The electrolytic tan/chouse at CCR was recognized by management as lagging behind modem refineries in terms of productivity, energy efficiency and controls. The operation was also burdened by high maintenance costs of cells, floors and electrolyte recirculation systems. A bench marking program was started in 1986 to evaluate processes and other technology by visiting major copper refineries in North America, Europe and Japan. The basic principles necessary to optimize the operation were defined, and a program called CCR 2000 was prepared for approval of the necessary capital investments. This paper describes the results obtained to date and outlines the remaining work to complete the modernization program, in particular, the control of electrolytes, the elimination of the Baltimore groove and studies to modernize the stripping operation or adopt permanent cathode technology.

Quest Rare Minerals Ltd. is developing their Strange Lake B Zone REE deposit located in Northern Quebec. An extensive batch bench scale testing program was launched to investigate open circuit rougher flotation performance under different conditions. The objective of the flotation study was to demonstrate the effectiveness of rejecting gangue minerals to flotation tailings while concentrating rare earth elements as well as yttrium, zirconium, and niobium into a concentrate suitable for further hydrometallurgical processing. Mineralization of interest at Strange Lake occurs within peralkaline granite-hosted pegmatites and minor aplite. The REE and high field strength element (HFSE)-bearing phases are hosted primarily in pegmatites as relatively fine-grained phases or pseudomorphs. The gangue phases comprise of quartz, feldspar, amphibole, and pyroxene. Potential ore minerals comprise predominantly of kainosite, gerenite, gadolinite, zircon, pyrochlore, and gittinsite. These complex mineralogical characteristics increase the difficulty for processing and provide a challenge for choosing the correct reagent scheme in rougher flotation. Process options including reverse flotation to reject the gangue minerals and de-sliming prior to the direct rougher flotation were investigated. Optimization trials were conducted using various reagent regimes and under different flotation conditions. Encouraging results were found using a combination of collector reagents supplied by Cytec Canada Inc.

1. De Beers, Diamonds and Canada 1.1. De Beers was founded long ago (1888, the same time that Canada became a country) in a rural mining village in South Africa. Today, we employ 22,000 people across 19 countries and have 14 mines including open pits, shafts, beach-sands and seabed. 1.2. Last year our sales were US$5.7 billion and our total production amounted to 47 million carats which means a 40% global market share. For the Kyoto buffs in the audience, the company consumes 66 million cubic metres of water per annum, 210 million litres of hydrocarbon fuel and 1,600 GWh of electricity. De Beers in Botswana is the leading source of diamonds 2.1 Today Botswana is the Jewell in the Crown. There are three big open pits that enjoy economies of scale that make them the lowest cost producers. Last year 60 million tonnes of overburden and 30 million tonnes of ore were moved in Botswana alone. The effect of various N-substituents on the performance of amide-containing tertiary amine compounds in the extraction of Rh(III) from HCl solutions was investigated to optimize the structure of these compounds for industrial use. It was found that N-2-ethylhexyl-bis(N-di-2-ethylhexyl-ethylamide)amine and tris(N-di-2-ethylhexyl-ethylamide)amine, which have long, branched alkyl chains, were suitable for Rh extraction, because they were soluble in a practical diluent (80 vol% n-dodecane?20 vol% 2-ethylhexanol) and stable against highly concentrated HCl/Rh solutions, and showed high selectivity for Rh(III) over Pd(II) and Pt(IV).

Final disposal of mine wastewater neutralization sludge continues to be one of more pressing problems in the mining industry. The disposal of mining and metallurgical waste products into underground reduces the environment impact and improves the safety of the mining operation and the economics of the enterprise. This current research focuses on an investigation of utilization of mine wastewater neutralization sludge obtained from Kidd Creek Mine site, as a supplementary material for their proposed deep mine pastefill system. Their proposed pastefill consist of combination of rock aggregate in a matrix of imported sand and tailings with binder (Portland cement + Slag cement). Pastefill mixes containing various percentages of the waste sludge 0 (control mix), 1, 2, 3, and 5% by weight as replacement to the fine sand were prepared and tested with different percentages of binder. Hypothesis behind this approach is to study the behavior of sludge as replacement of sand in matrix as well as its ability to act as a binder. Compressive strength, percentage of sludge, binder dosage, slump, water to cement ratio, percentage of solid, and curing time are being observed. The results indicated that sludge can be incorporated into the pastefill and enhance its strength without compromising the pastefill quality and integrity.

I am sure that there are many others besides myself who would be very interested to learn how the sizes 0-3 and 3-13 microns were obtained. * * * Mr. Del Davis, Mill Superintendent, Flin Flon Concentrator, on behalf of the authors of the paper, has kindly sent us the following information in reply to Professor Haultain's enquiry. Sub-Sieve Sizing by Sedimentation Procedure (As used by R. J. Digney & J. E. Ryan, 1940) Fractionation of Sub-Sieve Sizes General Method: A 1,050-gram sample of the material was pulped to 3 liters; 10 c.c. of sodium silicate and 0.2 grams of Na2C03 was added and thorough agitation given for two hours previous to settling. The material was assumed to consist wholly of particles of the same density as the most abundant particles. The time required for a particle of the upper limit of the lowest size-range to be separated, to fall a specified distance was calculated according to Stokes Law. The pulp was poured into the settling apparatus and, when the calculated time had elapsed, the suspended material was drained. The settled sediments and the process repeated until no more suspended material was obtained. The next larger size fraction was obtained in a similar manner, using the settled sediments which had been stripped of all smaller sizes as above. The fractions were arbitrarily set at 0-3, 3-13, 13-23, 23-33, and 33-43 microns (43 microns = 325 mesh).

Oxidized sulfidic tailings contain significant amounts of accumulated acidity in the form of water-soluble secondary sulfate minerals and thus constitute long-term sources of acid drainage at many metal mining sites. As part of site remediation activities, alkaline amendments are often added to the oxidized tailings to increase the pH and immobilize the metals. This study assessed the advantages and limitations of using lime mud, a byproduct of Kraft pulp mills rich in calcium carbonate (> 90 wt. %), as alkaline amendment. The inorganic and organic constituents of lime mud samples were quantified. Leachable impurities were determined by the TCLP method. The performance of lime mud was compared to that of reagent grade quicklime (CaO) and calcite (CaCO3). Tailings treated with lime mud or calcite have strong buffering capacities and remain at neutral pH conditions (pH ~ 6.7) for long times. In contrast, tailings treated with quicklime have a very low buffering capacity, and their pH decreases with time. Furthermore, lime mud has finer particle sizes and thus a greater specific surface area than most forms of commercially available calcite, which results in enhanced reactivity. Dissolved metal concentrations are similar in tailings slurries treated with lime mud or calcite. This study suggests that lime mud is an environmentally and economically attractive alkaline amendment for oxidized mine tailings.

This paper presents an innovative experimental set-up which simulates refractory degradation by separate and simultaneous action of abrasion, erosion and partially or totally immersion corrosion whether dynamic or static. It also presents abrasion testing results obtained from five commercial aluminosilicate refractories used in aluminium melting and holding furnaces. Abrasion wear was quantified by measuring the weight loss and the depth of wear, as well as by determining materials properties degradation, such as the residual rupture force and the residual modulus of rupture. Results were correlated to as- fired materials properties, such as rupture force, flexural strength, elastic modulus, toughness, and apparent porosity; in order to establish which property could be used for refractory abrasion wear prediction. They were also related to the critical length of pre-existing defects and to those generated by the abrasion process. Positive correlation was established between abrasion resistance and mechanical properties, particularly for refractory castables. For similar mechanical strength, the castables tested offered less abrasion resistance than the brick sample.

The Úrkút rhodochrosite deposit and Branisko Mn showings (rancieite, manganiferous calcite), located in Lower Jurassic marine sedimentary rocks with black shale, were studied by organicgeochemical methods. Both depositional localities were affected by the Lower Jurassic Toarcian anoxic event. UrkUt shales are rich in organic matter (av. 2.94 wtOJo total organic carbon), the composition of which indicates derivation mainly from marine sources, with some terrigenous component. The shales matured in a bacterially active environment under reducing conditions of diagenesis-catagenesis. Branisko shales (~0.2 wt % TOC) with lenses of Mn oxide ore were weakly metamorphosed and their organic matter thermally degraded. The model for Mn carbonate ore formation envisages reaction of Mn derived from sediments, with carbonate generated by a bacterially mediated process of decomposition of organic matter that also involved Mn reduction.

"The technology known as Expert Systems is being used within the minerals industry in a wide variety of problem areas. Applications include diagnosis, prediction, training, monitoring and control. Expert Systems provide a way to program computers to imitate human thinking. The construction of such systems is a straight-forward task that can be quickly learned by novices but can require a lifetime to master.To assist in the understanding and utility of this technology, a special manual bas been prepared which operates on a microcomputer under the MS-Windows environment. The manual covers all aspects of Artificial Intelligence of relevance to Expert Systems. A hypertext system allows users to probe as d•~ply as needed to achieve understanding or to simply skim the surface of the knowledge to obtain a quick overview of subjects. The manual was developed under the sponsorship of the Mineral Sciences Laboratory of CANMET and is available from the Mining and Mineral Process Engineering Department at the University of British Columbia. Annual updates are planned to keep abreast of new developments in this rapidly changing technology. RESUMELa technologie: des Systèmes Experts est utilisée par l'industrie minière pour résoudre une grande variété de problèmes. Les domaines d'application comprennent le diagnostic, la prédiction, la formation, la surveillance et le contrôle des procèdes. Les Systèmes Experts permettent d'écrire des programmes d'ordinateur qui imitent le processus de la pensée humaine. La construction de tels systèmes e:st une tâche qui peut être apprise rapidement mais qui peut prendre des années à maitriser.Pour aider à mieux comprendre et utiliser cette technologie, un manuel spécial opérant sur microordinateur dans l'environnement Windows a été développe. Le manuel couvre tous les aspects de l'intelligence artificielle qui concement les Systèmes Experts. Un système ""hypertexte"" permet à l'utilisateur d'étudier un sujet en profondeur ou de simplement couvrir une grande variété de sujet en surface. Le manuel a été développe avec l'aide financière du Laboratoire des Sciences Minérales de CANMET et est disponible au Département de Génie Minier et Minéralurgique de l'Université de la Colombie Britannique. Analytical methods for the determination of uranium and other precious elements in ores, industrial wastes and by-products have been developed. The analytical techniques employed are NAA and ICP-MS. Two procedures of digestion were applied: microwave acid digestion and alkali fusion. Accuracy was checked by using CRMs. Results of analysis of the same samples by the elaborated methods have been presented and compared. The methods will be used for estimating the capacity of uranium production for the Polish nuclear power programme.

Magnetic shape memory alloys (MSMA's) are a class of materials where magnetic energy can be converted into mechanical energy and vice versa. NiMnGa-based MSMA's have attained magnetic field induced strains up to approximately 10% and have a relatively wide operating temperature range, from well below 0°C to above RT, making them very attractive for a variety of applications. However, these materials also suffer from low toughness. Using these materials in a composite could mitigate this shortcoming, and also overcome limits imposed by inertia and eddy current losses. In this work, we describe the manufacture and characterization of such composites. Composites with 30% by volume MSMA were fabricated under a magnetic field resulting in anisotropic magnetic properties. Damping properties were evaluated by dynamic mechanical analysis.

"A laboratory and field research program was conducted to investigate the major factors influencing bond capacity of grouted cable bolts. The results indicate that cable bolt capacity most critically depends on the grout uniaxial compressive strength (UCS), the radial confinement, and the embedment length.In the laboratory &apos;split-pipe&apos; tests were conducted using P VC, aluminum and steel pipes to provide radial confinement, and field test sites were chosen in granite, limestone and shale rock masses. For both datasets higher capacities were obtained under conditions of higher radial confinement. A correlation between the two was obtained through a comparison of the radial wall stiffness of the laboratory pipes with that of the field boreholes as measured using a high pressure dilatometer. Cable bolt capacity was found to increase with embedment length though not in direct proportionality.The use of low water cement ratio grouts (<0.40) can increase cable bolt capacities by 50% to 75%. This effect is maximized under conditions of high radial confinement. However, the use of super thick grout paste (0.30 and less) may be both impractical and undesirable, first because of their limited pumpability and second because of their inconsistency in strength. Grouts with a water cement ratio of between 0.35 and 0.40 are recommended for practical cable bolt applications."

With continually increasing energy prices, the mining industry has been on the search for new energy optimization technologies. One area that is garnering great interest is Ventilation-On-Demand (VOD). Prior to selection and implementation of a VOD solution, it is important to fully understand the mine requirements as well as its existing infrastructure and the interaction with other automation in place at the site. With this information, a business case can be generated including a cost versus benefit comparison for various control strategies. To assist in the development of the business case, this paper will identify key areas for consideration and recommendations for an implementation plan.

"A number of studies have identified the presence of heavy minerals in the Athabasca oil sands. A 1996 Mineral Development Agreement study into the recovery of Co-Products identified low operating costs, a simple flowsheet and access to market as key drivers in advancing interest in a viable project.Commercial bitumen extraction processes recover 50% of the titanium heavy minerals and 85% of the zircon into froth containing 1 % of the feed solids. Froth treatment tailings grade is 11.5% Ti02 and 3.6% Zr02.Processing this high grade feed in a combination of flotation, roasting, screening, gravity concentration and magnetic separation, results in concentrates of rutile, leucoxene, ilmenite, zircon and rare earths of marketable quality.A combination of high grade feed and a simple process lead to operating costs among the lowest in the industry. Low cost heavy minerals and low energy costs indicate an intriguing potential for low cost pigment production in Alberta. The production of heavy minerals from oil sands remains one of the largest untapped resources in the Province of Alberta1.0 IntroductionThis paper describes the results of an investigation into the recovery of heavy minerals from tailings produced by the major oil sands plants. The study was carried out under a Canada-Alberta Mineral Development Agreement (Alberta Chamber of Resources 1996). The MDA Co-Products Study examined the potential for the economic recovery of heavy minerals from oil sands tailings."

"The budget that was tabled by Finance Minister MacEachen on November 12, 1981 will result in a major tax reform of Canada&apos;s income and sales tax systems, the likes of which have not been witnessed by taxpayers since 1971. All segments of the economy will be affected one way or another by the far-reaching budget proposals; the mining industry did not escape untouched.Important changes will be introduced which will alter some of the fundamentals of structuring mineral resource ventures in Canada. This month, Tax Notes examines these changes, and also summarizes the other highlights of this key federal budget.IntroductionFinance Minister MacEachen&apos;s budget, with its lower personal tax rates, loophole plugging and tax shelter bashing, represents the biggest shakeup in our tax system since tax reform in 1971. In his budget, presented in the House of Commons on November 12, Mr. MacEachen proposed substantially lower tax rates for middle and upper income individuals, with the top federal and provincial tax rate dropping to about 50%, but in return he eliminated most of the opportunities for individuals, and corporations, to reduce or defer taxes through a wide variety of tax shelter and tax planning mechanisms.Although many of those budget proposals that dealt with the resource industries focused on the implementation of the September 1, 1981 agreement reached by the federal and Alberta governments concerning the National Energy Program (see Tax Notes in the December 1981 issue of the Bulletin), the budget also contained some proposed amendments that would have significant implications for investment in the mining industry.This month, Tax Notes examines these latter proposals, and also summarizes very briefly those budget proposals which are not unique to the resource sector."

"""A matter of serious concern to the mining industry in British Columbia""; this comment reflects the attitude of the Mining Association of British Columbia toward the proposed new B.C. Mineral Royalties Act. The proposed legislation, introduced by the provincial government in February and now being debated by the legislature, combines a basic 5% royalty on the selling price, less approved p1ocessing and transpo1•tation costs, of minerals produced in B.C. with an ""excess"" royalty of 50% of any price increases over a predetetmined base. Government estimates project annual revenues of $20 million from the new royalty structure. The accuracy of these figures has been contested by the mining industry. Based on current world prices for copper the industry estimates that the provincial revenues from this mineral alone may run as high as $140 million in 1974 and $150 million in 1975. The Mining Association has warned that the new royalties “threaten to become confiscatory""."
