Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

I have to say that my story is not too much different to many others who grew up and worked in the great mining fields like Broken Hill, Mt Isa, Rosebery, Kalgoorlie or Kambalda and any one of them could have stood up here and spun you a good yarn.What does my paper offer you in this volume? By sharing my experiences I want to encourage you to consider your own experience with leadership, taking on change, learning from and contributing to the development of others.I have been very fortunate to be part of many new innovations into underground mining over the past 40 or so years; most of it with Conzinc Rio Tinto Australia (CRA)/Rio Tinto operations.•From hand-held drills and a homemade single boom Jumbo mounted on an old Airtrak, to the sophisticated twin boom jumbos with high speed drifters all controlled by an on-board computer;•from a Scraper winch and a Wagner 2D loader to fully automated electric LHDs that navigate to the tipple, empty the bucket and return to where they come from;•from hand-held cut-and-fill and timber stoping in Broken Hill to the bulk mining methods of a block cave where at Northparkes we mined more ore in a month than we mined in the total five years of operations at Currawang;•from hand-held scaling and bolting with no skin protection to installing ground support with Jumbos and sophisticated Cable Bolters and the introduction of in cycle shotcrete;•from hand-held ladder rising and shaft sinking to Box Hole rigs, Raise Bore Machines and Blind Hole shaft sinking; and•from Gelignite based AN60 stick explosives, ANFO, fuse firing and half second detonators to Powergel, Emulsions and electronic computer programmed detonators that can somehow be initiated by ‘Blast Ped’ travelling through the rock.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

"An effective geotechnical design provides an accurate and appropriate assessment, balanced with a mining company’s risk profile. Justifying the cost of slope assessment requires an understanding of the input sensitivities, and resultant risk, to achieve a slope of a required functionality. As a project progresses from Scoping to Feasibility, the geotechnical risk becomes better resolved through increased expenditure on drilling, testing, analysis and modelling as long as the input data is appropriately spatially distributed. Providing accurate and appropriate geotechnical assessments in the early stages provides confidence in all following stages, especially where initial analysis indicates difficult geotechnical conditions. It is also in the early stages of project definition that there is most opportunity to maximise the value of the deposit through investigations into optimal mining methods.This paper examines the advantages of geotechnical engineering input through a project study period. Early geotechnical involvement allows the Scoping and Pre-Feasibility Studies to be more effective. Operational risks can then be better understood and dealt within the Feasibility Study phase, also ensuring that the correct risks and management controls are put in place.With commodity price pressure and cost of resource recovery in a downturned industry, reducing the risk to cash flow, resource recovery and safety should be a primary goal for all mining companies. Two major types of economic secondary iron ores occur in the banded iron formation (BIF)-rich Hamersley Province of the Pilbara, Western Australia:dominant BIF-hosted bedded iron deposits (BID)detrital ore deposits (DID sensu lato), which are mainly hosted in the three province-wide Cenozoic sequences that include coeval non-ore sediments and comprise:a. the major Miocene, fluvial channel iron deposits (CID)b. the lesser Eocene and Pliocene detrital iron deposits (DID sensu stricto).Striking differences exist between the massive CID resources and the much smaller underlying and overlying DID. CID are essentially riverine alluvial ooidal rocks with abundant small fossil wood fragments and variable iron peloids, but with only extremely rare recognisable lithic remnants. The original matrix is typically ramifying layered goethite. Eocene DID are mainly alluvial with minor pisoids, whereas Pliocene–Quaternary DID are dominantly coarse colluvial gravels, both derived from and largely retaining the original textures of BID, hard cap or variably ferruginised surface BIF. The colluvial DID matrix is typically ferroan-aluminous soil, resulting in canga where replaced by goethite, which may be dehydrated to hematite by exposure. The Cenozoic deposits occur in two dominant geomorphological environments: the southern Marra Mamba to Brockman Iron Formation strike valleys containing all three Cenozoic sequences and the much later northern Brockman Iron Formation plateau valleys that include only the Miocene and Pliocene sequences. The Cenozoic detritals formed in different climatic regimes, with an extended dry period forming a prominent province-wide dehydrated carapace on the Eocene DID. The Miocene ‘optimum’ followed with its thick scrub-covered deep regolith that produced the fossil wood-rich CID and was succeeded by the arid cool period of the Oakover limestone/calcrete. A major renewal of exposure and erosion in the Pliocene resulted in the extensive iron gravels of the Pliocene–Quaternary.CITATION:Morris, R C, 2015. Metso Minerals Process Technology Asia-Pacific (MMPT-AP) has been working with many mining companies worldwide performing æMine to MillÆ or Process Integration and Optimisation (PIO) studies. MMPT-AP has developed a proven methodology to improve the efficiency of the mine-mill interface and gain maximum benefit. The PIO methodology involves rock characterisation, mathematical modelling and simulation to generate a list of operational and control changes for both the mine and concentrator. Following the methodology, the list of recommendations is developed relatively easily; the more challenging part depends on the company. Success of a PIO project relies on the ability of an organisation to implement change û both operationally and culturally: the human element. When a PIO project is started, there is initial interest and commitment from the company. But how can this be maintained? How does an operation know if the benefit continues? MMPT-AP is now developing long-term relationships with clients to ensure that the increased production and improved efficiency continues. Direct and indirect measurements are used to determine the key factors involved and to understand the cause/effect relationships. Simulation tools also can be used to compare current with recommended practices û so when material properties vary over time, the benefits can still be quantified. PIO is about empowerment: by measuring and understanding what parameters affect concentrator performance, the site personnel now have the knowledge to make a difference. Rather than simply reporting variable or poor concentrator performance, operations can predict when production will be affected and put controls in place to prevent it from happening. This requires support and commitment from the company or æbuy inÆ. Ensuring this buy in continues is the challenge facing every company involved in PIO work û but the benefits are well worth it. This paper will review MMPT-APÆs experiences in implementing PIO projects in the long term: from both the consulting and operational viewpoints. MMPT-APÆs involvement with a number of companies will be discussed as examples of what works and what does not.

The Mt Keith Mining Alliance operates a fleet of large capacity hydraulic face shovels and more than 40 X 240 t capacity haul trucks to deliver annual production in excess of 40 Mbcm per annum. The Mt Keith Nickel mine is currently operating at a depth to 300 m below surface with a planned final depth of the order of 500 m. As is the case with any large open pit managing the health of the workforce on continuous shift operations is of critical importance to achieving outstanding safety and production outcomes. Fatigue management at Mt Keith is effectively managed by the personnel operating the mining equipment, with assistance and understanding of the management team and supervisors. The program has been driven through the introduction of Fatigue Champions and a comprehensive management plan that includes education, individual health plans and the use of new technologies. Mt Keith has been instrumental in trialling new technology which assists in monitoring fatigue in operations personnel. Insight into these developments is provided in the context of the overall fatigue management plan. The field trials of the OptAlert(TM) system and how it assists in measuring fatigue is explained. The implications for individual operators and the context for a fleet wide approach to fatigue management is also discussed. Mt Keith has recently completed the second phase of trials with the result that this new and exciting technology is being considered for adoption globally across BHP BillitonÆs open pit mining operations.

Young professionals are riding the current wave of high demand for their services and relatively little competition for placements. The attraction and retention of quality incumbents has therefore become a significant strategic issue for companies in our industry. Money is important, but poorly structured career development and lack of learning opportunities can discourage the highest paid professionals from being enthusiastic and striving for excellence. This will inevitably lead to the search for a new position. Important factors at play include the young professionalÆs lack of understanding of career pathways and poor quality, or lack of, structured on-the-job training and professional development. Too often young and not so young professionals are faced with the reality that fabulous looking (and paying) jobs can be quickly reduced to the monotony of repetitive tasks in an isolating environment. While it is the responsibility of the incumbent to manage their own career and professional development, without experience, how is anyone meant to understand the importance of their roles and the options for career development? Mentoring is therefore essential to the strategic plans of every organisation and the strategic plans of every professional. Mentors will accelerate learning, guide decision making and develop both competency and confidence as they share their experience, both technical and regarding the machinations of a particular discipline, within our industry. Mentors need not be from the same organisation as the mentee and in some cases this may be a distinct advantage. This paper discusses mentoring as an opportunity for young professionals and mentors to initiate and maintain a supportive relationship, the responsibility of management to get mentoring right and the responsibility of young professionals to demand the opportunity for professional development through mentoring.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

During 2001 the Ridgeway Gold Mine, driven by company initiatives and recent NSW legislation (General Rule 2000), developed and implemented Major Hazard Management Plans to control significant hazards identified at the underground mine. The paper presents the objectives, issues, outcomes and process involved in the development and implementation of the plans at Ridgeway. The sharing of the experience gained and an overview of the intended way forward will offer a valuable insight for other mines considering embarking on a similar journey.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. Mine operators use grade control to determine the destination of each block of material in the mine. In polymetallic mines, grades are best expressed in dollars: the Net Smelter Return, NSR, per tonne. To estimate NSRs, geologists working on grade control develop models for each geometallurgical domain in the mine. These models may incorporate observations on the mineralogy and grain sizes of the material being examined. The site’s mill operators contribute to the models by providing geologists with statistical analyses that relate assay results and mineralogical compositions to metallurgical parameters, such as the rates of recovery of each economic metal to each of the concentrates produced, and the compositions of those concentrates. The team responsible for sales and marketing of the site’s products contributes to the NSR models by providing details of the costs of shipping concentrates to smelters and refineries; and by providing figures that are specified in the smelter contracts, such as the payability of the metals in each concentrate and the fees charged by the smelter. The mill operators also provide, for the NSR models, equations to estimate the rates of recovery of deleterious materials to each concentrate. Deleterious materials comprise mostly halogens and amphoteric elements, both of which reduce the efficiency of smelters. Furthermore, deleterious materials such as antimony and arsenic may be poisonous to people and to the environment. The sales and marketing team provide specifics of the penalties that smelters impose upon deleterious materials. These penalties may reduce NSRs by tens of percent, possibly to levels below the cut-off grade. Thus, in the blocks that are subject to grade control, mine geologists monitor not only the concentrations of economic metals, but also the presence and abundance of deleterious materials. The preparation and maintenance of models, to estimate NSRs and to assess changes in the levels of potentially toxic materials to be mined, requires close and continuing consultation between corporate departments. There must be strong communication of mine geologists with the mill operators; with the people who market the mine’s concentrates; and, should there be a risk of encountering toxic levels of deleterious materials, with the mine’s health, safety and environmental officers. This co-operation could require radical changes in the structure of many organisations. However, experience suggests that such changes can significantly improve the profitability of a mine.

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the æAMIRA P754-Metal Accounting and ReconciliationÆ project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called æthe propagation of errorÆ.

Through the use of structural analysis programs such as Unwedge and considering the shear strength of applied fibrecrete it can be shown that fibrecrete can provide a higher factor of safety in a ætypicalÆ underground development excavation than standard rock bolts. This paper describes the progression of ground support from an æas requiredÆ component of mining to the use of bolts and surface support as a mandatory requirement. With the mandatory requirement for surface support, fibrecrete has been considered and applied as a secondary feature but simple analysis and practical observations indicate that it may be considered as primary support. The key elements to its implementation are: When is it safe to work under fresh fibrecrete and how do we practically determine this? How much ground support does fibrecrete provide? How can we reduce the cost of fibrecrete? An examination of these questions indicates fibrecrete can be much safer,less expensive and quicker to install than normal ground support elements. This paper explores practical examples from sites where significant benefits have been achieved by mine operators.

Following the Busang fiasco, more detailed guidelines were appended to the latest revision of the JORC Code released in September 1999 (JORC, 1999). Although the definitions and terminology essentially remained unchanged, the additional information in the guidelines has highlighted a number of issues for consideration by geologists undertaking computer-based resource estimations. The three main issues are:Data Integrity û details such as drilling and logging techniques, sampling procedures, assay tests, site visits, data recording and aggregation methods need to be considered. Geological Interpretation û is the Competent Person applying the appropriate software interpretation to the deposit in accordance with the regional setting. Are the correct computer-based tools being applied and are they producing the desired result (without compromise) to the satisfaction of the Competent Person? Modelling Technique û the importance of the relevant experience of the Competent Person not only in regard to the geology, but also with respect to the modelling algorithms and resource calculation methods of the computer software system involved. At the end of the day, it is essential that the Competent Person undertake a reality check on the resource estimation itself. They should also check that the borehole spacing is in accordance with the level of continuity for each critical parameter (such as structure, grade, impurities, etc) for which the resources are categorised.

Mining ‘as usual’, until the most recent decades has resulted in limited landform planning and a general lack of mine waste landform design. Material characterisation, mine planning and dedicated professionals undertaking these tasks were rarely available or in place at the majority of mines. This has led to landform instability, erosion, sediment and poor quality water emanating from mine landforms. In many cases rehabilitation and reclamation failed and these sites have ‘landform features’ that are difficult to relinquish or leave and have little or no apparent land use. In many cases mined landscapes around the world have resulted in a less functional and degraded environment, with deleterious impacts on surrounding ecosystems.This situation is now slowly being addressed, as global companies, academics and practitioners and their organisations have started to exploit the ideas from an integration of earth sciences and mining through the application of planning software dedicated to the design of landforms.This development has had its genesis primarily in the United States. We suggest that process has been driven, in recent decades, by the application of resources in response to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), (USA Congress 11 December 1980) and other mine reclamation legislation enacted by federal and states regulators in the USA. The combining impact has seen a huge transfer of capital back from the public purse and ‘potentially responsible parties’, into abandoned mines to affect control, remediation, and reclamation/rehabilitation of those mines.Given this investment in rehabilitation and reclamation, people engaging in the business of landform planning have had the opportunity to address landform reclamation of historic and active sites. The skills of engineers and scientists with improved technology, waste rock characterisation and modelling tools have been combined resulting in the evolution of landform design and in mine planning of active mines. This has delivered cost-effective, sustainable mine closure designs for over 30 years. Integration of mine design with an understanding of geomorphic principals and the natural landscape, coupled with waste and soil characterisation, yield a positive result. Recently work has been applied across large and small-scale projects by companies. As these processes develop, ideas and concepts are evolving that active mines, or mines in the early planning stages, could use to help reduce double handling, and in the long run reduce overall project and closure costs, more effectively attain the desired final land use, and enhance the industry’s reputation and licence to operate.CITATION:Leidich, T,?Lacy, H?and Van?Zyl,?M,?2014. The process of sampling blasthole cones utilising personnel to manually shovel material into sample bags is a long-standing industry accepted process. However, this method has several drawbacks, including the safety issues around having personnel performing manual sampling in a harsh environment and the variability involved in getting a human to repeatedly get a ‘shovel full of dirt’, and make it always representative. Geophysical blasthole sampling, or utilising a Downhole Assaying Tool (DHAT) has been tested and has now begun implementation at many iron ore sites throughout the Pilbara region, Western Australia. This method uses a geophysical tool to capture data within blastholes, and together with a semi-autonomous logging platform to minimise risks around manual handling, delivers a multielement proxy-assay which can be utilised by the mine geology team to accurately domain the orebodies. Logistically, the combination of a specially designed tool and semi-autonomous truck are the way forward for a safer and more data-robust blasthole sampling practice. The method utilises a neutrongenerating geophysical tool and linked elemental spectroscopy sensor, which measures the response of the material surrounding an open hole. This delivers results at submetre intervals. These results are then utilised, similar to blasthole sample results, to map out areas within the blast pattern that are ‘ore’, ‘waste’, or ‘other suitable grade’. This paper outlines a project that has been in ‘proof of concept’ at selected Fortescue sites over the last few years with testing of these tools carried out on reverse circulation (RC), diamond drill and blastholes. The method is now being implemented at operational hematite mine sites. Fundamentally, the method adds more than enough value to justify its implementation. The aim is that these learnings will enable the greater industry to adapt, implement and improve their mining practices. Ultimately, the outcome will be greater value in mining for the industry by having a larger volume of good quality data to make reliable decisions on material movements, minimising ore-loss and dilution, and maximising the value of our current and future orebodies.
