Introduction From the earliest times it has been an inherent trait of man to build or create something for his own use or convenience. The need of some form of shelter other than that of the caves led him to bind together stones and other materials to form walls for his abode. Moistened clay which hardened upon drying was no doubt first employed. The Assyrians and Babylonians appear to have employed it or the bitumen found in their country. The early Egyptians and Greeks used some form of lime in their construction work. In addition to these shelters, other structures received attention, and, long before the Roman Empire was established, the Carthaginians made use of a natural cement as binding material. Portions of an aqueduct, seventy miles long, in Northern Africa, built in those early days, are still in use. The Etruscans were the first people in Italy to employ a mortar in their buildings. The Romans, learning the art from the Etruscans, improved the mortar by using a mixture of lime and volcanic ash, called 'puzzolan', and built not only roads but those famous structures, the ruins of many of which exist to this day. The Pantheon at Rome, built by Hadrian about 120 A.D., is perhaps the finest example of the early use of cement in building construction. With the decline of the Roman Empire, the art of making cement seems to have been lost, and for centuries the builders of Europe used only lime mortar. Pure limestones were selected for making the lime and great care was taken in the preparation of the mortar, the supply for one year being made the previous season and left to thoroughly slake or 'ripen' in pits covered with earth. The mortar thus produced gave excellent service above ground or where it was exposed to the hardening action of the air, but would not harden under water.

The mining industry has been put under closer scrutiny in recent years, which has led to the adoption of a plethora of initiatives in countries around the world and by international organizations, some voluntary and others mandatory, governing economic, ethical, social and environmental practices of this industry. In order to plan appropriately, secure project financing, build value and manage risks, it is imperative to identify and understand the application of this new and evolving regime, which can be described under the general label of corporate social responsibility (?CSR?) law, and to incorporate compliance policies into the day-to-day operations of mining companies. Our paper and presentation will describe this new legal framework, which includes both ?soft? law and ?hard? law adopted at the international and domestic level that governs the actions of mining companies, particularly when operating in developing countries. While the notions of hard and soft law may seem abstract and grounded in legal theory, this paper shall demonstrate how these concepts concretely apply to companies in general, and to mining companies in particular. An analysis of the recent case law in this area as well as examples of corporate ?best practices? will illustrate the application of this body of law. As will be demonstrated through the case law, non-compliance of CSR law (both ?soft? law and ?hard? law) can lead to economic penalties, difficulties in accessing capital, loss of social licenses and even the withdrawal of permits and concessions. This confirms that now more than ever, ethics and sustainable practices in mining are fundamental to building a successful business model.

A SHORTAGE of cement in the Prairie Provinces, together with an aggressive policy on the part of the Saskatchewan Government in bringing new industries to the province, combined to create a favourable set of conditions for the establishment of Saskatchewan's first cement plant on the outskirts of Regina. Built by Saskatchewan Cement Corporation Limited, this single-kiln plant, tl1e latest addition to cement producers on the Prairies, began operations in the Fall of 1956. Location of the plant followed the trend of building cement manufacturing facilities in market areas rather than at raw material sources. In 1957, all assets of the Corporation were taken over by Inland Cement Company Limited and the plant and quarry now operate as Saskatchewan Cement Company, an Inland division. The Regina plant's production makes up approximately eleven per cent of the productive capacity of all plants in the Prairie Provinces. At present, two types of cement are manufactured -normal portland and sulphate resisting.

In-situ recovery of metals is presently experiencing a revival not seen since early applications in amenable copper oxide deposits, uranium and generally applications where neither, porosity and permeability, nor process chemistry have been prohibitively difficult. With ever decreasing grades in current mining operations or Greenfields projects and ever increasing capital and operating costs, in-situ recovery is looked to as the processing option that will both unlock these deposits as well as potentially derive revenue from mineralised waste remaining in the ground once traditional mining and processing methods become uneconomical. In-situ recovery is also being looked to as a mining method that minimises the environmental impact sustained in the application of traditional energy and water intensive mining and processing operations where millions of tonnes of ore are mined from the earth, processed on surface and then disposed of in both waste dumps and tailings facilities. The key challenge facing companies like Newcrest is that these low-grade deposits or remnant mines are generally hard rock applications that require costly methods to liberate the valuable minerals. A further challenge includes identifying suitable chemistries that both facilitate the economic recovery of gold and copper and that may be considered environmentally acceptable. This paper presents a desktop study whereby the issues of access creation and chemical extraction are discussed and evaluated with a view to driving future research in the area and unlocking this application as a real processing option. INTRODUCTION Mining companies are increasingly challenged by low grade, deep and complex ore deposits which are no longer economically exploitable by current methods. The large footprint of current open pit operations can present obstacles for permitting and social acceptance. For these reasons in-situ recovery (ISR) technologies are receiving renewed attention as a technology which could be used to exploit these more complex deposits economically and with less environmental impact. The environmental impact may be further reduced if emphasis is placed on use of renewable energy sources rather than traditional grid power, gas turbine or diesel generators are employed to drive the operation. A potential renewable energy driven ISR mine of the future is shown in Figure 1.

"A reliable source of water of an acceptable quality is vital to the success of any mineral processing plant using wet methods. For Cerro Verde, a new 108,000 t/d copper mill in southern Peru, the main source of raw water is the Chili River. The Chili River is heavily contaminated with raw sewage, industrial wastewater and agricultural runoff, and can also receive high sediment loads during the rainy season. The initial water treatment plant could not supply design flows of water due to the exceptionally poor water quality. Problems with treated water quality caused significant difficulties with water consuming equipment, such as the plant cooling systems. This paper details the Cerro Verde water system and changes from design through to start up from a mineral processing perspective.INTRODUCTIONMining, and mineral processing in particular, is a water intensive activity. Improving water system design and practice are key strategic requirements in moving toward a more sustainable mining industry. This case study forms a basis for ongoing research into water use and reuse at mines and mineral process plants, conducted by AJ Gunson, under the supervision of Dr. Bern Klein and Dr. Marcello Veiga at the University of British Columbia. The case study material was gathered through involvement with the design, startup, and redesign of the Cerro Verde water system.Cerro Verde is a low-grade copper porphyry mine, located near the city of Arequipa in southern Peru, at an elevation approaching 2,800 m. In 1972, one of the world’s first copper Solvent Extraction – Electrowinning (SX/EW) facilities was built on the site, processing oxide ore from two main open pits. In 2004, the operator, Sociedad Minera Cerro Verde S.A.A. (SMCV), approved a 108,000 t/d expansion project to process sulfide ore reserves through a new concentrator plant. The plant was designed under extremely tight schedule and capital constraints, with a mandate to intentionally avoid any overdesign."

The Cummings Complex consists of three superposed sills, exhibiting a differentiation pattern: the lowest sill being the most basic and the highest sill, the most acid. Each sill is also characterized by an internal petrographic and geochemical variation which is evidence of differentiation due to fractional crystallization. The REE concentrations in the different units of the complex indicates that the three sills are comagmatic. The interpretation of these results permits the formulation of an emplacement model not previously proposed for this complex.

With growing populations, infrastructure projects are utilizing underground space to expand transportation networks, water supply and sewer disposal systems and hydropower facilities. These new projects require large diameter tunnels to meet the growing demands. As the tunnel diameter increases, not all rock mass properties are scalable and precedent experience becomes less reliable. One such non-scaleable property is lamination thickness. Numerical modelling was conducted to determine the influence of lamination thicknesses on a 16 m diameter tunnel. Five different areas of excavation response were found to exist for laminations ranging between 0.16 to 16 metres in thickness. For this tunnel diameter, critical lamination thicknesses of 6 metre and 1 metre were found to exist. Above 6 metres the excavation response was similar to isotropic models. Below 6 metres the stresses and yield are channeled by the lamination boundaries, increasing plastic deformation. Below 1m multiple lamination units become unstable and the displacements increase significantly and the shape and extent of the yield zone size changes dramatically. The yield zone is controlled by bed deflections and bed parallel shear. As the lamination thickness decreases tensile failure first begins in the haunch area and progressively extends above the crown until a self-limiting plastic yield zone shape is reach at lamination thicknesses below 0.4 metres. Conclusions drawn from observations at the Niagara Tunnel Project are those of the authors.

THE subject of taxes appears to engage our attention altogether too lightly. At least it would seem that, notwithstanding the increase in the cost of government, and its concomitant increased taxation, little constructive work is being done with a view to solving the problem of increased taxes. I believe that the inattention of the public generally to the subject of increased taxation is due largely to the fact that shareholders are not advised of the amount of taxes paid by industry. Were companies to advise their shareholders the amount of monies paid or payable out of each year's earnings for taxes in one form or another, and were such amounts compared with the amounts available for distribution to shareholders, the effect would be a general demand for more equitable taxation methods. While I am not unmindful of the burdens and inequities in taxation confronting industry generally, I believe that the mining industry in this Province does not fully appreciate the burden represented by the costs of taxation. My reason for this belief is based partly upon1the fact that no serious effort has so far been made to devise some means By which the mining industry in British Columbia might protect itself against the ever-increasing burden of taxation. In addition to this fact the widely diverse nature of mining in British Columbia makes the accumulation of comparable data a problem which, so far as I can ascertain, has never been attempted in a manner which would be authoritative. It should not be necessary to cite the effects of this burden upon any one mining company or upon any branch of the mining industry, such as coal mining, placer mining, base-metal mining, or the precious-metal mines. In my opinion, the operation of our mines by large corporations is conducive to the payment of taxes with much less protest than would be the case were the taxes being taken out of the earnings of just a few partners or a very few shareholders. We appear to be too unmindful of the taxes, paid by mining companies, of a kind that are not so prominently brought to our attention as are the taxes which are calculated upon the taxable income of the company at the end of its fiscal year. British Columbian mining companies pay many other taxes besides those which are calculated upon taxable income. Among these are school taxes, property taxes, gasoline taxes, mineral taxes, coal royalty, to say nothing of fuel-oil tax, sales tax, and excise taxes.

A campaign was undertaken during the greater part of 2001 at Noranda’s Brunswick mine concentrator to investigate the role of gas (air) superficial rate (Jg) distribution to the cells in the final Zn cleaning stage (bank of seven cells), i.e. the Jg profile. Three profiles were tested: “balanced” (each cell with same Jg), “increasing” (from cell 1 to 7 proportionally), and “decreasing,” along with an “as found” profile in a parallel control bank. The experimental design allowed for two confounding factors, changes in ore type and circulating load. The increasing profile consistently gave the best metallurgy (down-the-bank grade / recovery). The reason for improved performance was the response of the first cells in the bank where the increasing profile gave the highest selectivity of sphalerite against nonsulphide gangue (NSG). The other profiles gave lower selectivity and higher zinc recovery in the first cells, which combined to reduce overall bank performance. The higher selectivity with the Increasing profile is attributed to the low gas rate in the first cells reducing water recovery and hence limiting entrainment of NSG. The increasing profile was subsequently configured for all four stages in the zinc cleaner circuit.

"I THANK YOU for the invitation which The Mining Society of Nova Scotia extended, originally to Gordon Berry, manager 'of our Point Tupper Refinery, to join you at this meeting and discuss refining and petrochemicals in their relation to this region. There are natural advantages in Nova Scotia which have made possible, and will continue to make possible, sizeable developments both in petroleum refining and in chemicals. Equally, however, as is the case everywhere, there are certain constraints. For clarity in this presentation, I will state some of these constraints right at the beginning. First, of any future developments from now on, only a small proportion of the products can be expected to go into local markets. I can make the point best with a few figures. Petroleum companies all have market forecasts. None ever work out to be perfect, but the trends are relatively predictable and the orders of magnitude are certainly correct. The implementation of Energy Management within the global mining industry has advanced significantly during the past 20 years. Consequently, the industry?s knowledge of energy efficiency improvement opportunities, more energy efficient technologies, renewable energy technologies, energy procurement practices, and most importantly, practical approaches for integrating the energy management best practices into business processes and operational procedures has improved greatly. Based on 25 years of experience leading the management of energy in mining operations and the Canadian mining community, the author discusses the key building blocks in the evolution toward becoming an energy efficient mining facility. Sustainable energy management depends on the internalization of the behaviors related to the effective energy use by a mining organization. The paper outlines the typical business drivers that stimulate top management commitment to allocate the resources necessary for this to happen. It also explores the barriers that mining companies must overcome to maintain the commitment. Additionally, it will advocate the need for the application of the principles of organizational change management as part of the energy management implementation process. The question regarding how energy management can be made to happen in a way that is practical for an established organization is answered by providing the details of the framework for energy management, the methodology for controlling energy use, and the roadmap for integrating energy as a key business parameter and production process input variable. An Energy Management System standard developed within the Mining Association of Canada?s ( MAC ) Towards Sustainable Mining ( TSM ) initiative has played an important role in increasing the capacity of the Canadian mining industry to manage energy. The impact of the application the MAC TSM Energy/GHG Management Protocol by Canadian mining companies will be discussed. In June of 2011, the international ISO 50001 Energy Management Systems standard was finalized and published for use. The structure of ISO 50001 will be outlined along with its applicability to the mining industry. Opportunities for practically improving mining energy performance along with the most appropriate current new technologies will be identified. A brief discussion of case studies will be included that demonstrates the successful implementation of Energy Conservation Measures ( EAC?s ) and economic benefits. In conclusion, thoughts on important areas of research and development related to increasing mining energy efficiency will be provided.

?Intelligent mine? conjures up a futuristic image of unmanned extractors and loaders working in harsh conditions in a remote lunar landscape. The promise of increasing mine fleet productivity and solving the problem labor shortages in mining regions can certainly be achieved today through remote controlled extraction and automated hauling. The technology is available and it doesn?t seem to be so much science fiction when Google?s self-driving cars hurtle down the freeway. ?Intelligent mining,? on the other hand, implies the application of information technology at every phase of the mining value chain, from exploration and geological modeling to equipment, operations and maintenance, and logistics and transportation. These are really industry-specific, enterprise-class software solutions focused on using information technology to support the business processes of mining and make them more efficient and effective. Overlaying the physical world with the digital or virtual world enables us to model and simulate our assets, giving us the ability to effectively design, build, and ultimately optimize the performance and reliability of our assets throughout the lifecycle. The digital asset, often a 3D model, is created initially during the engineering and construction phase, and is handed over to the operator before the mine goes into operation. Combined with geospatial or geographic information systems, the operator has a complete digital representation of the physical world, which forms the foundation for risk and performance management, along with compliance and regulatory reporting. Laser scanning and positioning technology can be used to create point clouds ? information models consisting of millions of data points ? which enable the visualization and representation of the ?as-operated? reality. But consider that once the mine is in operation, it throws off an endless stream of data in the form of performance and condition data from sensors and monitoring devices on fixed and mobile assets through networks, servers, and services. This ?big data? can be processed and analyzed to spot trends, help predict events, and formulate reliability strategies as early as the design stage (e.g., reliability-centered design). ?Intelligent mining? implies that massive amounts of data augment the reality of the physical mine, plant, and equipment. This embedded intelligence can be used to optimize operational efficiency, increase asset availability and utilization, improve safety and environmental integrity, and maximize return on investment. Lastly, the sweet spot for intelligent mining is seen in the convergence of consumerization and industrialization. The application of ?consumer? technologies that we use every day on our iPhones and Android devices, such as cameras, motion sensors, and positioning in an industrial context, are producing ?immersive? experiences. Overlaying the digital world on the physical world and connecting them accurately through intelligent positioning results in ?intelligent infrastructure,? which is safer and more sustainable. Recently, there has been much debate as to the relevance of reporting financial results using the conventional accounting systems, which is based on historical costs, during a period of rapid inflation. In the following paragraphs , the symptoms, if not the causes, of inflation, its detrimental effect on the financial soundness of business in general and the financial reporting changes being advocated to overcome perceived weaknesses in the present financial reporting system in accounting for the effects of inflation will be reviewed. Finally, a course of action as a sound approach to the financial reporting problem will be recommended.

Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

Introduction A comprehensive study of the economics of processes for smelting iron ores has been made by the Ontario Research Foundation on behalf of the Ontario Research Commission. This survey has included investigations of all processes in commercial use, and proposed processes which are still in the experimental stage. The two main objects of this work were to discover (l) whether any known processes would be particularly suited to present and future Canadian conditions, and (2) whether any new process would be of assistance in solving the present scrap shortage in Canada. The future prospects of the Canadian iron smelting industry have changed radically in the past ten years. For nearly twenty years before 1939 no iron ore was mined in Canada. The ore used was imported, mainly from the United States and Newfoundland. The economics of iron blast-furnace smelting always force the location of blast furnaces near the source of coal for making high-grade metallurgical coke, and near the market for iron and steel, rather than near the iron ore. Blast-furnace installations in Canada are confined to the north shores of the Great Lakes with ready access to United States coal and ore and the major Canadian markets, and to Nova Scotia near the coalfields of that Province. This distribution of primary smelting capacity naturally results in relatively high prices for iron and steel in the West, the North, and in Quebec.

This paper is another of a series prepared for this program. Introductory: In dealing with a topic so large, one that involves such a multiplicity of details, and that also has certain controversial aspects, it is quite impracticable within the limits of this article to touch upon many most interesting phases and incidents. Also, to bring out the actual truth, it is necessary to make certain categorical statements. The writer believes that all such statements made here-under are supported by facts. Again, however, it is out of the question to cite all the proof. The writer, therefore, will gladly answer any pertinent criticisms or questions and thus supplement the unavoidable brevity of this paper. Controversial points will take care of themselves. Historical: For present purposes the history of gold mining in Nova Scotia may best be summed up in a very few paragraphs, in some of which the writer quotes freely from recent reports compiled by himself. The first material discovery of gold was made in the year 1860. As this and rapidly succeeding discoveries were looked upon as bonanzas, the claims were fixed at a size of 20 by 50 feet, and a yearly rental of $20 was charged. Later the claims (areas) were increased in size to 50 by 150 feet. In the year 1866 a temporarily successful company, so we are informed by a contemporary writer, owned a mill and mining plant worth $6,000. As this fact is cited with admiration, it is apparent that most of the mining and milling must have been done in a very primitive manner indeed.

Abstract The degree of cathodic protection of steel and the anode corrosion rate were determined when anodes and waters of different compositions were used at temperatures similar to those in domestic hot water tanks. Twenty different anode materials, sixteen of them magnesium-zinc-aluminium alloys, were immersed in six different synthetic waters resembling those to be found in various parts of Canada. The results showed that (1) both the degree of cathode protection and the average anode corrosion rate are affected materially by the composition of the anode material and of the water; (2) poor cathode protection is associated with low anode corrosion rate; (3) when the cathode is fully protected, the anode corrosion rate may be comparatively low or comparatively high, depending upon the composttion of the water; (4) an important relationship exists between the magnesium content of the preferred anode and the composition of the water; (5) the degree of protection is increased as the SO4 + Cl concentration of the water is increased and thus as its specific resistance is decreased. Introduction Fairly recently, the use of the active metal magnesium for the cathodic protection of less active metals has received a considerable amount of attention. This interest has been stimulated by the fact that the wartime demand for magnesium was greatly in excess of the present peacetime demand and there is a natural desire to continue operating the large magnesium plants which were built during the war. Information regarding the use of zinc and aluminium for this purpose also has been published. There is a great demand for domestic hot-water tanks which will resist corrosion satisfactorily. This problem is rather complex in view of the fact that the composition of the water used in such tanks varies greatly and depends upon the locality. The present investigation deals with the effect of water composition and anode composition on the cathodic protection of steel under conditions approaching those which exist in hot water tanks.
