"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? Are there financial mechanisms already in place that could allow the Victorian Government and the mine operators to manage the risk of rehabilitation default3, lower rehabilitation liability, attain site rehabilitation objectives and allow eventual site relinquishment?CITATION:Cramer, M L and Wines, N P, 2016. As in other countries, gold mining inNew Zealand has been cyclic in character. Looking at these cycles may provide insights as to what may occur in the future and that is the basis for this study.   New Zealand has experienced four gold mining cycles. The first began in 1857, peaked in 1866 and terminated in 1890. This cycle was characterised by alluvial gold mining by individuals and small groups. This is referred to as the Labour Led cycle. The second cycle began in 1890 and reached its peak in 1906 and terminated in 1929. This cycle was characterised by the use of dredges in alluvial gold mining and was also the peak of hard rock mining. This cycle is referred to as the Technology Led Cycle. The third cycle peaked in 1940. This cycle was far less significant than the previous cycles, arising out of the depression when the unemployed embarked on small scale alluvial mining. This overprinted the continuing decline that occurred after 1906. This cycle is here referred to as the Depression Overprint Cycle.   The fourth cycle began in 1984 when production began to climb rapidly from a very low base. The growth in production was spurred by rising gold prices in the early 1980s resulting in relatively low grade gold-bearing alluvial ground becoming economic. But in the 1990s, production from the new hardrock mines in Coromandel and Otago has overshadowed alluvial production. This cycle is here referred to as the Price Led cycle.   What are the future prospects for gold in New Zealand? Although there are many factors involved, this will be largely determined by two factors; firstly, continued access to prospective gold-bearing properties, and secondly, the price of gold. Based on these factors, three future industry scenarios have been developed. The first of these is industry collapse, in which access to prospective property is constrained and prices mayor may not weaken. The second is industry consolidation, in which the available ground is accumulated by a small number of large companies who can use economies of scale to weather price fluctuations. The third scenario is industry growth, in which access to prospective ground is constrained in environmentally sensitive areas but is otherwise relatively unconstrained. Efficient companies are allowed to work in a policy and economic framework that allows them to make a major contribution to the economy.   While the industry cannot control these critical factors, a good knowledge of the positive role gold mining could play in the future economy may provide a framework by which the access issue, in particular, may be addressed from a balanced perspective.

The global shift towards decarbonisation is driving competition for the extraction of critical minerals such as nickel, lithium, and copper. To meet this demand, new mines are being developed while mines approaching closure are being reimagined as sites of potential resources. This reimagining challenges how mine closure is being conceptualised. In the conventional case, when a mine reaches the end of its economic life, it is closed or put into care and maintenance until it transitions to the next land use, such as agriculture, native ecosystem corridors, solar farms or integrated eco – precincts (Murphy et al, 2019; Holcombe, 2020) (the authors acknowledge that unplanned mine closures have left a devastating legacy of contamination, safety and cultural heritage impacts). Extracting minerals from closed or closing mines will extend mine life and, therefore, delay relinquishment and transition. In this context, innovative technologies are needed to make mining economically viable. In the first year of her doctoral research on improving stakeholder engagement in mine transitions, Lee Zhi Yi has coined the term ‘mine life extension technologies’ (MLETs) to describe a class of technological solutions that optimise extraction of resources after a mine reaches the end of its economic life. Examples of MLETs include agromining (van der Ent et al, 2015), in situ recovery (Robinson and Kuhar, 2018), and reprocessing or reuse of tailings (Gou, Zhou and Then, 2019). MLET extraction offers several benefits compared with conventional mining processes, such as waste remediation, value recovery of minerals, a smaller footprint and less environmental impacts (Sellers, Picorelli and Salmi, 2022). What requires further investigation is the consequences of MLET implementation to host communities or community perspectives towards the proposed technology and subsequent delays in transition.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Mineral exploration and mining are challenging businesses. Remote and at times harsh conditions have always made it difficult for exploration, but modern explorers also have to deal with cover, numerous technologies, an explosion of data and critical early community engagement. Mining deals with the reality of moving and breaking thousands of tonnes of rock each day to extract what can be a very minor component of economic value, and, furthermore, society expects that this will be done in a clean and sustainable manner. The exploration and mining challenges appear disparate, but they are intimately related.Although not widely appreciated, both exploration and mining have a long tradition of innovation. Over the last 50 years, major step changes in exploration have resulted from radical advances in our understanding of ore forming processes, new geophysical, geochemical and remote sensing technologies, and new ways to integrate and interrogate data. Over a more extended period, close to 100 years, mining has developed bulk surface and underground methods, selective extraction through flotation and leaching and global positioning system–geographic information system control systems that collectively facilitate mining at a massive scale. And yet, in spite of these successes and the boom that we have enjoyed in the last ten years, the industry is under pressure and the need for innovation and change is paramount.The major drivers for innovation are the need for increased quality in discoveries and mines and the need to interact effectively with communities and jurisdictions such that the benefits of quality mines are recognised and enjoyed widely.We are still making new discoveries around the Pacific Rim and elsewhere, but many argue that the quality – grade and accessibility – of these discoveries is decreasing. The net result is that explorers are delivering resources and reserves for development at lower grades and with higher capital and operating costs than current operations. For mining, the increasing age of many existing operations contributes to increasing costs, which, when combined with decreasing cut-offs and lower grades, also results in declining quality. The combined picture does not look good.Just as the pressure to improve performance and margins in the face of declining inputs increases, we are simultaneously faced with increasing societal demands for improved environmental performance and sustainable practices. This is most apparent at the local, community level, where opposition ultimately leads to delays or even cancellation of new projects. Quality is again the issue – quality of the initial and ongoing engagement and quality of the proposed mine in terms of environmental and economic performance.CITATION:Thompson, J F H, 2015. Particles are by far the easiest objects to simulate, because their dynamics is simple. Determining the motion of particles and their interaction, a wide variety of deformable structures can be constructed by connecting particles that have mass, position, and velocity, and that respond to forces. Starting from this simple idea we have derived what we call the particle-lattice method for the solutions of boundary value problems of deformation and fracture of solid mass. The problem of rock breaking by blasting operations as well as fracture and flow of rocks fragments involve momentum transfer between solid and fluid; gas flow and reactive mass transfer. In this paper we outline the method and describe briefly the salient features of the algorithm. We derive relationships between the contact properties for the discrete model and the properties of the underlying continuum and fluid flow coupling procedure. Finally we illustrate the potential of the method by means of example solutions related to the dynamic fracture and flow in jointed rock by blasting.

Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

A numerical modelling back-analysis exercise was carried out at a WA gold mine at which early signs of seismicity (rock noise, scatts from active faces) were becoming apparent as depth of mining increased towards the 500 m mark. Some strain bursting had occurred and it was necessary to discover what the implications of this were for greater depth. The aim of the modelling was to: 1. Establish a correlation between observed ground conditions and model predicted damage, in overstressed areas of the mine. 2. Use this correlation to forecast rock mass damage and ground control requirements for proposed future stoping panels at greater depth. Good correlation has been achieved between observed rock mass damage, and a 3D Finite-Element RS3 model, run in elastic mode. Two candidate stress field orientations were modelled. The model parameter best fitting the observations was the Strength Factor (SF), the ratio of strength/stress. The good match (correlation coefficient of 0.7) between observed and modelled suggests that the elastic approach is justified for the depth range and rock mass properties analysed. The correlation also enabled a link between observed damage and installed ground support performance. Using the linear best-fit between observed and modelled, a forecasting exercise was carried out using the same RS3 model, modified to include future stoping. The resulting damage and ground support categories were obtained from the modelled SF for each proposed stoping level. Also, a series of generic geometries was assessed to investigate the impact of varying stope face lead/lag distance, sill pillar height and stope pillar size, on ground conditions. The key finding of the generic geometries were: • Ground support schemes have been defined for the expected conditions. • All ore drives are expected to have significant damage in the backs and rehabilitation. • Lead/lag distance not to exceed 10 m. • Sill pillar/level intervals of less than 20 m require an increase in ground support scheme. • Pillar sizes for maintaining footwall and hanging wall stability should be at least 10 m × 5 m.

"All underground coal mines in Australia are required to develop a Spontaneous CombustionManagement Plan (SCMP). The New South Wales Government has developed a guideline (MDG1006) to assist operations to comply with this requirement. A reference document is alsosupplied with the guideline that describes the type of information that is needed for input to theplan, including identifying possible tests that can be used for propensity assessment. However,there is no clear indication of what program of sampling and testing is suffi cient to provide adefi nitive assessment of spontaneous combustion propensity prior to and during mining. This paper reviews the existing methods available for quantifying spontaneous combustion propensity and discusses the sampling requirements that are needed from exploration to mining. A new, more defi nitive method of spontaneous combustion testing is also presented that benchmarks coal self-heating performance from mine ambient temperature to thermal runaway. Examples of the eff ectiveness of this new test method for identifying and quantifying reactive pyrite in coal as well as quantifying the diff erence between dry and wet season conditions are provided in the paper."

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1989 and the Metalliferous Mining regulations 1989 to promote the safe and responsible exploitation of the States' mineral wealth.An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end.This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall.

In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

A great part of the research on froth flotation of gold ores deals with ores containing gold associated mainly with sulphides, resulting in a largely accepted view that what takes place with sulphides (eg pyrite) in a flotation cell also happens to gold particles. This paper is concerned with the influence of some inorganics (CuSO4, CaO and NaCN) on gold particles flotation, using ethyl or amyl xanthates as collectors. The bench-scale tests were carried out with ground quartz and gold particles mixtures. Some findings stemmed from this study: flotation of the gold particles of size 0.16 mm was efficient adding only frother; larger gold grains were better recovered by the use of stronger collector CuSO4 did not seem to be an activator for gold; the addition of NaCN up to 200 g/t or CaO up to 2000 g/t did not depress the gold grains when amyl xanthate was used as collector although with ethyl xanthate the gold depression was verified.

A critical concern of any mining company today is its relationship with the different stakeholder groups impacted by the operational activity û communities, unions, vendors, local partners and competitors, local and federal governments, interest groups and non-government organisations. What ten years ago would have gone unnoticed, now, and even more so in the future, can drastically impact the profitability and even existence of a mining operation. This paper describes the development and delivery of a new paradigm for creating effective external stakeholder relationships. We report on the actual measurable results of an integrated and highly complex initiative led by Lonmin Plc (Lonmin) and Landmark Education Business Development (LEBD) that significantly altered the nature of the relationship with the stakeholders. Given the nature of the long-term investment required in a mining operation, any breakdowns or surprises in its relationship with external stakeholders brings with it the potential for major loss. The transformation of executive and senior management and community leadership was required to enable them to be effective in managing this complex set of circumstances.

There is considerable variability in the level of detail incorporated in prefeasibility studies relating to mining developments. Hence, when undertaking a review or audit, it is critical to attempt to ascertain at an early juncture precisely who has compiled the various facets of the study, for what purpose it was intended and the terms of reference given to the authors. Likewise, when commissioned to undertake an audit it is preferable to have proper terms of reference and to be aware of the purpose to which the audit will be put.These factors will influence the degree of detail an auditor would expect to find in the study and consequently, the degree of effort/time required for the audit process. In most instances audits do not imply recalculation of the entire study or modifying it in anyway, but involve an overall assessment of the methodology used, combined with spot checking of detail. One of the most difficult aspects is to determine a realistic order of accuracy for the overall study when the accuracy of the individual components may differ markedly.

In those days no one worried - there were plenty of other things to do. But in'these days it is different. Everyone worries- and. because there is so much worry, emotion has entered the picture. And, worse than that, capital is being made in political circles. People who were quite unaware, five years ago, that any problem existed, have now become experts on the subject, and shout to high heaven that something should be done - and yet they go on using the leaded high octane petrol they deplore so much. And even scientists, who should know better, adduce only such evidence as fits the argument in hand. And the Press is not without blame - some of its reportings is open to serious question, whatever may be the excellence of its motives. The point is made that one should know what one is talking about. And make sure that the evidence quoted is fact - and make sure too, that all the evidence is used, not only that which suita the argument.

I am honoured, deeply honoured, that so distinguished a group has assembled to acknowledge the signifi- cance of the work of my Melbourne flotation research laboratory, to review progress since Principles of Flotation (Wark, 1938) was published, to highlight the present state of knowledge, and to point the way for future research. The flotation research which began in 1929 was sponsored by a group of mining companies2 at the instigation of Harry Hey of the Electrolytic Zinc Company of Australasia Limited. There were never more than three of us work- ing in rather cramped conditions in a laboratory made available by the Department of Chemistry at the Uni- versity of Melbourne, but what we lacked in space was more than offset by a freedom unparalleled in indus- trial research in Australia at that time. I pay special tribute to my first colleague, Alwyn Cox; to my wife who worked with us for several years; and to Keith Sutherland who followed Cox in 1936. They were my sole colleagues up to 1938 when Principles of Flo- tation (Wark, 1938) was published.

The recycling of metals can be very efficient with careful selection of the material being recycled. The volume and value of recycled ferrous scrap has lead to the development of steel mini-mills which in turn has caused major changes to the steel industry. Although much smaller in volume, the recycling of lead is very significant, with battery recycling accounting for 60 per cent of annual world production. This high recycle rate can be attributed to the relatively uniform feed-stock from lead-acid batteries. The recycling rates of other metals are considerably lower due to longer use and non-uniform product usage that results in less efficient segregation and processing. It is clear that recycling of metals has advantages but its sustainability is uncertain. What are the key benefits of metal recycling? Metal recycling has technical, economic and social impacts. It is relatively easy to assess recycling on a technical basis, but the social impacts are harder to evaluate. This paper examines some of the issues in evaluating the sustainability of metal recycling.

THE alkaline method for the estimation of zinc cannot, in the writer's opinion, be relied. upon to within very narrow limits between two assayers on unknown quantities of zinc. The end point is not decisive enough, and allows the personal factor toenter largely into the assay. The following investigation was undertaken to see how accurate the acid method is on Broken Hill concentrates and ores, and what should be the limit between the results of two assayers. The method adopted is as follows:Weigh sufficient amount of ore to give titration (between 20 and 50 cc.), place in tall 400 cc. beaker, cover, add 7 cc. nitric acid and heat till brown fumes cease to be evolved. Wash dock glass into assay, add potassium chlorate, evaporate to dryness on a slow fire with the beaker uncovered. When no smell of chlorine or nitric acid is observed, remove and cool. Add 100 cc. boiling water, then 7 grm. ammonium chloride, W cc. ammonia (.880 sp. gr.), boil for five minutes, filter, wash...

In this paper, a subtle, but important, difference has been drawn between responsibility and mandate. Responsibility has a connotation of financial involvement assigned to an organ- isation as a result of some action it takes, the ramifications of which can be ascribed directly to the organisation. In contrast mandate relates to the power and authority to act. The paper outlines the role of poli- ticians as community decision-makers and the need for Government policy to be flexible in an advanced industrial society so that decision- making options are kept open for as long as necessary. Further, broad community objectives need to be understood and defined so that plans and policies can be consistent. Co-ordination through communication at all levels, especially at the public administration interfaces and with the private sector,is essential for effective resource allocation and efficient implementation. The paper discusses several aspects of the infrastructure responsibility question and some considerations which might be viewed as important by the community decision-makers in considering what responsibility the "community" should accept in providing infrastructure.

The processes that take place during the development of a heating are difficult to visualise. Bulk coal self-heating tests at The University of Queensland (UQ) using a two-metre column are providing graphic evidence of the stages that occur during a heating. Data obtained from these tests, both temperature and corresponding off-gas evolution can be transformed into what is effectively a video-replay of the heating event. This is achieved by loading both sets of data into a newly developed animation package called Hotspot. The resulting animation is ideal for spontaneous combustion training purposes as the viewer can readily identify the different hot spot stages and corresponding off-gas signatures. Colour coding of the coal temperature, as the hot spot forms, highlights its location in the coal pile and shows its ability to migrate upwind. An added benefit of the package is that once a mine has been tested in the UQ two-metre column, there is a permanent record of that particular coals performance for mine personnel to view.

Blasting is known to be both an important and an easily quantified cost factor in rock breaking operations. However, the indirect costs and benefits of the blasting operation are not easily determined due to the irreversibility of the mechanisms involved and the multiplicity of influencing factors. A general conceptual model showing the relationship between blasting and mining costs is well known, but serious attempts to address the critical real relationships have all floundered on the fact that not enough is yet known about either detonation physics or blasting effects. This can only be remedied to the extent that blasting instrumentation enables researchers to pin down not only the relationship between the detonation process and its impact on a particular environment, but also the downhill costs of handling the rock, repairing any damage and building in "Safety Factors" to provide for imponderables. It is vital to standaraize on specifications for instrumentation and measurement techniques and there is a need to review what has been achieved in blasting expertise so as to focus on the most fruitful paths for future work.
