Nearly eighteen months ago Newmont Waihi Operations joined with the local district council and members of the Waihi community in the initiation and running of a community liaison forum.   This forum û the Waihi Community Consultative Committee (WCCC) û was set up with the objective of improving communication, providing a forum for discussion and ultimately working through a range of issues relating to the future of the town and district after the projected closure of Martha Mine in late-2006.   After 18 months of meetings where all represented groups have presented their views, the challenge now is to work together to investigate likely options, seek sources of funding, produce business proposals and plan for the future of Waihi in what we call the Golden Legacy Project.   This paper backgrounds the companyÆs experiences to date, the issues the group has addressed and its proposals for the future. Methods employed to set up an effective community liaison forum are considered, drawing on specific examples from the WCCC. The actions and structures required to ensure effective and ongoing community æbuy inÆ at all levels are also discussed.   This paper develops themes addressed in Taking it to the Streets presented in 2003.

For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.

Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.

Australia today is one of the leading countries in the fields associated with the mineral industry, an industry which accounts for over 50% of overseas income and revenue to government. This is no accident. In order to be competitive in what was recog- nised very early in the country's history as a highly profitable busi- ness, the Australian mineral industry (mining, extractive and refining metallurgy) has traditionally been very innovation con- scious, a characteristic which has been evident from the begin- ning of the industry or very nearly so: Australia's geographic isolation and the dispersion of the mineral industry over wide distances made an exchange of ideas difficult and often impossible. One needs only to look at the inaugural address given by Sir Henry Ayers, the first president of the then Australasian Insti- tute of Mining Engineers, in Adelaide on 4th April, 1892 (1) "There is probably no other pursuit which depends more on its productive development and profitable results than in the extent and application of the scientific and mechanical knowledge possessed and exercised by its manager." and "Having in view the value of the mining industry of Austral- asians, they should be urged to apply their best skill with all the scientific and mechanical knowledge obtainable to its future development."

Over the last year at Clarabelle Mill, three circuit reconfigurations were implemented. One circuit reconfiguration, æA CleaningÆ, was initiated due to a furnace failure at the smelter complex, and two of the circuit reconfigurations, æincreased copper (Cu) separationÆ and the æInterim IsaMillÖ circuitÆ, were seen as opportunities to increase cash flow through the mill. A Cleaning and the Interim IsaMillÖ circuit took advantage of engineering design already completed for a major capital project. The engineering for each was modified, as needed, and construction of the required portions of the capital project was fast tracked. The increased Cu separation circuit change used existing test and plant equipment to increase the plant Cu concentrate production. Implementation of the projects required teams that included operations, maintenance, technical support, project management and capital project resources. This paper discusses the business reasons driving the changes and the forethought or synergies with other work, which made them a success, and what was learned through each project. The Australian Mining Industry Council (A.M.I.C.) was established in 1967 as a body to co-ordinate the interests of the mining industry on a nation-wide basis. Its member- ship now embraces the great majority of mining groups in Australia. One of A.M.I.C.'s major continuing functions since its formation has been to work with Governments towards the enactment of more effective and efficient mining legislation. Yet, over the period, the,overall position, if anything has deteriorated. The main reason for this was that because of the rapid succession of what appeared to be quite separate problems during the period there was never sufficient time for Govern- ments to take stock of a situation before it would be changed by a new set of circumstances. By early 1973, the Council was certain that most of the various questions raised were really part of the one overall land use problem and its work in this area thus took a new emphasis from that time. In discussing the Council's involvement with Australian mining legislation over the last six years, the paper helps to clarify the present situation. It then explains a land management system which the Council believes could pro- vide the basis for the type of enlighened

The integration of economic, cultural, social and environmental decision-making has increasingly become globally recognised as the only acceptable way of doing business consistent with sustainable development. This concept requires a move to a new economy, where environmental, cultural and social issues are accounted for and integrated in business decisions and practice. There has been much discussion on sustainability and sustainable development, but organisations are still grappling with what this means in reality for their business and how they should respond. The challenge is to take the way we do business to a new paradigm and make solutions relevant to business. This paper will look at some of the strategies and programs being adopted or considered by resource companies as they move towards a more sustainable future. These include defining a sustainability framework for their organisation, developing the business case and planning approach. Also included is a brief overview of some of the new approaches to environmental management, such as reducing materials and energy intensity, minimising or eliminating impacts through better waste and emissions management and process control, taking a whole of life approach to products and conserving resources. The concepts of Product Stewardship, Eco-efficiency and Cleaner Production will all be discussed.

Mining industry sees a comprehensive future in optimisation and process control. High resource utilisation is a starting platform when lower operational costs with higher rate of return are the target. Simulation is quickly penetrating the mining industry as a planning tool. A discrete event simulation helps to visualise the reality of a mine and the various mining processes, which typically include a fair degree of complexity. What-if scenarios can help to determine the impact of occurring changes to production. Understanding of critical points in the layout and resource allocation at an early stage can help to optimise the material flow. The obtained information may then be used as proposal or confirmation of the system applicability and economy. Simulation is a way to fine-tune and optimise the resources within. It helps to predict system sensitivity to various aspects. Although simulation today is used typically in a feasibility stage, there is an opportunity to continue using simulation for further process enhancement. In the future simulation will without doubt be used increasingly as a dynamic simulation and continuous improvement tool. This paper discusses the use of OptimineÖ simulation tool in resource optimisation. Some examples describe the way the tool operates and how it helps to view the technology, mine layout and operational data.

THE object of this paper is to offer some suggestions to assist metallurgists to supervise the operations of flotation plants. We do not yet thoroughly understand what "flotation" is or "why minerals float" and all attempts that have been made to explain the phenomena have been based on theory or imagination, and have not been capable of substantiation by practical demonstration, or even by laboratory tests; but it is wellknown that particular minerals will float in a liquid under certain specified conditions, and that some other minerals will not float under those conditions, and that, if a mixture of the two classes of minerals be subjected to those conditions, there will be separation of the minerals, of which one class will float and the other will remain unfloated as a residue. The duty of the flotation expert is to so control the operations and the conditions of the liquor as to obtain the best commercial result from the ore he is treating. The chief controlling factors in a flotation plant appear to fall under the following eight headings, all of which are important:1. Crushing.2. Rate and regularity of feed.3. Density of pulp.4. Temperature.5. Addition agents.6. Condition of circuit liquor.7. Agitation.8. Aeration.

A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Aust- ralia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are begin- ning to experience where industry no longer `calls the tune'. We miners have been quick to point out and emphasize, that ours is a `high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to elim- inate, moderate, or control or economically compensate for predicted risks or changes.

The present Pacific Ocean arose from rapid sea-floor spreading that commenced in the late Mesozoic, and continues to the present day. It started within what is here called the Medusa complex of seaways, basins and troughs with spreading ridges and volcanic arcs, that girdled the earth, including the Palaeotethys and Neotethys of Eurasia between Gondwanaland and Laurasia. Detailed mapping and analysis of palaeofaunas and volcanic arcs indicate that several seaways, rather than one or two, extended throughout Tethys, and into areas now occupied by the Pacific Ocean. The Medusa complex developed under a long sustained wrench regime, right lateral at least from New Zealand to Eur.ope, and saw the origin, maturation and closure of elongate and oval basins under erratic sea-floor spreading, in which no Eulerian pole of rotation remained fixed for long. The name Medusa stems from the analogy of snake-like writhing hair to the constantly shifting development of basins and orogens within the complex. The Indian Ocean split and opened up Gondwanaland concomitant with the later development and deformation of the Tethyan segment- of Medusa, whereas, to the east, the Pacific Ocean opened within Medusa itself, and dispersed Medusa around the rim of the Pacific through sea-floor spreading and strike-slip faulting.

The equity market is now very much within a global village environ- ment, with various exchanges acting as agencies for the big casino. In this predicament, mining companies, who provide the most extensive, but relevant risk assessment information, will be best placed for favoured treatment by potential international investors: But what risk assessment information in summary form can be provided to support a resource/reserve statement? Even more importantly, does "objective" data exist, whose trends will support a resource/reserve state- ment? A prime need of the informed mining investor is to determine whether or not the resource/reserve statement is believable? But more importantly will it be realised? While the implications within the text of the majority of reports on resource/reserves suggests that the estimates are conservative, the record indicates that very few estimates are. In fact, to date, reports claiming to be conservative in respect of the overall grade estimate at a specfic cutoff have not reflected the realised grade at the stated cutoff; it has been more common for the realised grade to be lower than implied by the resource/reserve statement. Further, it is not uncommon for penalty elements to be understated and these components are rarely incorporated within resource/reserve statements.

With the continued drop in export coal prices (as measured in US$) delivered to the Pacific Rim market, and a fixed annual 12 per cent increase in overburden, Usibelli Coal Mine Inc was faced with the need to reduce mining costs substantially or else forfeit its foreign coal contractual commitment which amounted to about half of annual mine output. Management made a difficult and fortuitous decision to proceed with an engineered plan to switch from a two seam, extended bench dragline operation to a two seam, cast blast and spoil side operation. While down-sizing and cut-backs became the rule in all departments of the mine, the drilling and blasting budget was more than doubled. Most will agree that this is contrary to what usually happens when a mine is faced with down sizing. The more common scenario would have management target the drilling and blasting budget for decrease as a first priority to cutting cost, and then later witness a decrease in equipment performance leading to an increase in the production cost per tonne. Although Usibelli Coal Mine more than doubled its annual drilling an blasting budget three years ago, the overall stripping cost has be, reduced by more then 37 per cent.

In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. As a part of the Newcrest, Telfer Expansion Project, a consortium of Australian, Canadian and South African Mining Contractors in joint venture have been contracted to develop the hoisting shaft. The parties namely; Byrnecut Mining Pty Ltd, Murray and Roberts RUC and Thyssen Mining Construction of Canada Ltd have combined their individual expertise to excavate the shaft. There is a particular emphasis on the use of proven shaft sinking techniques from North America and in particular integrating electric hydraulic drilling equipment and personnel from the Canadian Mining industry. The Telfer hoist shaft when completed will have a finished diameter of 7.1 metres and extend to a depth of 1170 metres below the collar. The shaft will be fully concrete lined and will later be equipped for hoisting ore from the Telfer deeps at a rate of five million tonnes per annum. The shaft when completed will be the largest shaft ever completed in Australia on a volumetric basis. This paper will examine the technical aspects of the shaft sink, as well as exploring the integration of personnel and equipment from the frozen prairies of Saskatchewan, Canada into an operation in the Great Sandy Desert of Western Australia. The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

The two methods for calibrating the parameters K and (alpha) for use in Gy’s equation for the fundamental sampling error (FSE), the duplicate sampling analysis (DSA) and the segregation fractionalised analysis (SFA) are described in detail. A case study using identical broken reef material from a Witwatersrand-type orebody is calibrated using the DSA and SFA methods and the results are compared. Classically, the form of Gy’s equation for the FSE raises the nominal size of fragments given by dN to a power of 3. Gy’s formula is a theoretical formula applicable in the case when fragments are randomly collected one by one, which is obviously never the case. This is because the fragment shape factor (f) and the granulometric factor (g) were introduced to take care of this anomaly. More recent formulae, such as those suggested by François-Bongarçon and Lyman, are empirically based formula. A later modification of Gy’s formula raises dN to the power ? (alpha), the latter term being calibrated with the coefficient K in the DSA and SFA methods. The preferred value of ? (alpha) for low-grade gold ores used by sampling practitioners in the mining industry is 1.5. A review of calibration experiments for low-grade gold ores using the DSA and SFA methods has produced values of K that vary between 70 and 170 and values of alpha in the range 0.97 to 1.30. The average value for alpha is found to be 1, rather than 3 as originally proposed in the classic form of Gy’s equation or the industry preference for 1.5. It is suggested that for low-grade gold bearing ores, the equation for the FSE should raise dN to a power of 1. Such an equation for the variance of the combined FSE plus the grouping and segregation error, now referred to as the short-term component of the quality fluctuation error (QFE1), greatly simplifies the characterisation of gold ores, which now only requires the calibration of K for a given mass and established fragment size. The implications for the heterogeneity test from the generalised equation are that provided the fragments have been screened to within a narrow size range, any particular size will return a value for K that is acceptable for use in the sampling nomogram.CITATION:Minnitt, R C A, 2017.
