Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.

In common with several great orebodies and mineral camps around the world Broken Hill has been the subject of state-of-the-art technical and scientific scrutiny during its long working life. During the early years geological interest in Broken Hill tended to be directed at the body for its intrinsic scientific worth, mainly on account of its large size, high grade and wealth of mineral species. For much of the last 60 years the interest has had a more applied motivation, namely, to assist the search for either repetitions in the Broken Hill field or analogues in other terrains. This paper looks at the major changes in geological concepts and exploration techniques applied at Broken Hill and attempts to assess their impact.

Pacific Hydro, a leading renewable energy company from Australia, is developing a series of cascading run-of-river hydro electricity projects in the Cachapoal Valley at the base of the Andes Mountains some 100 km south of Santiago in Chile.These projects involve extensive tunnelling and underground works. The first of these projects is called Chacayes (110 MW installed capacity) and is now under construction with Astaldi SpA of Italy and Fe Grande of Chile as the EPC contractor. Astaldi SpA also has an equity stake in the project. It involves 6 km of tunnels between 5 m and 7 m diameter, of which 2.3 km is by tunnel boring machine (TBM) (5 m diameter).This paper outlines the local and regional geology, the scope of the Chacayes project, actual tunnel excavation rates and support, and compares the decision making on Chacayes between a choice of traditional drill and blast excavation versus TBM.The paper also outlines the next project planned to be developed by Pacifi c Hydro in the valley – the 140+MW Nido de Aguila project involving a main tunnel drive of 11 km with two intermediate adits, plus a 388 m shaft and underground powerhouse. The main tunnel drives are likely to be excavated by two hard rock TBMs (5 m diameter) but will need to be able to withstand high overburden pressures of up to 1300 m.Subsequent projects in the planning stages include the downstream Coya II project with two tunnels totalling approximately 10 km, one of which may be by TBM.

Classification within the Inferred Resource category is based on geological judgement and the balance of extrapolation versus interpolation that the Competent Person is prepared to accept. These resources are typically drilled at spacings well in excess of the geostatistical range and at a density that is non-uniform. In many cases, a substantial proportion of the available data will be historical, and should be considered with more recent data sources. The provision of a robust geological model will increase the confidence in any resource estimate, and should be viewed as a critical component. The definition of Inferred Resources is of great importance to vein gold projects, since Indicated and Measured Resources generally require costly underground development for delineation. Indeed, many gold vein operations possess substantial quantities of Inferred Resources (>75 per cent) in their resource inventory both at project start-up and during production. This contribution explores a number of the key issues when using the Inferred Resource category and presents four recent case studies.

Two events during the past decade have combined to effectively alter the role of the geologist working in Papua New Guinea. The gold boom of the 1980s resulted in a substantial increase in the general awareness at village level of mining companies, gold and landowner issues, and as a consequence of the Bougainville tragedy, landowners are also very much aware of the potential problems of a mining operation in their area. Landowners know they have the power to remove a company from a project area, and government has shown itself to be virtually powerless and unable to help the company effectively. During a considerable proportion of a project's development time, the project geologist is viewed in the eyes of the local community as the 'company'. Good landowner relationships are nurtured over a reasonable time period and the input of the geologist is significant in determining the eventual fate of company-landowner relationships. The initial impressions of the company, gathered by the local community, will have a far reaching impact on the nature and direction of their future exchanges with the company.

Feasibility studies form a vital and significant component of the project delivery cycle. They are at the heart of the valuation process. This paper focuses on variables which can affect a project and how these are assessed as part of the decision-making process through feasibility studies. Test work and site selection needs; the degree of engineering required to meet the study requirements and the quality of owner project information are discussed. Also, local factors including permitting needs, social, environmental and government relations are considered. Engineering and site factors are crucial in the estimating process. The interaction of detailed engineering, engineering assumptions and estimating methodologies are therefore examined. The ownerÆs perspective is considered along with risk analysis, which is fundamental in project feasibility study activities. The impact of this is also discussed.

Anglo American Metallurgical Coal (AAMC) manages five open cut coal mines in Queensland and New South Wales, producing approximately 30 million tonnes per annum. The size and complexity of these mines require efforts by a large and diverse number of personnel to minimise adverse geotechnical events from occurring. To achieve this, the AAMC coal mines in Australia are developing a concept of managing the geotechnical risks associated with open cut coal mines. The overall system utilises a combination of internal training, a management system (operational management systems) and standards, numerical modelling, monitoring, inspections and audits. The development of the standards as well as training and mentoring of exploration personnel, geotechnical engineers, engineering geologists and mining engineers with an interest in the geotechnical aspects of mining, training of the production workforce, mentoring and training of the technical staff create the basis for achieving a pro-active rather than a reactive system. Audits are used to assure that personnel are maintaining the standards and to facilitate cross-mine leanings so that best practices are developed across all sites.

This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

Traditionally gold producers had built up hedge books to protect themselves against adverse changes in the commodity price, but diversified mining groups were staunchly opposed to hedging in any shape or form. The situation has evolved over the past few years. Gold miners have been reducing the size of their hedge books in line with the rising gold price. Commentators have talked about ædouble-digit dehedgingÆ and have suggested that this is the final countdown for gold hedge books. It sounded as if the era of hedging by mining companies was drawing to a close. But as appearances can sometimes be misleading, we decided to find out what mining companies were actually doing. Companies listed on stock exchanges are now obliged to give details of their derivatives holdings in their annual reports. Two or three years ago there was no such obligation. Our reality check was based on the latest annual report issued by three multinational mining groups; two with diametrically opposed views on hedging (Rio Tinto and Barrick) and the third (BHP Billiton) with an intermediate position. This snapshot of their derivative positions at a point in time revealed that Barrick and BHP Billiton have substantial derivatives positions (worth billions of dollars) to protect against adverse changes in foreign exchange rates and interest rates. Moreover Barrick has recently started hedging against increases in fuel prices. Despite its opposition to hedging, Rio Tinto has derivative positions worth several hundred million dollars, but these are primarily a legacy from various mergers and acquisitions over recent years or were entered into as a condition of project financing. Lastly we were surprised to discover that Barrick was holding asset-backed commercial paper (ABCP). So the idea that mining companies donÆt hedge their risks is just another urban myth.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

The Rocklands copper project is a multilode, iron oxide copper gold (IOCG) + cobalt mineralised system located in the Eastern Fold Belt of the Mt Isa Inlier. Rocklands orebodies cover a range of oxidation zones from oxide, to supergene and primary. Each zone contains different economic minerals of interest. The supergene zones contain significant amounts of native copper and the primary zones are dominated by chalcopyrite. The juxtaposition of these oxidation zones and minerals make it an interesting mineralisation system.Current mine production sampling collects a nominal 3 kg drill chip sample from a 1 m composite, RC drilled interval. A site specific sampling procedure was needed to quantify introduced sampling error when taking grade control samples. Due to oxidation and mineralogical variation in ore zones we needed to develop a practically achievable sampling methodology that ensures minimum sample mass and sample error requirements are achieved to ensure ‘representative’ samples for all ore types.These issues are planned to be resolved using an experimentally derived method using principles from the Theory of Sampling. This method uses an experimental calibration of parameters K and a for Gy’s fundamental sampling error formula using a modified 32-piece sampling tree experiment to compile sampling nomograms for the primary and supergene ores. This paper demonstrates the process undertaken to improve the quality and standard of existing mine production sampling procedures at the Rocklands operation.Results indicate a sample mass of 5 kg for RC drill chips is appropriate for both the primary and supergene ores to achieve a fundamental error below 0.01 or 10 per cent relative error, which is slightly higher than the existing sampling protocol of 3 kg. An additional experiment is recommended to compile sampling nomograms using the exact laboratory comminution and mass reduction stage information to assess the use of a 3 kg sample. The results also indicate no changes are required to existing sampling protocols when sampling RC drill chips in primary and supergene ore at Rocklands.Sampling nomogram results also provide a useful ‘rule of thumb’ reference guide to other mining and exploration companies to help understand minimum sample mass requirements and sampling error during exploration drilling, resource evaluation and mining production stages when targeting similar IOCG mineralised systems. A sample mass of 5 kg is recommended when RC drilling similarly IOCG mineralised prospects and deposits in the Cloncurry area. Future test work is recommended when additional open cuts become active as well as including resource drilling drill core to provide better three-dimensional sample representivity.CITATION:Hawtin, M G, 2017. When an iron orebody nears its end of life, the extracted material can become increasingly problematic to handle. Higher moisture content occurs as larger portions of originally-below-water-table material is mined, which in some deposits is accompanied by further changes in physical and/or chemical properties present along the edges of the orebody. Plant delays related to problematic material have affected all of BHP’s mining hubs to various degrees. Following the recent successful work in Yandi, where the development of an index to quantify the handleability of channel iron ore deposits resulted in an increase in extracted volumes and an extension to the expected life-of-mine, the value of implementing similar indices for bedrock iron ore deposits has been recognised. A materials handling index has been developed by combining observed empirical relationships between material properties and processing plant performance. Indices for each deposit were further refined and optimised by implementing a back-testing strategy which facilitated an understanding of what weighting or scaling each of the contributing components should carry to yield the highest success rate of predicting actual delays at a given plant. Currently materials handling indices are deployed to all mine sites and are made available in block models as well as calculated for individual blasthole and production samples. Values in block models are obtained by predicting the required properties using machine learning models, whereas hyperspectral data is used to ‘measure’ some of those properties on a sample level. This paper discusses the work that has been undertaken to obtain materials handling indices, the testing that has been done to optimise them, and what processes have been developed to ensure the best metrics are being used in the different planning and scheduling horizons to optimise extraction.

The demand for key personnel currently far outweighs the international talent pool and will take several years to subside. A highly effective project team can be the difference between a successful project and a bad public relations exercise. Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate. "This paper reflects on the author’s experiences in undertaking mining studies and reviewing mining projects and technical reports, particularly over the past five years, and the impact of recent changes in reporting standards and listing requirements pertaining to mining-related evaluation and valuation exercises. It also discusses contemporary changes in the expectations of the investment community and the implications for the role of the technical specialist in providing advice to such stakeholders.Not for the first time in history, the resources industry has experienced a significant downturn after a period of strong, sustained growth in line with the traditional view of the cyclical nature of commodity markets. The resource industry is currently faced with capital austerity in the wake of projects ‘failing’ (not delivering to expectations). In response, the industry has experienced changes in investment behaviour (slowing of investment) and an increasing regulatory burden as stakeholders seek a greater understanding of mining project risks.This paper discusses this response and uses case studies to highlight the key learnings (perhaps re-learnt) by the industry. Imagine a æshinyÆ new mine, $1 B in the bank and record commodity prices. So how does a company and its management team create enough tension to maximise profit and to establish a culture that can weather the good and bad times?That was exactly the situation the team at OZ MineralsÆ world class Prominent Hill mine in South Australia faced in 2009.Three years later, the harder times have come - lower though still healthy commodity prices, rising industry costs, fierce competition for talent, geological and technical issues (common to developing mines). However, the company was able to maximise profit during the good times and equip the culture to deal with the tougher times with minimal turnover.Through the combination of simple systems and processes, people development, application of commercial technical acumen and a combination of yin and yang leadership, OZ Minerals has achieved something quite rare - sustainable continuous improvement.The journey started with a vision. The EGM Operations created the æsparkÆ. The dream was to create a æfranchise mineÆ that could be rolled out to new mines and acquisitions as the company grew. However, the real leadership came from his lieutenants who provided the important yin and yang. The GM commercial provided the tools, processes, systems and the bottom line focus. The GM operations focused on culture, leadership, training and sustainability. This powerful combination (along with some good old persistence) was able to create the critical mass required to make continuous improvement go æviralÆ.This paper explores this unique case to uncover the essential ingredients that were created and mixed together. Over the past decade, the mining industry has come to recognise the importance of water both to itself and to others. Water accounting is a formalisation of this importance that quantifies and communicates how water is used by individual sites and the industry as a whole. While there are a number of different accounting frameworks that could be used within the industry, the Minerals Council of AustraliaÆs (MCA) water accounting framework (WAF) is an industry-led approach that provides a consistent representation of mine site water interactions regardless of their operational, social or environmental context that allows for valid comparisons between sites and companies.The WAF contains definitions of off-site water sources and destinations and on-site water use, a methodology for applying the definitions, and a set of metrics to measure site performance. The WAF is comprised of two models: the input-output model, which represents the interactions between sites and their surrounding community, and the operational model, which represents on-site water interactions.Members of the MCA have recently adopted the WAFÆs input-output model to report on their external water interactions in their Australian operations, with some adopting it on a global basis. To support this adoption, there is a need for companies to better understand how to implement the WAF in their own operations. Developing a water account is non-trivial, particularly for sites unfamiliar with the WAF or for sites with the need to represent unusual features. Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. The mining industry, and in fact the world, has undergone significant changes in the past five to ten years, ranging from the metals boom, the global financial crisis and the rise and fall of national economies, to name just a few. There has been a focus on sustainable development for projects and operations in the mining industry, mainly pushed onto the industry by communities, governments and other agencies. While sustainable development and operation is a worthy priority for mining operations, discussions with mining industry personnel (with a strong slant on the mineral processing perspective) have shown other issues have surpassed the typical issues of water resources, energy availability and the environment. These include staff turnover and skills shortages, extracting metal from more complex orebodies and the uptake of new step-change technology.A number of key operating mineral processing personnel were interviewed to determine their perspective on the current issues facing the mining industry. This paper details the findings of this survey and highlights some of the topics that have been identified as the top issues from a mineral processing perspective.CITATION:Schwarz, S and Alexander, D, 2012.
