This article summarizes some of the principal features of the taxation of industrial mineral mining in Canada. Where the rules applicable to such operations differ from those pertaining to the production and processing of precious and base meta s (non-industrial minerals), the two sets of rules are compared. If a conclusion could be drawn from such an over-all comparison, it may be that the total tax burden on an industrial mineral mine can be considerably more onerous than on both base meta mining operations and manufacturing profits.

"Abstract - North American Palladium Ltd. operates its Lac des Iles open pit palladium mine 85 km north of the city of Thunder Bay, Ontario. The Roby Zone deposit occurs within the mafic/ultramafic Lac des Iles Intrusive Complex (LDI-IC), which was created by multiple pulses of magma of varying composition within several closely spaced chambers. Chaotic lithological distribution, the presence of magmatic breccias, and the rarity of rhythmic layering suggest a dynamic intrusive environment with disruptive magma pulses. As of December 31, 2001, measured and indicated resources for the 950 m long by 815 m wide Roby Zone deposit totalled 159 Mt grading 1.55 g/t Pd, 0.17 g/t Pt, 0.12 g/t Au, 0.05% Cu, and 0.05% Ni at a palladium cut-off grade of 0.7 g/t. The Roby Zone contains an additional 73 Mt of inferred resources at similar grades.The Roby Zone is dominated by varitextured gabbro containing pipes and pods of breccia, and large blocks (~60 m across) of varying lithology. Mineralization at Lac des Iles occurs as: (1) a PGEand base metal-rich magmatic matrix of breccia (breccia ore); (2) mineralized dikes or sills (gabbronorite in North Roby ore); (3) lower-grade mineralization in varitextured units that are host to the distinctive breccia ore and envelope the North Roby ore; and (4) high-grade mineralization associated with strong silicate alteration exemplified by high-grade ore.The close spatial association of the mineralized breccias with both varitextured units and silicate alteration leads to an interpretation that the energetic magma that created breccia was charged with a dissolved fluid, and that this deuteric fluid exsolved at high temperatures to migrate through crystal mush, enhancing crystallization along its pathways, resulting in variable grain size. This transformation occurred at high temperature and produced sulfide-poor, varitextured gabbro-hosted mineralization exemplified by some of the mineralization in the North Roby Zone, and also found throughout the Roby Zone. The association of hydrous silicate alteration with mineralization can be explained by continuing fluid migration during cooling and continued metal transport. I am sure that there are many others besides myself who would be very interested to learn how the sizes 0-3 and 3-13 microns were obtained. * * * Mr. Del Davis, Mill Superintendent, Flin Flon Concentrator, on behalf of the authors of the paper, has kindly sent us the following information in reply to Professor Haultain's enquiry. Sub-Sieve Sizing by Sedimentation Procedure (As used by R. J. Digney & J. E. Ryan, 1940) Fractionation of Sub-Sieve Sizes General Method: A 1,050-gram sample of the material was pulped to 3 liters; 10 c.c. of sodium silicate and 0.2 grams of Na2C03 was added and thorough agitation given for two hours previous to settling. The material was assumed to consist wholly of particles of the same density as the most abundant particles. The time required for a particle of the upper limit of the lowest size-range to be separated, to fall a specified distance was calculated according to Stokes Law. The pulp was poured into the settling apparatus and, when the calculated time had elapsed, the suspended material was drained. The settled sediments and the process repeated until no more suspended material was obtained. The next larger size fraction was obtained in a similar manner, using the settled sediments which had been stripped of all smaller sizes as above. The fractions were arbitrarily set at 0-3, 3-13, 13-23, 23-33, and 33-43 microns (43 microns = 325 mesh).

Canadian nickel-copper ore deposits have been a major source of nickel, copper, cobalt and precious metals for more than 100 years. The two main minerals of interest, pentlandite (Pn, (Ni,Fe)9S8) and chalcopyrite (Cp, CuFeS2), are usually accompanied by large quantities of pyrrhotite (Po, Fe1-xS). Until the 1950s, Po containing small amounts of nickel was routinely smelted as part of the valuable Ni concentrate. The rapid growth in Ni demand following the Second World War created impetus to treat the Po separately. This action would liberate a valuable smelting capacity for higher value Pn, allow for recovery of Ni locked in Po, convert the Fe to iron oxide or metallic iron pellets, and recover S as sulphuric acid or elemental sulphur. The roasting process also has the potential to produce energy due to the highly exothermic oxidation of Po. The Ni industry would then have a “waste-free” process. Both Inco (now Vale) and Falconbridge (now Glencore) developed processes and built large industrial plants for this purpose that operated with some success. But technical issues and tenuous economics were continual challenges. By the early 1980s these industrial operations were closed. Sophisticated froth flotation methods of rejecting Po were developed, and Po containing up to 1% Ni became a waste material reporting to the tailings stream. As part of a major study on possible processing methods of Po for both value recovery and waste remediation, this paper presents a historical perspective on Canadian Po tailings with regards to their generation, inventory, value, and attempts to process them.

Recovery and recrystallization of Au wire can degrade strength and alter conductivity properties during exposure to elevated temperature. Au Deformation Processed Metal Metal Composites (Au DMMC's) are being developed for electronic applications requiring high conductivity and high strength. This paper discusses the relationships between microstructure, strength, and resistivity of Au DMMC's. It also presents the results of a recent study on the elevated temperature stability of Au DMMC's of several compositions. Au-7 vol %Ag, Au-14 vol %Ag, and Au-vol 7%Pt DMMC samples were prepared by a powder metallurgy technique. All specimens were processed into wire by extrusion, swaging, and drawing. The smallest final diameter of these wires was 120 ?m. Thermal stability was analyzed by electrical resistivity measurements to determine the relation between transformation rates and time at elevated temperature. The extensive deformation used to produce these composites reshaped the initially equi-axed powder into filaments that are 30 to 100 nm in diameter and 16 to 180 mm in length. The small filament diameter confers high strength on the composite. The high conductivity can be explained by electrons flowing parallel to the filamentary microstructure aligned with the wire axis. Using the Avrami and Arrhenius equation relationships, it is possible to predict the times and temperatures needed to achieve various degrees of homogenization. The Au DMMC's were found to have good thermal stability compared to conventional coldworked Au interconnection wires. Although these composites will revert to solid solutions if exposed to high temperatures for prolonged time periods, their relative stability is sufficient to allow them to maintain their twophase microstructure during the anticipated lifetime temperature profiles of many products.

Europium is one of the most critical rare-earth elements due to the limited supply of this element combined with a high demand for red lamp phosphors. Therefore, the recycling of europium from end-oflife lamp phosphors has become increasingly important. Photochemical reduction of europium(III) to europium(II) and subsequent removal from rare-earth mixtures by precipitation as EuSO4 is a very selective and efficient method to recover europium from binary europium/yttrium solutions. It is shown that full separation of europium and yttrium is feasible from laboratory prepared non-equimolar Eu/Y mixtures up to a ratio of 1/20, which reflect the composition of red lamp phosphors. Optimal conditions were determined at pH 4 with isopropanol as a radical scavenger, which is a less harmful and toxic compound than the commonly used formic acid scavenger. Europium removal efficiencies of more than 95% were achieved, with a purity of 98.5% of the EuSO4 precipitate. The irradiance of the used light source, expressed in mW/cm2, has a large impact on the illumination time needed to remove europium from the solution. It is observed that higher irradiance results in a shorter induction time, i.e. a period during which virtually no europium is removed, and a faster removal rate once the induction time has passed. The photochemical separation technique was applied to recover europium from leached industrial red lamp phosphor (YOX) powder, with a Eu/Y ratio of 1/30. Europium recovery of 50% was reached with a purity of 96%, proving the feasibility of this method for the recycling of europium from end-of-life lamp phosphors.

"The national reactive tailings (RATS) program is a co-operative industry-government effort to develop practical techniques for closure of reactive tailings areas. This paper summarizes the RATS program objectives and areas of research, and details the Noranda/CANMET project on the Waite Amulet tailings.Geophysical and biohydrogeochemical investigations were carried out at an inactive copper-zinc mine tailings site, Waite Amulet, in Noranda, Quebec. Geophysical investigations consisted of seismic, electromagnetic conductivity and electrical resistivity surveys to determine the thickness of the layers above bedrock and to map conductivity variations within the tailings and the immediate outlying area. Biohydrogeochemical investigations consisted of installing multilevel piezometer nests to determine groundwater flow patterns and porewater chemistry, obtaining solid core samples and characterizing for physical, chemical and mineralogical parameters, and iron oxidizing and sulphate reducing bacterial counts.The geophysical survey indicated a bedrock ridge extending under the tailings from the northeastern outcrop which may act as a porewater boundary layer. The survey also indicated a 2 to 20 m clay layer underlying the main tailings dam. Preliminary results of the saturated zone porewater chemistry have indicated three major zones of high electrical conductivity varying between 1,000 to 12,000 µs and pH between 3.4 to 8. Lower pH and high metal and sulphate concentrations were obtained in a shallow zone near the water table. With depth, the concentration of metal and sulphate ions decreased and pH increased below the water table. The underlying clay layer is relatively impervious -and most of the seepage from the tailings is probably exiting from the sides of the impoundment dam."

"The syngenetic and epigenetic mechanics of sedimentation and deformation of coal seams resulted in various types of internal structure, as listed below:TYPE I-massive structure with evenly distributed coal constituencies of integrated mechanical properties.TYPE II-broad-banded structure, with bright and dull coal bands of differential mechanical properties.TYPE III-heterogeneous structure, with sheared coal bands and partings of sectional mechanical properties.TYPE IV-contortional structure, with refolded coal layers and deteriorated mechanical properties.TYPE V-porous structure of orogenically crushed and pulverized coal, with disintegrated mechanical properties.The study suggests criteria for the estimation of coal seam internal structure (gamma-gamma density log and cracks density log), which might be related to the evaluation of strata stability and coal mineability.IntroductionIt is common knowledge that coal seams have various internal structures due to different syngenetic and epigenetic events. Investigations of the internal structure of coal seams have been carried out in the coal fields of Western Canada, as follows: geological field studies of coal-bearing strata;?,geophysical borehole surveying studies;?,geological borehole logging and crack density;?,underground phenomenological studies of mine structure;?,chemical coal analysis; and?,mechanical testing of coal samples.These investigations eliminated a large number of criteria previously established for the estimation of coal seam internal structure and indicated that, from an engineering point of view, only two of them are sufficient:(I) density of seam profile (inferred from gamma-gamma log);(2) density of crack s (inferred from geological log).On the basis of these criteria, five main structural types of coal seams have been classified, which might be related to mechanics of deformation and ' failure of mine structures."

"An often over-looked component in the assessed value of a mining property is the value derived from the ability of the operator to limit financial losses during adverse economic times (i.e. low market price, high energy prices, etc.) by suspending operations. Overlooking the value of this type of operating flexibility when conducting mine investment analysis may negatively bias the risk profile for the investment by over estimating the investment's downside potential, thereby effectively undervaluing the investment. This paper illustrates the nature of the value of operating flexibility and discusses how it may be explicitly quantified within the context of conducting stochastic mine investment analysis. IntroductionMining properties are evaluated using an array of techniques ranging from simplistic non-discounted payback calculation s to sophisticated, discounted-stochastic simulation. Stochastic simulation analysis is perhaps the most robust mine investment analysis technique as it not only provides an estimate of the expected value of the property, but also quantifies the associated risks (for examples of stochastic mine investment analysis, see: Billingsley and Yaychuk, 1986; Gentry and O'Neil, 1984; Munro, 1977; or Harris, 1970).The quantification of risk is important as it provides the necessary yardstick required to allocate the corporation's resources efficiently. Resources are said to be allocated efficiently when the corporation's expected long-term financial reward is maximized while at the same time minimizing its risk (see Hertz, 1968; or Markowitz, 1952 for in depth discussions on efficiency as it relates to investment policy). The efficient allocation of resources should be the objective of any rational corporation. Therefore, rational corporations should employ stochastic evaluation techniques when screening their investments."

"In the present work, we developed a Smart Process Control Toolkit (SProC) as a single simulation environment for the modelling of materials microstructure and its interaction with the local microchemistry during manufacturing of semi-finished products. This toolkit supports the data communication between sub-sequent processing steps such as casting, homogenization, pre-heating to deformation, etc. The thermo-kinetical simulation software MatCalc of MatCalc Engineering© GmbH was used for modelling of precipitation kinetics, such as formation of primary and secondary phases and their evolution. An import/export functionality of the precipitation distribution after each processing step was implemented to follow the parameter history. For the evolution of the local microstructure, a Mean Dislocation Density based Model (MD2M) was used. This model consists of two parts: (1) Flow Stress Model for calculation of the total strength during the deformation and (2) Static Recrystallization Model for account of the recrystallization and grain growth after the deformation. Validation was done by a comparison of experimental and simulated hot compression tests of a conventional AA2024 alloy.INTRODUCTION Optimization of a semi-finished products quality, elimination of typical production issues and cost savings are of a great demand for supply industries. However, it is currently not feasible to investigate the whole manufacturing process in detail at an industrial level. Concerning the processing parameters, one must understand the correlation mechanisms between macroscopic properties and microscopic material behavior. Numerical simulations, which could reproduce the real processing conditions on the one hand, and employ a physically based modelling on the other, are thus attracting a lot of attention and their power is no longer under the question. It is well known that e.g. the total strength of the material depends directly on distribution of precipitation particles and mean grain size. In order to follow their evolution during the manufacturing process beginning from casting to the final semi-finished product, and thus be able to control the process, one should use the techniques which would at the same time reproduce experimental processing conditions of real size objects (e.g. sheet, extrusions, etc.) and account for the evolution of a local microstructure and its interaction with the microchemistry. A commonly used approach is to implement a model which would describe the evolution of microstructure based on a dislocation density approach into a user defined material subroutine of some finite element solver. There is, however, also an influence of the manufacturing process by e.g. the evolution of a local microchemistry (formation, transformation and dissolution of the precipitation particles) on the microstructure and thus the macroscopic material behavior. Thus, a method is needed to follow the variable history through the simulation of the whole production chain."

"Résumé - Cette étude porte sur l'altération de la matière organique et des argiles dans les boues carbonatés dévoniennes du faciès ""F"" de la Formation de Pine Point et ses équivalents stratigraphiques la Formation d'Evie et l'unité bitumineuse de la base de la Formation de Horn River. La matière organique se compose principalement de bitume solide et de quelques fragments de fossiles (organo­ clastes). La majorité des échantillons ne renferment que de l'illite et des interstratifiées illite/smectite.Si on compare les températures d'homogénéïsation (Th = l00°C) des inclusions fluides de la sphalérite et des dolomites associées à la minéralisation aux températures estimées à partir de la réflec­ tance de la collinite (84°C à ll7°C), l'on ne peut pas conclure à la présence d'une anomalie ther­ mique dans le district minier de Pine Point. De plus, la réflectance des organoclastes n'est pas plus élevée dans le district minier de Pine Point que dans les localités plus éloignées des gîtes. L'analyse des minéraux argileux conduit à la même conclusion : aucune anomalie thermique n'est décelable dans les unités échantillonnées à l'intérieur du district minier de Pine Point quelque soit l'indicateur utilisé.La kaolinite et la matière organique altérée, affichant des valeurs anomales de sa réflectance, se trouve essentiellement en présence de soufre et de sulfures. Cela suggère une origine authigène de la kaolinite et une altération de la matière organique reliées au phénomènes de minéralisation.Abstract- The alteration of organic matter and clays is studied in the Devonian Pine Point Formation carbonate muds, ""F"" facies, and its lateral equivalents the Evie Formation and the biturninous unit at the base of the Horn River Formation. The organic matter is mainly composed of solid bitumen with few fossil fragments (organoclasts). Most samples contain only illite and mixed layer illite/smectite.If we compare the Th(l00°C) from fluid inclusions of sphalerite and dolomites associated with mineralization to the temperatures calculated from the reflectanœ (Ro) of the collinite (84°C to 117°C), we cannot detect a thermal anomaly in the Pine Point mining district. This result is based on the reflectance values of organoclasts from the mining district that are not higher than those reflectance values measured on organic matter (OM) away from the ore deposit. La matière organique se compose principalement de bituré solide et de quelques fragments de fossiles (organaclastes). La majorité des échantillons ne renfement que de l'illite et des inter-stratifiées illite/smectite.Si on compare les températures d'homogénéisation (Th = 100°C) des inclusions fluides de la sphalérite et des dolomites associées a la minéralisation aux températures estimées à partir de la réflectance de la collinite (84°C à 117°C), l'on ne peut pas conclure à la présence d'une anomalie thermique dans le district minier de Pine Point. De plus, la réflectance des organoclastes n'est pas plus élevée dans le district minier de Pine Point que dans les localités plus éloignées des gites. L'analyse des minéraux argileux conduit à la même conclusion: aucune anomalie thermique n'est décelable dans les unités échantillonnées à l'intérieur du district minier de Pine Point quelque soit l'indicateur utilisé.La kaolinite et la matière organique altérée, affichant des valeurs anomales de sa réflectance, se trouve essentiellement en présence de soufre et de sulfures. Cela suggère une origine authigène de la kaolinite et une altération de la matière organique reliées au phénomènes de minéralisation.Abstract - The alteration of organic matter and clays is studied in the Devonian Pine Point Formation carbonate muds, ""F"" facies, and its lateral equivalents the Evie Formation and the bituminous unit at the base of the Hom River Formation. The organic matter is mainly composed of solid bitumen with few fossil fragments (organoclasts). Most samples contain only illite and mixed layer illite/smectite.If we compare the Th (100°C) from fluid inclusions of sphalerite and dolomites associated with mineralization to the temperatures calculated from the reflectance (Ro) of the collinite (84°C to 117°C), we cannot detect a thermal anomaly in the Pine Point mining district. This result is based on the reflectance values of organoclasts from the mining district that are not higher than those reflectance values measured on organic matter (OM) away from the ore deposit. External-detonation-generated plasmas, highly ionized zones of reacting material ejected from the surface of detonating explosive charges, are shown to be the cause of channel desensitization, i.e., the self-quenching of a detonating explosive column loaded in a borehole with an air annulus between the explosive and the borehole wall. The effects of this phenomenon on several explosive compositions and types are demonstrated and discussed. The explosives tested include aluminum-sensitized and explosive-sensitized slurries, ANFO, liquid explosives and dynamites. Various techniques are described that can be used to reduce or eliminate the plasma effect.

"The formation of ultrafine ferrite by strain induced transformation is assessed using rolling and hot torsion experiments. These experiments are used to examine the impact of thermomechanical processing conditions and steel chemistry on strain induced austenite to ferrite transformation and the formation of ultrafine ferrite. The critical strain for dynamic strain induced transformation increased with increasing carbon equivalence, deformation temperature and austenite grain size. The deformation structure in the austenite grains changes with the thermomechanical processing conditions.Drawing on these results and the current literature, the important factors for the production of ultrafine ferrite are described and a mechanism proposed."

The extraction of cobalt from synthetic pressure acid leach solutions of nickel laterite ores by the direct solvent extraction route using ESPLIM is reported. It first explored the use of gaseous ammonia as pH modifier and then the variables that affect the dispersion of the aqueous phase in the organic phase such as ionic strength, viscosity of the phases, initial droplet size, etc. were explored so that phase hold-up and thus extraction can be effectively controlled. The results show that the technique allows better control of phase dispersion circumventing one of the main weaknesses of conventional solvent extraction.
