The Paracatu Expansion Project III in Brazil was implemented between 2006 and 2008 to increase the existing capacity from 20 to 61 Million tons per year of gold ore treatment. This expansion led the Brazilian subsidiary of the Canadian Kinross Gold Corporation to become the single largest gold producer in Brazil and the largest single gold concentrator in the world, with a nominal capacity to treat around 167,000 tons per day of ore. This paper describes the Project Development areas for the Paracatu Expansion, using the approach proposed by the Project Management Institute (PMI) and the methodology included in the PMBOK (Project Management Book of Knowledge). The author has more than 20 years of experience in the gold mining industry, having worked as a plant metallurgist, mill superintendent and development manager for RPM until he took the position as the Project Manager of the Paracatu Expansion III in 2005. Luis Tondo has a BSc in Mining Engineering from UFRGS-Brazil, an MScEng from the University of Queensland - Australia and an MBA degree from FDC-Brazil. Luis is currently based in Santiago-Chile, acting as the Project Director for developing projects in Latin America for the Kinross Gold Corporation.

"The Cigar Lake project will develop the world’s second largest high grade uranium deposit. The Cigar Lake Phase 1 orebody contains approximately 226 million pounds U3O8 at an average grade of 20.7% U3O8. The mine, to be operated by Cameco Corporation, will use a unique water jet boring mining method to cut previously frozen ore. A distinctive ore handling design is required to handle the high grade ore slurry exiting the mining machines. The ore will be crushed and ground underground, with the ore slurry then pumped to surface. Loaded into purpose-designed containers on tractor-trailer units, the ore slurry will be trucked to Cogema Resources Incorporated’s McClean Lake mill. McClean Lake will leach all of the ore. Forty-three percent of the resulting uranium solution will remain at McClean Lake for processing into yellowcake. The other 57% of the uranium solution will be shipped to Cameco’s Rabbit Lake mill for processing into yellowcake there. Detailed design for the Cigar Lake project is now underway. Barring regulatory or market delays, production could start up as soon as early 2005.INTRODUCTIONThe Athabasca Basin in northern Saskatchewan hosts a number of large uranium mining and milling operations, including Cluff Lake, Key Lake, McArthur River, McClean Lake and Rabbit Lake. "Abstract- Two examples are used to describe how geological features impact on the development of semi-variogram models to be used for geostatistical resource/reserve estimation of porphyry-type deposits. In the Main zone of the Huckleberry porphyry copper deposit, mineralization is concentrated in fracture zones localized in volcanic rocks, along the eastern and southern margins of a granitic stock. Mineralized volcanic rocks can be subdivided into three separate domains, each with its own preferred direction of mineralization that is reflected in contoured Cu diagrams and semivariograms.The East zone at Huckleberry deposit, spatially distinct from the Main zone, is controlled by a fracture zone elongate roughly east-westerly and bounded on the south by a major fault (easterly striking and steeply dipping) across which there is a dramatic drop in grades. The eastern part of the East zone appears to be coaxial with a large intrusive body; the western part contains a small, elongate dike-like intrusion. Contoured Cu values for many levels suggest that the principal direction of geological elongation of the east and west domains of the East zone differs significantly. Independently derived semi-variogram models for each domain are different and reflect this difference in trend.In both Main and East zones of the Huckleberry deposit, block estimates by ordinary kriging are significantly different using a domain-specific semi-variogram model than using a deposit-general semi-variogram model. The domain-specific estimates are deemed better because they are based on local controls of mineralization and have less conditional bias than those generated by the depositgeneral semi-variogram model."

On the recent trip from Vancouver to Calgary with the President, Mr. C. C. Huston, and yourself, I had the opportunity of outlining a plan based on the following: Among the aims of the Institute are, obviously, the fostering of the confraternity of those engaged in the technical and management fields of the mining and petroleum industries. This may be achieved in a number of ways, of which, to me, the interchange of ideas and experience between different parts of Canada and different sections and divisions of the Institute appears to be one of the most important. I think you and the membership as a whole are, and have been, well aware of this. The annual tour of the President .and Secretary, particularly their visits to Branches, shows this to be true. The interchange of ideas through the medium of the BULLETIN also illustrates the point; indeed, most Institute activities are directed along these lines. I am convinced that much more could be accomplished if it became financially possible to do so. Many able and fine men are, I think, willing and anxious to give their time and energy to furthering these phases of Institute activity, but it is unfair to expect them to assume as well the financial obligations involved. Specifically, I would suggest that the following could be done if sufficient funds were available:

Globalization and a growing demand for limited raw material resources have forced changes in the approach to the supply chain. This is particularly true in the case of rare earths, which are regarded as one of the most important development indicators of modern technologies. To ensure a secure supply of commodities, the European economies have been prompted to investigate REE recovery from sources which until recently, for technical or economic reasons, were considered not sufficiently attractive. An interesting example is apatite phosphogypsum waste dumps. The REE content in these waste dumps averages around 0.5-1 %. One of the most important phosphogypsum locations in Poland is the Lower Silesia region where a phosphoric acid Chemical Plant "Wizów" operated for several dozen years. In this work, rare earths are leached from the phosphogypsum crystalline structure by a chemical treatment and can then be separated into individual chemical compounds. The technology used in these recovery tests, matches up to a coherent European raw materials policy supporting effective management of resources and promoting waste materials recycling.

"Modular, predesigned diamond recovery plants have been a feature of the diamond mining industry for more than 20 years. The reasons for the selection of such a design route are contrasted with the alternative option of custom-designed route and the relative merits of the two approaches are discussed. The predesigned, modular plant is shown to be particularly applicable for the smaller operation, whether as part of a diverse alluvial mine, an auditing facility for an adjacent large plant, bulk sampling or a remote installation such as is envisaged in the Canadian diamond industry. The characteristics of the predesigned modular plant are described, as well as the inevitable compromises resulting from the concept. IntroductionThis paper explores the application of predesigned modular plants to the diamond mining industry and contrasts their features with the custom-designed installation .A predesigned modular plant is a self-contained unit, or a number of self-contained units, which, when assembled , make up a treatment facility. This is usually small scale in treatment capacity, although multiple modules may be used to increase over-all throughput.A move toward the use of such plants in the diamond mining industry resulted from the relatively unsophisticated nature of the design , the proven nature of pretested , standard plants and the low cost per tonne of capacity and their specific application in remote locations.The recovery of heavy minerals by dense medium separation (DMS) is intrinsically safe and more efficient than the older methods, such as jigs and rotary pans.All diamond recovery plants feature three distinct sections:• feed preparation• gravity separation, and• final recovery."

"Milling is the weak link in the process chain of many mineral operations. While this activity accounts for only a relatively small proportion of the direct costs of most mineral processing complexes, there are intangible and indirect costs associated with milling which are extremely large. For example, significant opportunity costs are associated with the relatively low yields which characterize this stage of the process.There are changes abroad in the world which I believe are going to cause us to reformulate the whole concept of milling. Increased competition in mineral markets are going to force managers to look anew at the high mineral values reporting to tailings which are a high opportunity cost for many operations. Tailings recovery plants are not the ultimate solution to this problem. Greater environmental concerns are going to increase the costs associated with tailings disposal and force the mining industry to look for other ways to dispose of waste products. Technology changes currently underway in manufacturing and other process industries, such as the automated 'lights-out' plant are going to be brought into this industry, and the changes will be dramatic.These are major long term changes which probably seem rather remote to many managers and professionals in existing operations which are faced with much more mundane challenges arising from day-to-day operations. However, I believe that milling is increasingly a 'lean and keen' operation involving fewer and fewer people, but who are increasingly skilled and professional. Traditional cost management approaches are no longer adequate and the industry has to take a new look at the nature of cost reduction in this core activity. This stage in the mineral process provides opportunities for value creation leading to a significant unit cost advantage for the corporations willing to adopt a total cost approach."

"Kaiser Resources Ltd. has completed feasibility studies resulting in approval of $277,500,000 for the construction of the Greenhills Surface Coal Mine, located 35 km north of Sparwood, B.C. The mine is designed to produce 1,800,000 tonnes per year of metallurgical coal over a 20-year period by conventional truck /shovel methods.The project is in the detailed design phase, with some preparation work being carried out on the site. The major construction activities are scheduled to commence in the spring of 1981. Mine development and pre-stripping will commence in July 1981, with first coal production scheduled for mid 1983.This paper will be a general description of the project and will include a discussion of the geology, reserves, mine planning, coal handling and processing, surface facilities and related topics.IntroductionProject DefinitionThe Greenhills Project is designed to produce, by conventional truck I shovel surface mining methods, 1,800,000 clean tonnes of metallurgical coal per year for twenty years . The production/ life constraints were chosen as being meaningful for planning and evaluation purposes after appraisal of the market potential and are not limited .by economic reserves. Substantial additional strippable reserves are available which would facilitate expansion of the proposed mine life and/ or capacity. In fact , all the facilities are designed so that they can be expanded in the future to accommodate a doubling of annual coal production, and certain portions of the coal processing facilities are being installed with an annual capacity of 3,600,000 tonnes. The mine will also produce approximately 2,400,000 clean tonnes of oxidized thermal coal, mostly in the first decade."

"One of the major commercially viable secondary sources of rare earths elements (REE) are the ion-adsorption ores, containing 0.05-0.3 wt% rare earth oxides physically adsorbed on the surface of clay minerals formed during weathering of lanthanide-rich rocks. Although ion-adsorption deposits are substantially lower grade than other types of rare earth sources, this is offset by the easier mining and processing costs and the low content of radioactive elements. The conventional extraction route involves ion exchange leaching with monovalent cation solutions (usually ammonium sulphate) under ambient conditions; during the process, the lanthanides are desorbed and transferred into solution, being replaced by the exchange cation. While ammonium ions are known to perform best, there is increased environmental motivation to investigate alternative lixiviants in order to minimize ammonium sulphate impact via reducing its use without considerable loss in rare earth recovery.The objective of the present research was to screen various cations salts (alkaline and alkalineearth metals present as sulphates, chlorides and acetates, respectively) in order to comparatively evaluate lanthanide desorption levels and provide a theoretical base of the observed behaviour. The overall aim is to gain a better understanding of how both cation and anion may affect the overall REE recovery from ores in order to provide alternative processing routes. The distinct exchange capabilities of cations were explained in terms of differences in cation hydration enthalpy within the same group, i.e. Cs+ > NH4 + > K+ > Na+ > Li+ and Ba2+ > Ca2+ > Mg2+. For the same cation, it was determined that REE extraction efficiency follows the order sulphate > acetate > chloride, based on dissimilarities in constants of formation values. Various process implications scenarios will be described based on using mixed cations and anion matrices."

"This paper describes the nature of stage curves and the ways in which they have been used to study the construction sequencing of tailings impoundments. They provide a simple graphical method of representing the main aspects of an impoundment, studying the effects of different impoundment geometries, and predicting and controlling impoundment operations.IntroductionThe designer o f a tailings impoundment must, at all stages of design, examine the relations hip between the volume o r tones of tailings that will be deposited at the impoundment, the height to which the tailings will rise in a given time and that rate at which the various parts of an impoundment will be constructed. The operator, if he is to keep proper control of this impoundment, must be able to examine the effect of different deposit ion rates at the impoundment, and the consequences of placing more or less tailings at different parts of the impoundment. The operator must be able to see at a glance just how much higher an impoundment will be at the end o f the following yea r of deposition, and this he must be able to do in order to formulate his annual construction and operating plans.Stage curves are the best way o f modeling an impoundment. The simple impoundment model represented by the stage curves enables the designer and operator visually to examine the relationships between the various factors, such as impoundment volume, deposition rat e and construction rate, that dictate the essential features o f impoundment design and operation.A design model for a tailings impoundment may be formulated as in Figure 1. This involves the site selection process, the definition o f a geotechnical model, a water balance model and a height-capacity-production model."

"The high rock pressures at the deeper levels of the Tsumeb Mine have necessitated the changing of the mining methods and the introduction of cable bolts. After two rockfalls in the cable-bolted stopes, the mechanics of cable bolting were investigated. Practical methods were developed to find the best grout mixtures, the bond stresses between cables and cement, the bond stresses between rock and cement and the load on the cable bolts, which was mathematically calculated from data observed underground. The design of the cable bolt support system as used at the Tsumeb Mine is explained. GeneralThe Tsumeb Mine is in northern South West Africa/Namibia, approximately 400 km by road from the capital city, Windhoek, at an elevation of 1300 m above sea level. Mining operations in Tsumeb were started in 1905 by the Otavi Minen und Eisenbahn Gesellschaft and continued, with an interruption during the Depre ssion, until 1940, when the mine was closed and taken over by the Custodian of Enemy Property. The present owner, Tsumeb Corporation Limited, obtained the mine in 1947 and restarted the underground mining operations in 1949 after the mine was dewatered. Currently, the stoping operations are between 26 Level (840 m below surface) and 38 Level (1260 m below surface). In addition, the mine is an important silver producer and has produced 670,100 kg of silver since 1947."

"The successful implementation of a new technology in an underground production mine requires many challenges to be overcome. These challenges include mine hardening of new technology, mitigation of safety risks and hazards, mine operation support, and technology transfer to mine staff. In the end, the majority of these challenges relate to the human aspects of implementation. The approach selected to overcome these challenges must be customized and appropriate for each unique situation.This paper outlines the approach used to address these challenges as part of successful implementation and resulting demonstration of the hydrogen fuel cell locomotive at the Placer Dome (CLA) Limited Campbell Mine. This technology demonstration at Campbell Mine is critical for determining technical, regulatory, and implementation aspects to be incorporated into future fuel cell prototypes such as the LHD project."

Resource development conflicts arise largely due to differences in worldview between those who support and those who oppose development. This paper illustrates how societies and civilizations with different worldviews produce different levels of creative and economic energy. A questionnaire was created to build a database of responses to test whether worldview and resource development are correlated. Factor and multivariate regression analysis determined correlations for respondent groupings. Results showed a positive correlation between the respondents\u2019 worldviews and their attitudes toward resource development. Correlations became stronger as the homogeneity of the sample subgroups increased.

"Minnova Inc. has five operating divisions thoughout Canada. One of them is Lac Dufault which was established in 1964.Lac Dufault is located 15 km north of Rouyn-Noranda, in what is known as Noranda volcanic centre, in northwestern Quebec. For more than 25 years, Lac Dufault has produced copper, zinc, gold and silver from four different mines: Norbec, Millenbach, Corbet and now Ansil.Ansil, officially in production since July 1989, is one of the deepest mines presently in production in Quebec. Presently four mining divisions produce copper, zinc, gold, silver and lead. Abstract - The Horne mine was truly a world class Cu and Au deposit. Between 1927 and 1989, it produced some 260 t of Au and 1.13 Mt of Cu from 53.7 Mt of ore that averaged 2.22% Cu, 6.1 g/t Au and 13 g/t Ag. The total value of Au and Cu production from the Horne deposit at metal prices of US$300/oz Au and US$1.00/lb Cu is an outstanding US$5.2 billion. The Horne mine was also a company builder. After optioning the property from Ed Horne (Tremoy Syndicate) in 1922, the Thomson-Chadbourne Syndicate discovered the deposit in 1923 and quickly grew to become Noranda, one of the world’s premier mining companies. This discovery fuelled exploration and, along with subsequent discoveries in the Val d’Or-Cadillac camps, led to the "economic development" of northwestern Quebec. The Horne deposit influenced and continues to influence genetic models for volcanogenic massive sulfide (VMS) deposits. Early observations at Horne contributed to an epigenetic replacement theory for VMS deposits. The most recent genetic model for the Horne, invoking sub-seafloor sulfide replacement of silicified and sericitized volcaniclastic host rocks within a graben, has subsequently been proposed for another giant VMS deposit, the Kidd Creek mine. The Horne and Kidd Creek deposits show many similarities, such as localization within synvolcanic grabens, long-lived hydrothermal activity uninterrupted by volcanism, sub-seafloor replacement sulfides, stacked sulfide lenses, zone refining, silicified footwall rocks characterized by high positive ?18O values, and association with FIII rhyolites. Notable differences between the two deposits include the lack of andesitic, basaltic or komatiitic flows at Horne, different inferred water depths, high Au content at Horne versus negligible Au, but sub-economic to economic concentrations of Sn, In and Cd at Kidd Creek.

"With the Ontario Ministry of the Environment stipulating that the cumulative concentration of copper, lead, zinc and nickel in mine mill effluent must be no greater than 1.0 milligram per litre, it has become necessary for the mining industry of find some form of treatment for the removal of heavy metals from effluent waters.To comply with these guidelines, it became necessary for Mattabi Mines Ltd., which is situated 50 miles Northeast of Ignace in Northwestern Ontario, to develop a compact, cost effective and technically sound treatment process to remove heavy metals from their tailings overflow. A design committee consisting of mine metallurgists, environmental engineers, a Dutch research and development team and the equipment supplier engineering staff was set up to accomplish this.Using some new and innovative wastewater treatment equipment, the guidelines established by the Ontario Ministry of the Environment can now be met. The sludge produced from the precipitated heavy metals is sent directly to the concentrator, thus eliminating the danger of re-dissolution of the metals in a landfill site, while recovering some of the valuable metals that would otherwise be wasted in a sludge landfill."

"Biohydrometallurgy is the use of microbiological reactions to assist in the extraction of metals. Bioleaching offers an innovative alternative for the treatment of refractory gold-bearing sulphides (1). One particular cost advantage of bioleaching is the potential to enhance gold extraction after only partial sulphide oxidation. The apparent selective sulphide oxidation is more prevalent where the refractory gold is associated with arsenic and antimony (2). Oxidation of the pyrite minerals and arsenopyrite at different oxidation rates can result in high gold extractions at relatively low levels of sulphide oxidation due to preferential, or selective, oxidation of the arsenic mineral. Arsenic extraction rates in a bioleach process typically exceed the iron extraction rate. Therefore, in concentrates in which the precious metals are principally associated with arsenic minerals, liberation of the precious metals may be possible with high recoveries and less than complete sulphide oxidation. The capital and operating cost advantages of partial sulphide oxidation are inherently obvious and are briefly illustrated herein.Ultra fine milling (UFM) is another alternative for enhancing gold extraction from refractory sulphides. Some refractory gold is simply particle size sensitive and UFM can improve gold extraction without the need for costly sulphide oxidation (3). Fine grinding technology for enhanced gold recovery developed by Metprotech, South Africa, is currently producing 2 - 4 micron ground product using a single pass, stirred ball mill. Proper application engineering has ensured that plug flow occurs through the mill. Plug flow from the feed inlet at the bottom of the reactor ensures that short circuiting of feed does not occur and as a result, the mill product does not require classification.A combination of UFM as a pretreatment for bioleaching could provide a mechanism for enhanced selective sulphide biooxidation and/or increased overall gold extraction following biooxidation due to improved particle liberation ( 4). The effect of UFM on biooxidation costs will be discussed. Only sulphide concentrates are considered herein for application of UFM in combination with biooxidation."

A strain-softening constitutive relationship is introduced that describes the post-failure stress-strain curve for rock regardless of whether the rock is intact or broken. The core of this relationship is an ?apparent friction? concept that relates the post-failure apparent cohesive and frictional characteristics of the rock to the strain. The relationship can be determined for a given rock via a series of tri-axial strength tests establishing the peak strength and corresponding strain for a range of confining pressures, together with the determination of the base angle of friction via a simple tilt test. The postulates and assumptions used in deriving this relationship are verified from results of tri-axial tests on both intact and broken rock.
