THE Australian States and New Zealand have for many years provided instruction in mining, metallurgy, geology, and their allied subjects through their Universities and Schools of Mines. Though such education has been provided at considerable expenditure, there is no legal recognition whatever given to the holders of degrees, diplomas, or certificates granted by the authorities controlling these educational institutions. Certain of the, Australian States and New Zealand require, however, that mine managers and other officials employed by the mining industry shall 'hold' certificates granted by their respective Mines Departments.The position at present is that each educational institution is practically a law unto itself, and therefore in many ways there is a want of uniformity amongst institutions all aiming at the same result the training of mining men. The object of this paper is, in the first place, to point out certain aspects of this want of uniformity, and thereby how disabilities accrue. One of the major changes in the resource industry in the nineties has been the re-internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in turn, has led to a new generation of exploration and mining projects. In South America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by R.T.Z. - B.H.P. at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.

Geological reconciliation is an indispensable part of BHP Billiton’s Western Australian Iron Ore (WAIO) operations. Since 2009 our reconciliations have been calculated in a single, centralised sequel-server database. This system draws data from across our operations and calculates a hierarchical sequence of reconciliation factors that span the company from the smallest grade control (GC) block to the whole of WAIO. It then presents the results using sophisticated graphical reporting tools.The initial motive for developing WAIO’s reconciliation system was to meet corporate compliance and public reporting requirements. The ability to validate our resource and reserve models by comparing their estimates of tonnes and grade with production figures remains the system’s principal function; however, as the system has matured, we have significantly developed its ability to support the improvement of various technical activities within the business. For example, the system can now calculate and report reconciliation factors for different resource classifications, short-term planning models and geometallurgical estimates.More recently, great emphasis has fallen on the system’s ability to detect and warn of possible geological issues that may pose a risk to either production schedules or product quality. We envisage a future where automated analysis of our large historical data set will enable high-risk conditions within future mine plans to be detected and highlighted.In all of these ways geological reconciliation plays an important role in contributing to this company’s financial and operational resilience.CITATION:Loach, S J, 2017. The Liddell longwall equipment consists of 118 four leg supports, a shearer and armoured face conveyor of 170mm length. The equipment was supplied to Coal & Allied Operations Pty Limited (Coal and Allied) by Westfalia Australia Pty Limited (Westfalia). The project commenced as a feasibility study in 1983, a proposal was put to the board of directors in March 1984 and a specification distributed. Nine companies tendered for the supply of a longwall face and the supplier was selected from a short list of four companies. At the same time Coal & Allied examined the facilities at Liddell Colliery and decided to upgrade the conveyor belt system to cater for the high production from a longwall face. The surface facilities, transport system, water and electrical supplies to the colliery were also to be upgraded. During the twelve months to December 1985, the colliery was upgraded while the longwall equipment was being manufactured. The manufacturing process involved roof support testing, compatibility testing and finally a build up of 40m of longwall face

This paper outlines the design, justification and performance of a gravity circuit upgrade at the Marvel Loch treatment plant. The design of the upgrade was simple but effective. The key components of the upgrade were the addition of a sluice and a second Knelson Concentrator. The sluice was installed as a pre-concentration step. The upgrade also included the purchase of a Mineral Cone to treat the increased quantity of gravity concentrate. The cost was low because of the use of mostly second-hand equipment. The result was that for a cost of $75 000 the gravity recovery doubled and the overall recovery increased by over one per cent. This paper shows that you do not need to spend millions of dollars to be innovative and successful.

This paper summarises the performance of the gold exploration industry in the Western World since 1970, with particular emphasis on the period 1985 - 2003. It identifies the number and size of major (ie >1 million ounce) primary gold discoveries made over this period by location and type of company. Estimates are also made of the likely contribution from smaller discoveries down to 0.1 million ounces. It also assesses the overall trend in the percentage of grassroot discoveries that are converted into mines, and the time taken to get them into production. By comparing the discovery data against total exploration expenditures it is possible to determine the average unit cost of finding a major gold deposit. It is significant to note that the average unit cost per discovery and per ounce of resource has tripled over the last 30 years. An attempt is made to determine the overall economic value generated by the industry. This is based on a detailed analysis of the rates of return and the Net Present Values (NPVs) of 109 major gold projects. After including an adjustment for discoveries not modelled, the NPVs are compared against the total amount of money spent on exploration to determine the value-to-cost ratio for the industry. Based on historical spot gold prices and tax rules, it is found that the return on investment for gold exploration in the Western World over the period 1985 - 2003 was around five per cent real after-tax. The returns achieved in the US and Australia was significantly higher than that for Canada. The returns also appear to have declined in recent years. With regard to the relative performance of junior versus major companies, the paper estimates that the junior sector accounted for 30 - 40 per cent of the total exploration expenditure, and were was associated with 34 per cent of the total number of major deposits, 27 per cent of the contained ounces and 25 per cent of the economic value found.

Several technical and economic factors have to be taken into consideration in developing an optimal mining method. This paper describes some of the important factors learnt during the evolution of the sublevel cave mining method at Trojan Nickel Mine, part of the Bindura Nickel Corporation (BNC) in Zimbabwe. Sublevel caving (SLC) has been successfully implemented at Trojan mine since its introduction in 1994. The method has evolved over the past six years into a system that has brought about improvements in efficiencies and productivity. Although the original design parameters used were sound and provided a solid foundation for the system, they needed to be optimised to get the best out of the mining method. Improvements and changes have been made in areas such as the drilling process, charging and blasting techniques, ring pattern design, development size and shape, and the draw control system. This has enabled the mine to develop an SLC operation that is efficient and innovative. Experience gained, together with the theory available has given us a much better understanding of the system. This knowledge will be used in the future to enhance the system further. Given the low grades of the BNC Mines, management recognises that only through technical excellence and efficient mining can the mines reduce mining costs and maintain profitability and competitiveness on the world market. In the Zimbabwe mining industry reaction to technological change, mechanisation and advancement have been relatively slow, due to isolation and economic constraints, compared to the rest of the world. Economic difficulties prevail, with high inflation levels, a poor exchange rate, lack of foreign currency and other associated problems. Despite these constraints, the bold steps taken have transformed Trojan mine into a more efficient and competitive operation, presenting itself as the leading mine in the BNC group. In recent years in New Zealand there have been a number of tunnelling and deep directionally drilled pipelines projects that have required access shafts. Often these shafts are in urban environmentswhere vibration and high noise levels are not tolerable. There are a number of methodologies that can be adopted dependent upon the shaft plan area, depth and geology.This paper will describe some different methodologies that can be adopted that use piling methods such as large diameter piles, and secant piles. The paper will use case studies to highlight:· construction methodology,· specific methodology issues and constraints,· lessons learnt, and· recommended specifications.The development of piling technologies in New Zealand has enabled the development of cost effective solutions for the construction of deep shafts in sensitive urban environments.

An on-stream iron ore analyser has been developed in collaboration with Hamersley Iron Pty. Limited for determining the iron content of both lump (- 30 + 6 mm particle size) and fines (- 6 mm particle size) on conveyor belts. The analyser, which is called IRONSCAN, is based on pair production, and is now commercially available from Mineral Con- trol Instrumentation Limited (MCI) in Adelaide. It can be mounted under existing conveyor belts with minimal modifications to the conveyor struc- ture, and the presence of steel cables in the belt does not interfere once the analyser has been correctly calibrated. The analyser has been exten- sively tested on both lump and fines on the shiploading conveyor at Damp- ier, and typically the root mean square (r.m.s.) deviation between single IRONSCAN measurements and conventional chemical analyses is better than 0.5% Fe. It is currently being evaluated on - 150 mm ore from the primary crusher at Mount Tom Price, and initial results are encourag- ing. The principal advantage of IRONSCAN is that it provides rapid infor- mation on ore grades. But perhaps its greatest potential is at the primary crusher where conventional sampling and analysis is very expensive to Implement. at the University of Melbourne, and those of us who were his students had learnt of the application of physical chemistry to pyrometallurgical processing, pioneered by Chipman in the USA, Wagner in Germany, and Richardson in the UK. It was possible, by applying this theoretical insight to the equilibria between metal, speiss or Legierung, matte and slag phases, to find a practical and effective way to recover metal values in some residues which had been accumulating for many years at the NA, but which had defied all attempts to treat them to that date. There was also an opportunity to study the batch lead refining methods still in use at all lead refineries apart from Port Pirie, and to devise optimis- ing techniques which greatly improved the operations and effected considerable savings. Next the writer spent some six years alternating between the BHAS, Port Pirie, and Imperial Smelting at Avonmouth in the UK, concerned with lead or lead-zinc smelting, and the develop- ment of several further continuous lead refining processes, before returning to Australia as Section Leader, Process Development in the CSIRO Division of Chemical Engineering, Fisherman's Bend, Victoria. Metallurgical opportunities which arose during this last period included the problem of tin smelting which had developed over about a decade: the world's tin smelters had been accustomed to treating fairly high grade tin concentrates, con- sisting of almost pure cassiterite, with very little impurity-mostly quartz, limestone, iron oxides, and sundry other silicates. Most such concentrates had been produced from alluvial deposits, where nature had already done some of difficult part of the mineral processor's work-at who knows what recovery-so that he could now produce high grade concentrates at high recovery. The smelters were not really set up for the treatment of lower grade concentrates, such as could be made with reasonably high recoveries from rock mining. Thus they imposed such penalties on impurities and lower than desired tin grades, that whenever a mineral processor improved tin recovery at the expense of lower- ing grade, such an improvement entailed a lower financial return to the miner. There was clearly a need for improved understand- ing of tin smelting, (at that time shrouded in secrecy) and develop- ment of techniques better suited to the treatment of lower grade concentrates. As well as the practical development, a start was made with the computer modelling of the smelting process, with the obiect of optimising the process parameters.

Maximising margins in today's competitive international commodity markets demands superior productivity. This requires more than simply selecting the best equipment. It requires efficient production and commercial processes together with management systems recognised as international best practice. This paper introduces an integrated way of working that includes management systems for successfully changing work practices and attitudes, developing managers and increasing accountability. It provides an improvement methodology that includes systematic involvement of people in true continuous improvement of processes for maximising productivity and safety while minimising costs. Even though the principles are proven in all industry sectors worldwide, they are not always used correctly. This paper provides examples of traditional performance measurement systems to show how managers miss opportunities to control and improve both production and supporting service processes. It also describes the basic methodology for correct use of the principles and provides examples of correct implementation of modem systems in mining. The charts from actual mining case studies will be elaborated upon in the conference presentation. This paper's main aim is to provide background material for the presentation by introducing integrated principles for building best practice management systems for superior productivity and safety - for higher margins.

As open pit mining of a deposit deepens, the cost of extraction may increase up to a threshold where transitioning to mining through underground methods is more profitable. This paper provides an approach to identifying an optimal depth at which a mine should transition from open pit to underground mining. The value of a set of candidate transition depths is investigated by optimising the production schedules for each depth’s unique open pit and underground operations. By considering the sum of the open pit and underground mining portions’ value along with the cost of transitioning corresponding to each candidate transition depth, the optimal transition depth can be identified. The optimisation model presented is based on a stochastic integer program that integrates geological uncertainty. As an input, the stochastic integer program utilises a set of several stochastic simulations that represent equally probable scenarios of the mineral resource. This group of simulations describes the uncertainty in the deposit, while the optimiser aims to maximise value based on discounted profits of both the open pit and underground components of the deposit.CITATION:MacNeil, J and Dimitrakopoulos, R, 2014. During the extensive research which has been conducted in the Metallurgy Department of the University of Melbourne, into the properties of lead and its dilute alloys, the Brinell test has been used for the determination of hardness.The work described herein represents part of an investigation into the influence of various factors on such determinations, particularly when carried out on different qualities of "pure" lead. It is intended to publish the more theoretical and controversial aspects of this research elsewhere.MATERIALS USED AND THEIR PREPARATION FOR TESTINGThe tests to be reported have been conducted on a specially pure electrolytic lead, and several brands of commercially "pure" lead. The analyses of the samples upon which most of the work has been carried out are given in Table 1.Note: Oxygen was not determined, but from the work of H. W. Worner, in the Rosenhain Memorial Laboratory, it appears probable that it was approximately 0-0003% in all samples.

The space probe Magellan is on its way to Venus (May, 1989) and with its sophisticated radar systems will discover much more about our twin planet. There is tennuous evidence that Venus once had liquid water. Did it have life? Why was it not stable and why did liquid water not persist through the period of the dimmer young Sun? These are profound questions for us. We understand why Mars froze when volcanism terminated (Just as Earth will freeze one day) but could Earth boil if we continue to add greenhouse gases (Broecker, 1985). What will happen if 10 billion humans continue to use fossil carbon as their main fuel source? The Earth is warming fast and the new satellite data show that the oceans are warming faster than we thought. Is this just a fluctuation or is the greenhouse signal coming through the normal noise of climate?

Since its inception in 1962, the Julius Kruttschnitt Mineral Research Centre has adopted the view that an effective method of training highly qualified engineers for the mineral industry is the pursuit of postgraduate research programmes conducted in operations, that is, in the mines and processing plants of the industry which the research serves. The paper describes how this is achieved in practice, at little or no cost to the taxpayer, and explores the strengths and weaknesses of this approach in the context of a dual mission for the Centre: 1. The postgraduate training of engineers for the mineral industry. 2. The production of useful R &I) for the mineral industry. Topics discussed include financing, relationships with industry and Government, the maintenance of academic excellence, research style, the marketing of research, and limits to growth.

There are countless petroleum and mineral fiscal systems throughout the world. This is because many petroleum and mineral producing countries have developed their own methods of calculating government take through fiscal evolution or individual negotiation. Those countries fortunate enough to have petroleum and mineral reserves within their national boundaries are naturally reluctant to yield this resource without a reasonable return for their population. As resource companies are perceived to be enormous conglomerates with endless amounts of cash and resources, governments and the general public demand reasonable division of production while these finite resources last. On the other hand, because companies engaged in the exploration for, and production of, minerals, oil and gas have to be large or lucky (preferably both) to sustain the great physical and commercial risks involved, the income and profit figures look so large that the general public sees them as an acceptable target for taxation. Taxation of the resource industry has been one of the industry's greatest cash flow problems through the years. Allen and Seba (1993) attribute this to the fact that the most equitable tax systems are those that affect the widest possible total of the population.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1989 and the Metalliferous Mining regulations 1989 to promote the safe and responsible exploitation of the States' mineral wealth.An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end.This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall.

For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.

The use of geophysics in mineral exploration in Australia, and overseas, has increased dramatically over this century. This paper shows that using simple equipment with clever interpretation that the foundations of modem geophysics were laid, using all the same principles. The plethora and diversity of mineral exploration geophysical techniques does not allow a full description of their evolution to be given in such a paper. To convey this evolution, however, the progress of two different geophysical methods, magnetics - a potential field (passive) method, and electromagnetics - an electrical (active) method, are described. Examples of magnetic survey data from the 1920s and more recent vehicle home and airborne surveys are given to show the increase in data quality through technological improvement. A set of four airborne electromagnetic data sets spanning three decades is used to indicate the improvement in electromagnetic techniques. It is argued, that considerable progress is still required in the electromagnetic field to increase its interpretability.

The approach to the disposal and storage of mine tailings is slowly evolving. Tailings disposal has been based on minimising short-term capital and operating costs, with rehabilitation costs discounted by the application of a high discount factor in a net present value approach to accounting. This has led to the widespread adoption of surface tailings storage facilities (TSFs) to store slurried tailings delivered by robust and cheap centrifugal pumps and pipelines. Depending on the site climate, rate of rise of the tailings, nature of the tailings and the extent to which supernatant water is removed from the surface TSF, the tailings may or may not dewater, densify and gain strength. High rates of rise of dilute tailings to a facility used to store both tailings and supernatant water results in a wet, low-density, soft tailings deposit that not only occupies a large storage volume but also presents rehabilitation difficulties. A low tailings density results in high containment wall costs, very high rehabilitation costs and a low potential for future land use or ecological function. Overall, the cost of slurried tailings disposal, thought to be low, is actually high. However, low rates of rise, even of dilute tailings, in a dry climate with efficient supernatant water removal can produce a dewatered, high-density, stiff tailings deposit that may occupy a large footprint but to shallow depth that is relatively easy to rehabilitate. There are advantages in dewatering tailings in the processing plant to recover process water and chemicals, facilitate tailings disposal in a more solid form and facilitate rehabilitation. However, the cost of dewatering in-plant can be high, and the process water may not lend itself to reuse. There are also advantages in removing supernatant water to facilitate solar and wind drying of exposed tailings, although water is lost to evaporation and the dried tailings may best be harvested prior to inundation by fresh tailings or rainfall run-off. This paper discusses the background and trends towards the elimination of conventional surface slurried TSFs, with examples presented of the management of black coal and other tailings, including those that are clay mineral-rich.CITATION:Williams, D J, 2015.
