Strategically located within the Uravan Mineral Belt District of western Colorado, the Piñon Ridge Project is the first new uranium mill being proposed for construction in the United States in over 25 years. In 1992, dramatic changes to the US regulatory environment for uranium ore processing occurred making regulatory compliance an increased challenge for a new facility. Proposed as a 6.3 million tonne uranium milling operation, the mill will receive ore from a number of mines in the region. The project includes design and permitting of a uranium/vanadium processing facility, tailings cells, evaporation ponds, and ore stockpile pads. The focus of this paper is to provide an overview of the US regulations and how these regulations were applied to design of the mill facilities, as well as provide a status update on the project as the mill license application was submitted to the Colorado Department of Public Health and Environment (CDPHE) in November 2009.

"Sixteen miners died tragically at the Paymaster gold mine in Timmins, Ontario, in February 1945 when a badly corroded hoist rope broke. The investigation of the Royal Commission that followed arrived at a number of recommendations (The Legislative Assembly of Ontario, 1947) aimed at avoiding future disasters of this kind. One consequence was the development and legislated use in Canada, several decades ago, of powerful electromagnetic (EM) instruments for the non-destructive testing of mine shaft wire ropes. The authors have been involved for many years in the design, production, and testing of EM instruments (Geller and Udd, 1990, 1992; Geller and Kitzinger, 1991; Geller et al., 1992). Since the mid-1990s, particular attention was paid to the design and operational results obtained from the computer controlled portable MagnographTM II wire rope tester (Geller et al., 1995, 1998).In the present paper, the authors summarize further hardware- and software-related developments of this instrument. Further, an account is given of the results obtained from the most recent design known as the Perma- ScanTM testing system. This is also a computerized dual-function system. In it, however, the sensor head is designed primarily, if not solely, for permanent installation and for remotely controlled operation. This represents a basic departure from traditional designs, which were intended for ad hoc temporary installations. The remote-controlled instrument described in this paper has now been in operational use for more than four years."

"The Gorleben salt dome has been investigated since 1979 for its suitability as a repository for the disposal of high-level radioactive wastes. The geoscientific surface exploration was followed by underground exploration of the site beginning in 1983: underground excavation work included the sinking of two shafts from 1986 to 1994, the excavation of the infrastructure area and of drifts located in the first exploration area EB1 within the following years. The exploration was interrupted for ten years from 2000 to 2010 as part of a moratorium. After the expiry of the moratorium in March 2010, the geoscientific underground exploration at the Gorleben site was resumed. The investigations were interrupted again in autumn 2012 due to a political decision. The exploration programme included extensive geoscientific investigations: geological exploration, geophysical investigations, mining exploration and mining observation, laboratory tests, in-situ geotechnical measurements, geological modelling and numerical model calculations. To analyse and interpret the results of the in-situ measurements and mining observation geomechanical, thermal and thermo-mechanical model calculations were carried out. One of the main elements of the in-situ geotechnical investigations were high-resolution geothermal measurements performed in boreholes used for geological exploration and geotechnical tests.The geothermal measurements are used to evaluate several geotechnical findings, e. g. drift closure, rock deformation, stress change, and are completed by thermal model calculations to analyse and interpret the results of in-situ measurements and mining observation. The model calculations have been carried out using the special purpose JIFE code. To consider the whole exploration mine with the adjoining host rock as well as the successive excavation of drifts and boreholes in detail a three-dimensional finite-element model was developed. The model calculations are used to analyse the cooling-off of the surrounding rock of the drifts caused by ventilation. The cooling-off of the surrounding rock is an ongoing process affecting the results of further geotechnical measurements in the near field of the drifts. To predict a realistic time and space dependent distribution of the temperature field of the host rock within the exploration area which is influenced by ventilation thermal model calculations are necessary. Comparing the calculated temperature field with the in-situ determined rock mass temperature field within the exploration area EB 1 the results show a sufficient agreement. Furthermore there is very good correspondence, both qualitatively and quantitatively, between the experimental and the calculated findings regarding the temperature profiles including the effects of excavation and ventilation of the drifts."

"The East Bull Lake gabbro-anorthosite intrusion is one of several Early Proterozoic layered mafic intrusions occurring along the Southern Province - Superior Province boundary in the Elliot Lake - Sudbury region, Ontario. The base of the East Bull Lake intrusion comprises abundant plagioclase cumulates (Leucogabbronorite Zone) hosting two distinct styles of sulfide mineralization: (1) disseminated magmatic sulfides, and (2) disseminated to massive, structurally controlled sulfides. Both types of mineralization are enriched in Pd, Pt, Au, Cu and Ni. The host rocks to the sulfide mineralization display a range of interesting features including nodular textures, dendriticpegmatitic mafic pods, inclusion-rich zones (pyroxenite, anorthosite and granitic inclusions) and magmatic breccias. Disseminated chalcopyrite, pyrrhotite and pentlandite occur in concentrations of up to 100/0 within erratically distributed gossan pods near the base of the intrusion. The sulfides were originally precipitated from intercumulus liquids, but were subsequently recrystallized and locally remobilized along fractures during the major period of metamorphism and deformation that affected the East Bull Lake intrusion. The base- and precious-metal tenor of the structurally controlled sulfides can be explained by extensive remobilization and reconcentration of the pre-existing magmatic sulfides in the vicinity of a major shear zone. Both styles of sulfide mineralization locally contain ppm abundances of POE + Au and are generally Pd- and Cu-rich, although both display large variations in Pd:Pt and Cu:Ni ratios. The magmatic sulfides are more strongly enriched in POE and contain up to 1470 ppm Pd in 100% sulfide. Several factors, including source characteristics, magmatic processes (crustal assimilation, fractional crystallization) and post-magmatic interaction with hydrous fluid, have influenced the present distribution of POE, Cu and Ni in the East Bull Lake intrusion.The magmatic sulfide occurrences from the East Bull Lake intrusion compare favorably with marginal-type deposits from rift-related intrusions (Noril'sk-Talnakh region, Siberia; Duluth Complex, U.S.A.) in terms of their distribution, but are most similar to reef-type POE deposits with respect to their base- and precious-metal geochemistry. The combination of high POE tenors and large tonnages that is observed for the POE-Cu-Ni mineralization from the East Bull Lake intrusion suggests that a good potential exists for the presence of economic concentrations of Pd, Pt, Au, Cu and Ni in the intrusion. On a global scale, the East Bull Lake intrusion is part of a suite of Early Proterozoic plutons, many of which contain significant volumes of stratiform and/or marginaltype POE-Cu-Ni mineralization. The East Bull Lake intrusion is also one of the oldest mineralized intrusions derived from a sub-Superior Province mantle source region that has given rise to several significant magmatic POE-Cu-Ni deposits during the period 2.5 Ga to 1.1 Ga."

Plant and laboratory test work was performed in order to optimize a copper/zinc flotation separation circuit at Matagami concentrator, Canada. The testing identified a significant difference between the laboratory testing and the plant flotation, particularly for the sphalerite recovery in the rougher copper concentrate. Tests indicate that sphalerite recovery of the flotation concentrate in the laboratory testing was significantly higher than in the plant. The ToF-SIMS surface analysis identifies surface species responsible for the discrepancy in Zn recovery. It shows that sphalerite flotation is in response to the collector attachment and a significant enrichment of Cu on the surface of sphalerite grains. A comparative surface chemical analysis was performed on both sphalerite and chalcopyrite grains from the plant flotation and laboratory testing in order to identify surface species variability between the two testing. Two significant observations were revealed. First, there is considerably more hydrophilic iron oxyhydroxide on sphalerite surface from the plant flotation sample relative to those from the lab testing. The secondary coating likely completely or partially passivates sphalerite surfaces, reducing Cu enrichment and hence sphalerite floatability. Secondly, comparing the surface chemistry on sphalerite and chalcopyrite, the hydrophilic iron oxyhydroxide species have preference for the sphalerite grains relative to chalcopyrite. Despite numerous studies on the effect of galvanic coupling during grinding, there is limited documented evidence on the effect of the milling environment on the flotation and plant operations. This observation suggests that interaction between sulphide minerals and grinding media have a significant influence on subsequent flotation. This paper discusses the results of a detailed surface chemical evaluation of sphalerite grains from both the plant and laboratory testing in the context of grinding environments and pulp chemistry.

Start-up of a Hall-Heroult cell is a delicate task that can affect pot performance and pot life. Modem practices for high amperage cells involve preheating the lining before the molten electrolyte is poured in. Different preheating methods and heat-up schedules are used throughout the industry, and the optimum between a short start-up and damage minimization to the cell is elusive. Direct electrical coke-bed preheating is one of the most common techniques. This practice typically results in a non-uniform surface temperature distribution and can generate detrimental thermal gradients in the cathode blocks. Numerical modeling is an invaluable tool to study this complex problem and can help improve the preheating procedures. The modeling of the mechanical response of the lining is critical to detect risks of cathode block cracking or the development of gaps where liquids could leak into. Taking into account the baking of ramming paste, the quasi-brittle nature of carbon and the contact interfaces between different materials are examples of key elements to consider. A finite element slice model of a cell was built and simulations of different electrical preheating scenarios were performed using the inhouse code FESh++ to demonstrate what can be learned through thermo-chemomechanical modeling. The potential industrial application of the model is discussed.

A method has been developed to recover cyanide and copper from cyanidation effluents contaminated with thiocyanate and copper-cyanide complexes. Copper is precipitated as copper thiocyanate or as copper cyanide depending on pH and the concentrations of thiocyanate and cyanide present in the effluent. The copper precipitate presents good dewatering characteristics and can be easily separated from the effluent by thickening and filtration. The solution containing the bulk of the cyanide is then oxidized with ozone to transform the remaining thiocyanate into cyanide. This results in a regenerated solution rich in free cyanide that can be recycled to the cyanidation process. Careful control of the pH of the solution is required. First pH of the effluent is lowered to optimize the precipitation and oxidation stages, then the pH is restored to an alkaline value to regenerate the cyanide solution. Recoveries of over 96% copper are obtained. Free cyanide in the regenerated solution corresponds to up to 160% of the total cyanide contained in the original impure effluent. (The balance being accounted for by the cyanide obtained by the oxidation of thiocyanate). The efficiency of the thiocyanate oxidation stage is 85% to 90%. The method has been demonstrated at bench scale with effluents of various cyanidation plants of northern Quebec. A preliminary economic evaluation indicates that the procedure would be profitable for effluents rich in copper and thiocyanate. This is the case for most barren bleeds of Merrill Crowe and heap leaching operations and also certain CIP tailings of gold ores containing copper impurities. Environmentally the procedure is a better alternative than the current detoxification methods based on the oxidation of cyanide that do not allow for copper recovery and that have difficulties in producing a final effluent with acceptable levels of contaminants such as ammonia, thiocyanate and copper.

"Mt. Milligan is a porphyry gold/copper deposit in north-central British Columbia. Diluted and mineable drill-indicated reserves total 449 million tons at an average grade of 0.013 oz gold/ton and 0.19% copper. Large-scale commercial development of the deposit will make Mt. Milligan Canada's third largest gold mine.Metallurgical investigations for the Mt. Milligan project were done in three phases: scoping tests in the first half of 1989; bench-scale work from October 1989 to April 1990; and a pilot plant program in May and June 1990. Various process alternatives for the recovery of gold and copper are described and results are presented. Net smelter return evaluations led to the selection of optimum process conditions for maximizing revenue from gold/copper flotation concentrates.The selected flotation circuit and basic design criteria are described. Forecast average recoveries over the presently-defined 20-year project life are 75.2% for gold and 90.5% for copper in a copper concentrate averaging 17.6% copper and 1.0 oz gold/ton. 1.0 PROJECT LOCATIONThe Mt. Milligan porphyry gold/copper deposit is located in northcentral British Columbia, 150 km north of Prince George, British Columbia. The site is at an elevation of 1,100 m in an area of logged, gently-rolling topography. Nearby communities include MacKenzie and Fort St. James. Climate in the area is moderate and there is direct road access to the property. A location map is presented in Figure 1-1."

The design of dippers for cable shovels has essentially remained unchanged for the last 100 years. In the past 10 years, shovel manufacturers have started taking another look at dipper design, resulting in changes that have borne models from major manufacturers that address some of the wear conditions and material retention problems that dominate maintenance and operational costs. However, with the exception of added lateral curvatures to the front and corners of the dipper, the geometry is essentially unchanged. This paper looks at the criteria that have resulted in the first new cutting dipper design in a century. The design is based on kinematic considerations, reflected in a revolutionary geometry that matches the range of motions of the shovel, designed to minimize wear, impact loading and power required to dig, thus maximizing productivity for a minimum energy requirement. The shape configuration is such that the weight of the dipper is reduced through wall thickness, enabling a larger capacity dipper to be conceived for the same shovel. Benefits are reflected in reduced operational and maintenance costs and increased productivity.

RISKGATE is an interactive online risk management system developed by the Minerals Industry Safety and Health Centre (MISHC; University of Queensland) to assist the mining industry in implementing continual improvement in management of major unwanted events so maximising health and safety performance. A comprehensive body of knowledge has been compiled from diverse mining industry experts for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, manual tasks and slips/trips/falls. This paper presents an overview of the RISKGATE body of knowledge captured specifically for the management of unwanted events that stem from the handling and use of explosives (drill and blast) within surface coal mining operations. The knowledge presented is divided into a series of initiating events (listed below) within which there are further degrees of classification based on design, operation, and management concerns. Initiating events: ? Loss of control of explosives and associated chemicals in storage on site ? Loss of control of explosives and associated chemicals during transport ? Loss of control of explosives and associated chemicals during manufacture ? Loss of control of explosives and associated chemicals during handling and blast operations ? Loss of control of explosives and associated chemicals during disposal The system guides the user in generating substantive and leading-edge controls to assist in the design, management and reporting of drill and blast operations to meet stringent internal and external requirements. From a broader industry perspective, RISKGATE provides an environment for knowledge capture and knowledge exchange to drive innovation and best practice in the identification, assessment and management of risk. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.

Des conditions de contrainte élevée signifient une pression accrue au front de taille et sur les structures minières tels les piliers de mine et les fins de zone, un risque de rupture violente ou de coup de toit plus élevé, des zones de rupture plus grandes au pourtour des excavations, des charges accrues sur le support de terrain, etc. Le présent article fournit un aperçu du travail fait à l?intérieur du Programme de Contrôle de terrain de CANMET au cours des sept (7) dernières années, entre 1995 et 2001, pour comprendre et suivre l?évolution des niveaux de contrainte à l?intérieur des structures minières. Les propriétés déterminées en laboratoire sur des échantillons rocheux et les prévisions effectuées au moment de la conception sont comparées avec les observations effectuées en chantier à la paroi des excavations et à l?intérieur de la masse rocheuse. La plupart des cas discutés ici montrent une corrélation satisfaisante entre les observations effectuées en chantier d?une part, et les résultats d?essai obtenus en laboratoire et les calculs réalisés lors de la conception d?autre part. Ces observations peuvent donc être considérées comme des moyens relativement sûrs pour vérifier et suivre l?évolution des niveaux de contrainte présents à l?intérieur des structures minières.

"The selective flotation of lead, zinc and iron sulphide minerals is key to the economic performance of concentrators treating zinc-lead ores. Diagnostic metallurgy is a tool to quantify mineral behaviour as a function of particle size and liberation. The result of such analysis may be used to select preferred strategies to improve metallurgical performance. The zinc flotation circuits at three Teck Cominco operations: Sullivan, Polaris and Red Dog are compared here. This paper analyses operating data from each of these circuits. The effects of mineralogy and performance by particle size are emphasized. Metallurgical performance at these three concentrators varies substantially. Liberation size is the major factor in determining metallurgical performance. Complex mineralogy requires a fine grind to achieve effective liberation. Fine grinding results in offsetting decreases in concentrate grade through entrainment. The economic treatment of complex fine-grained deposits requires optimisation of regrind size for liberation without unduly compromising concentrate grade through gangue entrainment.INTRODUCTIONUntil recently Teck Cominco Metals Ltd. operated three mines treating zinc-lead ore. In order of increasing mineralogical complexity they are: the Polaris Mine on Little Cornwallis Island in Nunavut in the eastern Arctic, the Sullivan Mine in southeastern British Columbia and the Red Dog Mine in northwestern Alaska. Both the Polaris and Sullivan Mines have recently ceased to operate due to depletion of ore reserves.The ore type and associated gangue, mineralogy and iron solid solution vary significantly between these deposits. "The seismic hazard for civil engineering structures is generally defined in terms of deterministic or probabilistic acceleration response spectra at an equivalent rock outcropping. The design of tunnels, however, requires the definition of demands in terms of accelerations at ground surface (near the portals) and in terms of both accelerations and velocities at different depths within the alignment. The design near the portals is controlled by inertial effects and is often times impacted by the possibility of slope instability and rockfall, whereas the design at deep sections is controlled by kinematic effects. These effects are accounted for in practice by introducing deformation patterns in the structure that are related to an assumed wavefield, often times ignoring the effect of the structural stiffness in the response. This paper presents a study regarding the definition of seismic demands for different sections of 14-km long tunnel in the Andes (Argentina-Chile), with a maximum overburden of 1750 m in a seismically active region. The tunnel will pass through volcanic massifs mainly composed by andesites and rhyolites.The study includes the definition of spectrum-compatible seismograms, deconvolution, and definition of accelerations and peak particle velocities for different overburden conditions. A kinematic interaction study for a 500-m tall ventilation chimney shaft is also described, where a simple formulation for the interaction analysis is considered in order to more accurately evaluate shear and bending demands. INTRODUCTIONThe seismic design of linear underground structures, such as shafts and tunnels, generally considers the inertial forces near the shallow sectors (e.g., portals) and the kinematically imposed deformations for the deep sections (e.g., Hashash et al. 2001). The inertial forces are often times evaluated on the basis of design spectra recommended by seismic hazard studies. The kinematic demands for the deeper sections, however, needs to be defined in terms of additional information which is not always indicated by the seismic hazard studies, e.g.; peak particle velocities and accelerations, and their variation with depth. These parameters can be determined by means of a site response analysis, whereby outcrop motions can be deconvoluted in order to evaluate motions inside the ground mass (e.g., Schnabel et al., 1972). Hashash et al. (2001) defines factors that may be used in order to account for attenuation of motions inside the ground mass. However, these factors are provided for depths up to 30 m only, whereas depths of tunnels structures can range up to thousands of meters."

The need for augmented supplies of thermally generated power has mainly developed since the close of World War Il-in an era that has seen drastic decline in the production of indigenous coal and buoyant expansion in the supply of oil and natural gas. Although coal currently is faced with serious competition from the fluid fuels, the utility industry in particular promises an advancing market for coal, because of its abundant resource, at prices less likely to show sharp increase. The McArthur River deposit is a structurally-controlled unconformity-related uranium deposit. The mineralization is situated at the intersection of a pronounced fault zone, referred to as the P2 fault zone, and the unconformity between Paleoproterozoic Wollaston Group metasedimentary rock and Paleoproterozoic to Mesoproterozoic Athabasca Group. Mineralization is variably hosted within the Athabasca Group fault wedge and the faulted basement, consisting of twelve zones covering a strike length of 2,700 m. The main P2 fault zone consists of several reactivated foliation-parallel faults containing narrow seams of graphitic clay gouge that are separated by highly cleaved, graphitic wall rock. The mine grid east-dipping P2 fault zone is characterized by reverse offset of the unconformity surface. It varies from a single discrete fault to splay offsets consisting of two to three individual splays. The combined vertical offset along the P2 fault zone is a maximum of about 80 m. The fault has emplaced a wedge-shaped sequence of Wollaston Group metasedimentary rocks into the Athabasca Group. Foliation-oblique faults occur throughout the McArthur deposit trend. Steep east-northeast trending faults generally exhibit apparent oblique dextral sense of shear. Less common, and possibly conjugate, are steep faults trending east-southeast with an apparent sinistral sense of shear. Offsets are generally less than 10 m on these structures. South-trending and shallow west-dipping brittle faults with offsets less than 1 m are also observed while rare steep, north-trending faults are also noted locally and played a critical role in development of the Zone 2 basement-hosted mineralization.

Long-term production scheduling optimization has been a challenging issue for the mining industry because of the size and complexity of the problem. The current planning algorithms have limitations in terms of addressing the stochastic variables underlying the mine planning problem. In this paper, an intelligent agent-based mine planning framework based on reinforcement learning is introduced. The long-term mine planning is modelled as a dynamic decision network. The intelligent agent interacts with the block model by means of a stochastic simulation and employs a Q-learning algorithm to learn the sequence of pushbacks that maximizes the net present value of the mining operation. The intelligent open pit simulator (IOPS) was implemented with an object-oriented design in Java®. A comparative application case study was carried out to verify and validate the models. The proposed method was used in planning an iron ore deposit and the results were compared to the Milawa scheduler used in Whittle® software. The outcome of the study demonstrates that the intelligent agent framework provides a powerful basis for addressing real-size open pit mine planning problems.

The departments of mining in the United States and Great Britain are readjusting and contracting due to the reduction in the scale of the industry.The above factors are reviewed and their impact on the countries evaluated.IntroductionCanada trains the majority of its mining engineers domestically but a significant number are recruited from other countries. Examination of the qualifications of 200 professional engineers registered in the mining discipline in British Columbia showed that125 received their first degree from a Canadian university, 33 graduated from institutions in the United States and 42 from the rest of the world including 30 from the United Kingdom. This is a rough and-ready sample but it indicates that developments in the education of mining engineers in the United States and in Britain are relevant to the Canadian mining industry.The recent changes in the world economy and political structure have significant implications for the mining industry and for the supply and training of engineers. Change in eastern Europe coupled with the downturn in mining, especially in the European coalfields, has enabled many engineers to travel freely to the West. The low gold price and the legislative changes in Africa that have improved access to education for Africans with the ability to fill responsible positions, have reduced the South African mining industry’s overseas recruitment to a minimal level. The Australian recession has also lowered their recruitment of mining engineers from other countries."
