Analysis of stress corrosion cracking (SCC) usually involves high-end analytical tools including scanning electron microscope (SEM) and analytical transmission electron microscope (TEM). In recent years, focused ion beam microscope (FIB) has found many applications in materials science fields. In this study, high-resolution FIB images have shown details of crack morphology and a plan-view TEM specimen containing the selected crack-tip was successfully prepared. The preparation of cross-sectioned samples containing crack tips was of paramount importance for subsequent TEM analyses.

"The Process of gas purging in molten Aluminium has been an industrial practise for many years. The melting of alloying elements and their rapid distribution in the bath is very important. To improve the mixing and homogenisation process, at RHI NON FERROUS METALS ENGENEERING GMBH a lot of CFD calculations were done. The so developed new ""purging program"" was tested at Alumino Catalan S.A., Spain. The results of the testtrials were very satisfactory and corresponds very well with the calculated data."

Arsenic, selenium and mercury species are common contaminants in mining aqueous streams and present significant environmental and health problems. The objective of this project is to investigate methods to lower the concentrations of these elements in mining aqueous streams. A new composite media for removal of these elements of concern from mining effluents was developed. The results of bench scale and pilot plant experiments, using the media, indicated removal of arsenic, selenium, mercury and other elements of concern below detection limits.

The Ilimaussaq Intrusive Complex in south Greenland is a layered alkaline igneous body that is predominantly comprised of agpaitic nepheline syenites. The Complex is now recognized as containing vast resources of uranium in polymetallic ores that are also strongly enriched in rare earth elements (REEs) and zinc. Uranium and REEs are dominantly hosted in phosphate minerals with a minor proportion hosted in zirconium silicate minerals. Equivalent ores are yet to be mined for uranium anywhere in the world; however, studies are well advanced in confirming a process route to economically extract uranium. The Ilimaussaq Complex is considered the world?s type-locality for agpaitic rocks. Formation of the complex is attributed to four successive pulses of magma. The first produced an augite syenite, which now forms a marginal shell. This was followed by intrusion of a sheet of peralkaline granite. The third and fourth stages make up the bulk of the intrusion and are peralkaline to hyper-agpaitic in composition. The third batch of magma differentiated to produce pulaskite, foyaite and naujaite. Stage four produced the kakortokites and lujavrites, which are the units of particular economic significance. Kakortokites are strongly enriched in zirconium, niobium and tantalum, whereas the lujavrites are strongly enriched in uranium, rare earth elements, fluorine and zinc. Lujavrites are vertically zoned with arfvedonsite (black) lujavrites grading downward into aegerine (green) lujavrites. The upper most portions of the black lujavrites contain uranium concentrations of greater than 450 ppm, which decreases toward green lujavrites where uranium concentrations rarely exceeds 200 ppm. Resources defined to date in accordance with the Australian JORC code include 282 M lbs of uranium oxide at a grade of 280 ppm. With scope for several other similar sized resources within complex, the overall potential resource is of immense global significance. Metallurgical studies to date indicate that uranium can be successfully extracted from black lujavrites via an alkaline pressure leach method. This involves selectively leaching uranium with solutions containing carbonate and bicarbonate at elevated temperature and pressure. Uranium can then be recovered by hydrogen reduction to create a uranium oxide product. There is also scope to beneficiate ores as uranium and REE?s are hosted in specific mineral groups. Phosphate minerals can be effectively concentrated by froth floatation and uranium-bearing silicate minerals can be concentrated by gravitational methods. Studies indicate that REEs can be extracted from the residue following the alkaline leach process by a dilute hydrochloric acid wash, with REEs then precipitated in the form of a REE concentrate.

If you ask most diamond drillers if they have ever encountered methane gas, the answer would probably be yes. This paper explores a serious methane gas explosion that the author experienced while diamond drilling at a northerly Ontario mine. It is hoped that by documenting this event, people may be alerted to the hidden danger posed by confined methane in underground workings. Methane gas tends to be a problem the deeper you get in any Canadian gold mine. Common procedure when encountering methane is to take readings at the collar of the hole and at different lengths from the source. Monitoring continues until the readings drop below 0.25 ppm. Methane is a tasteless odorless gas that is usually locked up in the seams of the rock or is a product of decaying organic material. Occasionally, the gas is released abruptly over a short period of time. Sometimes the gas can continue to vent for months or even years. In small concentrations, methane is relatively safe. In concentrations under 0.25 ppm methane gas is considered safe to work around. Concentrations over 0.25 ppm can become dangerous. During the summer of 2001, Chris Veldhoen was drilling at a gold mine in Ontario. There were three electric hydraulic diamond drills on the 39 meter level, approximately 5200 feet deep. Two Longyear LM 55 drills were about 40 feet apart and another LM 75 was about 2000 feet away. The two LM 55?s were set up to drill holes no deeper than 350 meters. All three drills had been set up on the same spot for more than a month. None of the three drills had ever encountered methane gas in the entire time they had been drilling on the level. On the day shift of July 13 2001, the driller on Chris? cross shift hit a small pocket of gas. He tested the hole and got a reading above 0.25 ppm. He proceeded to rope off the area with a ?DO NOT ENTER - METHANE GAS? sign and a rope denying access beyond the sign. On Saturday, July 14, Chris was instructed to install a Margo plug in the hole that was emitting methane gas. Methane is usually odorless, but occasionally when encountered underground, is accompanied by a rotten egg smell. As he walked to the drill, he could not smell methane gas. He proceeded to test the hole and got a reading of 0.22 ppm methane. This number was in the acceptable range for drilling, but he plugged the hole anyway.

"The Giant claims are on the west side of Yellowknife bay about 1 ½ miles north of the settlement of Yellowknife. They were staked in 1935 by prospectors in the employ of Burwash Yellowknife Gold Mines, Limited, and were transferred to Giant Yellowknife Gold Mines, Limited, in 1937, on the incorporation of that Company. During the period 1936 to 1940 a number of surface discoveries were investigated by trenching, test pitting, and diamond drilling. A shallow inclined shaft was sunk on the Brock zone, a system of narrow and irregular quartz veins, and some 75 tons of high-grade ore was mined and shipped to the Trail smelter. In 1943 management control was acquired by Frobisher Exploration Company, Limited. An intensive campaign of diamond drilling was commenced in January 1944 and carried on continuously for 2 years. This drilling indicated the presence of substantial gold orebodies lying within well-developed shear zones. Two shafts, 1 ¼ miles apart, were sunk during 1946 and underground development started on two of the orebodies.The claims are underlain largely by rocks of the Yellowknife greenstone belt, which extends from the shore of Great Slave lake along the west side of Yell ow knife bay and northward . The most conspicuous structural features are the steeply dipping late faults. The chief of these is the West Bay, which bisects the greenstone belt at an acute angle and crosses the southern part of the Giant group. At the 'big bend' near the west boundary of the claims there is a remarkably sudden change in the strike of the fault, from about 12° N.W. to about 3° N.E. The apparent horizontal displacement along this fault is of the order of 3 miles, with the east side moved relatively north. There are also a large number of lesser faults with apparent horizontal displacements of a few feet up to l,70J feet for the Townsite fault. Most of these faults trend north to northwest. Surface examination indicates that, at least for most of them, the movement corresponds to that along the West Bay fault, that is, the east side moved relatively north. According to the available evidence, all or most•of the movem:nt along the West Bay fault and along the lesser faults was post-ore. Late diabase dyk:s that cut through ore-bearing shear zones, with chilled margins in contact with the mineralized material, are apparently displaced to the same extent as earlier geological markers. Arsenic is an unresolved problem in the mining industry considering the fact that most of the new copper deposits have high arsenic contents; stricter environmental restrictions for handling, transporting and processing complex materials are expected and stable abatement of arsenic is not extensively applied. In 2018 Chile produced 24.5% of the total copper from concentrates and in the future copper production in Chile is expected to increase, mainly associated with production of concentrates that will also contain more arsenic. China has set an import benchmark of maximum 0.5% for arsenic content in copper concentrates and this value is expected to be more restrictive in the future. On the first day of 2018 China banned the importation of scrap. Blending practice has been a business option, but it is not sustainable in the future, as “normal” copper concentrates become less and less clean. By the end of 2018, Chile formulated new regulations, increasing the capture of SO2 and arsenic to 95%. In order to comply with these regulations Chilean smelters had to make large invest large amounts of money. Disposing of arsenic as a stable residue is a pending issue. EcoMetales is a 100% subsidiary of Codelco and provides the mining industry with environmental solutions. It has a plant near Calama in Chile that treats flue dust from smelters, refinery effluents and acid solutions from acid plants. EcoMetales is fully committed to contributing to the solution to the arsenic problem. Currently we are developing four main projects: 1) Concentrates treatment. A PLCC project considering the treatment of 200 ktpy of copper concentrates with arsenic from the northern district of Codelco; 2) EPAS DET project considering the treatment of 700 m3/d of weak acid solution with arsenic from the of El Teniente devision of the Codelco acid plant; 3) Borras project, considering the recovery of valuable metals (Cu, Ag, Ge, Pb) from the flue dust leaching plant; 4) Tailings project, considering the recovery of metal values from tailings. The purpose of this work is to present the trends and treatment processes for arsenic handling in the copper mining industry with a focus on the scorodite process. INTRODUCTION Between 2000 and 2015 the global copper concentrates production has grown from approximately eleven to fifteen million metric tons per year. Chile produced 26.5% of the total copper from concentrates and in the future copper production in Chile is expected to increase, mainly as a result of the production of concentrates (Figure 1)

Global practice in copper solvent extraction is reviewed, based on individual plant operating data for 2018. The survey respondents account for almost 40% of global copper cathode production by solvent extraction and electrowinning. Regional trends in operating conditions, as related to the prevailing ore mineralogy, leaching processes, and life of mine are evaluated. The adoption and expansion of this technology in the African Copperbelt and Asia are assessed, together with the associated challenges of specific orebody characteristics. Trends in feed and electrolyte compositions and flow rates, and extractant and diluent selection, together with their impact on copper recovery are reviewed. The evolution of equipment design and associated ancillary processes are discussed, and new projects identified. INTRODUCTION Continuing from similar surveys carried out in 1997, 1999, 2003, 2007, and 2013 (Robinson, Davenport, & Jenkins, 1997; Jenkins, Davenport, Kennedy, & Robinson, 1999; Robinson, Sandoval, & Cook, 2003; Robinson, Moats, Davenport, Karcas, Demetrio, & Domic, 2007; Sole, Zarate, Steeples, Tinkler, & Robinson, 2013), global operating practice in copper solvent extraction (SX) in 2018 is reviewed. Contributing operations include established sites in the USA (8), Chile (9), Peru (2), Spain (1), Mexico (2), and Australia (2), as well as newer operations in Africa (7) and Asia (3). This survey represents 2018 copper cathode production of 1.91 Mt, or about 43% of world production by solvent extraction combined with electrowinning (SX–EW). Trends in operating conditions and performance, as well as equipment design and process technology choices are analysed. The significant expansion in production in the African Copper Belt is also discussed. There are currently about 130 operations worldwide producing some 4.6 Mt copper by SX–EW; of these, about half produced more than 10 000 t/a. Figure 1 shows global copper production by country. As it has for several decades, Chile remains dominant, with 36% of global production of cathode copper. Since 2005, the Democratic Republic of Congo (DRC) has increased production year on year, and now represents 23% of the global total (International Copper Study Group, 2017; Statistica, 2018). Copper production in Asia has grown significantly in the past decade, particularly since the ramp-up of Wanbao in Myanmar. There used to be numerous small copper SX plants in China (Schlesinger, King, Sole, & Davenport, 2011), although most of these have now shut down and Chinese production is lower than it was five years ago. The most important trend, however, is the rise of Chinese-owned mining companies, particularly in Central Africa, but also around the world more generally.

"This paper reports solvent extraction of rare earth elements (REEs) carried out using a microfluidic device and considers the REE loading limit of the organic phase under laminar flow. The microfluidic device contacts aqueous and organic phase streams for a precisely defined contact time (subsecond resolution) and then separates them for offline analysis. Experiments are reported examining the effect of contact time on extraction. We focus on three REEs: one ‘light’ (Nd), one ‘mid’ (Dy), and one ‘heavy’ (Yb) REE, which are extracted using Cyanex® 572. It appears that loading limits may be locally exceeded in the organic phase near to the liquid-liquid interface, where third phase deposits are observed. Third phase formation was also observed close to the liquid-liquid interface in two-dimensional confinement, showing similar third phase adsorption on glass plates. It is also shown that, under microfluidic flow, a typical first ‘split’ between heavy REEs and light REEs can be carried out without exceeding loading limits.INTRODUCTIONMicrofluidic solvent extraction has emerged as a useful tool for studying extraction of metals in a mineral processing context (Ciceri, Mason, Harvie, Perera, & Stevens, 2013; Ciceri, Perera, & Stevens, 2011; Kriel et al., 2015; Mason, Ciceri, Harvie, Perera, & Stevens, 2013; Priest, Zhou, Klink, Sedev, & Ralston, 2012; Priest et al., 2011). The main advantages are the extremely well-defined and tunable flow behaviour, large surface-to-volume ratios, short contact times, and minimisation of sample and reagent amounts. Two main flow configurations have been studied to date: droplet-based and co-flowing streambased extraction. In the former, droplets are formed at a microchannel junction (usually a T-junction or flow-focusing junction) and flow downstream as plugs or ‘free’ droplets. In our case, stream-based extraction, the chip is a plate (often glass) with embedded microchannels (i.e. with cross-sections of tens of micrometres) that carry the aqueous and organic phases in contact without forming droplets. Thus, these chips play the role of a mixer in a conventional mixer-settler and phase separation takes place by branching the streams or collection in a vessel at the chip outlet. Stream-based extraction requires stable streams that are usually supported by a particular channel geometry (e.g. guide structure or small ‘pillars’) or surface chemistry, and flow parallel bounded by the liquid-liquid interface(Aota, Nonaka, Hibara, & Kitamori, 2006; Hibara et al., 2005; Hibara et al., 2002). Phases are disengaged downstream at a Y-junction, which is a qualitative difference between microfluidic and bulk extractions."

"The Cohesion Weakening Friction Strengthening (CWFS) is adopted in numerical analysis to capture the observed progressive failure of hard rock pillars. As a case study, pillars at the Elliot Lake mines with width to height ratios of 0.5 to 3 were analyzed in FLAC3D. Pillars with width to height ratios of 0.5 and 1 show a very similar strain softening behavior while with width to height ratios of 2 and especially 3 indicated prolonged strain hardening. The CWFS model successfully captured the mechanism of progressive failure observed in hard rock pillars including initiation of spalling at the corners, progress of spalling towards the centre and formation of hour-glass shaped pillar, and eventually shearing through the width of pillar. Both the CWFS model and site specific empirical formula successfully separated the stable and failed cases in the Elliot Lake mines. While both models are in reasonable agreement for width to height ratios of less than 2, the empirical formula gives increasingly lower strength values for wider pillars which may result in excessively conservative and uneconomical design.INTRODUCTIONPillars are the portion of in situ rock left between the adjacent openings to maintain the stability of excavations. Conditions of equilibrium require that the loads previously carried by the excavated rocks be transferred to the pillars resulting in elevated stresses within the pillar. Hence, prediction of the behavior of pillars under these loads is important for underground design. Determination of the strength of pillars is a classic subject in underground mining. In conventional mining methods such as room and pillar operations, economic incentives point towards higher excavation ratios i.e., leaving smaller pillars between the mined excavations, while safety and stability requirements favor wider stronger pillars. In some mining methods such as caving operations, the problem is even more challenging. On one hand, the whole operation is directly dependent on the proper continuous flow of caved ore between the drawpoints which requires optimizing the spacing between drawpoints and thereby often leaving narrower pillars. On the other hand, the pillars should be wide enough to ensure the safety of mining operation. Both the blockage of drawpoints as a result of wide pillars and uncontrolled failure of narrow pillars can jeopardize the investments and mining operation.Therefore, design of pillar poses a somewhat unique challenge to rock engineers where simple conservative approaches frequently used in other design methods are no longer acceptable. The behavior of pillar under elevated loads should be predicted accurately."

"The removal of iron asgoethite from the high iron bearing solutions generated in zinc hydrometallurgy using a strong airflow device was investigated. The influence of oxygen flow, copper ion concentration, temperature and reaction time on iron precipitation as goethite was studied. The optimum conditions were: oxygen flow 0.2-0.35m3/h, copper ion concentration 0.25-0.5g/L, temperature 80-90oC, zinc oxide powder neutralizing agent and a reaction time of5to 7hours. Under the optimal conditions, the Fe2+concentration was reduced to 0.025g/L after iron precipitation, and the goethite residue contained 38.7wt.%Fe. The SEM and XRD analyses showed that the iron was present as well formed FeOOH crystals in the iron residue, and the amount of iron sulphate was very low. Production practice shows that, when the average iron concentration in the feed solution was 11.61g/L and 4.08g/L after precipitation, the weight of iron removed was 1,439kg/day. When the average iron concentration in the feed solution was 14.51g/L and 2.73g/L after precipitation, the weight of iron removed was 2,454kg/day. This represents a ~70 percent increase in iron removal.INTRODUCTIONThe objective of iron removal is to produce a small volume of iron residue, and our industrial goethite process meets this requirement. The high Fe(II) solution in our reactor isoxidized/hydrolyzed to precipitate goethite and the precipitate is sent to a pyro metallurgical furnace for final residue treatment. Some literature discusses (DengYong-guiet al., 2008;Meiguang-guiet al., 2001;Zhongzhu-qianet al., 1980) research on iron hydrolysis; one of the reported rate limiting parameters was the low availability of the oxidant when using air and another was the inhomogeneous air distribution. There are two iron hydrolysis-goethite precipitation methods; the Electrolytic Zinc process (EZ) and the Vieille Montagne process (VM) (Lei Xiang, 2006; Xuguo-qiang, 2007;ZhaoYonget al.,2005). The EZ method hydrolyzes the Fe3+directly to FeOOH. The weakness of the EZ process is the low recovery rate of the associated minor metals. The VM method reduces the iron to the ferrous state and then oxidizes the Fe(II)to Fe(III),with simultaneous hydrolysis/precipitation of the Fe(III) as FeOOH. Before iron hydrolysis, the minor metals, such as indium, could be selectively precipitated, because Fe(II)requires a high pH for hydrolysis. "It is often reported that the concept of single-plane-fracture is not sufficient to account for the productivity from shale gas/oil wells. Many researchers introduce the concept of the stimulated reservoir volume to describe observed production behaviour. However, the characteristics of the stimulated reservoir volume are not well understood. In this study, to investigate the characteristics of fractures and surrounding region induced by the hydraulic fracturing, a devised hydraulic fracturing experiment was conducted using the cylindrical shale specimens in the laboratory.Two resins were prepared as the fracturing fluid for the experiments: cyanoacrylate, an instant glue, mixed with a fluorescent paint (resin A), and methyl metaacrylate, a thermosetting acrylic resin, mixed with a fluorescent paint (resin B). These resins were able to fix within the specimen after fracturing. This is because the present study aimed to only detect fractures induced by hydraulic fracturing. Cut sections of the specimens were observed under ultraviolet light irradiation. It is expected that the hydraulically induced fractures and the surrounding regions will be detected because the induced fractures filled with the resin should emit light, while the other parts will not.The specimens, which were collected from the Kushiro Coal Mine in Hokkaido, Japan at the depth around 275 m, were roughly 85 mm in diameter, 170 mm in length, and cored normal to the sedimentary planes. An injection hole with a 10-mm diameter was drilled onto the center of the specimen parallel to the sedimentary plane to simulate hydraulic fracturing in shale gas development. The experiment was conducted under a uniaxial loading condition of 3 MPa and the fracturing fluid was injected into the sealed injection hole at a constant flow rate using a syringe pump.After the fracturing experiment, the resins were fixed in the specimens and then the cut sections were observed under ultraviolet light irradiation. As a result, the hydraulically induced fractures, which were filled with the resin, are clearly observed. Detailed microscopic observations show that the main fractures are tortuous and are accompanied by many thinner ramified fractures. Additionally, fractured regions where the resin penetrates significantly are observed around the main fractures in the specimens fractured by the resin B. These induced fractures and fractured regions are considered to be the stimulated region in which permeability is improved. The necessity of estimation on the features of fracture tortuosity and ramified fractures is indicated for more accurate understanding of the well production and the stimulated reservoir volume."

"An X-Met Analyzer was purchased from Outokumpu in late 1983for use in the Hudson Bay Mining and Smelting smelter. Its first use was in the fuming plant to give zinc assays of each charge of slag tapped from the fuming furnaces. This quickly told the operators exactly when each charge had reached its economic tap-out point, and gave supervision a fool-proof method of identifying good operation. These and other factors led to major improvements in coal utilization in the fumers and to major increases in zinc oxide production. A second unit was later purchased for the reverberatory furnace to give silica and iron assays of the slag, and these were used to make adjustments in the feed composition to maintain the desired SiO2:Fe ratio in the slag. Since purchasing the units for the furnace, the oil consumption and copper content of the slag have dropped significantly. IntroductionSmelters have lagged far behind concentrators in process control by mean s of rapid product analysis. The on-stream X-ray analyzer was developed about seventeen years ago, and soon concentrators around the world were getting assays of the incoming ore, .concentrates and tailings every fifteen minutes, and using these to control reagent additions and other process variables. Almost always, the concentrate grade and recovery improved.In smelters, product streams are solids or molten materials, not the more easily handled slurries, and until seven years ago no inexpensive equipment was available to provide rapid analysis of this type of material. In approximately 1980, several companies developed instruments based on irradiating solid samples with low-intensity gamma rays from radio-isotope sources, and measuring the secondary X-rays emitted from different elements in the sample to provide an analysis of the elements desired.The smelter staff had a close look at what was needed and listed the following points as being critical:1. ability to provide Zn assays of a sample of slag within 15 minutes of taking it, in order to achieve optimum fuming times (zinc fuming , being a batch process, had the greatest potential benefit from rapid slag analysis);2. ability to give Cu and Fe assays on the slag, and on other smelter products, such as matte and converter slag;3. ability to give Si02 assays since the SiO2 content of the slag has a strong effect on fuming rate; and4. ability to stand up to an industrial atmosphere such as exists in the fuming plant."

"A world-scale surface mining operation is associated with the Syncrude Oils ands Plant. Each day over 300 000tonnes of oils and are mined and transported to the process plant to produce 129 000 barrels of synthetic crude oil.Examples of research and maintenance engineering programs which have resulted in substantial gains in dragline and bucket wheel conveyor system productivities are discussed. Two central themes within these programs, which go beyond the usual technical support associated with a large surface mining operation, are pursued:1. the approach taken to determine the causes of component failures and provide Syncrude performance specifications to allow manufacturing industry to respond with more appropriate products; and2. systems and equipment studies which have led to higher productivity in the major mining equipment and the development of an auxiliary feed system.IntroductionA world-scale open pit mining operation is associated with the Syncrude Oils ands Plant located near Fort McMurray in northern Alberta. Over 300 000 tonnes per day of oils and are mined and transported to the process plant. Fifty million barrel s of synthetic crude oil were produced in 1987, which represents 10010 of Canada's crude oil requirement.following tree clearing and surface drainage, overburden is removed by mobile equipment ahead of oils and mining. Draglines excavate the 40 m depth of feed grad e oils and which is windrowed on the dragline bench. Bucketwheels reclaim the oils and from the windrows for transport by conveyor systems to the extraction plant surge pile.The Syncrude mine is operated in four essentially equal quadrants, each serviced by a dragline and a bucketwheel conveyor system. The mining face in each quadrant is approximately 2 km long and reclaimed oils and is transported by 1830 mm shift able conveyors over distances up to 6 km. Individual conveyors vary in length up to 2500 m.The Syncrude plant started operating in late 1978, and Figure I shows the mine production history through to the end o f 1987. Annual production volumes have increased from 50 million tonnes of oils and in 1979 to 105 million tonnes in 1987.The period from 1982has seen a change in operating philosophy, away from striving for very high production rates, to operating at sustained targetted levels within the measured capacity of the equipment. Higher over-all production volumes have resulted from being able to operate for more hours at these rates. This same period has also seen much greater emphasis placed on routine inspection of the equipment and planned preventive maintenance to avoid problems which could otherwise impact on production."

We will cover the evolution of this market and put in evidence how drastic must be the changes in the manufacturers organizations in order to, in one hand, constantly adjust to the customer demand, and in the other hand, react to the competitors' offensives on the market.

At the last annual meeting of this Institute the programme very properly was drawn up and carried out with the special object of calling attention to the Dominion's position and problems with regard to fuel supplies. That subject, always one of serious concern, was a source of considerable anxiety twelve months ago. It is still so, but in a decidedly less degree than at that time. So far as the immediate fuel situation is concerned our anxieties have been relieved. And I think we can safely say that such a consciousness of our difficulties and determination to overcome them, has been developed in the minds of our people that there will be no slackening of the offensive until a final solution is reached. In selecting a subject of major importance for the present occasion I have felt free to digress from the pressing problems of last year and to go back, for a starting point, to the presidential address of two years ago .. I do not, however, wish to enter the controversy that has developed as a result of that address, though in spite of my own failure to amass a fortune from participation in certain mining ventures, I am decidedly inclined to the optimistic view that Dr. Corless presented of the future of our mining industry. You will perhaps have observed that in its general wording the title of my paper bears a marked resemblance to that of that address. This simila1ity of titles is not accidental. It is intentional on my part.

The mines in western Canada producing steam coal will find a better opportunity this year to market their product in Winnipeg - for two reasons: First, the new wage schedules, signed with local unions at each mine, have enabled them to reduce the selling price materially. Second, the duty on slack coal coming in from the United States has been raised to 50 cents, which is equal to the duty on run-of-mine coal. This has had the effect of raising the cost of mine-run to .the importer. Formerly, it was the practice to bring in slack coal under a duty of 14 cents and lump coal under a 53-cent duty and, by judicious mixing of the two, manufacture a mine-run coal at an average duty cost of about 22 cents. Fortunately, through efforts of the Alberta Government, and other friends of the Canadian coal trade, the Federal Government was persuaded to adjust the duty on slack coal as indicated. While it will be found that the Manitoba market, this season, is slightly more easy of access we have still a long way to go before we reach the desired goal. Geographically and economically the Manitoba market should belong to western Canada. However, it has been found a very profitable market for United States mines because large tonnages of coal can be shipped, practically at the convenience of the mines, via the Great Lakes, during seasons of slack business. They will therefore not relinquish this market without a struggle.
