"The Kidd Creek copper smelter started operation in June 1981 using the Mitsubishi Continuous Smelting Process. A steady increase in plant production rates has been demonstrated, and the annual tonnage of concentrate smelted is now double the original design rate. This paper summarizes recent modifications made to increase concentrate feed rates, increase on-line time, reduce copper losses and control the impurity level in anode copper. It includes improvements made to furnace design, improvements to reduce downtime f or boiler cleaning, and improvements made to the acid plant to allow handling of increased gas flowrates and higher gas strengths while maintaining low acid plant emission rates. IntroductionThe Kidd Creek Division of Fal conbridge Limited operates a base-metal mining and metallurgical complex, located in Timmins, Ontario, which includes an underground mine, a 13 500 tonne/day concentrator, a 130000 tonne/year zinc plant and a copper smelter and refinery, The copper smelter and refinery were commissioned in 1981, with an installed capacity of 59 000 tonnes/ year of cathode. The smelter, utilizing the continuous smelting technology of the Mitsubishi Process, has subsequently been expanded in production capacity, and in 1991 produced 113 500 tonnes of blister copper The capacity of the refinery, which uses Onahama No. 3 tankhouse technology, has been increased to 96 000 tonnes/year of cathode. The capacity increase at the smelter has been realized through the input of additional oxygen to both the smelting and converting furnaces, without increasing the process off-gas flowrate through the associated waste heat boilers.In this paper, a brief review of smelter operation and modifications in the period 1982 to 1987 is presented, together with a more detailed discussion of operation during 1988 to 1991, and a discussion of future planned improvements."

"Kidd Creek Mines primarily employs sublevel blasthole stoping for underground mining operations. During pillar recovery in No.1 Mine and panel mining in No.2 Mine, the free standing fill exposures may reach a height of 100 m or more. Consequently, a competent consolidated rockfill has been required to fill the mined openings.Since 1976, a total of more than fifty stopes and pillars have been filled with over four million tonnes of backfill. Fill exposures, up to heights of 100 m, have stood up well after blasting adjacent to the backfill.The fill material consists of a graded aggregate, Portland cement and ground slag. Sand has been occasionally mixed in the fill material to serve as avoid filler. The aggregate is prepared in a fill crushing plant, transported underground through raises, and hauled to the filling stopes by conveyors in No. 1 Mine and by trucks in No.2 Mine.Two mixing methods are currently in use. No. I Mine utilizes the free fall of gravity; the fill materials are sprayed with cement slurry as the aggregate departs from the conveyor into a mixing culvert. The other is the use of a rotary mixer on a batch basis in No. 2 Mine.This paper describes the fill systems, filling operation s, and the backfill quality control practice, together with various testing results related to improving fill quality as well as reducing fill costs.IntroductionThe Kidd Creek minesite, located 27 km north o f the city centre of Timmins, Ontario, produces 4.5 million tonnes of copper, zinc, lead, and silver ores annually from its No. 1 and No.2 underground mining operations. "The Strathcona Concentrator is one of three concentrators presently operated in the Sudbury District by the Nickel Division of Falconbridge Nickel Mines Limited. Production commenced in 1968 at a milling rate of 6,300 tons per operating day. Milling capacity was increased in 1970 to 7,200 tons per operating day. 7he ore contains iron, nickel and copper primarily in the form of pyrrhotite, pentlandite and chalcopyrite, while the common gangue minerals are feldspar, quartz, mica, talc and chlorite. The primary function of the concentrators is not only to liberate sulphides from silicate gangue minerals but also to separate pyrrhotite from the more valuable minerals pentlandite and chalcopyrite.SummaryExcessive wear on steel liners and blinding of grates in a regrind pebble mill of the Hardy Concentrator was corrected by the use of rubber liners and grates. The success of these resulted in their installation as original linings In all grinding units except the rod mills at the Strathcona Concentrator. The operation of rubber liners and grates when sized mine ore was used as the grinding medium was satisfactory confirming the Hardy Concentrator experience. Problems developed when the grinding medium was changed from sized mine ore to steel balls in that blinding of the grates occurred. This resulted in conversion of the units to overflow type mills through removal of the grates. The lifter bar life was significantly increased by using higher lifter bars.Grinding PracticeOperation of a regrind pebble mill commenced in 1961 in the Hardy Concentrator. This operation demonstrated the economic feasibility of using sized mine ore as grinding medium. Problems caused by excessive wear of metal liners and grates combined with blinding of the grates were corrected in 1964 through installation of rubber liners and grates."

Equipment and processes must be designed, operated and maintained as required to assure safe and efficient mineral processing.INTRODUCTIONThe Canadian mining industry must contend with many challenges to attain and maintain a competitive position in today's global market. Canadian Mineral Processors play a vital role in meeting the challenges and achieving optimum mineral productivity.Ongoing technology developments and improvements continue to be imperative to maintain a viable mineral processing industry. The efficient implementation of technology developments requires a safety conscious, skillful and productive work force.In addition to technical and human resources, challenges may also include governments, labour unions or environmental advocates who at times may appear to be misguided or unrealistic. Based on the analysis of issues associated to conflicts between communities and mining companies in Mexico, this paper suggests actions to make mining more sustainable in Mexico. Interviews with key informants and a revision of documental information available on the internet provided information on 15 cases of conflicts in various parts of the country. The issues varied from incompliance with environmental law to assassination of community members opposing mining. The analysis concludes that mining is not sustainable in Mexico. Both mining companies and the Government of Mexico can make changes to improve sustainability. Mining companies could take a proactive approach and engage in consultation with communities before starting operations. Sharing information with communities on environmental management programs and monitoring results can be a way to start building trust and demonstrate environmental commitments. Companies can implement and evaluate CSR policies to ensure that all staff and contractors are trained on them to reduce and/or prevent corruption and violations of human and indigenous rights. Only 3 of the 15 companies had clear social responsibility policies or sustainability targets, but no reports evaluating them. Complying with the law does not make a project sustainable because of corruption, deficient enforcement, and gaps in legislation. The Government of Mexico should address the following points to make mining more consistent with sustainable development. Update the mining legislation to introduce sustainable development principles and consultation. Incorporate the notion of Free, Prior, Informed Consent (FPIC) for Indigenous People (IP) on all applicable Mexican laws or regulations. The government should not grant concessions on protected areas or indigenous lands without extensive meaningful consultation with the public, IP and land owners. Finally, it is vital to increase SEMARNAT?s capacity to review impact assessment reports and inspect and monitor environmental compliance along the life cycle of projects.

"In March, 1968, Skega Ruh her Liners were used to reline the shell of an 8' x 12' Allis Chalmers ball mill.This mill is used to regrind the cyanided pulp from 58i -200 mesh to 92% -200 mesh prior to this pulp passing to the flotation circuit, at approximately 450 tons per day.Before the use of rubber liners, the regrind ball Mill shell had been lined with single wave ni-hard liner!'. These liners had an average life of five years. Ni-hard end liners were used both prior to and during the use of rubber liners, as the life of the ni-hard end liners was about seven years, and it was thus felt that little economic benefit would be realized by lining the ball mill ends with rubber.The rubber lining used has a thickness of 57.15 millimeters and the square shaped lifter bars which are spaced at 14~ inch centres, have a 4"" x 4"" cross-sectional dimension.With the use of ni-hard liners, the consumption of 1 1/4 forged steel balls averaged 1.062 pounds per ton, Using rubber liners the consumption of l~"" forged steel balls increased to 1.368 pounds per ton. Also the level of the ball load which previously had been kept at approximately 18 inches below the mill discharge, had to be increased to approximately 8 inches below the mill discharge in order to effect the same grind.The initial gri4ding performance of the newly relined mill was also poor, until the leading edge of the rubber lifter bars, which were square shaped in cross-section had been worn to a rounded profile. Geophysical techniques have played a pivotal role in northern kimberlite exploration since the initial discovery at Point Lake in 1991. In the Slave Craton and surrounding regions, there are definite contrasts in physical properties between kimberlite intrusions and surrounding bedrock. Kimberlite commonly displays higher magnetic susceptibility, distinctive remnant magnetism, low electrical resistivity and lower density than surrounding rocks. In addition, the distinctive geometry of kimberlite pipes is reflected in geophysical responses which further facilitates target discrimination. There has been an evolution in geophysical exploration strategies over the past 12 years. Helicopter total magnetic field and electromagnetic (HEM) surveys have proven to the most cost-effective means of conducting first pass investigations in prospective areas. During the early 1990's, total magnetic field and frequency domain electromagnetic surveys were virtually the sole techniques employed during follow-up surveys. Inevitably, the initially high rates of kimberlite discovery declined in the areas surrounding the original finds. Marginal magnetic and EM anomalies were all that remained to be tested and this spurred interest in the improvement of existing interpretation algorithms and in the application of additional complementary techniques to reduce the exploration risk. Gravity has become a popular third survey following the deployment of the Falcon (TM) airborne gravity gradiometer system by BHP Billiton in 1999 and improvements in ground techniques. Ground penetrating radar (GPR) has proven to be particularly useful in delineating kimberlite pipes following drill discovery and in exploring for kimberlite dykes in settings where indicator mineral trains indicate such targets are likely. Seismic methods have been tested for both reconnaissance and delineation but remain underemployed. Given the high cost of drilling in the North and the proven success of geophysical techniques in reducing exploration risk, it is likely that an increasingly diverse range of geophysical techniques and innovative interpretation techniques will continue to be applied in kimberlite exploration.

"Ecstall Mining Limited, a subsidiary of Texasgulf, Inc., Operates the Kidd Creek Mine, Concentrator and Zinc Plant at Timmins, Ontario. Two different ore types are mined and milled to produce concentrates of copper, zinc, lead and tin. The ores are processed at the Concentrator in three separate individual milling circuits, each with the capacity to treat up to 3500 tons per day. Two circuits treat copper-zinc ore 1t an average combined rate of 6500 tons per day and the third circuit treats 3500 tons per day of silver-lead zinc ore. Conventional crushing, grinding and flotation procedures are followed. The purpose of this paper is to describe Ecstall's experience with rubber mill linings in the grinding circuits.CrushingBoth ores are crushed to minus 6 inches at the Mine and delivered by rail to the Concentrator where they are reduced by secondary and tertiary crushing to minus 5/8 inch.GrindingThe crushed ores are prepared for selective flotation by grinding with rod mills and two stages of ball milling. flotation circuit middling products are reground in regrind mills prior to further treatment. A typical flowsheet of one of the grinding circuits is shown in Figure 1.All the grinding units are Allis-Chalmers Mills. The rod mills are 10 1/2 feet diameter by 16 feet long. Both the primary and secondary ball mills are 12 feet diameter by 18 feet long and all regrind mills are 6 feet diameter by 12 feet long. The primary mills are charged with 1 13/16 inch forged balls. Secondary mills are charged with 1 1/2 inch forged balls and the regrind mills are charged with 1 inch forged balls. All cyclones are Kreb units. The primary cyclones are Dl5B hydrocyclones, the secondary cyclones are D6B hydrocyclones and all regrind cyclones are D6B hydrocyclones."

"High carbon rods are typically used as the grinding media in rod mills. Usually an AISI I 090 grade of steel is used which provides the high hardness needed for abrasion resistance and sufficient toughness to prevent rod breakage.Work to improve performance in the past has mainly concentrated on increasing the hardness for improved abrasion resistance. This has been accomplished by adding alloys to the steel which uniformly increase the hardness across the rod section.However uniformly increasing the hardness of the rod produces a more brittle product and at high hardness l1evels can lead to rod breakage problems. Heat treatment processes can be used to selectively increase the surface hardness to high levels while maintaining the core at lower hardness levels to give a product that wears slower without breakage. AltaSteel has developed and mill tested a higher hardness heat treated grinding rodThis paper describes the development of a simple model to predict performance improvement with different hardness profiles and the AltaSteel heat-treated grinding rod process. Mill characteristics of the Endako operation are summarized and predicted performance improvements based on hardmess are compared to the approximate 25% achieved in trials running since July, 1991 at this mill. Early results of other mill trials are also presented.INTRODUCTIONAltaSteel, in Edmonton is a major supplier of grinding media. We have a strong desire to continually increase the quality and performance of our products and thereby improve the efficiency of our customers' processes. In the area of grinding rods, we wanted to produce a product with a significant improvement in wear rate. Second to energy, rod consumption usually represents the next highest cost in processing. This paper presents our development of a heattreated grinding rod that has reduced consumption by about 25% in trials to date."

The expansion project in Naoshima smelter and refinery to meet enhancing recycling business of E-scrap was successfully completed in 2016 to have a capacity of 110,000 tpa of E-scrap treatment. Increasing treatment of E-scrap has raised the Ni content of copper anode to 4000 ppm on average, which is double the level of 10 years ago, and to 6000 ppm or more occasionally. The tank house has refined such copper anode to copper cathode with starter sheets. Since most Ni in Copper anode dissolves in copper electrolyte, the Ni content of the electrolyte has increased to 27 g/L and more. Ni accumulated in the electrolyte has increased power consumption during the electrolytic refining of copper, although cathode quality has been controlled satisfactory so far. In order to ensure sustainable operation while growing E- scrap business, the NiSO4 process has been expanded recently so as to recover Ni in the electrolyte more and the pressurized-leaching technology will be introduced to the slime leaching process so as to enhance the capacity of slime treatment and to improve Ni recovery in the near future. INTRODUCTION In recent years, the treatment amount of E-scrap at Naoshima smelter and refinery has increased according to the growth of its recycling business as shown in Figure 1, while impurities from E-scrap have concentrated in copper anode as well. Especially, Ni content in anode has been increasing remarkably since 2012, causing to raise Ni content in the electrolyte as shown in Figure 2. The increment of Ni content in copper anode and electrolyte has adversely affected the electrorefining process, slime leaching process, and NiSO4 crystallization process at the tank house. Such severe conditions provided opportunities to redesign the tank house to establish a robust process to which more Ni is acceptable.

Pressure exerted on gold producers by regulators, project financiers and civil society in the wake of the Baia Mare tailings spill in Romania during 2000 prompted most responsible gold companies to sign up to the International Cyanide Management Code for the Manufacture, Transport and Use of Cyanide in the Production of Gold (the Code). The Code stipulates a ?cradle to grave? approach more comprehensive than that applied to any other mining reagent and poses particular challenges for operators who use cyanide-bearing tailings for backfill. This paper examine some of the challenges for Code compliance facing deep underground gold mines that employ backfill technology, most particularly the requirement to demonstrate that the potential migration of cyanide (and its degradation products) from emplaced backfill will not have an unacceptable impact on worker health and safety or the receiving environment, either during mine life or after closure. Although the Code only contains a single reference to backfill, more careful consideration confirms that most sections of the Code that deal with tailings management are potentially applicable to mines where tailings material is used for backfill, as are certain principles pertaining to aspects of operations, worker safety, emergency response, training and dialogue with stakeholders. For gold mines of the Far West Rand, the most significant cyanide-related risks associated with backfill operations relate to worker exposure to cyanide-bearing seepage and HCN gas. There is potential for seepage of cyanide-bearing water from backfill to compromise the beneficial use of surface and groundwater, and thus impact on downstream users and ecosystems. However, the extreme depth of mining and the specific geological and hydrological controls on the Far West Rand suggest that the potential environmental risks associated with backfill are likely to be considerably less significant than the cyanide-related risks to the workforce.

"Even though acid mine drainage is an old problem, particularly in coal mining areas, its appearance in the form of a major environmental hazard in the hardrock mining districts of Ontario was unexpected. The yellow and amber coloured wastes that characterize an acid mine drainage situation were first noted by the Ontario Water Resources Commission in the uranium mining Elliot Lake district. Problems of a similar nature were also noted in the copper-lead-zinc camp at Manitouwadge, the nickel camp at Sudbury and at numerous isolated base metal properties, both in and out of the Province of Ontario.Without exception, when acid mine drainage type effluents were evident, the specific companies involved worked sulphide or sulphide-associated ores. Without exception, the ore bodies contained quantities of iron sulphide (in various mineralogical forms) and, without exception, the milling circuits serving these operations were such that the iron sulphides were rejected to the tailings areas as waste.Once in a tailings area and after a varying period of time, iron sulphides react to form water soluble salts which, when discharged in the effluents from the tailings area, can affect stream chemistry and stream ecology.It is not unusual that the minerals pyrite, marcasite and pyrrhotite (all iron sulphides) react to form a stable oxide under atmospheric conditions. The law of stability of rocks and minerals, for instance, states that rocks and minerals are stable only in the environment of their formation and, as the environment surrounding them changes, the rocks and minerals tend to change to other species which are relatively more nearly stable under the conditions of the new environment (a). Under atmospheric conditions, iron oxide exhibits a greater stability than iron sulphide."

Gold has been often used as an alloying component in order to increase or modify the catalytic properties of an active metal. For example, in the hydroconversion of methylcyclopentane, Riahi et al [1] shown that the addition of gold to palladium or platinum enhances the activity which becomes greater than that of the pure metals whereas the selectivity towards products resulting from ring expansion increases. Molenbroek et al [2] presented a detailed study on Ni-Au catalysts which exhibit activity for steam reforming and have been proved to be more resistant toward carbon formation than the pure Ni catalysts. Blocking of highly reactive Ni edge and kink sites by Au atoms is assumed to be the reason for the increased robustness of the Ni-Au catalyst. Nevertheless, the own catalytic properties of pure gold have been almost ignored up to the pioneering work of Haruta et al [3] which demonstrates the high activity of gold for CO oxidation at low temperatures. Other reactions such as WGS reaction, propylene epoxidation or benzene total oxidation have then been shown to be catalyzed by gold [4]. This discovery induced the publication of papers devoted to analyze the different factors controlling the activity of gold catalysts. Among them the most relevant appears to be the gold particle size, the nature of the support [5] and the preparation methods [6]. Clearly distinguish between support and size effect is not straightforward. Indeed, the calcination step often needed to synthesize supported catalysts on different supports, leads to different particle sizes showing that particle size and support are interdependent. To circumvent this difficulty, Au-based supported catalysts have been synthesized by using laser vaporization and low energy cluster beam deposition. The as prepared catalysts have then been characterized and tested in CO oxidation reaction.

The presence of iron in base metal leach solutions complicates nickel and copper recovery processes. Leach solutions are commonly purified by precipitating iron as hematite, jarosite or goethite. Fast oxidation of ferrous to ferric is an important step to remove iron by precipitation at low pH values. This study reviews the ferrous oxidation mechanism and reaction rates in chloride media using molecular oxygen. This work contributes to the development of a better understanding of iron precipitation processing steps, which continues to be an important matter in hydrometallurgy. The specific objectives were to investigate (1) the effect of key process variables (acid concentration, copper concentration, and temperature) on the rate and extent of ferrous oxidation by dissolved oxygen and (2) the oxidation mechanism by varying chloride and hydrogen ion concentrations separately. Batch oxidation tests were performed using synthetic chloride solutions containing 45 g/L Fe and 3 g/L Ni at 50 and 80°C, dissolved Cu concentrations (0.3 to 3 g/L) and HCl concentrations (2 to 4.6 M). Regression analysis indicated that the significance of the effect of different variables on the extent of oxidation achieved after five hours decreased in the following order: HCl concentration > Cu concentration > temperature. Increasing the HCl concentration from 4 M to 4.6 M caused the degree of oxidation achieved after two hours to increase from 58.3% to 98.1%. The catalytic effect of dissolved copper on ferrous oxidation was more significant at low acid concentrations. Experimental data suggest that rapid oxidation of ferrous is possible at high HCl concentrations for two main reasons. First, the formation of ferrous chloride complexes allows ferrous oxidation to proceed without the formation of superoxide as an intermediate product (the rate limiting step in dilute acid solutions). Second, the formation of ferric chloride complexes stabilises the oxidation product.

"Agnico-Eagle Mines Ltd, Laronde Division, is a gold operation processing ore containing copper and zinc. Copper is recovered as a concentrate prior to gold cyanidation.Copper concentrate grade was improved with the implementation of an on-stream analyzer. Further improvements to the copper concentrate grade could be achieved throughefficient zinc depression.High cyanide cost linked to the copper content in the flotation circuit tails, prompted some modifications to the flotation circuit. Economics and environmental issues were considered. A Maxwell cell was retrofitted with an Outokumpu HG cell mechanism stabilizing it's operation. Mines are frequently located in remote areas with little conventional employment and few opportunities for the existing population. The development and operation of the mines results in several years of intense activity followed by a near-complete reduction in employment and opportunities after the mines are closed. Designing Sustainable Prosperity (DSP) is a method for rectifying this situation by designing for long-term growth in areas that host mines. This process involves the participation of local and national governments, local community, mining companies, investors, academics and those with sector expertise. The mines will be the catalyst for regional sustainable development. If successful, long-term economic and environmental prosperity should be the result for the areas affected by mining and, in some instances, promoting the regions as centres of excellence for a particular industry. This paper will describe how the concept works using the copper producing region of Peru and Chile as an example. Designing sustainable prosperity starts by looking at regions based on the natural resources and skills available, the infrastructure and possible energy sources. Integrated natural resource models and innovative market studies, followed by education and skills requirements, are then established to determine the potential for the region and what needs to be done to realise the possibilities. INTRODUCTION Industry 4.0, or i4.0, dubs the fourth and current industrial revolution. Where previously they have been founded on ever-increasing consumption and production, i4.0 distinguishes itself by its partial focus on reducing resource intensity; lightweighting, energy efficiency, sensors and automation to improve resource efficiency. Industry 4.0 is an era of artificial intelligence, genome editing, biometrics, renewable energy, 3D printing, autonomous vehicles and the Internet of Things (Lu, 2017). The leach solutions of waste of printed circuit boards (WPCB) may contain a wide range of base and precious metals with different concentrations due to heterogeneity of these wastes in composition. Therefore, selection of a suitable metal recovery method is of practical importance for downstream processing of pregnant leach solutions of WPCB. Sulphuric acid leaching of WPCB in the presence of a suitable oxidant is capable of dissolving base metals as well as precious metals such as silver. In this study, cementation of silver from sulphuric acid leach solutions of WPCB using metallic copper, aluminum and zinc was studied. The WPCB sample was assayed to have a silver content of 694 g/t. A synthetic leach solution containing 20 mg/L Ag in sulphuric acid solution (0.51 M H2SO4) was prepared based on the silver concentration in pregnant leach solutions of oxidative sulphuric acid leaching tests. Total sulphate concentration ([SO4 2-]T) was kept constant using sodium sulphate at 1 M. Metallic powders of copper (-850 +600 µm), aluminum (-425 +45 µm) and zinc (-45 µm) were used in the cementation tests. The effects of metal type (Cu, Al or Zn), dosage of metal powders (above the stoichiometric ratio by up to 2000-fold) and temperature (20-80°C) on the rate and extent of silver extraction from the solution was investigated. The effect of presence of copper on the cementation performance was also tested. Under suitable conditions high silver recoveries (>90%) was achieved using metallic copper and zinc while aluminum yielded the lowest silver recovery (i.e. 40% Ag). The kinetics of cementation by zinc was comparatively higher than that of other metals. Increasing the temperature was observed to significantly enhance both the rate and extent of silver cementation. SEM-EDS studies were performed to characterise the metallic powders after cementation.

"The flotation separation of muscovite from quartz was investigated using mixed sodium oleate/dodecylamine (NaOL/DDA) collectors. The flotation experiments were conducted on single minerals and their collecting performances were studied by means of adsorption amounts and molecular dynamics simulation. Flotation results show that muscovite presents good floatability while quartz exhibits poor floatability in alkaline condition. Adsorption amounts show that both NaOL and DDA can absorb onto surfaces of muscovite and quartz in presence of mixed surfactants. Molecular dynamics simulation indicates that DDA plays an important role in the adsorption of mixed surfactants on these two mineral surfaces. The molecules of mixed NaOL/DDA are arranged in a rigid and well-ordered packing on muscovite (001) surface. Only a few DDA adsorb on quartz directly, and rest DDA and NaOL molecule exist near by the quartz surface, forming a hydrophilic cylinder-like structure. This study may provide guidance for the flotation mechanism and application of mixed anionic/cationic collectors.INTRODUCTIONIn the past decades, there has been an ever-increasing demand for muscovite (KAl2(Si3Al)O10(OH)2) because of its potential applications in cosmetics, construction and metallurgy industries (Barlow & Manning, 1999). Besides, muscovite is an important carrier for some rare metals, including vanadium, titanium and lithium (SsuerrN, 1979). Quartz (SiO2) occurs as the main gangue mineral in muscovite ores, which results in a low purity of muscovite and limits its wide applications. Therefore, there is an urgent need for the beneficiation of low grade muscovite ores. Many studies remove quartz by screening and gravity separation in virtue of their differences in shape, hardness and density. However, these methods undergo poor efficiency in case of small particle size (below 50µm) of muscovite and quartz (Liubakka, Sullivan, Lamphere, Corradi, & Dykhuis, 2011; Santos, Franca, & Ogasawara, 2011)."

Improved depletion allowance rules, expanded investment tax credits, better use of business losses, and inflation proofing of personal capital gains on Canadian common shares are all part of the measures included in Mr. Lalonde's first budget to try to reinvigorate the battered Canadian economy.Improved DepletionUnder the Income Tax Regulations, a taxpayer who incurs Canadian exploration expense (and certain other eligible expenses) is permitted to deduct not only the full amount of the Canadian exploration expense (""CEE""), but also an additional allowance (the so-called earned depletion allowance) equal to one-third of the CEE. Thus, a taxpayer in certain circumstances can claim a deduction of $1.33 for each $1.00 of eligible expenditure, including CEE.Although CEE can be deducted from any source of the taxpayer's income (for example, from investment income, salary income, and so on), prior to budget date the earned depletion allowance was deductible only from the taxpayer's resource profits. This restriction on the deductibility of the earned depletion allowance substantially reduced the attraction of the allowance: few individual investors or investment companies, for example, have the required stream of resource profits, at least when the CEE or other eligible expenditure is made."

"The Line Creek Mine of Crows Nest Resources started mining coal in the fall of 1981. There are seven mineable seams with thicknesses ranging from 1.5 to 13 metres and with dips varying from 0 degrees to 60 degrees. This, together with internal partings and the very friable nature of the coal, creates a number of mining problems.The coal is divided into zones depending on the dip of the seam. Each zone requires a different mining technique to ensure optimum recovery and low dilution while still keeping fines to a minimum.Line Creek employs a combination of hydraulic front shovels and backhoes to mine its coal without blasting or use of dozers. This has been very successful in reducing the proportion of fine coal hauled to the plant, thus improving quality control and reducing costs in coal processing.There have been a number of other benefits from the use of excavators instead of more conventional methods. These include better selectivity, good cleanup, reduction in traffic at the face and lower cost.IntroductionThe Line Creek Mine is situated approximately 25 km north of Sparwood in southeastern British Columbia (Fig. I). Preproduction stripping began in J98J with the first coal shipments made in 1982. In 1983 the mine produced 2.1 million tonnes of raw coal.Similar to other East Kootenay coals, the seams at Line Creek are characterized by their friability, producing a large proportion of fine coal during mining. In an attempt to reduce these fines Crows Nest Resources has instituted the use of hydraulic excavators to mine and load the coal.Hydraulic excavators offer other substantial advantages over front-end loaders and dozers, which has been the conventional system in other mines in the area."
