Foreword The office of the Supervisory Mining Engineer, a branch of the l. Federal Government, is financially interested in no oil company and has no stock to sell. This office, however, is deeply interested in the proper and efficient development of Canada's natural resources. The people of Canada are interested in the petroleum development in Turner Valley for two principal reasons: As represented by the Department of the Interior, they are the largest owners of petroleum and natural-gas rights in the field; As a nation, they are vitally interested in the development of petroleum and natural gas as a national asset, and therefore, also, in all productive property, no matter who directly controls the leases. As has been stated by Mr. Charles C. Ross, Supervisory Mining Engineer, "The Department, being responsible for the administration of these public resources, necessarily requires regulations to protect them from abuse by lessees. Our portion of this responsibility is to record a complete history of all drilling operations and to see that proper drilling methods are adopted to prevent damage and wanton waste of the valuable natural resources under discussion." Not only does our position necessitate an impartial and a judicial viewpoint, but, being day by day in touch with all operations in the western provinces, we are uniquely situated to comprehend both individual and general problems.

The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

THE GECO OREBODY, located north of lake Superior in the Thunder Bay district of northern' Ontario, was discovered in 1953. Diamond drilling in the following year indicated a 15,000,000-ton ore-body, and production plans were made for the shipment of copper and zinc concentrates in three years. To accomplish this, the Geco Project was initiated. The property was in an undevdoped, inaccessible area, and the project involved the conversion and extension of a logging road to the property, the construction of two railways and seventy miles of hydro transmission line, the erection of a municipality, the building of a plant, and the development of an underground mine to produce 3,300 tons per day. This paper describes some of the methods used in the underground development phase of the Geco Project.

The development of the Granduc mine presents a number of problems which are peculiar to its location and surrounding terrain. Because the development tunnels portal onto an area which is covered by an extensive glacier, and the mountain-side is subjected to dangerous snow slides, it was decided to construct an underground powerhouse to supply the necessary electric power and compressed air. This paper deals with the special problems inherent in the design and -construction of an underground plant. It involves the installation of diesel-electric generating equipment having an aggregate capacity of 1,050 kw.,and of air compressors with a total capacity of 2,400 cfm. Items dis-cussed include the selection of equipment to meet site conditions, the ventilation and cooling of the underground room, and the protection of personnel and equipment from explosions and fire. A short discussion on the automatic supervisory and alarm installation is also included. THE Granduc mine is located 135 miles north of Prince Rupert and 25 miles north of Stew-art. "The ungraded-fibre mill is located at the mine site and has a rated capacity of 6,600 tons of ore input and 1,200 tons of ung1•aded fib1 •e product per day. Power for operation is obtained from a diesel generating plant located on the site, which has a capacity of 5,300 kW. The preliminary milling process consists of prima1•y and secondary crushing, drying and temporary storage of plus-1 1h -in. material. The final milling processes are two stages of crushing and three stages of screening, with air-lift separation of the fibre from the host rock. The central mill building also houses a machine shop, mill maintenance shops, a mobile equipment overhaul shop, an engine and majo1•-component overhaul shop, and a warehouse. Major changes to the milling ci1•cuits since start-up have been the addition of a larger secondary cone crusher, ct third dryer, adding a rotary distributor to the feed of the screening section and adding an automatic start-up sequence for all equipment except crushers and fans. The operation of the mill is coordinated from a central control room, where a ""mimic"" panel indicates the operation of all major units in both the ore preparation and the screening sections. Product quality is controlled by continuous sampling and frequent labo1•atory analysis, which provide data fm• the adjustment of aspirating hoods and mill feed rate. Operating problems unique to this location, and common to a sub-arctic environment, are discussed."

PGE concentrations of 18 g/t occur in the pyroxene rich rocks at the Union Bay Alaskantype complex. This PGE enrichment is hosted in magnetite veins. These veins cross magmatic layering and have an irregular morphology in both outcrop and thin section. Fe-Ti oxide geothermometry suggests that this mineralization took place between ~700-400°C. A variation in the amount of ilmenite and Mg- Al spinel exsolution in magnetite correlates with temperature estimates, lower temperature magnetite has less exsolution. Hydrous silicates form an alteration envelope around magnetite veins with a formation temperature of <575oC, vary with temperature, and contain appreciable amounts of Cl. Interaction of a PGE-Fe-Cl rich fluid with clinopyroxene increased the fluids pH and decreased PGE and Fe solubility depositing a PGE enriched magnetite within the Pyroxenites and Olivine Pyroxenites of the Union Bay complex.

"This paper deals with the varions methods for the rapid Joading of unit trains which are being: used by ore procossors to move their product to dock-s1de storage facilities or their ultimate customer. Some of the techniques that have been used include (1) volumetrie loading, both in motion and static, (2) batch weighing into moving cars and (3) batch weighing into cars that have been stopped. Particular emphasis shall be placed on the two systems now in use at the Adams Mine facility of Jones and Laughlin Steel Corporation and at Cliffs of Canada's Sherman Mine. Typical ""turnaround"" times, loading rates, types of cars, weighing accuracies, material handling concepts and maintenance considerations shall be discussed."

"This paper reviews flowsheets generally used in gold rooms to upgrade primary gravity concentrates particularly those of Knelsons. It is concluded that even for small operations, which treat between 250 and lo00 kg of concentrates per day, there is a strong economic incentive to include in the flowsheet magnetic removal of tramp iron, at least two shaking tables, screening of either table feed or table tails at 150-212 um, and scavenging of table tails with a small centrifuge. Headroom, rather than floor space, is often inadequate in most gold room designs, and limits gravity flow and flowsheet flexibility. Experimental data are presented to demonstrate the effectiveness of a small Knelson Concentrator to scavenge significant amounts of gold (up to 91 %) from fine table tails.RésuméCet article examine les schémas d’évolution généralement utilisés pour traiter les concentres gravimétriques d‘or, en particulier ceux produits par concentrateur Knelson. "A laboratory-scale continuous procedure for the up-grading of naturally occurring tin ores, based on the principle of spherical agglomeration, is described. High recoveries are indicated. A proposed second stage suggests useful fractionation steps.IntroductionA LABORATORY-SCALE batch process for the upgrading of a tin ore using the principles of spherical agglomeration has already been described (1). This procedure consisted of milling, for about an hour, a precrushed ore with at least 200 per cent water, 0.2 per cent of a reagent such as tall oil (to render the de-sired ore particles hydrophobic) and about 3 per cent of a viscous petroleum oil. The feed material passed an 8-mesh Tyler sieve, and the percentages of re-agents are based on the dry weight of the feed. Du-ring the grinding, the hydrophobic particles transfer into the oil phase to produce coherent semi-solid bodies while the gangue stays preferentially in the aqueous phase. The concentrate can be separated from the gangue easily by a mechanical operation. Using an ore containing about 0.3 -0.5 per cent tin, grades of from 1.5 to 7.0 per cent were obtained by varying the pH of the system. Recoveries fell from about 80 per cent to as low as 50 per cent as the grade in-creased."

The Upper Devonian Kettle Point black shale of southern Ontario is poorly exposed. Structural maps pre-pared from the data of numerous wells show that the upper surface of the formation has low regular relief, and that the lower surface reflects domes in the Middle Devonian and also local subsidence of the Devonian rocks due to solution of salt in the Silurian Salina Formation. The appearance of minor amounts. of marcasite, pyrite, and calcite, m that order, as interpreted from the evidence of concretions from the type locality at Kettle Point is thought to have been influenced by a rise m the pH within anaerobic sediments preceding compaction.

UrbanGold and its partners from Mettop and SMS group have developed a novel technology for the recovery of valuables from all non-ferrous metals’ fractions of WEEE (Waste Electrical and Electronic Equipment), with a special focus on low qualities which are commonly landfilled or incinerated. The technology is marketed under the brand name “UrbanGold Flex” to illustrate the high flexibility in respect of plant design and raw material portfolio, allowing also the processing of low grade material and materials with high caloric values. The process of the technology’s centrepiece, a modified and enhanced bath smelting furnace called “HENRI”, was investigated in numerous pyrometallurgical trials as basis for a scale-up towards a capacity of up to 100,000 tons of WEEE-concentrates per year. All relevant facility components have been evaluated in respect of references, fall-back options, as well as exit strategies (alternatives) to minimize risks when establishing a novel technology. A spin-off within the development is the “UrbanGold Compact” technology which can be seen as optimization of state-of-the-art smelters by using an optimized TBRC as primary processing unit. As an UrbanGold Compact plant will be the first industrial scale reference of UrbanGold’s technologies, it is also explained in the publication. As precious metals recovery is of major (economical) importance when recycling WEEE, major attention has been given to minimize the losses of these valuables. These measures, as well as a sophisticated way of utilizing waste heat as far as possible, result in interesting business cases with gross profits of up to 20% or even more. INTRODUCTION Over the past years, the demand of electrical and electronic equipment has increased dramatically with technological progress. Innovations on the technology of electronic devices led to a shorter usage and lifespan and thus boosted the generation of Waste Electrical and Electronic Equipment (WEEE). WEEE is one of the fastest growing waste streams, growing at 3 to 4% per year worldwide and is expected to reach more than 52 million tons per year by 2021. Currently, about 45 Mt of these wastes are estimated to arise worldwide, and the trend is rising (Baldé et al., 2017).

The Duparquet mining camp situated along the Quebec segment of the Porcupine-Destor Fault was the site of gold exploitation from 1933 to 1956 and 1988 to 1991. Numerous gold showings and deposits straddle the fault. An ongoing regional metallogenic study by the Quebec Geological Survey has identified five main types of gold mineralization, each showing a distinct style, alteration, control, metal content, and timing. In order to maximise the impact of this study, a 3D regional common-earth-model was constructed along a critical segment of the Porcupine-Destor Fault with the gOcad® technology. The realisation of this model required the maximum use of the public SIGEOM numerical database, as well as the recovery of significant private data from exploration company partners. The 3D model is also a powerful new dynamic exploration tool, which can be queried using geological criteria characteristic of the different gold deposit types. This 3D model can be modified and improved continuously by adding data from new drilling, mapping or geophysical surveys. The case of the Porcupine-Destor Fault illustrates the importance of 3D common-earth-modelling in delivering refined technological geological syntheses likely to attract significant investments from the mining exploration industry, especially for deep exploration programs within mature mining camps.

"Geographic information systems (GIS) provide an efficient means for the recording, manipulation, revision, display and analysis of spatially referenced data. GIS are widely used at the exploration stage of mine development, and are increasingly used for reclamation planning. The ability of a GIS to perform spatial searches and query spatially referenced data make it a powerful tool for use at all stages of mine development. As the amount of data available for analysis increases, so does the power and flexibility of GIS as a planning tool.Starting from the exploration database, this paper describes how a GIS can be used for the development of mining plans based on topography, geology and mineralization information stored in a relational database. Planning decisions approaching the optimal can then be made for a wide range of parameters, including stockpile and waste dump locations, the location of potentially acid generating and neutralizing material for dump design, profitable and risk-controlled mine extraction sequencing, and haul road locations. This is made possible by the overlay and buffer analysis capabilities of a GIS which are explored and exploited to produce a continuous mine production planning program, as well as site remediation and reclamation using a successful case study. IntroductionGeographic information systems (GIS) are a relatively new tool in the mining industry. Although they have existed for a number of years, the potential of GIS for mine management and planning is only beginning to be investigated and exploited. The unique spatial capabilities of GIS make them particularly wellsuited for use in mining, where spatial information is fundamental to the processes of mineral exploration, mine development, and environmental reclamation. A number of potential applications for GIS in the mining industry have been identified, and they are widely used for exploration and reclamation. The use of a GIS as a platform for the development of mine planning routines and software remains an interesting, but as of yet unexplored, application of this technology."

The Ore and ProductsThe mines in the Saskatoon area — Agrium, PCS-Cory, PCS-Allan, PCS-Patience Lake, PCS-Lanigan and IMC-Colonsay — extract the ore from the Patience Lake member. The mines in the southeast corner of Saskatchewan — IMC-K1 and K2, PCSRocanville — extract from the Esterhazy member, while IMC-Belle Plaine, near Regina, solution mines potassium chloride from both potash-bearing members.Ore from the Patience Lake member is a medium-grained mixture of sylvite and halite, with a KCl content of 36%, insolubles averaging up to 5.5%, and little or no carnallite.The ore from the Esterhazy member is a coarse-grained mixture of sylvite (KCl) and halite (NaCl) with a small amount of water insolubles, and some carnallite (a K-Mg chloride). Average run-of-mine grades are about 30% KCl."

"A laboratory Knelson Concentrator (LKC), 7.5 cm in diameter, was used to study the performance of a similar unit at plant scale, 76 cm in diameter, This paper reports on sampling and assaying procedures and problems, and discusses the performance of the plant unit.The sampling procedure was based on the extraction of large samples, 5-15 kg, and their complete processing with a LKC, to characterize size-by-size performance. The procedure yielded reliable estimates of overall gold assays, after blatant assaying errors were corrected. The plant centrifugal unit concentrate was sampled in situ, which yielded very erratic grades, with a large overall negative bias. Due to the very heterogeneous nature of the concentrate, which can be linked to flow patterns in the riffles of the unit, it is recommended that for future testwork, the concentrate be recovered separately, blended and then sampled.The plant centrifugal separator, when operated at a feed rate of 25 t/h, yielded total and free gold recoveries of 41 % and 62%, respectively. This is much lower than previously reported data, and suggest that at 25 t/h, the unit is overloaded. However, recovery did not decrease with time over a loading cycle of 2 hours, which suggests that present loading cycles, generally 1 hour, can be significantly increased. INTRODUCTIONThe study of gold gravity circuits is plagued with the statistical problem of determining the behaviour of particles occurring with a very low frequency. This problem becomes particularly acute with increasing particle size. For example, considering the average weight of a gold flake in the 840-1200 µm (20/28 mesh) to be about 5 mg (Banisi et al, 1991), a reasonably high grade feed of 10 git would require, for a relative error (standard deviation) of 10% on grade, 100 particles, that is 0.5 g of gold, or 50 kg of 840-1200 µm material (a Poisson distribution is assumed). Gy's formula, for the same data, yields a weight of 33 kg, with a shape factor of 0.1 and a size distribution factor of 0.5. Both results are comparable; to obtain the suggested weight of material, a stream containing 5% weight in the 840-1200 µm would require 1 tonne samples (of unsized material). The problem rapidly disappears with decreasing particle size. Still with Banisi et al's data, a gold flake in the 300-420 µm range averages 0.5 mg in weight; the same 10% error on grade corresponds to a weight of 5 kg. Gy's formula for the same size distribution and particle shape factors as above predicts a required mass of 1.4 kg. This would correspond to an unsized sample weight of 10 kg with 14% weight in the 300-420 µm, for example."

"Gold and silver cyanide complexes are presently desorbed from activated carbon by means of hot caustic elutions. These solutions may or may not contain additional sodium cyanide. There are several parameters which affect the rate of stripping. Some of these include pH, ionic strength, and temperature. (1) Stripping is conducted in recirculating (ZADRA) or once through (AARL) circuits.This paper describes the development of a new chemical eluant which significantly increases the rate of stripping of both gold and silver cyanide complexes from activated carbon. Two case history applications are also described.INTRODUCTIONAdditional cyanide is used in strip circuits in order to prevent its depletion which could lead to precipitation of base metals or lead to a change in the nature of the gold cyanide complex to one which does not strip as easily. (2)The strip circuits that are able to function efficiently without the use of cyanide are mostly those where the carbon is acid-cleaned after stripping.Once the minimum cyanide requirement to maintain the complexes in their proper state are fullfilled, any futher incremental increase in the level of cyanide will have no bearing on the rate of stripping. (3)DEVELOPMENT OF THE NEW ELUANTGeneral DiscussionVarious carboxylated materials were investigated including octanoic acid, polycarboxylic acid (various molecular weights), salicylic acid, polymaleic acid, acetic acid. benzoic acid, terephthalic acid, 4, bi-phenyl carboxylic acid, phosphoric acid and stearic acid.The initial work was done on medium activiiy, non acid-cleaned carbon. The silver to gold ratio on the carbon varied greatly.Two different blanks were used. The first was an elution using a 2% caustic and 0.4% cyanide solution while the second was a 2% caustic elution."

As part of an initiative to improve value in mining, CEMI is developing a handbook on best practice in mine design. Various formats were examined, and of these, the wiki was selected as being most suitable. Being web-based, its global reach and capability of being continuously updated allows the wiki to evolve as new knowledge is generated, and to capture the diversity of experience of practitioners in the mining industry. While wikis have many advantages in terms of organizing content and searching, their ability to be edited by users is often seen as a negative characteristic for quality control. To ensure reliability of information content, author attribution, specific authorship models, and a peer review process have been implemented, in addition to the standard version tracking capability of wikis. The first phase of the project concentrates on topics related to underground hard rock mine design. The scope will be expanded to cover other aspects of mining as the project matures. Strategic partnerships with various organizations, such as the CIM, and CANMET, are being formed to provide a wide range of seed material to stimulate growth of the site. www.minedesignwiki.org
