This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

Since the discovery of Pajingo in 1984, the northern Drummond Basin has emerged as a significant new gold province, and has become the focus of intense exploration for epithermal gold mineralisation. Prospects in the Conway area are hosted by felsic to intermediate lavas and volcaniclastic rocks near the base of the Drummond Basin sequence. These Drummond Basin rocks appear to represent favourable hosts to mineralisation because they are cut by structures which could have focussed and channelled fluids on a regional scale, and because they constitute a possible source of gold and, perhaps more significantly, sulphur for the transport of gold. Prospects in the Conway area are up to 15 km2 in area, and are of the adularia-sericite type. They illustrate many of the classic features (siliceous sinters, alteration mineralogy, and fluid characteristics) recognised in epithermal deposits. K-Ar dating of sericite alteration in three of the prospects has produced a range of ages from 283 to 334 Ma, suggesting that the systems are the product of multiple hydrothermal events.

An exploration and preliminary mine design contract was undertaken in Thailand to establish whether adequate lignite resources existed for the addition of future power generation plant through to the year 2000. The lignite ranges in heat value from 14 to 24 MJ/Kg (air dry basis) and occurs in 2 major seams consistituting measured reserves of 536 Mt (with an ash cut-off level of 45 % on an air dry basis) and a strip ratio of 4.1 bank cm/t. The paper describes the pre-planning, programming, equipment used, project management, logistics and exploration methods adopted to undertake the contract in a monsoonal area using Australian drilling and geophysical contractors.

Drag pick roadheaders and continuous miners have been applied in the coal mining industry for several decades, having replaced drill-blast methods as the primary means of excavating coal and coal-measures strata. The generally harder rock types associated with metalliferous mining have precluded the use of such machines in the past, however, developments in machine technology and increasing labour costs and environmental constraints suggest that there are now likely to be applications suited to the method. Metalliferous mining engineers are generally unfamiliar with the machines themselves and with the fundamental criteria controlling rock cuttability. This paper gives an introduction to the machines and the controlling factors.

The history of potential large scale development at Stawell in northwestern Victoria dates back to 1914, when Great Boulder Mines Limited, of Kalgoorlie, Western Australia, took up options on some of the major mines in the Stawell Goldfield. Despite this and other attempts by various groups over the next thirty years, mining activity on the field gradually dwindled to the retreatment of old mill tailings.A static price for gold and indifferent drilling results prevented a major effort towards reopening the field until the late 1970's. A renewed exploration effort led to the discovery of sufficient reserves to justify installation of a carbon-in-leach gold treatment plant.

The Mount Kasi gold deposit in Vanua Levu represents an epithermal, high sulphur, gold-enargite system occurring within a volcanic caldera of Middle to Upper Miocene age. High level breccia pipes flare upward and form flat lying, near surface, mushroom shaped sheets parallel and near to the present land surface. The upper portions of the pipes contain explosion breccias which are capped by sandy siliceous sinter-like beds and are cut by alunite veins. Outlying intercalated scoriasceous lavas and breccia sheets show evidence of subsidence within a shallow basin. Detailed mapping of breccia types, intensity of silicification and the presence of multiple quartz veining and enargite abundance outlined blocks of more consistent gold mineralization within the breccias. This work has provided a model for mineralization which will aid future exploration and ore reserve estimations. A significant eluvial concentration of gold occurs in soils overlying the breccia sheet.

Recent research publications in extractive metallurgy were analysed for their stated and self-evident objectives. Over 100 different objectives (not specific to a metal or unit operation) were identified. These were divided into groups of economic, environmental, professional and fundamental significance. Comparisons were made of the objectives adopted in universities, industry and national research organisations. The most common primary and secondary objectives (by a large margin) were "to develop a new process (different chemistry)" and "to determine the effects of variables on a process" respectively. It was concluded that, overall, recent research has been dominated by commercial objectives. Objectives related to thermodynamics and kinetics have been the most common of the fundamental sort. Those related to professional methods in general, sensors and process dynamics, among others, have been largely neglected.

The KSS Lead Plant (Kivcet - SNAMPROGETTI - SAMIM) of Por tovesme, owned by Nuova Samim (the sector-head Company for non ferrous metals and derivatives owned by ENI), has been operating since february 1987. This plant is based on the Soviet Kivcet licence and testwork carried out on the pilot plant of VNIITSVETMET in Ust Kameno gorsk fed by the Nuova Samim's concentrates. The plant is com pletely automatized using the most advanced technologies and it is operated by nineteen people on shift work, including all ancillary units and lead decopperizing-casting. The expected performance of the plant has been confirmed and improves day by day in relation of the operating experience, thanks to the new conceptual design of the furnace. Due to the remarkable flexi bility of the process, the integration of the lead plant with the other plants of the metallurgical complex of Portovesme rro-#4 (Electrolytic Zinc Plant, Sulphuric Acid Plant, Imperial Smel ting) has shown all the economic advantages. The lead content in the ambient air, detected by the monitors, either in the working area and on the ground outside the complex, is widely Pb W" below the stricter new limits recommanded by the E.E.C. (Economic European Community) rules and by the Italian law. The whole process is carried out in equipment completely closed and under suction and it does not require manual operations with exposure to the lead. The production cost is much lower than that performed by the traditional technology. This advantage permits wide margin to consider investment to replace the traditional technology.

Using a new type of laser surveying instrument named Particle Dynamics Analyser (PDA), the distributions of the radial and axial components of the mean velocity, the size and the concentration of solid particles at selected positions within a transparent hydrocyclone were directly measured out for the first time, from which profiles of the flow field of solid particles were obtained. And some new points were put forward such as the locus of zero vertical velocity (LZVV) of solid particles was not the same as that of liquid, and some particles in inner helical flow could also be separated. The results are of great significance to farther ascertain the separation principle of hydrocyclones and improve the separation efficiency.

Leaching studies were carried out on Indian Ocean manganese nodules using sulphuric acid as the lixiviant. By leaching the nodules with 8 per cent sulphuric acid for 12h at 100°C, copper and nickel could be completely extracted along with 50 per cent cobalt and 6.2 per cent manganese.94.2 per cent of the iron was also dissolved. To increase manganese and cobalt extraction, charcoal was used as a reductant. The role of charcoal was to reduce the manganese dioxide and render it soluble as manganese sulphate as well as to facilitate solution of the cobalt minerals associated with the manganese dioxide. Various leaching parameters were studied including acid concentration, amount of reductant, leach time, pulp density and leach temperature. It was found that by leaching the nodules with 10 per cent sulphuric acid at 100°C for 4h using 5 wt/wt per cent charcoal (0.05g of charcoal per g of nodule) almost complete extraction of copper, nickel, cobalt and manganese could be achieved. However, under these conditions all the iron present in the nodules was also leached.

Economically significant gold-silver mineralization occurs in Miocene andesitic flows and tuffs at Golden Cross, eight kilometres northwest of Waihi, New Zealand. The highest grade mineralization occurs in a steeply dipping elongate zone of strong quartz veining and brecciation underlying, but contiguous with, a gently dipping tabular quartz vein stockwork containing potentially open-pittable lower grade gold-silver mineralisation. The stockwork zone is enveloped by argillic alteration and overlain by unaltered Pliocene andesites and recent tephra. Evaluation of the prospect involved underground and surface geologic mapping, rock and soil geochemistry, IP-resistivity, magnetic and gravity surveys as well as 1844 metres of reverse circulation drilling and over 30 000 metres of core drilling. The paper outlines the exploration history of the area and describes the results of the various exploration techniques used at Golden Cross.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Ertsberg mining district is a 100 km2 area in the highlands of Papua, Indonesia. The district hosts mineralised and barren, outcropping and hidden porphyry and equigranular intrusions. There are at least six major (100+ m wide) porphyry intrusions identified from surface and underground mapping and drill cores. These are the Grasberg Igneous Complex (GIC), Karume porphyry, Lembah Tembaga porphyry, Ertsberg Stockwork Zone porphyry, Kay intrusion and the Wanagon intrusion. Recent deep drilling adjacent to the GIC identified a new hidden porphyry at depth, the Gajah Tidur (Sleeping Elephant), which extends south-west beneath the Kucing Liar skarn. Other named small porphyry dykes and plugs in the district include the West Grasberg, North Grasberg, Idenberg, South East and Zaagkam intrusions. The largest equigranular intrusion is the multiphase Ertsberg diorite.Igneous activities occurred in a relatively short span (<1 million years) from about 3.4 Ma to 2.7 Ma ago, based on U-Pb zircon dating. The various intrusions in the district related to ore mineralisation are high K and appear to have been derived from the same parental chamber, based on similar whole rock rare earth element patterns. Radiogenic Nd- and Sr-isotopic variations indicate that there were multiple recharge events into the parental chamber.The larger intrusions and all economic mineralisation occur in a 4 km wide zone that parallels the N60W-trending axis of the Yellow Valley Syncline (YVS), one of the large folds generated during collisional tectonism. Intrusion pathways at ~3 Ma were localised into dilatational areas in a late and/or post-collisional NW-trending, left-lateral strike-slip zone with Riedel shear offsets between the major fault zones. Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. I will also propose that contrary to common belief, the mines rather than the suppliers, should be taking the management initiative needed to achieve a closer and more effective relationship, Many would argue that this initiative should remain solely with the supplier; after

In the present study infrared attenuated total reflection (IR-ATR) was used to monitor the rate of in situ adsorption of heptyl xanthate on a layer of zinc sulfide synthesised on a germanium ATR crystal. The zinc sulfide surface was characterised using x-ray photoelectron spectroscopy (XPS). The absorbance of heptyl xanthate measured increased with increasing bulk concentration of the adsorbate up to an equilibrium plateau value corresponding to a fractional coverage of the surface sites of the substrate. For the adsorption from solutions of concentrations between 10-3 and 10-5 M, the rate of adsorption increased with increasing bulk concentration. At higher concentrations the measured absorbance should be corrected for the absorbance due to the concentration of xanthate in bulk solution. The present work provides a discussion of this correction. Assuming the adsorption stage to be rate-controlling and proportional both to the concentration of the adsorbing species in solution and unreacted surface area, a rate law governing this type of transient adsorption kinetics was derived. By means of absorbance data for the concentrations 0.1 and 0.01 mM, the rate constant of adsorption was calculated. From the initial part of a Langmuir adsorption isotherm, the absorbance at monolayer coverage and the equilibrium constant of adsorption could be estimated.
