Exploration for uranium in Australia has so far discovered reserves equal to 17.5% of the Western World's. The Australian uranium industry, when fully developed, will be one of the largest producers and possibly the largest exporter in the world. The world's nuclear industry is young, rapidly developing in size and technology and is subject to more social, political and regulatory controls than any other industry. This paper considers the probable development of Australia's uranium industry against a background of normal commercial parameters together with other factors which are peculiar to the nuclear industry. As the theme of this conference is "Australia's role in the World Mineral Indus- try" this paper concentrates on the commercial and practical aspects associated with the development of Australia's uranium resources in a world context.

In the course of the last twenty eight years the copper lodes of New Caledonia have been periodically worked or abandoned, until quite recently, probably attracted by the higher price of the metal, British capital has again been induced to embark upon the further development of several copper properties, which at present give reasonable promise of becoming regular producers. Owing to its proximity to Australia (only a three day's journey by mail steamer from Sydney) New Caledonia becomes of additional interest to Australian commerce in general, and it is to be hoped that the French Government may see their way before long to make the best of this natural position, to the mutual benefit of both countries concerned.Op till now all copper ores and concentrates which have been shipped from New Caledonia, were treated in Australian smelting works furthermore, Australian mine managers and miners have from time to time been connected with New Caledonian mining ventures, but, unfortunately, it must be said that nearly everyone of them returned to Australia thoroughly disgusted with his experience over there. Even to the casual observer, it is not so very difficult to find a proper explanation for these shortcomings in the peculiar economic conditions of the 'French colony, as many of the objections which have hitherto existed in connection with mining operations, were the direct consequences of a system of colonisation which could not possibly have been productive of better results.

In a minerals processing context, sustainability is about using natural resources more efficiently to achieve maximum economic benefits with minimal environmental impacts. It embodies five overarching themes, which the paper will illustrate with practical examples from Australian minerals processing plants. These are:resource utilisation and materials efficiency,process waste reduction and enhancement of co-product values,reduction of water use and impacts,reduction of energy requirements and greenhouse gas emissions, andenhanced control of minor elements and toxic materials. Sustainability could be embedded profitably in minerals plant design in three dimensions: 1.technology,2.design, and3.operations. This presentation discusses a set of principles that could be applied to minerals processing technologies and provides an outline of sustainability assessment and opportunities evaluation tools. The application of the tools is illustrated through a case study by analysing a suite of nickel processing technology routes. The analysis reveals that current generation of nickel processing technologies do possess real potential to emerge as sustainability champions in integrated processing of nickel ores and concentrates, if they are designed, engineered, and operated for sustainability and adapted effectively to site specific constraints and opportunities. The paper will address data gaps and uncertainties regarding the impact of scaling up of pilot-plant performance, and provides strategies to overcome them.

The Drake-Rivertree area lies in the far north east of the New England district of New South Wales. Drake is some 500 miles north of Sydney by road and 36 miles west of Lismore. Rivertree is situated 24 miles north of Drake.The Drake deposits were first worked in 1878 for gold which occurred in a very fine state in ferruginous gossan but at depth copper ore became more significant. The lodes at Rivertree, discovered in 1887, were worked for silver but mixed sulphides became more prominent in deeper levels.Several mines operated at each centre and each locality smelted its own ore.The mines at both centres were operated sporadically for many years though production was not particularly substantial.A number of the larger mining companies have shown a recent interest in this mining field with special emphasis on the Drake locality.GENERAL GEOLOGYThe two mining centres are situated to the north and south respectively of a belt of Permian marine sediments and volcanics similar to, and probably representing an easterly extension of, the rocks of the Emmaville district further west.E. C. Andrews (1907) recognized two stratigraphic units within what he called the Drake Series. The Lower Division consists of rhyolite flows, tuft's, breccias and agglomerates, followed by trachytic and andesitic tuft's containing cladochonns, thanmopora willcinsoni and other Permian forms.

This paper briefly discusses the negotia- tion of the more important provisions in agree- ments for exploration and mining rights with Pacific countries. LAND RIGHTS Land rights are complicated and sometimes controversial in many of the Pacific countries. In some countries, a company will have to deal with land owners directly; in others, the government will act as intermediary. Inevit- ably, a company will have to deal with both. Mining companies need to be sensitive to the culture and particular interests of the land owners and of their history in defending their rights. The issues are too complicated to be dealt with here. Some mining companies have spent, and will continue to spend, considerable time trying to understand them. It will " require patience, perseverance, sensitivity and unflagging optimism. The better advised companies will ensure that their local repre- sentatives get to know the land owners, under- stand their concerns, and will pursue a policy of keeping them informed on a regular basis of all of the company's activities and proposed activities. Good community relations are the keystone for good mining operations in the Pacific. Most countries will require the submission of an environmental impact statement so that they will know in advance what effects a pro- posted mining operation are expected to have on the environment and how it is intended to deal with them. They will also want to approve the company's environmental reclamation and rehabilitation plan. Let's face facts right away - mining, by its very nature, is not going to improve the environment. There will be waste discharges, emissions and deposits. They will affect the land, air and water and hence human, marine and animal life and vegetation. There will be sounds and odours and the esthetics of mining operations, though perhaps pleasing to geolo- gists and mining engineers, will not please Others.

Mount Tom Price Mine is peerless amongst Rio Tinto iron ore resources around the world. It has provided Hamersley Iron with premium quality, high lump yield haematite ore over the last four decades. The Brockman type bedded ore, containing bands of haematite and shale of varying thicknesses has been traditionally bulk mined to either high-grade or low-grade based on alumina cut-off grades. As open pit mining has progressed deeper into the orebody approaching the keels of the megastructure, increased structural complexity, chemical and physical variations in the ore, unfavourable ore presentation and reduced blending options have become an issue for grade control and may have serious impacts on product stockpiles. The grade blocks and boundaries must be accurately defined according to geological contacts and where identified, selective mining may be applied. Therefore in-pit geological mapping is the definite and ultimate guide to achieve target grades and grade predictions. Under this scenario, it is absolutely vital that the mine geology team ensures this geological knowledge is passed onto the related departments including mining crews as well as to the short- and long-term planners.

Mt Whaleback is one of the largest open-cut iron ore mines in the world. Haulage cost is the single largest component of operating costs at the mine. Past studies towards alternatives to truck haulage have recognised the potential viability of an in-pit crushing and conveying system, dependent on the proportion of uphill haulage. After seventeen years of mining Mt Whaleback still contains more than 1,000 million tonnes of ore, needing 1,800 million tonnes of waste removal to extract it. What was once a quarry has now turned into a large open pit. The increasing proportion of uphill haulage, the need to replace ageing 120 ton and 200 ton trucks and the necessity of achieving and maintaining a higher stripping ratio prompted, in 1984, the initiation of a new feasibility study into the viability of alternative material handling systems. A semi-mobile in-pit crushing and conveying system was found to be most suited to Mt Whaleback conditions. The East Pit was selected as the best location based on the analysis of haulage profiles measured on long term incremental mine plans. A capacity of 22 million tonnes per year was considered achievable by the proven technology currently available. A detailed estimation of capital and operating costs of two systems - one with trucks only and another with trucks, crusher and conveyor - for the removal of 22 million tonnes per year of waste rock, showed substantial cost savings achievable by the proposed system. An economic evaluation of the two systems established the advantages of constructing the in-pit crushing and conveying system. This is now under construction and will be commissioned in early 1987. Experience gained in constructing and operating this installation is expected to influence decisions on similar installations in future.

A series of laboratory flotation tests were conducted to evaluate the effectiveness of various depressants as arsenic (and zinc) depressants in the lead cleaner stage of the NBHC mill at Broken Hill. The depressants used included potassium cyanide, ferrous sulphate, sodium hypochlorite, potassium ferricyanide and two Cyanamid commerical depressants, Aerodepressants 610 and 633. A standard roughing stage was completed before the addition of the reagents in the cleaning stage. All reagents tested produced significant arsenic depression, with the best results being obtained with the addition of potassium cyanide and sodium hypochlorite. Some of the depressants activated the zinc in the process of arsenic depression. The best result was obtained with the addition of 90 g/t potassium cyanide at a pH of 10 when arsenic recovery was only 1/4 that of the value obtained for the standard test.

Successful closure of tailings storage facilities (TSFs) is an environmental issue faced globally by metalliferous mines. During the initial feasibility and design phase of the mine life importance is placed on the physical stability of above ground TSFs, largely driven by legislative requirements, whilst closure planning is often a secondary consideration. However, as the landform is further developed and constructed attention must be paid to regularly revisit the original closure plan and update it to achieve the best (sustainable) possible outcome for both the environment and stakeholders. A mine in northern Queensland is in the process of developing a closure strategy at their TSF. Appropriate closure measures for the TSF are required to mitigate the impact of any seepage emanating from the TSF on the groundwater and surface water receptors. O’Kane Consultants Pty Ltd (OKC) have provided the mine assistance with the development of a TSF cover system design in order to appropriately manage tailings during operations and to prepare for the facilities’ closure. OKC has collected data since 2007 from cover system field trials located on the TSF. To enhance engineering judgement in the design of future cover systems, calibration of soil-plant-atmosphere numerical models to field data (referred as ‘field response modelling’) were completed. Calibrated model inputs can be used to provide insight into long-term cover system performance as well as a tool for design of the final landform.Following a site investigation, materials characterisation and numerical modelling program various cover system alternatives were developed. Two of the preferred cover system alternatives referred to as Test Plot #1 (TP#1) and Test Plot #2 (TP#2) (Figure 1), were constructed at the site and instrumented. Monitoring instrumentation comprised several nests of in situ volumetric water content and thermal conductivity sensors to measure changes in water content, temperature and matric suction within the cover system materials and underlying tailings waste. The cost of power is an important matter to mining companies generally and this thought that the members of the Australasian Institute of Mining Engineers, as well as the engineering and mining professions generally would be interested in any proposal for the reduction of that cost-has led to the presentation of this paper.The writer trusts that the description will be found clear and increase the interest in this exceedingly interesting subject. In the working up of the electrical arrangements touched on in this paper, the author has had the able assistance of hisfriend Mr. F. J. Mars, to whom he offers his hearty thanks. The selection of the best class of power plant for a mine is a very difficult and large problem and it is quite out of place to dogmatise that anyone of the many systems that offer isbetter than another, eg that the all electrical is better than the partly direct steam-driven and partly electrical, or that a gas plant is better than a steam plant.Such a selection is one that calls for very careful and close consideration, in each particular case, of a large number of regulating factors before it is possible to arrive at a proper decision.

The Brukunga pyrite mine was operated from 1955 to 1972 to supply feedstock for sulfuric acid production in the South Australian fertilizer industry. Iron sulfide ore, mined by Nairne Pyrite Ltd, was finely crushed and concentrated onsite with the concentrates being sent by road and rail to Port Adelaide for roasting. Waste rock was dumped at two locations on the western side of Dawesley Creek and the tailings pumped to a valley-fill storage facility on the eastern side. Production of 1.5 Mt concentrate resulted in 3.5 Mt tailings and 8 Mt waste rock. The site has been administered by the South Australian Government since August 1977 and a lime treatment plant has been operated on the site since September 1980. Environmental issues arising from these operations included: diversion of Dawesley Creek to accommodate the waste rock dumps; dumping of low-grade sulfidic ore in waste rock dumps at the angle of repose immediately adjacent to Dawesley Creek; exposed fresh sulfide mineralisation in the quarry floor; tailings storage facility dam wall constructed by upstream up-lift using tailings and waste rock; an acid water pond sited on the tailings; and pollution of natural drainage. As a result, the minesite rapidly became a source of acid drainage and potential contaminants (sulfate, Al, Fe, Mn, Cd, Zn, and Ni). Various Government bodies have been responsible for considerable effort and expenditure in reducing the flow of acid seepage and contaminants into Dawesley Creek. Presently an estimated 60 per cent of seepage from the waste rock dumps, tailings storage facility and quarry is collected and neutralised prior to discharge into the creek. Tailings have been covered with waste rock, biosolids, neutralisation sludge and soil and planted with grasses, shrubs and trees to reduce rainfall infiltration. Monitoring of water flows, water quality and riparian ecosystems is on-going. Consultants have been engaged to develop cost-effective remediation techniques and a five-member Brukunga Mine Site Remediation Board was appointed to oversee remediation of the site and liaise with the community. Construction has commenced on the diversion of Dawesley Creek, and plans are being developed for the relocation of waste rock back to the quarry benches and upgrading of the neutralisation plant. The paper examines operations, environmental monitoring, remediation, research and community involvement with respect to current best practice.

In a recent publication (Bueno and Lane, 2011) the authors presented the analysis of a consolidated dataset composed by 137 autogenous/semi-autogenous grinding (AG/SAG) mill pilot trials. By comparing the measured data against theoretical specific energy consumption, the analysis indicated which circuit configurations were more or less energy efficient. However, the analysis has also indicated that the energy efficiency of each of the types of circuits vary significantly.There are numerous factors that contribute to the variations of energy efficiency of AG/SAG mill-based circuits, such as feed size distribution, recycle ratios and ore characteristics. In view of this, the present work accesses these factors individually and discusses what may lead a particular circuit configuration to be more or less efficient in terms of energy and costs.CITATION:Bueno, M and Lane, G, 2012. Pre-concentration has potential to significantly improve Mineral Resource efficiency by removing gangue early in the process, before energy intensive and expensive comminution and fine processing. However, there are numerous options for pre-concentration and the performance and benefits of these are very case specific. To determine the best option for a particular deposit and to successfully integrate it into the overall mining and processing operations requires comprehensive evaluation. This needs to consider orebody suitability, technology capability and economic viability. The in-situ variability of a deposit and how it is influenced by mining methods and the liberation size of gangue are key factors which are generally not well understood. Geostatistical methods provide an insight into orebody variability, and the overall selection of any pre-concentration solution must be an integrated approach between geology, mining and processing. Many pre-concentration evaluations investigate the potential of just one option. Technology selection should start wide and may include: selective mining, pre-screening (with or without selective blasting), sorting (bulk and or particle), coarse gravity separation (e.g. jigging, DMS), coarse particle flotation, magnetic separation, etc. The upgrade performance of these processes is very ore specific and should be determined from testing, with detailed multi-component modelling used to determine the overall process performance. Many of these pre-concentration processes require significant ancillary equipment, feed preparation and materials handling. It is important to realistically estimate all costs to understand overall economics and select the best option. Some examples showing evaluation and comparison of pre-concentration options are presented in this paper. These include assessments of in-situ variability using geostatistical tools, process modelling of pre-concentration options and overall performance, preliminary layouts and cost estimates, and economic evaluations.

"The primary control objective of the project is to achieve milling optimisation by ensuring that the energy available for rock breakage is used as efficiently as possible. This is achieved by increasing the level of mill filing until a process constraint is reached. Stable operation against this limiting constraint is then maintained to ensure long-term optimised operation.Semi-autogenous grinding (SAG) mill control optimisation presents a number of challenges. SAG mills have multiple inputs that are used to control multiple outputs (MIMO process). Secondly, the SAG mill loading process is a ‘high inertia’ process that can be approximated as an integrating process. This means that it is open-loop unstable. The hybrid control strategy presented implements an advanced ‘load stabiliser’, which transforms this integrator process into a more manageable first order process, which can be steered stably against the constraints. This SGS hybrid Expert control strategy implemented on both SAG mills at the Porgera concentrator therefore consists of two integrated parts responsible for:stabilising the mill load to a targetdriving the mill load target to the maximum determined by the process constraints (eg maximum power draw) to maximise efficiency and throughput. A comparative study is done between the operation of the plant for a period of a month before and a month after the implementation of this strategy. In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. Currently in Canada there are 15 major mining companies with a minimum of $1 billion in market capitalization or net private value. This group forms the core of an important sector for Canada. The mining sector had gross revenues of about $35 billion in 1988. This compares to a Canadian GDP of $410 billion in 1988. There are at least three different sub-groups within the mining group, each facing the future with very different prospects for the coming years.

The Theory of Sampling (TOS) has made remarkable strides and has witnessed a suite of achievements over its ~65-year history; especially in the last 15 years, since organised work began for the erstwhile fragmented sampling community (2003). Theory and practice have been very well exposed and disseminated, as witnessed in the successful series of the World Conference on Sampling and Blending (WCSB) events and other dedicated sampling and mining conferences in Australia and South Africa. At this WCSB8 occasion we fittingly devote a section of our conference to celebrate the life and monumental achievement of Pierre Gy, the originator of the Theory of Sampling; a special issue of TOS Forum was recently published to the same purpose. But TOS is most emphatically not a finished work.Here I try to look into the future with a personal view: TOS – what’s next? Commensurate with this objective there is offered some out-of-the-box thinking. The purpose is to try to zoom in on probable additional future aspects of TOS and its application compared to the first 15 years of our common journey. There are bound to be lacunae here-and-there across the vast application horizon delineated, which is as it should be, as this lecture is meant to initiate a broad(er) debate – and readers may agree with all, parts, or none of the topics presented. Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

The Sunrise deposit is one of AustraliaÆs largest and most profitable gold deposits. It has consistently and spectacularly outperformed every resource model created. Currently over the life of the Sunrise pit there has been a 50 per cent under estimation of ounces mined. Without a solid basis for predicting the tonnes and grade or the spatial location of mineralisation, mine planning becomes problematic. Recently, through a better understanding of the mineralising processes the reconciliation of the resource model has improved to be in the order of ten per cent under on ounces mined. This paper will describe how the mine geologists at Placer Granny Smith have implemented the changes required to improve the resource model. Work began with the development of a three-dimensional lithological and structural model based on historical drilling and pit mapping. Continual updating of the geological model with grade control logging, assays and in pit face mapping, now allows for the on-going improvement of the resource model and the planning of mine development drilling.

The Grey River dredge is the first large scale alluvial operation to be permitted under the Mining Act 1971 and the Water and Soil Conservation Act 1967. The experience of Grey River Gold MiningLimited in pursuing these statutory approvals has identified weaknesses and strengths in the present system and problems which need to be resolved. The Company has learnt lessons, which if heeded, will assist future large scale alluvial mining projects.
