This paper will review the experiences of both big and small exploration/mining companies (local and foreign investors), including the impediments to exploration and project development in Indonesia since the Contract of Work was first introduced there (1967 Minerals, 1981 Coal). This is seen through the eyes of a person who has been employed in a managerial capacity in large and small concerns, and more recently as an independent consultant. Comment will be made on the political, legislative and social constraints imposed by the presence of a large group of disparate artisans (illegal miners) who now form a significant component of the Indonesian mining industry; the Bre-X debacle; the impact of the recent Regional Autonomy legislation; and changes to the Mining, Forestry and Environmental Acts. An overall view (including statistics) will be presented as to how recent Indonesian developments have affected international confidence in investing in its mineral sector over the past decade and it will be placed in an international competitive context.

Although mining is an old industry its management is quite a new science, and its complications are now being recognised as demanding expert knowledge in many branches of technical and professional education. Not the least amongst these isaccountancy, for probably its most important problem is "How to control the expenditure." Unlike most businesses a mining company stands almost entirely in the light of a purchaser in the world's markets, and not as a seller, except say for product so the established and perfected systems of modern industries cannot be adopted for mining purposes. For this reason it has been left for late years to consider the matter seriously, and now a number of well-managed concerns have devised costs systems to suit their own requirements.Very little, however, has been published and even that is disjoined and difficult to make use of. Some of the costs systems in vogue, although elaborate and imposing, are not of very great value for keeping check on wasteful expenditure, or for displaying the commercial effect brought about 'by any particular change in practice, or by an addition or alteration to a portion of existing plant.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

As mining progressed through the Girilambone oxide orebodies, down to the primary sulphide zones, each successive stratiform layer yielded copper bearing ores of changing mineralogy and grade. Constant changes, innovations and optimisation were required to be applied to the heap leach, solvent extraction and electrowinning operations, to efficiently produce LME Grade A quality copper cathodes from this ore. The changing ore types required various crushing, stacking and heap leach irrigation methods to ensure that optimum recovery from the predominantly low-grade copper ores was efficiently achieved. Subsequently, innovations such as heap aeration and heap rejuvenation techniques were implemented. The constant selective removal of copper from the maturing heap leach liquors, coupled with an increase in iron(III) concentration, required solvent extraction optimisation. Changes to the original solvent extraction circuit configuration, combined with changes in operating parameters and procedures, allowed effective processing with changing heap liquor compositions. The electrowinning tankhouse was also upgraded and optimised through continued testwork and monitoring, to maximise cathode production and quality

This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.

Modern, research-based approaches to mineral exploration are essential to the future maintenance of the mineral industry. These need to fully utilise the rapidly expanding growth of understanding of the evolution of the earth's crust, and be properly integrated with advances in understanding of chemical and physical processes involved in ore formation. BMR has a major role to play in supporting the growth and utilisation of this research base, as well as maintaining the national geological and geophysical bases which are essential both to tactical and strategic interests of Australia and of its mineral industry. The objective development of data-process modelling is one target of such strategic research based on a more integrated approach to research by BMR, mineral companies, CSIRO and the universities with emphasis given to promoting positive feedback during research activities. Examples of the success of strategic research in Australia and overseas are noted in the Text.

Mineral sands make up only 3% of the value of mineral production in WA. However, the distribution of mining operations, close to the more highly populated south-west coastal areas, and the wide range of land-tenures and land-uses involved has resulted in the most complex range of regulatory procedures found anywhere in the State's mining industry.Mineral sands are mined on private agricultural and "minerals-to-owner" land, State forests, nature reserves, coastal reserves and vacant Crown land. Local Government authorities, State Government departments and private landholders can, depending on the land tenure, be involved in setting the environmental conditions for mining operations and supervising subsequent rehabilitation. In the past, rehabilitation was predominantly aimed at establishing an agricultural land-use after mining; however, it is now necessary for mining companies to rehabilitate mined areas to a much wider range of end land-uses.

The development of a robust belt sampling strategy and protocol inunderground gold mines is a fundamental requirement for effective grade quality control, ore accounting and mine-mill reconciliations. As part of the ore management system, a belt sampling system has been developed by the author, which is used to predict monthly gold grade and its error for underground/belt/mill reconciliation and grade control. This paper presents the step-by-step development of the belt samplingstrategy and sample preparation protocol at Target, an underground gold mine in South Africa. The belt sampling system at Target consists of an underground belt transporting run-of-mine material into an underground transfer point, a weightometer, a two stage crushing system, a tube splitter and a catchment device. The design allows run-of-mine ore on the belt to be sampled automatically by a go-belt sampler. GyÆs sampling theory of particulate materials forms the basicframework of the belt sampling strategy. The theory is used to quantify the optimum sample mass of broken material to be taken from the belt and to predict its reliability. It is also employed to determine the Fundamental Sampling Error (FSE), time interval between samples and particle size requirements of the final underground belt sample. Further, GyÆs sampling theory provides the means of analysing the crushing processes, splitting, segregation error, analytical variance, and the best sample preparation protocol. Although the belt sampling strategy developed in this study was forWitwaterstrand gold ore, the process is entirely general and may be very successfully used in any underground or surface mine.

The automated measurement of rock fragmentation particle size distribution in the muck during muck excavation has been developing over the last 16 years. The introduction of stereo camera imaging of the muck has provided improved automated particle segmentation for image-based measurement algorithms. Recently, a new vision system processing algorithm has been developed. The inclusion of 2D texture in the analysis has provided a significant improvement in the definition of the finer size fractions, which has resulted in the automated analysis no longer requiring calibration.The previous stereo vision system algorithm required analysis calibration to account for poor ‘small particle’ definition in the 3D surface profile. This was because of the depth perception limitations of the stereo camera system at greater than 8 m. The new algorithm has been implemented on a number of shovel-installed vision systems, and the algorithm’s performance in automated analysis has been assessed against a diligent manual analysis of the same fragmentation images. The new algorithm provides improved distribution resolution and accuracy.CITATION:Noy, M J, 2015. The Mathews et al (1981) stability graph was developed to provide guidance in the determination of stope sizes to control dilution in bulk mining of large orebodies. Longhole and sublevel open stoping (LHOS and SLOS) are the lower end in scale of underground mass mining with panel and block caving (PBC) at the higher end. Currently, the stability states of stopes in the stability graph are described qualitatively as stable, unstable or cave. The alternative quantitative option to the qualitative stability graph is the Equivalent Linear Overbreak Slough (ELOS) stability graph. The ELOS stability graph only applies to narrow vein orebodies. It is easy for the Mathews et al (1981) and the ELOS stability graphs to be applied outside the limits of their databases. What is currently referred to as ‘stable’ in the present stability graphs has diverse interpretations at different mines depending on their acceptable dilution values. In 2014, a research program was conceptually conceived at the UNSW Australia School of Mining Engineering to develop a quantitative dilution-based stability graph independent of orebody width to address some industry concerns on the use of the stability graphs. A dilution-based stability graph provides the mining engineer the flexibility to determine open stope sizes based on what dilution amounts are acceptable. The graph also unifies both the Mathews et al (1981) and ELOS stability graphs for wide and narrow vein orebodies, thus, eliminating their potential misapplications. To date, the concept is proven with case studies from metalliferous underground mining operations located across Australia. Mount Gibson Iron Limited (æMount Gibson IronÆ) has made the difficult transition from a privately owned company with an iron resource to a publicly listed company owning and operating a profitable iron ore mine in the mid-west of Western Australia. The development of the company is described with particular emphasis on the Tallering Peak operations, resources, associated infrastructure and logistical arrangements; the Mt Gibson hematite and magnetite resources and the proposals to develop the magnetite resource as part of an integrated project through to iron pellet production. The concept of tailoring the relatively small ship capacity of the outturn port of Geraldton to appropriately sized inturn ports in China to allow direct delivery of product is discussed. The companyÆs philosophy of building shareholder value by progressive development of its relatively modest resources (compared with the Pilbara) is discussed. In pursuit of long-term business success Mount Gibson Iron has formed symbiotic relationships with strong business partners whose aims and objectives mirror or complement those of Mount Gibson Iron.

Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.

During most of its history, the metallurgical industry has been seen as a source of pollution for the environment. However, during the second half of the 20th century, as the world environmental legislation became more protective and the global environmental conscience consolidated, this landscape began to change. Metallurgical activities have become increasingly related to the social and environmental impacts caused by human activities. With the adoption of environmental management in steel plants, there has been a significant change in steel-related activities which have begun to introduce modern plants, managed with environmental, social and productive efficiency. More and more, steel companies search for a decrease in negative impacts of their industrial operations on the environment, fitting them to the current environmental legislation and even increasing productivity and profitability. The steel industry has started to become a clean and more efficient industry. This work presents a case study of a sustainable steel plant project, located in an environmental preservation area. The project includes treatment and reuse of industrial liquid effluents, air emissions control, noise control, recycling, recovery and adequate waste management. It also incorporates production processes using clean technologies, capable of coproducing energy resources which may be used in the plant showing how is it possible to produce steel with environmental and social responsibility and even increase the enterpriseÆs profitability.

Australia has a large resource of manganese at BHP's Groote Eylandt mine which has been progressively developed over the last two decades. While much of the product is marketed internationally to the iron and steel industry, substantial quantities are processed in Australia at the Company's ferro alloy works in Tasmania. In addition, small but increasing quantities of ore are being consumed by the non-metallurgical industry. Fluctuating fortunes in the steel industry produce similar trends in the marketing of manganese. The increasing cost of freight and power together with strict environmental control is further affecting the market balance. Mine operators are expanding into the alloy making field. Reduction in usage in less developed countries is occurring.

As mining companies have to go deeper in search of ore and coal, the importance of protecting the highwall increases. Wall fatigue also increases with importance of the long life expectancy of a highwall, in particular the impact of fatigue influenced by resonance. Resonance is the tendency of a material to oscillate with greater amplitude at certain frequencies when exposed to a periodic force. Until recently, only dominant frequencies, either natural or induced, were all that could be measured through the fast Fourier transform of the blast-induced wave form.This paper presents a novel method to accurately predict the resonant frequency of a highwall. In fact, the method can predict the natural frequencies between any two monitoring points placed in line with the source of impact, and as such it can be used to determine the resonant frequencies of any physical object. The method not only predicts the resonant frequencies of the material; it predicts the structural response of the total frequency spectrum. This method helps describe the response of a mechanical structure to excitation. It describes the structure’s efficiency in the use of energy, that is, whether energy is dampened or consumed in resonance.The initial predictions have been so accurate that it made it possible to determine the fundamental frequency and the first six harmonics of a highwall in a northern Queensland coalmine. With the use of electronic detonators, the blast can be timed with a repeating delay to create an induced artificial frequency that has been determined to retain the least amount of energy.CITATION:Osterman, R, 2015. A method for the determination of microgram quantities of uranium in leachates from low grade uranium ores is described. Solubilized manium is purified by transfer to an organic solvent by a selective solvent extractionprocedure using tributyl phosphate, iso-octane, and aluminium nitrate. The organic phase is mixed with scintillation fiuors in toluene and the radioactive decay determined in a liquid scintillation counter. The method is sensitive and reproducible in the range 3-30 µg uranium.

Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. This paper discusses the geotechnical condition of bedding shears and small- and large-scale faults and shears in Archean banded iron formation (BIF) bedrock, based on observations of core and televiewer images. Information that can be collected includes the orientation of defects, infill thickness, strength and material type, defect shape and surface roughness.The spacing and continuity of bedding shears may be critical to slope design where performance is structurally controlled with bedding dipping out of a wall. The intensity of development of the bedding shear is a useful indicator of the amount of shearing a bedding surface has been subjected to. This can allow for engineering judgement to be used in adopting peak or residual shear strengths along defect surfaces when developing the design.The spacing and continuity of bedding shears may also contribute to the blockiness and degradation of a rock mass where the structural orientation is otherwise favourable. Additionally the condition, thickness and strength of infill of major fault structures can affect slope design and performance, depending on orientation.Comparison of the condition of structures observed in core with the corresponding in situ televiewer image has been made to assess what characteristics are most accurately captured by each technique and whether the additional information gathered from using the televiewer technique is justified by the cost. Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

The extent of regional stratigraphic and structural geological mapping so far carried out in Australia is likely to be greatly overestimated by uncritical inspection of the latest authoritative geological map of the continent-that so ably compiled by the late Sir'T. W. Edgeworth David. Vast areas geologically coloured on this map are in fact known only from the most meagre field data, some of Which even include observations of distant views from which the so-called "geology" has been indicated in' reconnaissance reports.This applies to large areas in Cape York Peninsula; the plateau of Arnhem Land, and its margins except on the west where the Pine Creek mineral belt is better known; to the Desert Basin of Western Australia, practically the whole of the western half of the Northern Territory, much of east-central Western Australia, and northwestern New South Wales. Other vast areas are, more happily perhaps, left blank. It is true that prospecting parties have, at various times and with varying degrees of thoroughness, traversedparts of these little-known regions, often, however, in the search for gold or the.more obvious types of metalliferous mineral deposits and, furthermore, too often without leaving any written account of their examination, or with very sketchy details supplied. Unpublished geological surveys also cover some parts of these regions, but, on the whole, the picture we can draw of the regional deployment of rock masses in Australia is far less full than even David's map, with its obvious blanks, presents to us.Lest the practical mineral seeker among us should be inclined to place too much reliance on the prospecting to which I have referred.as giving him a straight hint of what country to keep out of, we may point to the recent discovery of a major sedimentary basin in the east KimberllilYs on which Dr. Teichert will have more to say. And that there are new metalliferous mineral deposits to be foundin parts of these little-known areas no one can doubt, for, after all, new discoveries are made from time to time in areas so well-known as the Victorian gold-fields. I take it then that regional geological mapping is a necessary concomitant of the further development of Australia's mineral resources-but I am not of the school that places it first on the list of priorities, and furthermore I believe that there can be a royal road to regional mapping-an inspired approach based on knowledge already gained and led to fruition by field surveys in key areas, by which there may be obtained a result giving a significantly close approach to actuality with only a fraction of the work that would be required for detailed field surveys on a systematic basis. I believe that a policy of rapid reconnaissance of such a type should be adhered to, especially in view of present deficiencies in numbers of geologists available for all purposes in Australia. The details that must eventually be sought can, I believe, be filled in later as the whole country becomes more developed and amenable to detailed surveys.
