The expansion of the mining industry, with other industries, of course, is dependent upon a supply of fresh capital from year to year. Mining is a speculative form of investment, though there is a wide range of risk as between indiudual undertakings. All of the leading financial writers, nowadays, agree that expansion is being seriously interfered with by the unprecedented load of taxation Canadians are carrying. Individuals have less for investment and corporations are obliged to defer necessary expenditures in order that the demands of the taxing authorities may be met. Naturally, speculative investments such as mining exploration suffer first. Undoubtedly, a great deal of cash raised by taxes, if left in the hands of individuals and corporations for investment and expansion, would have been far more beneficially used and would have developed the country more than any use made of it by the government, in the way of bonusing new industries, or the undertaking of large schemes of development. Government undertakings of this nature are often entered into without a proper knowledge of cost and probable return. Expert expenditure of the same sums by business men or corporations undoubtedly would generally produce more prosperity for the country as a whole. The absolute necessity for lower taxation is being increasingly known to the public at large, and eventually it is hoped that our governments will see the economic impossibility of continuing the present rate of expenditure. The successful Finance Minister of the near future will not be the one who can borrow the most money.

In making this plea for a better and more sympathetic understanding of the non-metallic industry, I do not for one minute wish to give the impression that I in any way belittle the wonderful strides that have been made in the exploitation of our metallics. We in Canada can be justly proud of our Sudburys, Norandas, Flin Fions, and of the remarkable growth of the Consolidated in British Columbia, and at the same time, without in the !east detracting from these worthy undertakings, be equally as proud of our asbestos, gypsum, salt, and coal deposits, as well as of our building-stone and limestone industries. If, in my remarks, I have occasion to compare the metallic with the non-metallic industry, I do so, not with any idea of dimming the glory which the metallics of Canada have gained- not only in our own country, but in the world at large-but for the purpose? of bringing to your attention the fact, perhaps not very well recognized, that Canada contains deposits of non-metallics well worth y of your serious consideration. In the past 33 years, namely, since 1895, the value of non-metallics produced in Canada has exceeded the value of metallics in 19 of the years, and for the last three years has been increasing rapidly. The war years (1915-1918 inclusive) naturally saw an intensive metallic production, but since that time, with the exception of 1925, when there was a general depression throughout the whole country, the non-metallics have been in the ascendency.

MR. J. C. NICHOLSON: The author has discussed his subject in a very thorough manner. One difficulty is the tendency to regard a 'permitted' explosive as a 'safe' explosive. There is no such article as a safe explosive; any explosive is only as safe as the man who handles it. In making up the primer, the method illustrated in the paper is alright for the ordinary explosive but not so for the sheathed explosive, for the sheathing would be punctured. MR. T. L. McCALL: I fee! quite certain that there would be little, if any, trouble from flame shots or misfires if the author's suggestions were carried out. There is a tendency on the part of the shot-firer to over-shoot, so as to bring clown more coal for the miner, and frequently a shot has not sufficient burden imposed upon it. Shooting one hole may not only lessen the burden on an adjacent hole, but may practically release it altogether, in which case the second hole should be fired with a very small charge, or perhaps it might not be necessary to shoot it at all. While the paper refers to shooting in the coal only, it should be under-stood that the instructions given are equally applicable to brushing shots. I do not wish to bring up any contentious point, but would the author say a word on cushioning with air gaps and on multiple shooting? Single shooting in rock might open up a feeder of gas which could be ignited by the ?second shot.

THE disposal of tailing or waste material, which is generally a very large proportion of the ore treated, is a major problem in the location and operation of any concentrating enterprise and especially so where the life of the operation is expected to continue for many years. Many factors need to be taken into consideration in the selection of a tailing site, chief among which are economical handling of the material, subsequent re-treatment of the tailing, and precaution against stream pollution by waste water. The final location of many mill sites bas been governed largely by the selection of a sui table area for tailing storage. The Sullivan concentrator of the Consolidated Mining and Smelting Company is situated about three miles from the Sullivan mine at Kimberley, B.C., and one of the deciding factors in its location at this distance from the mine was the availability of a suitable area in which tailing could be deposited. In view of the indicated long life of the property, a far-sighted policy bad to be adopted in the matter of tailing storage, for not only would it be necessary to accumulate a huge tonnage of finely ground material, but also reclamation for iron recovery at some future date bad to be considered. Some idea of the extent of the problem may be grasped when it is noted that, by the end of 1938, over 18,000,000 tons of tailing bad been impounded in an area of some 200 acres.

MR. C. R. WHITTEMORE: It is interesting to note that the mining industry is making increased use of alloy steels for drilling. They will undoubtedly lead to greater footage at lesser cost. Mr. Kemsley states that, for use in hard ground, the shanks are brought to a hardness of 435 to 440 Brinell by heating them to approximately l,800°F. It seems to me that this temperature is excessively high-it is considerably above the critical point of the steel. The only effect of such a high temperature is to lessen considerably the impact resistance of the steel. The possibilities of an oil quench, followed by a tempering draw which does not lessen the hardness of the steel too much but increases its toughness, might well repay further study; also the temperature control, a factor which depends on the composition of the steel. However, service results are undoubtedly the best criterion of practice. MR. KEMSLEY: I would like to point out that the steel is not quenched at 1,800°F. After heating to this temperature, it is laid aside to cool gradually; this high temperature is necessary to produce the required hardness by simple normalizing-cooling in still air. We all know that ideal conditions for hardening steel demand salt baths and furnaces with automatic temperature control, but for most companies the cost of such equipment having sufficient output capacity is prohibitive. The end we are trying to attain is to make good drills at a cost that will be within the means of any mine.

Extraction by organic solvents is a chemical process in which metal species in the aqueous phase react with an organic reagent to form an organometallic com- plex, thus, the metal species leave the aqueous phase and enter the organic phase from which it can be stripped back in the aqueous phase to obtain a pure and a concentrated solution. The metal in the organic phase is not bound to carbon atoms as in organometallic compounds but to oxygen, nitrogen, sulphur, or hydrogen by a co-ordination (dative) bond (Habashi, 1999).Solvent extraction was used for the first time in hydrometallurgy in connec- tion with the special and urgent materials requirements of nuclear energy during World War II. A plant was constructed in the United States for the preparation of high-purity uranyl nitrate solution. In this plant, the yellow cake (a high-grade sodium or ammonium uranate) was dis- solved in HNO,, and uranium was selec- tively extracted by ether then stripped by water to give a concentrated solution of pure uranyl nitrate. This was gradually followed by developing methods for other high-priced metals such as plutonium, thorium, niobium, tantalum, zirconium, hafnium, boron, beryllium, and molybde num. The second step took place in the 1960s when solvent extraction was applied for the first time to extract a rela- tively cheap metal-copper. At present, solvent extraction technology is wide- spread, well accepted, and highly efficient. "Rock masses comprised of stiff inclusions in softer matrix are common in various geological environments. The heterogeneity and multi-scale nature of these materials make the evaluation of their mechanical properties a challenging task, which cannot be accomplished using conventional laboratory tests and composite mixture rules. We employ the homogenization method to estimate the mechanical properties of geological materials with inclusions. The homogenization method solves the equations of elasticity on the material (microscopic) scale for a unit cell subjected to unit strains under periodic boundary condition. The micro-scale elasticity equations are solved using the Finite Elements Method, and are in turn used to obtain the structure scale (macroscopic) material matrix.In this research, Finite Element models for unit cells with spherical and ellipsoidal inclusions were developed. Using the unit cells, a parametric study of the geometrical and statistical microscopic properties of the material composites was performed. The following parameters were studied: volumetric ratio, Young’s modulus ratio, size-distribution of inclusion and inclination angle of inclusions. The main purpose of the parametric study was to study the deviation from isotropy as a function of the aforementioned parameters.It was found that for volumetric ratio of 5%-40%, the deviation from isotropy increases, as the volumetric ratio of inclusions increases. For spherical inclusions, most of the cases studied exhibit quasiisotropic behaviour; whereas ellipsoidal inclusions exhibit considerable deviation from isotropy. The inclination of the ellipsoidal inclusions enlarges the deviation from isotropy (9% at random orientation and 26% at 0°)."

"The coal handling plant represents an investment of about $100 million in coal handling and storage equipment. The coal receiving is done by a continuous ship unloader that can handle ships in the 60 000 T range at Q rate of 1750 /ph. A unique feature in the system is a stacker/reclaimer unit which will work inside a dome storage structure. The coal for the unit will include any low sulphur coal that can be delivered by sea at an economical price blended with New Brunswick high sulphur coal.ThE flue gas scrubber is a wet limestone system capable of 95% SO2 removal. The scrubber will utilize about 150 000 tonnes of limestone per year and will produce commercial grade gypsum by the forced oxidization method.IntroductionWith the need for new generating capacity being required, New Brunswick Power reviewed, in 1985, its options for the next unit. The study indicated that the most attractive option for New Brunswick Power would be a coal-fired unit capable of receiving imported coal at a sea port. The site selection process resulted in three site options being considered.The existing Coleson Cove and Dalhousie sites, and the Belledune site were considered. To meet load distribution needs, it was then decided that the unit had to be located in the northern section of the province, thus eliminating the Coleson Cove site. The Belledune site was selected because it had the capacity to have additional units added where as the Dalhousie site would have only been able to accommodate one unit"

Despite the success of DLVO and extended-DLVO models that have been developed for homogeneous and smooth surfaces, a vast majority of practical surfaces encountered in mineral ore beneficiation are typically rough at various scales; they are also typically heterogeneous. The interactions of gas bubbles with particles having rough and heterogeneous surfaces are much more complex than the commonly used DLVO or extended-DLVO models predict. The effects of surface roughness on flotation and colloidal interactions have been reported many times in the past, although a clear understanding of their origins has been lacking. To explain differences in colloidal interactions for spherical hydrophobic particles, a theoretical analysis of the interaction potential was carried out for a model rough particle interacting with a bubble surface in an electrolyte solution in this study. The attractive hydrophobic interaction potential was added to repulsive retarded van der Waals and repulsive electrical double layer interaction potentials. The rough microscopic particles were modeled as spheres decorated with nano-sized asperities. Parameters that reflect common flotation separation systems were selected for testing this theoretical model and computation of the energy barrier applicable to particle – flat bubble surface interactions. It was found that hydrophobic asperities with the height of only several nanometers can reduce the repulsive interaction energy by an order of magnitude. Theoretical analysis also reveals that surface coverage of microscopic particles by nano-sized asperities is important as well. The findings of this research suggest that manipulating and engineering the particle surface topography could lead to better control over flotation separation.

The optimal geochemical parameters required to form ellringite in a lime-remediated site have been investigated with the use of thermodynamic modelling. The speciation of sulphate and 10 metals analyzed in samples of a mine tailing from northern Quebec was calculated with a computer model. The model also includes calcium, which would result from the addition of lime to the system. Two speciation calculations were done. The first one is a hypothetical speciation before the onset of precipitation and was used to devise the stability fields of minerals susceptible of forming in high pHs. The stability fields were determined by building activity ratio diagrams with sulphate, aluminum and calcium species concentrations for pHs ranging from 4 to 14. The investigation was carried out for a 25°C solution with an ionic strength less than 0.12. Thermodynamics predict that an optimal stability field for ettringite in the mine tailing samples containing 10-3 mol/L SO4-2,10-2 mol/L of AI(OH)4 requires at least 10-2mol/L of Ca+2 and a pH larger than 11.6. The sulphate contents of the mine tailing samples, however, limit the precipitation of ettringite and monosulphate could be an end-precipitate. The second speciation is in equilibrium with precipitates and provides information on the speciation of the residual metals. If ellringite could be precipitated as a stable form, it could serve as a sorptive agent for residual metals, and, due to its binding properties, consolidate tailings.

"While not taking issue with the general thesis expressed in Dr. Ridge's analysis of the role of genetic concepts versus observational data in ore exploration (Ridge, 1983), the criticism could be offered that the author tends to slight the importance of conceptual (i.e. theoretical) models in mineral exploration.As a general rule, observational data in science lacks significance and utility without a theoretical construct to organize those observations. Theory in turn dictates what observations are made-and which ones are judged important. Thus, for example, prior to the elaboration-and acceptance- of the current model for volcanogenic base metal deposits, the structural aspect s of these deposits were most closely observed and studied by explorationists. The nature of the enclosing rocks and any attendant alteration was given minimal attention, and certainly didn't figure prominently as an exploration guide.Similarly, the importance of alteration features to exploration for porphyry copper-molybdenum deposits was only perceived when a theoretical model was developed to account for these aspects. Indeed, many of these porphyry copper deposits were regarded as epigenetic vein deposits by geologists of an earlier era observing and examining on a different physical scale-and with a different theoretical bias.In constructing and evaluating such conceptual models, explorationists primarily rely on observation data and proximate associations; speculative thoughts as to ultimate provenance or crustal evolution clearly play a subordinate role, as Dr. Ridge argues. This, however, should not obscure the fact that concepts and theories do indeed exert a major influence in mineral exploration."

"Niobium and tantalum are strategic metals for electronic and alloys industries. They are produced by pyrometallurgy and hydrometallurgy but most of the niobium and tantalum production processes are not environmentally friendly. For instance, in the hydrometallurgical route, niobium and tantalum separation can only be achieved by liquid-liquid extraction in the presence of hydrofluoric acid by taking advantage of the difference in niobium(V) and tantalum(V) speciation in fluoride-based media. Therefore, the environmental footprint of hydrometallurgical processes for the production of niobium and tantalum could be clearly lowered by replacing HF or NH4F by greener media such as alkaline solutions in which high solubility of niobium(V) and tantalum(V) can be achieved.The development of such new efficient and environmentally friendly hydrometallurgical processes requires a fine description of the physicochemistry of niobium(V) and tantalum(V) in alkaline solutions. Unfortunately, literature data show a huge discrepancy on niobium(V) and tantalum(V) speciation in such media. This paper gives a brief overview of the niobium(V)-tantalum(V) production processes and paves the way to the development of alternative processes in alkaline media by presenting and discussing recent advances in the physicochemistry of niobium(V) and tantalum(V) in these media.INTRODUCTIONNiobium and tantalum are strategic metals since they are used for the production of alloys and super alloys, capacitors and magnets in strategic industries such as electronic, aeronautics and automobile. "Soft-sensors are a computer software alternative to inadequate hardware instrumentation. Filters are averaging methods that reduce the noise in any sensor's signal. This paper introduces these topics and places them in a mineral processing context using then-product formula.Soft SensorsAs their name implies, ""soft-sensors"" are computer programs that estimate values for process variables (Tham, 1991). This approach is useful when the appropriate hardware sensor does not exist, is deficient, supplies only infrequent values, etc. For example, in mineral concentrators the traditional magnetic flowmeter/ nuclear density gauge instrumentation for measuring slurry flows costs $5,000 or more per flow and requires frequent maintenance. However, metal assays are commonly available from online X-ray fluorescence analyzers and application of the n-product formula (Taggart, 1945) to these assays conveniently provides software estimates of the flowrates (albeit only when the circuit is in steady-state).Soft-sensors are used by inferential controllers that base their control actions on the process values ""inferred"" by the soft-sensor. Such was the case at Brenda Mines where the rod mill feed tonnage controller used an inferred value of the cyclone overflow particle size (Bradburn, 1976). It was also the case at Brunswick Mining where reagent controllers adjusted reagent addition rates throughout the plant according to the various ore flowrates inferred by an expert system (Spring, 1991). A unique feature of the expert system soft-sensor was its dynamic flow models which compensated for residence times, material transport lags, etc. Thus the soft-sensor values were valid under both steady-state and nonsteady- state conditions."

"Major rock slides in open-pit mines are rare, but they can develop in spite of sophisticated slope engineering design practice. Experience has shown that, except under high seismic load conditions, the serious slope instability condition is almost always accompanied by the gradual development of one or more tension cracks behind the slope crest, allowing for time-displacement monitoring. Continuous surface displacement measurements with attendant prompt analyses are usually adequate for the prediction of slope behaviour.This paper describes efforts that have been made to quantify parameters associated with slide movement, and compares the displacement records of several large-scale open-pit porphyry copper mine slope failures. Two principal failure stages are recognized in the typical slope failure leading to total collapse: (a) REGRESSIVE STAGE, during which the failure will re-stabilize if some disturbance external to the rock and structure is removed; and (b) PROGRESSIVE STAGE. during which the failure will gradually displace at an accelerating rate to the point of total collapse unless active control measures are taken. Over-all displacement records in both failure stages are apparently of simple exponential form. with a definite break occurring at the onset-of-failure point.Certain common empirical relationships are suggested for the large-scale slope failures analyzed in this study. Based on plots of displacement rate vs time prior to collapse, a semi quantitative empirical relationship is presented for failure collapse prediction. The comparison of historical slide displacement records furnishes the operating engineer with practical guidelines to estimate the characteristics of future large-scale slope failures."

"This paper discusses general application for A C variable frequency drives in the mining industry. A review of induction motors characteristics, adjustable frequency controller fundamentals, and three commonly used controllers is presented. General application guidelines for the three different types of controllers; variable voltage input , current source input and pulse width modulated are then reviewed in detail, and an example of the economic benefit of this technology is discussed. IntroductionSoon after static DC variable speed drives were well established in industry, a need for static AC variable speed drives was seen. The first technical papers describing possible systems appeared in the mid-1960s, with commercially available units arriving in the early 1970s. Without exception, static AC drives are substantially more complex than their DC counterparts, but they have some very desirable properties. As compared to DC motors, AC motors are less costly, physically smaller, more reliable, require less maintenance , easily sealed, have good load regulation, are able to run at higher operating voltages, and have little danger of over-speed runaway . These properties are particularly desirable in explosion-proof, submersible or difficult accessibility applications.Variable speed AC drives are now a proven technology. available in packages from Sub-horsepower to hundreds of horsepower, from 115VAC to 4160 VAC. This paper covers the principles of operation of three common types of controllers, application criteria, motor consideration and finally an example of how an AC variable speed drive can pay for itself in terms of energy savings."

"As an alternative to conventional dewatering by vacuum filtration and oil-fired rotary dryers, Brunswick Mining conducted extensive pilot-scale testwork on its copper, lead, zinc and bulk concentrates using a Larox Oy (Finland) automatic pressure filter. The results showed that pressure filtration readily produced final cake moistures of 6-8.5 per cent on this very fine sulphide material.An in-depth analysis examines pressure filtration in terms of metallurgical performance and projects energy savings of 78 per cent for pressure filters over the current dewatering operation. Potential energy and operating cost reductions are also estimated.IntroductionVacuum filters followed by oil-fired rotary dryers are one of the most common means of dewatering mineral concentrates. They represent, however, a level of technology which is exceedingly wasteful in terms of manpower, space utilization equipment and fossil fuel dependence. In addition, the use of thermal dryers is leading to increased environmental concerns both in plant and out.These were the primary factors which prompted Brunswick Mining to consider alternative dewatering methods as the existing equipment came up for replacement and upgrading. In late 1979, company engineers were encouraged by automatic Larox pressure filters seen at several Scandinavian operations. Subsequent laboratory tests by the manufacturer (Larox Oy of Finland) on several concentrate samples were sufficiently promising for Brunswick and Noranda to lease a trailer mounted filter-lab unit and a technician from Larox for a five-week period. Extensive on-site testwork on all four Brunswick concentrates (zinc, lead, copper and 'bulk' lead-zinc) confirmed the potential of pressure filtration."
