"The Porgera orebody is located in mountainous terrain in Enga Province, Papua New Guinea. An underground mine has been developed which produces up to 2000 t/d of ore grading over 2 ozs Au/t. Some 79% of the gold in the ore is free, with the balance in a highly refractory form as sub-microscopic gold evenly disseminated within a pyrite matrix.This paper describes the metallurgical plant that uses flotation and cyanidation circuits to effectively recover the free gold in the ore feed, allowing for wide variation in the gold head grade. The refractory gold component in the ore is stored as leached pyrite flotation concentrate and this concentrate will be later treated by autoclaving techniques to recover the contained gold.The ProiectThe property is located in the Porgera Valley 600 Km North West of Port Moresby. The remote location is 2500 m above sea level. The mine area has 3600 mm of annual rainfall and a temperate climate with temperatures ranging from 10° c to 22° c throughout the year.Alluvial gold was reported in the Porgera area in 1938 and has been an important source of revenue for the area for many years. Intermittent exploration was carried out until the 1960 1 s when Placer (PNG) Pty. Ltd. with Mt. Isa Mines commenced an extensive exploration program. The property was brought to production in 1990 by the Porgera Joint Venture group consisting of Mount Isa Mines Ltd, Rennison Goldfield Consolidated Ltd. and Placer Dome Inc, each with a 30% ownership and the Government of Papua New Guinea with a 10% share. Placer Dome Inc. is the manager of the property with construction under the direction of the Placer Dome Technical Services group."

"The development of two large, high-grade uranium projects has been proposed for northern Saskatchewan. The projects are now under review by a joint federal/provincial panel. The McArthur River project is owned by the McArthur River joint venture (Cameco Corporation 53.991 %, Uranerz Exploration and Mining Limited 29.775%, Cogema Resources Inc. 16.234%) and operated by Cameco. Cameco proposes to mill the McArthur River ore at the existing Key Lake mill. The Cigar Lake project is owned by the Cigar Lake joint venture (Cameco Corporation 48.75%, Cogema Resources Inc. 36.375%, Idemitsu Uranium Exploration Canada Ltd. 12.875%, Korea Electric Power Corporation 2.000%). The Cigar Lake joint venture proposes that Cameco operate the Cigar Lake mine for the owners, and that Cogema mill the ore at their McClean Lake mill, now under construction. Proposed systems provide safe mining and ore handling, and allow the milling of McArthur River ore at Key Lake and Cigar Lake ore at McClean Lake. This avoids the disturbance of new sites for milling and tailings disposal.The McArthur River and Cigar Lake deposits are the largest known high-grade uranium deposits in the world. The ore grades at McArthur River and Cigar Lake are at least 100 times those that are mined elsewhere. It is proposed to mine these deposits using remote underground mining methods, to crush and grind the ore underground, to pump a thickened ore slurry to surface, and to transport it in special containers by truck to the mills.During all mining and processing stages the ore is fully contained. Radon emission is controlled by positive ventilation of all process vessels, with the process ventilation backed up by the primary mine ventilation system. Radiation is controlled by heavy steel pipe and vessel walls, concrete walls and sometimes lead sheeting."

"INTRODUCTIONTeck-Corona Operating Corporation's David Bell Mine is located 35 Km east of Marathon, Ontario. In conjunction with its 1000 tonne per day gold concentrator, the company operates an effluent treatment plant for the treatment of mill, mine and site effluents prior to environmental discharge. This paper provides a brief overview of treatment strategies and methods, employed to detoxify final effluent.WATER MANAGEMENTThe tailings impoundment basin, located 3 Km south of the plant site, provides storage capacity for all process effluents and site run-off. Basin supernatant (reclaim water) is recirculated to the plant for reuse as process water, in order to minimize fresh water consumption. As site run-off and limited fresh water intake exceed natural losses due to evaporation, reclaim water in excess of process requirements is passed through the effluent treatment (ET) facility to control tailings basin level by providing regulated discharge of environmentally acceptable effluent. (Figure 1)PASSIVE TREATMENTTo reduce treatment costs and burden on the ET facility, reclaim water is fed to the plant to take maximum advantage of natural destruction processes occurring in the tailings basin.These include: volatilizationphotodecompositionbiological oxidation and precipitationstorm water dilutionConcentrator recovery techniques (Figure 2) are directed toward maximizing gold recovery while limiting the addition and extraction of contaminants requiring disposal and eventual treatment.Currently ore ground to 90% -200 mesh is pre-aerated at pH 9.0 with lime for 18 hours prior to 30 hours cyanidation at pH 9.5 with low cyanide ion excess (70 ppm).Pre-aeration passivates cyanicides prior to cyanide contact. This reduces cyanide consumption and the formation of cyanide complexes. In conjunction with recovery requirements low pH is maintained to retard the dissolution of stibnite into its antimony and sulfide components."

"When Canadian potash was brought into production in the 1960s substantial research was carried out to develop the technology needed to cope with the unique conditions in Saskatchewan mines. The intense research has established Saskatchewan's position as a leader in production technology on a world scale, and as a leader in setting international standards for potash production. The industry is now more than two decades old and, although the mines operate efficiently, there are a number oj prominent areas of concern. High among these is the prediction, prevention and control of sodium rich brine inflows. Control has proven difficult or elusive in the potash mining horizon, but work continues in this area. Control of brine in the superincumbent limestone formation has proven to be easier and more conclusive.The first part of this paper describes the rehabiltation, diamond drilling, and grouting completed at Central Canada Potash, which reduced the brine inflow from approximately 82 l/min . at the beginning of the work to O.9/1min. when the backfilling was placed.The second part of the paper describes the rationale for choosing the rock mechanical instrumentation, the reasons for their placement and the rock mechanical data recorded with some interpretation.IntroductionCentral Canada Potash is located approximately76 km southeast of Saskatoon, near the Yellowhead Highway. The commercial production of potash at CCP started at the end of 1969 at a depth of 1021m below surface. The potash zone, which is presently mined, is approximately 3.35 m thick . Stress relief methods using yielding pillars are used in the design of the mining layouts. The planned extraction ratio averages 35070 . The mine is designed to produce approximately 3.3 million tonnes of sylvinite per year to give approximately 1.3 million tonnes of finished product (muriate of potassium) per year."

"The Agnew (also known as the Perseverance) nickel deposit and its northern extension, the Rocky's Reward deposit, form one of the world's largest accumulations of nickel sulphides hosted by komatiites. Agnew was previously classified as an ""intrusive dunite-associated"" deposit . It has now been shown that the sulphides are hosted by komatiite flows which underlie an adcumulate-textured dunite body that crystallized in a large lava channel.The rocks of the mine area have been subjected to a metamorphic temperature of550°C and pressure of up to 3 kb. The komatiites have mostly been reconstituted to olivine-amphibole chlorite assemblages. There is a zoned sequence of enstatite-, anthophylite-, talc- and antigorite-bearing assemblages inwards from the western margin of the ultramatic reflecting variations in the CO/HP ratio of metamorphic fluids.Facing directions are determined from variations in the proportions of metamorphic minerals and in rock compositions which reflect asymmetric layering in the flows . Olivine-sulphides matrix ore is hosted in a single 50 m thick, east-facing flow that is overlain by flows containing massive sulphides. Much of the massive sulphide has been physically remobilized into fold noses, faults and shear zones. Chemical diffusion of ore components has upgraded a sulphide-rich metasedimentary unit where it is in structural contact with massive ore.To the north, the mineralized flow sequence is separated from a stratigraphically higher komatiite sequence, the Perseverance ultramafic complex, by approximately 150 m of felsic meta volcanic and meta sedimentary rocks. Southward, the Perseverance ultramafic grades laterally into an olivine adcumulate body and its lower contact cuts progressively down stratigraphy until it lies directly on top of olivine-sulphide ore of the mineralized flow sequence. This discordant contact is interpreted as the base of a thermal erosion channel formed by a voluminous komatiite lava flow. This contact greatly influenced later deformation of the mineralized flow sequence."

"Access to the outside world is supplied by the Alaska Highway to continental Canada and the United States, the Haines Highway, and by the White Pass & Yukon Route to Skagway and Vancouver. Communities and mining developments located along the Alaska Highway are supplied daily by truck transport with commodities originating in Whitehorse, Edmonton, and Vancouver.The average payload on the Alaska and Mayo Highway is in the order of 16 to 25 tons and is subject to government regulations. Highway haulage distances to railhead at Whitehorse vary as does the direction. The Clinton Creek asbestos development is located 395 road miles north-west of Whitehorse whereas the United Keno Hill operation is 287 miles to the north. Cassiar Asbestos is located in Northern British Columbia at a distance of 357 miles south-east of railhead at Whitehorse. In order to service these various mines multipurpose highway vehicles have been designed to allow maximum backhaul of petroleum products. The White Pass & Yukon Route was established as an integrated transportation system from 1955 when it became apparent that three non-integrated systems (ship, rail and truck), with the various paper work and rising costs, could not continue to serve the needs of Yukon. Integration became the company policy and a system was developed. A special container ship (Clifford J. Rogers) was designed and built. This was the first specially built container ship in the world. The northern container integrated system was operational in 1955.In 1965 over 8.5 million dollars were spent in upgrading the container facility and the construction of a tanker-container ship designed specifically to serve Yukon and Northern B.C. "Kidd Creek is a large volcanogenic base metal sulphide deposit, located near the west end of the Abitibi greenstone belt, 27 km north of Timmins, Ontario. The rhyolite geology is characterized by a NNE-striking and steeply east-dipping package of rhyolite volcaniclastics upon which has been imposed a strong ESE-striking and north-dipping structural fabric . Massive rhyolite units with grey-black. chloritic cores and yellow, sericitic margins intrude as dykes into the stratigraphic footwall and as sills higher in the stratigraphy. Massive rhyolite units positioned near the top of the felsic pile exhibit an extensive marginal development of hydraulic fracturing and are termed crackle-brecciated rhyolite.The stringer sulphide zone is positioned in a lobate blanket of crackle-brecciated rhyolite at the top of the felsic pile. The stringer sulphide zone is characterized by a mature chemical alteration, being specifically depleted in alkalis and enriched in iron-rich chlorite. with accompanying silica, sericite and carbonate alteration. A suite of trace elements characterizes this mature alteration. The massive rhyolite units, which intrude lower in the rhyolite volcaniclastics, exhibit a core of weak chlorite alteration and strong marginal sericite alteration. Tight or unfractured massive rhyolite units are essentially devoid of sulphide mineralization and exhibit a suite of trace elements characteristic of this immature alteration. It is interpreted that the massive rhyolite units intruded into an already evolving system and ""choked-off"" active conduits carrying hydrothermal fluids and subsequently acquired an immature alteration signature. Rhyolite units positioned higher in the pile developed intense hydraulic fracturing and a mature alteration coincident with the formation of the stringer sulphide zone. In summary, a model, based strictly upon the rhyolite geology, is reviewed to assist in the exploration for volcanogenic base metal sulphide deposits."

"Geophysical data are often presented on maps, sections or profiles with minimal data processing. A common example is magnetic data, in which the diurnal-free raw readings are merely contoured on a map. Other examples include profile presentation of VLF-EM data, IP pseudo-sections and airborne EM anomalies which may be shown on a map with only the measured amplitudes indicated.In recent years, efforts have been directed to the portraying of data in more useful forms. A number of algorithms (i.e., manipulative procedures and equations) have proven to contribute significantly to the usefulness of geophysical data. Some can be applied manually; others are sufficiently complicated to require a computer. Some merely alter the data to a more useful geometric form without altering the units. Others yield quantitative estimates of source body parameters such as conductivity and shape. Several examples follow:1. A simple algorithm is in common use which transforms noisy non-contourable VLF-EM data into less noisy contourable data. The input is the dip angle in degrees or per cent and the output is also in these same units.2. A simple algorithm has recently been developed which allows multi-level dipole-dipole IP data to be contoured on a map. Again, the units are not altered.3. A relatively complicated algorithm is in common use which transforms non-contourable height-sensitive helicopter EM data into contourable resistivity data,4. An algorithm has been recently developed which transforms non-contourable height-sensitive EM data into contourable weight per cent magnetite.The purpose of all the above techniques is to present the data in a simplified form. This, in turn, allows an easier assimilation by the user of much of the information content of the data."

"INTRODUCTIONThe Upper Canada Mine is located at Dobie, approximately ten miles east of Kirkland Lake, Ontario.The mill contains Upper Canada's cyanide circuit and Upper Beaver's flotation circuit. The combined capacity is 590 tons per day consisting of 415 t.p.d. of Upper Canada gold ore and 175 t.p.d. of Upper Beaver copper-gold ore.The Upper Beaver ore is trucked five miles to the Upper Canada mine site.Crushing:The crushing circuit consists of primary, secondary and tertiary crushing employing one C .A. C. 15 in. x 24 in. Superior jaw crusher, one 4 ft. x 8 ft. Tyler-Niagara double deck screen, one 3 ft. Symons standard cone crusher and one 3 ft. Symons shorthead cone crusher.The -2 in. product from the jaw crusher is fed to the double deck screen. The+ 5/ 8 in. passes over the top deck to the 3 ft. standard cone crusher; the+ 3/ 16 in. material passes over the lower deck to the shorthead cone crusher. The - 3 / 16 in. material pas sing through the lower deck of screens is the product to the mill.The screens used prior to the installation of rubber screen cloths were: one 4 ft. x 4 ft. section with 3/ 4 in. square openings and one 4 ft. x 4 ft. section with 5/ 8 in. square openings on the top deck; two 4 ft. x 4 ft. sections with openings of 3/16 in. x 4 1/2 in. slot on the lower deck. The fine screens were positioned so that the 4 1/ 2 in. slots were parallel to the flow of feed.The crushing circuit is operated on a three shift per day basis by one operator per shift."

"IntroductionThe Cape Breton Development Corporation (CBDC) is constantly searching for new technologies that will enhance the marketability of its coal. One technology which shows promise in utilizing Cape Breton coal while at the same time addressing the traditional problem of high sulphur inherent in the Sydney coalfield, is coal-water fuel (CWF).The CWF process incorporates a physical change of coal by grinding it to a flour-like consistency and then mixing additives with it to make a fine coal slurry. The result is a liquid dispersion of fine coal particles that looks like oil, stores and flows like oil but burns like coal. The equipment used in the CWF process is standard mineral processing equipment but application of the equipment to manufacture a specific coal particle size and the specified additives used in the mixing make it a unique technology.The product, which CBDC calls Carbofuel, consists of 70% coal, 29.5% water and 0.5% chemical additives. The key properties of the product are: (I) high solids loading, (2) medium viscosity levels, (3) stability against sedimentation, and (4) good atomization behaviour. Carbofuel specifications are presented in Table I. Carbofuel ProductionThe production of Carbofuel is based on the controlled processing of coal. This involves wet grinding of the coal to a specified fine size (-250 um), cleaning this fine product to remove mineral impurities and formulating (with chemical additives) a finalproduct from the cleaned coal. The flow diagram in Figure 1 indicates the processing circuit for Carbofuel production.CBDC operates a 7-tonne-per-hour continuous production plant complete with state-of-the-art control, full laboratory services, product storage and loadout facilities. The plant has operated since 1983 and has produced over 12000 tonnes for several major demonstrations. The plant is shown in Figure 2."

"Most electric furnaces in the nickel and copper smelting industries are still fitted with conventional electrode holders which consist of water-cooled electrical contact clamps and a pressure ring. The water cooling exerts a significant cooling effect on the electrode column. The importance of controlling the temperature of the Soderberg electrode paste at the contact clamp area is examined, using in-plant experience and computer simulation of the paste melting and baking process. In addition to the effect of water-cooling, the effect of other variables, including the mantle air temperature, the electrode current, the furnace freeboard temperature and the electrode slipping rate are discussed. Ways in which the variable heating conditions in the paste melting zone can be controlled are outlined.IntroductionIn most non-ferrous electric smelting operations, the breakage of Soderberg electrodes is an infrequent, isolated occurrence. Occasionally, however, a rash of breakages may be experienced on a particular furnace for what appears to be no obvious reasons. The extent of the breaks may not exhibit a uniform pattern; sometimes the break may be less than half a metre above the electrode tip; at other times it may be at or just below the roof level. The latter type of break is, of course, the most dangerous since it is closest to the non-baked, weak portion of the electrode paste column. No matter where the breaks occur, they result in abnormal furnace power, charging and tapping conditions and loss of production while the new electrode section is slipped and baked. On a six-electrode furnace, breakage on one electrode has the immediate effect of reducing the total furnace power by one-third. On a three-electrode furnace, the effect is more drastic, one half of the power being lost."

"Discrete transfer functions which use the grinding circuit feed tonnage to predict mass flowrates at reagent addition points in the flotation circuit were calibrated using a dynamic grinding/flotation simulator. Predicted values are multiplied by g/t ratios to calibrate reagent flow. The transfer functions are currently integrated into the distributed control system at Les Mines Selbaie.INTRODUCTIONThe development of adequate tools for the control of flotation processes is a continuous challenge. Since the early 1970's there have been numerous publications dealing with practical applications of flotation process control. A review of that literature shows that basic feedback and feedforward controls are the two preferred strategies for flotation processes. Some advanced control schemes started to emerge (e.g. Zaragoza and Herbst, 1988). Feedforward and feedback aim at reducing the effect of the following flotation process disturbances (e.g. McKee, 1991):0 Changes in throughput;0 Changes in feed grade;0 Changes in particle floatability (size, liberation, surface oxidation ... );0 Deliberate changes of set-point;Feedforward strategy acts on manipulated variables, mainly reagent addition, to attenuate the effect of disturbances such as changes of feed rate and grade. The feedforward strategy is driven by measurements of disturbances. Feedback control acts to compensate unmeasured disturbances, such as ore floatability, and to bring process variables to targeted set-points of concentrate or tails grades. The feedback control action is driven by set-point error, caused by either a deliberate change of set-point or unaccounted disturbances.This paper proposes a way to improve feedforward control schemes by addition of a simple model of solids transportation. The feedforward strategy considered in this paper is of ratio type, i.e. the manipulated variable is changed according to a predefined ratio between this variable and the measured disturbances. A typical example is the ratioed reagent addition to mass flow of ore."

"Washwater 'Finger' sprays were installed and tested in the copper/nickel separation circuit at Strathcona Mill to improve flotation capacities and related metallurgical performances. The new spray design features submerged sideways introduction of wash water into the flotation froth through nozzles at the end of vertical pipes which are suspended from a header above the froth. This maximizes the effective cross sectional area of flotation vessels while maintaining effective froth cleaning and a desirably high density of the concentrate slurry. The plant tests gave increases of copper concentrate production rates of 17% to 20% for conventional cells and 16% to 20% in column flotation at target grades of 29% to 30% copper and of less than 0.5% nickel. Basic considerations and concepts of tests and evaluation procedures are described.IntroductionMeeting flotation concentrate grade targets at maximum production rates and recoveries is a challenge all too familiar to operators of base metal ore concentrators. Frothwashing is an option to improve grade/recovery performance by minimizing entrainment of impurities into the concentrate, which is commonly known since the sixties (Kaya & Laplante, 1989). It has been recommended for the flotation of sulphides and industrial minerals alike (Kaya & Laplante, 1989; Miller, 1969; Heinrich, 1989) and has found its ultimate application in flotation columns (Finch & Dobby, 1990). The washwater addition in a flotation column is most evenly distributed over the column's cross-sectional area thus ensuring almost complete displacement of feed water from the froth by a countercurrent washwater flow -provided, a positive bias is maintained. Therefore, flotation columns are ideal for cleaning flotation. However, there is usually less room for boosting the concentrate production capacity by increasing airflow or slurry level then with conventional cells because of the smaller cross-sectional area available."

Mines today use various methods of mining to extract ore. Because of the dangerous nature of many of these processes, remotely controlled LHD machines are being used to extract the ore from the draw point. The remote control system, although being made safer all the time, has remained virtually unchanged for many years. The basic functionality is an operator switching the machine to remote control, getting out of the cab, walking up a stand, operating remotely, returning to the cab, switching to manual, driving manually, switching to remote, and switching to manual. It seems repetitive, and time consuming, does it not? Networking, convergence, video, voice, and data infrastructures, and other technologies are growing by leaps and bounds in virtually every industry and region, except for mining. From the comfort of the living room couch, a Canadian can play hockey online with full voice conversations over the Internet with someone in Russia in real time. Yet, a mine superintendent must jump through hoops to have a private conversation with the front line supervisor underground. "Is Joe around anywhere?" If Joe hears the message, he will respond. If not, who knows? Maybe he's hurt. Maybe he's not. Where is Joe? Nobody really knows, and that is scary. Today, surface knows that the workers disappeared into the cage at 7:00 a.m. They also know that the workers will probably and hopefully return at 3:00 p.m. Is there not a better way to handle this? With such a complex industry, it seems as if, for the most part, the introduction of new technology into mining has either been overlooked or has been met with some resistance. It is time to step back, look at the process, and see how it can be improved. Key areas of focus will be safety, productivity, dependability, and cost-effectiveness.

"In addition to the actual energy consumed, billing is dependent on the peak load and the power factor. The lower the power factor goes, the higher will be the penalty the consumer pays. The principles of a power factor regulator, the two ways of improving the power factor and methods for calculating the capacitor values required will be described.The rate structure of the utility company is founded on three cornerstones: the energy consumed during a given period of time and two penalties imposed when the power factor is low or the power demand is high. Even though the normal consumption of a customer might be 10 kW, with a peak demand of 20 kW only once a month, the wiring and associated equipment at the input to the customer's plant will have to accommodate this peak demand. The power company has no means of forecasting these demands and cannot therefore provide the additional equipment necessary. So it exacts a penalty, and the customer must take all possible steps to avoid these peak power demands. This can be accomplished by using an automatic peak load regulator which will selectively disconnect the loads which are not essential in the operation of a plant .The principles of such a controller will be described.Principles of power factor regulatorsThe operating principles of a power factor regulator will now be described. It might be asked why the power factor of an electrical installation in a mine, or a factory, should be corrected at all, but there is a simple answer. In addition to the actual energy consumed, the billing is dependent on the peak load and the power factor. The lower the power factor goes, the higher will be the penalty the consumer pays."

"More copper concentrates are treated in flash smelting furnaces than by any other process, and such furnaces are located in most of the world's major copper producing areas. Except for perhaps two furnaces treating chalcocite-type materials, little difference is seen between the grades of the concentrates being smelted. Within individual smelters, even less variation in feed grades is found. This is both accidental and intended. Many furnaces treat concentrates from captive ores, and these tend to be of relatively constant composition over long periods. Toll smelting operations blend concentrates to ensure delivery of feeds of fixed compositions to their furnaces to avoid upset conditions. Matte grades vary between flash smelting furnaces, but most commonly, these are the result of differences in operating practices rather than because of differences in concentrate grades. This paper reviews an industrial flash smelting test in which the copper content of the furnace feed was intentionally altered over a wide range. IntroductionExcept in a few copper mining regions of the world, the principal copper mineral is chalcopyrite (CuFeSz). This results in the almost universal production of concentrates containing 25070 to 30% copper (and similar amounts of iron and sulphur). Many operators of copper flash furnaces spend their entire metallurgical careers smelting concentrates of essentially fixed grades. This is true both of smelters treating concentrates from captive mines and those processing concentrates on a toll basis. From the production staff's point-of-view, the less variation in grades seen by the furnace, the better. Fixed analyses of concentrates and constant feed rates produce consistent quantities of matte at a consistent grade for processing by the converters. The result is, even in smelters treating a variety of concentrates, efforts are expended in sampling and blending to ensure feeds of relatively uniform compositions being sent to the furnaces."

"A diversity of structures and rock types in the Aft on pit has resulted in the occurrence of several different types of wall failure. Delivery of ore to the mill has not been affected and safety has not been compromised thanks to effective remedial 1V0rk and to a system of structural mapping, back analyses of failures, groundwater monitoring, and simple movement monitoring. Remedial measures have included artificial support, dewatering (including vacuum-assisted drainage), flattening of slopes and temporary buttressing. This paper describes six different wall failures at Afton and highlights the features of each. Examples given include rates of movement, extent and direction of movement, and piezometric responses. The practical, low-cost monitoring system was sufficient in one case to allow the prediction of date of failure. IntroductionThe Afton copper deposit is located 13 km west of Karnloops, British Columbia and has been mined for nine years out o f an expected eleven-year life. Open pit mining has reached 700 feet below sur face and is designed to proceed to 970 feet below surface by the time the pit is completed. The excavation is in a structurally and lithologically complex environment. Inevitably, some wall failures have occurred but these have been limited to small, manageable failures which have not compromised production or safety. To handle the failures it has been necessary to understand their nature. Of prim e concern has been the rate s of movement, but displacement vectors and hydrology have been monitored as well. The monitoring system is based on EDM surveys and on wire extensometers and plates set across cracks. Water levels have been read in standpipe piezometers. At Afton the emphasis has been on simple, practical, and inexpensive monitoring and because rock type s and structures play such a major role in any failure, detailed geologic al mapping is carried out."

"As shortage in the supply of mineral commodities become more probable, there is an increasing need for reliable and comparable reserve/resource data. It is therefore necessary to standardize the traditional classification procedure by quantifying the three basic criteria in resource evaluation: economic feasibility, geologic assurance and recovery. For the portion of fairly well documented deposits and as far as their geologic parameters are concerned, geostatistical methods can considerably improve the quality of ore classification. In respect of economic feasibility and recovery, approved geostatistical methods can be introduced directly into the classification procedure. The concept of geologic assurance, however, requires a new interpretation in terms of geostatistical error spread. As the ""risk"" in estimating an ore parameter is also a function of the respective block size, it is reasonable to define not only upper limits for the risk intervals for each class of uncertainty, but also block dimensions which reflect the typical stage of planning associated with the different ore categories. An algorithm has been developed to block out areas inside a mine or a large panel which satisfies the constraints of an ore category in respect of the risk intervals of a parameter and in respect of their size. The method has been computerized and is demonstrated on a massive copper-nickel deposit.IntroductionFacing an uncertain future with respect to the demand and supply of mineral commodities, both governmental authorities and the mining industries show an increasing interest in a useful framework for the assessment and classification of the remaining mineral resources"". This is reflected by the recently published appraisal and classification scheme of the United Nations as well as by the new or revised classification systems of the USA; Canada or Australia. "The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. This paper seeks to put the role of taxation into perspective."
