Numerous voices are raising around the world to show how misleading and fuzzy commonly used risk assessments methods are. These criticisms come at a time when public trust in ?proponents of new projects?, operators, private or governmental, seems to have hit a low and the legal system ?targets? public officers. It is common that technical experts and the public strongly disagree in their analysis of risks. Risk definition requires the evaluation of probability and consequences and those words are oftentimes enough to stir great worry to the public. Thus it is nowadays commonly understood that ?reality? is not scientific, but resides in public opinion, hence urging technical people to communicate better, more transparently. Blatant failures on both counts have lead to the emergence of ?new myths? used to justify complacency using ?complexity? and other buzz words as an alibi. This paper (together with its companion presented elsewhere) explores how poor ?common practices? in Risk Assessment contribute to biasing project team, design teams opinions, skew decision-making process and finally misrepresent reality to the public resulting precisely in the raise of public distrust, legal implication witnessed around the world. The discussion first reviews the pitfalls of common approaches (FMEA, Probability Impact Graphs) pinpointing them as possible causes of future legal liabilities. An alarming disconnect also comes from various codes, ISO 31000 itself has this flaw, invoking the term ?acceptable?/?tolerable? without defining it or giving any guidance for its determination. Wide-spectrum public consultation could be developed to define a ?modern? social acceptability criteria helping all the stakeholders making/understanding decisions. Another alarming disconnect comes from the poor definition of consequences of mishaps and their societal ripple effects. This aspect is indeed mostly ignored in codes, leaving ample room to biases and censoring applied to potential losses. In our society no one seems to have anymore the possibility of hiding behind a shroud of ?carefully maintained? misrepresentation. It is time to act and ?write the book? for proper risk assessments avoiding misrepresentations.

The literature on the arsenic disposal practices of the metallurgical industry and the long term stability of the disposed arsenic compounds were reviewed from a Canadian perspective. The review was complemented with visits to selected operating metallurgical sites to obtain information on their specific arsenic disposal practices and the behaviour of their impounded residues. The arsenic disposal procedure currently favoured by the industry involves the formation of an insoluble ferric arsenate compound which is allowed to sediment at the bottom of tailings or residue ponds. It has been shown recently that this poorly formed crystalline compound is similar to ?arsenical ferrihydrite? which is ferrihydrite containing strongly adsorbed arsenate anions. Despite concerns about its long term stability on thermodynamic grounds, arsenical ferrihydrite appears to be stable for many years in the proper environment which includes a slightly acidic pH and oxidizing conditions. A high Fe/As ratio and the presence of heavy metals appear to increase the stability of arsenical ferrihydrite. High temperature operations, such as those encountered in the autoclave treatment of refractory gold ores, are conducive to the formation of scorodite, FeAsO42H2O, and/or a series of ferric arseno-hydroxy-sulphate compounds depending on the solution composition. Scorodite has several advantages over arsenical ferrihydrite as a disposal compound including a lower iron demand, a higher density and a greater thermodynamic stability. New procedures have been developed to generate scorodite at ambient pressure. These procedures would offer significant reductions in capital cost because of the elimination of the need for autoclaves. Lime precipitation which was widely used in the past is being abandoned as a result of strong evidence showing that calcium arsenate compounds decompose slowly in contact with atmospheric CO2 to form calcium carbonate and soluble arsenic acid. In all cases, the long term stability of the disposed arsenic compounds depends on a number of factors including disposal site characteristics, particle crystallinity and size distribution, the presence of complexing agents and the effect of bacterial activity.

In this paper, we report on the detection of spectral molecular emission of iron oxide (FeO) and copper oxide (CuxO) emitted by reactions occurring in a laboratory scale flash smelting process of pyrite (FeS2) as well as copper concentrate. The novelty of the technique is that, the molecular spectral emission sensing is achieved by using a low spectral resolution and low sensitive radiometer, enhanced with signal processing and matrix factorization techniques. The method was validated using a highly sensitive spectrometer, with a high spectral resolution; achieving a similar FeO spectral pattern as the one obtained after signal processing techniques over low resolution spectral signals. INTRODUCTION Visible-near infrared (VIS-NIR) spectroscopy is an optical contactless sensing technique commonly used to capture information about the emitted, absorbed, transmitted or scattered radiation in a physical or chemical process, with the presence or absence of an excitation light source such as a laser or a broad spectral band source. These techniques coupled with signal processing and machine learning algorithms, sometimes referred as chemometrics (Pisapia et al., 2018), can be found in processes such as: pharmaceutical (Kandpal et al., 2016); food (Coelho et al., 2016); combustion (Ballester & García-Armingol, 2010); siderurgy (Strakowski et al., 2014) industry, among others. In the extractive copper industry there are several technological developments using optical sensing techniques aimed to retrieve information about copper ore and concentrate mineralogical composition such as X-Ray Fluorescence, Qemscan® (Quantitative Evaluation of Minerals by Scanning Electron Microscopy) and X Ray Diffraction (XRD) analysis, however, because of the manual procedures to analyze the samples with these laboratory instrumentation, only discrete information during a daily based operation can be retrieved, making impossible for the operators to take decisions over the involved processes in real time. The aim of our research work presented here is to contribute with sensing and data analysis procedures based on VIS-NIR spectroscopy for the flash smelting process characterization, particularly in this paper, with the detection of FeO and CuxO molecular emissions in a laboratory scale setup.

"Abstract- The Century mine in northwest Queensland,Australia, is a major sediment-hosted zinclead- silver orebody, located within the western Mount Isa Basin. Stratiform, carbonaceous shalehosted mineralization is developed within Proterozoic shale and siltstone sequences of the Lawn Hill Formation. CRA Exploration Pty Ltd (CRAE) discovered the Century deposit in 1990 and open pit mine development commenced in 1998 under the ownership of Pasminco Century Mine Limited (PCML). The deposit contains an identified mineral resource of 105 Mt @ 12.1% Zn + 1.7% Pb + 46 g/t Ag (Broadbent and Waltho, 1998) which is currently being mined at a rate of 5 Mt/y.In December 1998, an exothermic reaction was observed between explosives spilt onto shale drill cuttings from a blasthole. This reaction is referred to as ‘reactive ground’ and has the potential to cause premature detonation of explosives in a charged blasthole with catastrophic consequences. The incident led to a subsequent geological and geochemical assessment of the different rock types at the Century deposit and their potential reactivity with ammonium nitrate-based (AN) explosive products. This assessment was conducted in an attempt to characterize zones safe for blasting with uninhibited AN-based explosive products. A direct result of this study is a set of procedures outlining the use of different AN-based explosives in areas defined as potentially reactive or non-reactive for the different lithologies present. Black shales contained in both the waste and mineralized sequences contain the sulfide mineral pyrite (FeS2), which is thermodynamically unstable with AN contained in commonly used explosives. The potential reactivity of partially weathered pyrite can ultimately result in the decomposition of an AN-based explosive. It was determined that only pyritic black shales showed any potential to react with AN, irrespective of their position in the stratigraphic sequence. Other lithologies present at Century, including Proterozoic sandstone and Cambrian limestone, are classified as non-reactive with AN. This is a geological risk management situation present at the Century mine."

"An antimony-bearing gold ore was studied in a cyanide slurry containing 7 -20 ppm dissolved oxygen. 1 g/L NaCN at pH 9.5 and 48 hours retention time is required to extract 94 % of the gold from the 90 % minus 200 mesh ore by conventional cyanidation at a 7 ppm O2. As oxygen concentration was increased to 20 ppm, the conditions required to extract the same amount of gold were: 0.25 g/L NaCN, 16 hours retention time and 80% minus 200 mesh. Compared to conventional cyanidation, oxygen-enriched leaching was shown to reduce retention time by three times and cyanide consumption by four times. The kinetics of gold dissolution related to the dissolved oxygen concentration in slurry was expressed by following equation:XAu = 100 * (Kt + I0) / (1 + Kt + I0)where XAu is the percentage gold extraction; t is the retention time; K and Io are the slope and the intercept of the plot of XAu I (100 -XAu) vs. t respectively. The values of Kand Io depend upon the concentrations of cyanide and oxygen, the fineness of grind and the origin of ore sample etc.. A preliminary cost analysis was also performed to justify the use of oxygenating slurries.IntroductionGeneral:It was proposed almost 149 years ago (Elsner 1846) that oxygen is required for the dissolution of gold in cyanide solution. However, little attention were paid to oxygen application in the gold milling industry during the following one hundred years. Due to the constraints of gold price, reagent costs, refractory ores, and environmental issues in the past decade, the oxygen enhancement in the cyanidation process was introduced to the gold milling industry for increasing operation efficiency, reducing production costs, and meeting the requirement of environmental standard.The advantages of oxygen-enriched cyanidation have been reviewed by several investigators (Hague 1992, Jara et al 1992, Henderson 1989, Loroesch et al 1988, Elmore 1987, Cathro 1963). "An information system has been developed for the use of companies considering developing a new mine which may be liable to secondary sulphide ignitions or by existing operations. The system uses the Comdale X expert system to analyze information about a particular mine. The system will indicate whether the mine is likely to experience ignitions and what precautions can be taken to reduce or prevent their occurrence. The advantage of an information system using expert system and artificial intelligence principles is that it can recommend action when there is an incomplete knowledge of all the system parameters. By interrogation of the user it can determine the state of knowledge and react accordingly. It is considered that such systems could be of significant use in mine planning for new and existing properties, especially where operators have limited expertise regarding secondary sulphide ignitions. IntroductionSulphide ignitions occur in the underground mines of several countries, including Australia, Canada, Finland, South Africa and the United States of America (1·3) and there has been a significant increase in their number and severity over the last decade(2.4). The basic causes of such ignitions are not well understood and man incidents are not reported or documented.Sulphide ignitions can pose a serious threat to the health and safety of mine workers and to the cost and efficiency of the mining operation (1-5). Byberg(6) described the three major problems associated with sulphide ignitions as:1. the force of the initial explosion can endanger workers and equipment;2. the intense heat of the ignition's flame front can endanger workers and equipment and may also ignite combustible material resulting in mine fires; and3. the sulphur dioxide produced by the ignition may be of such quantity and concentration to endanger workers, as was tragically demonstrated at Geco. In this incident in October 1985, a worker was killed at a position 2400 metres from the ignition point of a sulphide ignition at Manitouwadge, Ontario."

"Fording Coal is a wholly owned subsidiary of Canadian Pacific Limited. The company was founded in 1968 to mine metallurgical coalfor export at the Fording River operations in southeast British Columbia.Today, Fording Coal Limited also operates the Whitewood mine under contract to TransAlta Utilities and the Genesee mine under a joint venture arrangement with Edmonton Power. Both these operations are located just west of Edmonton and produce subbituminous low-sulphur coal which is used for power generation. Fording also owns and operates two industrial mineral mines in the United States and is mining overburden under a lo-year contract with Syncrude Canada at Fort McMurray.As of December 1992, Fording Coal Limited owns and operates the Greenhills mine which was closed due to bankruptcy. This papers deals with the innovations and changes which have been made and those which are currently being implemented to make this operation competitive in the world export coal market. IntroductionOn December 4, 1992, following a tendering process, Fording Coal was awarded 80% controlling interest in the Greenhills mine by Trustee Arthur Andersen Inc. Assets acquired included 100010 of the land and coal leases and 80% of the major joint venture assets including all structures. The remaining 20% is owned by Pohang Steel Canada Ltd., a wholly owned subsidiary of Pohang Iron Steel Co. of Korea. The Greenhills mine had been in continuous operation since 1983 and was finally closed due to bankruptcy of its majority owner on October 31, 1992.A permit to operate the Greenhills mine was issued by the British Columbia government on January 29, 1993, and Fording Coal Limited started mining operations in late February 1993.To return the Greenhills mine to profitability significant changes were required in workforce productivity, mining methods and equipment selection. These mine plan changes are designed to make the Greenhills operation competitive in world markets, provide longterm employment for the company's workforce and ensure that a secure supply of coal is available."

"Over forty years of uranium mining in the Elliot Lake region of Ontario (I 956-1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and thereby significantly inhibit acid generation have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited' s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on ""Fix Dmacs"" technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.IntroductionCost-effective management of multiple tailings management areas distributed throughout a 35 km watershed requires the application of leading-edge environmental technologies. Long-term monitoring, care and maintenance costs must first be minimized through the application of decommissioning technologies that inhibit acid generation and minimize the release of contaminants from the sites. On-going operating costs must then be controlled through the application of environmental management strategies that optimize the allocation of resources while ensuring compliance with regulatory and Company environmental requirements.Using sites in the Serpent River Watershed as an example, this paper demonstrates the effectiveness of water covers as a decommissioning strategy to inhibit acid generation. In addition, the Telemetered Environmental Operating Control System and Regional Environmental Information Management System are reviewed as examples of the application of environmental technologies to the management of environmental programs."

"Aurubis is the leading integrated copper group and the world’s largest copper recycler. In Copper smelter Aurubis Bulgaria (Pirdop), the residual copper in the slags from Flash furnace and Converters is recovered by flotation. The slag processing comprises: pit cooling, crushing, two stages grinding (autogenous and ball) and flotation. The copper concentrate is thickened and then is filtrated by vacuum disk filter. The thickener overflow is sent to settler for additional clarification. A resent throughput increase resulted in higher solid content in the thickener overflow due to insufficient thickener area. Different scenarios to overcome the issue were evaluated (new thickener, reagents and reconstruction). An increase of the thickening area by installation of lamella modules was chosen as the most promising option. Three lamella modules (1 m3 each) were installed in conventional thickener for the test. Number of sampling campaigns was done to evaluate the effect on solid content in overflow. Parameters of the dewatering cycle were collected during sampling campaign. The products grain size distribution was defined - thickener feed, thickener overflow with and without lamella. The thickener overflow with lamella modules has 2.12 g/L less solid content. The decrease was 71.8%. According to the tests results, the whole conventional thickener was reconstructed with lamella modules. The thickener area was increased by more than 400 m2.INTRODUCTIONIn Copper smelter Aurubis Bulgaria, the copper in slag from the Flash furnace and the Converters is recovered by flotation. The scheme of slag processing is crushing, two stage grinding (autogenous and ball) and flotation. Till 2010 the grinding cycle in the plant was in two stages: the first stage was AG Mill 70×23 working with a classifier and the second stage was ball mill 3.6/5.5 working with a hydrocyclone. In 2010 a new AG Mill 65×78 with hydrocyclone was put in operation in order to increase throughput of the plant. The second stage of the grinding cycle was not changed."

"Résumé - Le gite de Pb-Zn de Gays River s'accompagne d'anomalies des propriétés de la matière organique (MO) et des assemblages de minéraux d'argile (AMA). L'association entre la minéralisation, la distribution de la réflectance de la MO et des AMA suggère que ces traceurs peuvent servir à I ‘exploration des sulfures de métaux de base dans cette région.A I ‘emplacement du gîte, la réflectance varie considérablement (0,8% à 1,88%), pouvant même afficher une baisse avec I ‘enfouissement, ce qui est interprète comme une altération chimique de la MO. Les valeurs les plus élevées s'accompagnent localement de quelques textures en mosaïque et délimitent une anomalie thermique au centre sud de la région. Parmi les minéraux des argiles identifies, I ‘illite et la chlorite sont terrigènes alors que la smectite, la kaolinite et la corrensite sont authigènes et, à l' instar de I ‘altération de la MO, résultent des nouveaux équilibres chimiques créés suite à la précipitation des sulfures.Abstract - The Gays River Pb-Zn ore deposit is associated with anomalies defmed from the characters of the organic matter (OM) and from the clay minerals assemblages. The relationships between these anomalies and the mineralization at the mine suggest that these parameters can be used as new guides for the exploration for base-metal sulfides in this area.The vitrinite reflectance (RJ shows a wide range of values (0.8% to 1.88%) and exhibits an anomalous suppressive effect with depth of burial at the mine site, suggesting a chemical alteration of the OM. The highest R"" values are associated with mosaic textures and outline a therrnal anomaly at the south-center of the studied area. Among the identified clay minerals, illite and chlorite are terrigenous, whereas smectite, kaolinite and corrensite are authigenous and, like the alteration of the OM, are due to the new chemical equilibria resulting from the precipitation of the sulfides."

"The polymetallic sulfide ore in Jiama county of Tibet contains 0.78% Cu, 0.046% Mo, 0.31 g/t Au and 17.9 g/t Ag in average. However, heavy loss of valuable metals was observed using high-pH process and Butyl xanthate as the collector. In this paper, the flotation was optimized through the adoption of a novel collector C-7, which is a mixture of xanthate ester and thionocarbamate. This collector showed better flotation performance under weak base conditions. The recoveries of Cu, Mo, Au and Ag increased to 93.24%, 84.60%, 78.13% and 75.41%, respectively, under 15 g/t of C-7 at pH of 8.0. The adsorption mechanism of C-7 was investigated by micro-flotation tests, zeta potential measurements, FTIR analysis and adsorption quantity measurements. Chemisorption of C-7 on chalcopyrite surface is demonstrated with adsorption density 3.8 times higher than on pyrite.INTRODUCTIONXanthates are the most commonly used collectors of strong collecting ability for separating copper sulfide minerals from gangue in froth flotation. However, the selectivity of xanthates themselves is poor to realize separation of chalcopyrite and pyrite whose floatability are quite similar (Heyes & Trahar, 1977; Chandraprabha, Natarajan, & Modak, 2004). High pH process with xanthates as collectors is proved effective in copper-sulfur separation and is widely used in treatment of copper sulfide ore flotation (Smith, 1996; Valdivieso, Cervantes, Song, Cabrera, & Laskowski, 2004). This method could get ideal separation results, but large amount of lime must be added, and could bring about increased cost, device corrosion and environmental pollution. In addition, there could also be high depression and heavy loss of associated noble metal such as Mo, Au and Ag. Consequently, a large amount of research has been conducted on substitutions of xanthates for selective flotation of copper sulfide ores under low pH conditions (Gholivand, Khodadadian, & Ahmadi, 2010; Li, 2010)."

"In this paper, the mechanical properties of Tournemire argillite are modeled using a mathematical framework which employs the microstructure tensor approach (Pietruszczak & Mroz, 2000). The experimental data incorporates the results of a series of triaxial tests (Abdi & Evgin, 2013) conducted at different orientation of bedding planes relative to the direction of loading. First, a plasticity framework is presented which involves the specification of the conditions at failure as well as the description of the irreversible deformation process. Later, a systematic procedure is outlined for identification of material functions/parameters involved. The paper is concluded by presenting the results of numerical simulations of the triaxial tests. It is demonstrated that the model can adequately reproduce the primary effects of anisotropy in the stable deformation regime as well as the onset of fracture.INTRODUCTIONThe understanding of the mechanical behaviour of argillaceous rocks is important in many types of geotechnical projects, including petroleum extraction, carbon dioxide sequestration as well as deep geological disposal of radioactive waste. In all these cases, the primary concern is the onset and propagation of damage due to excavation, transport of pore fluids and/or elevated temperature. The Canadian Nuclear Safety Commission (CNSC), Canada’s nuclear regulator, will be responsible for the licensing of future deep geological repositories. In order to evaluate the safety of deep geological repositories, CNSC staff keep abreast of scientific developments by collaborating with national and international partners on experimental and theoretical research on the long-term performance of those engineered and natural barriers. Through that collaboration, the CNSC has access to data resulting from experiments performed at different Underground Research Laboratories (URL). Such an URL is situated in Tournemire, France, in an argillaceous rock formation, the Tournemire argillite. The Tournemire argillite is characterized by the presence of closely spaced bedding planes and exhibits a strong anisotropic behaviour, so that its strength as well as deformation properties are directionally dependent."

"In mid-1986, a world-class mining enterprise was created in Highland Valley, British Columbia, bringing together the copper mining operations of Lomex and Cominco . In 1988, Highmont joined the new partnership.Highland Valley Copper is the largest copper mine in North America in terms of both tonnage mined and tonnage milled, and it is one of the largest in the world. Due to its relatively low ore grade its production of copper in concentrate ranks about ninth in the Western World.The current eighteen year mine plan is based on ore reserves of 761 million tonnes. The daily milling rate is 133 000 tonnes. At the end of mine life, a total area of approximately 6500 hectares will have been disturbed. At this time, vegetation has been established on about 600 hectares and while work will be done during the operating years, it will not be until the end of mine life, about 2008, that the last half of the land can be reclaimed and revegetated.Once final reclamation has been accomplished, Highland Valley Copper will have completed its "" temporary use of the land"". In the meantime, about 1250people have had employment for about 50 000 man years, at wages ranking among the best in Canada.IntroductionTo provide and sustain our way of life, we need steel, copper, aluminum, zinc and many other minerals.To sustain mining, we must have adequate ore reserves and replacement of reserves as they are mined. Each year the search becomes more difficult as more of the Earth's surface is investigated and depo sits are mined. This calls for aggressive and sustained efforts.In British Columbia, past and present mining activities have disturbed less than one-tenth of one per cent of the land.With today’s technology, mining operations can be substantially reclaimed and thus complete the cycle of ""A Temporary Use of the Land""."

"At Smoky River Coal Limited (SRCL), economic occurrences of structurally thickened coal deposits form attractive surface mining targets. These steeply dipping, structurally complex deposits require that special attention be given to pit wall design and operational practices.Where anchor support is feasible, there is potential for reducing footwall waste requirements and/or increasing coal recovery. SRCL has used rock anchors to support footwall slopes since 1985. This paper outlines design considerations and performance of rock anchor support systems at SRCL.Three case histories are included that illustrate the design process for supporting steeply dipping footwall slopes using rock anchors.IntroductionWestern Canada contains vast reserves of high grade coking coal largely located in two belts within the Rocky Mountain Foothills straddling the Alberta/British Columbia border. There are about one billion tonnes of ""clean"" coking coal reserves (Romaniuk and Naidu, 1986) situated near existing mining infrastructure. Within the reserve areas shown in Figure I, a total of six producers operate 10 large mines linked with ports situated on Canada's west coast. Al! of the producers operate conventional shovel/truck surface pits.Surface mineable reserves within some of the mountain coal mines are located on dip slopes or where the geologic structure has thickened the coal near the surface, creating low strip ratio targets. Footwall slopes in these mines are developed parallel to bedding, thus minimizing waste extraction and preventing undercutting of potentially unstable strata. The base of the mineable coal measures in both north and south regions is marked by massive quartz sandstone units (Torrens Member and Moose Mountain Member) which often form the footwall. Footwalls developed within this basal sandstone unit can attain very high unbenched heights often with little risk of instability. In cases where the footwall is developed on weaker strata above this basal unit, stability considerations control slope height when bedding dips exceed about 30°. In these situations it is desirable to assess the benefits of artificial support to increase the unbenched footwall slope height."

"At Smoky River Coal Limited (SRCL), economic occurrences of structurally thickened coal deposits form attractive surface mining targets. These steeply dipping, structurally complex deposits require that special attention be given to pit wall design and operational practices.Where anchor support is feasible, there is potential for reducing footwall waste requirements and/or increasing coal recovery. SRCL has used rock anchors to support footwall slopes since 1985. This paper outlines design considerations and performance of rock anchor support systems at SRCL.Three case histories are included that illustrate the design process for supporting steeply dipping footwall slopes using rock anchors.IntroductionWestern Canada contains vast reserves of high grade coking coal largely located in two belts within the Rocky Mountain Foothills straddling the Alberta/British Columbia border. There are about one billion tonnes of ""clean"" coking coal reserves (Romaniuk and Naidu, 1986) situated near existing mining infrastructure. Within the reserve areas shown in Figure I, a total of six producers operate 10 large mines linked with ports situated on Canada's west coast. Al! of the producers operate conventional shovel truck surface pits.Surface mineable reserves within some of the mountain coal mines are located on dip slopes or where the geologic structure has thickened the coal near the surface, creating low strip ratio targets. Footwall slopes in these mines are developed parallel to bedding, thus minimizing waste extraction and preventing undercutting of potentially unstable strata. The base of the mineable coal measures in both north and south regions is marked by massive quartz sandstone units (Torrens Member and Moose Mountain Member) which often form the footwall. Footwalls developed within this basal sandstone unit can attain very high unbenched heights often with little risk of instability. In cases where the footwall is developed on weaker strata above this basal unit, stability considerations control slope height when bedding dips exceed about 30°. In these situations it is desirable to assess the benefits of artificial support to increase the unbenched footwall slope height."

"Managing safety on the basis of after-the-fact reaction to accidents, can never be more than partially successful. Injuries will occur as long as the underlying potential for them still exists. Unless unsafe actions and conditions are systematically decreased, no program can have more than a short-term success.The pro-active Bullmoose loss control process, instead, focusses on heightening awareness of work habits, to prevent incidents by reducing their potential.Any safety program will be doomed to failure if the development of safe work habits depends on the safety supervisor or a safety committee. At Bullmoose the focus is on the critical actions out of which losses emerge. The successful application of performance-related feedback is achieved by taking safety, health, and environmental concerns into consideration on every level, and, by doing the right thing in every job done.What is an Exceptional Loss Control Program?If an accident in an organization creates a flurry of interest, resulting in ""cracking down"" on violations for a short period of time then an ""exceptional"" loss control program exists. Unfortunately, exceptional here does not refer to the effectiveness of quality of the program but to the fact that the organization is managing loss control by exception. The degree of management attention in an ""exceptional"" safety program varies over a period of time, remaining low as long as the rate of losses stays within management's acceptable control limit (Fig. I). When the losses rise above this, management becomes motivated to begin ""exceptional"" efforts to manage losses. When the rate falls again to within the accepted limit, efforts to control losses take a back seat.Such a strategy guarantees that losses will be tolerated or ignored as long as the actual rate is below the acceptable limit. Simply to lower the limit would not reduce losses, but would result in an increased number of flurries of management attention to loss control. This ""on-again, off-again"" style of management teaches supervisors and others that basic loss control is not as important as are statistics."

"Rare earth elements have obtained significant attention during the last few years due to predicted increase in their demand. Several projects worldwide are at pre-feasibility or feasibility stage aiming to commence production. Deposits of rare earth elements are typically complex and multi-metallic of nature. This means that production processes are often also complex and therefore, various metallurgical unit processes are needed. Outotec’s equipment and technology portfolio is very comprehensive and includes hydrometallurgical and pyrometallurgical apparatus and processes applicable to the efficient exploitation of rare earth deposits. Outotec has gained useful experience relevant to the processing of rare earths through several assignments including those for Alkane Resources Ltd. (Dubbo Zirconia Project), Greenland Minerals and Energy Ltd (Kvanefjeld Project), Frontier Rare Earths Limited (Zandkopsdrift project), Tantalus Rare Earths AG (Madagascar), Quest Rare Metals (Strange Lake project) and Orbite Aluminae Inc. (HPA project). The hydrometallurgical test work of two process flowsheets is presented in the paper. A roasting or acid baking step is common to several proposed rare earth projects. In the past, rotary kilns have been used, but Outotec has developed a new process concept to handle the rare earth material in fluid bed reactors. The basis for this development is long experience in fluid bed technology of Outotec in Germany. One advantage of fluid bed roasting is the higher throughput per unit. In combination with the roasting and baking, Outotec offers the gas cleaning and acid plant and provides a complete and closed concept.INTRODUCTIONRecovery of rare earth elements (REE) has obtained significant attention during recent years. It has been estimated that their demand will be boosted because of their need in many technology areas. REE can be utilized in magnets, batteries, displays, catalysts, optical devices etc. (Jordens, Cheng, & Waters, 2013; Zhang & Edwards, 2013). The production of REE is focused in China, which means that production outside of China is very scarce. However, there are multiple active development projects worldwide working towards production of REE containing products outside of China (Chen, 2011)."

The basic credo is that the managers make the decisions, and the hourly, and junior salaried employees do what they are told. Clearly this is the extreme case, epitomized by the long service shift boss who might say ""It took twenty-years to become a shift boss, and no miner is going to tell me what to do"" .There are some exceptions, two notable ones being Campbell-Chibougamau, and T.G.S. (now Kidd Creek Mines) which, in very different circumstances, decided on a more participative style.Campbell-Chibougamau, having closed down due to unprofitable operations, reopened, using a team structure with working leaders, and a system for sharing gains against cost targets with employees. Although the system has some problems, and development miners are bonused conventionally, this has been a basically successful program.Texasgulf Sulphur, a company with a history of non-union operations, and a participative management style, made a corporate decision to operate their Kidd Creek Mine in the same way. The orebody was rich enough to allow them the luxury to do this, but they have never had a strike, so perhaps they have more than saved the cost of the benefits and salaries they needed to pay. They also reward employees with a stock distribution scheme based on service and earnings."

"An initial test of this unique application demonstrated that hot gunned refractory would adhere satisfactorily. Subsequently, it was found that the proportion of material sticking during application increased with increased vessel temperature and when a mix containing pitch was used. About 75 per cent of the latter type adhered when it was applied at 1600°C.TBRC availability increased from an historical average of 62.5 per cent to 64.7 per cent during four campaigns when hot gunning was routinely practiced. Refractory cost was about 20 per cent less than that anticipated without gunning. Average parameters per campaign with gunning ranged as follows: 90 to 108 heats, 10 to 37 applications and 1.4 to 2. 7 hours per application. Prior to gunning, the average number of heats per campaign was 73.IntroductionThe Top Blown Rotary Converter process at Inco's Copper Cliff Nickel Refinery converts copper-nickel-sulphur concentrates to a material suitable for carbonyl refining (1),(2).Operating conditions are particularly hard on refractory. Batch cycles finish at temperatures up to 1650°C, with occasional excursions over 1700°C. New heats are then usually initiated immediately and the refractory is subjected to intense thermal shock from the cold feed. Temperature cycles are also introduced three to four times during a heat when the process is interrupted for scrap charging, temperature measurement or sampling.Abrasion wear results from rotation of the converters at speeds up to 15 RPM and from agitation of the bath with supersonic-velocity oxygen. Mechanical damage also occurs when chunks of scrap or solid matte are processed. Chemical corrosion is also present, as we know from our own laboratory work(2) and reports of operations elsewhere. As a consequence, refractory material and installation form a very large proportion of the converter plant costs. Equally important is the loss of converter availability during rebricking; this significantly reduces plant capacity."

"In China, the electromagnetic induction initiating system f or blasting engineering has been greatly developed in recent years. With this system, the total number of detonators that may be blasted in each round has been increased from 420 to 940 as a result of the invention of a powerful exploder, and the length of leg wires of a detonator has reached 12 metres. These developments make the new system suitable for blasting engineering of medium scale. Another attractive feature of this system is a set of testing instruments which have been invented that enable a final check of the system to be made before firing as in normal electric blasting. This paper reports on these developments.IntroductionThe initiating system for blasting explosives is one of the key factors to the success of blasting engineering, along with the progress of explosives and blasting technology. Today, we have initiating systems which may be divided into two groups: electric and non-electric. The earliest initiating system was non-electric. Many mines, as well as many projects where rock excavation was involved, were blasting non-electrically before the new nonelectric initiating system came into use in the 1970s. Electric and non-electric initiating systems are the two main initiating systems which are now being widely used, each having its advantages and disadvantages. In electric blasting, the blasting supplies and the blasting circuit can be checked before it is used or fired and, therefore, is regarded to be more reliable. In many large-scale blasting engineering where reliability of the initiation is of great concern, a checkable initiating system is preferable. The electric initiating system is not considered to be as safe as the non-electric initiating system due to its inability to choose proper ignition energy. Therefore, a non-electrical initiating system would be preferable where a hazard of stray currents or static electric energy exists. At this stage of development, one would say it would be advantageous to develop a new initiating system."
