Abstract -A well-defined approach is essential to ensure the long-term success of a regional exploration program. Teck's approach in eastern Canada is designed to fulfill corporate objectives while recognizing certain unique parameters for exploration in the area. The elements of this approach include clearly defined objectives, technical considerations and personnel policies, all of which are equally important. The goal is a significant discovery before the mid-1990s and the company is confident that this target will be achieved.

THE subject of taxes appears to engage our attention altogether too lightly. At least it would seem that, notwithstanding the increase in the cost of government, and its concomitant increased taxation, little constructive work is being done with a view to solving the problem of increased taxes. I believe that the inattention of the public generally to the subject of increased taxation is due largely to the fact that shareholders are not advised of the amount of taxes paid by industry. Were companies to advise their shareholders the amount of monies paid or payable out of each year's earnings for taxes in one form or another, and were such amounts compared with the amounts available for distribution to shareholders, the effect would be a general demand for more equitable taxation methods. While I am not unmindful of the burdens and inequities in taxation confronting industry generally, I believe that the mining industry in this Province does not fully appreciate the burden represented by the costs of taxation. My reason for this belief is based partly upon1the fact that no serious effort has so far been made to devise some means By which the mining industry in British Columbia might protect itself against the ever-increasing burden of taxation. In addition to this fact the widely diverse nature of mining in British Columbia makes the accumulation of comparable data a problem which, so far as I can ascertain, has never been attempted in a manner which would be authoritative. It should not be necessary to cite the effects of this burden upon any one mining company or upon any branch of the mining industry, such as coal mining, placer mining, base-metal mining, or the precious-metal mines. In my opinion, the operation of our mines by large corporations is conducive to the payment of taxes with much less protest than would be the case were the taxes being taken out of the earnings of just a few partners or a very few shareholders. We appear to be too unmindful of the taxes, paid by mining companies, of a kind that are not so prominently brought to our attention as are the taxes which are calculated upon the taxable income of the company at the end of its fiscal year. British Columbian mining companies pay many other taxes besides those which are calculated upon taxable income. Among these are school taxes, property taxes, gasoline taxes, mineral taxes, coal royalty, to say nothing of fuel-oil tax, sales tax, and excise taxes.

"As part of the ongoing project development for the Tenke Fungurume Copper-Cobalt Project in the Democratic Republic of Congo, Phelps Dodge Corporation has examined methodologies for determining the size of grinding mills to support a 7000 mtpd operation. Six samples were tested by Hazen Research, Inc. (HRI) to obtain the JK parameters using the JK Drop Weight Test, standard Bond crushing, and rod mill work indices, abrasion indices and by Dawson for Bond Ball Mill Work Index tests using crushed feed, and Standard Autogenous Grinding Design (SAGDesign) Tests, patented by Outokumpu. (See reference 8 below).The comparison of these results gives context to how the various measurements relate to each other and how they can be used to obtain an accurate design for the grinding mills required for the Tenke Project. This is the first published direct comparison between JK Drop Weight, standard bond work indices, and SAGDesign test results. The SAGDesign test includes a SAG test followed by a Bond BM Wi test done on SAG ground material.INTRODUCTIONAfter the presentation of the paper “SAGDesign Testing – What It Is and Why It Works” at the recently concluded SAG 2006 Conference in Vancouver, a question was asked about how SAGDesign ore hardness measurements compared with other comminution tests, specifically the JK Drop Weight Test and the parameters that are derived from such testing. At that time it was noted that a paper was being prepared for the CMP Conference in January to show how various ore hardness measurements compare with each other when done on the same samples.This paper will therefore present the first such comparison using test results from the Phelps Dodge Tenke Fungurume Project where six composite samples were examined by the tests noted below. A seventh sample was tested at Dawson but not at other labs. The tests were done at four different laboratories listed below and included the tests shown."

Feldspar mining in Canada came to an end during 1972 after many years of continuous activity. The deposits are not exhausted and the domestic demand for this product is expected to continue at about the same level as in recent years. The size of the industry does not justify the installation of expensive equipment in the mills, but it is believed that a modest profit could be made by a small operation using rudimentary methods of separation. Largescale and accurate mapping of the pegmatite dykes could help in planning mining operations for a better recovery of a uniform product.

"When elephants fight, it's the grass that gets trampled". It is becoming increasingly evident that the federal and provincial governments are awakening to the fact that their vigorous scramble for a "fair share" of mineral revenues which kicked off in 1974 has done considerable harm to the Canadian mining industry. Recent public statements made by government officials, particularly at the recently held annual convention of the Prospectors and Developers Association, would indicate that there is a general consensus in the government sector that changes must be made to the mining tax system. However, there is no evidence as yet that there is any agreement among the various governments as to what form these changes should take , who should make them , or when. It would seem to be worthwhile at this time to reflect on where the Canadian mining industry has been vis-a-vis taxes and "where it is at ". This article is based on a recent address given by R. D. Brown, of Price Waterhouse & Co., Toronto, at the annual convention of the American Institute of Mining, Metallurgical and Petroleum Engineers in Denver , Colorado.

The recovery of zinc in refineries is strongly affected by the formation of zinc ferrites during the roasting of zinc concentrates. To achieve the highest zinc recovery most of these plants operate under high acidity and high temperature conditions in their leaching circuits. However, under these conditions high iron dissolution occurs. For iron control the common practice is to precipitate it as jarosite, and calcine is normally used as neutralizing agent. This practice causes a significant loss of metal values associated with the calcine, such as zinc ferrites and silver insoluble phases. These metal values are carried by the jarosite into confined waste in many plants. In order to diminish such losses, it is necessary to use a neutralizing agent that could substitute the use of calcine. An alternative neutralizing could be the basic zinc sulfate (BZnS). This work presents the results of a laboratory analysis on the required conditions for the BZnS production from process streams of a zinc refinery plant. Neutralizing behavior of BZnS was evaluated in iron precipitation as jarosite, in order to establish the feasibility of replacing the calcine and decrease the loss of zinc and other metals values during the iron removing step of the hydrometallurgical circuit of the zinc refinery under study.

THE recent production of important quantities of high-grade muscovite at the Purdy mine, near Eau Claire, Ontario, bas brought that district into prominence and bas added another strategic mineral to the list of Canadian products. The discoveries are thirteen miles west of Mattawa and about two miles north of the Trans-Canada highway and the Canadian Pacific railway. HISTORY Clear mica of low power factor is in considerable demand in Canada and in the United States for war purposes such as radio and telephone condensers, aircraft spark-plugs, radio tubes, and transformers. Some muscovite (white mica) bas been produced in North Carolina and New Hampshire, but the United States trade bas depended largely on importations of muscovite from India and of phlogopite (amber mica) from Madagascar. For many years Canada bas been a substantial producer of phlogopite, but was unable to compete extensively in the United States with importations from abroad. Canadian production of muscovite bas been negligible as no important deposits were known. Ever since the construction of the Canadian Pacific railway, attempts have been made from time to time to mine the pegmatite dykes in and near the Eau Claire area, but, although some feldspar has been mined, no appreciable muscovite was produced. Lace in 1941, J. Purdy and H. MacDonald discovered a dyke containing large crystals of high-grade muscovite from which they are reported to have sold $700 worth of mica. They recorded claims 35974 and 35975 in December, 1941, and claim 36095 in May, 1942.

THE story of the efforts made by the Department of Mines of Nova Scotia in the search for and investigation of mineral resources for the Canadian war effort began in the spring of 1937. During the past five years, however, heavy enlistments in the Active Service Forces by employees of the mining industry of the Province caused a recession in the production of coal, salt, and other essential minerals required to keep industry rolling on a wartime basis. A marked increase was shown during the period in prospecting for 'strategic' minerals, not only by individuals but also by some of the foremost mining companies. The Provincial Government offered encouragement in this field of endeavour by the enactment of legislation whereby the prospector was enabled to secure the maximum area of ground in a prospecting license at a minimum of cost. The labour requirements on the ground staked, however, remained unchanged. The Nova Scotia Department of Mines continued active investigation of minerals vital to the war effort. These included fluorspar, barytes, diatomite, limestone, and coal. Fundamental knowledge concerning the geology and mode of occurrence of these minerals was accumulated and extensive diamond drilling was carried out on the promising occurrences. Work in these fields is being continued.

The Peñoles Mining Division has eight Mining Operations and in seven of them, flotation is used to concentrate the metal and mineral values. Common metals and minerals values are: metallic gold and silver, gold-silver alloys, silver sulphide minerals (acantite, pyrargirite, argentite, proustite); lead sulphide mineral, galena; zinc sulphide mineral, sphalerite; and copper sulphide minerals (chalcopyrite and bornite).In the last years, a special emphasis has been given to using modal analysis to identify ore mineralogical limitations, in order to direct efforts into key areas where opportunities exist to improve the metallurgical results.This work aims to share Peñoles mineralogical and metallurgical results, through presenting, discussing and drawing conclusions on these results; as well as pointing out areas where more work is needed to improve the Concentrator´ performance.PEÑOLES BACKGROUNDPeñoles´s mission is to add value to non-renewable natural resources on a sustainable manner. Efficient and effective management of mine tailings is essential for continued successful development of Alberta?s vast oil sands resources. Syncrude Canada Ltd. continues to research novel tailings management techniques in an effort to improve production efficiency and environmental sustainability. During the summer months of 2001, Syncrude Canada Ltd., in collaboration with members of the Canadian Oil Sands Network for Research and Development (CONRAD), conducted field-scale trials of thickened tailings technology at Syncrude?s Aurora mine, north of Fort McMurray, Alberta. This paper provides an overview of the test program including discussion of objectives, test configuration, and program observations. 0Data collected during the field trial indicate that substantial swings in feed slurry composition challenge effective thickener operation. When coarse mineral solids dominated slurry composition, thickener rake torque rose to unmanageable levels. It was determined that the end-of-pipe depositional characteristics of thickened oil sands slurry were generally consistent with present understanding of oil sands tailings slurries. After shear, thickener underflow product exhibited very shallow beach angles and a limited capacity to keep coarser particles in suspension indicating that stacking of ?paste-like? thickener underflow product from a conventional thickener is not practical in an oil sands setting unless process adjustments can be made to increase the underflow density and/or preserve the initial high yield stress of the underflow during transport and deposition. These technical challenges notwithstanding, Thickened Tailings technology offers considerable promise for recovery of warm water from oil sands process tailings.

THE Michipicoten area, one of numerous iron-bearing "Archean" segments in the Shield, contains two main types of iron formation, a normal Keewatin-type, consisting of interbanded chert, siliceous magnetite and jasper, and, gradational to this, a carbonate-sulphide type which contains large de-posits of siderite and pyrite. The carbonate-sulphide type of iron formation bears a direct and intimate relationship to the volcanic development of the area; it there-by affords some insight into genetic problems of Archeanron formation in general. The purpose of this pa-per is to summarize the geological setting of Michipicoten iron formations and to briefly review genetic aspects of recent work in the area. GENERAL GEOLOGY in largely by assorted volcanics and sediments of the Michipicoten series and younger, regional granite masses. (Fig. 1). The Michipicoten series comprises a thick assemblage of mixed flows and pyroclastics together with elastic sediments and banded iron formations. The goal is a significant discovery before the mid-l990s and the company is confident that this target will be achieved.IntroductionAs one of Canada's oldest continuously operating mining companies, Teck Corporation traces its roots to Kirkland Lake, Ontario, with the development of the Teck-Hughes gold mine in 1913, later supplemented by production from the Lamaque gold mine in Val d'Or, Quebec. Control of the company was acquired by Temagami Mining Company, part of the Keevil Mining Group, in 1959. Credited as one of the first discoveries made using airborne geophysics, the Keevil Group had recently found the small but very high-grade copper deposits at Temagami, Ontario. These developments in eastern Canada formed a foundation for remarkable growth and Teck's present status as one of Canada's most successful and respected mining companies.Teck currently operates successful mining ventures across Canada and has international exposure through its association with Cominco Ltd., M.I.M. Holdings Limited and Metallgesellschaft AG. Operations in eastern Canada, however, remain an important component of Teck's ongoing success. The David Bell and Williams mines at Hernlo, Ontario, are Canada's lowest cost and largest gold operations, respectively. The Niobec Mine at Chicoutimi, Quebec, is North America's only significant producer of niobium. Teck maintains a 45070 interest in Golden Knight Resources Inc., part owner of the successful gold mining operation in the Casa Berardi area of northwestern Quebec. "IntroductionTen years ago, when nuclear fission became practical, the element uranium, until then a not very desirable by-.product of the radium industry, became overnight the strategic material par excellence. One of the several important problems that had to be solved at that time was the rapid and precise determination of uranium in ores and concentrates.GeneralThe chemical analysis of uranium ores is a long and difficult business and is complicated by the presence in most ores of a large number of interfering elements. True, much progress has been made, during the past few years, toward simplification of the analytical methods, but the chemical determination still remains the job of a skilled operator. For this reason, the chemical method has been replaced, whenever possible, by a physical determination based on the measurement of the radiations emitted by the elements of the uranium family. There are several types of instruments suitable for these measurements, but of all the radiation detectors known to the physicist, such as ionization chambers, crystal detectors, scintillation, proportional counters, and the like, the Geiger-Mueller counters have proved to be the most satisfactory for routine determinations, because of their simplicity.The Geiger-Mueller counter is a very versatile instrument; it can be constructed to detect any type of radiation, corpuscular -0r electromagnetic. Here, however, we are interested in these counters because of their ability to detect the beta and the gamma radiations, both emitted by some members of the uranium family. The beta radiation is corpuscular, and is composed of fast electrons, while the gamma radiation is electromagnetic."

A recovery process for rare earths (REs) such as dysprosium and neodymium from the leach liquor of permanent magnet scrap (PMS) was developed. The two hydrometallurgical routes namely liquid-liquid extraction (solvent extraction) and selective stripping were implemented. The present study deals with the separation and recovery process development by using organo-phosphorous based extractant di-(2-ethylhexyl phosphoric acid (D2EHPA) as reagent for REs processing. Initial studies considered the influence of time on the extraction process, as well as pH and extractant concentration effects. This suggested the aqueous mechanism and separation factors played a role in process during development. McCabe-Thiele diagrams for extraction isotherms were developed. Counter current extraction (CCE) using various phase ratios influenced metals separation. Maximum loading capacity of the D2EHPA was determined. The loaded organic generated by the CCE process was water washed followed by a scrubbing process to remove the other metal ion from targeted metal. Finally, a stripping process was tested using various mineral acids.

"OUR INTEREST in estimates of world reserves of lead and zinc is focussed mainly on the information they give about the sufficiency of metal supplies for the future. However, we soon realize that the estimates can be interpreted in several different ways. Accordingly, it is necessary to have some under-standing of the elements represented by a compilation of world re-serves, and we will start by examining the accuracy of the estimates and what they attempt to measure.Variations in Estimates of the ReservesIf we study the estimates of world reserves that have been published in recent years, we note immenediately that they vary over a considerable range. For example, an article by Shea in 1947 gave world reserves as about 36 million tons of lead and 60 million tons of zinc. Shea did not in elude the United States but I have added to his totals the estimates made by the Bureau of Mines for that country in arriving at the foregoing figures. For approximately the same date, the American Zinc Institute and the Lead Industries Association reported world reserves as about 50 million tons of lead and 77 million tons of zinc. A comparison of the two sets of figures shows a mean variation of 30 per cent. For individual countries the difference between estimates can be even larger. A few years ago the estimate of Canada's reserves made by the United States Bureau of Mines was 7.4 million tons of lead and 14.0 million tons of zinc, while the Gordon Commission reported 1 O. 7 million tons of lead and 26.0 mil-lion tons of zinc. In this case the mean variation was 55 per cent."

Iron ore, when subjected to reducing gases at a temperature suitable for reduction of the oxide but not high enough to melt the ore or metal formed, is converted into metallic iron. The product, being the original piece of iron oxide minus its oxygen, is sponge-like in appearance when viewed under a magnifying glass, and hence is called 'sponge iron. Sponge iron was probably the form in which some of the first iron was recovered from the ores. As early as the eighth century the Catlan forge developed into a low shaft furnace known as the high bloomary, in which iron was produced in the form of a pasty mass. These furnaces were increased in height, and with increased temperatures came the production of liquid cast-iron, at first undesirable because of lack of knowledge of methods for working it. In 1340 the first true blast-furnace was built iri Belgium. Some castings were made, but the greater part of the iron was converted into wroughtiron blooms by a crude puddling process. Charcoal was the universal fuel until the latter part of the seventeenth century, when coke was first used in England. Larger scale developments of methods of refining pig-iron followed. In I 885 Bessemer built his first converter in England, and within a few years the Siemen' s regenerative open-hearth furnace was developed, also in England, to produce steel. Then followed the enormous expansion in the metallurgy of iron. The idea of a direct process for the production of iron and steel has persisted during all of this time.

"The property of Gaspe Copper Mines, Limited, is in the Gaspe Peninsula some 60 miles west of the town of Gaspe and 20 miles in from the north coast. The Copper Mountain deposit was first discovered in 1921 and first optioned and drilled by Noranda in 1938. The Upper Needle Mountain showings a mile south were found in 1938, but it was not until after a delay of 10 years that the more important deep ore at Needle Mountain was located by drilling. Production started in 1955, and the smelter commenced operation in December. Mining is by open stope methods with first production coming from the Lower Needle Mountain orebody, of which only a small portion has been exposed in underground openings.Stratigraphy and AlterationThe country rock is composed of limy siltstones of Devonian age. Away from alteration these are dark and generally carbonaceous. Throughout the drilled area numerous narrow layers of tuffaceous fragmental material occur, and such beds are found to provide excellent horizon markers by virtue of their uniform thickness and wide lateral distribution. These markers are valuable for stope control in mining the bedded replacement deposits.Intruding the sediments at Copper Mountain are porphyry dykes, and one drill hole encountered granite 1,400 feet below the valley. Solutions responsible for the rock alteration and ore deposits seem to have emanated from this intrusive centre.On the mine claims strong hydrothermal alteration has completely obscured the original character of the sediments. The unaltered formations are all very similar in appearance, but following alteration rocks that are very dissimilar in physical characteristics are produced, and such differences have an important influence on ore deposition. The alteration effects are known to extend over a vertical range in excess of 3,000 feet and have a surface area of two square miles. All known ore bodies are within the zone of alteration. In this, rocks are strikingly bleached to a white colour in contrast to the normal dark-coloured sediments, and are much harder and more abrasive, with bedding often obscured. The first effect of alteration is driving off of carbonaceous matter, followed progressively by silicification in the acid rocks and by the formation of lime silicates in the lime rocks, with an accompanying gain in silica and a corresponding loss in lime. Extensive analysis has shown that there is an actual addition of silica involved in the alteration."

The Kwyjibo deposit is an iron oxide Cu-REE-F-Mo-Au mineralization of Mesoproterozoic age located in the Grenville Province approximately 120 km NE of Sept-Îles, Quebec (Figure 1). Occurring along the SE margin of the Canatiche granitic complex, the deposit is composed of several polymetallic showings that are related to different textural facies of magnetite. The mineralization process at Kwyjibo is complex, and is divided into Early Granitophile, Magnetite, Main Polymetallic and Specular Hematite stages (Cayer et al., submitted for publication). The Main Polymetallic stage, comprising chalcopyrite, pyrite, fluorite, molybdenite and REE-bearing minerals, is superimposed on pre-existing magnetiterich rocks. Discovered by SOQUEM Inc. in 1993, the Kwyjibo deposit shares many characteristics with other hydrothermal polymetallic iron oxide deposits around the world. Foose and McLelland (1995) suggested that this class of mineralization could occur in the Grenville Province. However, only a few polymetallic occurrences are known to be associated with low-Ti iron oxide deposits in the Grenville. Kwyjibo is one of the most significant examples of a polymetallic iron oxide deposit to have been found in the Grenville Province to-date.

"The eastern portion of the Late Precambrian geosynclinal structure known as the Labrador Trough comprises a 16,000-square-mile sulphide-bearing belt of good potential as a base metal exploration area. Hollinger and Hanna mining interests have carried on exploration in the region since 1953, with encouraging results. This program has been considerable in terms of both effort and expenditure, and has resulted in an apparently successful primary evaluation of the entire belt.Much detailed work remains to be done in the area. Exploration to date has been largely of a reconnaissance nature, employing various methods in common use in Canada today. In the course of this work, several deposits of promise, containing near-economic quantities of copper, zinc, nickel and other metals, have been located. A broad classification of these deposits is proposed.Exploration in the sulphide belt was started on the basis of partial control of the area under mineral exploration concessions. This was necessary to justify operations in an area of difficult access and high operating costs. The results of this now-terminated arrangement are regarded as being of benefit to those directly concerned as well as to the mineral industry in general."
