Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. Hydro-economics is a field of research that analyses water resources from a multi-disciplinary approach (Harou et al., 2009). These models generally include one component that describes the water resources of the catchment being analysed (e.g. the physical behaviour of water), an economic component that describes users’ water demand function (changes of willingness to pay relative to availability) and a coupling methodology. These models go beyond calculating cash flows for water investments and analyse the economic behaviour of users when facing water shortages or surplus. In other words, water demand curves are defined for each water user (e.g. urban, agriculture, mining, environmental and hydropower), and they are used to retrofit the water resources component. As a result, the model approximates the catchment scale response to droughts and wet periods, including the effects of water markets, restrictions, recycling, water sharing and any cooperative efforts by users to adjust to changing climate conditions.These models are usually focused on agriculture and urban users, the main water consumers in most catchments, but they have sometimes included environmental, industrial and hydropower users (Bekchanov, Sood, & Jeuland, 2015). Nevertheless, although a relevant user of water in several catchments, the mining industry has been rarely included. This paper is part of an ongoing project that addresses this gap by developing a hydro-economic model in the upper section of the Aconcagua River in Chile. At our Monkland Mine at Gympie, we operate a deep, narrow vein gold mine using hand held equipment, rail mounted haulage and narrow shafts. This is in many respects the old-fashioned way and is well suited most of the orebody geometry exposed to-date. We have also commenced some long hole stoping and we use alimaks for some jobs. The heart of our particular mining style is the employment and retention of experienced miners with remuneration based on productivity. We do our planning/monitoring/supervision down to the level of daily individual productivity. In focussing on cycles per se, we have chosen not to talk about drill and blast cycles or cycles for mine development, stope preparation or drawdown and haulage. Instead we have stepped right back from the operation as presently run and have adopted a very broad view of the mining cycle. We will in this presentation intertwine the ebb and flow of, exploration, project sponsorship, development, production and cash returns to owners. The time line considered spans both history and predicted future.

Mines are typically located in remote, inhospitable locations and movement of materials between site, processor and port are often at risk from extreme weather events. Mining companies have recorded multiple supply chain, production and logistics delays caused by climatic events. Recent analyses of extreme temperature and rainfall events (90th and 99th percentile values) for 1960 to 1985 and 1986 highlighted regionalised increases in the frequency and intensity of extremes. The trajectory of this change is likely to be maintained (IPCC, 2014) in regions where increases have occurred historically, suggesting that some parts of the industry may be faced with management challenges beyond current experience (Hodgkinson et al, 2010; Loechel, Hodgkinson and Moffat, 2012). Reliance on historical data to plan for extremes (such as scheduling production downtime to reduce impact) will become increasingly ineffective as the data become less representative of future conditions. Importantly, mine site remediation and closure management need to consider the future climate to ensure rehabilitation is sustainable under changing conditions.Vulnerability assessments and risk-reducing adaptation will become more common as the industry reaches to secure both a mine’s longevity and the industry’s reputation as shareholders and clients become less tolerant of repeated or prolonged interruptions (Hodgkinson, Hobday and Pinkard, 2014). Climate-resilient new mines may be planned using site planning tools combined with knowledge of future climate scenarios. Flotation is the one of the most used techniques for the mineral separation of non-ferrous ores worldwide. However, the increase of the complexness along with the decrease of ores liberation sizes ought to become important challenges for mineral processing, including flotation. It now appears necessary to better understand the fundamentals of the flotation process, particularly the adsorption of flotation reagents at the liquid/mineral interfaces, to propose further improvements. Flotation relies on different phenomena: surfactants adsorption, on one hand, and collision, adhesion, and transport of particles with bubbles, on the other hand. For acknowledging the reagents adsorption mechanisms, molecular modelling tools borrowed from chemical and material sciences, are increasingly used. Atomistic simulations were successfully applied to study the flotation reagents interaction with various mineral surfaces, eg of two common minerals from iron ores, kaolinite, and magnetite surfaces, or with fluorite surface, a tungsten ores common gangue mineral.

Given the ongoing global crises of climate change and nature loss, with the World Economic Forum (WEF) identifying them as the top risks to global economies in terms of both likelihood and impact in the coming ten years (WEF, 2022), there is increasing, pressing demand for companies to demonstrate they understand their climate and nature related risks and look toward contributing genuine beneficial environmental outcomes. Within the mining industry, mine closure is the obvious field in which climate and nature positive strategy can be linked with operations. To do so, there is a need to challenge long-held assumptions around closure in the mining and regulatory context; particularly, to shift the focus from closing individual mines to considering regional opportunity generation and value creation.

Scientific knowledge of Mars’ surface morphology and internal geological structure has been accumulated through satellite imagery and numerical topographic data using remote sensing technology, as well as seismic surveys by the on-site lander. Recent studies show that Marsquakes could be caused by the release of strain energy generated by the contraction of Mars. In particular, Marsquakes occur around the graben where many faults are existed and formed regularly spaced patterns. This implies that Marsquakes occur when the stress field of the Martian crust is an extension condition, and normal faults appear on the surface. We focus on the linear relationship between the fault spacing and the thickness of the mechanical layer as an approach to studying the internal structure from satellite images. Mechanical layer is a layer that composes of the same mechanical properties and is mainly bounded by lithology (Narr, 1991; Gross, 1993). The linear relationship between the thickness of the mechanical layer and the joint spacing has been studied and its slope is called the Fracture-Spacing Index (FSI) (Narr and Suppe, 1991). Soliva, Benedicto and Maerten (2006) showed that the stress drop zone (stress shadow) due to the fault activities affects the fault spacing. Figure 1 shows the approach used to estimate the thickness of the mechanical layer from the fault spacing on Mars. This paper aims to better understand the internal mechanical structure of Mars estimated by the geometrical pattern of faults on the Martian surface. We report the initial studies of this work. The lab-scale physical experiments and numerical experiments were presented to demonstrate the relationship between the thickness of the mechanical layer and the geometric pattern of fractures

Technological development is accelerating in the mining industry (Abrahamsson and Johansson, 2021) and in large parts of the world there is an increased environmental awareness (United Nations, 2015). This can mean both challenges and opportunities. The mining industry has long been criticized for its adverse environmental effects. However, there is now a lively discourse about the role of mining in facilitating the green transition towards sustainable development. Mining is increasingly recognised as a prerequisite for the green transition, by supplying key raw materials to enable, for example, digitisation and batteries for electric vehicles. The green transition not only amplifies the demand for metals and minerals but also intensifies pressure on the mining sector to assume greater responsibility for environmental and societal welfare (Dehaine et al, 2020). New technology, such as digitisation, automation, and remote control, play a crucial role in advancing towards more sustainable mining practices. Despite the expanding role of advanced technology, human involvement will remain important in the extraction process (Rogers et al, 2019), but new technology will change how miners do their work, which in turn will lead to changed competence requirements for miners (Herbert and Hidalgo, 2021) and increased need for further education. Given the significant shift towards sustainable mining, it is important to study how these changes may affect the work, competences, further education and skills of miners as human expertise will continue to be critical in the extraction process. Consequently, there is a need for proactive research to prepare for the inevitable changes and implement measures to support miners through this changeable period to ensure a smooth transition that protects miners’ safety and working environment. This extended abstract explores how new technology will affect the need for further education of miners in the future.

Decreasing the gas content in the worked seam by degassing before the start of winning has proven its worth in some areas of German hard coal mines. On the one hand, it removes the risk of gas/coal outbursts and on the other hand it reduces the gas inflow into the longwall. The underground experiences of the last 30 years have led to a æhit listÆ of coal seams with respect to their suitability to predegassing. Trials in the DMT laboratory and also results gained in the deposit show that the suitability of a seam for predegassing depends on its rank. In seams with volatile matter of 20 - 30 per cent, high efficiency ratings are achieved as a rule, with lower ratings both in seams with lower and with higher content of volatile matter.If the rock pressure is unusually high, the efficiency rating of the predegassing is lower, even in seams which would normally be suitable for this process. Under unfavourable conditions, for example below or above residual pillars, in-seam boreholes cannot be drilled successfully and the method is not practical. But if the worked seam was already stress relieved, the predegassing has an optimal efficiency. Latest investigations show that the distance between the in-seam boreholes can be extended. But in that case, the time necessary to reach the same reduction of the gas content increases considerably.

Successful closure of tailings storage facilities (TSFs) is an environmental issue faced globally by metalliferous mines. During the initial feasibility and design phase of the mine life importance is placed on the physical stability of above ground TSFs, largely driven by legislative requirements, whilst closure planning is often a secondary consideration. However, as the landform is further developed and constructed attention must be paid to regularly revisit the original closure plan and update it to achieve the best (sustainable) possible outcome for both the environment and stakeholders. A mine in northern Queensland is in the process of developing a closure strategy at their TSF. Appropriate closure measures for the TSF are required to mitigate the impact of any seepage emanating from the TSF on the groundwater and surface water receptors. O’Kane Consultants Pty Ltd (OKC) have provided the mine assistance with the development of a TSF cover system design in order to appropriately manage tailings during operations and to prepare for the facilities’ closure. OKC has collected data since 2007 from cover system field trials located on the TSF. To enhance engineering judgement in the design of future cover systems, calibration of soil-plant-atmosphere numerical models to field data (referred as ‘field response modelling’) were completed. Calibrated model inputs can be used to provide insight into long-term cover system performance as well as a tool for design of the final landform.Following a site investigation, materials characterisation and numerical modelling program various cover system alternatives were developed. Two of the preferred cover system alternatives referred to as Test Plot #1 (TP#1) and Test Plot #2 (TP#2) (Figure 1), were constructed at the site and instrumented. Monitoring instrumentation comprised several nests of in situ volumetric water content and thermal conductivity sensors to measure changes in water content, temperature and matric suction within the cover system materials and underlying tailings waste. "Dynamic decision-making can significantly increase the value of mining projects and deliver better sustainability outcomes under conditions of uncertainty. Despite its benefits, dynamic decision-making is rarely used by the mining industry, possibly because of the complexity of the algorithms used to make sequential decisions under uncertainty and difficulties in visualising the optimal strategies. To achieve better outcomes in practice, decision-makers in industry would benefit from a tool that would help them to understand and implement the results of the analysis.CSIRO is developing innovative dynamic decision support tools that include an intuitive graphical display of the boundaries between the regions of different optimal decisions, which would significantly assist optimal sequential decision-making under uncertainty. The dynamic decision support tool is based on novel stochastic optimal control methodologies that can be used to optimise decisions in situations with multiple uncertain variables and decisions (Tarnopolskaya, Chen and Bao, 2015; Chen et al, 2015; Langrené et al, 2015). Social licence to operate is developed and kept through managing both operational impacts and the relationship between local community and company. However, CSIRO research has demonstrated that in determining how accepting community members are of a mining operation, relational factors, such as procedural fairness and trust, are much more important than operational impacts, such as impacts on employment and the environment (Moffat and Zhang, 2015). Companies seek to develop relational factors through their engagement with local community; such engagement has many aspects, including, initially identifying stakeholders and positioning the company as part of the local community (Lacey et al, in prep; Thomson and Boutlier, 2011). These relational factors involve the social identities of people living in the community. Social identities are a part of people that shape their beliefs, based on their connections with various groups in their lives (Hogg et al, 2004).An engagement process, intentionally or not, inevitably interacts with the social identities of stakeholders (Crane and Ruebottom, 2011). For example, traditionally, at the very beginning of engagement processes, community members are assigned to categories using conventional stakeholder mapping and categorisation methods, often based on assumptions about stakeholders’ interests, which equates to assumptions about stakeholders’ social identities (Colvin, Witt and Lacey, 2016; International Council on Mining and Metals, 2012). Yet, there has been limited empirical inquiry into whether such categories reflect the social identities of stakeholders and if there is a bearing on relational factors, including, the perceived fairness of consultations and trust in mining companies (Crane and Ruebottom, 2011). Also at this time, companies commonly seek to create a presence in communities, for example, joining Chambers of Commerce and participating alongside community members. Again, there has been limited empirical inquiry into whether community members and companies identifying with the same overarching group and thus sharing aspects of social identity, influences relational factors (Crane and Ruebottom, 2011). In this study, we examined the effects of changing aspects of social identity by changing how stakeholders were identified and companies were positioned, on how stakeholders’ perceived a new mining operation, specifically how they perceived the procedural fairness of the proposed consultation process and trusted the company, two factors that underlie a company’s social licence to operate.CITATION:Carr-Cornish, S and Moffat, K, 2016. There has been minimal innovation in the methods used to process an ore over the last 50 years. Productivity increases have largely resulted in increased equipment size without implementation of parallel improvements in technology. Complex orebodies of the future will need mining operations to adopt new technologies and techniques to make future ore treatment economically viable. Three emerging technologies, namely high voltage pulse (HVP) pretreatment, fine screening and the HydroFloat<sub>TM</sub> coarse particle flotation cell will be presented in this paper and the potential benefits that may result if they are adopted in mineral processing circuits will be outlined. This paper discusses the implementation and potential limitations of the method for estimating sampling and analytical errors of multiple source mine output blended into a shipping product, described by Everett and Ziegelaar (2010). The practice of quality measurement varies between iron ore miners. The common objective is to monitor effective resource utilisation and control of product quality to customers. A flow diagram is given presenting the various options used by iron ore mine operators and the merits of the different options are discussed.

Mining of narrow vein mineralisation, invariably depending on the mining method selected, involves the extraction of both ore and waste rock. The level to which mining of waste rock can be minimised depends on numerous factors, but particularly the thickness and dip of the deposit. Resue mining is a method of mining that allows split face firing within stopes to allow waste and ore to be mined separately, allowing dilution to be minimised. This paper examines the technique of resue firing and its applicability to the mining of narrow vein deposits. Particular emphasis is placed on the conditions in which resue mining presents a suitable option for mining of narrow veins.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

The depletion of easily mined high-grade ore bodies resulted in the industry having to exploit lower grade, complex resources (Albanese and McGagh, 2011; Darling, 2011; Randolph, 2011). The trend is now towards mining and processing of low-grade and complex ores (Darling, 2011; Yingling, 1990). Variable geological and mineralogical characteristics, and complex mineralogy and texture can result in large variations in metallurgical response and also cause challenges in processing. (Carson, 1995; Lorenzen and Barnard, 2011; Yingling, 1990). Variability and the complex nature of ores are fundamental sources of risk that often cause the greatest economic impact (Dusci et al., 2007; Williams and Richardson, 2004). Hence it is important to effectively characterise these types of ore bodies and assess their processing performance (ie recovery, grade). To enable this, there is a need for the following: (i) characterisation of geological, mineralogical and metallurgical variability in the ore body; (ii) effective selection of drill core with characteristics that represent the range of ores in the entire ore body. Longwall mining is a form of underground mining and the principal extraction method for underground coal mining in Australia. The method is used in the mining of both thermal and metallurgical coal. The primary market for thermal longwall mines is that of the export market where price is governed against the Newcastle Thermal Benchmark index (globalCOAL, 2016).Australia’s thermal coal export outlook is considered moderate due to slower demand from major importing countries, as well as slowing domestic production. However, ‘Australia is projected to increase its share of world thermal coal exports and become the world’s largest exporter over the medium term as lower prices, increased domestic use and infrastructure constraints limit growth from other key suppliers’ (Office of the Chief Economist (OCE), 2016, pp 25, 58). On the contrary, and as a result of current global coal price trends, the basic economic principles of underground longwall coal mining are heavily stressed. From a life-of-mine perspective, influencing return on investment is at its greatest during project evaluation and execution. Australia contains some of the most productive mining areas and is characterised by ancient landscapes and highly variable hydrology. Historical mining of iron ore, coal and other minerals has targeted ore deposits located above water tables, and elevated above creek lines where possible to reduce cost. The downturn in mining caused by falling ore prices over recent years has triggered a drive to reduce cost, maximise yield and delay capital expenditure associated with opening new mines. So as the ore deposits with more favorable mining conditions become depleted there is an increased focus on mining ore associated with valley floors and creek lines. This is demonstrated by a regional assessment of the extent of Channel Iron Deposits (CID) and Iron Ore (Fe) Mines and Deposits in the Pilbara Region of Western Australia (Figure 1). A large proportion of these mines are, or plan to, target high grade CID ore associated with existing creek systems. Figure 2 shows outcropping and inferred sub-cropping CID extents, which suggests there are vast quantities of CID ore deposits throughout the Pilbara Region, intersected by major creeks which could be mined at some point in the future using creek diversions (Atkinson et al., 2017). A similar picture could also be produced for coal mining in Queensland, particularly in areas such as the Bowen Basin.While creek diversions provide an opportunity to maximise the utilisation of these orebodies and extend the life of mine, creek diversions can involve substantial financial, social, environmental and regulatory risks that need to be carefully managed (Markham et al., 2017, Atkinson et al., 2017). This paper discusses the key issues and opportunities associated with diversion decision making. It highlights the importance of using a well-structured assessment methodology that allows key stakeholders to be part of the assessment process and is complementary to material presented in Atkinson et al., (2017). Design considerations for operational and closure designs are presented, as well as mine planning considerations, risks, cost saving opportunities and the benefits of an integrated approach to design.
