"The St. Lawrence deposit is a large wollastonite skarn (ca. 9 Mt @ 41.3% wollastonite) adjoining the gabbroic-to-syenitic Leo Lake pluton in the granulite facies Frontenac Terrane of the Grenvillian Central Metasedimentary Belt. It occurs within a horseshoeshaped horizon of quartzite, open to the east. The skarn extends over 1.2 km2, and comprises wollastonite-dominant, wollastonite-clinopyroxene, and diverse quartz-feldspar-sulphide (-titanite) layers, interbanded with, and strongly folded within, the quartzite. As in the world-class wollastonite deposits of the Willsboro district, New York, no carbonate protolith is preserved, and calcite is a negligible constituent of the mineralized zones. Wollastonite development is nonetheless ascribed to metasomatism of a metacarbonate unit by magmatogene, silica-rich, CO2-poor (XCO2 < 0.05) fluids, at P = 350 MPa and ca. 560°C, or, alternatively, 550 MPa and ca. 630°C.Several high-grade zones, averaging >40% but locally exceeding 80%, of translucent, white, tabular wollastonite grains, with lengths of 0.2 cm to 5 cm, have been delimited by drilling. Preliminary beneficiation studies yield high aspect-ratio and high-purity (low Fe and Mn) concentrates.St. Lawrence compares favourably to other known prospects and operating wollastonite deposits: having good chemical and physical properties, low iron content, and high aspect ratios (>20:1). In addition, the deposit has a favourable size and location, and will benefit from a low Canadian dollar. Canada currently has no wollastonite production."

"This paper is based on work done by the authors in a study of the structural features at a quarry excavated in Chazy limestone on the Island of Montreal. Observations on failures on the quarry walls and benches were recorded, and back analyses of small-scale failures were carried out, thus enabling an assessment to be made of the in-situ strength properties of the rock. Using this information, and data from shear tests in the laboratory, the authors made an analysis of the stability of the south wall of the quarry.IntroductionQuarrying, and excavating for foundations, in the Montreal area involves the removal of million s of tonnes of rock on an annual basis. Even when compared with the quantities mined at major open-pit mining operations, the production figures are impressive. At present, for example, crushed stone is produced at almost 20 quarrying operations either on, or near, the Island of Montreal. The annual capacities of the larger quarries are in excess of one million tonnes each. Lesser, but still substantial, production is achieved at the smaller quarries.Excavations, for foundations , especially during periods of peak construction activity, must also involve large quantities of rock . The writers, however , are not able to produce an estimate of the actual annual tonnages originating from excavations."

"ON NOVEMBER 15th, 1950, the Department of Mines and Technical Surveys announced the discovery of vermiculite near Perth, Ontario. The announcement followed nearly a month of study to determine so far as possible the potentialities of the deposit and quality of the material from surface indications. The mineral was identified by the writer in the field among samples submitted by Mr. Arthur Powers of Stanleyville or, September 22nd, 1950. Within a week of the announcement, mining rights to properties covering a major portion of the deposit had been acquired by commercial interests.Hitherto, Canada has had to import her entire requirements of vermiculite. Prospects of .a domestic supply gave promise of considerable benefit to many industries, particularly the building industry, and to the consumer public. Should the deposit •prove large enough there was also the possibility of exporting to centres in the United States.Field and laboratory studies were continued at the Mines Branch during the winter of 1950-51 as opportunity occurred. It is the purpose of this paper to describe the results of these •preliminary investigations, to attempt to present the Stanleyville occurrence in its proper perspective with regard to similar occurrences elsewhere, and to review the salient features of the vermiculite industry.Properties and UsesVermiculite is a hydrated magnesium aluminum silicate. In appearance it resembles mica, having the same micaceous cleavage, but it differs from that mineral in being very soft, pliable, and inelastic. Colours range from black through dark olive-green and brown to almost colourless."

"MINING operations at the Star Key Mine provided an example of a small-scale prairie-type coal mine that employed several interesting procedures and achieved good productivity with low capital expenditures. The mine was located about 11 miles north of the city of Edmonton, on the north side of the Sturgeon River valley. It opened in 1945 and operated until 1979. Output in the winters reached about 500 tons a day in the late 1940s, but in the spring and summer periods activity was usually limited to only servicing and development work. In the later years of the mine's life sales fell to less than 100 tons per day. Most of its output was bought for domestic use in furnaces and stoves so production of large sizes was desired. A modest market for stoker coal did exist for a time. Screenings (-5 / 8 in.) were sold to the city's power plant until it converted to natural gas and were also used for thawing frozen ground for work on pipelines. These markets were comparatively small and the small sizes did not command as high a price as did the larger sizes. However the extension of natural gas services to rural markets cut into the domestic heating market and finally led to closure of the mine. The coal was strong when freshly mined, but because of its high inherent moisture content, about 25%, it did not store well on surface but tended to disintegrate. It was of subbituminous Crank with a heating value of about 8000 Btu per pound and burned with a clean flame. The seam mined was in the Edmonton Formation, of Upper Cretaceous age, at a depth of 60 to 80 ft below the surface. The seam in the mine area was about 11 feet in thickness but thinned gradually to the north and south and split to the west (1). It was approximately horizontal but gentle rolls in the floor of several feet in height necessitated brushing in places to produce suitable haulage grades. The floor material was of bone and clay, overlying a thin layer of coal. Above the seam there were only a few feet of mudstones and weak sandy shales while the remainder of the overburden was clay and unconsolidated glacial till and surface soil. Because of the soft floor and weak roof material the miners usually left about a foot of coal in the floor to provide a firm working surface and about a foot of coal above the rooms and two feet of coal above the entries to provide a competent roof."

"The Star Lake Mill was commissioned by Cameco (formerly Saskatchewan Mining Development Corporation) in 1986 to process a small high grade gold deposit in a remote location of Northern Saskatchewan. The lean approach to the 200 t. p. d. CIP mill to minimize capital and operating costs employs a number of unique features which are described along with highlights from the initial two years of operation.1.0 INTRODUCTIONThe Star Lake Mine is located 520 kilometers north of the City of Saskatoon (Fig. l) with the nearest population centre in La Ronge 130 km to the south. Gold showings were first discovered in the area in the 1940's with the Star Lake ""21 Zone"" ore body discovered in 1983. The Star Lake Mine started operations in 1986 becoming the first primary gold producer in Saskatchewan in over 40 years. The mine is operated by Cameco (formerly SMOC) with 50\ ownership in a joint venture with starrex Mining Corporation (35\) and Uranerz Exploration and Mining (15%).The limited reserves coupled with the remote location and the price of gold ($300-$350 u.s./oz) at the time the project feasibility was being assessed required a lean approach to make the short term operation successful. This paper describes the approach taken in the design and construction of the Star Lake Mill and describes the mill operation with highlights of the initial two years of operation."

"Gibraltar Mines Ltd. has been operating its open pit copper mine for fifteen years. In that time, over 140 million tons of waste and low-grade material has been placed on the mine waste dumps. Laboratory and in situ testing indicated that enough leachable copper was recoverable from the dumps to justify a leaching operation which would include the construction of a solvent extraction-electro winning plant. The plant, which was commissioned in October 1986, was designed to process 3000 USGPM of dilute copper solution to produce 5000 tons per year of high-quality cathode copper.This paper deals with the start-up and initial year of operation of this plant. The three areas: leaching, solvent extraction, and electrowinning are presented with emphasis on the innovations which were made to help overcome the problems unique to the Gibraltar operation.The Leaching CircuitThe mine waste dumps are leached to produce a pregnant copper solution as feed to the SX-EW plant. To achieve this the dumps are sprinkled with a mildly acidic solution which percolates through the dumps. In travelling through the dumps the solution contacts the surfaces of the liberated copper minerals and dissolves the soluble copper into the form of copper sulphate. The leaching reaction is achieved by a combination of bacterial action to oxidize the sulphides and solubilization of the copper into the acid solution.For the bacterial action to occur the dumps must be near the ideal pH of 1.9 to 2.1 and the necessary elements of the reaction must be present. Because a bacterial reaction is involved there is a lag time between the time when the conditions for bacterial growth are achieved and when the bacteria are in their active growth phase. Laboratory leaching tests with Gibraltar ore indicated that bacterial action takes two to three months to reach its maximum rate (Fig. I).The expected lag time for the planned rate of bacterial leaching prompted Gibraltar to start irrigating the dumps in late June 1986 for a plant start in early fall. The lag time proved to be longer than expected and the dumps took until November to start producing copper at the expected rate (Fig. 2)."

"The Starved Acid Leach Technology (SALT) has been developed by Search Minerals to extract nickel and cobalt VALUES (from nickel laterite ores (saprolites) and Caron plant residues. The technology consists of sulfuric acid atmospheric leaching of the ores or residues followed by neutralization and recovery of nickel and cobalt. The acid addition is carefully controlled to maximize nickel and cobalt extraction while minimizing overall consumption of acid by various gangue reactions. The final recovery processes can be tailored for maximum economic benefit. The use of resin-in-pulp processing is advocated as the most cost effective method for initial recovery of nickel and cobalt from lower grade materials. INTRODUCTIONCommercial processes for laterite ore treatment vary according to laterite type and local conditions. The two general categories of laterite ore are saprolites and limonites.Saprolites are generally treated by pyrometallurgical processes for reduction of nickel to matte or ferro nickel alloys. The high cost of drying, chemical reduction and electric furnace smelting requires that the saprolite grade for economic processing is of the order of 1.8% nickel or higher. There are of course large amounts of saprolite that fall below this “cut-off” grade that are not currently economic.Limonites can be treated by the Caron Process which involves drying of the ore, a reduction roast of the whole ore to reduce nickel and cobalt (and some iron) to the metallic state followed by ammonium – ammonium carbonate solution to leach nickel and cobalt. Nickel and cobalt recovery are low (70-85% for Ni and 20-50% for Co). The Caron plant tailings therefore contain high levels of unrecovered nickel and cobalt. Relatively few plants have used the Caron Process and new installations are not anticipated due to the high energy cost of drying and reduction roasting. Nevertheless, plants in Brazil (Niquelandia), Australia (Yabulu) and Cuba continue to operate.The high pressure acid leach (HPAL) process was pioneered at Moa Bay in Cuba in the 1960’s in the treatment of limonites. In the 1990’s the HPAL process was touted to revolutionize the nickel industry with low capital and operating costs for new installations. Murrin Murrin, Cawse and Bulong in Australia were started and in each case the technical difficulties of operating at extreme temperature and pressure conditions and the challenges in “ramping up” a complex hydrometallurgical facility conspired to cause these plants to fail economically. At present, Cawse and Bulong are closed and Murrin Murrin continues to operate after undergoing a financial restructuring."

"Nickel saprolite ores are normally mined as feed to Fe-Ni smelters or Ni matte smelting operations. The smelting processes typically require high Ni cut-off grades of approximately 1.5 to 2.2% Ni, depending on the operation. These very high cut-off grades result in a significant portion of the saprolite profile being regarded as “waste” and hence having little to no value. The Starved Acid Leach Technology (SALT) was developed to recover nickel and cobalt from nickel saprolites and Caron plant residues. Relatively small amounts of acid are applied to ground saprolites or Caron residues in order to selectively leach nickel and cobalt. The leaching is performed atmospherically under low free acid conditions. Nickel and cobalt may be recovered from the leachate as a mixed hydroxide. The mixed hydroxide may be added directly to a saprolite smelting operation or refined separately. InCoR Technologies is advancing the application of SALT at a number of sites. Bench scale testing has provided a relationship between acid addition and nickel extraction in leaching. Conceptual engineering studies have been completed by SNC Lavalin. The simplicity of the SALT technology provides the benefits of low capital and operating cost and an expected rapid ramp up to full production.INTRODUCTION The recent history of hydrometallurgical nickel laterite treatment plants has demonstrated mixed financial and operational performance. Table 1 summarizes the next generation plants built after the financial and/or technical failure of the Bulong, Cawse and Murrin-Murrin plants in Australia. The Coral Bay plants (Line 1 and 2) stand out (and now Taganito) as relatively low capital cost, simple (no acid plant, production of mixed sulfide product), and modest in scale (10, 12 and 36 kt Ni/a). However, the other plants in the list (Ravensthorpe, Ramu, Goro and Ambatovy) are all characterized by financial and technical challenges. All plants have a very high capital cost ($67,000 to $120,000 USD/annual t of Ni production). Ravensthorpe was sold by BHP Billiton after a poor startup. Ramu has had a steady ramp up but only produces mixed hydroxide for refining by others. Goro has had an extended construction period (since 2001), is high cost and has been very slow to ramp up to design production rates. Ambatovy has had a steady ramp up."

"Nickel concentrate smelting started in Harjavalta in 1959. First, flash smelting - Peirce-Smith converting route was applied, and the high-grade converter matte was further refined to nickel cathodes. In 1995 the original smelter flow sheet was simplified with the novel DON (Direct Outokumpu Nickel) technology. In Harjavalta with the DON technology, high-grade nickel matte with low iron content is produced in flash smelting furnace directly without subsequent converting stage. The metal values in the smelting slag are recovered in an electric furnace as an iron containing bottom alloy. Main special features in Boliden Harjavalta nickel smelter are smelting of high-magnesia concentrates, the high recoveries of nickel and copper, as well as those of PGM`s and cobalt.Sulfur and dust emissions to air can be seen generally as one main disadvantage of nickel smelting operations. In Harjavalta continuous improvements in environmental performance has been rewarded by minimum sulfur and dust emissions to the environment and working atmosphere. Today Boliden Harjavalta’s nickel smelter is presenting state-of-art-technology at nickel smelting.This paper describes the nickel smelter process and includes recent production and emission data. It describes features required to achieve environmental and occupational hygiene goals and compares environmental performance data to that published on other smelting operations. General description of New Boliden Way is presented and a case example of production stability project is also presented."

"The purification of rare earth elements (REE) at mining operations is traditionally accomplished by multiple chemical phase-transfer processes including precipitation, solvent extraction, and ion exchange. We describe REE purification results with Solid Phase Extraction (SPE) columns that were developed to improve the speed and economy of REE purification. The SPE columns have the properties of enhanced equilibration kinetics, so that residence time of a few seconds will accomplish selective chemical transfers from solution phase to solid phase. We describe the separation of REE’s as a class from leach solutions and the further purification of REE salts. INTRODUCTIONHistorically the rare earths were first chemically separated from each other and purified by fractional crystallization. This slow, cumbersome, and laborious process was not suited to commercial production. Solvent Exchange (SX) technology was applied to the problem of separating and purifying the rare earth elements when it was determined in the late 1960s that there might be commercial uses for them individually. At the same time the very slow and expensive technique of ion exchange was applied either for ultra-purification of the desired “light” rare earths, or for the recovery and purification of the tiny amounts of higher atomic numbered, “heavy,” rare earths. Solvent Exchange (SX) has today become the standard for separating the rare earths across their atomic number spectrum. Whereas the separation of the light rare earths commercially may take 30 “cascades’ in a modern Chinese plant, the total separation of all of them from each other may take up to 80 such “cascades,” and is only even “practical’ with preconcentrated feed stocks, such as those produced in China by heap-leaching techniques performed in situ on very low grade radio-nuclide free ionic absorption clays.. Ultra-pure materials of all types are produced today by ion-exchange processing of ionic species already separated by solvent exchange.Hard rock deposits and refractory residues of tin mining and residues from uranium mining have been identified outside of China with very high ratios of dysprosium and other heavy rare earths to the majority lighter ones. THE production and inspection of the materials of war involves thousands of observations. Logical action is generally based on the interpretation of many observations. The success of such action depends upon the accuracy of the observations and the soundness of the interpretation placed upon them. There are countless instances where the observer &apos;sees but perceives not&apos;; that is, the significance of a group of observations is lost, due either to faulty interpretation or to no interpretation at all being placed on the results. This condition is being partly corrected in the United Kingdom and the United States (1) by the promotion of certain principles by Ordnance officials. The term Quality Control has been adopted to describe a system of studying and controlling industrial products by methods of handling observations. In these pages an attempt is made to outline in a non-technical manner some of the ideas used in the handling of observations. Of course the authenticity of the observations determines the worth of any decisions based on them. No matter how brilliant is the theory built on unreliable sampling, it is usually of little practical value. n some fields it is almost impossible to obtain observations free from bias. Let us suppose that observers of speed in miles per hour were available for judgment: (a) a bystander, (b) a motorcycle policeman, and (c) a motorist accused of speeding. The bystander might be unbiased but probably would be very inaccurate. The motorist is usually biased on the low side. The policeman is the only qualified observer and, if over-zealous, he might be biased on the high side. Conclusions drawn from large numbers of biased observations naturally would be of little value.

The mines in western Canada producing steam coal will find a better opportunity this year to market their product in Winnipeg - for two reasons: First, the new wage schedules, signed with local unions at each mine, have enabled them to reduce the selling price materially. Second, the duty on slack coal coming in from the United States has been raised to 50 cents, which is equal to the duty on run-of-mine coal. This has had the effect of raising the cost of mine-run to .the importer. Formerly, it was the practice to bring in slack coal under a duty of 14 cents and lump coal under a 53-cent duty and, by judicious mixing of the two, manufacture a mine-run coal at an average duty cost of about 22 cents. Fortunately, through efforts of the Alberta Government, and other friends of the Canadian coal trade, the Federal Government was persuaded to adjust the duty on slack coal as indicated. While it will be found that the Manitoba market, this season, is slightly more easy of access we have still a long way to go before we reach the desired goal. Geographically and economically the Manitoba market should belong to western Canada. However, it has been found a very profitable market for United States mines because large tonnages of coal can be shipped, practically at the convenience of the mines, via the Great Lakes, during seasons of slack business. They will therefore not relinquish this market without a struggle.

The primary steel industry of the Prairie Provinces consists essentially of three companies whose total annual melting capacity, as of January 1, 1963, was 333,000 net tons. These companies have steel rolling facilities. In addition, there are five other companies producing steel castings by melting scrap in electric furnaces which, with the plants having rolling facilities, gives a total annual furnace melting capacity of 380,000 tons. Since 1954, the annual production of steel ingots and castings has ranged from a low of 66,588 tons, in 1954, to a high of 211,138 tons in 1961. The present facilities on the Prairies for making steel ingots from scrap, and rolling them to produce light merchant mill products, appear to be sufficient for many years ahead. Steel scrap, as electric furnace feed to make steel ingots for the present line of products, will probably continue to be available at reasonable prices either on the Prairies or from the north-central United States. It is recognized, however, that residual elements in scrap may be-come of greater significance and necessitate more rigid control of scrap quality.

Recognition of the Growing Importance of Iron and Steel Few Canadians have yet become aware that Canada&apos;s vast iron ore resources, the greater part of which is only now beginning to be developed, will inevitably have a profound effect on the entire Canadian economy, benefitting in some measure the lives of all Canadians. The great iron mining developments of Ontario, Newfoundland, Quebec, and Labrador are destined to make Canada one of the world&apos;s major producers and exporters of this material, on which our industrial civilization is?based. These developments will create new employment, new communities, new transportation facilities, and new investment opportunities. Iron ore is the foundation and the keystone of modern mechanized civilization. The most prosperous nations of the world are the highest per capita consumers of iron and steel, and in these countries the per capita consumption is increasing steadily despite the advent of light metals, plastics, and other competitive materials. Three-quarters of the human race have too little steel -and consequently too little mechanization -to provide for themselves the necessities and comforts of civilized living. Progressively they will demand, and acquire, the machines, the transportation and communication facilities now lacking, and they will win them by making greater use of the world&apos;s iron resources. It is the good fortune of this generation that Canada&apos;s &apos;iron age&apos; is just getting well under way.

"The Stillwater mine is a 3,000 tons/day platinum/palladium underground mine and flotation concentrator located in the Beartooth mountain range in south-central Montana. The site elevation is 5,000 feet above sea level providing a climate with pleasant summers and cold winters. The winters are particularly characterized by very strong winds.The mining methods at Stillwater had been variations of overhand cut-and-fill and some blast-hole stoping. Until construction of the paste back-fill plant, mine back-filling was being practiced using classified hydraulic sand-fill methods. Where higher strengths were necessary, cement was added to the hydraulic fill, however, excessive quantities were necessary due to significant losses with the water drainage from the comparatively low-density fill. There was a need for higher strength back-fill with reduced cement content to augment the hydraulic-fill process.In early 1998, Stillwater Mining Co. commissioned AGRA Simons (then H.A. Cementing materials of mineral origin were well known to the ancients. Ordinary lime and gypsum plasters were the first to be recorded by historians. The next development was the discovery that certain limes would set under water, but the hydraulic property was not definitely attributed to the presence of clay in the limestone until many centuries later. The Romans advanced a step nearer to modern cement in the development of &apos;pozzuolana&apos;, a mixture of volcanic ash or trass with hydrated lime. The silicate of aluminium in the volcanic rock combined readily with the lime, forming a hydraulic mortar or cement which was widely used. Natural Cement In Europe (1) No further progress was made in the art of manufacturing cement for several centuries, during which the Roman Empire declined and passed away, and the Anglo-Saxon race slowly and painfully evolved through the Middle Ages an ever-increasing prestige. An Englishman, John Smeaton, is credited with the honour of the next important development, for he employed a little-known cementing material-natural cement-in constructing the Eddystone lighthouse in 1756. It was called &apos;natural&apos; cement because it was made from a natural rock with no additions of other materials. The process consisted of calcining an argillaceous limestone at a comparatively low temperature and grinding the product to a fine powder. Care was exercised to keep the temperature low, and any material burned to the clinkering point was thrown away, although such material was, as learned at a later time, Portland cement.

Introduction The increasing importance of the gypsum industry in Canada is evidenced by the fact that the production has increased from 473,129 tons valued at $809,632 in 1909 to 1,205,846 tons valued at $3,622,007 in 1928, an increase of over 155 percent in quantity, and of 347 percent in value, in the 20-year period. Although the export trade in crude gypsum still forms a large proportion of the industry, it is gratifying to see that the home consumption is steadily increasing, and while the percentage of the crude gypsum mined that is manufactured into the calcined products in the country is only 16.8 per cent, its value is practically 50 per cent of the total gypsum production of the whole country. It is to be hoped that each succeeding year will see an increase in the amount manufactured in Canada, and, with the steady growth of the country and a serious endeavour to capture a part at least of the world market in gypsum products, the outlook for the industry is decidedly promising. The value of gypsum as a commercial commodity has been known from the time of the early Egyptians; in fact its value for certain purposes has been known so long chat the date of the discovery of its peculiar properties is unrecorded.

The extractive sector today faces growing social, legal and political risks (SLPs) from so many different stakeholders including national and local governments, name and shame groups, civil society and environmental groups, and the ?Occupy? movement. Beyond these stakeholders, there are the indigenous peoples who have growing legal, social, political and economic influence which can often determine the outcome of the Project. The development curve in the extractive sector from initial exploration to mine start-up has become longer, steeper and more risky and expensive as these SLPs have grown in scope and complexity. Even if a project is permitted or starts commercial production, its ongoing development and operations are also facing these SLPs. The continuous assessment of these SLPs and the strategy to mitigate for them has now become critical for every project in the extractive sector. A project will only be successful if it is able to obtain the legal permits to operate, then withstand any judicial reviews, and then also to be able to gain and maintain the Social License to Operate (SLO). Stakeholder identification, management and engagement are key risk-mitigation tools. This paper focuses on the growing influence that indigenous peoples are now enjoying and the impacts on the extractive sector. Indigenous peoples are a unique stakeholder group because their legal rights and interests to lands and resources, their aboriginal title and rights, are gaining more recognition. When indigenous peoples form alliances with other stakeholders, this simply adds to their growing momentum and leverage, and this can become a daunting challenge for the extractive sector. More due diligence is required by companies to understand and assess the challenges posed by operating in areas claimed by indigenous peoples. There is a real need for mining companies to develop an effective indigenous engagement strategy to address these challenges in order to successfully convert risks into opportunities. Early identification and engagement with the indigenous peoples is required and the goal should be to conclude an Impact Benefits Agreement (IBA) with the affected indigenous peoples. The real objective must be to develop a real and transparent relationship between the company and the indigenous peoples so as to gain and maintain the SLO.
