved. A number of long-hole drilling options are available as variations on the basic rotary and down-hole motor methods. They involve different levels of cost and equipment and vary in their suitability in different geological environments and definition of targets. Long-hole drilling is mainly target applied, either in defining geological structures in greater detail, or proving important mining areas such as longwall blocks, to be free of structures. Successful drilling hinges on a combination of drilling expertise, quality and appropriateness of equipment, understanding of geological conditions and good colliery support. Drilling expertise forms part of sound interpretation through keeping relevant records, understanding the reasons for changes in drilling conditions and implementing specific tests such as coring. The final interpretation builds upon all other available geological information. There is still scope for research into improved techniques and equipment. The use of long boreholes for geophysical surveys has high potential.

Australia has a long history of underground mining. Even withadvances in open cut mining equipment, techniques andeconomics, many orebodies are still best mined by undergroundmeans. In addition, modern exploration tools are æuncoveringÆorebodies that are at increasing depths. South African mines arecurrently producing from below 3 km, and developing down to5 km depths û it is likely that Australian mines will also becomemuch deeper over the next 20 years. One of the most significanttechnical challenges in deep mines is the problem of heat.Community expectations and legislated standards continue todrive operations towards improving the working conditions inmines. The hazards and costs associated with chronic hotworking conditions (heat illness, poor safety, poor productivity,higher operating costs and poor morale) are also becomingincreasingly recognised (Brake, Donoghue and Bates, 1998). Theexposure of miners to many other occupational hazards has beenreduced over the past 50 years. However, despite air-conditionedcabins greatly reducing the heat stress on mobile plant operators,there are still many Australian mine workers subject to levels ofthermal stress that existed a century ago. There are severalreasons for this, including a frequently-poor understanding of thephysiology of working in heat by mine management, no agreedmining code of practice for working in heat, the lack of a robust,practical-sized instrument to measure heat stress, the costpressures on the industry and, to some extent, deep-seatedtraditional management and worker practices. Howeversignificant progress has been made in many of these areas (Brakeand Bates, in press), with the net result that there is likely to be a trend towards installation of refrigeration of some form in manyAustralian mines in the future. This will add directly to the costof operation, but will also have direct and indirect benefits,including cost benefits. It should also be noted that Australia isnot at the forefront of adopting practices to manage temperaturesin the workplace: South African metal mines usually haverefrigerated cooling, and Canadian mines spend large sums onheating, with heating costs (averaged over a full year) of up to$A1 per tonne mined (Bandopadhyay et al, 1997). The history of mine refrigeration dates back to 1919 when thefirst plant was installed at Morro Velho, Brazil. By 1965, the totalinstalled capacity (worldwide) reached about 100 MW(R)i. Since 1965 the growth in mine refrigeration capacity has beenexponential, with a doubling every six or seven years (Howes andNixon, 1997). South Africa is by far the largest user of minerefrigeration, with over 300 refrigeration machines installed. This paper discusses the key design issues associated with theapplication of refrigeration in underground metal or coal mines.Whilst the emphasis is on large, surface plants, small, surface orunderground refrigeration plants can also be very effective in thecorrect application and many of the principles of design andoperation are the same.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. Mining activity has been an integral component in the New Zealand economy since the early days of European settlement. Recently in common with other Pacific Rim countries there has been a resurgence of investment in gold. A sustained and increasing exploration effort has resulted in the rapid development of alluvial gold mining operations, a number of hard rock gold discoveries, and a general optimism about New Zealand's prospectivity. New Zealand's attitude to mining development, in particular hard rock gold mining is influenced by high environmental values and a concern, largely through absence of examples, that modern mining may not perform to community standards. While these environmental concerns are wide spread there is a growing realisation that gold mining, if properly managed, can take place within acceptable environmental standards and that it has the potential to contribute significantly to New Zealand's economy. New mining developments have an important role to play in this process. The mining industry in New Zealand is now at a crossroads. Having invested substantially and confirmed the potential for gold mining developments it has found itself in a rapidly changing economic environment as the Labour Government puts in place a number of fundamental economic reforms. The reforms are intended to free up the economy removing the rafts of subsidies and protective measures which have stultified initiative and growth. A fundamental reform of the public service has been initiated including corporatisation of trading activities and the establishment of a Department of Conservation to administer estensive areas of Crown land. Both petroleum and mining taxation are being reviewed with the intention of creating a more neutral competitive environment. Mining legislation is also being re-examined with both efficiency and equity objectives. While the current environment is characterised by uncertainty and rapid change, the outcome will be a more market-oriented stable policy environment, to the mutual benefit of the industry itself and the New Zealand Community.
