I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

It is a great honour to be privileged to address The Institute for a second time as President and I appreciate it more than I can say. Eight years ago in Hobart I tried to cover the development of the mineral industry in Tasmania. That was a general subject. Tonight I want to be more specific - I propose to talk to you about rutile.The choice of subject for a Presidential Address is never easy. One is addressing an informed audience and the best one can do is to try to crystallize a particular subject and to present it in a form that willbe of interest to those who listen.I looked carefully at the addresses given by our Presidents over the past seven or eight years. The titles are impressive, the content excellent, and the length, as published, much greater than I had hoped.It is therefore with some trepidation that I have chosen as a subject one only of the three crystal forms of titanium dioxide. This subject is not as limited as may at first appear.There are two aspects with which I can deal - the mineral itself, which has become familiar as the major product of the East Coast beach sand operations, and the lesser-known "synthetic" product, which is the major pigment in almost all the white paints in common use today, and in cosmetics and white-walled tyres and toothpaste, and even the better types of fine papers. The synthetic form of rutile is' the "whitest"of white pigments.

Mining of the Martha Hill epithermal gold deposit via open pit methods will excavate a pit to 15 m below sea level. Regular geotechnical evaluations of pit slopes have taken place. Details of the various components of these evaluations, including geological structure, material strength, and groundwater, are covered. Pitwall geological structures are represented clearly on pit floor grade control maps with the dominant sets being steeply dipping strike fractures. Cross cutting shears are common. Material strength is reflected by the oxidation status of the hydrothermally altered host rocks, with weaker material occurring in partially oxidised ground. Regional groundwater is generally high, particularly on the north-eastern side of the pit, where it has been little affected by de-watering. Geological structures appear to control the flow of groundwater in the proximity of pitwalls and require draining by the introduction of horizontal drains. An overview of pit slope design is given. Slopes are designed for overall slope stability, allowing for the occurrence of minor interbench failures.

The paper looks at those factors which led the Latrobe Valley Community Forum to .focus on shortcomings of the consultative process. that existed around the 1980 period, and the limitations on the ability of the community of the Latrobe Valley to have input to the factors affecting their quality of life. Through a review of the Yallourn East Field Extension project it seeks to demonstrate the changes that have occurred and some of the shortcomings still existant in the consultation process.

"Phytostabilisation with tolerant plant species has been advocated as a cost-effective solution for sustainable cover of tailings from metal mines and bauxite refinery. The development of sustainable plant ecosystems on such wastes requires not only tolerant plant species compatible with local climatic conditions, but also the formation of stable and functional root zones through systematic processes to develop functional soil matrix and horizons (eg A-B-C). However, the process requirements for reconstructing functional root zones in tailings are poorly understood. Based on a review of current literature and industry experience in tailings revegetation, the present paper conceptualises three key phases in the process of root zone development in amended tailings: hydro-geochemical stabilisation resulting from the interactions among tailings characteristics, amendment measures and local climatic conditions the rehabilitation of soil biological capacity the establishment of ecological (carbon and nutrient) linkages between the rehabilitated root zones and the above ground plant communities.Key research is required on: the relationship between hydro-geochemical stability and mineralogy and geochemistry of tailings, in response to rehabilitation treatments under local climatic conditions the relationship between soil biological capacity and hydro-geochemical stability in the root zone the transition of soil microbial communities specific to exogenous organic matters into those required for mineralising litters of in situ plant communities.CITATION:Huang, L, Baumgartl, T, Edraki, M and Mulligan, D R, 2012. An overall review of the selection of rock strength and deformation characteris- tics for the design of the Melbourne Under- qround Rail Loop (MIJRL) rock tunnels is presented. Particular emphasis is placed on aspects of in-situ testing, including large diameter plate bearing tests. Material on the interpretation of test results for use in the design of the tunnel linings and openings is included, with a brief discus- sion of desiqn methods.

This is the seventh major symposium organised by Illawarra Branch over the past five years and the fifth dealing with various aspects of coal. It is clear that all of you here need no convincing that black is beautiful! This symposium is on a broader canvas, covering the overall field of occurrence, preparation and utilization of black coal throughout Australia. It is thus the most comprehensive treatment of the subject by the Institute since the symposium organized in 1950 by the Sydney Branch with the co-operation of the then newly formed branches in Newcastle, Illawarra, Central Western N.S.W. and Southern Queensland, all of which shared coal as a major interest. The 1950 symposium was adopted as a volume in the series of seven published by the Fifth Empire Mining and Metallurgical Congress in 1953. This historical reminiscence brings to our minds the circumstances in which these new Institute branches were formed. This happened in the year of the presidency of the late Frank Hockey, and at the time the Australian black coal industry was in many ways at a very low ebb. It was the time of extreme shortage of coal following World War II, and the industry was beset by industrial unrest on such a scale that daily bulletins were posted listing the number of idle pits, of idle miners and of tons of lost production. There could not, of course, be any thought of export marketing. Some of the more picturesque bulletins recorded the number of pits at which the ceremonial emptying of billies took place, and the number of pits at which the aroma of the horses' breath was insupportable. At an Institute conference at the time it is on record that the late lamented Austin Edwards, that tireless mineral researcher, author and editor, in his gentle way chided the personnel of the industry and the members of the Institute for having allowed a situation to develop in which a whole generation of Australian children could grow up without ever having seen coal or knowing what it was. It is sad that most children and most Australians have still never seen coal, and think of it as something dirty and uninteresting. The desperate situation of the black coal industry inspired moves by people in industry and in governments, whose plans and efforts have been recorded elsewhere, to modernize coal mining methods, to introduce coal preparation, and generally to restore the mines and the mining communities and to re-cast the steel industry and electricity generation. Amelioration of the traditionally troubled industrial relations was an integral part of this overall programme, and whilst one would wish this aspect had progressed further the situation has, in fact, improved immensely. New investment in exploration, mining, preparation, transport and utilization both by the existing coal mining groups and by new entrants, Australian and overseas, have played a large part in bringing about the transformation of the industry to such a point that Australian needs are being fully met and a large export market is being supplied - a situation that few would have dared to hope for in those dark post-war days. Forecasts of exports from New South Wales and Queensland show coal becoming a dominant foreign exchange earner for an indefinite term. Old King Cole may have vanished from our children's nursery rhymes but King Coal is here to stay, providingthat costs in the industry can be kept within competitive limits. It is all too easy for an industry to price itself out of the export market by inflation, by increased costs for a variety of reasons, and through currency readjustments. A second proviso is that we must continue to encourage a balanced attitude to environmental matters.

The banded nature of the quartz veins which form the Empire lode at the Golden Cross mine, is perhaps their most striking feature. Petrographic studies show that significant differences occur between the bands in terms of textures, quartz grain size, calcite, adularia and kaolinite content, and the form, concentration and mineralogy of sulfide phases.   The d18Oquartz values of individual bands within the vein material range from 7.3-10.9ë. Calculations show that the d18Oquartz values can be adequately explained by temporal variations in the system temperature, boiling and/or variations in the systems fluid/rock ratios.

This paper describes the latest open pit optimisation techniques,which now go beyond merely finding an optimal outline. The paper starts by briefly reviewing pit design techniques before optimsation. It then goes on to describe the pit optimisation procedure and the extensions to it which allow the automatic generation of nested families of pits. Next, the properties of families of nested pits are examined and the paper explains how they can be used to simulate certain mining sequences and schedules. Finally, we describe an actual study which was done using this kind of Software.

Three transient phenomena have been observed and experienced in the operation of large solvent extraction mixer-settlers. These relate to the ability of the settler to discharge streams with low entrainments arising from different phase separation æproblemsÆ. The operation of large-scale laboratory and commercial solvent extraction settlers has been shown by a number of workers to be a dynamic process, especially at the feed end. Circulating flow patterns are common in all three organic, aqueous and emulsion phases. The circulating patterns in deep dispersion bands in long settlers are believed to form roll fronts that can travel down the settler length within the bounds of the dispersion band. Various physical models are proposed to illustrate the formation and movement of roll fronts within the dispersion band. Another transient phenomenon has been observed in commercial settlers operating without any dispersion band. Entrainment of the continuous phase in the advancing dispersed phase is at high and erratic levels. This supports the conventional separation model, which recommends the presence of a significant depth of dispersion band to æfilterÆ the secondary haze from the bulk separated phases. The third transient is the position and shape of the dispersion band within the settler. Large commercial settlers have been shown to exhibit high variability in both these aspects of the dispersion band. The elimination of all three transient phenomena in commercial settlers has been shown to be effective with an in-settler media of coarse size and moderate specific surface area. The effect of the media is two-fold: it dissipates both the circulating flows and the forward velocity of any roll fronts, and creates a stable deep dispersion band at the feed end that serves to trap secondary haze from the primary coalescence process. It is effective in treating both types of transients involving non-existent or excessive dispersion band depths. The media serves to enhance coalescence by providing a static surface of intermediate surface tension on which droplets can collapse. The random nature of the media also provides multiple stream splitting and re-combination, that presents further drop to drop and drop to media impingement, which in turn promotes coalescence.

Orebodies in the Mt. Charlotte-Hannan's North area N. and E. of the town of Kalgoorlie provide a marked contrast to the pyritetelluride lodes of the Golden Mile, although both groups of orebodies appear to be fundamentally related.These highly siliceous telluride-free orebodies N. of the Golden Mile are closely related to strong oblique faulting. The Golden Mile lodes, while possessing an apparent overall relationship to the oblique faults also have a close relationship to E. dipping strike faults.INTRODUCTIONThe Mt. Charlotte-Hannan's North area lies N. and E. of the town of Kalgoorlie and is separated from the Golden Mile by the Golden Pike fault. The orebodies discussed lie in an area approximately 3 miles long by 1 mile wide (Fig. 1).The area includes the site of the original discovery of gold in the Kalgoorlie district in 1893. There have been numerous mining operations over the years, the bulk of the production coming from two orebodies, Mt. Charlotte and Hannan's North. These have provided approximately 900,000 tons of the 1,100,000 tons of ore mined in the area.Production to date from the principal orebodies in the area has been as follows.1. Hannan's North orebody, 582,000 tons of ore for 275,000 oz of gold2. Mt. Charlotte orebody, approximately 230,000 tons for 75,000 oz3. Structure is an important control in the localisation of gold mineralisation in epithermal systems. There has been, however, only limited investigation of the structural elements involved; such a study is currently directed at the gold deposits of the Coromandel Volcanic Zone (CVZ). Here, mineralised veining and brecciation ranges up to tens of metres in thickness. Dips of veins are mostly steep, but not vertical, and there is a significant number of low angle veins. The structural control of epithermal deposits may be considered on four scales. At the mega-tectonic scale, pre-volcanism fault patterns mostly relate to separation of the New Zealand micro-continent from Gondwana. The major structural controls on mineralisation at this scale, however, are associated with the volcanic arc processes responsible for the CVZ. Post-mineralisation faulting are linked to the Hauraki Rift and the Colville Ridge-Havre Trough system. Regional scale faults controlling the distribution of gold deposits are the product of these tectonic events; much of the faulting may relate to rifting and calderas, but further work is required to demonstrate this. Detailed study is also needed on vein systems at the prospect scale to validate models of brittle deformation responsible for such systems. Evidence that a variety of structural mechanisms dominated in different deposits is found at the vein scale, with Coromandel gold deposits being classified according to their different styles of vein-fill texture.

Computer software systems have been developed to assist in a wide range of specific mine planning and scheduling applications. In selecting appropriate systems for any mining operation it is apparent that certain features have particular advantages for each mine site. The ideal solution to this problem is to select a range of systems which best relate to sections of each mining operation. This approach raises potential data linking difficulties where output from one system is incompatible with input requirements for other systems. A study at the University of Queensland investigated the problems related to the integration of a number of mine planning and scheduling software systems. The project used data from large scale coal strip mining operations in Central Queensland. Two major computer packages used extensively in the study were the SURPAC mine planning and XPAC mine scheduling systems. Dragline and truck and shovel operations were analysed in the project. Results of the work have been directly applied at the mine site to assist current strip design by effectively automating the design procedure. This enabled sensitivity studies to determine the effects of changing dragline working levels and varying pit dimensions. Coal blending studies and procedures to optimise operations have been investigated using linear programming within a spreadsheet software application. Output from the SURPAC and XPAC programs was directly linked to the linear program for this analysis. The simulation program GPSS/PC was also used in a similar manner to assess optimisation parameters.

There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. In order to study conditions under which SiO(g) may be formed in a blast furnace, equilibrium phase diagrams were constructed for the combustion of high and low ash cokes with oxygen-enriched blast and oil injection under conditions of high and low raceway pressures. Free energy minimisation techniques were used to calculate the composition of gaseous and condensed phases. Where coke ash is assumed, for simplicity, to comprise Si02 only, the coke can be comple- tely gasified, mainly to SiO and CO, under restricted conditions of coke to blast ratio and at temperatures greater than 1600 - 1650¦C, depending on system pressure. The formation of SiO(g) is partially suppressed by the introduction of alumina into the ash, because of the formation of solid and liquid alumino- silicate compounds. The minimum temperature for complete silicon gasification is raised to about 1700¦C. The results of the equilibrium calcula- tions are related-to actual raceway conditions. It is proposed that virtually all silicon in the coke ash is gasified such that, on condensation, it affects hot metal chemistry and slag properties and secondly, that the effects will be greater with higher ash cokes.

The WA Goldfields is a highly productive gold and nickel mining area, but is arid with highly saline groundwater. Groundwater is widely used to supply process water to mines in the region but high groundwater salinity, commonly exceeding 50 000 mg/L TDS, tends to increase processing costs, limit end uses for the water, cause problems with disposal and potentially increase impacts on a sensitive arid environment. The area has low rainfall (200 - 270 mm/year) but run-off, particularly during cyclonic events, is high. Our experience suggests that stream flow from catchments in the area can produce a divertible yield of 8 - 17 ML/km2/year. An evaluation of stream flow harvesting using AnglogoldÆs Jubilee Pit predicted that 1000 ML/year of good quality water could reliably be supplied to the Sunrise Dam Gold Mine. Because of high rainfall variability, it is likely that an alternate source of water supply will be necessary when operating a surface-water harvesting scheme in the WA Goldfields. However, a combination surface/groundwater supply could have substantial cost, operational and environmental benefits compared to traditional supply systems that utilise groundwater only.

Differentiation of a basaltic (?) magma occurred in an active volcanic area during the late Miocene and Pliocene, and a change in the general mode of extrusion from fissure flow for the basalt to explosion for the andesite reflects an accompanying increasing magmatic viscosity. A caldera formed after the flow phase was completed and was filled with coarse agglomerate, much of which has a fused appearance. After an erosion interval its shape was modified and it became gradually deeper as repeated explosions from growing andesitic volcanoes caused large quantities of pyroclastic material to be deposited. At the close of this phase the floor abruptly collapsed when a, large block of the underlying crust was engulfed. The incompetent pyroclastics filling the caldera steepened in dip and the ensuing fractures were filled by the rising magma as dykes and sills and a chonolith formed below the caldera at a shallow depth. The ensuing activity reveals a further stage in differentiation and biotite is an important new ferromagnesian to be observed in the new rocks.Fracturing of the surrounding basalts was most intense in the rocks forming the periphery of the caldera where steeply and flatly dipping faults resulted from increasing horizontal pressure directed towards the caldera.Further differentiation resulted in the increased crystallization of orthoclase felspar, as evidenced by the numerous intrusives of trachy andesitic composition. Magmatic freezing caused mineralizers to accumulate at the top of the chonolith. These eventually escaped and auriferous pyrites, tellurides, quartz, and calcite were deposited in the surrounding rocks.The flatly dipping fractures are the most important and can be expected at various depths in a zone about 4,000 ft wide surrounding the caldera. Latest movement along these was controlled by magmatic consolidation rather than the shape of the caldera. Some flat faults were able to remain open during mineralization and acted as a feeder for the shallower fractures, thus limiting the depths to which the steeper dipping fractures were mineralized with the possible exception of one particular Nw.-striking lode (the Crown-Crescent).INTRODUCTIONThe gold deposits of the Tavua district were discovered in 1932 and from 1935 to June, 1961, 1,985,041 fine ounces of gold were produced from 4,202,504 tons of ore. The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recent studies have emphasised the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are believed to have formed from fluids of magmatic or metamorphic origin and exhibit characteristic d180 values. These values also give information regarding temperatures and the degree of equilibrium. Preliminary oxygen data for some important gold deposits of eastern Australia are evaluated in the context of styles of mineralisation.

Low displacement fault zones often comprise a mesh of interlinked faults, extensional-shear and purely extensional vein fractures. Hydrothermal mineralisation localised around such structures testifies to their importance as conduits for fluid flow. Mesh structures are most commonly developed in situations approximating bulk pure shear but predominantly simple shear meshes also occur. They appear to develop through the infiltration of pressurised fluids into a heterogeneous rock mass with varying material properties. In some circumstances, mesh formation appears to be a precursor to the development of major through going faults. Mesh formation generally involves hydrofracturing (Pf > s3, at least locally) and the condition Pf ~ s3 to be maintained for the mesh to remain a high permeability conduit, requiring fluid over pressuring at other than shallow depths in extensional-transtensional regimes. The volumetric character of earthquake swarm activity appears to result from the passage of hydrothermal fluids through mesh structures, representing a form of distributed fault-valve action along suprahydrostatic hydraulic gradients arising from magmatic intrusion, compaction overpressuring, metamorphic dewatering, etc. Fluid redistribution in the crust is influenced by maximum hydraulic gradient (not necessarily vertical), by existing permeability anisotropy arising from bedding and other forms of crustal layering, and by structural permeability developed under the prevailing stress field. Strong directional permeability develops in the s2 direction, parallel to fault-fracture intersections within the mesh and orthogonal to fault slip vectors. In particular tectonic settings, stress-controlled permeability allows strongly focused flow through fault-fracture meshes with high potential for mineralisation. Favoured localities for mesh development include short-lived link structures along large-displacement fault zones such as dilational jogs, lateral ramps, and transfer faults.
