Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained. I have chosen this subject in view of the fact that, while there are many and ample opportuuities of getting reliable assays made, there are but few who are in a position to obtain reliable data on the sampling of minerals and metals my long experience at Port Pirie, where, for five years, I had charge of the Refining and Sampling Mill, showed me how important it was that a correct sample should be taken.Weighing; This, to the ordinary layman, seems so simple that no expert knowledge is needed, but in actual practice there are hundreds of pounds to be lost by the lack of knowledge in this department.(1.) There is the matter of weighing in large or small quantities.(2.) The class of weighing machine used.(3.) The accuracy of weights used.We all know that, say, 1000 tons of ore cannot be weighed in one parcel; but the fewer the weighings the less loss to the seller (and usually wishes it weighed in small lots carefully) for it is a well known fact that the most sensitive scales take a certain weight to show distinctly the indication of the balance, or, in other words, what is known as "the pull of the scales." As for instance, 1000 tons weighed in lots of 1 c. each, taking the pull of the scale as being equal to 1 lb., would give a result of 9 tons loss to tbe seller, and as most of the ore sent to Customs works is worth 5. -£20 per ton-this would mean £180 loss to the careful man.

Time window analysis that limits the explosive mass fired within a specified time window (commonly eight milliseconds) has been used for many years in blast design by explosives engineers. Despite several warnings in the past that this technique has limited practical or scientific basis and, in many cases, does not effectively control vibration, almost every textbook and blasting manual refers to time window charge mass limits as a primary vibration control technique. It has become entrenched in some blast vibration management plans, despite being inappropriate for the particular situation. With the flexible initiation timing available with electronic detonation almost a practical reality, and the 8 ms constraints in-built into the signal tube initiation system thereby lifted, it is timely to review the significance of the 8 ms time window in controlling blast vibration. This paper re-visits the original research that led to the development of the 8 ms criteria and the non-supportive conclusion of the original researcher. Because airblast was not measured, the 8 ms time window was never intended to be applicable for airblast control. Examples of blast designs are given in this paper that comply with the 8 ms time window limit that result in substantially increased air and ground vibration, together with examples of blast design that does not satisfy time window considerations, which results in reduced air and ground vibration. Techniques that identify wavefront reinforcement, due to the combined effect of drilling pattern and delay sequence, can assist explosives engineers to avoid high blast vibration situations that result from the inappropriate application of time window techniques and other adverse delay combinations.

Increasing the upper particle size limit of flotation would allow operators to increase mill throughput, save operating costs, simplify flow sheets, and increase rate of return. However, coarse particle flotation is difficult for various reasons, of which bubble-particle detachment has been identified as the major limiting factor. In the present work, the process of bubble-particle detachment has been studied by directly measuring the forces required to detach air bubbles from hydrophobic solids. The measurements were conducted using a hanging balance apparatus. The measured forces were converted to detachment energies that can be compared with the work of adhesion, which in turn is a function of hydrophobicity, surface tension and contact area. The results were converted to detachment energies using the Young-Laplace equation for capillarity. In the present work, the solid surfaces were hydrophobised by coating them with octadecyltrichlorosilane and cetyltrimethylammonium bromide. The results show that bubble-particle detachment occurs in two steps. In the first step, air bubbles are deformed, while the three-phase contact (TPC) line is pinned, until contact angle reaches advancing angle. In the second step, the TPC line moves along the surface until solid/air interface is replaced by solid-liquid interface. In general, the energies of detachment measured in the second step are in good agreement with calculated work of adhesion. Thus, the energy required during the first step effectively represents an energy barrier for bubble-particle detachment. It has been found that the energy barrier varies with surface roughness and surface tension. The results of the present investigation suggest, therefore, that coarse particle flotation can be improved by control of particle hydrophobicity, surface roughness, and surface tension.

Accident prevention in industry is a task as important to the ultimate result of an undertaking as efficient machines, good tools or trained operatives. In fact, like many qther phases of industry today, "Accident Prevention" or "Safety Organisation" has developed in this century, to a degree that is now acknowledged as an integral part of industrial thought and planning. This has not always been the case, as the following snap-shot picture of the past illustrates.The Broken Hill Proprietary Company recently celebrated at Whyalla the Jubilee of the opening of the Iron Knob Tramway. On that occasion a dinner was tendered to the pioneers, and in talking to the Writer of the early days one of the old gentlemen present could not refrain from recounting some of the accidents he had seen or experienced.Several such incidents were recounted at length, after each, the old fellow would say, "An' there weren't no safety officers or compensation in them days".The Broken Hill Proprietary Company Limited was a pioneer of safety in Australian industry and considerable success has followed its activity in this connection; the accident rate of the steel industry now compares satisfactorily with that of any other industrial undertaking. A measure of 'the success of the safety organisation, is, that in recent years, despite extensive construction programmes at various centres, and despite a heavy labour turnover, a decreasing accident rate has been maintained. Comminution of solids is surely one of the oldest technologies which even in this day and age of DNAs, chips and space exploration continues to challenge our scientific acumen and engineering ingenuity. In essence, this challenge is two-fold. One, as much as three to four per cent of all electric power generated world-wide is consumed in crushing and grinding primarily because the utilisation of energy is woefully poor. Studies have shown that the efficiency of mechanical size reduction processes is of the order of 1.5 to 12 per cent only (Schoenert 1986). Two, with the grinding technologies available to us, we have, at best, inadequate and, at worst, almost negligible control over the shape of the comminuted particles, size dispersion of the ground mass, and the sharpness of mineral liberation. Low energy efficiency and lack of control in the sense mentioned above have far-reaching implications for resource conservation, performance of down stream unit operations, and damage to the environment. Our problem is in fact central to the mineral-energy resources triangle shown in Figure 1 which depicts the close interrelationships among mineral resources which are becoming poorer in content and more complex in mineralogy each day, energy resources which are depleting rapidly without any viable alternate on the horizon, and environmental concerns which can no longer be ignored. It is evident that any improvement in the efficiency of the comminution process impacts directly on the control of environmental damage, conservation of energy and the economics of the operation. These concerns have special relevance for the processing of non-ferrous ores.

This paper presents initial findings of a project examining novel processes for the treatment of refractory sulphidic gold concentrates. Non-oxidative roasting of such concentrates for 12 hours at 750¦C resulted in the finely disseminated gold agglomerating to form discrete grains. The pyrite and arsenopyrite decomposed to form pyrrhotite, whilst the labile sulphur and arsenic driven off was collected on a condenser as a mixture of elemental sulphur, metallic arsenic and various arseneous sulphide compounds. As a result, the cyanide solubility of the gold contained in sulphidic refractory gold concentrate from the Emperor mine in Fiji improved from 54.5 per cent to 98.4 per cent; from the Fimiston mine in WA (65.2 per cent to 96.6 per cent), from the Windarra mine in WA (69.6 per cent to 91.3 per cent), from the Harbor Lights mine in WA (20.4 per cent to 60.7 per cent), and from the Wiluna mine in WA (12.6 per cent to 28.0 per cent). The non-oxidative roasting conditions have not been optimised for each of these minerals. Subjecting the non-oxidatively roasted minerals to mild oxidative acidic iron sulphate pressure leaching (with typical temperature of 100¦C and typical oxygen overpressure of 500 kPa) to remove iron and so further liberate finely disseminated gold, resulted in the cyanide solubility of the gold exceeding 96 per cent for each of these five concentrate types (including those from Harbor Lights and Wiluna). Thiourea leaching of the sulphur-rich residues under acidic conditions resulted in remarkably high gold extractions being achieved. These novel processing options need to be optimised, and their economic viability established.

The Argyle diamond mine is located in the East Kimberley area of Western Australia, some 100 km south of the town of Kununurra. The diamondiferous Argyle olivine-lamproite diatreme was discovered in August 1979. Production began in December 1985 at a planned throughput of 3 Mtpa to recover 25 million carats of diamonds. Presently, Argyle is the world's largest producer of natural diamonds and produced over 40 million carats in 1993 from seven million tonnes of lamproite ore treated. Two phases of evaluation have been carried out. The first in 1981-82 was designed to prove around 60 million tonnes of ore to justify the establishment of a mine with a minimum life of 20 years. The second phase, in 1989-90 involved drilling the orebody to greater depths to provide data on which to plan the final pit design. The final pit contained 120 million tonnes of ore at 5.3 carats per tonne (ct/t) grade. Mining of the planned pit will extend the mine life to around the year 2004, following which it is possible that a further cut-back could be mined. There is also the potential for future underground mining. A substantial amount of geotechnical work has been undertaken due to the fact that the pit will be nearly 500 m deep and is located in a mobile zone causing abnormally high residual stresses to occur in the pit walls. The occurrence of low strength rocks at depth in the pit walls further complicated the situation. Hydrogeological investigations were done to determine pit dewatering requirements and to assess the effect of dewatering on pit wall stability.

Ground control systems, including ground control management, play an integral role in the effective and efficient extraction of copper ore at the Xstrata Copper û Mount Isa Copper Operations (MICO). Rock mechanics engineers and support technicians at Xstrata Copper have undertaken a wide range of investigations and actions over the past few years. Outcomes from this work have resulted in the evolution of ground control management practices on the site. Specific areas of improvement include the installation of efficient one pass ground control systems, greater application of sprayed concrete for areas requiring rehabilitation and the addition of new improved products, the removal of obsolete and less efficient products used in standard ground control practice. In some areas underground, the most effective methods to manage ground control hazards continue to be a variation on proven methods that have been in use for many years in the MICO. Ground control systems for developing through the basement contact zone are very similar to that developed in the late 1980s. Similarly, ground control systems have gone through repetitive evolution, whereby some systems fall in and out of favour subject to perceived costs. For example the pouring of concrete shuttering around drawpoints in poor ground conditions has recently been re-accepted as an effective means to manage this poor environment û despite having been previously cast aside as too expensive. Ground control management systems continue to evolve towards the goal of creating a workplace that is free of rockfall-related injuries and provide for higher levels of efficient and effective techniques by which ore is extracted from the ground.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.

The notes from which this paper has been prepared were set down at the time of the author's departure from Australia in 1935. Mr. Frank Forman, Government Geologist of Western Australia, who has very kindly read the paper in manuscript, affirms that the views here set forth are now accepted by most geologists. Thus, Forman's recent presidential address before the Royal Society of Western Australia (1937) mentions sediments in the Kalgoorlie Series "including banded jaspers and jaspilites."While it may, therefore, be superfluous to belabour the question further at this time, Mr. Forman has encouraged the author to publish this paper as a summary or both past and present views.To those specially interested in the subject of the paper, a study of pertinent Plates attached to Western Australian Geological Survey Bulletin No. 71, 1917, is suggested.The type of rock which is variously called "jasper bar," jaspilite, or "ferruginous quartzite" is familiar to all mining men who have worked in the West Australian goldfields.In its typical form it is a "striped" rock consisting of alternate layers of white or pinkish silica with red to brown bands of iron-bearing silica.In the course of geological work in many parts of Western Australia I studied exposures of jasper bar and was repeatedly impressed with the similarity of much of the material to the sedimentary "banded iron formation" of Canada. It was, therefore, a surprise to learn that the jasper bars were not generally regarded in Australia as sedimentary horizons. It is true that Honman offered convincing evidence of the sedimentary origin of the jaspers...

The Bendigo goldfield is centred on the urban area of Bendigo (population approximately 60 000) in central Victoria, 130 km north west of Melbourne, Australia. Gold was discovered at Bendigo in 1851 and production continued through to 1954. The Bendigo goldfield is the second largest goldfield in total gold produced in Australia, after KalgoorlieÆs Golden Mile with a total production of 22 million oz. The geology of the Bendigo Field consists of a series of tightly folded, interbedded sandstone and shale sediments. Within the sediments the gold mineralisation is hosted in quartz reefs or ribbons closely associated with anticline axes and reverse faulting. The gold within the quartz reefs is typically both coarse grained and erratically distributed.

Its two years since we have presented at this conference and since that time we have made significant progress with our coal developments in New Zealand. In 2005 we held the Whareatea West exploration permit and had just completed the purchase of the Cascade mine. Today, in addition to Cascade and Whareatea we now have the Takitimu Mine, Eastern Coal Supplies, our coal blending and distribution facility in Timaru, prospecting permits at Ohai and Orepuki and an established customer base underpinned by the contract to supply FonterraÆs Clandeboye plant commencing in September 08. For this presentation I would like to take you through our purchase and development of the Takitimu mine.

The incentive to control coal flotation circuits arises because of disturbances, from plant operating practices and variations in feed coal characteristics, which result in large amounts of fine coal being lost in circuit tailings streams and lower grade concentrates being produced. Additionally, the flowrates and compositions of con-centrates and tailings streams can have significant effects on dewater-ing brocesses. A universal control strategy for these circuits cannot be developed. Rather, three major groups of variables must be con-sidered during strategy development: coal characteristics; circuit design and operating practice; and the variables selected to control the process. The second. and third groups-are discussed in this paper and examples from studies in operating plants are presented.

Throughout industry in Australia, time lost through work accidents and illness is three times greater than strikes. In 1978 in New South Wales alone, 400 workers died, 125,000 were injured, 6,000 were indust- rially deafened, and 3,800 people died of occupational cancer. It has been estimated that less than 10% of workers injured make claims for common law damages. The figure is probably in fact much lower than that. However, common law damages claims are starting to become a boom industry and employers are only now starting to see the effect of the increase in Claims. I predict that within 5 years the number of common law damages claims made will increase dramatically.

Atomic force microscopy (AFM) has become an important tool for understanding the nano- to molecular scale mechanisms predominant in multiphase systems. In flotation research, the use of AFM holds promise for unlocking and establishing fundamental mechanisms, ultimately leading to significant advances in process performance. From measuring and characterising surface forces, the structure of molecules at interfaces, and nanoscale features on flotation media, AFM is a powerful tool that has only begun to impact flotation research. Highlights of advances made in the utilisation of AFM for flotation research at the University of Florida are given with an emphasis on interpreting the mechanisms behind calcium activation in phosphate flotation and the impact of nanoscale asperities on collector-born surface hydrophobicity.

Australia has a high level of research and development capabilities in government, industry and tertiary institutions. In the- remote sensing fields, we have developed a range of applications in geology, agriculture, infrastructure and environmental monitoring which are very cost effective and applicable to projects in the Asian and Pacific region. Support by the Department of Science through the Scientific Industries Steering Committee has enabled rapid penetration of this technological capability into projects with significant economic and financial benefits. It has also led to the opportunity for development of new sensors and processing systems, through collaborative projects with regional countries, which. will have applications in cloud covered, rainforest, and coastal tropical regions for geological and resource applications.

The alluvial diamond deposit in the Kimberley Region of Western Australia which became to be known as the Bow River Diamond Mine was discovered in 1982 by joint venture partners Freeport of Australia Inc and Gem Exploration and Minerals Ltd. Mining commenced in 1987. This paper describes the exploration programs and results from discovery to commencement of mining and reviews the public reporting of this process in the light of 1992 Ore Reserves Code (JORC, 1992). This case study illustrates the difficulties involved in resource estimation of alluvial diamond deposits. The study also shows that current reporting standards were, to a large extent, adhered to a full ten years before the diamond reporting section to the Code was formulated.

A fundamental study was carried out on super pit sulphidic gold ore to establish the most influential flotation characteristics which were subsequently used in the development of an optimum flowsheet to achieve best economical recovery of gold. In developing the flowsheet, consideration was given to existing operational constraints in the treatment of the Super Pit ore. The fundamental study also included an innovative diagnostic investigation to establish the location and value of gold in the major mineral assembly of the super pit ore from a metallurgical rather than a mineralogical perspective. This study mapped a metallurgical fingerprint of the major types of super pit ore in relation to the location and association of gold.
