This paper examines the importance of examining the relationship between biology and geochemistry when designing a biopile to treat alkaline soils impacted by petroleum hydrocarbons. At a site in Nevada a large, unlined pit was constructed in a loamy sand soil and filled at regular intervals with a mixture of jet fuel, lubricating oils and waste solvents which were set on fire by the local fire department for training purposes. During its period of operation numerous chemicals were also dumped into the pit for disposal purposes, including dichlorobenzene and various chloroethylenes. As a result of these activities a large groundwater contaminant plume was formed. As a part of the site remediation process a decision was made to perform a limited source removal and excavate the top three to four metres of contaminated soil from the burn pit and place it in an engineered biopile. The location of the training pit is in a heavily mineralised basin where the background sulphate level in groundwater exceeds 5000 ppm. Due to naturally occurring biodegradation of the petroleum hydrocarbons a large portion of the sulphate was converted to sulphide which deposited in the soils as marcasite in the anaerobic soils. The initial attempt at soil remediation was to use a forced air treatment scheme that had worked well in small scale laboratory testing. Unfortunately, when attempted in the field on a large scale, marcasite reacted with atmospheric oxygen resulting in internal biopile temperatures exceeding 90¦C resulting in the virtual sterilisation of the soils without remediation occurring. In order to solve this vexing problem Pintail Systems, Inc developed an anaerobic culture that allowed the pile to be operated under anaerobic conditions. Within three months the biopile successfully demonstrated on a large scale significant biodegradation of the refractory petroleum hydrocarbons.

Ongoing mining of the East Ertsberg Skarn System orebody below the Gunung Bijih Timur and Intermediate Ore Zone caves has been relatively successful and a ramp up to 80 000 t/d was achieved in the Deep Ore Zone Mine. However, the distribution of production, the overall drawpoint availability as well as the rate of change of the cave back profile has not followed the anticipated path. Several key factors influencing cave growth and progress, grade variation, fragmentation, wet muck and surface subsidence have been recognised over the life-of-mine that now have to be taken into account for planning the later stages of mining.The paper will discuss the influence of geological controls of lithology and structure – how this as well as other contributing aspects have impacted ore flow, contributing to some of the widespread panel damage, and been a key factor in compacted draw columns and caused an accelerated appearance of water ingress. This in turn has rapidly changed the distribution of wet drawpoints requiring remote mucking and special controls that also affect the call from the remaining dry drawpoints. Comment is also made on the potential final cave profile if it continues along the current trend and some discussion is offered about possible mitigation measures if this were to come about.CITATION:Wilson, A D, Purba, A M and Sjadat, A, 2016. A major challenge in managing coal seam gas (CSG) water is predicting how much water will be produced as the industry develops. Klohn Crippen Berger Ltd (KCB) was commissioned by the Queensland Department of Natural Resources and Mines (DNRM) to develop a tool to forecast where, when and how much CSG water will be produced in the Surat and Southern Bowen Basins under various industry expansion scenarios.The water production tool (WPT) uses the Theis equation, a non-equilibrium groundwater flow equation that accounts for the effect of pumping time on well yield in confined aquifers, to predict water production volumes. Where multiple pumping wells are in close proximity, the required pumping rates for coal seam depressurisation are reduced. Therefore, pumping effects are projected spatially to assess interference effects between wells. Water production is then upscaled to the projected scale of the CSG industry within the Surat and Southern Bowen Basins.Two modifications were made to address the dual phase nature of CSG extraction (a transmissivity reduction factor) and the impact of weathering at the eastern margin of the Surat Basin (a ænear edge effectÆ factor). These factors modify relevant hydrogeological parameters in a consistent and defensible manner to more closely match observed water production.The WPT was verified by comparing results to equivalent Theis equation calculations and to type curves provided by CSG proponents. Calibration was achieved by varying the spatial distribution and intensity of the near edge effect factor in conjunction with a chi-squared analysis of residuals.The tool, which is now being maintained and further developed by the Centre for Water in the Minerals Industry (CWiMI), was built to balance numerical complexity against relative flexibility and simulation speed. Brockman 2 mine is located in the Pilbara of Western Australia and is operated by Rio Tinto Iron Ore. Mineralisation is hosted by synclines where there is structural complexity to focus fluid flow. Mineralisation is hosted by the Brockman Iron Formation. Mining is on 10 m benches and blastholes spaced at 6 - 8 m apart are geologically logged, sampled by shovel cuts, and assayed using X-ray fluorescence for ten chemical variables. Blast blocks are digitised by mine geologists to assign destinations of material within blasts. Resource evaluation drilling is on a spacing of 50 m × 50 m across known mineralisation and consists of recent reverse circulation drilling and older open hole percussion drilling. Sampling of resource evaluation drilling is by rotary splitters or riffle splitters, and assaying is by X-ray fluorescence for ten chemical variables. Ordinary kriging of resource evaluation produces a long-term resource model. This study examines whether mine planning would be improved by using a blasthole estimate to extrapolate grades into deeper benches and merging the blasthole estimate with the long-term model made using resource evaluation drilling. The two estimates are merged into one model using an inverse weighting based on kriging variance. However, reconciliation results in a test bench show the original estimate made using resource evaluation drilling more closely matches mine geology block outs than does the merged model. This is due to a local trend of more high grade and higher iron grades of high grade in the area. The blasthole estimate of deeper benches must use extrapolation and it is diffi cult to take local trends into account. In contrast, the estimation using resource evaluation drilling is mainly interpolation and is better able to handle local trends.

Most world-class high-grade (60 - 67 wt per cent Fe) hematite iron ore deposits are the product of enrichment of Precambrian iron-formations but processes responsible for enrichment are still unclear. Different models, ranging from syngenetic and diagenetic (King, 1989), deep-seated hydrothermal (Powell et al, 1999; Barley et al, 1999; Taylor et al, 2001; Gutzmer et al, 2002) and ancient supergene (Morris, 1980; 1985; Van Schalkwyk and Beukes, 1986) to modern supergene (MacLeod, 1966) have been suggested. The high-grade hematite deposits stand in contrast to martiteûgoethite ores which are generally accepted to be the result of supergene enrichment of iron-formation because they are found along Cretaceous to Tertiary lateritic weathering profiles (Morris, 1980; Harmsworth et al, 1990). Uncertainties about the origin of the high-grade hematite ores appear largely due to the monomineralic composition of the ores. They are almost exclusively composed of hematite (as microcrystalline hematite and martite), a mineral with wide stability field and very simple chemical composition that reveals little about its origin. Second, many of the deposits have been overprinted by later deformation and chemical weathering obscuring primary ore characteristics and zonation (Taylor et al, 2001). Third, surprisingly few detailed geological studies have been undertaken on the deposits with the aim of unraveling ore genesis. Most studies focus on the present-day structure of orebodies and their general physical-chemical composition for mining and beneficiation purposes. A more thorough understanding of the origin of high-grade hematite iron ore deposits may be gained by combining available mining-orientated data with systematic petrographic-geochemical analyses of different ore generations and hematite phases. This paper presents a first summary of results of an ongoing study, started some two years ago, of high-grade iron ore deposits in South Africa, India and Brazil, including a comparison with the rather well studied deposits of the Hamersley Province in Australia.

Geotechnical practice combines the site engineering geological model with engineering design and operations to control risk. The responsibility of the geotechnical professional is to present relevant engineering geological information to an engineer to effectively impact an outcome. Return is enhanced by understanding expected operating and capital cost due to ground conditions.   Risk is effectively communicated by a successful geotechnical practitioner. In a mining environment the need is to assess ground conditions accurately and quickly, and to effectively communicate expected ground response due to mining. A good engineering geological model includes a description of geotechnical engineering parameters to design assuming reasonable expected soil, rock and water conditions. Pit slopes are steepened, stope spans widened and waste foundations and land forms are constructed all under geotechnical control.   The responsibility of the geotechnical professional is to collect, assess and disseminate relative engineering geological information. The geotechnical professional is a person advising on ground related engineering, and generally operates within geology and engineering end members.   Return is better assessed on an understanding of ground cost. In operations the goal is to meet production at lower cost. In evaluation, regional and exploration geology, mine design and expected operational factors influence expected cost and project return. Return allows companies to meet shareholder expectations, attract equity to develop and add value to the community.   This paper presents a discussion with some examples to present an approach and design philosophy for geotechnical practice in the mining industry.

While water represents a major proportion of the mineral pulp processed in flotation circuits, relatively little research effort has been committed to understanding and controlling the influence of water quality on this process. Historically, this probably stems from the perception of water as an inert transport medium. However, the changing attitude towards water as a valuable resource, has given impetus to increasing requirements to use relatively impure make-up water supplies such as treated effluents and a high proportion of internally recycled water. In turn, this has resulted in the need for a more detailed focus on process water quality and its control to minimise adverse effects on sulfide flotation. Along these lines, prior to commissioning of a new concentrator at their Cadia Hill Gold Mine, Newcrest Mining was proactive in examining potential water sources and the influence of water quality on flotation of their copper/gold bearing ore. An extensive water quality survey of all major potential water supplies to the concentrator was undertaken. The flotation performance of the Cadia ore in each of these waters was investigated on a laboratory scale. The results of these studies identified that water quality could indeed have a significant influence on the flotation process. Since operations at the Cadia Hill concentrator began, water quality surveys of both make-up water sources and recycled flotation circuit waters have been carried out on a regular basis. By doing this, a database of water quality has been established which can be compared with plant performance. In parallel with the water quality surveys, a series of laboratory flotation tests have been conducted using a standard ore and waters from various streams to monitor changes in flotation performance as a function of water quality. These tests have indicated that certain water types may have a significant influence on plant performance. More research is required to better understand the impact of water quality on sulfide flotation. This understanding will help operators to minimise adverse effects, while maintaining the best utilisation of available water resources.

As near-surface underground mines progress deeper, the inevitable question is whether to convert from truck haulage to shaft hoisting. The desire to defer capital expenditure frequently delays investigation of the shaft option, or deferral of a decision to start shaft sinking, unless the shaft option is clearly significantly better than trucking. By the time increasing depth makes trucking uneconomic, there may then be insufficient resource remaining to justify a shaft, and the mine must close. However, had the shaft been built earlier, its lower operating costs would have permitted the mine to continue to greater depths. This paper presents a methodology for investigating the shaft versus trucks decision. As well as the typical analysis of which option is preferable at the time the analysis is conducted, the process presented illustrates how the timing of the decision to sink a shaft is critical. The paper shows how to identify the latest date at which the decision to sink a shaft can be made, after which time the shaft option will not be economic. It also illustrates how to assess the resource that may be required to justify the shaft. Considering this in conjunction with the latest decision date, implications for the companyÆs exploration program are discussed.

In the future, Illawarra Coal, the primary metallurgical coal producer in the southern coal fields of New South Wales, will face many unique challenges not found in other coal or minerals production areas. To manage these challenges and determine the best strategy for the business, Illawarra Coal has adopted a systematic strategic planning process, which starts from the broadest possible options analysis and culminates in a ægo-forwardÆ operating case that individual mine sites use as the basis for short-term planning. This paper will discuss two major topics. Firstly an overview of the Illawarra Coal and BHP Billiton strategic planning processes. This will demonstrate the range of variables and inputs that are required for the planning process, and the system which is followed to evaluate different alternatives for the extraction of the resource. Secondly, having discussed the primary external and internal factors that must be accounted for in the planning process, and the main issues affecting the viability and likelihood of each alternative, the paper will discuss the particular challenges that Illawarra Coal will face in the coming decades. These challenges include: market and price uncertainty; managing impact on surface features, infrastructure and environment; community interaction; transport and logistics constraints; unknown mining environments; lack of geological knowledge; limited surface access for new mining domains; changing attitudes to longwall mining in the Illawarra; ageing workforce; and cost and overhead management. The paper intends to discuss how these issues impact the business currently and how they are incorporated into Life of Asset plans and overall corporate strategy for Illawarra Coal.

Improved understanding of the variables that influence hydrocyclone performance is of increasing interest to the iron ore industry, where hydorcyclones are widely used to deslime fine ore. In many cases, the impact of particular variables is not quantified sufficiently well experimentally to ensure that industrial performance will match expectations. The current work focused on developing and implementing a systematic methodology to evaluate and compare the performance of four different hydrocyclones in a desliming application. A critical component of the project was the design and construction of a pilot-scale hydrocyclone rig using state of the art monitoring and sampling methods. A wide ranging test programme was conducted to quantify the effect on metallurgical performance of the key hydrocyclone variables such as pressure, feed density, vortex finder size, spigot size and hydrocyclone make/overall design. Details of the experimental approach are presented, along with a discussion of the sizing analysis methods used. Performance criteria were established to assess the four hydrocyclones. The effects of each major variable were quantified over a wide range of conditions. The results show that clear performance differentiation was achieved, enabling the selection of the optimum configuration. The results from this work demonstrate the benefit of objectively assessing the performance of nominally equivalent units in selecting an optimum configuration that best satisfies the performance criteria.

Why go to the CIS? The vast mineral potential of the Commonwealth of Independent States (CIS) has long been recognised, but it has taken the lowering of the iron curtain to open up the region to serious mineral development consideration by the Western World. The advent of a free market economy and the emergence of the Independent States with pressing needs for foreign investment has led to a greatly improved investment climate. Coupled with the desire for some of the more entrepreneurial resources companies to head the wave of investment to the region, this sequence of events has promised a great deal, but delivered only modest progress to-date. Potential gold project development has provided the major focus, for three reasons: the region is highly prospective for gold, gold projects tend to have a relatively lower start-up capital cost compared to base metal and fossil fuel projects and finally bullion or refined gold is more readily transportable and easier to sell.

Two Hg-Au occurrences west of Bangko, Sumatra occur within the West Sumatra Permian Volcanic Plutonic Arc. The Melipun Hg-Au occurrence was exploited in the past and mineralisation occurs within a hydrothermally altered cupola of a buried intrusion. The Salak Hg-Au occurrence occurs within the outcrop of the Dusunbaru pluton, likely within the remnants of a caldera in which hydrothermal mineralisation was developed. Both occurrences formed late in the history of the volcanic arc, probably between the Triassic and early Jurassic. Microindentation testing using the square–pyramid–shaped Vickers indenter is a well-established technique to determine the microhardness of minerals and materials. However there is a paucity of published microhardness data from Fe ore samples. It is acknowledged that an iron ore’s particle mineralogy and texture is critical to its processing properties, and it is therefore considered that the microhardness of different mineralogical/textural types may also relate to these properties. Mineral microhardness potentially provides inputs to the modelling of breakage characteristics during comminution, as well as the relationship between mineral chemistry and microhardness, and mineral microporosity and microhardness. Microhardness can be determined as single crystal microhardness, for more coarsely microcrystalline samples, or as ‘aggregate microhardness’ for cryptocrystalline or finely microcrystalline samples.Variations in the texture and mineral chemistry of common Fe ore minerals (eg martite and microplaty hematite, ochreous and vitreous goethite etc) are well established and this study provides microhardness data on different textural forms of Fe (oxyhydr)oxides from a variety of different Fe ore deposits. The data indicated that in general, the mineral grain size, microporosity and texture were the main influences on Fe (oxyhydr)oxide microhardness. There were no apparent systematic variations between microhardness and minor element mineral chemistry, with the possible exception of Al content in goethite (for goethites with Al content >0.5 wt per cent), and for goethite total element contents >90 wt per cent (determined by electron probe microanalysis, EPMA). Higher Al concentrations and lower total element concentrations in goethite EPMA analyses correlated with lower goethite microhardness. Microporosity and grain size were more important than texture to hematite microhardness. Different textural forms of dense hematite (eg martite, recrystallised interlocking hematite and specular hematite) with similar grain size exhibited comparable microhardness. Microhardness values for hematite and hydrohematite with little or no evident microporosity were also similar, whereas more porous forms of martite, microplaty hematite or hydrohematite exhibited lower microhardness.CITATION:Peterson, M J, Manuel, J R and Hapugoda, S, 2017. The induration furnace for iron ore pellets was originally designed to process concentrates with high contents of magnetite. To support the use of haematite concentrates, internal fuel was added to the pellets in the form of ground coke breeze or anthracite. To ensure that the addition of coke breeze was not excessive, the ‘heat of magnetite equivalent’ or heat of magnetite equivalent (HME) relationship was developed, guaranteeing that the fi ring temperature requirements remained the same. However, this oversimplifi es the different reaction paths of magnetite and carbon in iron ore pellets. At fi ring temperatures, gas diffusion controlled reactions such as the combustion of coke, the calcination of carbonates and the reduction and oxidation of iron oxides can all occur in different parts of the pellet simultaneously. The interaction of these reactions produces a range of atmospheres across the diameter of the pellet that vary from oxidising at the pellet shell to reducing at the pellet core. Mathematical modelling and pellet fi ring experiments to preheat temperatures before quenching have shown that a higher proportion of coke relative to magnetite slows down the oxidation process, irrespective of temperature. A higher temperature, however, results in an increase in the rate of haematite reduction in the pellet core and a more reducing atmosphere, which could lead to different sintering rates in different parts of the pellet and shrinkage cracks forming. To observe these gas-solid reaction rates at a larger scale, the COREM pot grate has been updated with an additional oxygen analyser. This, along with other improvements, will allow better optimisation of straight-grate firing cycles for different pellet compositions.

The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company's research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company's ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. Optimising pit slope stability and reducing strip ratio of a mining operation are two key tasks in geotechnical engineering. With a growing demand for minerals and an increasing cost associated with extraction, companies are constantly re-evaluating the viability of mineral deposits and challenging their geological understanding. Within Rio Tinto Iron Ore (RTIO), the Structural Geology (SG) team investigate and collect critical data, such as point based orientations, mapping and geological inferences from adjacent pits to remodel deposits where previous interpretations have failed to account for structurally controlled slope failures. This work outlines the key methods utilised by the Structural Geology team which form the foundations of informed orebody knowledge and subsequent geotechnical design recommendations. This publication utilises the results from a recent analysis to highlight the benefits of this methodology and how it has impacted the economics of an operation through optimisation of a pit wall ‘cutback’ and crest relocation.

The Singapore Land Transport Authority (LTA) has been procuring the expansion of their underground mass rapid transit rail network at a prodigious rate since the first line opened in 1987. Four lines (149 km) are currently operating and several more lines are at various stages of planning/construction; one of these is the Downtown line stage 2 (DTL 2).DTL 2 contract C917 was awarded in September 2009 for S$320 M. On 18 June 2013 the original contractor became insolvent, leaving the works incomplete. Following a fast-tracked tender process, McConnell Dowell was awarded the S$254 M contract on 29 August 2013 to complete the works. This contract includes two underground stations constructed by cut-and-cover methods and twin bored tunnels between the stations. Each tunnel is 1400 m long, excavated by earth pressure balanced (EPB) tunnel boring machines (TBM) at an average depth of 20 m and segment lined to 5.8 m inner diameter. The tunnel alignment is located under a busy five-lane road lined with prime residential real estate and congested with utilities.To compound the difficulty the tunnels are located within the notorious Bukit Timah Granite formation. This has a very wide range of strength, from below 1 MPa to over 300 MPa. This strength range is a consequence of six weathering grades, from soil to fresh rock, with the fresh granite causing severe abrasion problems. The various grades can occur within a very short distance of each other. Consequently, the problem of supporting a mixed face exists, particularly in the intermediate weathering grades where intact rock is encountered in the invert and corestones within a loose soil matrix in the crown, which can increase the instability by allowing the ground to flow into the TBM.The focus of this paper will be the excavation of the bored tunnels by EPB TBM used by McConnell Dowell to complete these challenging works.CITATION:Jones, G and Shepherd, J, 2014. The design of final landforms is an integral part of mine closure plans in Queensland and aims to ensure the rehabilitated land is safe, stable and non-polluting. Landform stability in this context is commonly assessed using Landscape Evolutions Models (LEM) which are physical models simulating sediment erosion and deposition around individual landforms over long timespans (up to thousands of years). The most used LEM for assessment of rehabilitated landforms in Queensland is SIBERIA (Willgoose, Bras and Rodriguez-Iturbe, 1991; Tucker and Hancock, 2010). SIBERIA models are complex, require very detailed input data and simulate erosion and deposition over time frames that extend decades beyond closure. They are not suitable to assess erosion risks during the operational phase of a mine and to support the development of erosion and sediment control plans. Other types of erosion models, such as the Revised Universal Soil Loss Equation (RUSLE, Wischmeier and Smith, 1978) or Water Erosion Prediction Project (WEPP, Nearing et al, 1989) calculate soil loss on a monthly or yearly basis and are much better suited to erosion management during the operational phase. They are simpler to implement and can support the design of control measures. For instance, designing a sediment basin requires quantification of sediment loads, which can be produced by these models. In Queensland, the legislation around sediment and erosion control for open cut mines is currently tightening. Soil erosion remains a major concern due to potential impacts on the receiving environment. It requires management during operation and for closure consideration alike and it is critical that erosion and sediment control plans are developed with the most appropriate tools. Globally, RUSLE is the most widely used soil loss model (Borrelli et al, 2021). This is because it is an empirical model with relatively simple input requirements: biophysical data such as soil properties, vegetation cover, topography and rainfall variability, which can be directly measured or derived from regional or national databases and/or spatial data sets that are available in most parts of the world. The second most used model is WEPP (Borrelli et al, 2021) but compared to RUSLE, there is a large drop in the frequency of its use. This is because WEPP is physically-based and has more complex data requirements. WEPP integrates hydrology, hydraulics, erosion mechanics and land cover to predict soil erosion and sediment transport on hill slope profiles and small watersheds (Stolpe, 2005). It requires some biophysical parameters in formats different from those of RUSLE, as well as detailed hydrologic and catchment data. Nevertheless, it has been used in landform design for mines across Australia to determine final landform stability (eg Howard and Roddy, 2012; Costin, 2020). In this study, we assess which tool would be the most appropriate to support development of erosion and sediment control plans from operation to closure. We use RUSLE and WEPP to predict soil loss from a mine site, compare the results from both models and outline the advantages of each method.

The west coast of New Zealand’s south island is host to a large number of placer goldfields that stretch from the Westport area in the north to Gillespies Beach in the south and inland to the foothills of the Southern Alps. This area is host to a large number of alluvial, glacial and strand line deposits ageing in range from Recent to Tertiary. In recent years exploration models have been developed for off shore placer deposits on the continental shelf.Gold mining on the west coast has exploited placer gold resources from the 1860s to present, and with the recent surge in the gold price the industry is currently undergoing a resurgence. The current increase in mining is dominated by small-scale mechanical operations usually involving one to two people at each site; a few larger operations also exist such as the Grey River Dredge.Mining methods range from using floating bucket dredges to small diggers. Some of the mining technologies used are similar to those employed during the great gold rushes of the 19th century. Exploration and grade control techniques can be very rudimentary often relying on previous sampling programs or wide spaced bulk sample drill holes. Some bulk sample drilling is used on the larger operations as a form of grade control, most of the small operations tend not to use any ore control sampling prior to mining. Extraction techniques relying on simple gravity based designs with riffle tables or spirals are the most commonly used. Environmental standards are very high within New Zealand and require operators to return mined areas to preagreed to landforms. The high rainfall experienced on the west coast causes challenges to operators in regard to water quality. Technical issues combined with often limited capital provide for challenges to the operations.

Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.
