Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.

The cost of drilling consumables is always a large component of any mine budget. It is important that this cost be carefully examined with a view to reducing the overall cost per inetre or at least minimising its escalation.At Renison it is considered that the only way to ensure drilling costs do not rise unduly is through a total system of control from purchase to disposal.In 1979 extension of an existing drill supply service contract was carefully examined and abandoned in favour of a hybrid system. This system is providing a great deal of control over the use of drilling consumables and has maintained a relatively constant cost per drilled metre over the last five years.Current consignment stock contracts for drilling consumables are strictly specified by the Technical Services section of the Mine Department and consumables purchased under these contracts are distributed and refurbished/sharpened by a contractor.The total result of this package is individual drilling items that achieve the best cost per metre and careful distribution and maintenance to ensure maximum life.

This paper firstly examines the pollu- tion potential of burning colliery wastes. A comparison of two means of estimating the pro- pensity for coal to combust spontaneously is next presented. The use of microwaves, as a new procedure, is discussed in detail, while a comparison of the results is made with a modi- fied adiabatic technique. A number of coals that are known to combust spontaneously was tested, as were some coals that are not consi- dered to have self heating potential.

A suite of specimens from the newly developed Black Star copper ore body at Mount Isa was made available for mineragraphic study by the Mount Isa Mines, Ltd. The specimens were selected as representative of the different phases of mineralisation found in the ore body, rather than with a view to furnishing a complete cross-section of it; and the examination has been carried out with a view to ascertaining (1) the nature, extent and association of the arsenic, antimony and possibly bismuth, minerals in the ore, (2) the mode of occurrence of silver in the ore, and (3) whether galena and sphalerite occur in minute forms well below the sIzes readily observed in hand specimens.Analyses of the January to June, 1944, mill head composites show that the proportions of the elements Ag, As, Sb and Bi in the ore are as follows:Ag 0.000013 = 0.35 oz./tonAs 0.024Sb 0:002Bi 0.0005The copper content of the mill heads ranges from 3.5% to 4.75%, the lead content from 0.03% to 0.08,% and the zinc content from 0.09% to 0.23%.MINERAL COMPOSITIONThe specimens range from massive sulphide ore, consisting of areas of chalcopyrite, pyrrhotite, and rarely sphalerite, from 1 to 3 cm. across, to fragments of extremely finely banded pyritic shale in which no minerals other than pyrite are visible. The gangue associated with the massive sulphides is chiefly dolomite, and sometimes white quartz. The pyritic shale fragments show evidence of shearing and faulting on a micro-scale, the fractures sometimes being filled with sulphides and vein minerals.The ore minerals found in the polished sections are pyrite, arsenopyrite, marcasite, sphalerite, chalcopyrite, valleriite, chalcostibite, galena, dyscrasite, jamesonite, magnetite, gold, graphite and rutile.Pyrite (FeS2)Pyrite occurs chiefly in two forms according to whether deposition took place along the bedding planes or along the intersecting faults and fractures. Wheal Gawler was Australia's first metal mine. This leader was followed by an army of other metalliferous underground mines and surface operations in Australia. As a mine it was not highly significant economically because its small total production of nearly pure galena had low multiplier effects on the economy of South Aus- tralia. Its importance lay in its symbolism: here was a silver-lead mine close to the new town of Adelaide posing the question of what other min- erals lay in the Mount Lofty ranges and in the fields beyond.

Whilst decisions to commit projects have traditionally been heavily influenced by hurdle rates for d.c.f. analysis, it is suggested that evaluation of competitors' costs may be a desirable additional tool.The MICAS system developed over the past four years is described. This computer system uses standard costs modified by District and Mine factors to allow estimation of individual mine costs. The data base contains more than 15,000 items of data and more than 6000 costs are calculated.Recent applications include use for competitive analysis, predictive analysis, statistical analysis, and comparative assessments with scopes ranging from a few mines to the whole Australian export industry. Some areas where care is necessary are outlined and potential further uses are discussed.

This paper reviews the annual status of the New Zealand mining industry (metallic minerals and coal) including key aspects such as mineral production, mineral exploration expenditure, commodity price trends, key industry players, market activity and other significant commercial factors.   Strong commodity prices during 2006 have been underpinned by a number of key factors including US dollar weakness and emerging market demand, particularly from countries such as China and India. In real terms commodity prices have recovered significantly since 2002 and are currently at 20-year highs.   New Zealand exploration spending on metallic minerals (predominantly gold) is at a 15 year high driven by rising global commodity prices. New Zealand gold production in 2006 was about 340,000 oz and is expected to grow in 2007 as new mines at Frasers and Globe-Progress (Oceania Gold) and Favona (Newmont) come on stream. Gold production broadly lags 10 years behind exploration spending and exploration activity over the last five years remains well below that seen in the early 1980Æs. Expenditure on coal exploration shows a similar trend with strong growth from a low base over the last five years, reaching over $11 M in 2006. Total coal production in 2006 was 5.9 Mt, an increase of 10% on 2005 with imports from Indonesia adding a further $1.1 Mt.   Newmont and Oceana Gold are by far the largest public gold mining companies operating in New Zealand, although only Oceana Gold maintains a presence on the local stock exchange. Other metals explorers with New Zealand projects include a range of public-listed Juniors (market capitalisation less than NZ$50m) domiciled largely in New Zealand, Australia and/or Canada. Capital-raising on public markets directed towards New Zealand exploration is estimated at around NZ$12 M for 2006, the bulk of this coming via Glass EarthÆs NZ$10 M IPO on the NZAX in October.   The New Zealand Coal sector is dominated by the state-owned enterprise Solid Energy with around 80% market share by production. Other domestic coal competition remains limited, and includes the L&M Group, Pike River Coal, Eastern Corporation, and New Vale (acquired by Solid Energy in 2007). Pricing parity comes mainly from imported coal and global thermal coal prices have remained strong during 2006 at around US$45-55/t, driven by continued expansion in Chinese demand. Coking coal prices have eased 16% since 2005 to around US$98/t in 2007.   Although recent increases in exploration spending suggest a renaissance in the New Zealand minerals sector, long-run trends indicate that we have simply rebounded from a low base over the last five years and much work is still to be done to stimulate further growth in the mining industry to maintain minerals production at current levels. Key industry challenges include marketing exploration opportunities to local and overseas investors, building a critical mass of NZX-listed explorers and providing an internationally competitive environment to attract further capital and expertise.

Offshore minerals legislation has been introduced to provide jurisdiction over the exploration and recovery of mineral resources, particularly petroleum, from the territorial waters and parts of the continental shelves adjacent to coastal states. Ratificat- ion of the 1958 Geneva Conventions on the Law of the Sea has provided some measure of international agreement amongst signatory powers. Because the relationship of the Australian States to the Commonwealth in their federal system, the Australian offshore petroleum legislation is of particular interest. The customary role of the States in mineral resources management, which has extended to the offshore, is under challenge from recent unilateral Commonwealth Government legislative actions in the fields of mineral resources jurisdiction. Environmental considerations provide an additional issue, as yet unresolved, with the delay in submission of the Report of the Great Barrier Reef Petroleum Drilling Royal Commissions

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

A wide variety of process streams are sampled for grade control in the mining industry. However, in many instances the overall precision of the resultant analyses is inadequate for the intended purpose, ie grade control and optimisation of resource utilisation. Consequently, special attention needs to be given to the sampling, sample preparation and analysis procedures in place to ensure that meaningful grade control decisions can be made based on the analyses generated. For example, it is virtually impossible to control a process to within, say, ¦0.2 per cent if the overall precision of the analyses is no better than 0.5 per cent. Hence, precision targets appropriate for the task need to be established and the overall precision achieved in practice monitored and controlled on an ongoing basis.

The adoption of new technologies is accompanied by risks that the stakeholders will wish to understand and minimise. The process of developing a dynamic simulation and the plant it will be used in provides a discipline and attention to detail that highlights and provides an opportunity to mitigate risks that will exist in a production environment. The simulations will enable investigation of what the outcome of process failures will be and the impact maintenance. Enumerating this information will enable designs to be optimised and operating and control strategies to be tested.The success of new technology is dependent on the operators and their understanding of it and the machines that use it. In this context dynamic simulations can provide training and experience without risk to personnel, equipment or production. This experience will include situations that would not be induced in a production plant for training purposes. This paper outlines a generic template for a dynamic simulation that can be used to evaluate the introduction of an emerging technology into an operating environment. It includes process flows and surge capacity, breakdown and maintenance, operator interactions and availability, push and pull production scheduling and system control.

This paper reviews the current techniques employed in the prediction of subsidence and how they have been applied to partial extraction systems. The method using influence functions to describe the shape of the profile is investigated in detail and has been adopted to model the subsidence over workings in Huntly. It is compared with the profile methods developed in the United Kingdom and found to predict the subsidence profile more accurately than these methods.

In January 1998 Sydney Water Corporation formed an Alliance with construction contractor Transfield, and engineering consultants Connell Wagner and Montgomery Watson, to design and construct the Northside Storage Tunnel. The project is part of WaterPlan 21, Sydney WaterÆs strategy for cleaning up the harbours, bays, rivers and beaches within its business area. WaterPlan 21 is an integral part of the NSW GovernmentÆs $3.1 billion Waterways Package which establishes targets and initiatives for sustainable wastewater management within NSW. The project is being delivered under an Alliance Agreement, which has a number of non-traditional features in terms of partnering, management principles and design and construct. Construction began in mid-1998 and is on target to meet the completion deadline for the Sydney 2000 Olympics.

Rehabilitation has been very effective in the short to medium term in providing a cost effective and reliable means of containing the side effects of land disturbance. However, there is still insufficient data to critically evaluate the sucess of rehabilitation in the long term. There is an urgent need to develop objective criteria to monitor the sucess of rehabilitation. The aim of rehabilitation in Australia has traditionally been to return disturbed land to natural vegetation compatible with the surrounding area. This objective has often been accepted instinctively without adequately addressing alternatives.

Various styles of gold mineralisation pose problems during sampling because of their complex gold grade distribution and presence of coarse gold. Effective sampling and sample preparation forms the basis of resource estimates. The design of a sampling and assaying protocol must be based on a thorough understanding of the mineralisation in question, which should include consideration of gold particle size and mass distribution. The proportion of coarse gold within samples has a profound effect on the requirements for sample preparation and assaying. Choice of preparation procedure and assay type is of critical importance if sampling errors are to be minimised. Traditional fire assays, using small charge sizes, often understate assays gained from large charge sizes and techniques such as screen fire assay and LeachWELL. Proper application of the Theory of Sampling reduces errors during collection, preparation and assaying. A quality control/quality assurance program must be implemented and critically assessed. A case study from the Ballarat mine is presented, which is characterised by substantial quantities of coarse-gold hosted in quartz veins. Diamond core drilling is the key input into resource delineation. A number of different sampling and assay options have been trialled over the recent project history. The current sampling protocol utilises whole drill core, using LeachWELL assays after logging and photography.CITATION:Dominy, S C, 2017. The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources.
