UOCK bursts are a phenomenon about which insufficient is known. This l.~ statement has a twofold meaning. In the first place, far too many people, both inside and outside of the mining industry, are woefully ignorant of the whole subject, and secondly, as those who are face to face with the problem in the mines realize, our knowledge of rock bursts is inadequate. The first group embraces the general public, who have never been enlightened on the subject, and a great many geologists and engineers who have never shown more than a curiosity about it. Such technical men do not realize what a vital problem it is to our mining industries. They are usually thankful that bursting ground is not their problem, and leave it to those unfortunate enough to run into it. From such men one often hears the pious opinion that if proper mining methods were used there would be no problem. It is hoped that this paper will give these people a different viewpoint. Those in the second group deserve much credit for what they have done and are doing. They are fighting a large and difficult problem. In the pages that follow, I have tried to give a bird's-eye view of that problem, and suggest new ways in which it may be attacked.

"The Lady Loretta lead-zinc deposit in Northwest Queensland, Australia contains an average of 5.9% lead, 17.1% zinc and 97 g/t silver. Ore mineralization is mostly comprised of fairly complex intergrowths of pyrite, sphalerite and galena. Starting in 1998, Noranda Inc., the major joint venture partner of the project, conducted extensive metallurgical test work, which culminated in July - August 2000 in a series of Pilot Plant tests. A common thread to all the metallurgical work has been the deportment of a large portion of silver into non-payable metallurgical products. Average silver distribution from four Pilot Plants shows a distribution of silver in lead concentrate of 28%, whereas silver in zinc concentrate was 49%, and 23% in the final tails.The consistently poor silver recovery as well as the fairly unusual silver distribution, particularly in zinc concentrate, was considered an issue to be thoroughly investigated. A mineralogical plan was devised to determine if these particular metallurgical results were somewhat related to the nature and mode of occurrence of silver carriers. Work was performed to determine discrete silver-bearing minerals and/or silver contained in solid solution in a suite of commonly occurring sulphides. Ore microscopy, SEM methods, Electron Microprobe and Ion Microprobe analyses were all used to answer these questions, and to find the silver carriers, so a metallurgical plan could be devised to improve silver recovery.INTRODUCTIONPotential economic exploitation of the Lady Loretta deposit in Queensland, Australia is driven by revenue derived from zinc and lead flotation concentrates and co-product silver recovery in lead. "The BHP Diamonds Inc. and Blackwater Group (Dia Met Minerals Ltd., Charles Fipke and Stewart Blusson) joint venture began production at Canada=s first diamond mine during the last quarter of 1998.Construction of the processing plant began in mid 1997. During the 1998 winter season, the heavy process plant equipment was delivered to the Ekati site, 300 km NE of Yellowknife, by the ice road. Towards mid 1998 the construction activities were complete and commissioning began. The mine officially opened in October 1998.Initial production of 9000 tpd kimberlite will be from the Panda pipe grading 1.09 ct/t at an average value of US$13O/ct.Processing starts with a gyratory crusher reducing the ROM kimberlite to 90% passing 15Omm before further reduction to minus 75mm in a WaterFlush crusher. The crusher product discharges into a 4m diameter x 7m long primary scrubber. After screening, the minus 75 +1 mm kimberlite is conveyed to a 250 ft feed bin ahead of the 1.7 m diameter x 1.1 m wide high pressure grinding roll. The HPGR produces 50% minus lmm in a single pass, the compacted flake product is dis-agglomerated in a secondary scrubber. The scrubber product is screened into a minus 25 +lmm heavy medium separation plant feed and conveyed to a 375t HMS feed bin ahead of two 150 HMS modules. Milled 270D ferrosilicon at a slurry density of 2.6 g/cc and HMS feed are pumped to three 420mm diameter cyclones. Heavy mineral concentrates, approximately 1 % of the plant headfeed, are pneumatically transported to the Recovery plant for final diamond recovery using wet high intensity magnetic separators and high intensity (attrition) milling prior to three stages of x-ray recovery. At full production, Ekati will produce approximately 2 kg/day of diamonds.This paper details the later commissioning phase and the first three months Oof operational activities during the build up to full production at the Ekati processing plant."

The Directive 019 on mineral industry, which was officially adopted in 1989, is the main tool used by the Quebec Ministry of Environment for the environmental evaluation and control of mineral exploitation projects presented for approval. This document contain the environmental guidelines which must be met by all the mineral companies during and after exploitation. The Directive 019 also contain all the information required by the Quebec Ministry of Environment in order to fully analyse the environmental impacts caused by the mineral projects proposed to the Ministry for approval. The proposed modifications of the Directive 019 cover many new topics that were not addressed in prior editions, these include : water recirculation, groundwater protection, tailings management and post exploitation environmental controls.

IN A DISCUSSION of use of any material of ?construction in the mining industry, two points of view must 'be kept in mind - that of the producer or manufacturer of mining and metallurgical equipment, and that of the maintenance and operating staff of the mining plant. In the first case, the choice of material of construction is up to the manufacturer and the user of the equipment has little direct say in the matter. However, if materials are badly chosen and the equipment does not function properly, wears out rapidly, or costs too much, repeat orders ?will likely go to a different manufacturer, so that, in the end, the consumer or mine operator does have the final voice. In the case of materials for maintenance work and plant operations, however, .the mill personnel have direct control over purchases and it is then that a well-balanced knowledge of materials, their properties, and their costs, can be directly useful. With all materials of construction, the final criterion is unit cost versus service performance, so that the lowest possible total operational cost will be obtained. Sometimes this means using the cheapest material available, sometimes the most expensive, but in any case careful analysis of service performance, replacement cost, and material cost is essential to determining the material that produces lowest total cost.

STEEPROCK LAKE (Figure 1) lies about two miles north of Atikokan, a village approximately one hundred and forty miles west of Fort William and one hundred miles east of Fort Frances on the Canadian National railway. The possible presence of hematite beneath the waters of Middle arm was inferred by early geological investigators (1890-1903) from the dense hematite float found on the southerly shores of this portion of the lake (1). A dip-needle survey of Middle arm, undertaken in the winter of 1930-31 by J. G. Cross, indicated two areas of high magnetic attraction which Mr. Cross thought might be due to magnetic iron oxides associated with possible hematite bodies. Bedrock could not be reached by the ineffectual hand-drilling so courageously attempted, and further work was abandoned. It was not until 1937 that Mr. Jos. Errington, of Toronto, convinced of the possibilities, determined to support Mr. Cross to the extent of several thousand feet of drilling. During the winter of 1937-38, holes Nos. 1, 3, 4, 5, and 13 were put down (see Figure 1). The first four of these holes demonstrated that the areas of magnetic attraction outlined by the dip-needle survey east of the Narrows and southwest of Elbow point were due to ash rock (2). As a result, Mr. Cross decided to investigate the bordering areas of low magnetic attraction and selected a location near the high ferruginous lime (3) point in the northeast of Middle arm. Dense, hard hematite beneath approximately 350 feet of water and clay was struck in the first hole, and, before the end of the winter's drilling, hematite had been encountered in holes Nos. 6 to 13 along a straight line 700 feet in length (see Figure 1). In the meantime, the Steerola ( 4) Exploration Company had been formed to continue development and already, in the spring of 1938, W. D. Neeland, the Company geologist, had come to the conclusion that the most probable location for possible hematite was at the ash-lime contact. Accordingly, during the summer, drilling was continued off-shore in holes Nos. 15, 25, and 27 (see Figure 2) toward possible hematite bodies inferred by Mr. Neeland.

"An approach to the in situ testing of mine backfills is outlined. It has been developed to provide a measure of the effective strength and stiffness of such materials after placement in stopes. This paper is based upon recent field studies undertaken at five Quebec mines. Details of the selected instrumentation, supporting equipment and testing procedures are reviewed. The mechanical behaviour of the backfills is reported and related to their physical properties. This approach represents an economical, simple and reliable means to assess the mechanical characteristics of backfill materials as an aid to both mine design and placement quality control. IntroductionDevelopments in backfill and mining method technology are creating a pressing need to develop effective techniques for characterizing the physical and mechanical properties of backfill in situ, rather than relying on traditional laboratory testing. The development of bulk mining methods is creating the requirement to more fully understand the nature of exposed fill faces to design for stability in pillar recovery operations. Other backfill technological developments currently receiving widespread attention are high density placement and the use of alternative additives to Portland cement. In Canada, U.S.A. and South Africa attention is also being placed on employing backfill to alleviate rockburst hazards(1,2.3l. In situ testing offers the potential to measure the geomechanical properties of backfill once placed in stopes , in order to assess its actual role in pillar recovery and ground support. Similarly, it offers the ability to provide some quality control during backfill placement. This role is seen as becoming increasingly important with the growing recognition of the need to pay greater attention to the mode of placement, which governs segregation and variation in the properties actually achieved by the backfill after placement."

"THE FIRST COMMENTATOR that I will call on is Mr. W. G. (Bill) Brissenden, Vice-President, Mines, Noranda Mines Ltd. Bill, would you care to comment.W. G. BRISSENDEN ...Mr. Chairman, Ladies and Gentlemen, I spent some time reading the four papers that were presented here, yesterday evening, and decided that the four to six minutes that I had been allotted for this afternoon were going to be pretty tough to meet. It's a very big subject and I just hope that I will be able to stay within my time limit. As has been so aptly demonstrated by the members of our panel here this afternoon young men in growing numbers continue to be attracted to careers in the mineral industry, especially to careers in mining engineering. Now from 80 the point of view that the profession may have regained its status this is indeed welcome news. However, perhaps all of the members seem to have the suspicion that the number of mining engineers that the industry can absorb is a much lower figure than previously forecast. It is said that technical school graduates are now occupying some of the jobs once considered the private preserve of the mining engineer and also that mining engineering undergraduates are having trouble locating summer employment. If these interpretations of mine are correct then we are now confronted not only with our old dilemma - whither the mining engineer - but also with an urgent need to solve it. We cannot allow our profession to become once again an undesirable one in the eyes of our youth because if we permit such a thing to happen a second time the profession may never recover."

"IntroductionMUCH PROSPECTING, exploration, and development work was done for uranium in Canada in 1952, chiefly in northern Saskatchewan and in the Great Bear Lake region of the northwest Territories. The outstanding feature of the year was the great amount of work done in preparing for production at the Ace mine of Eldorado Mining and Refining, Limited, in the Goldfields region . of Saskatchewan. Many private companies and prospectors were also active in this region. Most of the other parts of Canada where uranium has been found received less attention than during the last few years, partly because so much interest was taken in the Goldfields region.In presenting this short summary of the year's activities now, the writer is handicapped because the season is not yet over; some discoveries have probably not yet been announced, and there has not yet been time to digest the numerous reports that have been sent in by companies and prospectors. In any case it would be impossible to give details for most of the discoveries and properties, because that would require a long report, and because that information is classed as confidential until released by the discoverers and companies concerned. It is only possible, therefore, to give a few generalizations, a brief out-line of the activities in northern Saskatchewan, even briefer ,accounts of the work in other parts of the country, and a few details that property owners have informed the writer he may publish or that have already been published by the owners."

"The Sullivan mine; at Kimberley in southeastern British Columbia; is the largest silver-lead-zinc mine in the Empire and one of the largest in the world.The original discovery was made in 1892 by four prospectors. Until 1899, when the branch line of the Canadian Pacific railway from Cranbrook to Kimberley was completed, little work was done on the property. In 1900, systematic development was started, and during the next 3 years 5,000 tons of ore was shipped to the smelters at Nelson and Trail. By 1903, some 300,000 tons of ore was developed, and a smelter was started at Marysville, about 5 miles from the mine. However, this smelter closed down in 1907 because of metallurgical difficulties after treating 75,000 tons, and the property came under the control of the American Smelting and Refining Company. An option on the property was taken in 1909 by the Consolidated Mining and Smelting Company of Canada, who exercised their option in the following year. During the next 5 years by selective mining and sorting 188,000 tons of high-grade ore was produced and shipped to Trail. This tonnage came from the upper levels, about 4,600 to 4,800 feet in elevation. At the same time, deep drilling down to the 3,900-foot level showed the presence of an immense body of complex ore. In 1915, the main adit-the 3,900-foot level-was started, and by 1919 this had been driven a distance of 2 miles to develop the ore above this level. Meanwhile, progress was being made in overcoming the milling problems. An interesting account of this work was written by the staff ( 4). In 1923, the first unit of the present concentrator was erected, with a capacity of 2,500 tons a day, and thereafter the rate of production increased rapidly. In 1934 it was around 8,000 tons a day, and to date a total of about 30,000,000 tons of ore has been sent to the mill. In recent years, a considerable part of the production has come from levels between the 3,900-and 3,350-foot, which were opened by an internal incline shaft started in, 1930. In 1942, tin was added to the products separated at the concentrator."

?Ellatzite Med? is one of the biggest mining companies in Bulgaria, processing about 12,000,000 t of ore per year. Waste materials left after extraction of copper concentrate are deposited in tailings dam ?Benkovski 2?. The hydraulic structure is built according to the downstream method, through hydrocyclonization where the downstream batter and the body of the wall are formed by the separated coarse sand particles of the separated tailings. In connection with the prolonged concession of Ellatzite Med and the enlarged capacity of Benkovski 2, the tailings dam has expanded on to the surrounding terrain. To guarantee a normal hydrocyclonization and build up of a tailings wall during waste deposition from the ore mill, the technological scheme of the hydraulic transport system of Benkovski 2 has been changed.

The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

Gas and oil seeps have been known in Quebec for more than one hundred years. These occur in three main areas which contain sedimentary rocks with a total thickness estimated to vary from 6,000 to 20,000 feet. The strata in these areas are similar in many respects to those in producing areas of southwestern Ontario and the Appalachian basin, and the prospects for finding and developing commercial reserves of oil and gas in Quebec would therefore also appear to be favourable. Little of the exploratory drilling to date has been con-ducted in a systematic manner, and most of the drilling has utilized improper or inadequate equipment. Many wells have also failed to adequately test and fully evaluate the principal zones of interest. Relatively high drilling costs have hindered systematic exploration; however, with improved portable equipment, it is expected that future wells can be drilled with greater efficiency and at less cost. Most of the mineral rights in Quebec are held by the Provincial Government, and acreage can still be leased in large blocks on favourable terms.

"The zinc-lead deposit of the Lake Geneva Mining Company is on lot 7, con. VI, Hess township, Sudbury district, Ontario, about 10 miles northwest of the northern rim of the Sudbury Basin. Though a relatively small deposit, it shows some rather interesting relations to cross-cutting, pre-ore, quartz diabase dykes, which merit description.The deposit was discovered in October 1924 by J. H. Collins beneath iron-stained drift and oxidized sulphides. This proved to be the northwestern extremity of the orebody, the remainder of which extends southeast below swampy ground. Exploration began in 1927. In 1928 a vertical shaft was sunk to 250 feet and a level established at 235 feet. Later the shaft was deepened to 400 feet and new levels opened at 315 and 375 feet. In 1943 an inclined winze was sunk below the vein from the 315-foot level to a vertical depth of 640 feet, and two additional levels were opened at 525 and 615 feet respectively.The geology of the area has been described by T. T. Quirke (1), F. F. Osborne (2), F. J. Alcock (3), and Ralph Tuck (4). Private reports have also been made by Carl Tolman, J. E. Gill, and K. W. Fritzsche. Tuck's paper, covering the work completed to 1930, gives a detailed account of the character of the ore and enclosing rocks.Up to May 1944, when the property was closed, all ore above the 375-foot level and a small tonnage from below this elevation had been removed. During the summer of 1994, a new PID-based control strategy was installed on line B of the grinding circuit at the Kidd Creek Division of Falconbridge Ltd. Part I of this paper described the methodology used to select the appropriate control strategy using a phenomenological dynamic simulator. Part II presents the implementation of the control strategy. Prior to the controller installation, it was necessary to solve various problems related to the process, such as a cyclic behaviour of the rod mill feed tonnage, a problem related to the mill water source and the calibration of the flowmeters. Once these problems were solved, the control strategy was accomplished in two steps. Step 1 corresponds to the installation of control loops to regulate the pump box level and the cyclone overflow density. Step 2 describes the implementation of a loop to control the cyclone feed density. According to Part I, a loop to control the circulating load is also part of the original design. However, reasons are given to explain the rejection of this loop. For both steps, technical procedures such as filtering, process identification and controller tuning are detailed. Finally, the operator’s interface is briefly described.

"The rare earths industry started in Austria in 1887 by Carl Auer von Welsbach (1858-1929) Professor of Chemistry at the University of Vienna. The process was based on monazite sand transported from Brazil as shipping ballast free of charge. This made possible producing thorium, cerium, and other rare earths at a low cost, thus permitting the growth of the industry. However, once the Brazilian authorities realized the strategic importance of the sand, shipping was stopped. Brazil then started its own processing of the sand in 1949. The background for Auer’s work, the role of Robert Bunsen in Heidelberg, and the invention of the spectroscope will be presented. INTRODUCTIONHeidelberg on the Neckar (Figure 1) was the meeting place for chemistry students from all over Europe in the nineteenth century. Her university founded in 1386 had already a famous professor of chemistry and medecine in the Faculty of Medicine by the name Leopold Gmelin whose three - volume Handbuch der theoretischen Chemie appeared in 1817-1819, that became later a multi-volume monumental work. As successor to Gmelin came Robert Bunsen (Figure 2) in 1852 who made this university town the Mecca of chemistry students. One of his students, the English Henry Roscoe (1833-1915) who became later a distinguished professor in Manchester, described him as follows: ""As an investigator he was great, as a teacher he was greater, as a man and a friend he was greatest""."

"Nickel saprolite ores are normally mined as feed to Fe-Ni smelters or Ni matte smelting operations. The smelting processes typically require high Ni cut-off grades of approximately 1.5 to 2.2% Ni, depending on the operation. These very high cut-off grades result in a significant portion of the saprolite profile being regarded as “waste” and hence having little to no value. The Starved Acid Leach Technology (SALT) was developed to recover nickel and cobalt from nickel saprolites and Caron plant residues. Relatively small amounts of acid are applied to ground saprolites or Caron residues in order to selectively leach nickel and cobalt. The leaching is performed atmospherically under low free acid conditions. Nickel and cobalt may be recovered from the leachate as a mixed hydroxide. The mixed hydroxide may be added directly to a saprolite smelting operation or refined separately. InCoR Technologies is advancing the application of SALT at a number of sites. Bench scale testing has provided a relationship between acid addition and nickel extraction in leaching. Conceptual engineering studies have been completed by SNC Lavalin. The simplicity of the SALT technology provides the benefits of low capital and operating cost and an expected rapid ramp up to full production.INTRODUCTION The recent history of hydrometallurgical nickel laterite treatment plants has demonstrated mixed financial and operational performance. Table 1 summarizes the next generation plants built after the financial and/or technical failure of the Bulong, Cawse and Murrin-Murrin plants in Australia. The Coral Bay plants (Line 1 and 2) stand out (and now Taganito) as relatively low capital cost, simple (no acid plant, production of mixed sulfide product), and modest in scale (10, 12 and 36 kt Ni/a). However, the other plants in the list (Ravensthorpe, Ramu, Goro and Ambatovy) are all characterized by financial and technical challenges. All plants have a very high capital cost ($67,000 to $120,000 USD/annual t of Ni production). Ravensthorpe was sold by BHP Billiton after a poor startup. Ramu has had a steady ramp up but only produces mixed hydroxide for refining by others. Goro has had an extended construction period (since 2001), is high cost and has been very slow to ramp up to design production rates. Ambatovy has had a steady ramp up."

The past decade has witnessed a rapid increase in the number and variety of uses found for internal combustion engines in mining operations. Gasoline engines are now widely used for operating core drills, pumps, compressors, small hoists, switching locomotives, tractors, boats, and other equipment. The heavy-oil engine is employed for operating compressors, generators, shovels, ore-milling machinery, and- in the iron, copper, and coal districts- in connection with that' latest newcomer in modern railroading, the oil-electric locomotive. Each of these applications could well form a subject for a lengthy treatise in itself. This paper, however, will be confined to a discussion of some of the features of internal combustion engines as applied to mine compressing plants and mill drive. Perhaps at no time in the history of mining in Canada has the search for new mines been more vigorously carried on, more old properties rejuvenated, or more remote districts exploited than during the past three years. The mine operator of today has a far wider range of equipment and facilities at his disposal than had the pioneers of Rossland, Cobalt, or Porcupine. Each year now witnesses the hinterland driven farther and farther back as improved forms of transportation, machinery, and methods make possible the exploration of properties once considered too inaccessible to warrant serious attention. Howey, Sherritt-Gordon, Callinan-Flin Flon, Jackson-Manion, Picard Gold Mines, and a number of properties in British Columbia, afford excellent examples of work carried out on an extensive scale miles from a railway, or in comparatively inaccessible mountain regions.

"Training Program at Sherritt Gordon's Ruttar:. ConcentratorA formal training program for mill operators is being developed and employed at Sherritt Gordon's Ruttan Concentrator. The program was set up to fulfil the needs created by a shortage of skilled reliable labour, a 200% turnover of personnel within the first six months of operation and the rapid advances in mineral processing technology. All new employees are introduced into the Mill Department through an orientation program designed to familiarize them with the operation of the plant. All training and orientation of new employees is the responsibility of a. small training section consisting of two training foremen and one assistant. Using a combination of classroom and supervised on the job training, the training times have been cut by at least one half. High operating standards have been set and are maintained through the use of detailed manuals for each work area and competent instruction at all operating levels. The major portion of training costs arise from the salaries of the training staff but are negligible when compared to the improved recoveries, smaller turnover and less downtime. Government assistance is available to all industrial employers to offset the costs of training employees."

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest.
