University education in Australia is changing, driven by greater market orientation, reduced funding available per student, especially in the higher-cost minerals industry disciplines, and the call for more flexible delivery of subjects and courses to meet changing lifestyles and expectations. The opportunity exists for a true partnership to develop between industry, government and academia that will reshape minerals education in Australia and secure the future supply of the specialists industry needs to maintain international competitiveness. If this partnership does not emerge, it is anticipated that AustraliaÆs somewhat fragmented and unstable higher education system, especially in the disciplines of particular relevance to the minerals industry, will be put under further pressure so decreasing its effectiveness to produce quality graduates. The Minerals Council of Australia in 1998 published æBack from the BrinkÆ, a discussion paper which proposed strategies to build a world class minerals tertiary education system in Australia. Those strategies are now being implemented collaboratively with principal emphasis on the disciplines of mining engineering, metallurgy and earth science and as far as process is concerned, on the necessity to æcooperate to competeÆ. For metallurgy, the challenge is to integrate more closely undergraduate teaching with the existing world-class research centres and to link the tertiary institutions in such a manner that the strengths of all components are harnessed and then made available nationally in major population centres and at remote sites where appropriate. For industry the challenge is to build effective partnerships with the academic community that will enable and assist the agreed course of action to take place.

Squeezing can occur both in hard rock and in jointed rock mass as a result of over stressing. It is related to time dependent shearing, ie shear creep and is associated with the volumetric expansion (dilation) and radial inward displacement of the tunnel surface. While planning a tunnel in hard rock under a high cover of the order of 2 km it is desirable to identify the potential squeezing ground conditions and to select appropriate excavation technique and the support measures. There are several solutions to counter balance the squeezing ground viz over excavation of tunnel profile, assessing appropriate excavation technique, provision of a ductile primary support and time for providing tunnel lining. Low drivage rates and high cost due to support failures requiring rectification arising out of poor anticipation of tunnel closures and support pressures are major problems associated with tunnelling under squeezing ground conditions. Under squeezing ground conditions, the deformation will be gradual, therefore, in order to absorb deformations yielding supports are quite useful as primary support which provide a reliable low initial support pressure and permit uniform stress relief of the surrounding rock along with preventing rock from ravelling. The paper discusses the various factors which influence the selection of appropriate excavation technique and support measures in hard rock under squeezing ground conditions.

It is generally recognised that slags are active participants in pyrometallurgical processes, and not merely inert liquids which must be produced. to effect separation of gangue material in smelting, or of impurities in refining. The importance attached to slag-metal reactions in steelmaking is shown by the numerous investigations in this field. However, there are still many important reactions of slags which require explanation. In this paper some new aspects of the reactions of slags will be discussed, as far as possible quantitatively.FREE AND COMBINED OXIDESMetallurgical experience indicates that variations in the composition of slags produce changes in the chemical behaviour of the various components. These variations have been generally ascribed to changes in the proportions of free and combined oxides, i.e., compounds have been assumed to be present in the liquid slag.Considerable support for this view has been adduced from the existence of compounds such as metallic silicates, phosphates, etc., in the solIdified slag. A continuous casting machine, of the Concast curved mould design casting billets in four strands, was commissioned at the Newcastle Works of The Broken Hill Proprietary Co. Ltd., in November, 1967. Quality assessment of early casts from this plant indicated that steel cleanliness was sometimes inferior to that of equival- ent ingot cast steel. Extensive trials to develop a modified deoxidation technique were not successful in improving clean- liness to the desired level. A "contra-flow" gas shroud, to cover the steel stream between the tundish and the mould, was developed, and proved successful in achieving the required levels of product cleanliness. The inclusion content of six grades of steel ranging in carbon content from 0.10 to 0.70 per cent is examined, and an attempt is made to explain theoretically some of the results obtained.

Amongst the Pacific Rim countries, Papua New Guinea (PNG) is the leader in new gold discoveries and developments leading to new production. PNG has shown a dramatic increase in gold production when taken from a base of about 600 000 ounces in 1984 to 1 160 000 ounces in 1986. 1987 is expected to produce about 1 500 000 ounces and new planned developments will give further large increases. PNG's leading position when compared with neighboring Pacific Rim countries is only partly due to its favorable geological setting along the "Rim of Fire" epithermal zone. More important have been well-thought-out mining development legislation and good administration as well as consistent taxation and royalty policies. A stable political environment and a track record of new mining developments over the last 15 years, both pre and post Independence in 1975, have also been important factors in encouraging the new developments. Early Portuguese explorers associated the New Guinea mainland with gold as early as 1525 but it was not un,11 1R77 that a small ill-fated gold rush gave the first recorded production at Laloki near Port Moresby. Modest but commercial discoveries were made in the outer islands and coastal mainland regions from 1888 to 1926. In 1922 William "Sharkeye" Park found gold at Edie Creek and this led to major discoveries at Wau and Bulolo which were the first large scale commercial gold Operations.

At the inception of the gold-mining industry at Kalgoorlie the small supply of firewood required for steaming purposes was naturally all drawn from the limited local areas, which promised soon to become denuded. With the advent of the railway toKalgoorlie came the ever increasing machinery and steam power, and the accompanying demand for firewood so increased that the fuel contractors began their operations, by following the timber belts along the Yilgarn railway line, and graduallygetting further westward, until at present we find them as far as Woolgangie, 63 miles from Kalgoorlie, and with the regular railway rates, I0. per ton per mile, this maybe considered the limit of payable timber at current rates. Although in the early days the reserve of timber along the railway line must have appeared as incalculable and inexhaustible as that of coal did in Europe a couple of centurys ago, the day is now near us when even this source will fail to meet the demands made upon it, for, although a good two years' supply is available or the areas under the axe, yet it is time to look ahead and find from whence the future supplies are to be drawn. Along the railways we find the zone of felling operations limited for want ofcommunication, and only such portions of the forests as are within six or seven miles of the railway come under the axe at present while virgin forests to the rear remain practically unexploited. To gain further understanding of the operating efficiency of the BHP Slab and Plate Products Division (SPPD) RH vacuum degasser, physical and mathematical model studies of the process have been undertaken. The purpose was to investigate how the various process parameters affect the liquid circulation rate, to visualise the flow patterns, and to identify and eliminate the cause of localised wear in the downleg. In the physical model mixing times were measured using an acid tracer technique. The results were applied to predicting trends in times required to obtain homogenous melt composition under varying conditions. A 2-dimensional mathematical model describing the liquid metal flow has been developed using the PHOENICS fluid-flow package. The physical model results were simulated and incorporated into the mathematical treatment and an improved design for vessel geometry is proposed. The effect of rounding the downleg entrance or installing a baffle between the legs is discussed.

Recent developments in engine, transmission and control technology, likely to give rise to improved performance and efficiency of underground mobile equipment, are reviewed. Turbocharging and the electronic control of fuel pumps and injectors can improve diesel engine performance whilst minimizing exhaust emissions. Ceramic materials promise further improvements in engine efficiency. Nevertheless, electrically powered machines, equipped with trailing cables or 'travelling plugs' are expected to find increasing application where there is less need for flexibility and where the cost of ventilation and heating or cooling makes diesel engines unattractive. Voltage to frequency converters and induction motors appear to have a future in mains powered machines. Vehicles employing energy storage in the form of batteries or flywheels will find increasing application, but it is expected that they will remain a minority until there is a significant break-through in battery technology. Hydrostatic transmissions having high power density and efficiency are likely to be used more widely. Electronic control systems are likely to be used to simplify jobs and to improve performance and productivity. Enhancement of remote control systems is to be expected for work in unsafe areas, but true robot operation is considered unlikely for the moment. Attention to ergonomic factors should produce significant productivity gains.

Everyone present today is especially aware of the need for minerals in this society of ours. The words 'especially aware' were deliberately chosen because this is a meeting of the NZ Branch of The Australasian Institute of Mining and Metallurgy not a dilettante group such as some of our critics. Members of the Australasian Institute of Mining and Metallurgy knew that our great farming industry, our shelter, our transport and our energy supply, are largely dependent on a flow of minerals into this country despite the presence of large coal and natural gas reserves. Flow in was said because New Zealand imports most of its mineral requirements with all the consequential strategic and economic disadvantages. If the above statements are accepted by this gathering it would be a premise fairly stated that New Zealand has a great need to discover and develop minerals.

Grade control is an important factor in the on-going success of a mining operation. Grade control criteria will vary depending on the commodity being mined. Financial considerations determine the actual grade control criteria at any one mine site. Mining and metallurgical capital and operating costs are ultimately used in ascertaining cut-off grades employed in grade control. The metallurgical characteristics of the ore, and ultimately the equipment selection and design of the plant, are based on samples provided by the exploration geologist. Ore variability is an important factor in designing the process plant. Ore variations, outside of those catered for in the design, as well as large ore changes on a daily basis, will impact on the metallurgical performance, and hence the economics of a mining operation. Therefore good liaison between the grade control geologist and metallurgist will undoubtedly lead to a more consistent, and more profitable mining operation.

The Collinsville Coal Measures consist mainly of arenaceous sediments but indude eleven named coal seams. The Formation outcrops around the northern end of tbe Bowen Basin where it attains a thickness of 700 ft. in the Collinsville-Scottville area and overlies Lower Bowen Volcanies with angular unconformity. Most of the members in the Formation thicken basinwards. The regional dip is about 8 degrees. The Formation thins southwards and does not occur south of the Bowen River on the eastern flank. On the western flank it is represented by 60 ft. of barren sandstone at the limit of our mapping, 12 miles south of the Bowen River. Two seams are mined, the Bowen and the Blake; coal from the former produces high grade metallurgical coke, and the latter seam is mined for steaming coal. Where mined, the seams are about 20 ft. thick. The coals are of medium volatile bituminous rank and the lower coals are of higher rank than those above them.Reverse faults striking across the Coal Measures have been delineated and the existence of areas of intrusive rocks has been established. Intrusions rose up fault planes and, as felspar porphyry sills, selectively intruded coal seams, decimating reserves of coalavailable for mining. One sill, in the Blake Seam, attains a known thickness of 115 ft. Because the distribution and thickness of the sills is rarely predictable, density of drilling has been greater than in most coalfields.INTRODUCTIONThe assemblage of sediments occupying the northern portion of the Bowen Basin (Fig. 1) may be divided into four formations of Permian age:The Upper Coal Measures (U. Bowen)The Middle Bowen Marine Beds (M. Bowen)The Collinsville Coal Measures (M. Bowen)The Lower Bowen Volcanics (L. The media in Australia is currently rife with articles and pronouncements on global warming as the most significant crisis of our time, which may æthreaten the future of civilisation as we know itÆ. This has been recently reinforced by release of Al GoreÆs film æAn Inconvenient TruthÆ, and one would be led to believe that the science of global warming is settled. And yet there is a strong body of literature disputing this apparent consensus which suggests that care should be exercised in introducing radical policies to solve a crisis which may not be real. Such policies would have a major impact on those in professions such as engineering (project approvals and design to minimise greenhouse gas emissions), accounting (carbon tax issues) and the law (corporate disputes on greenhouse gas issues are already in train in the USA). This paper addresses the hysteria apparent in the climate change debate by presenting factual evidence relating to climate change and the current phase of mild global warming. Some of the more extreme statements on future impacts are repudiated with published data, and alternatives to the purported role of fossil fuels in temperature change are offered. The potential impact of political decisions on professional activity is discussed, as are the implications of a possible future reversal of the scientific consensus, as has occurred in the past. The paper concludes with a call for the professions to exercise their Learned Society role to ensure that a rational and public debate is held on the broad issue of climate change.

Geomorphology is one of the most basic elements in geographic enviroments. Geomorphological mapping is significant in the spatial distribution of representing land form and understanding various features of geomorphology. Geomorphological mapping began very early in China, as the map, showing conekarst(karst pinnacles) of Juiyishan, Hunan province, it was drawn in 168B.C., which was excavated from Han tomb. Mawangdui, Changsha. Its original idea of map-making is rather similar to that of modern map and could undoutedly be the oldest map of tropical karst discovered in the world.Before liberation, landform mapping was done piecemeally and only a small number of maps were prepared by a few editor as insets.

The continued exploration of the major brown coal deposits of the Latrobe Valley has resulted not only in the discovery of huge additional reserves, but also in new concepts of the stratigraphy and structure of the coal seams in that area. The author sets out his interpretation of the new information which has become available over the last six years.A section of the paper is devoted to the quality of the coal. As the chemical composition of these brown coals has been discussed in some detail by previous authors, only the major constituents and the heat value of the coal are dealt with in this paper. Some of the variations in quality are related to the geological structure.The occurrence of underground water and its relation to open cuts is dealt with briefly.INTRODUCTIONThe Latrobe Valley Tertiary Basin is almost entirely covered by a layer of Post Tertiary sediments which mask the underlying rocks and their structures. As a result, the geological understanding of this area has had to await the comprehensive drilling campaign in search of brown coal, initiated by the Victorian Mines Department in 1917, and subsequently carried on by the State Electricity Commission of Victoria. The first detailed geology was published by Herman (1922), and this was followed some 25 years later by papers by Edwards, and later Thomas and Baragwanath, to which reference will be made later in this paper. Herman included a section on the geology of the Latrobe Valley in his book Brown Coal, which was published in 1952.Since that time a considerable amount of new information has become available from the continued drilling carried out by the Commission. In addition, geophysical work carried out by the Commonwealth Bureau of Mineral Resources has assisted in the defining of geological structures in the area.

The Eastern Distributor tunnel is located approximately 24 m beneath the suburbs of Woolloomooloo and Darlinghurst to the east of the central business district of Sydney. The 1.7 km long tunnel will carry three lanes of northbound traffic over three lanes of southbound traffic in a æpiggybackÆ arrangement, with a maximum cross-section 22 m wide by 12 m high.The tunnel is constructed predominantly within horizontally bedded Hawkesbury Sandstone. In the unweathered to slightly weathered state, the rock is typically medium strength (average UCS about 24 MPa), with an average quartz content of 72 per cent.Major geological features that intercept the tunnel route are the Woolloomooloo Fault Zone and two extremely to moderately weathered dolerite dykes. The fault zone intersects the tunnel at about 25¦ to its alignment and comprises a series of discrete faults over a width of approximately 50 m. The overall movement of the fault zone appears to be reverse. The two dykes are the 1 m wide Oxford St Dyke and the 6 m wide Great Sydney Dyke.This paper outlines the site investigations and the interpreted geotechnical model for the tunnel route prior to the commencement of tunnelling. This model is then compared to the encountered conditions. The very good correlation between the expected and the encountered conditions shows the high quality of geotechnical investigation and interpretation.

The need to recover metals from low grade deposits, old tailings, etc., combined with improvements in equipment design and the development of new extractants, has resulted in solvent extraction (SX) metal recovery reaching new importance (Webster & Ferron, 1993). The basic principle of solvent extraction is the use of an equilibrium system in which a metal ion is transferred from an aqueous phase into an organic phase, (Equation 1), (Ritcey, 1984). M + E ME . (1) The organic extractant (E) is usually specific for a certain metal ion (M) and forms a metal complex in the organic phase, leaving the impurities behind in the aqueous phase. To recover the metal, the equilibrium is reversed and the metal ion is transferred back from the organic to another aqueous phase in a process called stripping. The metal is then recovered from the aqueous strip solution, usually by electrowinning.

The treatment plant at Martha Mine was upgraded from a nominal throughput of 110tph (O.93mtpa) to 150tph (1.25mtpa) late 1999. Post-upgrade performance did not meet expectations when treating either the competent primary ore or the clay-rich oxide ore.   ò Plant throughput is constrained by milling capacity when treating the competent primary ore. This is not an issue at present as current plant feed is oxide ore from the top of the open-pit, but will become so in future years as the pit deepens. To counter this future threat, ball mill power has been restored to 1100kW through modifications to the drive train. The addition of a crushing circuit may also be necessary.   ò Plant throughput was originally constrained by thickener and leach/adsorption tank issues when treating the oxide are. Changes to plant equipment and operations has seen the removal of these constraints and throughput on this material is no longer a problem.   The most significant issue facing plant staff at present is the high silver grade and its impact on gold recovery. These high grades impact upon recovery through losses caused by insufficient leach and adsorption capacity. To counter this, the geology, mining, and milling teams are working together to blend the high grade silver zones with lower grade ores - this is seen to be the quickest and most cost effective way to deal with the issue. The plant design has also been evaluated with a view to modifying it to cope with the higher silver grades. The viability of these modifications will depend on cost and time (that is, the length of time to implement any modifications versus the length of time to mine out the high silver zones).

Mineral exploration management has undergone major changes particularly in the last decade. Parallel to these changes in management, and partially responsible for them, have been the changes in governmental laws and regulations at both National and State levels reinforced by a highly competitive climate created by the exploration boom in Australia. The influence of overseas methods and approaches have been married to the Australian techniques resulting in a management climate which is not only familiar with the technical aspects of exploration, but is also familiar with the personnel, economic and legal phases associated with the expenditure of very large sums of money. The utilization of all the geosciences coupled with mathematical models and computer techniques for pre-selection and assessment of areas are now normal aids used in management decisions. Management techniques developed and being developed will ensure that successful exploration will be carried out if sufficient incentives are guaranteed.

A good deal of criticism has been levelled at Mines Division over the slowness of processing mining privilege applications, some of which is justified and some which is not. There are many reasons for delays in the processing of applications and not the least of these delays are caused by the applicants themselves.
