The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

"Mine Gallen is a zinc-rich pyritic volcanogenic massive sulphide deposit that occurs in a fault-bounded block of intermediate volcanic rocks. The block is completely surrounded at the present erosion level by the eastern part of the Lac Dufault granodiorite. The volcanic succession includes a massive feldspar porphyry that is probably a subvolcanic intrusion, an andesitic flow unit and lapilli tuffs. The latter are variably sericitized and pyritic, especially in the vicinity of the massive sulphide into which they grade.The ore body is predominantly pyritewith local sphalerite contents as high as 20%; minor chalcopyrite and trace galena are disseminated, but are found mainly along late cleavage. Most ore is a breccia of massive to banded pyrite-sphalerite, veined by massive and complexly banded sulphides. These structures formed by repeated blocky jointing, cracking, sealing, healing and annealing as hydrothermal fluid repeatedly passed through a developing sulphide mound. The deposit is interpreted to have grown on the seafloor in a manner similar to active mounds in the Galapagos rift.RESUME La Mine Gallen exploite un gisement de sulfures massifs volcan géniques comprenant essentiellement de la pyrite riche en zinc. Casting imperfections, such as porosity, in cast aluminum components greatly influence their fatigue properties. The effect of porosity on the fatigue life of 319-F and A356-T6 aluminum alloys was studied, where the porosity characteristics on the fracture surfaces of fatigue-tested samples were examined using SEM and image analysis. The results show that porosity has the most detrimental effect on the fatigue life: 92 % of all tested samples fractured due to porosity acting as the main crack initiation site. In the absence of casting imperfections, other microstructural aspects such as slip bands can be responsible ( 4 % ). The porosity was investigated in terms of the pore size at the sample fracture surface and its location i.e. near the edge or close to the interior. It was found that porosity located far from the sample surface (edge) has less influence on the fatigue crack initiation, and the fatigue life decreases as the size of the pore located at the sample surface increases. Preliminary investigations of stone resources were conducted in the La Range, Johnson Lake-Pelican Narrows-Deschambault Lake and Creighton-Amisk Lake regions of Saskatchewan. The work identified a rich variety of accessible, attractive and technically promising stone resources. Ordovician dolomites in various combinations of red, buff, yellow, grey and purple are very dense and take a very good polish. These are classified as marbles in the industry and some rival the famous marbles of Verona, Italy. A wide variety of attractive granites have been identified. Among these is a jade green stone (charnockite) and ornamental banded granites (gneisses). A dark greenish to black stone (amphibolite) with white and red veining resembles the well-known Verde Antique variety of Vermont and Italy and surpasses it aesthetically and in engineering properties. Some of these stones have been displayed at Canadian and United States expositions where they received an enthusiastic response from the international stone industry. More detailed evaluation and test quarrying of promising deposits are required. Such work could be rewarding to the industry as some stone varieties in the province have the potential for gaining international markets.

Refractory minerals .containing uranium and columbium have been successfully treated at Queen's University, Kingston, to produce high-grade concentrates. Recoveries of over 90 per cent of the uranium and columbium have been obtained when treating concentrates containing euxenite, fergusonite, betafite, and pyrochlore. The processes ?consisted -of leaching the columbium with hydrofluoric acid, and the uranium with nitric acid, sulphuric acid, or sodium carbonate solutions. The leach liquors were extracted with organic solvents from which the values were stripped and precipitated, producing final products assaying 45 to 55 per cent Ob2O5 and 60 to 70 per cent U3Os.

"In 2011, a site study indicated that the application of Honeywell’s Multivariable Predictive Control Technology (MPC) to the Goldex processing facility would provide significant opportunities for improvement. Grinding MPC was implemented in the SAG Mill in June 2015. This pilot application, called Phase 1, featured one of the first Multivariable Predictive Controllers to be installed in a Canadian mineral processing plant. Since the implementation of MPC, gold recovery from the gravity circuit has increased. MPC contributed to a decrease in flotation feed particle size (120 to 112 µm) and an increase in the SAG feed tonnage (8.5% increase). MPC also increased and stabilized the % solids of the SAG feed, which can have an impact on cost reduction (mechanical maintenance). Additionally, MPC increased productivity, providing grinding operators with more time to perform other tasks. Further anticipated benefits include the standardization of the grinding circuit operation from one team to the next, thereby minimizing circuit disturbances resulting from different operating philosophies. This paper will discuss the advanced control project development and justification, the technology and rapid implementation process, the performance results and the benefits obtained.IntroductionGoldex is an underground mine located near Val-d’Or that is owned and operated by Agnico Eagle Mines Limited (AEM). Between 2008 and 2011, mining focused on the Goldex Extension Zone (GEZ). In 2011, the project was halted due to geotechnical problems; operations ceased until late 2013. Goldex operations resumed in September 2013 with the M and E zones, for which there were 0.7M gold ounces of proven and probable reserves, 2.1M ounces of measured and indicated resources and 1.2M ounces of inferred resources, totalizing 4M ounces. Life expectancy was extended until 2024."

Diatomaceous or infusorial earth, also called diatomite; fossil meal, or kieselguhr, is derived from the lowest form of vegetable life, the unicellular alga:. It consists of the siliceous remains of extremely minute aquatic plants, which exist in both salt and fresh water. Light i~ a prerequisite to their development. These very small particles secrete silica in much the same way that molluscs secrete lime to form their shells. The diatoms at death sink to the bottom of the body of water in which they lived, and the organic matter gradually decays and is washed away, leaving the skeletons. Thousands of years are required by this means to develop bed5 of sufficient thickness to be of commercial value. The siliceous remains vary in size according to the species, but all are very minute and, as a general rule, they can be identified only under a high-power microscope. Over one thousand types have been distinguished and named. They are all composed of a hydrous or opalescent form of silica, with silica content ranging from seventy to ninety-five per cent. Magnified, they present an attractive sight, a very fragile structure with many interstitial openings known as cells. Many of them consist of two parts, defined as valves, held together by means of a girdle. Certain species, belonging to the Pinnularia family appear as a long comb, in half longitudinal section. The spaces between the teeth are the cells. This particular genus is very common in Nova Scotian deposits.

Bulk Metallic Glasses have a high potential as advanced engineering materials due to their various properties including strength and corrosion resistance, to name a few. This paper investigates amorphous phase formation and rapid solidification characteristics of impulse atomized Co-based alloys in order to understand and control the application properties of the final products. Amorphous fraction and kinetic crystallization properties of the atomized Co-based alloy powders were quantified by means of Differential Scanning Calorimetry. In addition, different but complementary characterization tools were used to analyze microstructures of the powders. These include optical microscopy, X-ray diffraction and micro-hardness tests. While the amorphous fraction within the powders is promoted by high cooling rate and smaller powder size as expected, hardness is found to decrease with the fraction of amorphous phase.

Acidic mine waters containing solubilized uranium have been observed in many uranium and some copper mines. In every case, the sulphide and iron oxidizing bacterium, Thiobacillus ferrooxidans, was also present. This bacterium provides the ferric iron required to oxidize u+4, both by oxidizing available ferrous iron and by oxidizing pyrite or other available sulphide minerals. This latter oxidation also provides sulphuric acid and may increase extraction by exposing more uranium. The enhancement of bacterial activity and the results of some field tests are discussed.

"The influence of lead ions on zinc electrowinning process was investigated by means of electrochemical noise measurements (ENMs) and cyclic voltammetry in conjunction with scanning electron microscopy and X-ray diffraction. All electrochemical experiments were performed in sulphuric acid electrolyte containing different lead ion concentrations as impurity. Lead was added in six trace levels between 0.05–0.8 mg/L in the bath. The lead content of the zinc deposits was dependent on the introduced lead concentrations. The overpotential associated with zinc electrodeposition shifted to higher values with the increase of lead concentration in the solution. An appropriate correlation was found between the different concentrations of lead in the electrolyte and the morphology of zinc deposit by ENM. The results showed that the increase of lead ion concentrations is generally accompanied with the decrease of skew and increase of kurtosis values that could be related to the morphology of zinc deposit. Effectively, the morphology changes from well-defined hexagonal platelets to large hexagonal, layered platelets and finally to non-symmetric refined crystalline structure, respectively.INTRODUCTION In commercial zinc electrowinning, zinc oxide is leached from the roasted calcine with an aqueous acid sulfate electrolyte. Then the zinc-rich solution is purified and transferred into an electrolytic cell. During electrolysis, zinc is deposited on aluminum cathode where lead-silver or pure lead is served as anode. Electrodeposition of zinc could be influenced by several parameters such as bath acidity, temperature, current density, the nature and concentration of impurities as well as additives in electrolyte. Separation of a magnetic fraction from nickel concentrate following matte flotation, and its treatment in a separate circuit enable reduces precious metals losses. The magnetic fraction is treated in two stages of oxidative leaching: atmospheric and pressure leaching. A study of the atmospheric stage, using mathematical modelling, is described in this paper. The mathematical model and experimental data were used to carry out industrial process calculations. The model enabled extrapolation of the results of batch laboratory test to industrial-scale continuous processing and the selection of optimal process conditions and large-scale equipment. In December 2004, commercial oxidative leaching tests were performed on the magnetic fraction at the Severonickel Plant (Monchegorsk, Russia). A comparative analysis of the mathematical modelling results and the actual process parameters is presented.

Introductory: In dealing with a topic so large, one that involves such a multiplicity of details, and that also has certain controversial aspects, it is quite impracticable within the limits of this article to touch upon many most interesting phases and incidents. Also, to bring out the actual truth, it is necessary to make certain categorical statements. The writer believes that all such statements made here-under are supported by facts. Again, however, it is out of the question to cite all the proof. The writer, therefore, will gladly answer any pertinent criticisms or questions and thus supplement the unavoidable brevity of this paper. Controversial points will take care of themselves. Historical: For present purposes the history of gold mining in Nova Scotia may best be summed up in a very few paragraphs, in some of which the writer quotes freely from recent reports compiled by himself. The first material discovery of gold was made in the year 1860. As this and rapidly succeeding discoveries were looked upon as bonanzas, the claims were fixed at a size of 20 by 50 feet, and a yearly rental of $20 was charged. Later the claims (areas) were increased in size to 50 by 150 feet. In the year 1866 a temporarily successful company, so we are informed by a contemporary writer, owned a mill and mining plant worth $6,000. As this fact is cited with admiration, it is apparent that most of the mining and milling must have been done in a very primitive manner indeed.

"Automatic flotation control in varying degrees of sophistication is practiced at a number of concentrators throughout the world. Practically, the variable conditions in the flotation circuit and the difficulty in maintaining accurate instrumentation information all add to the complexity of automatic control.Further development at the Kidd Creek concentrator has resulted in a 3075 mtpd copper flotation circuit capable of running twenty-four hours a day under the direct control of an optimizing supervisory computer.Three main streams, continuously monitored by an XRF analyser, supply circuit information to the optimizing computer. Circuit efficiency calculations (from smelter contract terms) and target setpoints allow the computer to determine the economic optimum direction to move the circuit based on the grade/recovery relationship. Circuit manipulation is accomplished by precise pumping of collector and frother reaqents together with accurate control of flotation bank pulp levels. The former uses computer controlled diaphragm pumps and the latter is achieved by control loops utilizing a float type level transmitter, variable position dart plugs and a process computer working to setpoints determined by the optimizing computer.The development of a fully automated flotation circuit is by no means complete, but increased knowledge and major hardware improvements have allowed its progression to a higher level of sophistication."

In the mining industry, as in other business, one of the more satisfactory results of sincere but cheerful effort lies in the proper completion of undertakings and problems, which, to be successful, must continually hold the interest of all concerned in the work. In most undertakings, genuine interest and satisfaction is largely dependent on the proper appraisal of opportunities presented, and the opportunity to associate ourselves with sinking operations at McIntyre central shaft, from the surface to a depth of 4,133 feet, was genuinely appreciated. This opportunity was made possible by the previous persistent and successful leadership of Mr. J. P. Bickell, President, with the assistance of his associates, and of the general manager, Mr. R.J. Ennis, in the development of the McIntyre Porcupine mine, and I beg to state that any success in this sinking operation was very largely due to the congenial co-operation and splendid workmanship of Captain Martin C. Horne, his shift bosses, leaders, and all those who worked with us . Our slogan throughout was " Safety First for Pleasant and Efficient Workmanship," and this general policy made it possible to sink and timber 2.,123 feet during the first year without a serious accident.

"Introduction Byron Creek Collieries Limited Corbin mine is located in southeastern British Columbia approximately 180 air kilometres southwest of Calgary (Fig. I), twenty four kilometres south of Highway No. 3 via a newly constructed provincial road (Fig. 2). The development of the area began July 30, 1905, when D.C. Corbin, a prominent businessman from the northwestern U.S., and his associate E.J. Roberts first visited the site of Coal Mountain on horseback. Coal was in great demand by railways and other industrial users, so the Corbin Coal and Coke Co., after acquiring 6,000 hectares of land in the area, began to develop a mine. Mr. Roberts was responsible for the construction of the 22-kilometre rail spur, the Eastern British Columbia Railway, which joined the mine to the CPR main line at the McGillivray Loop. Rail access to the mine and its developing community, Corbin, B.C., was completed in September 1908, the same year that the first underground mine began production. The Corbin Coal and Coke Co. operated six mines on Coal Mountain (Fig. 3) and production from 1908 to 1930 inclusive totalled 2,120,800 tonnes. "The economic and strategic importance of PGE bearing deposits is fuelling renewed exploration and development efforts in the precious metals mining sector.This paper presents a review of the various techniques used in the processing of PGE bearing ores, from primary benificiation to processing routes for the different flowsheets that have been developed amongst current producers. Recent innovations such as preconcentration of ore using gravity separation, recent trends in flotation circuit design and the development of hydrometallurgical routes for the direct treatment of flotation concentrates without the need for smelting will be discussed. Data from recent projects will be presented to illustrate common characteristics of PGE ores and concentrates.INTRODUCTIONThe six platinum-group elements (PGE): ruthenium, rhodium, palladium, osmium, iridium and platinum, together with gold and silver, are considered to be ""precious"" metals. The recent spike in platinum and palladium prices coupled with the projected increase in demand for the metals has fuelled a spate of exploration and new projects in the PGE sector. Historically primary producers of PGE metals have controlled the flow of information relating to the mining and processing of these ores into the public domain. Very little published information relating to individual operations and processes is available in comparison to the abundant literature relating to other metals.The purpose of this paper is to provide a general overview of the issues relating to the processing of PGE ores. Each topic discussed could easily be the topic of a paper or book and so in many cases only the surface of the topic will be scratched. An attempt has therefore been made to provide as many references as possible.This paper discusses the classification and location of PGE ores, the mineralogical factors that affect recovery of PGE's, methods currently used for recovering PGE's and process trends in PGE metallurgy."

In 1913, potash mineralization was recognized at a depth of over 7,000 feet in an oil-well hole (Norcanol's Radville No. 1 well) drilled near the town of Raddlle, Saskatchewan. Although, at this depth, potash is not considered mineable by conventional underground mining methods, this discovery shed the first light on the potash deposits of Saskatchewan in much the same manner as oil-well drilling was responsible for the first discovery of potash in the Carlsbad Basin of New Mexico in 19:25. The discovery near Radville alerted the oil-well geologists and, as a result potash mineralization was recognized in the Verbata No. 2 well, near Unity, Saskatchewan, in 1946. The mineralization, which was at a depth ?of 3,466 feet, graded more than 20 per cent K20 over a thickness of eleven feet. ?Reclaiming the land? in the Athabasca Oil Sands is becoming a household phrase in Canada. Advances in soil salvage and placement, increasing biodiversity of forest ecosystems and improved design of the landforms are beginning to change the trajectory of the ?reclaimed land? towards a boreal forest. The boreal forest is much more than just a forest; in the area of Fort McMurray AB, roughly one half of the boreal forest is composed of organic wetlands, often called muskeg. How important is muskeg to the boreal forest ecosystem and to the local aboriginal people? Should muskeg be reclaimed? Can muskeg be reclaimed? Ten years ago it was broadly accepted that organic wetlands could not be re-established; in fact this was so well accepted that reclamation of organic wetlands had not been attempted. Over the past decade this conclusion has been re-evaluated and research projects have been undertaken to examine the potential to create organic wetlands in a reclaimed oil sands landscape. This paper examines these questions and the research initiatives necessary to reclaim the other half of the Athabasca Oil Sands.

This paper discusses microstructural changes produced by two novel approaches using electron beam physical vapor deposition (EB-PVD) in which periodic strain fields/microporosity was incorporated within the large columnar grains of Zr02- 8wt.%Y2O3 (8YSZ). The traditional columnar microstructure of partially stabilized zirconia has been slightly modified to produce a lower thermal conductive thermal barrier coating (TBC) by periodically interrupting the condensing vapor resulting in microstructural modifications with diffuse or sharp interfaces and morphological changes on the sub-micron scale without changing the composition of the TBC. These microstructural modifications resulted in a 20-30% reduction in the thermal conductivity, 28-56% increase in hemispherical reflectance, improved oxidation cyclic life (over 100%), and better strain tolerance as compared to standard ZrO2-8wt.%Y2O3 deposited on platinum-nickel-aluminide and CoNiCrA1Y bond-coated MAR-M-247 test samples. The TBC with tailored microstructures were examined by various techniques including scanning electron microscopy (SEM), x-ray diffraction (XRD), steady-state laser heat flux technique, and hemispherical reflectance.
