As the turn of the century approaches, traditional open pit mining methodologies and processes are being modified through the introduction and use of new technologies. As in other industries, the personal computer is dramatically changing the traditionally conservative mining industry by allowing mines of varying size and capacity to increase their productivity and efficiency through the use of easy to use, office software. Computer-based monitoring and control systems are also being used more frequently to measure and optimize, in real-time, the performances of operating equipment. When communicated to an end-user, this information can provide accurate and timely answers to questions of how much, where, when, and by whom. This capability forms the foundation of a more comprehensive, proactive management and planning facility where, ultimately, information acquired from the producing equipment will be used to optimize and control machine and human activities. As these technologies mature and become essential tools in a mine, they will eventually serve as the basis for more robotic and autonomous mining operations.

IT is a high compliment to be invited to present a pap::r on the subject of "Mining in the National Economy". To cover it adequately would need the knowledge of the economic geologist and of the technical mining engineer, together with the arts of the statistician and of the economist in general, allied with generous psychic powers. Further, one should embellish the tale with a touch of drama. It is comforting that the subject is so broad that whatever may be said within the compass of a paper like the present, can hardly be criticized as going beyond the terms of reference. A conventional approach would be to begin with the noteworthy statistics of the mining industry of yesterday and today. But in the present company this would be "carrying coals to Newcastle"-or to give the venerable metaphor local colour, "nickel to Sudbury". Such statistics are available in all their stimulating detail in our official publications. Let us tackle at once, therefore, as a less hackneyed theme, the relationship of mining to other phases of the Canadian economy. RELATION TO TOTAL PRODUCTION While mining occupies a position of less importance than manufacturing or agriculture in Canada, its relative contribution has greatly increased during the post-war period. Due to the fall in wholesale prices, the net value of production in Canada has shown a decrease averaging about 1.5 per cent per year during the post-war period, though its volume of course has gone up. Mineral production on a value basis, on the other hand, showed a gain of 2.8 per cent per year. Mineral production was only 5.14 per cent of the net value of production of all kinds of commodities in 1919, bur from 1929 to 1936 the proportion rose steadily rill it reached no less than 12. 76 per cent in the latter year.

Sapping and mining have constituted an important part of siege operations ever since powder came into general use in Europe. Before this period, famine was the main weapon in the hands of the besiegers, and the history of the middle ages is replete with accounts of sieges lasting two and three years. With the advent of explosives, a position impregnable to assault might be readily won by mining under, and blowing up, its defences. The natural offensive against this method of attack is to countermine and stop the attackers underground before their objective is reached. Thus developed the art of military mining. The French and British, in the Peninsular war, were adepts at this method of warfare, and the explosion of a mine and the formation of a breach were the usual preludes to the general assault of a position. In the Crimea, at Sebastopol, the British and Russians did a lot of underground fighting, as the old maps of their galleries, now in the museum at Chatham, will testify. In the siege of Port Arthur, in still later times, the Japanese and Russians were hard at it as well.

"The Alberta and Northwest Chamber of Mines was founded in Edmonton, Alberta in 1935. The organization represented private sector mining explorers and developers in the province and north west Canada. The Chamber aided and abetted the establishment of the two territorial mining associations. Because of corporate human resource department creation by north of sixty mine operators, the Chamber refocused on Alberta and broadened its perspective to include activities beyond mining. In 1977 the name changed to the Alberta Chamber of resources. The slogan (in more modern terms vision, mandate, goal, etc) remains as Orderly Development of Canada's Resources.The sixty-three year reputation of the Chamber, built on volunteer rather than staff contribution, is the principal reason for any success. The key has truly been the reputation, not an image, as all activities have been solution oriented.This presentation provides insight into the structure and methodology applied by the organization, and reviews some of the successes and failures during the period 1985 to present. "High costs, both in terms of human resources and financial costs, have long been the end result of accidents involving vehicles which continue to occur too often throughout our industry.For example, radio remote control LHDs too often seriously injure their operators in underground operations. Costly efforts are required by mine owners to provide safety bays and platforms from which their operators can work safely. In open pit operations, large heavy haulers have too frequently backed over vehicles or turned into vehicles unfortunate enough to be situated in their large blind spots. These are just two examples of situations that have occurred again and again under similar circumstances.Meanwhile, electronic methods of detecting proximity to vehicles have continued to develop. The time has come for the industry to think “outside the box” to evaluate whether many of these new methods can solve these recurring problems.This note takes a look at various types of proximity detection technologies that are in use today in other industries, and discusses the various potential applications within our industry."

"This paper reviews the evolving Ontario mining regime for mining industry-Aboriginal engagement and its apparent alignment with court decisions, domestic law, emerging international norms, mining industry rules, and mining firm-Aboriginal agreements, drawing on publicly available commentary from government officials, the private sector, and Indigenous communities. This paper provides a preliminary analysis of the potential implications of the new regime, especially for the mining industry and Aboriginal communities and, on that basis, discusses possible future developments.RÉSUMÉ Le présent article analyse le régime minier de l’Ontario pour l’engagement entre l’industrie minière et les Autochtones et son harmonisation avec les décisions des tribunaux, le droit interne, les nouvelles normes internationales, les règles de l’industrie minière et les ententes compagnies minières- Autochtones en se basant sur des commentaires, disponibles publiquement, d’officiels gouvernementaux, du secteur privé et des communautés autochtones. At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

Environmental reporting by mining firms takes many forms and change frequently. The objective of these reports is related to increasing the legitimacy of mining firms with their diverse stakeholders. This study, focusing on internet-based reports, shows that there are considerable variations in reporting. This phenomenon is interesting because it belies the efforts pursued by leading industry members under iniatives such as the Global Mining Initiative and the Mining, Minerals and Sustainable Development project. The observed variation, both internally among reports and between reports and other industry policy statements, suggests that the industry needs to explore the possibilities for more convergence in terms of reporting quality. Based on theoretical constructs from the management literature we present a series of arguments defining necessary and sufficient conditions for durable and well-institutionalized reporting practices and standards.

The quantity of data available and the rate at which we access such data are rapidly increasing. Electronic data capture systems, fleet management systems and a host of other technological advancements have created a constant stream of real-time, tactical data. However, are we taking advantage of this data? Are we converting data into useful information to aid in efficient decision-making? Mining operations are struggling with ?information overload?, finding it difficult to extract the benefits from vast stores of data. Without the necessary tools to facilitate a data filtering and information reporting process, most operations revert to old practises such as re-entering data into multiple spreadsheet reports. As a result, the ability to make effective use of data still eludes many mining operations. Some operations have taken audacious steps to rectify this situation. The De Beers Venetia mine in South Africa has implemented an integrated mining information technology solution that transforms their data into practical, usable information allowing staff and management to make decisions that improve efficiencies and reduce costs. In the absence of quantitative justification or ROI, De Beers took a risk in implementing change. Today, they are realising the benefits. This paper will unearth the information technology issues that surfaced during the Venetia implementation, then identify the benefits De Beers has obtained from deploying an integrated mining information technology solution at the Venetia mine.

McArthur River Operation is the world?s largest high grade uranium deposit and is located in Northern Saskatchewan. McArthur River came into production in December 1999 with a number of innovative technologies to allow for mining of a high grade uranium deposit in challenging geotechnical and hydrological conditions. The raisebore mining method has been supplemented by the continued development of a boxhole mining technique to allow for mining of mineralization that cannot be accessed with a drill chamber from above. An innovative freeze wall re-design ? a cathedral freeze wall, was implemented in 2009 to allow for top access of a new orebody in the unconformity area of the Athabasca Sandstone. This paper highlights some of the ongoing improvements to the mining method and the innovative risk mitigation applied to manage the extraction of this challenging orebody.

Mining is one of the important primary industries of Canada, with a gross production in 1927 estimated at $241,773,000- the highest in the history of the country-and an impressive dividend record. It is quite apparent, therefore, that mining is a business worthy of the careful attention of the people of Canada. Furthermore, with a vast undeveloped territory more or less mineralized, it is highly probable that our mining industry will continue to expand indefinitely, with a consequent increase in production and in the amounts of the yearly profits distributed. In recent years, the public has taken a larger interest than formerly in mining-an interest, moreover, that is not academic, but primarily from the viewpoint of profits. It is quite evident that mining is a profitable business, at least to some, and the average man on the street, hearing of these profits, is attracted thereto. I have no doubt that many of you have .read in promotion prospectuses, with figures to prove it, that mining is the most conservative, the safest, and the highest-yielding business in the world. Now, a lot of this information is best judged by the old saying that "While figures don't lie, liars figure". At the same time, mining, properly conducted, is a profitable business, even though speculative, and undoubtedly much profit will come from Canadian mines in the future. In this paper my conclusions regarding mining investments are based largely on British Columbia experience, together with some slight knowledge of mining conditions in the other Provinces. It is considered, however, that the inferences drawn are applicable to mining throughout Canada.

Ferteco Mineracao, belonging to the CVRD group, is one of the several iron ore mines in the south east of Brazil. Some of these mines have pit walls of over 350-m height and operations under difficult geo-technical conditions are steadily increasing. In order to mine the 15 million tonnes of high grade hematitic ore remaining in the Fabrica pit, Ferteco had to deal with the following restrictions: Warrant power to its concentrator and pellet plant, relocate the load-out rail road loop, stabilise a poor phillyte slope, relocate a creek on a bench, lower the water table and mine at maximum angles at a slope with phillyte and loose itabirites directly under the rail road loop. Considering these aspects, 3 stages of operations were designed, considering a safe operation, but with the lowest possible security factors at the last mining stage, before the pit would be filled in again with tailings. Stage one above the rail road loop and below the high tension power mast, where the poor phillyte slope was secured by a flexible retaining wall, using old rails and anchors up to 27 meters (80ft) with a working pressure of up till 30 tonnes and stage two with different slope angles, and deep wells, high wall blasting perpendicular to the highwall with relief holes and rerouting the creek in steel half culvert and stage three, the filling in with tailings and recuperation of the deep well pumps. Following studies and analysis were made: Geotechnical and geological studies of all rock formations including rock strength test, a hydrological study to define the lowering of the ground water level, slope stability analysis for every bench and all possible combination of benches, definition of blasting parameters close to the pit slope, a monitoring plan, including topographical movements, vibrations due to blasting, piezometers and pressure cells as well as a plan how to fill up the pit again with tailings in combination with the rising of the ground water level. A close co-operation between the geo-technical consultant, pit operations, the blasting contractor and the geological department resulted in an operation without any incidents, lowering the pit with an additional 3 benches and mining an additional 5 million tonnes of high grade ore.

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

THE mines of the Consolidated Copper and Sulphur Company, consisting of the Eust1s, the Albert, and the Capel mines, are situated w Ascot township, Quebec, about ten miles southeast of Sherbrooke, on the main line of the Quebec Central railway. Of these mines, only the Eustis is now producing, and it has been operated almost continuously for the past seventy years. Mining methods have been improved in recent years but are still old fashioned when compared with those employed in more modern and up-to-date mines. The ore is of milling grade and is mined for its copper and sulphur con-tent. Silver is present in small quantity, together with a trace of gold. The ore is mined by the shrinkage stope method. Pillars are frequently left as supports for the hanging-wall to prevent serious dilution of the ore and are sometimes recovered after the ore is drawn from the stope. Occasionally, small blacks of ore in close proximity to the shaft are mined by a cut-and-fill method. HISTORY ALBERT AND CAPEL MINES: The Albert and the Capel mines, originally known as the Capelton mine, were discovered in 1863 by George Capel (1). By the end of 1866 the Albert shaft had been sunk to a depth of 121 feet on an incline of about 30 degrees where a vein five feet thick was encountered. In 1879, these mines passed into the hands of G. H. Nichols and Company, by whom they were operated practically continuously until 1907. When mining operations ceased in that year, the shafts had reached depths on the incline of approximately 2,300 feet and 1,000 feet, respectively. These mines have been allowed to cave and fill with water and have been inaccessible for many years.

One of the requirements for the successful waging of war is an unlimited supply of iron ore. In the spring of 1941 the demand for iron ore was expected to exceed the supply. This was particularly so in the case of high-grade lump iron ore, essential to the open-hearth process of making steel. The bulk of Canada's iron ore was imported from the United States. At this time, Canada was making every effort to conserve United States funds for more vital purchases. For these reasons, the development of Canadian iron ore resources became of prime importance. Several companies undertook investigations and one of these examined the old Josephine deposit. Location The Josephine property is in the district of Algoma, in the Michipicoten area of the Sault Ste. Marie mining division of Ontario. It is 120 miles north of Sault Ste. Marie and 20 rail-miles east of Michipicoten harbour, on lake Superior (see Figure 1). Transportation in the area is furnished by the Algoma Central and Hudson Bay railway. The Michipicoten branch of this line passes within a mile of the Josephine mine. Michipicoten harbour provides a port through which iron ore is currently shipped. Power in the area is supplied by the Great Lakes Power Company, with generating plants on Michipicoten river, on Montreal river, and on St. Mary's river at Sault Ste. Marie. A series of transmission lines cover the district and one of these is connected to the Josephine mine by a 3 ½-mile branch line. History The Josephine property was staked by Alois Goetz in 1899. Before the claims could be recorded, the township in which they are located was given to the Algoma Central & Hudson Bay railway as part of a land grant. As a result, the ownership remained in dispute until August 24th, 1906, when a settlement was arbitrated by the Honourable Frank Cochrane. His ruling is interesting and is quoted in part.

Location and History The Sherritt Gordon property is located in northwestern Manitoba, about 100 miles north of The Pas and 40 miles northeast of Flin Flon. It is connected with the Manitoba Northern railway, which runs from The Pas to Flin Flon by a branch line, 42 miles in length. The location of the property is shown on the sketch-map, Figure 2. The ore deposit was first discovered by Philip Sherlett, a Cree Indian, in 1922. In 1924 Sherlett's claims lapsed and the ground was re-staked by Carl Sherritt and Dick Madole, and was optioned by them to J. P. Gordon in the summer of 1925. Gordon re-optioned the property successively to three well-known mining groups, one of which did some surface trenching .and put down 28 shallow diamond-drill holes before dropping their option. In the latter part of 1927, a Company known as Sherritt Gordon Mines, Limited, was formed to take over the property, and preparations were made for systematic development work. Preliminary Development In order to fill-in gaps left by the original drilling, a light diamond-drill outfit was flown-in to the property from the Hudson Bay railway in the early fall of 1927. Ten shallow holes were put down before freeze-up .and a considerable amount of surface trenching was completed. Based on the results of the surface trenching and the shallow diamond-drilling, an extensive development campaign was outlined. A winter road, 90 miles in length, was cut from mileage 55 on the Hudson Bay railway, and during the winter of 1927-28 a total of 2,600 tons of freight was hauled-in to the property. This freight included four complete diamond-drill outfits, two complete mining plants, building material for two sets of camps, and supplies for one year's operations, including 105,000 gallons of fuel-oil for Diesel engines.

All of the major items of equipment are described, including the components of the power system. The detailed planning is reviewed -from the shaft sinking to the three-shift mining operation. Introduction THE successful completion of the Yarbo No. 1 shaft of International Minerals & Chemical Corporation (Canada) Limited in July, 1962, added a new type of mine to Canada&apos;s many producing operations. IMC Esterhazy is a unique mining operation in Canada; in fact, it is unique to potash mining in general. Not only is thi&apos;3 a trackless operation utilizing shuttle cars and belt conveyors in its material handling systems, but it excavates all of the ore with continuous boring machine<:;.

THE Lake Shore mine has been developed by two vertical shafts, with level intervals at 200 feet to the 2200 level and at 125 feet below this horizon. A main cross-cut joins the two shafts on all levels to the bottom of No. 3 shaft, and opening into these cross-cuts are the ore passes and sand passes, which are completed from surface To the 4450 level. In the west part of the mine, additional connections have been made between No. 1 and No. 2 veins, through which the major part of the ore from No. 2 vein west is routed to drifts in No. 1 vein. With the lesser amount of stoping on No. 1 vein, this arrangement permits better haulage to be maintained. The ore passes are driven at 50 degrees from the ends of short cross-cuts off the main ones and are broken through to the levels above at the mouths of the short cross-cuts, to allow for dumping on each level. The passes are controlled at each level by ball-and-chain gates and deliver to crushers and thence to loading pockets, shown in Figure 1. That system is quite flexible in that it is possible to by-pass the crushers at any station and load from either shaft at a number of different pockets. The sand passes are driven from the main cross-cuts at the same inclination as, and parallel to, the ore passes. Each is equipped with a chute and dump hole, so that waste or sand fill may be loaded or dumped at each level. A transfer door, hinged on the bottom, is installed opposite the chute for by-passing fill from one level to the next, and in the closed position protects the opening at the top of the pass. The dump hole situated beside the transfer door is protected by a grizzly with 10-inch spaces. Waste rock may be withdrawn from the system through No. 3 shaft loading pocket at the 2950 level to a waste bin on surface. Levels are developed by drifts in No. 1 and No. 2 veins for their entire lengths. Subsidiary breaks are followed at a later date, when full information has been obtained by exploration, and a considerable amount of development by sub-drifts is carried out in the upper part of the mine, particularly in more or less erratic sections of No. 1 vein.
