The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

Palabora Mining Company operates an integrated open pit mine, concentrator, smelter and refinery complex located in the Northern Province of South Africa. The Palabora open pit went into production in 1966, mining 30 000 t/d to produce some 62 000 tpa of copper. With continuous modification and improvement, a mining rate of 82 000 t/d, producing up to 135 000 tpa of refined copper, has been achieved. While these improvements have also enabled the mine life to be nearly doubled, the open pit will reach the end of its economic life by 2003. The Palabora orebody is vertical and the reserve extends to a depth of 1800 m over an area of 700 m by 200 m. Studies to assess the economics of mining the orebody by underground means began in the mid-1980s. These studies indicated that block caving is the lowest cost underground mining method that would generate a suitable return. In March 1996, a decision was made to develop a 30 000 t/d block cave mine that will extend the life of the Palabora Mining Company by a further 20 years. In terms of the relatively high rock strength and the resultant coarse fragmentation that is expected at the drawpoint, the Palabora cave can be considered rather unique when compared to other block cave operations. This paper describes the project in broad terms and details the mining method, particularly with respect to the cavability of the orebody and the design features to deal with the coarse fragmentation. The project commenced in July 1996 and final development of the undercut and drawbells is scheduled for completion in November 2003. The mining industry was one of the first industry groups to be confronted by and to respond to public and government pressure to improve its environmental management. Companies operating in New Zealand and the parts of Australia with firmer environmental and planning controls responded quickly with environmental staff appointments to their development and operating arms. Even in less demanding jurisdictions in Western Australia and Papua New Guinea environmental staff were added to the payrolls. The issues then and now were seen as pollution related with land and water housekeeping leading to progressive or eventual site rehabilitation. Increasingly, however, environmental issues are being recognised as being more complex. They are about equity and social justice. Pollution of water, air or land is seen by the public as a question of personal and public rights, more or less wherever the pollution takes place, on public or private land. Environmental issues in mining have become caught up in the global perspective and a more holistic approach to environmental management. Environmental issues touch every comer of the community and action is being demanded. Nowhere is this better illustrated than on Bougainville Island where increasingly militant demands by land- owners for redress for environmental degradation from the Panguna Mine, on close examination, revealed many years of disenchant- ment with the government and the mining company over a wide range of social, cultural and environmental issues. Failure to address this satisfactorily eventually led to a bloody rebellion and finally an act of secession.

BHP Western Australian Iron Ore (WAIO) operations use a suite of slope monitoring systems which are deployed to operational areas based on the ground control risk. Slope Radars are one system used within WAIO, having recently deployed and integrated a network of 22 radar systems across the operations. The integration required the development of supporting network architecture, infrastructure, virtualised hosting, security protocols and a technology support model. This has enabled data transfer between the physical radar systems located in open pits, to on-site offices, a vendor supported remote control room in Indonesia and the WAIO Integrated Remote Operations Centre for data analysis and monitoring of system and displacement alarms 24/7. The typical technical skillset of a Geotechnical Engineer does not include the knowledge and capability to understand and develop the supporting IT infrastructure required for establishing an integrated radar monitoring network. This paper will provide a discussion of the technology considerations for integrating radar systems and highlight the importance of the developed partnerships between internal geotechnical and technology teams and the external vendor team to ensure a reliable, robust and scalable slope monitoring solution.

The Wainui Mill was conceived as a 60 - 90 t/d central mill to process gold ores of the Thames area of New Zealand from small mines in the district. The ores of the region exhibit various degrees of refractory response to conventional cyanidation leach due to the fineness of the gold, and association with pyrite. The alternative circuits involving cyanidation, flotation, and possible small-scale smelting are examined. The environmental impacts have been audited by the Commission for the Environment and were found to be acceptable.

The minerals industry focus over much of the past twenty years has been on cost reduction and production growth supported, but not driven, by technology improvements. Mergers and acquisitions, and the demands of financial markets, have been high priority items whereas research and development and technology based innovation have received less attention and have been cut back in many companies. Technology improvements will be critical if the industry is to make progress on the stated aims of improving energy efficiency, reducing water usage and maximising recovery from deposits. They will also be important for improving capital efficiency and in treating difficult deposits. However the role technology based innovation will play both in the overall industry, and within individual companies, during the next decade is quite uncertain. There are major challenges in progressing technology based innovation in an industry with limited technical resources which is dominated by long life high capital operations. Specific opportunities for energy and productivity improvements exist but face significant technical and structural barriers that need to be overcome if the industry is to significantly improve performance. Current evidence suggests that changes in approach will be needed for these improvements to be realised. Recent studies in the United States and Canada have highlighted the wide range of energy performance across the industry and the scope for marked improvement from both incremental improvements and increased research and development. Comminution, material transportation and underground mine ventilation were identified as high priority areas. Opportunities within these areas are discussed both in respect of specific technologies and in how they may change performance. The role of open innovation as a source of new technology is also discussed. This is an abstract only. No full paper was prepared for this presentation.

Underground rock mechanics was initiated as a formal discipline in Australia by early studies for underground structures for the Snowy Mountains Scheme in the 1950s. These techniques were quickly embraced by underground mining and there has been steady development to the present time. The paper reviews the status of current techniques for rock mechanics studies and discusses some important issues such as ground support, mine filling and caving. It concludes that a considerable degree of engineering judgement is still required for the practical application of rock mechanics to underground mine design.

The CSA Mine is located at Cobar, New South Wales, where it was in continuous operation from 1966 to the time it went into receivership on 29 January 1998. When it closed it was under the ownership of Golden Shamrock. Glencore International, in conjunction with Mt Lyell Mining, undertook a due diligence study to determine the feasibility to re-open the mine. This envisaged operating CSA Mine as a low-cost, copper concentrate producer under the direction of Cobar Management Pty Ltd (CMPL). The new workforce would consist of contractor trades people in operating functions under the co-ordination of CMPL staff, both on the surface and underground. This was the key to establishing the new culture in the workforce. The orebodies at CSA Mine are steeply dipping with copper-lead-zinc mineralisation in zones of strong alterations in a fine-grained siltstone host sequence. The predominant economic minerals are chalcopyrite, sphalerite and galena. The major gauge minerals are pyrrhotite, pyrite, chlorite, sericite and quartz. Ore for the project is being developed and mined from two high grade copper lenses within the QTS North system. Chalcopyrite occurs in two forms. The first consists of coarse chalcopyrite grains in association with pyrrhotite or pyrite. The second form consists of chalcopyrite grains intergrown with pyrrhotite grains. This form of chalcopyrite is quite rare. It allows electrochemical interactions between grains, resulting in rapid oxidation of the chalcopyrite surface. Physically this ore looks like, and has been mistaken for æpeacock oreÆ, ie bornite, but is infact oxidised chalcopyrite.

For the most part they, rather than any chance circumstances or good luck, determined the fortunes of the Company. This paper is essentially a series of biographical sketches of some of these men, together with a note of some of the major events which caused WMC to become the entity it is today.

Grade control aims to deliver quality tonnes to the mill via accurate definition of ore and waste. It comprises data collection and interpretation; local reserve estimation; supervision of development and mining; and stockpile management. The foundation of all grade control programs should be that of high quality sampling supported by geology. The requirement for quality grade control samples has long been recognised, where they should be representative, unbiased, safe and operationally timely. Underground sampling methods include chip and channel samples; grab samples; and drill-based samples. To achieve quality samples, collection techniques employed should minimise delimitation, extraction and preparation errors. Grade control staff should be well-trained and motivated, and mining staff should understand the need for grade control. This paper reviews grade control sampling methods and presents recommendations for best practice and minimisation of sampling errors.

Air blasts or wind blasts as they are termed in underground coal mining, occur in a number of types of underground mining where a void develops and the overlying or adjacent rock fails rapidly to allow the development of a high pressure air pulse. The effects of air blast vary widely from very low consequence to high consequence events causing multiple fatalities as occurred at North Parkes mine. The aim of this paper is to examine the phenomena of air blasts and the underlying parameters which determine the severity of the air blast event. A basic model under development is then detailed. The aim of the model is to determine the magnitude of the pressure pulse(s) developed during an air blast event. This, combined with a transient ventilation network analysis model will enable the airflows and associated pressure drops to be determined and allow the pressure pulse around the mine to be evaluated. The overall aim is to allow mining engineers and mine ventilation engineers to undertake a risk assessment of air blasts at individual mine sites, allowing working parameters to be changed to eliminate or reduce air blasts, or engineering controls to be developed to reduce the effects of air blasts.CITATION:Tuck, M A, 2013. The story of the Penjom gold mine located near Kuala Lipis on the Malay Peninsular demonstrates the valuable role successful exploration companies can play in the development of the gold mining industry. Avocet Mining PLC ('Avocet') began exploration in the area on a limited budget in 1989, securing land tenure around the Penjom alluvial workings in July 1990. The lease granted, known as Block 7, formed part of a land package offered at the time by the Pahang State Government to develop the resources of the area. Until the late-1980s, the Kuala Lipis region, situated approximately 180 km north west of Kuala Lumpur, had restricted accessibility for security reasons precluding serious exploration or mining activity. The situation has changed dramatically in the 1990s, with several foreign explorers active in the Peninsular, targeting old alluvial and underground workings adjacent to the north-south trending Raub-Bentong Suture. Deeper drilling of these prospects has shown there is potential for both small- to medium-scale open pit mining and possibly underground operations, providing companies such as Avocet with an ideal mining investment opportunity.

The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

The Mount Isa Mines Copper Mine in Mount Isa started producing copper in 1966. The Copper Mine gradually increased production rates to nearly six million tonnes per year. Over the last three years the mine has been in a gradual ramp down due to the reduction of primary ore sources and head grade. The majority of ore sources are predominantly in pillar retreat sequences bounded by multiple fill masses. There also a substantial lower grade resource delineated to the south of the main orebody. These remaining ore sources present significant engineering challenges to obtain a safe and cost-effective extraction. Stope designs have become increasingly complex and require additional engineering and operations input and analysis. This paper describes the major planning and operational challenges and issues associated with the stope design and extraction of an orebody in the later stages of mine life.

The optimisation of slope angles, that is to say, increasing them, compared to the original design is always the subject of analysis of stability for geotechnical engineers and economic analysis for planning engineers. Questions to be answered include: What is the acceptable risk? What factor of safety? What probability of failure or reliability? The Rosario Open Pit has a history of failure, poor quality rocks and high pore pressures. It was decided to deepen the pit below the programmed design to test the practicality of different design approaches, which if successful, could be used to improve the economics of mining at Collahuasi. The revised slope design has factors of safety in the range of 1.0 to 1.2, probabilities of failure of ten to 38 per cent, and increased slope angles of between 3¦ and 5¦ with respect to the original design. The pit deepening with these design slopes will deliver an extra two million tonnes of ore which will have a significant positive impact on mining economics.

Drilling has disclosed a sequence of Cainozoic sediments immediately to the west of the Ediacara mineral field containing little or no dolomitic debris in the lower and middle sections, but with gravel beds of dolomite derived from local rocks in the upper part. It is suggested that the lower and middle sequence of Cainozoic strata was deposited over the area of the Ediacara Range, and that this range was uplifted, probably as a horst block, during Quaternary times and was first exposed to subaerial erosion during the upper Pleistocene epoch.Lower Cambrian dolomites with associated stratiform lead mineralization, which formed the target of drilling on the western downthrown block of the Ediacara Fault, were eroded before deposition of Cainozoic sediments.Intense leaching of basal Cambrian dolomites around the periphery of the Ediacara Basin took place during Mesozoic and Tertiary times. This leaching process has resulted in enrichment of copper and lead mineralization in a thick marginal zone of residual clayey material overlain by dolomitic collapse breccia. These zones of leaching and enrichment were preserved under Cainozoic sediments which have subsequently been eroded. The Ediacara Fault appears to have been a major conduit for mineralizing fluids and is the main lineament of the Torrens Hinge Zone. Contemporaneous movements on this fault have controlled rates of depositionand thickness of sediments across the fault during Adelaidean and Cainozoic times. Though latest movements of this fault have been west block down, the predominant movement has been east block down with associated thickening of sediments to the east in the Adelaide Geosync1ine.

The New South Wales coal industry is a highly mechanised well organised industry which has developed from an annual production of slightly less than 13 million tons in 1950 to over 33 million tons in 1969. Although continuous miners were not introduced into the mines until 1950, by Jillle 1969 the percentage of coal won by these units was 87.3. The paper describes mining conditions in the various coalfields of the State, their complexities and problems and how these have been dealt with. The introduction of fully mechanised long wall faces has presented a challenge which has been accepted and descriptions of systems in use are discussed. Major expansion of the industry is anticipated to meet the requirements of the growing Australian steel industry, for local power generation and to meet the increasing demands of overseas markets.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

In November 1999 Waihi Gold Mining Company commissioned its new crushing and conveying plant used to transport both ore and waste from the Martha Mine to its ore processing plant and also its tailings dam construction area. To date, a record monthly throughput of 854 000 tonnes throughput has been achieved. This paper outlines the measures taken subsequent to the commissioning of the system to achieve greater than design throughput and to mitigate the environmental and safety issues associated with operating the system in the middle of a town.

The Tennant Creek goldfield is situated in the Northern Territory, 360 miles north of Alice Springs, or a tot~l distance of 1,300 miles north of Adelaide, and 600 miles south of Darwin. The auriferous area extends 20 miles north and south by 50 miles east and west. The overland telegraph line and the AIice Springs-Darwin road pass through the centre of the field.HISTORY, PRODUCTIONThe country comprising the goldfield was traversed by J. MacDouall Stuart between 1859 and 1861 in the course of his last three exploring expeditions, which terminated respectively at Attack Creek, Newcastle Waters and at the mouth of the Adelaide River. The explorer named Tennant Creek and also Mount Samuel, on which mining operations are now in progress. The overland telegraph line was completed in 1872 and a relaying station established eight miles north of the site of the present township. There was no other settlement in the adjacent country prior to the opening up of the goldfield.Gold was discovered in 1926 on what is known as the Great Northern lease, three miles north of the township. The field was remote; the nearest plant at which gold ore could be treated was at Peterborough, in South Australia, 1,186 miles distant, and it was not until 1932 that the development of the field actively commenced.The production of the field from its inception to December 31, 1939, was 57,895 QZ. of gold, valued at £522,000, recovered from 61,793 long tons of ore, won from 98 mines. In 1940 seven of these mines had reached depths between 100 ft. and 230 ft., the workings of the majority being less than 60 ft. below surface.TOPOGRAPHY, WATERThe country is traversed by parallel and sub-parallel lines of hills trending east and west and rising to altitudes varying from 50 ft. to 100 ft. above the intervening valleys. The low ranges and isolated hills owe their survival to the resistance offered by their indurated, harder rocks to erosion which has removed the softer intervening formations. Their elevation and area depend to a considerable extent upon the presence of; and, the size of, the more or less exposed haematite formations, or are due to the influence of extensive siliceous dykes which traverse the locality.Watercourses head from the hills and either flood out on the flats within a short distance, or in a few cases follow longer courses to the northward. In the channels of the larger creeks billaoongs, which form important water storages for a considerable part of the year, -are to be found. Tennant...
