Over forty years of uranium mining in the Elliot Lake region of Ontario (1956–1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and, thereby, significantly inhibit acid generation, have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited’s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on “Fix Dmacs” technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.

This paper describes the geophysical Jogging of coal that is being carried out for the National Coal Board in the United Kingdom. An explanation of the technique is given and results are presented showing estimations of seam thickness to within ±0.5 in. and ash content to accuracies of ±2.5 per cent. The basic method of interpretation is outlined and some conclusions regarding the conditions of roof and floor material which may be deduced from the logs are explained. An indication of future developments in this field, including the identification of coal type and moisture content, is given.

THE Great War forced the peoples of the world to recognize the importance of the wise development and use of the world's natural resources. Not the least, and perhaps the most, important, is the world's fuel supply- solid, liquid, and gaseous. Without fuel our civilization would be impossible, and mankind would of necessity have to congregate in the torrid zones of the earth's surface for at least six months of every year. Of the three classes of fuels the solid ones are the most plentiful, as well as being the most widely distributed, since few countries are entirely devoid of solid fuels of one kind or another. Until a hundred years ago wood was the fuel most generally used in this country, but since then coal has supplanted wood as a fuel in all its uses, except in the outlying districts and among the farming communities. For many years the supply of coal was thought to be unlimited, but as years went by more thought and study were given to the world's coal resources, until today not only are the limits known, but in one instance at least their depletion is predicted to be almost within the age of living men, unless more provident methods are put into practice for their winning and utilization.

"IntroductionON THE LAST DAY of December, 1951, a half-century of steel production was completed in the open hearth department of Dominion Iron & Steel, Limited, in Sydney, Nova Scotia.During that period, almost every known variation of basic steel making practice was used in working out a steel making process which would overcome the difficult metallurgical problems imposed by the use of Cape Breton coal and Wabana ore.This paper is presented as a brief review of these steel making practices, setting forth the fundamental metallurgical factors involved in their success or failure.Establishing the IndustryThe story of steel production at Sydney is closely interwoven with that of coal. The steel industry owes its inception to a desire on the part of the Dominion Coal Company, which was incorporated in 1893, to improve its marketing position by increasing sales of slack coal and providing a year-round demand for its product. Accordingly, the Dominion Iron and Steel Company, Limited, was incorporated on March 30th, 1899, with Mr. H. M. Whitney -who was President of the Dominion Coal Company -as its first President. The new Company was given powers to manufacture and process iron and steel, and to mine all minerals, including coal.A strong inducement to the industry was the bounty offered by the Dominion Government for the production of both iron and steel."

Hydraulic filling or sand filling is a system used to fill underground excavations with a dense pulp. Milltailings are commonly used. The resultant fill, after being placed and de-watered, is known as hydraulic fill. These fills have been effectively used to (a) provide immediate support of the workings place during stoping; (b) .facilitate the recovery of pillars; (c) limit surface damage by subsidence; (d) permit the mining of parallel hanging-wall orebodies; (e) stabilize the ground in mines, thereby reducing the rock burst hazard; (f) control and prevent mine fires; and (g) solve tailings disposal .problems. The various uses of hydraulic filling have been developed during the last ninety years. In 1864 it was employed only to control surface subsidence. Since then, this system has been successfully applied to meet specific ground support problems. Methods of handling mine-fill derived from a source outside the stope include transportation ?Of the material by hand, mechanical, pneumatic, and hydraulic means, or a combination of these methods. The hydraulic method has many advantages not found in the others; a significant advantage is the low compressibility of the material when compared to other mine-fill material. The hydraulic filling operation includes the .preparation and transportation of the pulp. The underground practices in .placing the fill vary from mine to mine. The chief reason, formerly, for using hydraulic fill was the exceptional support it provided, but recently it has proven an important means of reducing mining costs. This is especially true where labour is a large part of an alternative method, or where timber consumption is greatly reduced. The indirect benefits of hydraulic filling are probably as important as the direct benefits, and few important disadvantages exist.

"Ventilation in process buildings is key to proper mill function. Correctly engineered systems to evacuate surplus thermal energy from process areas allow optimized rates of air change, thus assuring the good functioning for the lifecycle of the process while demonstrating conformity with occupational hygiene standards. Computational fluid dynamic simulations, coupled with traditional calculations and physical modeling, can demonstrate to end users and assist engineers in the optimization of mill ventilation, reducing total installation costs while assuring that the proper solution is in place for the complete lifecycle of the process equipment. Results have been fully implemented on a number of steel mill and aluminium smelter applications and we continue to study, optimize, and innovate as new tools become available to provide the best possible engineered solutions for particular applications. INTRODUCTIONThe objective of this research project is the development and implementation of modern approaches and computational fluid dynamics (CFD) simulation in the engineering of green ventilation of hot process buildings. This will assure the predictive performance and improve the quality and ease of construction of industrial gravity ventilation equipment, along with the adjunct hot process buildings, while lowering the overall project costs and time to completion.In order for a hot process building, such as a steel mill, to properly function, heat must be extracted from within. This is accomplished by having air inlets at the bottom of the building and outlets at its apex. The reason for this is to maximize the potential chimney effect. When using stack (buoyancy) effect ventilation, the process heat becomes the driver. Therefore, increasing this distance (height) improves the ability of the heated airstream to utilize basic gravity for acceleration of the heat/air flow, allowing a regular number of air changes per hour while ensuring that the process environment remains weather resistant under normal operating conditions.This process has been understood since the time of King Charles I of England, who decreed in 1600 that buildings should have 10 foot ceilings and that windows should be made taller rather than wider to allow better smoke extraction.Figure 1 is a painting of the Bethlehem Steel Works in the 1860s, where the concept of air inlets and penthouses on the roofs for air outlet was already being put into practice. Figure 2 is an early photograph of the Pittsburgh Steel Works."

Falconbridge Ltd Raglan Mine has been in production since 1998 and has produced annually some 900 000T of ore grading 3.1% nickel, 0.9% copper and 0.06% cobalt. The mine is located in Nunavik, Northern Quebec. The current mine life is estimated at approximately 20 years. Reserves are composed of numerous small ore bodies situated across a 65 km strike length. Planning the extraction of the ten small mineralized zones represents a great challenge to optimize. The overall objective is to maximize the company?s return on net assets. Actual planning uses computerized technology tools like Automod and Mine2-4D, and a conventional discounted cash flow method (DCF) of calculating net present value (NPV). The complex setting of Raglan could benefit from advance valuation techniques such as the real options method (RO). This paper will present the characteristics if the mines that make it a good candidate to use RO to gain further insight.

This paper deals with the large iron ore concentrating plant owned by the Iron Ore Company of Canada. The plant is part of the Carol Project, which is being developed in the Wabush area of western Labrador. The mining and milling operations were officially opened in July of this year. The handling of fine material has always been considered a serious operational problem. The crushing, grinding and sizing of 50,000 tons of iron ore per day, in a dry state, could present sizeable problems in maintenance and orderliness. The operation, as a whole, embraces many recent developments in the iron ore industry. Mining operations include the latest techniques of jet piercing and blasting. Primary crushing involves a single crusher, which handles the complete production. Grinding of the ore includes the latest concepts of dry autogenous grinding in air-swept mills. The actual concentration of the ore is per-formed, in the wet state, by the use of spiral concentrators, with provision for possible flotation or magnetic separation, if required. The upgraded concentrates are either stored or pelletized, prior to shipment by rail to Seven Islands.

AS is well known, there are large and valuable deposits of coal in British Columbia, both on the mainland and on Vancouver island. These deposits are widely distributed over the Province. The chief sources of supply on the mainland are found in the Fernie and Princeton-Nicola districts and on Vancouver island in the Comox and Nanaimo districts. The coals range from a very high quality bituminous coal to lignite. On the Upper Skeena river there is said to be a very large deposit of anthracite or semi-anthracite, but this field has not been developed. Coal was first discovered in British Columbia on the north end of Vancouver island in the year 1835, but it was not until 1852 that coal mining was seriously undertaken by the Hudson's Bay Company at Nanaimo, where mining has been carried on continuously ever since that date. The production of coal in the Province continued to increase until the year 1910, when the annual output reached its peak at 3,100,000 tons and a total of 7,800 men were employed in the industry. Since 1910, the production has dropped steadily until, in 1934, only 1,347,000 tons of coal were produced and less than 3,000 men were employed. This continued decrease in production has in no way been caused by lack of coal reserves. It has been due entirely to curtailment of markets. I do not propose to discuss coal mining practice in British Columbia, where we have all sorts of mining conditions, including submarine mining. There is no lack of coal supplies for either industrial or domestic purposes, nor is there likely to be any shortage of coal in the Province for many generations. We have our mining troubles, which increase the cost of production, but there are no insuperable difficulties to prevent the extraction of a large and increasing supply of coal. Our main difficulty-in fact our only serious difficulty-is to find a market for our output, and we must consider means which can be evolved not only to conserve our existing markets but also to expand them, at any rate within the boundaries of Canada. I will therefore confine my remarks chiefly to the all-important factor of Markets for our coal.

"An evaluation of mineralization in the Goosly- Owen Lake area of central British Columbia is the result of a comprehensive geochemical study of rock samples obtained from a regional geological survey. The dispersion of metals in country rocks about a line of Tertiary intrusions suggests that these igneous bodies may be genetically related to known sulphide replacements, disseminations and vein deposits. The geochemical investigation is based on the determination of 12 elements from samples gathered from more than 800 scattered field stations. To assist processing and interpretation, the data are subjected to a variety of statistical procedures, including correlation of the elements, factor analysis, clustm• analysis and computer contouring of the elements. Some practical applications of rock geochemistry in regional exploration are indicated."

"Installation of a 3.6 km long raw coal conveyor in the Balmer open pit was undertaken to improve over-all haulage efficiency. This paper covers the rationale behind this project, system design and construction aspects and initial operating experiences. The majority of the construction work was performed by our own personnel. Where feasible, used equipment was installed to reduce capital cost and facilitate a tight construction schedule.BackgroundWestar Mining Ltd's Balmer Mine is located in the British Columbia Rockies, just outside of the town of Sparwood in the southeastern corner of British Columbia. The open pit mine, which has been in operation since 1969, currently produces about 6 million clean tonnes of coal per year, mostly for the metallurgical coal export market. Run-of-mine coal tonnages total between 9 and 9.5 million annually and waste removal volumes exceed 30 million bank cubic metres.The mine is a truck/shovel operation; loading equipment includes nine electric shovels, five front-end loaders and a hydraulic backhoe. The truck fleet consists of 40 units of 154-tonne, 181-tonne and 315-tonne capacity. The newer 154-tonne trucks are used for coal haulage for which they have been equipped , with tailgates to maximize their coal carrying capacity."

This paper discusses how elemental analysis of conveyed bulk flows in real time using PGNAA (Prompt Gamma Neutron Activation Analysis) technology has resulted in significant improvements in advancing plant control in mineral processing operations. Basis of operation of the PGNAA through belt, full stream, continuous, multi-elemental, real time analysis technology is explained. Capabilities and limitations in plant operating environments are discussed including comparison with other real time, online technologies through review of published information available for on-conveyor minerals applications. Case studies demonstrate benefits provided by this technology in two operating mines. An iron ore company had prior experience with the PGNAA analyser technology, implementing an early model in a minerals application in 2003 to develop confidence in its measurement performance and usefulness of the data. A number of analysers were subsequently included throughout the new plant design for extensive measurement and control of conveyed bulk flows, from conveying after mining through to rail load-out. A copper-gold company installed an analyser to address copper ore blending issues where an on-belt system was the only viable option for the degree of control required. Analyser suitability was evaluated through test work on site samples to determine customised multi-element precision guarantees for each application. Analyser results from normal operation are compared against laboratory analyses of multiple cross stream samples collected from conveyed flows to assess performance. Both projects discussed were able to realise benefits previously unattainable for plant quality control, surpassing capabilities of traditional technologies which were either unsuitable for measuring conveyed flows with adequate accuracy or in real time. Equipment payback within a few months was achieved for both sites. Through proven performance in these applications, the companies consider the technology an essential component in advanced plant control necessary in new process flow sheet designs, rather than an optimisation tool.

INTRODUCTION THOSE concerned with coal mining operations in Alberta have been asked repeatedly the same question, "Why is mechanization in Alberta proceeding so slowly as to lag far behind the mines in the United States?" This question is often asked in such a manner as to indicate that a severe reprimand is overdue to the mining engineers of this Province for their apparent indifference to the problem of improving their mining operations by increased mechanization. To the average person, unacquainted with mining conditions and problems, mechanization appears to be simply a matter of introducing equipment to load coal underground and, once this is done, substantial economies in operating costs will automatically follow. Invariably, those who have followed this simple reasoning have found, to their regret, that such is not the case and that effective mechanization involves something more than the mere process of introducing loading equipment into a mine. To be effective, any programme of mechanization must take into consideration all operations incidental to the mining, transportation, and handling of the coal from the working face to the tipple, and must utilize equipment which can be best adapted to any peculiar condition or circumstance prevailing in the mine concerned. In the use of such equipment, the net and final result should be an improvement in operating costs of sufficient magnitude to at least return to the operator, over a specific period of years or during the expected life of that equipment, all his investment plus a fair return on that investment.

A significant source of uncertainty in the diamond resource contained in kimberlite pipes is the volume of the pipes. Often the material within a pipe will be mined as ore, leaving the actual geometry of the pipe as a significant source of uncertainty. It is desirable to use stochastic techniques, rather than deterministic methods, to model pipe geometry because stochastic techniques generate multiple realizations that are reproducible and can be used to assess uncertainty in pipe geometry. The proposed methodology uses sequential Gaussian simulation of pierce point locations interpreted from drillholes through a kimberlite pipe. Kimberlite pipes are approximately cylindrical in shape; therefore, the data are transformed to cylindrical coordinates to facilitate the simulation of pipe geometry. Rather than using xyz coordinates to define the pierce points, z, ??and pipe radius are used. The radius variable can be simulated in z-??space to generate multiple realizations of pipe volume. Uncertainty in the volume of the pipe can then be evaluated. This methodology is demonstrated with a kimberlite pipe at BHP Billiton’s Ekati diamond mine.

"Geological and technical problems are often considered the most important ones affecting new mining projects. Typical problems and likely causes are reviewed based on current Quality Management and Continuous Improvement (QMCI) perspectives, giving particular attention to the work of W.E. Deming. As the “system approach” is an essential part of these policies, its characteristics are described with particular attention given to cultural- behavioural, organizational and systembased constraints described by J. Gharajedaghi. Given that poor communication and interaction among geologists, mineral processors and mining engineers/operators can seriously affect the adequacy of tests, project planning and execution, and mine profitability, these interrelated processes within the mining systems are analyzed and modelled. The impacts on models and simulations of ignoring typical data, information and knowledge uncertainties are addressed. Adapting W.E. Deming’s Fourteen Points, System of Profound Knowledge and insistence on leadership, and the analysis of mining system constraints, will allow the effective QMCI approach required to reduce geological and technical risks. Whenever we achieve this goal, we will be in a better position to overcome environment-, market-, finance- and community-related problems, achieve higher company and industry profitability as well as more sustained development. RÉSUMÉLes problèmes géologiques et techniques sont souvent considérés les plus importants parmi ceux qui affectent les nouveaux projets miniers. Des problèmes typiques et leur causes sont étudiés dans la perspective de gestion de la qualité et d’amélioration continue (GQAC), en relation avec les travaux de W.E. Deming. Comme l’approche système est au centre de ces méthodes, ses caractéristiques sont décrites en donnant une attention particulière aux contraintes de types culturel-comportemental, organisationnel, et systémique décrites par J. Gharajedaghi. Compte-tenu que les lacunes dans les communications et les interactions entre géologues, minéralurgistes, et ingénieurs/opérateurs miniers peuvent affecter sérieusement la validité des essais, de la planification et de l’exécution des projets ainsi que la rentabilité des exploitations, ces processus connexes font l’objet d’analyse et de modélisation. Les impacts sur les modèles et les simulations de l’incertitude des données, informations et connaissances sont soulignés. En adaptant au système minier les Quatorze Obligations et le Système de connaissance approfondie de W.E. "A study recently completed by the Prospectors and Developers Association, assisted by the author and computerized mine models he developed, presents a strong case that present tax rules severely handicap the junior exploration company relative to the established producer. This month, Tax Notes briefly summarizes the highlights of the study and some of the Association's ideas which came out of the study.IntroductionIn the case of any industry, a particular project or investment will generally generate a more attractive after-tax rate of return to a tax paying entity than to a non-tax paying entity: the ability to shelter current taxable income with tax deductions related to the project or investment can present a definite advantage as compared to shielding taxable income in the future with the same deductions. But, this advantage is probably seen nowhere more clearly than in the mining industry where the tax rules allow for substantial up-front write-off's. Studies show that the junior mining company which is earning no taxable income currently can be seriously disadvantaged, compared to the mining company which is currently generating taxable profit and paying taxes. This is particularly disturbing when one considers the importance of the junior segment of the mining industry. One might well ask where the equity is, in a tax system which causes the junior company to look at a deposit and see rock in the ground, when at the same time the deposit represents a viable mine to an operating company. This inequity and the importance of the junior mining company have been recognized to some extent in the income tax legislation. In recent years, the expansion of the rules for deducting certain earned depletion allowances against any source of income, and changes to improve the flow-through share rules, have gone part way in helping to put the junior on a more equal footing with the operating company. But it is questionable whether or not these helpful changes to the tax rules have done enough to alleviate the apparent inequities in the income tax legislation."

Introduction Tin continues to be as much a strategic metal as it was during the war. This situation is due to the fact that the tin mines in the major producing areas of Malaya and the Netherlands East Indies have not yet reached their pre-war production. Moreover, the world requirements for tin in certain fields, particularly in the food pack industries, are steadily increasing. At present, tin is still under International allocation by the Combined Tin Committee, of which Canada is a member nation. This Committee reviews periodically the availability of refined tin for export from the producing countries and makes allocations of tin to ensure equitable distribution to the consumer countries. In 1947, availability permitted an allocation of only 70 per cent of stated requirements. From 1935 to 1938 the price of tin in New York averaged 49 cents a pound and during the war the price in Canada was controlled under a subsidy programme at levels from 60 to 70 cents per pound. Just recently, this price has been raised to 96 cents. The value of the Canadian production amounts to about half a million dollars annually and the whole of this is obtained as a by-product of the lead-zinc-silver ores of the Sullivan mine in British Columbia. In 1947 Canada's imports of tin were 3,961 long tons valued at over $6,000,000. In addition, tin plate to a value of $8,000,000 was imported from the United States; the tin content of this is estimated to be from 650 to 700 long tons. An increase in domestic production would, therefore, be of great national importance, and the present high price may make the search for and development of tin deposits more attractive than it has been in the past. Although no one can foretell what future prices will be, there is reason to believe that, unless there is a drastic downward revision of production costs, the price will be maintained at present levels for some years. A number of tin occurrences are known in Canada, but none of these have been developed for their tin content alone.

Within the mining industry, the pathway from exploration, to planning, construction, operation and closure has become more complex over the last few decades. The current financial, environmental and social influences present the mining industry with unprecedented challenges and opportunities. In addition, international environmental and social reporting standards and codes are becoming increasingly robust. The reporting requirements provide an added impetus for issuers to effectively manage environmental and social impacts and risks. Reporting requirements also provide the opportunity to be transparent. The intended audience for these Environmental, Social and Governance (ESG) Guidelines for Mineral Resource and Mineral Reserve Estimation includes practitioners, industry participants at all levels of skill and experience, corporate management and board members, government agencies, academic institutions and interested parties. For practitioners, this document provides underlying key principles of environmental, social and governance practices. The ESG Guidelines provide guidance for those using environmental, social, governmental and governance information when preparing and implementing mineral exploration programs and contributing to the preparation of mineral resource and mineral reserve estimates for mineral properties that are either at the study stage (i.e., scoping / preliminary economic assessment, pre-feasibility, or feasibility studies) or in operation. The guidelines can also be used to help mineral resource and mining companies apply good practice to manage their environmental and social risks and opportunities. Companies can identify and retain appropriate professionals to prepare environmental and social materials to support company studies. The guidelines are also a resource for companies developing effective environmental and social management strategies at any project stage. This document is not intended to be prescriptive and is not intended to provide exhaustive guidance on what to consider in terms of environmental, social, legal and governmental modifying factors in the preparation of MRMR estimates. Rather, it is intended as general guidance to assist companies and practitioners in considering and applying these modifying factors for MRMR estimates. This document is also not intended to guide environmental and social impact assessment (ESIA); however, the measures needed to manage impacts help inform the constraints and costs for defining mineral resources and mineral reserves and inform the costs and schedules of mineral project studies. All documentation of MRMR estimates made by an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time (Canadian Securities Administrators, 2016a and 2016b). Disclosure is not addressed in these ESG Guidelines. Determination of what to include in disclosures is defined in the applicable Securities’ legal frameworks. Appendix A presents a summary table showing the linkage of the principles and topics in these ESG Guidelines to the potential effects on project costs, schedules, government permits and approvals, social licence to operate and financing.

"The paper formulates an evaluation procedure for examining the effects of location on the economics of developing mineral deposits. This methodology is applied to assess locational aspects of Nova Scotia's competitive position f or mine development relative to other Canadian regions and provinces. The appraisal concerns two representative mine development opportunities, a medium-size open-pit tungsten deposit, and a small underground gold deposit. The influence of regional economic conditions is initially assessed. Then, the consequences of taxation are isolated. Finally, the combined impact of regional and taxation conditions is examined. SettingThe economic potential of mining may be assessed in a number of ways. One approach, increasingly used for both corporate planning and government policy purposes, is to evaluate the competitive position of an actual or potential mineral producer in the international marketplace relative to other suppliers.Such examinations of competitive position vary from cost league comparisons of breakeven costs for operating mines, through the assessment of medium-term costs associated with developing new mine capacity, to long-term evaluations of the economics of mineral supply from the start of exploration. The complexity of the analysis increase s with the scope and timeframe of interest. Many factors are involved. One component of competitive position is the quality of the mineral resources available. Other key factors include existing technology, wage and salary rates, labour productivity, the cost of capital, infra structure requirements, distances from sources of materials supply an d to mineral markets, management attributes, organizational efficiency, government mineral policies (particularly taxation), and inflation and exchange rates.
