While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

The year 2000 is not very far ahead - only five years. It should not be hard to forecast what will happen between now and then, because the technologies that will be in practical use then should all be at least in embryo existence now. There has been a historical trend for the mining industry to work ever more difficult and ever more marginal deposits. There are clearly a few exceptions and major discoveries, but the industry is becoming heavily dependent, at both the exploration and the mining stages, on technological innovation to retain acceptable profit margins. With the new exploration and mining technologies come requirements for additional computing support. Computing technology further allows the potential integration of a wide variety of different types of data to help the explorationist to build and test exploration strategies, or to help the miner to design and schedule mining operations.

Gentlemen, you heard the good Doctor has commissioned me to make a'summary of the proceedings to date and also to close the said proceedings. It seems that over the years the business of making a summary alternates between'Mr. Pearce and myself, also I,think that w~oever is around onthe day in question 'obtains the task and apparently I drew it this, year. It is hoped you will be patient as previous experience in this capacity'indicates that the best way to proceed is to have a brief summary on each paper and then do a summary of summa~ies. This makes the approacha little cumbersome but it is felt to be fair to each author and it brings'back to the audience some recollections of what transpired at the time and they can make their own decisions, which may not necessarily agree with those of the 'sum'marisor.

At the outset, I guess we should define what we mean by "com- modities". In the 20 minutes or so which I have for this paper, it is impossible to tackle all commodities -one would need to con- sider not only the base metals but also the ferrous iron and steel products as well as energy commodities such as coal, oil and even uranium. For the purpose of this address however, I would prefer to refer to the principal non-ferrous commodities: copper, lead, zinc, aluminium and nickel and, I would like to consider some of the changes which have taken place in the industry over the past 20 years-and the likely reasons for these changes. I would also like to dwell a little on the future and some of the key issues which-may influence the future path and direction of the metals industry.

The space probe Magellan is on its way to Venus (May, 1989) and with its sophisticated radar systems will discover much more about our twin planet. There is tennuous evidence that Venus once had liquid water. Did it have life? Why was it not stable and why did liquid water not persist through the period of the dimmer young Sun? These are profound questions for us. We understand why Mars froze when volcanism terminated (Just as Earth will freeze one day) but could Earth boil if we continue to add greenhouse gases (Broecker, 1985). What will happen if 10 billion humans continue to use fossil carbon as their main fuel source? The Earth is warming fast and the new satellite data show that the oceans are warming faster than we thought. Is this just a fluctuation or is the greenhouse signal coming through the normal noise of climate?

External pressures are being exerted on busi- ness, and especially the mining and energy in- dustries, as never before. These pressures are burdensome, they emerge in unique forms, and they constitute an entirely new operating environ- ment for business. They pose one of the signi- ficant challenges to senior management today. To cope with these pressures-which we have termed the new public realities-we must deal more effectively with the media, the public, and government. However, before examining methods for improvement, it is essential to understand the nature of these new public realities and par- ticularly their determinants-the underlying eco- nomic, sociological, political, and international events and trends which have shaped them. Previously the productive element of society had only to concern itself with what might be termed `conventional realities' : the costs of labour, equipment, and land, as well as marketing and distribution factors.

At Yucca Mountain, USA, a tunnel is being built according to nuclear quality standards. It has proved possible to meet very high quality demands while at the same time achieving high advance rates. To be able to do this, routines on how to record and store quality related information have been established. This has meant that a new philosophy has entered the tunnelling industry. Especially for nuclear waste projects, of which Yucca Mountain is one of the first ones to be built, the experiences made and the quality assurance program established will be of great importance for future projects. The paper gives examples of what the Nuclear Quality Assurance system has meant in practice for the tunnelling at Yucca Mountain. And, it also explains why a non-grouted bolt, Super Swellex-, was chosen for long-term reinforcement in the tunnels which might host nuclear waste for thousands of years.

An analysis of pumping figures suggests that there are two distinct styles of water inflow patterns in Zambia's mines. Carbonate hosted orebodies (Kabwe and Nampundwe) display a characteristic seasonal variation in water inflow with peak pumping showing a short time lag with respect to the rainfall pattern. Aquifer characteristics are controlled by secondary, weathering enhanced, near surface phenomena. Non-carbonate hosted orebodies such as those of the Copperbelt (Konkola and Nkana) occur in successions of highly variable lithology and consequently there are stacked aquifers of variable character. Inflow of water does not display seasonal variation. The major factors affecting the amount of inflow are the structural setting, the geometry of the orebody and the local lithostratigraphy. Thus the Konkola orebodies which occur in a saddle shaped open ended basin result in what is probably the wettest mine in the world, pumping some 376,000 cubic metres of water a day.

The use of stationary calciners in the processing of aluminium hydroxide has emphas- ized the importance of Bayer hydrate properties with respect to particle breakdown during calcination and subsequent treatment. Test results from calcination of several Bayer hydrates to sandy alumina in the FLS Gas Suspension Calciner (GSC) were obtained in a 250 kg/h pilot plant unit. Particle breakdown during calcination was influenced by content of solid sodium oxalate, trapped in the hydrate particles and operating gas velocities. Owing to the design and operational principles of the GSC it is possible to reduce particle breakdown to at least the same as what is found in long rotary kilns. Other major advantages reviewed are obtained through simplifications in plant design and operation, pointing to low specific power and heat consumption, and generally low production costs, thereby providing an attractive alternative to fluid-bed calciners.

The earliest discovery and mining of coal in the northern area of the Greta Coal Measures at Anvil Creek in 1862 was by William Farthing, however, some official records attribute the discovery to Thomas Frost in 1864. Frost's discovery was examined by William Keen, government examiner of coalfields, and further prospecting was carried out. This was followed by the pioneering work of C S Wilkinson, government geologist in 1884. Subsequently in 1886 C S Wilkinson entrusted a detailed survey of the coalfield to the then geological surveyor, T W Edgeworth David.The outcrop of the Greta Coal Measures around the Lochinvar dome was mapped by Edgeworth David and as soon as he reported his discovery, the Department of Mines reserved in the interests of coal mining an area of 23700 acres, which extended between what became the South Greta and Abermain No I Collieries.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. Given that the mining industry is committed to sustainable development principles and that Australia is experiencing changes to the regulatory environment that aim to modernise the water sector and encourage adoption of consistent approaches, there is a well defined need for the Australian minerals industry to develop a water accounting framework. This requires: key terms and definitions for water metrics for use in the Australian minerals industry that is consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current requirements were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (water loss through evaporation is an example). The adopted terms and definitions dictated model development, with the conclusion that a systems approach was the most effective calculation process. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and can be adopted as the first step towards developing national water accounts for the Australian Minerals Industry.

With staff productivity and retention a crucial factor in the longevity of AustraliaÆs mining industry, some mining companies are increasing their focus on the health and well-being of their people, to minimise the risks of deteriorating health in an ageing workforce. Many of AustraliaÆs mining operations rely heavily on long distance commuter (LDC) rosters, which are argued to have a significant impact upon worker health, wellbeing and lifestyle choices. The potential impact of workforce health on mine safety performance, efficiency and operating practice is an interesting additional line of enquiry. Food choice, exercise and recreation initiatives offer living and working conditions that æempower healthy choicesÆ in the shift worker community, but do not guarantee improved worker wellbeing. This paper explores first-hand the experiences of one individual over two and a half years of employment at different mine sites, under different shift conditions and across different operating crews. Novel insights and recommendations concerning the LDC lifestyle are offered through integrating reflections on one individualÆs fly-in, fly-out (FIFO) experiences in open pit mining operations from personal, family, professional and academic perspectives.CITATION:Goater, S, Goater, R, Goater, I and Kirsch, P, 2012. The Nova Ni-Cu-Co Operation, located in the Fraser Range of Western Australia, commenced commercial production in July 2017 only five years after discovery. Owned by Independence Group NL (IGO), the operation has successfully ramped up over an accelerated schedule and currently deploying leading technologies. This paper begins with a description of the Nova Operation, and its journey to achieve full production in such a short time frame. It includes discussions on development and production design, selection of fixed plant infrastructure, and the features challenges of running a low-pressure primary ventilation circuit. The paper also discusses key technologies that have improved overall safety for the underground workforce, and improved operational efficiencies. Investigations continue into the implementation of further technological applications for safety and productivity enhancements. This paper also discusses the findings from a study into transitioning from a diesel to an all-electric underground mining fleet, based on a review of Nova if it were to be developed today with the current EV offerings. The study indicates compelling savings will be available to future mines when considering development design, project schedule, capital outlay and operational savings, and the ‘next Nova’ is expected to be all electric.

So many ceramics look the same, but are they?In the past 20 years, there have been significant changes in the materials available, as well as changes to the supply chain, for ceramics used in wear applications in the hard rock mining industry. The biggest change in supply has been from the Chinese market, with many suppliers promoting their products as æstate of the artÆ. Some of them are state of the art, but are they all? There will be some concluding remarks in this respect.There are still some outstanding new developments coming from the more traditional suppliers and these should not be ignored. However, as an end user, how can one be sure that the product received meets the technical specifications of that material?This paper will address some of the questions on how to differentiate between different materials by giving a technical overview of the current (but not exclusive) range of popular ceramics, plus incorporating how these ceramics are used in process plant products by presenting case studies. The presentation will include technical data coupled with micrographs of various ceramics to illustrate just why they are different.It will also be shown that by careful selection of the wear material, it is possible to gain significant benefit when using superior materials in an ore processing plant. The impact of cost of the products, life, process efficiency, and reduced maintenance costs will be considered using cyclone components as an example.The properties (including the microstructures) of the various ceramics will be compared to the application in order to get some understanding of what is considered good or bad.Misra and Finnie (1982) summarised their paper, æA review of Abrasive Wear of MetalsÆ by saying:à it is difficult to give guidelines for selecting materials for abrasive wear resistance. Each application is a different one, and a design engineer has to take into account various other factors such as impact, fatigue and corrosion which are often coupled with abrasive wear. There is a plethora of activities that have been, and continue to be, performed to improve the health, safety and well-being of workers involved in resource industry activities. These activities include implementation of risk management systems, performing risk assessments, constructing bow-ties, implementing critical control management systems, undertaking personal, process and functional safety initiatives, implementing psychological and physical health as well as industrial hygiene programs. Despite the significant work that has occurred over the last several decades, unacceptable levels of fatalities, injuries and illnesses continue to persist as evidenced by Safe Work Australia statistics.

Safety First and zero accidents are the targets most mines in Australia are aiming for, but manual processes and procedures limit the capabilities and response time in emergency situations. Even with a high safety focus, accidents and incidents still happen, too often with tragic outcomes. Dangerous areas, narrow roads and winding curves are all daily obstacles that threaten workforce safety. Every unforeseen event, such as traffic collisions and other accidents, puts lives in danger and weakens production. Safety must be guaranteed.

Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.
