A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

The TauTona (Sotho for Great Lion) Mine near Carletonville, which is one of AngloGold AshantiÆs most profitable operations in South Africa, has started a multi-million dollar expansion project that is expected to extend the operational life of the mine by at least three years. The project will also secure some 1900 jobs for existing workers and contract workers. The $US140 million project entails the development of the orebody to a record depth of almost 4 km underground. It means that TauTona, which already mines gold at the deepest levels in the world, will deepen its mining activities from 3600 m to a new record depth of 3910 m. There is great anticipation about the expansion program, especially because of new technology that will contribute to a safer working environment. It includes a simplified hoisting system that will minimise safety risks in conveyance activities. Due to the unique nature of this project, depth below surface and working through a three-tier shaft system, various innovative measures were incorporated into the planning of the endeavour. Special support equipment was designed to reduce cycle times and enable the crews to install the extensive support, prescribed by the mineÆs rock engineering department, right up to the face before every blast. Both declines dip at 23¦. The personnel/material (P/M) shaft is 4.4 m wide x 3.9 m high. This shaft is unique in that the conveyance will have an onboard driver. The rock shaft is 4.5 m wide x 3.6 m high. Rock will be hoisted with two, ten-tonne overturning skips. In both cases, P/M and rock, the winders were designed for the highest duty cycle, which is encountered during sinking.

Pike River Coal Limited (PRCL) is developing the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine is being developed to extract a coking coal deposit of the Brunner Seam, some 46 km northeast of Greymouth, using a combination of continuous miners, road-headers and hydraulic extraction.   The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park. The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumped down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.   PRCL faces significant challenges to achieving the goal of cost effective production. The remoteness, high rainfall (greater then 6 metres per year on average), temperature variation and restrictions on access to this subalpine environment have driven the project to develop some distinctive solutions. These include the establishment of survey control in such a difficult environment with vertical and sub-vertical rock faces, significant vegetation and steep slopes by using helicopter survey, aerial photography and LIDAR (Light Detection And Ranging) aerial survey. PRCL has also commenced designing the placement of the main ventilation fans in an underground chamber in the stone drive.

This paper deals briefly with three of the more controversial aspects of the geology of the Mount Isa ore deposits namely the geologic structures, the method of ore deposition and the origin of the ore.In the section on geologic structures, an outline is first given of the purely tectonic deformation advocated by the early authors. The current interpretation, which differs in the proposed order of events and causal forces, is then discussed. Other concepts, which attribute all or part of the deformation to sedimentary features or preconsolidation movement, are outlined ilnd commented on.The remaining two sections deal mainly with the better known lead-zinc orebodies. In the first of these a brief description and criticism is given of the early interpretation which was based on the deposition of successive waves of mineralisation which replacedindividual beds in the shales. The current ideas, which visualise emplacement of the ore between the beds rather than replacement of them, is then discussed. The final section develops the case for a sedimentary origin of the lead-zinc ores and broadly outlines the author's ideas concerning the evolution of the Mount Isa ore deposits.INTRODUCTIONAny consideration of the geology of Mount Isa must begin with the work of Blanchard and continue with that of Hall. Individually, or as co-authors, they published various papers on the geology of Mount Isa. Of these, the best known is their "Rock Deformation and Mineralisation at Mount Isa" (1941) which gave a comprehensive account of all aspects of Mount Isa geology.It is necessary to appreciate the limits set on geological knowledge of the mine and environs in 1941 by the extent of mine development and regional geologic studies. In blasting large tonnages of ore or material, the economy of the operation 'depends mainly on the mine manager's judgment in placing the holes to the best possible advantage and in determining the most effective size of hole to suit the conditions and requirements.The placing of holes is often looked upon as a problem involving so many uncertain factors that the application of simple mathematics is impossible. The uncertain factors arise when dealing with strata of different character, in hardness toughness and resistance to shearing.A study of the practice at many mines where all types of strata from hard ore to relatively soft overburden, and even coal, is being mined, suggests that the problem is not as complex as generally believed. There is, without doubt, some uniformity in the amount of burden given to holes of equivalent dimensions, regardless of the material being mined. The reason is simple. With too great a burden hard rock will not break out and soft rock will "bull". The nature of the strata is taken care of by the strength, quantity and distribution of the explosive charge and, to some extent, the spacing of the holes.It is because burdens are uniform in all classes of strata met with in mining, that a formula can be used to design blast hole layouts.The formula introduced in this paper is empirical as it is based on prevailing practice. It has been tested and proved remarkably accurate against every example available to the writer. The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

The Mount Lyell Company treats some 2.3 million tonnes of ore annually, mined from a number of orebodies on the field. Blended ore is essentially a quartz-sericite schist containing about eight per cent of pyrite and three per cent of chalcopyrite. Four-stage crushing and two-stage ball milling are followe by selective flotation for copper. Pyrite is recovered from the coarse fraction of dopper circuit tailings. A detailed survey involving examination. of 82 samples provided information on the size- by-size behaviour of the principal ore constituents throughout the grinding, copper flotation and pyrite flotation sections of the circuit. Results for the copper and pyrite flotation sections are presented in the paper, and it is shown that over half the copper reporting to the final tailing (5% of copper in the feed) is plus 100 microns and that the major pyrite loss is in the desliming cyclone overflow. These data proVide a basis for assessing potential methods of circuit optimisation.

It is estimated that in less than a decade, high-grade iron ore reserves in South Africa will be depleted, leaving only low-grade ores with a dominant lithology of banded iron formation (BIF) hematite. BIF is a complex ore reserve as it is typically liberated below 1 mm, resulting in high energy costs. However, due to its abundance, its beneficiation potential should be evaluated to maximise recovery at an acceptable product grade. To develop a beneficiation program for BIF hematite, the first step is to determine the effect of two laboratory crushing techniques on mineralogical characteristics, specifically liberation and shape. For this study, the cone crusher and high pressure grinding rolls (HPGR) were used. The Electron MicroProbe Analysis (EMPA) and Mineral Liberation Analyser (MLA) were used to compare the mineralogical characteristics. The liberation characteristics for hematite are similar for both crushing techniques; however, HPGR preferentially liberates quartz. HPGR achieved 8– 12 per cent additional quartz liberation in the greater than 80 per cent and 100 per cent liberation classes respectively and specifically in +75 μm size range. Improved quartz liberation is associated with lower energy requirements for downstream milling and improved separation efficiencies for beneficiation units that operate in this size range. Both samples displayed similar shape characteristics; most particles were elongated smooth and the rest were elongated angular. Good hematite liberation is expected at grinds of 212 μm to 150 μm. Further consideration should be given to throughputs, energy efficiency and downstream equipment selection prior to selecting a crushing technique.

The alluvial gold industry of New Zealand is based on the placer deposits in Otago and on the West Coast. Production from these since discovery in the 1850's has been an estimated 480 tonnes (15 million ounces) of gold. Annual output has expanded continuously since 1980 and is expected to be over 2 tonne of gold for 1989.Following a historical review, the characteristics of typical operations, which use hydraulic excavators and mobile trommel units are discussed. Descriptions are then given of alluvial activities in Otago and on the West Coast.

Mining companies around the world are seeking methods to coordinate operations between the mine and the concentrator to achieve an overall improvement in enterprise performance. In several instances very significant increases in productivity (more than 20 per cent) and profitability (more than $US 10M per annum) have resulted from such efforts. The key to realising these large benefits has for the most part arisen from improved communication between mining operations and plant operations personnel and the judicious use of new tools to evaluate alternatives for improvement and to minimise the risk of implementation. This paper presents a systematic approach to mine-to-mill optimisation . The importance of systemic thinking and systems optimisation methodologies is emphasised. New tools for evaluating operational performance are discussed. Recently reported benefits are summarised. Finally current research is discussed and projections for the future are given.

The Lachlan Fold Belt (LFB) is a complex orogenic belt which developed in Early to Mid Palaeozoic time. A number of orogenies and more localised deformational events affected the region. A simplified classification scheme for the diverse gold deposit types is proposed, subdividing primary mineralizing processes into four categories: volcanism (epithermal and volcanogenic deposits), igneous intrusion (subvolcanic/porphyry style, skarn and magmatic deposits), metahydrothermal processes (deposits generated during metamorphism and regional deformation) and hydrothermal-distal processes (deposits generated by poorly understood, generally remote large scale hydrothermal processes). Major gold deposit associations include epithermal and porphyry style deposits in Ordovician-Early Silurian shoshonitic andesite sequences; volcanogenic base metal-gold deposits in Silurian rift or basin felsic sequences; vein deposits in Late Silurian and Early Devonian S and I-type granitoids; deposits in Early Devonian sedimentary rocks of the Cobar Basin probably generated by metahydrothermal processes during basin closure and cleavage formation; deposits associated with serpentinite; and metahydrothermal quartz vein deposits in folded sedimentary rocks.Studies of host rock geochemistry suggest a relationship between magma types, gold enrichment and mineralization particularly in shoshonitic sequences and Early Devonian granitoids of the Boggy Plain Supersuite. Structural studies indicate the importance of thrust type structures and detachment faults in generation and location of gold mineralization. Lead isotope initial ratios help define metallogenic associations and a number of distinctive isotope "signatures" have been established.

Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

At the end of the recent war, reports became available from Europe of the use of tungsten-carbide inserts in percussion rockdrill bits. These bits were used with small size rockdrills, so that the only advantage gained from the use of the harder, abrasion resistant, tungsten-carbide appears to have been the greater life of the bit. Larger machines, such as used in Australia in conventional practice, had to be discarded to protect the relatively brittle tungstencarbide inserts and the vulnerable bonding with the bit body.As it had been found in machine shop practice that some grades of tungsten-carbide had been produced with considerably improved toughness, it was decided by Gold Mines of Australia Ltd. that drilling practice with tungstencarbide bits warranted detailed examination under Australian conditions, and that drilling tests should be undertaken at Morning Star (G.M.A.) Mines N.L., for which it acts as General Manager and Consultant.These investigations progressed through three stages:1. Preliminary Investigations and Tests.When the investigations were initiated no commercial bits were available in Australia, and manufacture was commenced with improvised equipment from virtual scratch. New ZealandÆs largest gold producersÆ OceanaGold Macraes Mine is characterised by a large tonnage and relatively low grade operation. To survive in diminishing real gold prices, the operation must focus on a culture of continuous improvement. This paper presents the outcome of a supplier sponsored continuous improvement project known as the Orica Advanced Mining Services project.   In March 2004 OceanaGold (then GRD Macraes) entered into an Advanced Mining Services (AMS) project with Orica Mining Services. The motivating factor behind OceanaGoldÆs need to improve bulk waste productivity and SAG mill throughput was the planned increase in production from five million to 5.4 million tonnes per annum. A stripping ratio of ten to one meant that optimisation of the drill, blast and production functions was paramount.   The primary focus of the project was to optimise the drill and blast parameters to suit the variable rock conditions throughout the mines main operating pit (Frasers Pit). Fragmentation of the ore for presentation at the SAG mill, and cost reduction on the mining of bulk waste movement, were the primary objectives. A number of additional initiatives complimenting the interface between drill, blast and ore production were also established. These included; +        reduced ore loss through delineation of ore boundaries to allow for blast movement; +        established blasting parameters for variable geological conditions, resulting in improved fragmentation; and +        improved asset utilisation by establishing a blasting regime that angled grade control holes to be used as blastholes in the stockworks area.   A year into the project, the philosophy of continuous improvement is now in-grained at the Macraes minesite. As the project continues, the focus is on the further refining of those procedures established, to ensure a continued focus on lower unit mining production costs.

ICI Australia and CSIRO have developed a novel process for extraction of zirconia from zircon sands. The two stage process involves a high temperature step and a wet chemical processing step. A pilot plant has been operating since November 1985 at CSIRO Division of Mineral Chemistry, Port Melbourne and construction of a full scale plant isplanned at Kwinana, WA.The plant has a high degree of flexibility and is capable of producing high purity zirconia up to about 99.99% and withinspecific particle size ranges. The products are being marketed by the joint company, 2-TECH Pty Ltd.

At Mount Isa Mines, a system has been developed for general monitoring of underground mobile equipment. It can provide unit condition monitoring data such as oil pressures and motor temperatures as well as production type information such as unit location and load. The system does not rely on an expensive data communications infrastructure, using instead inexpensive radio base stations which automatically transfer data from mobile units to a surface database server on the company-wide computer network. This paper includes a general overview of the system and a discussion of the practical benefits it is expected to generate.

A study of the swelling behaviour of a single batch of high-grade iron ore pellets during hydrogen reduction in a fixed bed showed that the extent of swelling is governed by the nucleation and growth of crystalline iron protuberances from the wüstite grains. Over the reduction temperature range 650 to 1000°C, it was found that substantial degrees of swelling can occur at temperatures in excess of 850°C, and significant variations in the swelling behaviour of individual pellets from different bed levels are observed under these conditions.The results are discussed in terms of a recent swelling theory and shown to be in general agreement.

In reviewing recent developments in the process mineralogy of gold it is convenient to distinguish between visible (>0.1 pm) and invisible gold (1 - 2 pm in size in polished section; these can scan the surface of a polished section, identifying the gold minerals, recording co-ordinates of the grains for subsequent examination, and making measurements of areas and sizes of the grains. However, problems of sample reliresentivity in polished section mean that such data may not give good quantification of gold mineral proportions and liberation/locking characteristics and other methods are required for this (amalgamation, cyanidation, ultra-fine milling and cyanidation). Characterisation of invisible gold in bulk material (eg a sulphide concentrate) can be done by mineral separation, ultra-fine milling and cyanidation or by quantitative point analyses of a large number of mineral grains. Analytical methods include electron microprobe analysis (detection limit normally -200 ppm but -10 ppm by using special techniques), ion microprobe analysis (secondary ion mass spectrometry - SIMS; detection limit -0.2 ppm) or proton microprobe analysis (PIXE; detection limit

From modest beginnings in 1996, research into the mineral potential of New ZealandÆs Exclusive Economic Zone has progressed into a major multidisciplinary component of GNSÆs recently funded 6-year æMineral Wealth of NZ and its EEZÆ Programme. In excess of $7.5 M of research funding has been expended, plus $10 M leveraged via collaborations with NIWA (NZ), NOAA (USA), JAMSTEC (Japan), U. Kiel (Germany) and ANU (Australia), whose scientists have contributed hugely to research cruises, as well as subsequent analysis and publication. The 1999 NZAPLUME I cruise was the first research expedition to systematically locate, and chemically characterise, submarine hydrothermal venting associated with arc volcanoes of the southern part the Kermadec intra oceanic arc system. This was followed by the 2002 NZAPLUME II and 2004 NZAPLUME III cruises to the mid- and northern-sections of the Kermadec arc, respectively. Combined, these cruises have surveyed 1300 km of the volcanic chain (from Whakatane to Monowai), including 34 major volcanic centres. Together with concurrent surveys in the Tonga arc, this is now the longest continuous stretch of intra oceanic arc to be surveyed for hydrothermal emissions. Most of the volcanic centres are characterised by simple cones although 30 per cent contain caldera complexes, and compositions range from basalt through to rhyolite. Massive sulphide mineralisation has been recovered from several volcanic centres in the southern Kermadecs (Clark, Rumble II West and Brothers), suggesting the existence of significant Au and base metal bearing deposits along the arc front.

Sparse geochronological data have been combined with data on felsic suites and depositional facies of rocks to provide an overview of the development of the Arunta Block. The study provides a basis for construction of a map showing the distribution of granites and associated felsic extrusive rocks in the Anmta Block. The tectonic evolution can be subdivided into a series of significant time intervals. Only in the initial stage, to about 1880 Ma, was there any subduction-related magmatism. All later felsic magmas were crustal-derived melts. The early, pre-1880 Ma arc-related units in the SE contain small showings of Cu, probably including the small Cu deposit in the Casey Bore Inlier at the edge of the Simpson Desert. The most significant time-interval for formation of mineral deposits was 1820-1760 Ma, when volcanogenic Cu-Pb-Zn deposits formed in the Strangways Metamorphic Complex and also in the Jervois district.
