Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. "The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. Mining companies are moving towards automated haul trucks and other equipment. One reason for this is that if automated trucks can operate in a standard pattern over and over again without variation, then human error is reduced, if not eliminated.The challenge for mining production leaders/managers is to ensure operators follow standard operating procedures for load and dump operations, with each operator doing the same thing, every time. However, operators are only human and inconsistent performance is rife at every mine site. The finger may be pointed at the operators for not doing as instructed. The clarity and variability of trainer instructions may be considered causal to the problem. Herein lies the problem. Almost all operators believe they are following the procedure very closely; moreover, they all demonstrate a strong desire to conform to instruction.Using video analysis and feedback, each operator can be shown where and by how much they differ from the benchmark set by their company. Operators, often for the first time, can see definitively what they are doing, compared to industry best practice.The technology utilised by real-time video (RTV) crews measures time, distance and angles. It can overlay the video of the operator at the load site, with video of the perfect pass. Operators are amazed when they see how near to, or how far they are from best practice.The footage and data gathered by RTV assists operators in understanding exactly what adjustments are required to increase proficiency. It also assists load and dump superintendents to identify where in the process they are losing time. Validation and Simulation of Optimised Compressive Crushing Ores and aggregates are used in countless applications all around in the society. The frequent and escalating usage of these natural resources requires efforts aimed at not only making do with what is available, but also undertaking actions to improve the production yield and the processes involved. This strive to improve the performance and efficiency of existing crushers and crushing processes has brought about research concerning optimisation of crushing plants as well as theoretical optimisation of crushing. Previous work shows that different applications and different materials require different compressive crushing in order to accomplish a theoretically optimal size distribution. These optimisation results, obtained by genetic evolutionary algorithms and evaluated with so called fitness functions, convey the theoretically optimal number of compressions and their corresponding compression ratios. Presented in this paper are thus some laboratory crushing tests, which are conducted in order to validate a set of previously optimised crushing sequences. More specifically, interparticle crushing sequences are carried out in a Piston-die testing equipment, where samples are sieved between each compression. The subsequent analysis of these results shows good correlation with model predictions, which combined with a comparative study between presented optimisation results and measured data from a real crusher indicate a significant potential for improvement. However, before redesigning crushers according to what is theoretically optimal, the resulting impact as well as the effects on the outcome of a crushing plant must be examined. Crushing plant simulations using the software PlantDesigner« are consequently performed. Models of existing crushers are altered, resulting in changed particle size distributions from some of the crushers in a crushing plant. Thence, it is concluded that significant gains can be made in terms of capacity, process yield and energy consumption.

In the early-1990s, Tad Golosinski, the former the head of mining department at WASM participated in a review mining engineering courses in Australia. The review team asked various industry executives what subjects they thought graduates needed to be taught. Tad made the comment to me that the more senior executives thought that history and ethics were very important. The outcome was that the mining engineering courses were required to contain at least five per cent content dealing in ethics. The course was to be modified to reflect this. Tad thought at the time the students would think that subjects dealing in history and ethics came from retirees and professionals that were over the hill. So let me talk to you today about ethics.

As more than a few mines gradually sink under the weight of emails, whiteboards, notice boards and ever more complex spreadsheets, the holy grail of effective short-term interval planning and control in underground mines is as far away as ever. Despite the mining industry investing ever greater amounts in planning and Enterprise Resource Planning systems, short-term plans become ever more complex and rigid. What the industry desperately needs are not more ‘disembodied voices down the speaking tubes’, but flexible and effective planning systems that encourage people to make reasonable commitments to each other so that everyone can work as a coordinated team to complete the work required each shift.One solution to the challenge has emerged. This paper describes the ‘Fewzion’ shift planning and short interval control system which has been developed at Anglo American’s Moranbah North and Glencore’s Oaky Creek coalmines in Central Queensland. Fewzion has drawn on management theory embodied in Management Operating Systems, Lean and Theory of Constraints approaches to continuous improvement to play a key role in both mines achieving record breaking tonnages.In addition to explaining the Fewzion approach, a case study is presented describing how Anglo American’s Moranbah North improved production by 39 per cent in 2014/2015 and won ‘Coalmine of the Year’ two out of the last four years and how Glencore’s Oaky Creek sustainably improved monthly development meters by 34 per cent within two months of implementing Fewzion.CITATION:Moynagh, P and Britton, G, 2017. I have to say that my story is not too much different to many others who grew up and worked in the great mining fields like Broken Hill, Mt Isa, Rosebery, Kalgoorlie or Kambalda and any one of them could have stood up here and spun you a good yarn.What does my paper offer you in this volume? By sharing my experiences I want to encourage you to consider your own experience with leadership, taking on change, learning from and contributing to the development of others.I have been very fortunate to be part of many new innovations into underground mining over the past 40 or so years; most of it with Conzinc Rio Tinto Australia (CRA)/Rio Tinto operations.•From hand-held drills and a homemade single boom Jumbo mounted on an old Airtrak, to the sophisticated twin boom jumbos with high speed drifters all controlled by an on-board computer;•from a Scraper winch and a Wagner 2D loader to fully automated electric LHDs that navigate to the tipple, empty the bucket and return to where they come from;•from hand-held cut-and-fill and timber stoping in Broken Hill to the bulk mining methods of a block cave where at Northparkes we mined more ore in a month than we mined in the total five years of operations at Currawang;•from hand-held scaling and bolting with no skin protection to installing ground support with Jumbos and sophisticated Cable Bolters and the introduction of in cycle shotcrete;•from hand-held ladder rising and shaft sinking to Box Hole rigs, Raise Bore Machines and Blind Hole shaft sinking; and•from Gelignite based AN60 stick explosives, ANFO, fuse firing and half second detonators to Powergel, Emulsions and electronic computer programmed detonators that can somehow be initiated by ‘Blast Ped’ travelling through the rock.

The minerals industry is faced with choices beginning in the exploration phase and extending over the life cycle of the mine. Firms examine the technical feasibility of alternative actions and typically rank them based on economic performance. Increasingly firms also consider alternativesÆ contribution to sustainable development. There are many visions of what a sustainable future should look like and much debate about what should be sustained. Sustainability is a process, a series of incremental actions, and each alternative course of action has the potential to further progress toward one or more sustainability goal. However, because it is not possible to sustain everything everywhere simultaneously, trade-offs and choices inevitably have to be made.Sustainable decision making before investment (ex ante decisions) should incorporate a broad suite of quantitative and qualitative information. One approach is to utilise an integrated sustainability assessment (ISA) framework that supplements traditional technical and financial tools with other tools such as objectives hierarchies (OH) and life cycle assessments (LCA). OH is a problem framing method that captures stakeholder and decision maker interests, objectives and values. LCA addresses material and energy flows, and environmental impacts. The outputs of these tools can be combined with additional qualitative measures and analysed using multi-criteria decision analysis (MCDA). MCDA models facilitate comparison of different alternatives on the basis of a set of criteria and indicators. Some can incorporate information on risk attitudes and preferences ( multi-attitribute value theory models) and others uncertainty about outcomes (multi-attribute utility models). Studies have been published describing and comparing tools for minerals sector decision analysis. Our paper extends this literature, discussing how a combined OH-LCA-MCDA can support ex ante sustainability assessment by incorporating preferences, risk attitudes, and monetised or non-monetised social and economic variables, in a manner that captures their inherent complexity. We also discuss how such a combined model would support trade-off analysis.

In the mining industry, crusher-related incidents have led to 15 reported deaths in Australia, New Zealand, and the USA between 1998 and 2007 (NSW Government Resources Regulator, 2024). The majority of these fatalities occurred during routine crusher maintenance tasks. A survey of quarry and mine site maintenance staff was completed to ascertain what they thought of such safety device to understand if beneficial and if so reasons if unused. Overall, findings show, staff perceived risks differently, cost, familiarity, device awareness and not front of mind, influenced adoption. This underscores the importance of asking the right questions involving maintenance and safety staff to lead to more proactive risk assessment.

One of the main energy efficiency opportunities identified from the majority of mine site energy audits is to optimize the comminution circuit to reduce energy consumption through improved throughput and product size distribution. Typical analysis reviews comminution process efficiency/inefficiency i.e. utilization of grinding mills, process bottlenecks and product vs. target size, to identify instances of overgrinding or undergrinding. From this, it is possible to establish the potential improvement that could be gained through formal plant optimization and what the optimization program would entail. It can also sometimes reveal immediate opportunities for process improvement. This paper presents steps that can be taken to optimize the efficiency of comminution circuits.

As a material asset for mining entities, the resources and reserves (RR) estimation processes are surprisingly underrepresented in the assurance landscape. When press reports expose them being inaccurately reported, or in merger and acquisitions processes, their importance becomes clear. The impact of erroneous RR numbers (both positive and negative) could have a material impact on an entity’s reputation and value.The technical nature and ‘black magic’ connotations of the RR estimation processes are possibly reasons why audit committees are not actively involved with it. Internal auditors avoid the RR processes for similar reasons. Also the traditional approach to obtain assurance on RR is expensive and is therefore only performed when it is absolutely required.However, stakeholders’ expectations of good governance are growing. Part of this increased focus is based on attaining a higher degree of certainty about the current and forecasted position of the entity. Stakeholders are also increasingly more interested in non-financial areas of entities, as the future success of an entity is more than a set of financial metrics.Consequently, the RR estimation processes should be visible on the agendas of audit committees. Monitoring of key controls is required as part of the governance obligations for senior management and the audit committee. So once it is on the audit committee’s agenda, the question then becomes, how will that agenda be supported by an assurance process that is cost-effective?The main objective of the paper is to describe a model of RR assurance that has been effectively applied in some mining companies. The paper discusses one particular approach that provides an audit committee with the required assurance regarding RR processes. The approach ties the assurance needs of the audit committee to the needs of the technical experts in the entity, therefore involving two important figures. It also offers assurance providers with a model to audit ‘through’ the RR processes rather than ‘around’ them. The paper then discusses top-down and bottom-up approaches that provide assurance at different levels of an entity.A governance audit that focuses on the RR processes is suggested as a top-down approach. A bottom-up approach assesses the design adequacy of internal control processes. A hybrid model is described which meets the needs of diverse stakeholders including the audit committee and the RR community.The hybrid model combines the expertise of professionals in both internal audit and RR. The right balance of these skills directed by a singular approach ensures that a credible result is achieved.This approach is not as expensive as some verification approaches used in the industry and can, as a result, be performed on a more regular basis.The last element of the paper looks at implementation of the reporting mechanism. Test work is the foundation upon which the success of projects and subsequent operations is laid, reflected in Professor Arthur Taggart’s pithy observation: ‘Make your mistakes on the small scale and your profits on the larger scale’. Indeed, Professor AllanTrench has succinctly noted that ‘Get the metallurgical characteristics wrong and you don’t have a project’.With deposits becoming lower grade, more structurally and mineralogically complex, final products requiring lower levels of impurities and tailings management demanding more attention, test work now assumes even greater significance in the acceptance and successful execution of a project. This paper is the first in a series aiming to stimulate thought on the metallurgical test work process by getting back to the fundamental basics through exploring and providing some guidelines for the metallurgical testing world, noting preferred practices as well as precautions and mitigations. This covers the key characteristics of metallurgical test work programs, including what needs to be done, sample selection, quality control and associated drivers, and most importantly, selecting, assessing and managing test work facilities. The perennial challenge facing mining and minerals operators is to improve productivity, usually by a combination of cost reduction and performance improvement. In a typical production situation involving mining and processing activities, the standard approach has long been to seek improvements in each activity, effectively in isolation from each other. However, the realisation is growing that there is considerable potential to achieve really substantial productivity gains by much improved integration of mining and processing with the key being to consider what is best in the total sense. Some of the linkages between fragmentation in mining and downstream processing are considered in this paper. These linkages involve technical, operational and economic Considerations.

A universal grinding circuit model suitable for an arbitrary structure of flowsheet has been suggested. In this model classifiers and mills are described in a most general form. What puts the model in a class by itself is the automatic mass balancing in all streams of the circuit. In order to provide this a special classifier model is adopted. A previously published continuous steady state process model is used as a grinding model. Non-linearity of classifier model leads to a resultant circuit model which is equivalent to a non-linear integral equation. It complicates somewhat calculation algorithm in comparison to that of linear model, but provides a physically meaningful solution.

A methodology is described to integrate heap leaching into a CIP operation. The paper firstly describes what is meant by a 'systems approach'. A broad view of the objectives of integration of heap leaching into CIP is given, followed by the components of the system, and then a description of the methodology for integration. The seven stages of integration are given as determination of distribution of gold, sampling, metallurgical testwork, conceptual study, pilot heap operation, pit modelling and pit optimisation. The final result is a series of optimised curves which determine the maximum value of the orebody, and the optimum cut-over grade from CIP to heap leaching.

To carry out its responsibilities the SECV needs to manage the visual environment effectively. Every land oriented decision effects what we see and the value in pursuing visual excellence is supported by informed opinion, widespread community interest and evidence of cost- effectiveness.By knowing how we perceive the landscape and then changing or conserving it we can assist in fostering a positive mental image of a countyside which is welcomed by the local and regional community.It is useful to examine key design elements and the value we place on visual impressions in relation to three significant SECV rehabilitation projects, at Loy Yang, Newport and Morwell Open Cut.

The Kidston Gold Mine i s located in northern Queensland some 2 Ukm northwest of Townsville. I t is the largest gold mine in Australia and produces approximately 25 percent of Australia's gold and one percent of the world's gold.Initially, traditional mining industry management approaches resulted in the rejection of what appeared to be an attractive low-grade deposit as an uneconomic proposition. Critical re-examination revealed that the rejection was based upon managerial inflexibility and traditionally over-conservative methods of mine evaluation, construction, operation, projected commodity prices and contingency factors. It is difficult with inadvertent explosions to establish fundamental data, especially of original dust, of pressure, temperature etc. and of ventilation oscillations, as exposed personnel rarely survive. Retrospective data from explosions must be derived from damage, from fatalities, from ventilation analyses, from analyses of dusts and other indications of temp- erature and duration of temperature. The five disastrous explosions selected for analysis provide examples of what data can be established as to the cause and extent of explosions. Such information is required for legal etc., inquiries subsequent to explosions, but most importantly to give the best guidance for avoidance of possibility of further Disasters.
