Gold was discovered at Waihi in 1878. In 1987 the modern Martha Mine opened in the middle of the town of Waihi. Newmont Waihi Gold as the current licence holder has been operating the mine since 2000. The current open pit was scheduled to stop production in mid 2006. An underground mine is currently being developed to the east of the town.   In 2001 serious subsidence issues from historical underground mine workings outside the mining licence and the forecast closure of the open pit acted as a catalyst for the development of new communication initiatives.   In this context Newmont Waihi Gold and the Hauraki District Council initiated a community consultation process with the people of Waihi. The Waihi Community Consultation Committee (WCCC) was established in May 2003. After an initial brief to act as a forum for community participation in closure and rehabilitation of the Martha Mine, the group quickly took on a much more proactive role working towards the long-term social, environmental, cultural, economic and spiritual sustainability of Waihi.   In the course of over three years of meetings all groups represented on the committee have presented their views, developed ideas and established an organisational structure to bring those ideas to fruition. The challenge now is to work together to consolidate likely options, seek sources of funding, produce business proposals and implement the plan for the future of Waihi.   This paper backgrounds the experience to date and describes the outcomes of the process. For more detail on process considerations this paper should be read in conjunction with Part C by process facilitators, T Clark and S Stewart. For more detail on progress towards the groupÆs goals and future possibilities, this paper should be read in conjunction with Part B by Vision Waihi Trust CEO, E Morrow.

In an environment of accelerating capital costs, limited capital availability and strongly cyclic metal prices, there is a difference between a robust mining and processing operation and one that would maximise shareholder returns in an idealised world. A higher cut-off grade policy is likely to improve operating margins and may reduce the scale of operations and thus limit capital exposure. This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. Sensor-based sorting methods to remove waste or for upgrading ore prior to downstream metallurgical processing is becoming more prevalent for mining operations. X-ray transmission (XRT) sorters are a popular choice for mineral processing plants since they can sort a wide variety of minerals. XRT sorters pass high intensity X-rays through particles to generate images of varying greyscale, based on their effective atomic density. The ore sorter then mechanically separates the particles using algorithms based on the images. A popular test currently used to evaluate the amenability of the ore to XRT sorting is to pass the particles through the sorter and obtain the greyscale images showing mineralogical differences. This test provides information on the mineralogical heterogeneity between ore particles for their separation. However, it does not provide an understanding of the actual mineralogical composition of the ore or information pertaining to which other minerals may respond in a similar manner, nor does it provide liberation information. This paper describes a test that combines high resolution X-ray micro Computer Tomography (CT) combined with QEMScan to obtain information about amenability of ore to XRT sorting and to obtain valuable information that can streamline metallurgical testwork programs. This test also provides information relating to particle thickness and associated X-ray attenuation coefficients, desired mineral presence and mineralogical information relating to associated minerals and clays to assist with developing sorting algorithms. Combining the CT and QEMScan can address many limitations of the current method to determine whether XRT sorting technology is appropriate for particular ores. Mineralogy information from QEMScan can identify incidences of; mineral encapsulation, problematic clays, detrimental minerals as well as calibrate the greyscale values of CT data. Additional 3D CT imaging carried out on cores provides spatial information of the minerals within the ore and mineral grades.

Coal is a vital energy source and source of carbon for metallurgical applications, contributing significantly to the world economy. Coal mining and processing involve multiple processes that generate Respirable Coal Mine Dust (RCMD), one of the primary sources of health hazards for coal workers. Since 2000, the rate of Coal Workers’ Pneumoconiosis (CWP) has continually increased in the U.S, with severity of the cases also worsening. Increasing evidence shows that exposure to RCMD in coal workers is a high-risk factor for lung cancer, which causes more deaths than the following three major cancers combined in the US Recent observations show an increased incidenceof CWP or other lung diseases, particularly among young miners in the Appalachian basin. The CWP prevalence in Appalachia is four times higher than the national average. Although various regulations are in place, the resurgence of such disease among coalminers demands additional efforts to better understand all the possible facets of coal dust toxicity, taking insights from current interdisciplinaryresearch efforts. One such important field is the interaction of coal dust with moisture in underground mines. Although moisture is prevalent and dynamic in an underground mining environment, it has never been evaluated for its impact on modifying the toxicity of coal dust and transport or flow behaviour. However, research conducted in atmospheric sciences in the past decade makes it clear that moisture in the atmosphere can significantly alter the behaviour of mineral dust. This paper is a part of research aimed at understanding how moisture interacts and alters the characteristics of coal dust. Such insight is crucial in understanding the potential toxicity of coal dust and developing mitigation technologies.

Mining of narrow vein mineralisation, invariably depending on the mining method selected, involves the extraction of both ore and waste rock. The level to which mining of waste rock can be minimised depends on numerous factors, but particularly the thickness and dip of the deposit. Resue mining is a method of mining that allows split face firing within stopes to allow waste and ore to be mined separately, allowing dilution to be minimised. This paper examines the technique of resue firing and its applicability to the mining of narrow vein deposits. Particular emphasis is placed on the conditions in which resue mining presents a suitable option for mining of narrow veins.

“Given the increasing scrutiny of the mining industry and its relatively poor record with regards to mine tailings management, increased requirements to minimise water usage (often accompanied by very high costs of water) and the need to demonstrate achievable long-term closure strategies, it is likely that the option of a filtered tailings system will need to be considered in many operations in future.” (Australian Centre for Geomechanics, 2018). Given such a statement as a conference introduction, it is only appropriate that a range of potential technologies are investigated and compared, to create awareness for even underrated but appropriate technologies. The advantages and disadvantages of all technologies need to be considered and analysed. Suppliers are swift to promote their technologies advantages; however aspects of sustainability are not always fully understood. Perhaps a combination of two filtration technologies is appropriate. This paper delves into the technical details, good or bad, of four mechanical dewatering technologies in tailings dewatering and provides insight on an undervalued and, in the author’s opinion, young technology – the screw press.

Over the past 20 to 30 years statistics as a science has grown in significance. Not a day passes without reference to the latest statistics by the print, audio and audio-visual media. The Northern Territory Government has been part of this growth and like other public and private sector organisations collects a broad range of statistics. The Northern Territory Department of Mines and Energy participates in the government's statistics collection process. Statistics collected and published by the Department of Mines and Energy include geoscientific; mining and exploration tenure; environmental (e.g. mine site waste water management); production of minerals, oil and gas; mining sector employment; and occupational health and safety. The importance of statistics collection to the Northern Territory Government is discussed in the paper.

Epithermal Au-Ag deposits form in the upper 1 km of the crust and are therefore best preserved in the less eroded Pacific rim arcs, although also recognised elsewhere. Two profoundly different ore fluid types give rise to low and high-sulfidation styles apparent as variations in ore and gangue mineralogy as well as characteristic zoned wall rock alteration. Low sulfidation epithermal Au deposits are derived from near neutral composite magmatic-meteoric fluids and divided into a group with a stronger intrusion association within arcs grading in time and space from: quartz-sulfide Au + Cu, to carbonate-base metal Au, and the epithermal quartz Au + Ag, whereas in strongly extensional settings the influx of meteoric waters promotes the development of chalcedony-ginguro banded Au-Ag epithermal veins. In the presence of continental crust particularly in Latin America polymetallic Ag-Au veins represent a Ag-rich equivalent of carbonate-base metal Au and passes upwards to chalcedony-ginguro Au-Ag style. By contrast high-sulfidation epithermal deposits are deposited from an acidic magmatic fluid which provided characteristic hydrothermal alteration by reaction with wall rocks grading outwards as mineral assemblages dominated by: vughy silica, alunite, pyrophyllite-diaspore, dickite-kaolin and then illite-smectite neutral clays. Au mineralisation is commonly refractory with enargite deposited dominantly later within the silica zone.Exploration for epithermal Au deposits benefits from an understanding of the controls to mineralisation which commonly give rise to the development of ore shoots with widest and highest Au grade ore zones. In low-sulfidation systems a combination of competent host rocks, dilatant structures, higher grade styles of mineralisation and efficient mechanism of Au deposition, contribute towards ore shoot formation. High-sulfidation epithermal Au systems occur in permeable volcanic and breccia host rocks which are linked by major structures to the magmatic source.CITATION:Corbett, G, 2013. The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

Quang Ninh province is the most significant coal producing region in the north of Vietnam. The Nui Beo Coal Company (NBCC) operates open pit mines in Quang Ninh province and the waste overburden produced is dumped as sidehill fill in the Chinh Bac waste dump site. In the past, no special consideration has been given to the environmental impacts during the dumping operations. The mine waste is transported in trucks from the mine site to the dumping site and the loading, hauling and dumping operations are the main sources of dust emission. Rain events, especially during the rainy season, cause the generation of contaminated surface water as well as seepage of water through the dump at a number of locations. The existence of cracks at the top of the dump can pose serious stability problems with heavy rain events leading to failure of slopes which can potentially disturb vast areas of land currently used for agricultural purposes and human settlement. For sustainable development at the Chinh Bac waste dump site in the future, apart from the social and economic considerations to be assessed, there is an absolute necessity for environmental protection measures to be in place both during and after the dumping of the mine waste overburden. Research Association Mining and Environment in Vietnam (RAME) is working to develop and implement concepts for the mitigation of environmental problems emerging from dust, contaminated water and lacking slope stability to ensure successful rehabilitation of the coal mine waste dumps in the north of Vietnam. Within the framework of RAME, the Institute of Mining Engineering I (RWTH Aachen University) is managing and working to develop the stabilisation concepts for the solid mine waste dump in collaboration with the Chair of Geotechnical Engineering (RWTH Aachen University), Brenk Systemplanung and the Vietnamese group of companies VINACOMIN (Vietnam National Coal-Mineral Industries Group). The most economical and environmentally sound operations, as well as locally adaptable environmental protection measures, are essential for the sustainable development of the dumping operations at Chinh Bac dump. This paper describes the dump site and the sustainable development possibilities with an emphasis on the environmental protection and stability problems at the Chinh Bac waste dump.

Chromite was recorded among the rare minerals in the natural beach sand concentrates on the coast of Northern New South Wales by Whitworth(l) in 1931, and the commercial production of zircon and rutile from these beach sands has yielded concentrates of ilmenite with small amounts of chromium. The chromite is a detrimental impurity in the utilisation of the ilmenite, and the difficulties that attend the separation of the small amount of chromite from the ilmunite have raised suggestions from time to time that chromite occurs with ilmenite in composite grains. The absence of such composite grains and the nature of the chromite grains has been indicated by the following mineragraphic examination of magnetic concentrates containing chromite which were prepared by the C.S.I.R. Ore Dressing Laboratory, Melbourne University, from ilmenite concentrates from beach sands at Norrie's Head, County Rous, New South Wales and Stradbroke Island, Queensland.The magnetic concentrates from each locality are divided into five fractions, and the No. 1 concentrate is the most highly magnetic and the tailing the least magnetic. Management of historic tailings is a major challenge facing the mining industry and its regulators. However, through improved mineralogical and chemical characterisation of such materials the opportunity to develop better rehabilitation strategies arises. Microanalytical techniques including microscopy, mineral liberation analysis and laser ablation inductively coupled plasma mass spectrometry (ICPMS) allow for improved tailings characterisation – but the challenge posed by these techniques is how to use them effectively. Additionally, data sets collected by such techniques must be properly integrated, only then can they assist in the identification of the most appropriate rehabilitation strategies. A study conducted at the Old Tailings Dam (OTD) located at the Savage River Mine, Tasmania allowed for the integrated use of several microanalytical techniques to help evaluate the benefits of a shallow water cover as a potential rehabilitation strategy. Samples (n = 144) from 14 trenches and 11 boring cores (2 m maximum depth) were collected across the OTD. These were subjected to routine acid-base accounting, with a subset subjected to detailed mineralogy using a modified sulfide alteration index (SAI), X-ray diffractometry and mineral liberation analysis (MLA). In addition, representative samples (n = 6) from across the OTD were subjected to laser-ablation ICPMS to characterise the pyrite chemistry. Our results showed that tailings in the northern area submerged under a natural water cover were relatively unoxidised from approximately 1 m depth, with SAI values of 1 to 2. Tailings from the subaerial southern portion were extensively oxidised to approximately 35 cm depth (SAI = maximum 5.8), with fresher materials observed underneath (SAI = 5 to 5.8). Pyrite from across the OTD is enriched in Co, Cu and Ni. Through the integrated application of microanalytical tools, we determined that establishing a water cover of at least 1.5 m depth across the OTD is a suitable rehabilitation option for this historic site. Geotechnical instrumentation has been implemented as a key step for monitoring and optimising an engineered mine design for managing seismicity at the Beaconsfield Gold Mine. Measurements of displacement, stress change, ground control element load and seismic response of the rock mass allow for back analysis and calibration of critical parameters for feedback into the engineering design loop. Instrument clusters are installed in strategic locations prior to the commencement of stoping in order to determine the nature of the response of the rock mass to stoping. A selection of instruments including instrumented cable bolts and rod extensometers, resistance wire extensometers, hollow inclusion stress cells, vibrating wire stress meters and resistance wire extensometers are used to gather data through a data logging system. The rate at which data is recorded is adjusted to provide more information during periods of anticipated rapid change such as around stope firings or during periods of high seismic activity, and less information during periods of anticipated quiescence. The twofold purpose of the instrumentation is to calibrate the numerical modelling output which forms the basis of the engineered mine design, and to provide an alert mechanism where the behaviour of the rock mass is not what was anticipated, or where the impact of that behaviour may compromise the integrity of the engineered ground control system. The paper describes the location of instrument clusters with respect to stoping, the type of instruments employed and the method of data acquisition. It provides examples of results obtained and illustrates the way in which that information is used to optimise the mine design and manage seismicity.

Miners and mineral explorers are concerned at the increasingly hostile environment being generated towards their industry and their profession. There is little official or public recognition that the mining industry is essential for the maintenance of the country's standard of living; a large part of this hostile feeling is caused by the assumption that mining destroys large tracts of our attractive countryside. This paper presents a historic review of the impact on the countryside of the major land using groups commencing with the Polynesian migration. European farming practices, subsequent expansion of the urban dweller and the land management practices of the two Government Departments, Lands and Survey and New Zealand Forest Service who between them control half of the total land area, are discussed. Estimates of total land area to date, directly and indirectly affected by mining have been calculated and a broad estimate of 18 000 ha or 1/1500 of total land area is indicated; current annual mineral production requires some 240 ha. These gross areas take no account of subsequent land rehabilitation, its improvement upon the original in some cases and the recreational, historic and aesthetic areas gained. Comparisons are then drawn with some current land practices in New Zealand.

The expansive, open cut iron-ore mines in Western Australia typically experience few days of rain per annum, often amounting to less than 250 mm. Unlike mines where rainfall is frequent, they may be less prepared for extreme rainfall events. Such events can cause erosion, flooding and sedimentation, drainage alteration, spoil and stock heaps wetting and effect slope stability. Such impacts may threaten personnel safety, infrastructure, and production. The CRATER (‘Climate Related Adaptation from Terrain Evaluation Results’) framework collates and interprets a mine’s pre-existing data and semi-quantitative information to assess vulnerability to, and ultimately plan to avoid or minimise, flood-related hazard to infrastructure, people, downtime, environment and revenue. Outputs assist decision makers to design investment strategies for minimising mining operations’ vulnerability to climate. Previously developed for smaller, wetter mines in Queensland’s coal region, the outputs provide a hot-spot map, fault tree analysis and an assessment of the mine’s capacity to adapt. The multicriteria evaluation (MCE) within a geographic information system (GIS), equally suits iron-ore mines’ siteconditions (elevation, slope, drainage, soil and vegetation) to identify critical inundation areas. Hotspot results provide target zones for in-depth fault-tree analysis that, in turn, present a range of sitespecific adaptation options. Rainfall-intensity and the number of rain days since the 1970s have increased over central and eastern parts of the Pilbara Region. While tropical cyclones may become less frequent, they are projected to increase in intensity. Although some parts of the Hamersley Ranges receive more than 500 mm per annum, rainfall in the Pilbara is generally very low. Therefore, experience of the impacts of extreme rainfall events in the constantly changing topography of Western Australia’s iron ore region may be sparse. Minimising potential effects can be proactively assisted using CRATER.

Haul roads are often permanent unsealed access roads used by heavy haul trucks to transfer minerals. These roads can deteriorate rapidly which results in potholes, deformations and dust. Downer EDI Works has successfully provided efficient solutions to the mining industry to maintain their haul roads. HaulPac as a solution package is a process in which a bituminous emulsion is used to create a stable and durable pavement. The emulsion penetrates the road and binds the particles together, creating a stable base. It also seals the surface and prevents water from penetrating the underneath layers. Bituminous emulsion can increase the strength of the pavement material and decrease the road surface degradation which results in dust suppression. However, the everincreasing price of commodities, the necessity of reducing carbon emissions and the increasing use of autonomous haul trucks have made it vital to invest in novel maintenance solutions that can meet the needs of the mining industry in a cost-effective manner. This paper outlines the benefits of bituminous emulsion in terms of productivity, safety and environment followed by Downer’s approach to evaluate the suitability and to optimise the amount of product. The potential for changing the colour of the treated surface is explored and an initiative that incorporates end-of-life tyres of haul trucks into the pavement is introduced. And finally, an innovative method using artificial intelligence to estimate dust emission is presented.

Barrick (Australia Pacific) Limited initiated a trial of Caterpillar’s Minegem autonomous loader technology in 2009 at the Kanowna Belle mine in Kalgoorlie. Autonomous loader technology offers the potential to improve loader productivity, reduce operating costs and improve safety through removing personnel from the mine operating environment. This paper discusses the implementation of the technology at the mine site, the data collected during the trial and quantifies the benefits of using automated loader technology in comparison with teleremote loader operation. The lessons learned from the trial and work planned for the future in respect of this technology is also discussed.
