The Functions and the Responsibilities of the Institute The Canadian Institute of Mining and Metallurgy is unique. ln addition to the welfare of its members, it has a real interest in the welfare and promotion of one of Canada's largest and most important basic industries. It is because of this that the membership is composed of both individual and corporate members. The individual members are both technical and non-technical (Members and Associates). Both Members and Associates have the same status in the Institute and all are interested in the welfare of the mineral industry. The aims and objects of the Institute 11re twofold. The education and welfare of its individual members and the sound promotion and welfare of the mineral industry. Perhaps it might be well if we reviewed these aims and objects as stated in our Constitution: "First - To promote the arts and sciences connected with the economical production of valuable minerals and metals, by means of meetings for the reading and discu11ion of technical papers, and the subsequent distribution of such information as may be gained throo.gh the medium of publications". It cannot be denied that we have do ne a good job in this particular phase of our work. Nevertheless, there is still room for improvement. It has been suggested that we might have more discussion and, on occasions, more criticism of our papers and programmes. This can best be done if the authors will have their papers prepared in sufficient time to permit of preprints being made availa1ble before the meeting at which they are to be presented.

Ecstall Mining Limited, a subsidiary of Texasgulf Incorporated, operates the Kidd Creek mine, a 10,000- tpd base metal producer, near Timmins, Ontario. Two different ore types are mined and milled copper-zinc and silver-lead-zinc. At the highly automated Ecstall concentrator, the ores are processed by selective flotation in three individual circuits. One of the most important metallurgical tools for process control is a sample system incorporating continuous onstream X-ray analysis. Recently this system was further automated by adding computer control of reagents for two copper-zinc flotation circuits. The computer programs, utilizing optimum seeking methods and smelter contract terms, have increased copper recovery 0.8% and zinc recovery 1.6%, and reduced reagent costs by 12%. Although not anticipated, copper and zinc concentrate grades were improved modestly as well.

"Scandium International Mining Corp (SCY) has been involved in the commercial development of its Nyngan Scandium Project for about ten years. Various studies at a variety of global R&D organizations have been carried out in an attempt to define the deportment of scandium in both the limonite as well as the saprolite phases of Nyngan ore to assist with process development. Technologies such as sulfuric acid baking, high pressure acid leaching, sulfuric and hydrochloric acid atmospheric leaching and heap leaching have been extensively investigated both at the bench and pilot scale level to arrive at the most economic process flow sheet that will be discussed in some detail in this paper. Solvent extraction, ion exchange and other refining technologies have been tested and an optimum configuration has been established for the Nyngan project which is expected to be the first primary scandium mine and metallurgical plant in the world.Because of a lack of product availability the current scandium market is limited to less than 20 tons per year. Technologies have been identified to produce product with different specifications for aluminum alloys and solid oxide fuel cell applications. Preliminary economics have identified that Nyngan will be a robust and low capital cost project that can readily be expanded as the size of the scandium market increases."

"Rare earth (RE) elements are essential components of emerging green technologies. The increase in demand for these applications have driven the search and development of new rare earth deposits such as the Niobec project in Quebec, Canada. This deposit consists primarily of dolomite with significant amount of RE minerals bastnäsite and monazite, the primary sources of RE elements. Due to the minerals’ fine liberation sizes, flotation is commonly used as a concentration method. To develop an efficient process, the electrokinetic properties of the minerals must be understood. In this study, the surface properties of bastnäsite, monazite (RE minerals) and dolomite (a common gangue mineral) were investigated by zeta potential measurements. These measurements are affected by various ions present in solution; for bastnäsite, monazite and dolomite, some of these ions are H+, OH-, PO43- and CO32-. Dolomite, being a sparingly soluble mineral and a primary component of the ore, may be the greatest contributor of these ions in solution in the form of CO32- ions. Thus, different sources of CO32- ions (from dolomite dissolution and from Na2CO3) were investigated. The research work aims at elucidating how these reagents may influence the minerals’ surfaces. The results have shown that dolomite supernatant and sodium carbonate greatly affect the electrokinetic properties of each minerals. The addition of dolomite supernatant have resulted to relatively similar zeta potential of the minerals; while, sodium carbonate have affected them differently. These observations could be useful in efficient flotation of bastnäsite and/or monazite from bastnäsite-monazite-dolomite system.INTRODUCTIONThe increase in the demand for rare earth (RE) elements has driven the search and development of new deposits. Out of 53 rare earth projects in the world, 19 can be found in Canada (Hatch, 2015). These include the Niobec project of Magris Resources Company in Quebec. This deposit contains a significant amount of rare earth minerals (such as bastnäsite and monazite), with carbonates (such as dolomite) as the primary gangue minerals."

In this paper, the argument is put forth that the codes used for public reporting of mineral resources and mineral reserves have some significant limitations with regard to the information provided to investors on the short- to medium-term value of mining properties. Such limitations include a) failure to explicitly incorporate a time element and b) failure to state explicitly the quantity and quality of mineral product that will be produced for sale. A time-value framework for reporting mineral assets is proposed in order to overcome these limitations. The proposed system is based on two classification axes: a) an X-axis representing time in years during which the value of the asset is likely to be realized and b) a Y-axis representing the value identified by a mining or exploration company\u2019s activities. The potential benefits of this system are discussed, including the ability to incorporate factors, such as permitting and construction times, directly into the magnitude of the reported mineral assets. The proposed framework would assist in the standardization of mineral assets reporting in such a manner that they could eventually be more readily included in financial statements. "The present large-scale use of energy and power by the human species represents a unique event in the billions of years of geologic history. Furthermore, in magnitude, most of the development has occurred during the present century. In the United States, the peak in the rate of petroleum production occurred in 1970 and that for natural gas is imminent. The peak in the world production of crude oil is expected to occur at about the year 2000 and that for coal production at about 2150 or 2200. For other sources of energy and power, water power, geothermal power and tidal power are inadequate to replace power from fossil fuels. Nuclear power, based on the breeder reactor and utilizing lowgrade deposits of uranium and thorium, has a larger potential than the fossil fuels, but it also constitutes a large perpetual hazard. The largest source of energy available to the earth is solar radiation. This source has a life-expectancy of a geologic time scale, is nonpolluting and is larger in magnitude than any likely requirements by the human s pecies. In consequence of the large supplies of available energy, the period since 1800 has been one of an unprecedented exponential industrial growth. This also has been accompanied by a world-wide ecological disturbance, including that of the human population. It can easily be seen that such a period of growth must be ephemeral in character and, in fact, is now almost over. One aspect of this transition from a state of exponential growth to a state of nongrowth is the present alarm over an ""energy crisis."" Actually, the world's present problems are by no means unmanageable in terms of present biological and technological knowledge. The real crisis confronting us is, therefore, not an energy crisis but a cultural crisis. During the last two centuries, we have evalved what amounts to an exponential- growth culture, with institutions based on the premise of an indefinite continuation of exponential growth. One of the principal consequences of the cessation of exponential growth will be an inevitable revision of some of the tenets of that culture."

Over the past decade much of the new investment in mining has been outside of continental North America, let alone Canada. The larger Canadian Banks have pursued this offshore business through their multi-national organizations; this reflects both the increasingly international orientation of today's business environment, and to a degree, the competitive advantage of these offshore developments.The current oversupply situation in mineral markets and the increasing maturity of the Developed World Economy reduces the need for new mining projects relative to growth' in GNP. Those that are brought on stream in the future due to their competitive advantage, will continue to be pursued by lenders and equity investors alike. IntroductionProspects facing those who search for mineral wealth were described rather well more than 200 years ago by a Scottish professor of moral philosophy, who also happens to be the father of modern economics.In search for new mines, Adam Smith wrote in The Wealth of Nations, ""there seems to be no certain limits either to the possible success or to the possible disappointment of human industry"".How true that statement remains today, where we are seeing economic cyclical problems compounded by basic fundamental structural change within the mining industry.Despite the enormous advances in earth sciences during the past two centuries, the rewards of mineral exploration still remain uncertain. Even though a promising orebody is found, ultimate profitability may still depend on the vagaries of the marketplace, where large and unanticipated changes in supply, demand and prices can play havoc with the best of calculations.The Canadian mining industry has had its share of disappointment during the past few years, with savage competition, shrinking demand, declining prices, and disappearing profits. But it has also had some share of success, such as at Hernlo, which now seems certain to provide some of the lowest cost gold production in the world"

This paper provides an overview of recent applications of Computational Fluid Dynamics (CFD) to combustion related fugitive emissions problems. The aim is to illustrate the capabilities and discuss the present limitations in this field. Examples include design of retrofitted NOx reduction technology in a kiln and in a boiler, and the prediction of pollutants such as SO2 and metallurgical dust emanating from a copper flash smelting furnace. It is demonstrated that CFD is an effective tool for reducing technical risk in design, for identifying the root-cause problems and testing solutions, and for concurrently assessing emissions reduction and process impact. In addition, the value of CFD for demonstrating due diligence for regulatory compliance is discussed.

The availability and reliability of large grinding mills and their Gearless Mill Drives (GMDs) are of paramount importance for the grinding process. Although GMDs have been in service for decades, and are known for their operational efficiency (reliability and robustness with reduced operating cost per ton), compared to conventional drives, in the last decade due to certain reasons some failures led to serious unscheduled shutdowns and significant insurance events. The majority of these notable "insured" failures have happened on GMDs installed on relatively large mills, as the financial impact of a failure is proportional to the through-put of the mill. Despite the occurrences of these events, as mining operations are driven by lower ore grades and the ability to continue reducing operating costs per ton, the trend for having larger mills is still very present and there is no reason why this trend should not continue. It is obvious that if not handled correctly, the possibility of large value GMD loss events, coupled with the continuing increase in mill size or required availability and reliability targets, could potentially lead to major conflicts as it becomes difficult for the insurance companies to judge the risk and hence may result in hesitation to insure these grinding circuits. This paper will not only describe the conflicting situation from both an insurer's perspective and from an equipment supplier's perspective, but also how these conflicting challenges can be successfully mastered. It has to be noted that not only the mining companies themselves, but also their insurance companies and the involved equipment suppliers have a common interest: to reach the highest availability and reliability in order to avoid or at least minimize unscheduled shut down times, and most importantly prevent unplanned events that result in extended production stoppages or reductions in through-put of GMD driven mills. From the very beginning onwards, the complete service concept together with emergency plans must be integrated on every level in the design of the grinding circuit. This approach must be implemented continuously and without compromises by all involved parties during all following stages, such as basic design, detail design, manufacturing, quality inspection and testing, packing, transportation, storage, installation, commissioning, operation and maintenance. The concept of formal risk analysis related to mill operations, maintenance and spare parts strategies must be an integral part of mining companies? decisions related to the selection for installation and continued use of large mills powered by GMDs. The service concept in place for operating mills shall also have a clear focus on very early detection of any abnormalities, so that the risk can be mitigated and unscheduled shutdown times avoided. However, if a major failure occurs, then procedures and tools shall already be available in order to ensure that production impact is minimized.

Sherritt Gordon and Cominco, with financial assistance from the Canadian Government through PAIT, have developed a hydrometallurgical process for refining copper from sulphide concentrates. The main objective of the project was to develop a process applicable to a wide range of concentrates with respect to copper content, other metals content and impurities, within the economic parameters set by present smelting and refining practice. Other important objectives were to recover sulphur in its elemental form and not as sulphur dioxide to assure improved hygienic conditions and a negligible impact on the environment. For the most abundant and relatively refractory chalcopyrite concentrates, the first step of the process is thermal activation with hydrogen to decompose chalcopyrite and pyrite, commonly associated with it, into more reactive sulphides more amenable to leaching. The iron is then selectively extracted by sulphuric acid leaching and subsequently rejected as jarosite. High-bornite concentrates do not require thermal activation and acid leaching; they are subjected to another hydrometallurgical iron removal step. The high-grade copper sulphide resulting from iron removal, and containing all of the initial precious metals, is then leached under oxygen pressure to produce elemental sulphur and copper sulphate solution . After suitable solution purification, the copper is recovered by high-current-density electrowinning as wire-grade product. Precious metals remain in the leach residue and are recovered after separation of the gangue materials and elemental sulphur. The laboratory and pre-piloting test work had indicated copper and precious metals recoveries comparable to those achieved in current practice. The process was shown to be suitable for handling relatively low-grade concentrates and, in addition, it was capable of high recoveries of associated zinc, molybdenum, nickel and cobalt in saleable form.

New approaches for the fire refining process of blister copper have been carried out at the Codelco Norte Smelter. These have been mainly focused on modification and improvement of the process configuration based in fluid-dynamic and metallurgical studies of the oxidation and impurity treatment stages. This paper presents the results of the laboratory simulations and industrial tests performed in the 250 t anode furnace, evaluating two different process configurations: ? Bottom Bath Agitation System in the vessel during the oxidation stage, ? Dual Flux Injection System during the impurity treatment stage. The results show the possibilities of effective removal of high content of sulfur from the melt during the oxidation stage by using the bottom bath agitation. "IntroductionDURING the past quarter of a century diamond drilling, in all its phases, has increased in Canada to a very impressive total of more than 10,000,000 feet annually. Since the art of diamond drilling became recognized, some seventy-five years ago, there has been considerable improvement in both equipment and technique. The steam-powered drill rig and the hand-set diamond bit are things of the past.The purpose of this paper is to review some drilling trends •and practices over the past few years. In the preparation of the paper, the author wishes to acknowledge kind assistance of Mr. J. D. Cumming, Dr. C. H. Hitchcock, Mr. Robert H. Quintal, and many others, including staff members of the Longyear organization.Figures provided by the Dominion Bureau of Statistics for the year 1954 show that Canadian production of metallic and non-metallic minerals and structural materials had a value of $1,454.2 million, excluding radioactive products for which figures are not available. Approximately 61 per cent of this valuation comprised production of nickel, copper, gold, coal, asbestos, zinc, lead, and iron. It is certain that diamond drilling played a major role in the discovery and development of the orebodies from which these minerals were obtained.After the surface examination of an ore deposit, diamond drilling will automatically follow, in order to determine structure, grade, and tonnage.Footage drilled by mining companies and contractors on mineral exploration and blast-hole work since 1945, as reported by the Do-minion Bureau of Statistics, is shown in Figure 1."

Geochemical dispersion of metals under various environmental conditions is discussed within the frame-work of Eh (oxidation potential) and pH (acidity). In general, two aspects are considered -(1) the oxidation of certain primary sulphides in the outcrop or sub-outcrop environment, and (2) the movement of metals in different dispersion media. Practical applications of each are illustrated by means of exploration case histories representing environmental conditions in the Canadian Shield, the southwestern United States and the Caribbean.

This paper discusses some of the materials, processes and systems used in motor insulation. Among the materials mentioned are epoxies, polyesters, mica paper composites and wire enamels. Two processes developed to take advantage of the special characteristics of two of these materials are described, and how these materials are used in several new insulation systems now on the market is discussed. Finally, future trends in motor insulation are outlined.

THE gold mining industry in Canada is today the most important stabilizing influence in the country. This factor was brought out particularly during the 'depression' years, when steady employment was given to men in that industry and the monies spent in supplies and power in turn benefited the country to a great extent. At the same time, a commodity was produced which was saleable in any market of the world, thus maintaining Canada's credit in foreign markets and keeping her trade balances equalized. We have a vast area known as the Precambrian Shield. The agricultural possibilities of this area are practically negligible and it will depend entirely upon the mineral and forest resources to make this district an economic factor in the life of Canada. To date, from the mineral point of view, we have been highly successful. There are, however, still vast areas to be explored. It is tedious and laborious work, entailing great individual hard-ships and the expenditure of much energy and money. During my thirty years' experience in the search for, and operating of, gold mines, I have come to the conclusion that although individuals may give all their time, energy, and money, Governmental assistance is absolutely necessary in the development of hydro-electric power sites and roads. The Governments, to date, have given splendid co-operation along these lines, but in order that this great industry may go ahead they should continue their good work and, if possible, give greater relief from taxation to mines situated at a considerable distance from the railway.

THE law of our present industrial society is the law of the jungle. By this I mean survival of the fittest. I do not refer to man or animal or the development of superior genetic strain. Rather do I refer to one's product, one's process, or one's material of construction. Each must perform in a superior manner or it is doomed to extinction; it must be steadily improved so that it can meet the competition of ether materials, of other equipment, or other processes. We have before us the classic examples of the horse and buggy vs the automo-bile, cf silk vs nylon, of the steam locomotive vs the diesel engine; in each case, a superior product has virtually wiped out its predecessor. Furthermore, a product, process, or piece of equipment is sold on its performance, together with engineering data which define its •characteristics and performance. For the most part, the present day sales-man must deal in terms of engineering performance of his product; he must know competitive materials -their strength and limitations as well N either old fashioned salesmanship, tradition, nor custom could have saved the horse and buggy from extinction; a superior product which has been steadily and con-sistently improved won out, 'and in turn, this change-over caused a dramatic• change in our whole way of life.

It is almost exactly two hundred years since the foundations of the mining and metallurgical industries in Canada were laid. There '."'as nothing spectacular about this early start. It had to do with the most basic phases of these industries-the mining of coal and iron ore, and the manufacture of cast and wrought iron. At several points along the coast of Cape Breton island, coal seams may be seen outcropping quite conspicuously, and it is probable that they had been observed, and possibly worked in a small way, in very early times. However that may be, these coal seams have the distinction of being the first in North America of which there is any printed record, reference to them appearing in a volume by Nicolas Denys which was published in Paris in 1672. Regular coal mining in the district did not commence until about fifty years later, however. The metallurgists started their operations along the north shore of the St. Lawrence river. Here, at many points between Montreal and Quebec, are to be found deposits of bog iron ore, and in 1 730 a furnace for smelting such ore was established on the St. Maurice river. The St. Maurice forges continued in operation until 1880, and throughout that long period they were famed for the fine quality of castings produced, and also for a-superior wrought iron.

In this paper a possible methodology to supplement a predictive control approach is reported. The benefits deriving from the application of a predictive control on complex buildings lay on its capability of adapting in advance to the conditioning needs of indoor environments. In fact, the mere reactive control is usually affected by response delays, mainly determined by latency intrinsic in systems and by the massive nature of buildings, which slows down their response to changeable inputs. Hence, systems are too often solicited at their maximum power to recover against comfort deficiencies, and high consumptions are had. This paper reports on the application of a predictive approach to the Passeig de Gracia (PdG) metro station in Barcelona, which is a considerably high energy demanding building and where ventilation systems are used to control both comfort and air quality. Although an extensive simulation for estimating energy savings obtainable through that approach is currently ongoing, in this paper we detail the several components which make up a ?predictive control framework? and we perform a preliminary demonstrative simulation. In particular, the whole setup is formed by: a detailed model of PdG, which simulates the station?s ?real state?; a control model, which optimizes a given cost-function; probabilistic predictive models to infer the future state of the systems, given the assumptions on the control actions by the control module. The outcomes of this paper show that the procedure is applicable and preliminary results over a short simulation horizon of half a day are reported.

It is indicated that a national mineral policy is essential to the Canadian mineral industry."

"On January 1st 1996 Inco Limited, Tamrock OY, Dyno Explosives Group and CANMET formed a consortium for the development of robotic mining equipment. This project is a five year research and development agreement that combines the talents of the above organizations to facilitate the creation of mining equipment and systems for robotic mining.The projects are based on the communication system developed by Inco Mines Research and currently sold and marketed by Automated Mining Systems Limited. Main projects include the development and implementation of a positioning and navigation module (including a software mapping system that will be inherent to each piece of equipment), robotic systems for development and mining, and software systems to support the use of this equipment. Included in the program is the establishment of a test mine, at Inco’s 175 ore- body at Copper Cliff. This facility will allow collaboration of companies and research organizations for the design and testing of techniques and equipment for Robotic mining.This paper discusses the creation of this new research alliance, the Mining Automation Program or MAP."
