My topic, "The Administration of Mineral Rights'.' is possibly an unusual one, as it deals with a subject upon which many of us have a more than passing interest, I thought ?it might prove consistent with the objects of this meeting, more especially as I propose to deal, not with those broad subjects of nation-wide importance which are often the subject'? of learned (and sometimes futile) academic discussion, but rather with problems in their practical light. To the scientist, the important question is What is it? to the technician, Can it be utilized? to the business-man, Will it pay? All three questions are important, and so quick has been the march of business on the heels of science? that the one question follows the other with astonishing rapidity and all three must be considered in the modern management of a mineral estate. A .good illustration of the force of this can be found in the recent advance of our knowledge of the element helium in which we have advanced from a solution of the first question to the last question in the short period of 55 years. It is to be borne in mind, however, that in the administration of mineral rights, the question "Will it pay?:' is of primary importance. What forms a mineral estate ? A former practice in western Canada in selling lands was to sell the hair with the hide. All transactions sold the lands in fee simple, which included all mines, minerals and rights and privileges whatsoever, excluding only the royal metals, gold and silver, which by imputation, though not by specific reference, in deeds. of title are reserved to the Crown. At that time the country was in the first ?stages of settlement and the value of our mineral resources was hardly appreciated and little understood.

WE have just heard what must be regarded as a thoughtful, constructive and somewhat painful analysis of the financial function of our industry. While thinking about this, it is interesting to reflect on the conditions which have stunted the growth of the financial side of our affairs. Mining must be regarded as a wealthy business. •while immeasurable grub takes and development budgets have been lost, there can be little argument that a productive ore-body nearly always produces the type of wealth that breeds some extravagance. I recognize that this statement can be attacked from many sides, but an historical comparison with a commercial enterprise involving similar investment will demonstrate what I mean. However, these old times are be-ginning to disappear for a variety of reasons. High amongst these are: ( l) Increased costs of exploration. (2) Remoteness of many new finds. (3) Fixed or declining metal prices (particularly when expressed in constant dollars). ( 4) Constant demands for higher wages.

ROCK wool, one of the most recent additions to the list of Canadian-made, insulating materials, is a soft, light, fibrous material consisting of interlaced, flexible, glassy fibres so exceedingly fine that, individually, they are almost invisible to the naked eye and will float in air. In the process of manufacture, a suitable rock, generally a self-fluxing argillaceous dolomite consisting of nearly equal proportions of acidic and basic constituents, is melted to a completely fluid state and then converted into fibres either by a blast of steam or air, or by a mechanical device. The increase within the past five years in the number of plants in the United States making rock wool and slag wool has been remarkable, especially in view of the depressed conditions prevailing 'with most industries during this period. In 1930, there were only 8 plants reporting production of .these materials, whereas at the present time there are 44 plants in the United States listed as making these products, and there are 3 plants in Canada. In 1929, the total sales of rock-wool products in the United States amounted to-$2,377,324. In 1934, according to the National Rock and Slag Wool Association, 26 member companies reported sales of $3,695,405, and in 1935 the sale's of 30 member companies had a value of $5,571,469. The establishment of the rock-wool industry in Canada followed the publication in 1931 of a report (1) by the Mines Branch, Department of Mines, Ottawa, in which was set forth the results of field work and laboratory studies which indicated that large deposits of rock in the Niagara peninsula, hitherto regarded as valueless, were suitable for the making of rock wool. This report was supplemented in 1934 by another report (2), giving the results of further laboratory and commercial-scale tests on the rock from these particular deposits, which proved conclusively that rock wool of good quality could be made from the rock in question.

"This paper provides an understanding of interpreting and evaluating airborne time domain electromagnetic (TEM) surveys as applied to massive sulfide exploration. Variations in the conductive morphologies of massive sulfide ore systems are discussed, followed by forward modelling exercises examining the derived TEM response to these morphologies and discussion of the subtleties of data interpretation. Deposit morphology in the orientation at formation and the variations occurring due to later deformation are considered. Images of corresponding resistivity–depth models are provided. The combined modelling results provide a low-cost method for initial interpretation and screening of TEM anomalies. RÉSUMÉ Cet article nous permet de mieux comprendre l’interprétation et l’évaluation des levés élec-tromagnétiques aéroportés en domaine temporel (TDEM, de l’anglais time-domain electromagnetic) appliqués à l’exploration du sulfure massif. Y sont débattues les variations au niveau des morphologies conductrices des systèmes de minéralisation du sulfure massif, suivies d’exercices de modélisation prospective qui examinent la réponse dérivée des TDEM à ces morphologies et d’une discussion sur les subtilités de l’interprétation des données. L’étude envisage la morphologie de l’orientation originelle non déformée des gisements ainsi que les variations résultant d’une déformation ultérieure. Des images des modèles correspondants de résistivité-profondeur sont fournies. Les résultats combinés relatifs à la modélisation proposent une méthode peu onéreuse d’interprétation et de contrôle initiaux des anomalies dans les TDEM.INTRODUCTION Electromagnetic geophysical surveys are an indispensable foundation of many mineral exploration programs and can account for as much as half of the predrilling exploration costs. Quantitative mass interpretation of the survey results remains difficult due to the infinite variation of deposit morphologies, their complex physical properties, and the presence of barren conductive materials that can mimic or mask the response of targeted ore. Many modern geophysical investigations that focus on time domain electromagnetic (TEM) data interpretations are devoted to problems with inversion and modelling and their algorithms. Although a few of these investigations have resulted in commercial software products, these require highly qualified and experienced users and usually include geometric assumptions. Furthermore, without the input of known physical properties and geometric constraints, the inversion results are highly ambiguous. A number of case studies document the geophysical responses to known targets in well-defined and diverse geo-electrical environments, providing a high degree of correlation between field obser-vation and the results of the modelling used in this style of investigation (Hone, 1980; Schneider & Emerson, 1980; Tyne, Idnurm, & Malone, 1981; Bishop & Lewis, 1992; Hopgood & Hungerford, 1994; Meju, 2002; Yang & Oldenburg, 2016). The uniqueness of the target/environment parameters and their specific features limits the use logy is poorly understood. The responses are therefore that are devoid of complicating environmental factors (e.g., highly conductive overburden and hostrocks or nonuniform target conductivity) as a first approach to the interpretation process of such case studies as the main reference for interpreting TEM survey responses in areas where the underlying geomodelled from generalized and typical geological models"

The flocculant-assisted hydrocyclone involves the addition of a flocculant to the cyclone feed for the purpose of obtaining a clear cyclone overflow, and thereby eliminating or reducing thickener requirements in tailings disposal operations. This paper describes the testing of this concept on the iron ore tailings of Quebec Cartier Mining Company's Mount Wright Concentrator. The current practice at Mount Wright makes use of conventional hydrocyclones and thickeners for the disposal of their tailings, which are generated in a spiral gravity separation circuit. The test work was conducted primarily on their cyclone overflow product which becomes the feed to the thickeners. A detailed study was carried out to determine the sedimentation properties of these tailings in terms of their response to a variety of flocculating reagents, and to varying conditions of pH, pulp density and flocculant dosage. The tailings were then processed in a laboratory hydrocyclone with the aid of flocculants. The use of a shear resistant flocculant, in particular, was found to yield cyclone overflows with low solids contents. Based on the test results obtained, a conceptual flow sheet has been proposed for the treatment of the iron ore tailings at the Mount Wright Concentrator.

Obtaining funding for construction relies on a positive Feasibility Study and a host of other related activities. This paper looks at the financing process and work required to support it, during and after the Feasibility Study, and bring it to a successful closing. It will include comment on the significance of permits, environmental plans, construction contracts, offtake arrangements, hedging, insurance, and others requirements to support a financing plan.

"Gold losses to natural carbonaceous matter during cyanide leaching have been investigated for over a century. The variation in the severity of the problem from one ore to another has led to a range of different processes being implemented at different mine sites. Most commercial options utilise one or more of the following processes: roasting, carbon pre-flotation, organic blinding, CIL, chlorine passivation, pressure oxidation, biological passivation, elevated temperature CIL, RIL and thiosulfate. This paper provides a background to identify the most appropriate process or combination of processes for a particular ore. It also presents information on how these processes may be implemented, drawing on information in the literature and from current or recent applications at operations such as the following: Stawell, Kumtor, Penjom, Twin Creeks, Macraes Flat, Kittilä, Fosterville, Inata, Carlin, Goldstrike, and Jerritt Canyon. Various process options have been dismissed, or deemed unsuccessful due to limited knowledge available on the strengths and weaknesses of the different options and their implementation. The authors have collectively been involved in flowsheet development and project implementation in four commercial plants that have treated preg-robbing ores.INTRODUCTION Cyanide processing has been the mainstay of gold recovery for well over a century. It is generally a very effective process with over 90% recovery on free milling ores, but complex and refractory ores may only give 0–50% recovery with conventional processing (La Brooy et al., 1994). People have written about gold losses to natural carbonaceous matter during cyanidation for over a century e.g. Feldtmann, (1915). The earliest reports related to African operations, but the issue has since been reported in Canada, North and South America, Australia, Russia and China. The phenomenon is usually referred to as ‘preg-robbing’ dating from the times before the use of granular activated carbon for gold recovery, when gold was lost from the pregnant solution before it could be separated from the leach solids and recovered by cementation. Many excellent reviews have been published e.g. Dunn et al. (2013), summarising the options considered and where they have been applied commercially."

"INTRODUCTIONTeck-Corona Operating Corporation's David Bell Mine is located 35 Km east of Marathon, Ontario. In conjunction with its 1000 tonne per day gold concentrator, the company operates an effluent treatment plant for the treatment of mill, mine and site effluents prior to environmental discharge. This paper provides a brief overview of treatment strategies and methods, employed to detoxify final effluent.WATER MANAGEMENTThe tailings impoundment basin, located 3 Km south of the plant site, provides storage capacity for all process effluents and site run-off. Basin supernatant (reclaim water) is recirculated to the plant for reuse as process water, in order to minimize fresh water consumption. As site run-off and limited fresh water intake exceed natural losses due to evaporation, reclaim water in excess of process requirements is passed through the effluent treatment (ET) facility to control tailings basin level by providing regulated discharge of environmentally acceptable effluent. (Figure 1)PASSIVE TREATMENTTo reduce treatment costs and burden on the ET facility, reclaim water is fed to the plant to take maximum advantage of natural destruction processes occurring in the tailings basin.These include: volatilizationphotodecompositionbiological oxidation and precipitationstorm water dilutionConcentrator recovery techniques (Figure 2) are directed toward maximizing gold recovery while limiting the addition and extraction of contaminants requiring disposal and eventual treatment.Currently ore ground to 90% -200 mesh is pre-aerated at pH 9.0 with lime for 18 hours prior to 30 hours cyanidation at pH 9.5 with low cyanide ion excess (70 ppm).Pre-aeration passivates cyanicides prior to cyanide contact. This reduces cyanide consumption and the formation of cyanide complexes. In conjunction with recovery requirements low pH is maintained to retard the dissolution of stibnite into its antimony and sulfide components."

"This paper will describe how cultivator shanks are made in one company and how the manufacturing was studied with a view to increasing product consistency and reducing manufacturing cost. The product: which is used extensively in the agriculture industry, was analyzed to determine which geometric parameters optimized its design and whether there was justification for the great variety of styles and shapes that are available in the market. Finally, an extensive series of field trials were undertaken which showed that it is advantageous to the manufacturer to be better aware of the loads and forces that his product is subjected to by another industry.IntroductionStelco maintains a Research Group for its Western Region operations headquartered in Edmonton, Alberta. Because of the small staff, a location that is isolated with respect to its Burlington, Ontario centre and a diverse set of processes and products, a university relationship has developed which may be different from that which would be developed at a larger integrated Steel Works. This paper outlines the type of cooperative studies carried out by Stelco Inc. in Edmonton and the University of Alberta. .To meet the research needs covering a wide variety of steelmaking processes and steel products produced in Edmonton would require more staff and equipment than the sales volume in the West justifies. The gap is filled by cooperation with university personnel. This cooperation has provided these benefits to Stelco Inc.:• access to specialized test equipment and a trained staff to operate it; and• assistance from experts in the areas of product testing and problem solving.Moreover, the close proximity of the university to the plant allows frequent meetings and ensures that practical solutions are developed and implemented. A good example of the ongoing university I industry relationship developed is the joint work on improving cultivator shanks."

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies.REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). THE realization by metallurgists of the important effect that traces of impurity may have upon the properties of a metal, and their steady demand for purer and still purer metals, have made the special cools for 'trace' analysis of increasing value. In the United States at least, spectrographic analysis is becoming the standard method for determining the impurities in zinc die-casting alloys. The Hudson Bay Mining and Smelting Company, as a producer of virtually pure zinc, uses the spectrograph to control the purity of its products, and-as the electrolytic method is employed here-to control both the impurities in the electrolyte and those 'trace' elements, which, while they do not contaminate the zinc, have a great effect on the plating efficiency. The general plan of the laboratory is shown in Figure l; the housing for air purification, which is on the roof, is indicated by broken lines. One of the chief factors affecting the layout was the easy way in which a spectrographic assay can be spoiled by contamination. To minimize the quantity of dust tracked in, the laboratory was made separate from the general research laboratories, and an office was placed between the two. This arrangement has its drawback because of the traffic through the office, but it has effectively cut down dust. For similar reasons, the available space was subdivided into a number of small rooms, and the air currents in the laboratory were so arranged that dust would be carried where it would do least harm. Air is drawn in at the roof over a 50-kilowatt bank of Calrod heaters, through Annis air filters, by a No. 4 Sirocco fan. Most of it is forced into the spectrograph room, but some goes to the office and darkroom. The air flow is from the spectrograph room, through the plate-measuring room, into the chemical laboratory, where it is exhausted by a No. 1% Sirocco fan on the fume hood. Air can also re-circulate from the plate-measuring room back to the heater. The arrangement is such that the air in the laboratory is maintained at higher pressure than the outside air; consequently, no dirt enters through cracks about the windows and doors. A thermo-regulator holds the temperature constant within one or two degrees; only on the hottest days in summer does the temperature rise enough to affect the focus of the instrument.

IN the summer of 1937, the Algoma Steel Corporation, Limited, decided to embark on the full-scale development o their Helen mine and the erection of plants to produce commercial iron sinter from its ores at a rate ? of fifteen hundred tons per day. The Helen deposit has long been known as one of the largest bodies of non-commercial iron ore in Canada, consisting almost entirely of siderite with a band of pyrite along the north wall and some lenticular inclusions of pyrite throughout the mass. It originally contained a nominal amount of hematite (2,800,000 tons), localized at the western end of the ore-body, but this was mined out during the years 1900 to 1918. For details of the:-geology of the Helen range and of the surrounding district, the reader is referred to Memoir 147, Michipicoten Iron Ranges, Geological Survey of Canada, 1926 (1). The siderite mass was explored by diamond drilling in 1917 and the portion so drilled was estimated to contain 67 million tons of siderite averaging 36.0 per cent Fe, 3.2 per cent S, and 8.2 per cent SiO,, without establishing its ultimate depth or extent. The variation in the sulphur content shown by drilling was from 1.5 per cent in 72 per cent of the tonnage, to 7.2 percent in the remaining 28 percent. The pyritic ore aver-aged about 38 percent iron, but otherwise its composition was substantially the same as that of the siderite mass.

"The coal reserves of the Crow's Nest Basin in British Columbia have been known since the late 1860's. The 51.0-million-long-ton (over 15 years) sale of low-volatile coking coal to Japanese steel mills, as finalized in 1968, establishes the importance of these coal reserves in the world markets.In the early stages of the exploration program, which began in January, 1967, emphasis was placed on deter-mining the reserve of underground low-pitch coal within the No. 10 or Balmer seam of the Kootenay coal forma-tion. The finding of low-cover reserves in excess of 100,000,000 tons altered the initially planned underground program. Extensive tests were performed, establishing the excellent coking characteristics of the open-cast Balmer coal. Due recognition was given to the ultimate reclamation costs of mined lands and associated spoil areas.t was determined that, to achieve the costs desired, a high productivity was necessary, requiring large mining equipment. Operating criteria were set out, based on producing 4.2 million tons of clean coal per year. To optimize recovery, the preparation plant feed size was fixed at Yi in. x 0. The initial basic design capacity of the plant was 1,000 tph. The washing plant is composed essentially of four separate cleaning sections: a dedusting section; a multi-stage heavy media cyclone section; water cyclones; and flotation cells. Subsequent to the basic program, additional sales were made of 6.0 million long tons over the initial three-year period and the plant capacity was raised to 1,400 tph through the addition of a 400-tph coarse-coal treatment section. All wet coal products from the fine coal plant will be dried in a 70-tph (water) heat dryer. A unit-train concept of coal transportation between the mine site and the Westward Terminals at Roberts Bank has been negotiated with the Canadian Pacific Railroad. Facilities at the port will include a 4,000-tph rotary car bumper, 400,000-ton clean-coal stockpiles, and a bucket reclaiming system having a total ship-loading capacity of 6,000 tph."

"In an attempt to address the issue of rising labour costs, and to improve productivity, a laser-based system to guide underground LHDs and trucks has been developed. This comprehensive system is known as the Opti-Trak system.Essentially, the vehicle is equipped with front and rear-mounted lasers which scan a reference strip mounted on the drift back. The vehicle follows this reference strip and in addition, based on reflective bar codes mounted beside the reference strip, initiates certain functions (i.e. dump cycle, speed change, brake check, etc.). Any programming that is drift-specific is handled by the positioning of the reference strips and bar codes. Consequently, the vehicle can easily travel to many different haulageways or branches, providing the reference strip and bar codes are in place.The advantages of this system are an immediate elimination of haulage operator costs and an increase in available hauling time to 7 hours out of an 8-hour shift as compared to the typical 5Y2 out of 8 hours that a manned haulage system offers.This paper describes the Opti-Trak system and the benefits to be realized from automation of mine haulage requirements."

IN June, 1940, a .Longyear 3420 blast-hole drill rig was purchased by the Hudson Bay Mining and Smelting Company for the purpose of experimental blast-hole drilling. The early work showed that the diamond drill could compete successfully with the Leyners then in use and by January 1st, 1941, the diamond drills were placed on contract. They may be considered to have gone into production at that date. Prior to the introduction of the diamond drill, our bench drilling was clone with Ingersoll-Rand S-70 and S-83 Leyner drills. Holes up to 40 feet were drilled, using coupled 1 1/4-inch round steel. Bits with a gauge of 3 inches were used in starting these holes, with a drop of 1/8-inch gauge for each 2-foot run. The holes normally ended with 1 1/2 or 1 5/8-inch gauge, though bits down to 1 1/8 inches were available for holes longer than normal or for holes drilled in abnormally abrasive ground. This method of drilling was very satisfactory and was a distinct improvement on the three-bench method of drilling used previously (1). During 1937 and 1938, when experienced miners were available, Leyner long-hole drilling was carried on with great efficiency. However, in 1939 and 1940, labour turnover in-creased and experienced long-hole drillers became scarcer. This resulted in a marked decline in the efficiency of the drilling operations, with increased costs and less tonnage drilled per shift. EXPERIMENTAL WORK The initial diamond drilling test work was carried on with a Longyear 3420 air-driven blast-hole drill rig, drilling a 1 3/16-inch hole. Tests indicated that diamond drilling could be successfully adapted to local conditions and that overall costs compared favourably with costs obtained with the Leyner long-hole method. Leyner long holes on stope benches usually bottomed at a larger diameter than the 1 3/16 -inch diamond-drill holes. More powder could therefore be introduced into the Leyner holes than could be placed in the diamond-drill holes. To achieve the same fragmentation, additional footage was required when diamond drilling. Diamond-drill holes of larger diameter were indicated.

One of the main functions of a process technology and engineering services provider is to select grinding equipment that will meet the client?s throughput rate target. Prudent risk mitigation strategies would suggest that throughput rate estimates be cross-checked using a variety of techniques. Whilst some comminution circuit designers have estimated specific energy requirements via the manipulation of the Bond specific power equation e.g. Barratt?s Grindpower and OMC?s FSAG approach, other designers have opined that the Bond Indices have no role to play in the calculation of SAG mill specific power. As a result, they have developed their own specific energy estimating methodologies, e.g. SMCC?s Drop Weight based power methodology, SPI, SAGDesign, etc. Each method has its supporters and its critics. The challenge facing the engineering provider is how to nominate an SAG mill based circuit throughput rate estimate when faced with significantly disparate specific energies calculated by the different methodologies. This challenge is exacerbated via the continuing evolution of contemporary circuit configurations such as two stage pebble crushing some of which incorporate HPGR technology as the second stage of pebble crushing. The methodology presented in this paper shows that the Bond Indices are an excellent tool for estimating the specific energy requirements for SAG mills in SAB, SABC and SSS circuits. The method accommodates primary crushed feeds, partial and or fully secondary crushed SAG mill feeds, and emulates the impact of pebble crushing on SAG specific energy. As a result, the new Bond Index based method has provided an additional tool for increasing Fluor?s confidence when predicting SAG mill based circuit throughput rates. Based on this outcome, the author proposes that the decades old conundrum of using Bond Indices to calculate SAG specific energies for SAG mill based circuits has been solved.

"We analyzed two copper and lead flotation concentrates from the LaRonde mill using MLA technology (Mineral Liberation Analyzer) to identify the contaminants and to quantify their size and liberation. The MLA mineral quantification was compared with traditional mineralogical techniques (Scanning Electron Microscopy, Optical Microscopy, X-Ray Diffraction and Chemistry). The accuracy of MLA data was then quantify in application to metallurgical decision (mineral identification, mineral quantification, particle sizing and liberation quantification). We prepared five well-known materials from pure minerals and analysed them by MLA. MLA concentrates analyses showed the lead concentrate is mainly contaminated by pyrite and sphalerite. These minerals are liberated above 70 % and present a floatable size around 15 to 35 µm. Surface activation by dissolved lead from galena is therefore assumed for these contaminants. The analyses of the known samples show that mineral quantification and size distribution given by the MLA are consistent with the chemical analyses and the laser particle sizer. The liberation measurement is affected by the stereological effect. Modelling quantifies the overestimation of the particle liberation. Based on the modelling, the stereological shift on liberation should not impact metallurgical conclusions on the concentrate contaminations.INTRODUCTIONTo face the diversity of mineral processing challenges, the process mineralogy includes phase quantification, measurement of mineral size, liberation by exposure and by grade, association, surface contact proportion and texture. In the last decades, two SEM commercial tools emerged: MLA and QEMSCAN R. Both are based on specific combinations of backscattered electrons and X-ray images as well as image analysis routines developed at CANMET (Petruk & Pinard, 1976, Petruk, 1989), CSIRO (Frost, O'Hara, Suddaby, Grant, Reid, Wilson & Zuiderwyk, 1977, Reid, Gottlieb, MacDonald, & Miller, 1984) and JKMRC (Hall, 1977, Gu & Sugden, 1995). Recently, TIMA (TESCAN) and Mineralogic MiningR (ZEISS) supplied automated mineralogy for mining industry (Bouzahzah, Benzaazoua, Graham & Cropp, 2015, Gottlieb & Dosbaba, 2015a). In parallel, home-made routine were developped to resolve mineralogy challenges in mineral process but also in geometallurgy and mining environment (Kahn, Mano, & Tassinari, 2002, Knight, Klassen & Hunt, 2002, Mermillod-Blondin, Benzaazoua, Kongolo, de Donato, Bussiere & Marion, 2011, Hunt & Bradshaw, 2015). "A new mineral sands operation is being developed in Georgia by Southern Ionics, Inc. (SII). Prevailing mineralogy and certain design constraints required detailed testing and circuit analysis to create a robust separation processes. The floating wet concentrator plant (WCP) and mineral separation plant (MSP) flow sheets were designed based on historical testing information and recent SII test campaigns on various composite feed samples. The flow sheets were finalized through rigorous process and orebody sequence modeling.The process uses traditional physical separation equipment; however a new MT spiral, the MG12, was selected for use on board the WCP for roughing duty. The MG12 spiral is a two-stage, twelve-turn spiral that has been proven to achieve very high recoveries of heavy minerals. The floating plant includes feed desliming operations, a central MT surge bin for optimum spiral circuit feed control and ancillary operations for concentrate and tailings handling. Scrubbed heavy mineral concentrate (HMC) is then transported to the MSP for concentration of the titanium and zirconium bearing mineral fractions.The testing, flowsheet development, and plant design will be described and explained, and a brief summary of the current project status will be given.IntroductionSouthern Ionics Inc. "Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.INTRODUCTIONGreat strides have been made recently in achieving an international consensus on mineral reserve and resource definitions and classifications. The Australasian JORC code, the CIM code in Canada, the SME proposal in the United States and even a proposed code from the United Nations have all brought the objective within reach.Unfortunately, this success has led to another problem for mineral valuators. Certain securities regulators, tax collectors and their ilk have begun to expound on the opinion that discounted cash flow projections carried out to calculate net present values that would form the basis for a valuation determination should be based solely on proven and probable reserves. Ore-Testing laboratories are maintained by the Mines Branch, Department of Mines, at Ottawa for the purpose of conducting experimental test and research on ore treatment. Sample shipments of a few hundred pounds to car-load lots of Canadian ores are received on application for experimental tests, and all possible methods of treatment are investigated. Reports are issued to the shipper, containing the results, with recommendations as to the most economical method of treatment. These reports have been of valuable assistance to mining companies in the preparation of plans for the design and equipment of their treatment plants. Investigations have been conducted on ores and metallurgical products from all parts of the Dominion. The ores from practically every producing mine and important mineral occurrence have been investigated in these laboratories.
