This paper aims to build on the strong emphasis that was placed on safety in the Sydney AITES-ITA Congress in March 2002. It will do this by comparing safety records from some major tunnelling projects in Europe and Australia over a period commencing in the second half of the 19th century to the second half of the 20th century and examining reasons for the apparent marked improvement that appeared in the 1980s. Further by looking at the relationship between this improvement and current trends in the australian industry by means of a detailed review of the safety record for the Northside Storage Tunnel project in Sydney which was completed in mid-2000. The paper will conclude by providing a summary of the progressive approach adopted by the minerals industry in australia and summarising the current state of tunnelling and underground construction in australia with respect to recently completed projects and potential major initiatives.

The gold deposits of Kalgoorlie are the most important on the Precambrian shield of Australia. Gold was first discovered.'-:.V. ,,.,.-,..Kalgoorlie in June, 1893, and olthough`the original find was of ;:...;;small extent, the prospecting activity which stemmed from it 'led to'the ciscovery.of the lodes of the Golden Mile, some three miles to the south. In many open cut coal mines, rivers and large creeks can cause planning and operating difficulties, both in the terms of the more obvious location of the current watercourse, but, and sometimes more importantly, past meandering of the watercourse. Prevent and past flow regimes may have deposited large alluvial sequences within the current mining areas. The presence of groundwater within the alluvium further complicates the planning and operating practices.A situation exists at Saraji Mine in which alluvial sediments overlie a massive sandstone sequence which in turn lies at about one metre above the coal seam. The problems encountered include high levels of groundwater ingress to the pit, highwall instability, and an unacceptably high rate of blast hole collapse (prior to charging with explosives). Other aspects of the dragline stripping operation were also affected.

Zinc-bearing materials containing chlorides and fluorides of alkali metals, such as electric arc furnace dusts, Waelz oxides, galvanising ashes, brass foundry and converter fumes are marginally attractive, both technically and economically, for processing by the Imperial Smelting Process or in a conventional zinc sulphate electrolytic plant. The EZINEX« Process allows the recovery of high purity zinc in cathode form from these materials, together with regeneration of the leach liquor. The process is based on a new electrochemical system which depolarises the anode reaction with reduction of the cell voltage, compared with the traditional sulphate electrolysis method. The electrolyte, based on a chloroammino complex, permits the recovery of other valuable metals present in the zinc bearing materials such as lead, copper and silver. These are recovered as a metallic cement, consequently improving the economics of the process.

For the past five years the University of Queenslandhas, through its various workshops, been preaching to Australia that there was a potentially hazardous situation from earthquakes for urban Australia. A few people outside The University accepted this, but largely the warnings fell on deaf ears.The 1989 Newcastle earthquake changed that per-ception. The most important lessons to emerge from Newcastle were (i)the realization that in continental areas small earthquakes cause widespread damage:(ii)the local geology of an area is of great importance in the damage done by an earthquake.These two factors clearly indicate that, in the future, we must take far greater account of the "Urban Geology" of an area. This paper discusses the need for urban geology and its impact on seismic risk and compares that with the traditional methods of assessing seismic risk.

The acidic and metal rich waters that are generated from acid sulfate soil (ASS) drainage can have damaging impacts upon ecosystems. The most obvious impact has been the discolouration of water and occasional fish kills. ASSÆs produce these acidic and metal rich waters when pyrite in soil is oxidised. Land management techniques are an essential long-term requirement to minimise the amount of pyrite oxidation. Acidic water that cannot be prevented through land management can be neutralised by other techniques. Powdered lime is the most common material in agriculture that is applied directly to soils and waters. Powdered lime can be expensive and if applied dry it may aggregate. Since the aggregated particles of lime are larger they could sink rapidly in the water column and not react. In waters with high concentrations of dissolved iron and aluminium the lime particles may become coated with a metal oxy-hydroxide precipitate, which will decrease its reactivity. A unique lime-dispensing machine, the Waterways Lime Spreader, has been developed to neutralise acidic waterways. The Waterways Lime Spreader can produce a solution rich in fine lime from larger limestone fragments. The current size of the machine means only 3.5 grams per second of limestone can be emitted. This output will neutralise low acidity waters, however, for high acidity waters the time for neutralisation can be long. More reactive chemicals such as hydrated lime or increasing the size of the machine will reduce this neutralisation time. The Waterways Lime Spreader is also capable of producing slurry mixtures if powdered materials are required. Trials with the Waterways Lime Spreader were undertaken in part of the Clothiers Creek catchment located in northeast NSW, Australia. A small drain with a water volume of 4 m3 was neutralised with crushed limestone to pH 6.9 from an initial pH of 2.6 and an acidity of 902 mg/L CaCO3 in 160 minutes. In comparison a drain with a slightly larger volume of 6 m3 that had an initial pH of 3.2 and an acidity of 753 mg/L CaCO3 was neutralised with hydrated lime to pH 11.8 in five minutes. The Waterways Lime Spreader has been used successfully to neutralise water from acid sulfate soils. It is expected that future applications of the machine may be for the neutralisation of acid rock drainage or acidified lakes.

EMF measurements were performed in the temperature range of 933-1095 K to determine the thermodynamic properties of oxygen dissolution in liquid lead and lead-tin alloys with tin in the dilute concentration range of 0 to 6 atom per cent. The oxygen in the Pb-O system was varied by equilibrating with (PbO) slag, and that in the Pb-O-Sn system was varied with the addition of lead oxide. Wagner's interaction parameter approach was used to evaluate the self interaction parameter and ternary interaction parameters at different temperatures, to yield: E8(pb) = 97.35 - 113.27 x 103/t Eo(pb) = 139 - 20.616 x104/1' Quasichemical formulation was employed to yield Inf to reveal the effect of tin on oxygen in lead. Results have been predicted on the basis of classical models and those obtained using the QCT approach of Alcock and Richardson at Z=2 have been found to agree with the experimental Data.

After extensive testing and a period of plant trials to establish the benefits of Caro's acid (H2S05) as an alternative oxidant, Queensland Mines Limited (QML) decided to replace pyrolusite with Caro's acid in its acid leach uranium treatment plant at Nabarlek. The decision was based on the reagent savings and environmental gains associated with the removal of manganese from the process liquors, as well as the labour savings and improved oxidation reduction potential control possible in leaching using the Caro's acid system. The permanent Caro's acid generating plant was designed by Interox Chemicals Pty Ltd of Australia (IC) to suit QML's require- ments and differed from the unit used during the plant trials. Commissioning of the plant was completed in April 1983 and it has been continuously used since that date.

The treatment plant at The Great Boulder Proprietary Gold Mines Limited was designed and erected by Chas. Ruwolt Proprietary Limited in 1934 to mill 12,000 short tons per month. The flow sheet called for fine grinding, straking, flotation, roasting of the flotation concentrates and cyanidation of the resulting calcine.In 1937 considerable alterations and additions were made to the plant. The grindin,g section was duplicated with addition of two 8 ft. x 6 ft. Abco Ball Mills to increase the throughput to 28,000 tons per month, and the flow sheet was changed from "straight flotation" to "precyanidation and flotation" neeessitating the addition of thickeners, agitators, Oliver filters and Edwards roasters.A further change to the flow sheet was made in 1942 with the introduction of sulphur dioxide conditioning ahead of the flotation section, to permit the treatment of 500,000 tons of oxidised ore. Since that date no major alterations were made to the flow sheet or equipment until 1950, when the modifications set out in this paper were commenced with the object of reducing costs and increasing plant efficiency.These modifications are dealt with under the section headings and are therefore not necessarily in chronological order.CRUSHING SECTIONThere has been no material alteration in this section although at the time of writing a 650 ton capacity ore bin is being erected ahead of the primary Jaques crusher. The commercial production of copper metal involves a sequence of purification stages. One step of this process eliminates bulk quantities of iron and sulphur from matte Cu2S(FeS to produce blister containing 95.5 per cent copper. This task is traditionally performed in the Pierce-Smith converter, a cylindrical vessel in widespread use throughout the copper industry. Typically, multiple Pierce-Smith converters are arranged along an aisle, simplifying material transfer from vessel to vessel. Materials are moved through the aisle in pots and boats, using overhead cranes. In terms of the overall process, the converter aisle represents a critical processing unitùit contributes significantly to the value added nature of the metal. The aisle is subject to significant process disturbances. Thus, improvements in the operationÆs modes and conditions have a direct impact on process profitability. As with any commercial operation, improvements are always sought to increase process performance. The general approach involves process modelling, followed by an application of control and optimisation theory to this model. The results of such a study are then applied to the real process, leading to improved performance.

With the advent of Electronic Detonator Systems in the global mining industry, as well as the development of high precision pyrotechnic delays, the measurement and analysis of delay performance (usually measured in terms of dispersion about a batch mean û precision, and the deviation of that mean from the nominal detonation time û accuracy), has become an important issue. Through the non-conventional use of existing Velocity of Detonation (VoD) measurement technology, it has been shown to be feasible to measure the precision and accuracy of delay detonator series connected in the same manner as a typical open pit bench hook up. This paper describes the work undertaken to compare and contrast performance results obtained using a range of instrumentation including High Speed Video (HSV) filming, digital counter timing using a Hewlett Packard Universal Counter and a digital VoD measurement device. The results obtained demonstrated the practical feasibility of using the latter technology in order to obtain relatively large amounts of data in a time-efficient manner, with a precision of better than 0.5 microseconds, if required. The results also confirmed the close statistical agreement obtained between the three forms of performance measurement, therefore permitting the substitution of the VoD measurement technique for the more capital cost intensive HSV technique and the slow, sample-by-sample HP Universal Counter method. This paper describes the methodology applied and the results obtained.

There have been few long-term studies of sulphide oxidation under controlled conditions. The object of this study was to investigate the oxidation and leaching characteristics of pyritic mine material under conditions that were commensurate with field conditions but which could be controlled and monitored on a long term basis. The test material - overburden from Woodlawn Mines Pty Ltd - was packed into a 300 cm high column and leached with water at an infiltration rate of 256 mm y-1 for 5 years. Chemical conditions within the column were continuously monitored by sensors embedded in the overburden and leachate from the base of the column was analysed weekly. The study examined the relationships between heavy metal release and gas, moisture, and chemical conditions in the column.

An investigation was carried out at a US underground mine to characterise diesel aerosols and to asses the effects of various control technologies on the concentrations and properties of particulate matter and gases emitted by heavy-duty diesel-powered equipment. This study was dedicated to evaluating the impact on mine air quality of contemporary diesel particulate filter (DPF) systems installed on mining equipment. Additional efforts were made to assess the effect of blended biodiesel fuels, yellow grease and soy, ultra-low sulfur fuel, a fuel emulsion and of selected diesel oxidation catalysts on air quality and emissions. The carbon analysis performed on the collected samples showed that the tested DPF systems reduced the mass concentrations of elemental carbon in mine air by between 70 per cent and 92 per cent. In addition, TEOM measurements, collected during these tests, showed that the total diesel particulate matter concentration in the mine air was reduced by greater than 65 per cent when DPF systems were used. The tested biodiesel blends were found to reduce elemental carbon concentrations in the mine air by between 49 per cent and 33 per cent, for the B20 (20 per cent biodiesel/80 per cent #2 diesel) of soy and yellow grease respectively and between 66 per cent and 56 per cent for the B50 (50 per cent biodiesel/50 per cent #2 diesel) of soy and yellow grease, respectively. The water-in-diesel fuel emulsion was shown to reduce elemental carbon concentrations by as much as 85 per cent. NO2 measurements showed an increase in the maximum concentrations of NO2 when catalysed DPF systems were used instead of mufflers.

A sample of pyrrhotite flotation concentrate pulp assaying 15.3 g/t Au, which had been prepared from an old tailing dump, was treated to extract the gold. Examination of the concentrate with an SEM showed that exposed or free native gold, 5- 40 ¦m in diameter, was present but no locked gold was observed. Direct cyanidation of the concentrate to extract the gold showed that the flotation reagents present inhibited gold extraction. A range of pre-treatments was used to overcome these effects. Direct cyanidation for 48 h extracted only 26 per cent of the gold, indicating possible contamination of the gold in the concentrate with flotation reagents. Pre-treatment of the concentrate pulp by aeration for 24 h, or by 72 h aeration with an addition of 3.65 kg/t of sodium sulphite, gave little improvement in gold extraction by subsequent cyanidation. Pre-treatment by filtration, or by aeration with 12.5 L/t 100 volume hydrogen peroxide, followed by cyanidation for 48 h gave gold extractions in the range 67-77 per cent. Combining filtration and an aeration period with hydrogen peroxide addition raised the subsequent cyanidation extraction of gold to 88 per cent, giving a tailing assaying 1.5 g/t Au. Re-cyanidation of some of the dried tailings from the initial tests extracted most of the remaining gold giving a tailing assaying 0.5 g/t Au. This indicated that most of the gold was available for dissolution by cyanide. The poor dissolution of gold by cyanidation of the untreated concentrate was attributed to the presence of flotation reagents. It was shown by UV spectrometry that xanthate-containing compounds were present in the solids fraction of the original pulp and that they were partly removed by pre-treatment. MIBC was also present, and dithiophosphate, which was used in the flotation step, was also probably present. The results indicated that the improvement in gold extraction after filtration and oxidation of the original pulp was due to partial removal of the flotation reagents, and illustrates the detrimental effects that residual flotation reagents can have on the extraction of gold by cyanidation of a flotation concentration.

The operation of quarries for the production of crushed stone and aggregates, depends heavily on rock blasting efficiency, which usually represents a major share of total production costs. After investigating the causes of this situation, a series of technical aspects have been detected, and they are described for the purpose of contributing to the minimization of costs, which also reduces the effects of blasting on the environment. Utilization of empirical design methods, of inadequate explosive types, and of erroneous drilling pauems with respect to rock properties, are the main factors to be corrected, as a consequence of poor engineering criteria, with scarce use of computational methods and field instrumentation. Several concepts of blasting optimization are pointed out, and their application to industrial operations in a Portuguese limestone quarry indicated clear trends for the reduction of production costs, as well as some of the deleterious consequences of blasting on the environment.

The use of mining by-products for beneficial use may face approval, and acceptance barriers. This paper described the use of a sustainability framework to assess the safety, effectiveness and economic value of modified bauxite residue (Alkaloam«) for use on agricultural land in the Peel-Harvey region of Western Australia. The results indicate the merit associated with using this by-product from a safety and, private, community and environmental value perspective. They may be used to indicate the worth of pursuing any future community acceptance and agency approval process.   The use of Alkaloam« for beneficial use on agricultural land in Western Australia was first investigated over 25 years ago. Efforts to gain regulatory approval and community acceptance of Alkaloam« have had a complicated and enduring history. Understanding and assessing the value of a by-product using social and economic considerations, in conjunction with an environmental assessment, provided a more complete evaluation to that previously used.
